WHAT IS THE CARIBBEAN LEADERSHIP PROJECT? The Caribbean Leadership Project (CLP) is a seven-year CIDA-funded Project
designed to strategically strengthen the next generation of Caribbean men and women leaders to contribute more effectively to regional integration and economic growth. The CLP is composed of five pillars: 1. Leadership Development Programme (LDP); 2. Enabling Environment; 3. Research; 4. Continuous Learning and Development Network; and 5. Communities of Practice for Project Resources
HOW IS THE PROJECT GOVERNED? The CLP has a two-tiered governance structure, specifically the Project
Steering Committee (PSC) and the Technical Working Group (TWG). The PSC is co-chaired by Sir K. Dwight Venner, Governor of the Eastern Caribbean Central Bank and Louise Clément, Senior Director Caribbean Program, Canadian International Development Agency and is responsible for overseeing the broad governance environment and providing strategic direction and policy guidance. The other members of the PSC are drawn from stakeholders across the Caribbean Region and Canada. The TWG is composed of experts from the Caribbean and Canada and is responsible for providing expert feedback and advice that enrich the development and implementation and sustainability of the Project. The Project is managed by the Project Director Colleen Rossiter (Canada School of Public Service), the Regional Project Manager Joan Underwood (Regional Project Office, Cave Hill School of Business/University of the West Indies) and other technical and administrative staff. The CLP’s executing agency is the Canada School of Public Service (CSPS) while the Regional Project Office (RPO) is hosted by The Cave Hill School of Business/The University of the West Indies (CHSB/UWI) in Barbados.
WHO IS ELIGIBLE TO PARTICIPATE? There are twelve CARICOM countries participating in the CLP. They are: Antigua
& Barbuda, Barbados, Belize, Dominica, Grenada, Guyana, Jamaica, St. Kitts & Nevis, St. Lucia, St. Vincent & the Grenadines, Suriname and Trinidad & Tobago. The Project also targets key regional institutions which play a pivotal role in advancing regional integration and economic development.

WHY DOES THE CARIBBEAN NEED THIS PROJECT? The public service has an essential role to play in achieving national and
regional growth and development objectives. CLP will support Heads of Government and key regional institutions to develop a network of leaders optimally equipped to navigate the globally imposed and regionally inspired transformations. Given the increasing pace of change facing Caribbean governments and the complexity of the issues inherent in governing small states with limited resources, today’s and tomorrow’s public service leaders need support in the form of well-designed and targeted leadership development initiatives.
HOW WILL THE PROJECT ACHIEVE ITS GOALS? The Caribbean Leadership Project is committed to a collaborative approach
in its design, development and delivery. The Project targets the specific needs of the Caribbean and is dedicated to utilizing a regionally relevant, multi-faceted and sustainable approach to develop public service leadership in the Caribbean. The Project will support research relevant to the leadership and economic issues faced by the Region. CLP will develop and promote a framework that integrates lessons learned from recent public sector reforms, and the skills, research and networks associated with modern-era leadership. The Project has designed an innovative and dynamic approach for monitoring and evaluation.
WHAT IS THE LEADERSHIP DEVELOPMENT PROGRAMME? The LDP is a multi-module Programme that aims to build a network of more
effective public leaders across the Caribbean region. The LDP targets up to 250 senior officials in the public services of the twelve participating countries as well as key regional institutions. The LDP’s reach will extend well beyond the 250 participants in the Programme through the development of networks of public servants and subject matter experts in the Region. The programme content is not static but will be subjected to on-going monitoring and evaluation to ensure that it is updated to reflect emerging issues and feedback from key stakeholders.

The LDP incorporates current best practices in experiential learning, and the face-to-face modules will be supplemented by virtual learning networks, alumni support groups and performance assessment. The LDP will also provide one-on-one support using coaches. The learning experience does not end with the conclusion of the modules in the LDP. Rather participants will have access to the collective wisdom and experiences of the growing network of public sector leaders throughout the Caribbean Region
WHO IS ELIGIBLE TO PARTICIPATE IN THE LDP? The first LDP cohort comprises Level 1 Officials – i.e. the most senior public
service officers (Permanent Secretaries and Chief Executive Officers) in central government who report directly to Ministers. Subsequent cohorts of the LDP will be drawn from Levels 2 and 3 – i.e. the next two levels of public service officers (both technical and administrative) in the chain of command within Central Governments and key regional institutions.
WHERE WILL THE LDP TAKE PLACE? The first module of Cohort 1 was held from January 28th to February 1st 2013, at
the Cave Hill School of Business/University of the West Indies in Barbados. However, since the Project is geared towards promoting regional integration, the Programme is itinerant in nature and LDP participants will travel to a different participating country for each module. This second module of the LDP is scheduled to take place in Antigua and Barbuda from March 4th - 8th, 2013 and the programme will culminate with a leadership symposium to be held in Jamaica, in July 2013. In the case of the Level 1 participants, there will also be a study tour to Canada.
