The Implications Of The Covanta Hempstead Case That Expands Beyond County Lines Brookhaven-based environmental group responds

T
here is more to meet the eye when looking at the tall smoke-stake that towers over the Meadowbrook Parkway. Covanta Hempstead, located in Westbury, has been battling allegations of not following some environmental laws in the Nassau County Supreme Court since 2017 brought on by former employee Patrick Fahey, who filed the complaint in 2013. According to its website, Covanta Hempstead, a waste-to-energy incineration facility, is the sustainable alternative to landfills for waste disposal. With facilities across the United States, Canada and Europe, Covanta’s role in solving the waste disposal crisis is taking municipal solid waste and transforming the remains after recycling into electricity. The Covanta Hempstead facility, in particular, sells energy to the Long Island Power Authority (LIPA). The resulting ash from this process gets brought to the Brookhaven Landfill in North Bellport, NY, an arrangement under contract between the facility and the Town of Brookhaven. It is estimated that the facility produces 500 to 750 tons of ash a day, according to court documents. The facility has contracts with the Town of Hempstead and the Village of Garden City to incinerate it’s municipal solid waste. It also partnered with the Town of North Hempstead in January for sustainable waste management. It’s the safety of the ash produced by the incineration process, a mix of what’s known as fly-ash and bottom-ash, that is under scrutiny. According to court documents, both federal and state law requires that fly ash, a lighter kind of ash, and bottom ash, a coarser ash, be treated with lime and other chemicals to neutralize the hazardous component of ash. Fly ash must be mixed with bottom ash to neutralize PH to prevent leaching of metals out of the ash. It’s important to note Covanta, according to its website, does have technology that

recovers metal remaining in the ash for further recycling. Fahey worked for Covanta Hempstead from 2012 to 2014. And it was during his employment that he, allegedly, noticed environmental violations, such as not properly treating the tons of ash before transporting it to the Brookhaven Landfill. Also alleged in the complaint is Covanta Hempstead housing toxic ash inside an aging structure with missing panels, holes and other openings for a period of time when the ash is required to be sealed, as well as allowing ash-contaminated storm water to accumulate in a weir at the facility and then, allegedly, pumping untreated and hazardous ash contact water from the weir to the cooling tower basin. Fahey, represented by Hoffner PLLC, filed a complaint under the New York False Claims Act (NYFCA) against Covanta Hempstead Company and Covanta Holding Corporation on behalf of the Village of Garden City, Town of Hempstead, LIPA and the Town of Brookhaven for violating federal and state environmental laws. The municipalities and LIPA did not file the complaint, as it seems they do not have intention or desire to litigate the case. But Fahey filed the case on behalf of them because the contracts between Covanta Hempstead and the municipalities and LIPA would have been violated if Covanta Hempstead did not follow environmental law. The Nassau Illustrated asked Dr. Ryan Wallace, a visiting assistant professor of environmental science at Adelphi University, about the importance of safety when it comes to treating this ash. He teaches courses on pollution and climate change, among other related subjects. “The ash associated with waste incineration can be quite toxic, consisting of a wide range of heavy metals, soluble salts and other hazardous particulate matter,” Wallace said via email. “The overall toxicity and toxin

The Village of Mineola Board of Trustees on May 12 voted in approval for a new fitness training facility and a church to open up in the village. Andrew Flores of Elmont approached the podium in front of the Village Board to talk about his fitness training business called Home Free Fitness to share his intentions to create a fitness training facility inside the strip mall at 250 C Jericho Turnpike, across the street from Jericho Terrace. “I am the owner and operator of Home Free Fitness,” Flores said. “I started the business about two years ago. I was working at a corporate gym. The pandemic came. I got bored, lost my mind a little bit. I wanted to keep up with my clients. I started with FaceTime. That led to training at the park. That led to turning my garage into a studio and a year-and-a-half later here we are. I need more space.” Mineola Mayor Paul Pereira thanked Flores for choosing Mineola to open his studio, welcoming him to the village. The size of the space is 1100 square feet, and Flores said he plans on leading single or small group fitness sessions there.
“It is only personal training,” Flores said. “No members. No food or drink. Just personal training one-on-one... at most there will be four or five people in there at the same time all under my supervision.” Flores, the sole employee, will be guiding clients through weight lifting, functional training and nutrition. It will likely operate Monday through Saturday or Monday through Friday anywhere from 7 a.m. to 6 p.m. And neighbors will not have to worry about loud noise, because Flores says he keeps the music at a low volume so that he can get to know his clients. He said he will likely open in the second week of June. Next up to the podium was 15-year resident of Mineola, Ezequihs P. Pardim and Carlos Covas, inquiring about operating Ceifa Community Church, a Brazilian church, from the second floor of 500 Jericho Turnpike, which is above American Theater Dance Workshop and used to be a Blockbuster. Ceifa Community Church currently meets once a week inside Hillside United Methodist Church in New Hyde Park. They’ve been there for 13 years. Covas translated in English Pardim’s Portuguese; though the mayor did not need a translator because he also speaks Portuguese. “We are currently looking for a space to
work with our adolescents, our teens,” Covas translated. There are currently about 35 parishioners. They will meet Wednesday and Saturday in the new space from about 6 to 9 p.m. Covas and Pardim added that they are accustomed to keeping the noise down because the New Hyde Park church is in a neighborhood. “Every 15 days we have youth groups and we talk about general thesis and messages,” Covas translated. The youth groups will be at the same time as the services, but they will be in a different room. A separate Brazilian church requested the space to the Village Board years prior, but that church never ended up opening. Though, the trustees said, they are confident that this church will be seen to fruition. “So Pardim, thank you for coming to Mineola,” Pereira said. “You’ve been here for 15 years. You understand the community we have. We are a community that embraces all faiths, all walks of life, all people. That’s what makes this community great. We certainly

astLine Theatre, in association with Westbury Arts, will present the world premiere of Being Earnest by Long Island queer playwright Danny Higgins this June. This new adaptation of Oscar Wilde’s “The Importance of Being Earnest” will begin performances at the new Westbury performance space in June. Tickets for the performances are free with a refundable reservation. This classic play, first performed in 1895, is given fresh life in this queer adaptation just in time for Pride month at Westbury Arts. Oscar Wilde’s “trivial comedy for serious people” features two mixed up couples, two Ernests, a governess, a vicar, a dozen muffins, some cucumber sandwiches, one of theatre’s most iconic aristocrats, and a butler who is done with all of it. ‘’My goal in writing Being Earnest is to reconsider Oscar Wilde’s play through a modern lens of queerness,” playwright Danny Higgins said of the work. “Wilde’s original play premiered in a time when even the mention of queerness was outlawed onstage. In adapting it for a contemporary audience, I hope to bring out the inherently queer themes of the play, and say the quiet parts out loud, the things Oscar couldn’t say himself.” Performances will take place at the Westbury Arts Council starting on June 3 and running through June 11. s if things weren’t busy enough at North Shore University Hospital in Manhasset, there has been ongoing construction over the past two years that will continue into 2023. It will enhance the operations, but also result in disruptions on the busy adjoining Community Drive. Will Corrigan of East Williston oversees the considerable non-clinical operations as associate executive director of Hospital Operations. He is in charge of construction projects and appeared at the April meeting of the Council of Greater Manhasset Civic Associations (Greater Council) to give an update on the ongoing construction of the Petrocelli Surgical Pavilion. This seven-story, stand-alone addition is the largest current project on the campus. Corrigan mentioned the February fire at the pavilion to which 14 fire departments responded, led by the Manhasset-Lakeville Fire Department (MLFD). In appreciation, the hospital treated 10 members of the MLFD team to an Islander game “just to say thank you because they were incredible,” Corrigan said. He noted that he happened to be on the scene during the fire, doing his evening rounds and checking on the overnight staff. The fire reportedly started in one of a number of temporary wooden “shanties” erected by the construction company as break rooms for its workers. It burned for about two hours and there was extensive smoke damage over three floors, he reported. “While it was a disaster, it could have been much worse,” Corrigan observed. “If the wind was blowing in the other direction, we would have had to evacuate the tower building. So it was a painful lesson, but it could have been worse.” The hospital has hired a firm to supply 200 workers to clean the entire pavilion. “We’re hopeful that we won’t lose any time [in construction].” he continued. “We’re in the final stages of finalizing the remediation plan.” The construction, Corrigan told the Manhasset Press, is scheduled to be completed in April 2023 with occupancy by the following September.

Corrigan said there were plans to build a pavilion earlier this millennium, but they never came to fruition. “What we’re building now started in 2016 and received approval, but then unfortunately it was in litigation for about a year between 2018 and 2019. it sat in limbo. It cleared all that in early 2020, when we actually got approval to start construction,” he said. Of course, then the pandemic struck and delayed the groundbreaking to May 2020 The pavilion will have 18 operating rooms, three of which, per Corrigan, are hybrid operating rooms. According to a website, such a room “is an advanced procedural space that combines a traditional operating room with an image guided interventional suite. This combination allows for highly complex, advanced surgical procedures.” “It really is an upgrade to the facility,” Corrigan affirmed. “Some of our operating rooms were built back in the seventies, and they’re undersized for the complexities of the operations we do. They don’t have all the capabilities that a new operating room has.” He added that the hospital will be removing 13 operating rooms in the main building to build a bigger recovery area, so the net gain will be five rooms. “It’s a refresh and an update of capabilities to provide a more efficient workflow to our clinicians,” Corrigan summed up. In addition to the surgical suites, the pavilion will have 132 critical care beds which, after accounting for the transfer of all such beds from the main building, gives the campus a net increase of 38 beds. “They will be important for when the next

Fitzgerald went door-to-door in the community, and many were unaware of any environmental concerns from the facility. “Some people know about the structure of it, they know it exists,” Fitzgerald said. “I haven’t been able to reach the people who have a full grasp of what’s going on at Covanta.” But what is the answer at a time that disposable products and packaging made with plastic and other materials are almost impossible to avoid? Fitzgerald expressed to
the Nassau Illustrated that the solution is a new approach to handling waste. “A solution needs to be a solution that ends an unsustainable practice, not furthers it,” Fitzgerald said. “Burning trash only makes trash smaller. It doesn’t disintegrate it to where it’s no longer. And the process of burning it is toxic. We need to direct our waste management solutions to the front end of the waste stream which is where these materials and products are produced and extracted from the ground. That’s where we have to set our sights.”

Have Food Allergies? Read The Label
F
ood labels can help consumers with food allergies avoid foods or ingredients that they or their families are allergic to. This is because a federal law, the Food Allergen Labeling and Consumer Protection Act of 2004, requires that the labels of most packaged foods marketed in the U.S. disclose—in simple-to-understand terms—when they are made with a “major food allergen.” Eight foods and ingredients containing their proteins are defined as major food allergens. These foods account for the large majority of severe food allergic reactions: • milk • egg • fish, such as bass, flounder or cod • crustacean shellfish, such as crab, lobster or shrimp • tree nuts, such as almonds, pecans or walnuts • wheat • peanuts • soybeans The law requires that food labels identify the food source of all major food allergens used to make the food. This requirement is met if the common or usual name of an ingredient already identifies that allergen’s food source name (for example, buttermilk). Otherwise, the allergen’s food source must be declared at least once on the food label in one of two ways. The name of the food source of a major allergen must appear: • In parentheses following the name of the ingredient. Examples: “lecithin (soy),” “flour (wheat),” and “whey (milk)” • Immediately after or next to the list of ingredients in a “contains” statement. Example: “Contains wheat, milk and soy.” “So first look for a ‘Contains’ statement and if your allergen is listed, put the product back on the shelf,” said Carol D’Lima, food technologist with the Office of Nutrition and Food Labeling at the U.S. Food and Drug Administration (FDA). “If there is no ‘Contains’ statement, it’s very important to read the entire ingredient list to see if your allergen is present. If you see its name even once, it’s back to the shelf for that food too.”
Food labels can help consumers with allergies avoid foods or ingredients. There are many different ingredients that contain the same major food allergen, but sometimes the ingredients’ names do not indicate their specific food sources. For example, casein, sodium caseinate and whey are all milk proteins. Although the same allergen can be present in multiple ingredients, its “food source name” (for example, milk) must appear in the ingredient list just once to comply with labeling requirements. Sesame is not a major food allergen under the Food Allergen Labeling and Consumer Protection Act of 2004, but the FDA recently issued a draft guidance document to encourage manufacturers to clearly declare sesame in the ingredient list. In most cases, sesame does have to appear in
the ingredient statement; an exception is when sesame is part of a flavoring or spice or if a
term is used for a food like tahini that is, or contains, sesame. In those cases, it may be declared as simply “spice” or “flavor” on
the label, so consumers may not know sesame is present.
“Contains” and “May Contain” Have Different Meanings
If a “Contains” statement appears on a food label, it must include the food source names of all major food allergens used as ingredients. For example, if “whey,” “egg yolks,” and a “natural flavor” that contained peanut proteins are listed as ingredients, the “Contains” statement must identify the words “milk,” “egg” and “peanuts.” Some manufacturers voluntarily include a separate advisory statement, such as “may contain” or “produced in a facility,” on their labels when there is a chance that a food allergen could be present. A manufacturer might use the same equipment to make
different products. Even after cleaning this equipment, a small amount of an allergen (such as peanuts) that was used to make one product (such as cookies) may become part of another product (such as crackers). In this case, the cracker label might state “may contain peanuts.” Be aware that the “may contain” statement is voluntary, said D’Lima. “Not all manufacturers use it.”
When in Doubt, Leave It Out
Manufacturers can change their products’ ingredients at any time, so D’Lima said it’s a good idea to check the ingredient list every time you buy the product—even if you have eaten it before and didn’t have an allergic reaction. “If you’re unsure about whether a food contains any ingredient to which you are sensitive, don’t buy the product, or check with the manufacturer first to ask what it contains,” said D’Lima. “We all want convenience, but it’s not worth playing Russian roulette with your life or that of someone under your care.” —U.S. Food and Drug Administration (FDA)

Unexplained Hepatitis Outbreak Reported A recent unexplained outbreak of acute, severe hepatitis in children has made the recognition of acute hepatitis in all age groups important for the benefit of individual and societal health. Acute hepatitis or inflammation of the liver is usually caused by either a virus, alcohol, an autoimmune condition or a prescribed or over-the-counter medication. Symptoms of acute hepatitis include fever, right upper quadrant pain, jaundice, fatigue, nausea, vomiting, loss of appetite, dark urine, light-colored stools and joint pains. Most cases of acute viral hepatitis are self-limiting and do not require hospitalizations or specialized treatment. Common viruses which cause acute hepatitis are hepatitis A, hepatitis B, hepatitis C, hepatitis D, hepatitis E, Epstein Barr and cytomegalovirus. All these viruses can affect both children and adults. Hepatitis A and E are transmitted fecal-orally. Hepatitis B and D are primarily transmitted through sexual contact or the use of injection drugs such as heroin. Hepatitis C comes from infected blood products or any contact with blood such as needles, tattooing,

manicures, etc. Epstein Barr virus is transmitted mostly through saliva contact either through kissing or the sharing of the same cutlery or toothbrush. Cytomegalovirus is typically transmitted through direct contact with body fluids such as urine, saliva, semen and breast milk. Recently, more than 160 cases of acute hepatitis in children ages one month to 16 years have been reported in 12 countries, including the United States. One child has died and 17 of these infected children required a lifesaving,
emergency liver transplant. The severity of disease in children is highly unusual and prompted the Centers for Disease Control to alert physicians around the country to be on the lookout for cases of acute hepatitis in children. The most common cause of acute hepatitis in children is hepatitis A. None of these cases were caused by hepatitis A or any of the other common viral causes of acute hepatitis including COVID-19. These severe cases in children were caused by an adenovirus which has not previously been reported to cause such severe disease. Adenoviruses spread from person to person and typically are associated with the “common cold”. These viruses usually cause respiratory symptoms but they can cause gastroenteritis, conjunctivitis or pink eye and bladder infections. There are no specific treatments for the acute hepatitis caused by adenovirus. Treatment is given for symptoms. It is important for parents and caregivers to be aware of the signs and symptoms of acute hepatitis. Children should be vaccinated against hepatitis B and parents and caregivers should also consider hepatitis A vaccination.
How can someone prevent getting acute hepatitis? Simple common sense actions such as frequent handwashing, avoiding people who are sick, covering coughs and sneezes, avoiding touching the eyes, nose and mouth and wearing a mask if you have symptoms, may lessen the
likelihood of either getting sick or passing your infection to someone else. These simple behavioral modifications can help keep you and your children safe from acute viral infections which cause hepatitis. —David Bernstein, MD, MACG, FAASLD, AGAF, FACP

May Is Mental Health Awareness Month Since the start of the pandemic, more and more people are talking about mental health. An increasing number of folks are starting to see it for what it is: one important component of your overall health and well-being, just like your physical health. But mental health conditions, resources and conversations can still feel complicated and out of reach. Are there common warning signs for mental health conditions or crises? Specific factors that can lead to mental health conditions or even crises? What resources are out there—and how do I know if they’re right for me? Many people are learning about mental health topics for the first time. Having a widespread understanding of the topic can help you be more informed if you or someone you know is experiencing a mental health condition or crisis. Around half of people in the U.S. will meet the criteria for a diagnosable mental health condition at some point in their life, so everyone should know what to look out for. Everyone should have the support needed to thrive. Communities that have been historically and presently oppressed face a deeper mental health burden because of the added impact of
trauma, oppression and harm. There’s often no one single cause for a mental health condition. Instead, there are many possible risk factors that can influence how likely a person is to experience a mental health condition or how serious the symptoms may be. Some risk factors for mental health conditions include: trauma, which can be a one-time event or ongoing; your environment and how it impacts your health and quality of life (also known as social determinants of health like financial stability and health care access); genetics; brain chemistry; and your habits and lifestyle such as a lack of sleep. Of course, understanding the risk factors for a mental health condition can be more difficult when it’s your own mental health. Take time to ask yourself about your thoughts, feelings and behaviors to see if this is part of a pattern that may be caused by a mental health condition. Here are some questions to get you started: • Have things that used to feel easy started feeling difficult? • Does the idea of doing daily tasks like making your bed now feel really, really hard? • Have you lost interest in activities and
hobbies you used to enjoy? • Do you feel irritated, possibly to the point of lashing out at people you care about? Our society focuses much more on physical health than mental health, but both are equally important. If you are concerned about your mental health, there are several options available. You are not alone—help is out there and recovery is possible. It may be hard to talk about your concerns, but simply acknowledging to yourself that you’re struggling is a really big step.

Roe Overturned?

ast week, the media became inflamed with news of a leaked Supreme Court majority opinion draft overturning the 1973 Roe vs. Wade abortion decision. Local politicians, as you might guess, rushed into cyberspace to express their opinions. In the Dobbs vs. Jackson Women’s Health case, the court is expected to decide in June on the constitutionality of Roe. Politicians aren’t waiting until then. Reaction came in swiftly from the top down. “I am horrified by the apparent draft Supreme Court opinion leaked this evening that would overturn the right to abortion guaranteed by Roe vs. Wade,” Governor Kathy Hochul said. “For the sake of women across the country, this should not be the Supreme Court’s final opinion when it comes to abortion rights.

He called the leak as revealing a “dark and disturbing

day for America.” His senate counterpart, Senator Mitch McConnell, criticized the leak for happening at all. “I think the story today is an effort by someone on the inside to discredit the institution of the [Supreme Court,] which continues a pattern that we’ve observed over the last couple years,” he told members of the Washington press corps. McConnell would not
speculate on the impact of any final decision. “All of this puts the cart before the horse,” he said. “The leaked draft majority opinion overturning Roe vs. Wade reveals that the Supreme Court’s right-wing majority is poised to destroy the fundamental human and reproductive rights of millions of women, willfully disregarding public opinion and court precedent. While we can hold out hope for revisions, we cannot wait to act,” read a statement by U.S. Senator Kristin Gillibrand (D—NY). It continued, “At the federal level, Congress must enshrine into law the right to an abortion and Democrats must be willing to eliminate the filibuster to do so. As we approach the midterm elections, it is absolutely critical that Democrats turn out in record numbers to maintain our majorities. The American people do not support the government interfering with what people do with their own bodies.

blasted the leak as an “egregious” breach of trust. The chief justice also ordered an investigation. By then, the train had left the station. According to Politico, Justice Samuel Alito, a nominee of President George W. Bush, penned the majority opinion. It runs 98 pages long, with a 31-page appendix of state abortion laws, plus no less than 118 footnotes. “We hold that Roe and Casey must be overruled,” the draft stated. “It is time to heed the Constitution and return the issue of abortion to the people’s elected representatives.” “Roe expressed the ‘feel[ing]’ that the Fourteenth Amendment was the provision that did the work, but its message seemed to be that the abortion right could be found somewhere in the Constitution and that specifying its exact location was not of paramount importance,” Alito also wrote. Elsewhere, Alito maintained that “the inescapable conclusion is that a right to abortion is not deeply rooted in the Nation’s history and traditions.” “The Constitution does not prohibit the citizens of each State from regulating or prohibiting abortion,” the draft concluded. “Roe and Casey arrogated that authority. We now overrule those decisions and return that authority to the people and their elected representatives.” When the Supreme Court releases the final draft this summer, it is certain to touch off political fireworks likely to last into this year’s political season and those to come.

The statement went on to read, “At the state level, Democrats must enact strong pro-choice legislation where we currently have control. In purple and red states, we must fight tooth and nail to flip legislatures and pass legislation guaranteeing reproductive rights, including access to abortion. There is no state where a majority of the public supports a federal ban on abortion. And with this fundamental right in jeopardy, it is incumbent upon states like New York, where abortion is safe and accessible, to open our doors to those seeking care. “We must refuse to back down or move backwards—the lives and futures of millions of Americans depend on us acting now,” the senator concluded. State Senator Anna M. Kaplan (D–North Hills) who represents much of the Roslyn area in Albany, released her own statement. “When we passed the Reproductive Health Act in New York State in 2019, people told us that we didn’t need to bother; that Roe v. Wade was the law of the land, and we had nothing to worry about it,” the statement began. “The other side went so far as to accuse us of political theater. But we took action because a woman’s right to choose is sacred and must be protected from those who would take our rights from us to further their own agenda. And today as we look out on the horizon of a post-Roe era, state laws are the last protection from a far-right Supreme Court, and extremist politicians who are hell-bent on sending us back into
It is very likely that the Trump Court will overturn Roe in the coming days, even though the anti-abortion justices promised the American people that they would not. Elections certainly have consequences. It will fall upon the states to provide the legal support for a woman’s right to reproductive freedom. While some states will suppress that freedom, I will never relent in fighting for reproductive health. Abortion rights are human rights. New Yorkers have a proud history of defending the rights of our people. We will not sit passively as states with authoritarian governments enact laws suppressing human rights. With more than 20 states passing such damaging laws in the last months, the people of the State of New York will not enable and empower those repressive and authoritarian regimes.” The case in question involves a Mississippi state law that bans the abortion procedure after 15 weeks of pregnancy. The issue, as with others, breaks down along the usual Blue State/Red State divide. If Roe were overturned or at least curtailed, up to half the states in the Union would enact restrictions or outright bans. The Roe decision, as Hochul noted, is safe in New York. The same is true of the tri-state area, plus New England with the possible exception of New Hampshire. Along the northeast corridor, only Pennsylvania has a pro-life legislature. However, its current governor is a Democrat who would veto any pro-life proposals. The bombshell leak was delivered to Politico, a Washington, D.C.-based web site. The COVID-19 Scare Isn’t Over After two-plus years of home confinement, mask mandates, vaccination lines and all of the other inconveniences, the public is breathing a sigh of relief. At the height of the COVID-19 pandemic, many of us experienced depression, grief, sadness, boredom, restlessness and daily mood swings. There is no doubt that things have gotten much better. People are attending events, planning vacations, enjoying the great outdoors and many of our friends and neighbors have gone back into their offices. But if you think COVID-19 is now a subject for the history books, you are sadly mistaken. Each and every day there are new alerts about the rising number of reported cases. New York City is a good case in point. During the latter half of the winter, city health officials reported that there were 1.8 million adults experiencing symptoms related to the latest strain of COVID-19. Nassau and Suffolk counties are the highest regions in the state for reported cases. Shanghai, China, a city of almost 25 million people, has been on lockdown for six weeks due to a surge in new cases. At the same time, Beijing, a city of 21 million, is wrestling with a decision on how far to go with lockdowns. The recent Gridiron Dinner, a popular event for Washington politicians, has turned out to have been a super spreader evening with numerous members of the president’s cabinet and the vice president testing positive. I have attended two weddings in the past month, where I subsequently learned that a large number of attendees experienced some version of the new variant. Luckily, I have tested negative but the stories are too close to home to ignore the perils of large gatherings. There is no sense looking to our political leaders for advice on what to do next. All of them are afraid of the backlash they would get if they proposed any mask mandates or moratoriums on public gatherings. I have little confidence in our national health officials who have been making inconsistent recommendations on how to avoid getting infected. With all of the current confusion about how to deal with the threat of getting sick, again the true answer is using your own common sense, as we approach the summer months.

If you are holding a private event, there is nothing wrong with asking your guests for proof of vaccination. If you are attending a function not under your control, you have to decide whether it’s worth the risk of accidental exposure. If you are riding in a car with some total strangers, it is OK to have a mask available. The same goes for riding on trains, airplanes and buses. There is no doubt that the big COVID-19 scare is slowly disappearing, but it doesn’t hurt to take some simple precautions to protect yourself and your loved ones.

TAKING COMMUNITY NEWS UP A NOTCH Community newspapers usually publish articles of local interest including calendars of upcoming events, classified ads, petty crimes and the occasional rants of self proclaimed local political pundits, but with the inclusion of Joseph Scotchie’s column, “A Heap of Broken Images” (May 4, 2022), the Anton Media Group has moved far beyond the purview of a community newspaper. Mr. Scotchie’s article on T.S. Eliot’s poem, “The Wasteland”, was throughly analyzed and researched. Particularly relevant to our times was Scotchie’s citing of Chilton Williamson’s interpretation of the poem in which Chilton explained how “The Wasteland” sought
to “…extend the western tradition of rationalism as opposed to irrationalism, beauty to ugliness, consonance to dissonance, style to carelessness and vulgarity, symmetry to asymmetry, erudition to ignorance, Christian faith to impiety.” Although published in 1922 and therefore technically not local news, “The Wasteland” is prescient to our times. It is a commentary on central issue of our times and the Anton Media Group should be commended for respecting its readers by publishing articles which teach, inspire and elevate. Happy 188th Anniversary Long Island Rail Road Let us all wish a Happy 188th Anniversary to the Long Island Rail Road. On April 24, 1834, the Long Island Rail Road was officially chartered by the State of New York. In 1900, the Pennsylvania Railroad bought a controlling interest as part of its plan for direct access to Manhattan which began on September 8, 1910. The Pennsylvania Railroad subsidized the LIRR into the late 1940s. This provided the financial basis for support of expansion and upgrades to service and infrastructure. At the end of World War Two, there began a decline of our LIRR with a corresponding loss of farebox revenues. The Pennsylvania Railroad began to reduce financial support as well. This played a part in the LIRR going into receivership in 1949. In recognition of the role the LIRR played in the economy of both Long Island and New York City, New York State began providing financial assistance to the LIRR in the 1950s and 1960s. The “Line of the Dashing Dan” was officially chartered on April 24, 1965 by the State of New York. Prior to 1965, the LIRR derived almost 100 percent of its funding for both capital and operating expenses from fares. Chartered by the State Legislature in 1965 as the Metropolitan Commuter Transportation Authority (MCTA), it was created to purchase and operate the bankrupt LIRR. In 1966, New York State bought the railroad’s controlling stock from the Pennsylvania Rail Road and put it under the newly formed Metropolitan Commuter Transportation Authority. The MCTA changed its name to the Metropolitan Transportation Authority (MTA) in 1968, when it took over operations of the New York City Transit Authority. With MTA subsidies, the LIRR modernized further and grew into the busiest commuter railroad in the United States. Over the past 50 years, several billion dollars in combined county, city, state and federal taxpayers generated dollars have subsidized both the capital and operating costs for the LIRR.

Riders must remember that fare hikes are periodically required if the MTA is to provide the services millions of New Yorkers use daily. They are inevitable due to inflation, along with increasing costs of labor, power, fuel, supplies, materials, routine safety, state of good repair, replacement of wornout rolling stock, upgrades to stations, yards and shops along with system expansion projects necessary to run any transit system. Half-hour weekly and weekend service on the Port Washington LIRR branch is one reason many decide to live in Northeastern Queens and Great Neck. It is easier seven days a week to attend Met games, other Citi Field events, US

Open, Arthur Ashe stadium, Flushing Meadow Park, Queens Zoo, Madison Square Garden activities and Broadway shows on a regular basis. Those of us in the know already moved to communities adjacent to LIRR Port Washington branch stations years or even decades ago. The Great Neck, Little Neck, Douglaston, Bayside and Auburndale neighborhoods are some of the best in the Metropolitan New York area. We have great air quality along with a low crime rate, abundant parks, libraries, shopping, entertainment, movie theaters, hospitals and medical facilities. Riders on the Port Washington branch have far more abundant seating and a quick 30 minute or less trip into Penn Station without having to change at Jamaica than LIRR commuters on other branches. Port Washington branch riders miss most service disruptions. Starting in December 2022,
LIRR will begin service to Grand Central Terminal via the $11.2 billion East Side Access project. In the end, quality and frequency of service is dependent upon secure revenue streams. We all have to contribute—be it at the fare box or tax revenues generated by different levels of government redistributed back to the MTA. New York Blood Center Announces Blood Emergency N

ew York Blood Center (NYBC) recently announced a blood emergency, as school spring breaks and holiday travel have caused an alarming drop in donations over the past six weeks. All blood types are low and type O is at just at a 1-to-2-day level. This shortage occurs amid increasing COVID-19 rates, which can be attributed to the highly contagious Omicron subvariant BA.2.12.1 that has been spreading rapidly throughout New York and surrounding areas. For example, New York City’s COVID transmission rate has increased 32 percent in the last 10 days. The city recently raised its COVID-19 alert level to medium as cases surpassed a rate of 200 per 100,000 people in the five boroughs. Hospitals and patients rely upon a steady flow of volunteer donors to receive life-saving blood donations, but the recent spike in cases and spring break travel have caused uncertainty. Donor participation has reached record lows at blood drives and donor centers. In the last six weeks, NYBC has seen approximately 6000 fewer blood donors versus earlier this year. “This time of the year always tends to be difficult for the blood supply, with school spring breaks and increased travel making blood donations less of a priority. These factors are now coinciding with increasing COVID cases and a potential fifth wave of the pandemic,” Senior Executive Director at New York Blood Center Senior Executive Andrea Cefarelli said. “One blood donation has the ability to save up to three lives. We highly encourage all who are able to donate today to help New Yorkers who need it most.” It only takes one hour to donate, and a single donation can save multiple lives. Roughly one in seven hospital admissions require a blood transfusion. Those in need include: cancer patients, accident, burn, or trauma victims, transplant recipients, surgery patients, chronically transfused patients suffering from sickle cell disease or thalassemia, and many more. t’s a real “dog day afternoon.” The Long Island Kennel Club welcomes families and their fur children to the Long Island Dog Festival on Sunday, May 22, from 9 a.m. to 4 p.m. at the beautiful Planting Fields Arboretum in Oyster Bay. The festival is part of the annual Long Island spring dog shows on Friday, Saturday, Sunday. The shows on Friday, May 20, and Saturday, May 21, are run by the Ladies Kennel Association and are held at the same beautiful venue. Sunday’s Long Island Dog Festival celebrates all things canine, from impeccable show dogs to agility training. Air Force Vet Honored For Veteran Suicide Awareness & Prevention Efforts Town of Oyster Bay Supervisor Joseph Saladino, along with his colleagues on the town board, recently honored United States Air Force Veteran Kevin Hertell for his humanitarian efforts in veteran suicide awareness and prevention. Hertell is the founder of the nonprofit Suicide Awareness & Remembrance Flag Corporation (SARFLAG), an organization that memorializes the thousands of veterans who have died by suicide after returning home from duty. “Sadly, more than 100,000 veterans have taken their own lives since 2001 and it is time this epidemic is recognized,” Saladino said “These fallen veterans have no monument, no memorials, no adequate media coverage and little support. Kevin has designed a flag to honor them that currently flies in 13 states and now

nternational wellness franchise Osteo Strong teamed up with Kyra’s Champions all April long to raise awareness and funds towards child abuse prevention. The amount raised is still being tallied up, but the goal is to raise over $100,000. The money would go towards preventing child abuse through reforming legislation and spreading awareness in New York and beyond. Osteo Strong, founded by entrepreneur and author Kyle Zagrodzky, is a wellness system that uses clinically researched osteogenic loading technology to help people of all ages and fitness levels to work on their bone health, balance, overall strength and posture in under 10 minutes a week. It’s a gym that requires no gym clothes, and patrons will leave feeling better then they did before without breaking a sweat. There are franchises in Rockville Centre, Roslyn and Garden City, among the other over 100 franchises across the United States. Kyra’s Champions is an organization founded by Jacqueline Franchetti in memory of her 2-year-old daughter Kyra of Manhasset. She was murdered by her own father in 2016 during an unsupervised, court-approved visit despite numerous warnings and eyewitness testimony that he was verbally and emotionally abusive and stalked and harassed Franchetti during the child-custody proceedings. Kyra’s Champions advocates for a set of laws called “Kyra’s Law,” which is sponsored by State Sen. Anna Kaplan (D–North Hills). The bills would better protect children from abusive parents by making child safety the top priority in a custody case, mandating judicial training in family violence and child abuse and stopping common practices that allow abusers to get child custody. As a father himself, Zagrodzky could not help but join forces with Kyra’s Champions to help make a difference in the lives of children facing abuse in New York, and even throughout the country. Zagrodzky and Franchetti attended the same event by Tony Robbins, an American author, coach, speaker and philanthropist known for infomercials, seminars and self-help books. Mineola Memories Sixteen Candles All birthdays are special, but my birthday in 1959 left me with several enduring memories. The celebration at home included the usual greeting cards and gifts. To top it off, my mom honored the family custom of preparing a meal that included many of my favorites: shrimp cocktail, lobster bisque, fried shrimp, French fried potatoes and birthday cake. In their hit recording released just one year prior, The Crests sang, “Sixteen candles make a lovely light.” Indeed, in addition to the regular festivities, this particular birthday featured two major milestones in my life. At age 16, I qualified for a New York State Learner’s Permit. In those years, the Department of Motor Vehicles was positioned a little more conveniently for Mineola residents than today; it was located on Old Country Road, just west of County Seat Drive, near Waldner’s Office Furniture. After I produced a birth certificate, answered a ten-question written test on rules of the road, and paid a nominal fee, the DMV agent wished me a happy birthday and issued the coveted document. Thus began the adventure of my driving training at the hands of my patient parents. Just like Michael in the movie, ET, I was even permitted a solo privilege, being allowed to drive, unsupervised, from the garage to the end of the driveway, and back. As for the second milestone, 16 was the age at which I was permitted to start smoking. All my friends and family members

The habit continued until my 31st birthday when it occurred to me that I had been smoking for exactly 15 years. Without any advance planning, I figured that perhaps Aunt Bertha had a point and it was time to stop. Unlike the smoking, my driving experiences have been much more enjoyable. The wrinkled learner’s permit in my wallet has evolved into what used to be called a chauffeur’s license and is now designated as Class E. Over the years, I have used my driving privileges in several jobs, including a two-year stint with the Mineola Park Department. I have always delighted in my motoring, often taking, as described in the popular record by Supertramp, “the long way home.” Automotive journeys covering several states were not uncommon. As I have grown older, I have become less ambitious and the distances covered in my adventures have decreased. Perhaps I will soon reach an age when my road trips will be, once again, from the garage to the end of the driveway, and back. In recent years, the candles on my cake do not make a lovely light, but rather, an inferno. I have celebrated many birthdays since number 16. They seem to arrive much more rapidly now but I’m not complaining as long as they keep on arriving. —Submitted by Jack Garland
An Update From The Mayor Of Garden City Third Track Release The Village of Garden City Mayor Garden City Mayor Cosmo Veneziale working with the Third Track Committee and the village officials to address the final design issues regarding the recently inserted reinforced concrete bridge underpass at Tanners Pond Road and Main Avenue completed by the Long Island Rail Road. The village also began the enhanced landscaping work on May 15, weather permitting. The mayor has enlisted the expert help of resident Landscape Architects Bill Kuhl and Celia Petersen to assist the village in the proposed enhanced landscape work. Their involvement has helped us enormously. Paul Rothenbiller of the Third Track Committee has also assisted in the enhanced landscape work as well as Trustee Bruce Chester, who has helped keep the on track. The mayor said that he is optimistic that with the assistance of the resident volunteers, the Village Administrator, the Building Superintendent, John Borroni, P.E. and Chester we will improve the landscape at the areas of the village impacted by the Third Track Project.
Water Authority of Western Nassau County Water Quality Report The Water Authority of Western Nassau County, which services village residents who live in the western most part of the village, has completed its Annual Water Quality Report/Consumer Confidence Report for 2021. The full report can be found on the Garden City website, www.gardencityny.net; copies are also available at the Water Authority’s office located at 1580 Union Turnpike in New Hyde Park. A supplement report, which contains data for each well utilized during 2021, both before and after treatment, is available for review a the Garden City Public Library.
National Grid Gas Main Project The National Grid construction team continued pipe testing preparation in the Stewart Avenue median and other work at various locations along Roslyn Road and County Seat Drive in Mineola. Over the next week, neighbors can expect to see the following activities during work hours: • Pipe testing activity near the Roslyn RoadEast Williston Avenue intersection and in the Stewart Avenue median. • Please note, as part of the pipe testing process there will be some overnight crew presence in East Williston and Garden City.

State Public Service Commission (PSC) has mandated a 12-hour pretest and 12hour hydro test of the south segment of the Northwest Nassau Natural Gas Integrity project. In total this is a 24-hour test that needs to be done in tandem. The PSC scheduled the hydro test for Thursday, May 5. The majority of the work will occur at the north end of the pipe in East Williston. In Garden City, there will be a small crew, generator, and lighting; however, the footprint and impact will be limited. Residents may notice an increased noise generated from the associated equipment to complete the required testing.
