According to PlannedParenthoodAction. org, “Targeted restrictions on abortion providers (TRAP) laws are costly, severe, and medically unnecessary requirements imposed on abortion providers and women’s health centers. Often pushed by anti-abor tion politicians under the guise of ‘women’s health,’ the real aim of TRAP laws is to shut down abortion providers and make it more difficult for people to access abortion.”
clinics, even though surgical centers tend to provide more invasive and risky procedures and use higher levels of sedation ... [and they] often include requirements for the physical plant, such as room size and corridor width, beyond what is necessary to ensure patient safety in the event of an emergency.”
Based on Google searches over the course of this summer, there are currently two independent brick-and-mortar abortion providers in Nassau County, less than the number of ‘crisis pregnancy centers,’ which actively seek to deter patients from abortion but often show up in the same kinds of search results; when including hospitals, which (if nothing else) are legally required to provide emergency abortion services, the numbers are about equal.
The Town of Oyster Bay was next to repeal, but more circumspect about the act itself. A representative for the Town of Oyster Bay commented on September 13, “The decades-old Town Code was outdated, unenforceable and had zero impact as State law has long superseded the 1971 code ... To prevent further political games and false flag attempts to scare the public, the Town Board voted to remove this outdated section from the Town Code, even though it has had no impact on the public for over 50 years.”

As Bloomberg Law reported in August, “Anti-abortion states that unsuccessfully tried to require doctors who perform abor tions to have admitting privileges at local hospitals are revisiting those old laws, just in case there’s a future swing away from the recent Dobbs decision.”

According to the Guttmacher Institute, “While all abortion regulations apply to abortion clinics, some go so far as to apply to physicians’ offices where abortions are performed or even to sites where only medication abortion is administered. Most requirements apply states’ standards for ambulatory surgical centers to abortion
On Friday, June 24, the U.S. Supreme Court made a landmark ruling in the case of Dobbs v. Jackson Women’s Health Organization, serving to overrule both Roe v. Wade and Planned Parenthood v. Casey, two previous federal rulings that protected the right to pregnancy termination, a.k.a. abortion. Since then, state and local electeds have largely rushed to either prevent or to protect restric tions on abortion, many of which qualify as ‘trigger laws’ (i.e. state or local laws, whether longstanding or recent, which spring into effect if no longer superseded by federal law) and frequently involving what are known as TRAP
Almost two-and-a-half hours were dedicated to Chapter 41-A at the public hearing and board discussion held on Sept. 1. Discussion of the repeal of the law, spon sored by Councilwoman Veronica Lurvey, took up a big chunk of the Aug. 4 town board meeting as well.
The five municipalities identified by Kaplan and Sillitti’s teams included the Town of Hempstead, the Town of Oyster Bay, the Town of Huntington, the Village of Freeport, and the Village of Williston Park.
Town of North Hempstead Council Member Peter Zuckerman said in a state ment, “North Hempstead recently took an important step to place further protections on abortion rights in our Town. We urge elected leaders throughout Long Island to follow in our footsteps.”

New York State Senator Anna M. Kaplan and Assemblywoman Gina L. Sillitti an nounced on September 8 that, based on a re view of local municipal laws, several parts of Nassau County still had abortion-restricting laws in place that could limit families’ access to pregnancy termination care if New York State’s stance on abortion should change in the future. The announcement followed a series of passionate town meetings in the Town of North Hempstead, culminating in a repeal of just such a law.
Before public comment at the Sept. 1 meeting, Lurvey stated, “All local laws regarding abortions must be carefully scrutinized. Often in laws that seem on their face reasonable, the reality is that they are enacted with an ulterior motive, especially laws enacted in the early 1970s, as this one was. The law makes it illegal to perform an abortion, whether it is done medically using prescribed drugs or otherwise, unless it is performed in a hospital or a facility administered by a hospital or facility having a hospital affiliation agreement. The law is an tiquated and does not take into consideration
the availability of medical abortions. Now, due to the advances in the field of medicine, a woman can take medication prescribed by a doctor in the privacy of her own home. Chapter 41-A is not just antiquated, but it places an undue burden on a woman who may want to terminate her pregnancy as well as on the medical professionals performing theLurveyprocedure.”added, “I would like to take a brief moment to clarify a few points. The repeal of 41-A is not a zoning change. As we heard earlier, medical offices or clinics that may offer abortion procedures will not be popping up all over the place in residential areas. The repeal of 41-A will also not result in the town funding of abortions. These are just some things that came through by email. There is confusion because we are in a post-Roe world following decades of certainty around abortion restrictions. We now have uncertainty. A woman vulnerable and faced with a difficult decision should not have to engage in legal analysis to determine which laws apply to her and which don’t. The town board has no business entering the procedure room or a woman’s medicine cabinet and getting involved in these types of decisions. The town should not have a say and should not be putting an undue burden on a woman’s right to choose.”
Thelaws.laws in question in Nassau County municipalities are both TRAP laws and trigger laws, by all common definitions.

The Incorporated Village of Garden City found elevated levels of lead in the drinking water in some homes/buildings and has exceeded the action level for lead. Specifically, this action level was exceeded in 14 of 65 homes tested in required compliance samples in the six-month monitoring ending on June 30, 2022. Under the Authority of the Safe Drinking Water Act, EPA set the action level for lead in drinking water at 15 parts per billion. This means public water suppliers must ensure that water from the customer’s tap does not
exceed this level in at least 90 percent of the homes in required compliance samples (90th percentile value). The action level is the concentration of a contaminant which, if exceeded, triggers treatment or other requirements which a water system must follow. ith student loan debt in the United States currently estimated to total $1.762 trillion, the price of higher education is quickly taking its toll on many households. Borrowers may be wondering if they need to consider their student loans when purchasing life insurance coverage. The answer to this depends on what type of loan the borrower has and who signed for it.
Many people believe that student loan debt is forgiven if the borrower passes away. However, this is not always the case. It depends on a few factors, including whether the loan was federal or private, and whether the borrower had a co-signer.
Federal student loans (without a co-signer) are the most straightforward case. By law, these loans are forgiven upon death or total disability, and family members or the estate are not responsible for paying them back. In this case, there is no need for any party involved to increase their life insurance coverage based on the loan.

he U.S. Department of Education has recently announced a final extension of the pause on student loan repayment, interest, and collections through Dec. 31, 2022. Borrowers should plan to resume payments in January 2023. While the economy continues to improve, COVID cases remain at an elevated level, and the Biden-Harris Administration has made clear that pandemic-related relief should be phased out responsibly so that people do not suffer unnecessary financial harm.
Targeted debt cancellation to smooth repayment transition

The Department of Education is also proposing a rule to create a new income-driven repayment plan that will substantially reduce future monthly payments for lower- and middle-income borrowers. The proposed rule would protect more income from loan payments. It would cut in half—from 10 percent to five percent of discretionary income—the amount that borrowers have to pay each month on their undergraduate loans, while borrowers with both undergraduate and graduate loans will pay a weighted average rate. It would also raise the amount of income that is considered nondiscretionary income and therefore protected from repayment. The rule would also forgive loan balances after 10 years of payments, instead of the current 20 years under many income-driven repayment plans, for borrowers with original loan balances of $12,000 or less. Additionally,
the proposed rule would fully cover the borrower’s unpaid monthly interest, so that—unlike with current income-driven repayment plans—a borrower’s loan balance will not grow so long as they are making their required monthly payments. The plan would also simplify borrowers’ choices among loan repayment plans. The proposed regulations will be published in the coming days on the Federal Register and the public is invited to comment on the draft rule for 30 days.

The department is also taking steps to reduce the cost of college for students and their families and hold colleges accountable for raising costs, especially when failing to deliver good outcomes to students. The department has already re-established the enforcement unit in the Office of Federal Student Aid and recently withdrew authorization for the accreditor that oversaw schools responsible for some of the worst for-profit scandals. The agency will also propose to reinstate and improve a rule to hold career programs accountable for leaving their graduates with unaffordable debt. New steps will be taken against colleges that have contrib uted to the student debt crisis. These include publishing an annual watch list of the programs with the worst debt levels in the country and requesting institutional improvement plans from colleges with the most concerning debt outcomes that outline how the college intends to bring down debt levels.

The department proposed allowing more payments to qualify for PSLF including partial, lump sum, and late payments, and allowing certain kinds of deferments and forbearances—such as those for Peace Corps and AmeriCorps service, National Guard duty, and military service—to count toward PSLF. These proposed regulatory changes build on the progress made with the temporary changes announced last year by the department that expire on Oct. 31, 2022. Since the start of the temporary changes, the department has approved more than $10 billion in loan discharges for 175,000 public servants.
GovernmentEDUCATION Announces Final Student Loan Pause Extension
To address the financial harms of the pandemic by smoothing the transition back to repayment and helping borrowers at highest risk of delinquencies or default once payments resume, the department will provide targeted student debt cancel lation to borrowers with loans held by the Department of Education. Borrowers with annual income during the pandemic of under $125,000 (for individuals) or under $250,000 (for married couples or heads of households) who received a Pell Grant in college will be eligible for up to $20,000 in debt cancellation. Borrowers who met those income standards but did not receive a Pell Grant will be eligible for up to $10,000 in relief. The department will be announcing further details on how bor rowers can claim this relief in the weeks ahead. The application will be available no later than when the pause on federal student loan repayments terminates at the end of the year. Nearly eight million borrowers may be eligible to receive relief automatically because relevant income data is already available to the depart ment. The department is also making available a legal memorandum regarding its authority for these discharges.

Under New York State’s Education Law, if you are a parent of a child in the New York State schools, you have rights regarding the privacy and security of your child’s personal information and data. State law requires each educational agency to publish its Data Privacy and Security Policy to its website. Technology has become a permanent fixture of the education experience. The Federal Trade Commission (FTC) recently issued a policy statement that put educational technology on notice about children’s privacy. In other words, educational tech companies can’t require parents and schools to agree to the comprehensive surveillance of children for kids to use those learning tools. Thus, parents and guardians need to place close attention to the technology children use, what information they collect, and how they use it.
Back-to-school shopping is the second largest spending event for parents (behind holiday shopping). Often, a shopping scam starts with a fake website, mobile app or, increasingly, a social media ad. This year, smartphone shopping is on the rise as people are on the move again. DCP urges consumers to take note of common scams while shopping. Scammers may try to exploit the backto-school rush through fraudulent ads or through other forms of solicitations.
• Be careful when providing identifying information to after-school activities and sports clubs upon registration. If asked for a Social Security number (SSN), inquire why it is needed and insist on using another identifier. oe Satriani may best be known for his high-flying six-string exploits as a premiere rock guitar instrumentalist, but art and painting were just as important in stoking his creative juices as music was when he was a kid. The pandemic and the subsequent existential pause button that came with it not only allowed the Carle Place native to record the recently-released The Elephants of Mars, but continue a painting passion that began less than a decade ago after he decided to graduate from line drawing and working on his computer.

The Town of Hempstead is working with a contractor called Bus Patrol Inc., who will install stop-arm cameras on all Garden City school buses, creating a safer riding environment for our students. The new safety cameras are designed to detect vehicles that illegally pass stopped school buses while the stop sign arm and red lights are engaged. Officials from the town review the footage to determine whether to issue a violation by mail. For added security, Garden City buses are also outfitted with interior cameras and GPS tracking.

Eagle Scout Builds Altar for Project


The altar was built by Eagle Scout Julius Cespedes of Troop 134, as his Eagle Scout Service Project. As a Life Scout, Julius had been searching for an idea for his project. One day, he decided to go to the grotto after mass to pray, when he realized that the grotto was a perfect spot to do a project. He spoke to Fr. Scolaro, the parish pastor at the time, and
was told that they had already been looking into building an altar in the grotto. Julius offered that he would be willing to take this up as his project.

much easier. The altar was finished in May of 2021. After much planning and preparation, the parish decided on a date to consecrate the altar. The date was to be the feast of the Nativity of SeptemberMary,8th, 2022. Fr. Scolaro had left New York to study in Rome soon after the altar was finished, but had recently returned and was therefore able to celebrate the mass. The parish called upon Julius to help during the mass, and when he saw the crowd of about 300 parishioners that gathered to celebrate, he felt a sense of fulfillment. All of the difficulties and hurdles that came with building the altar seemed to fade away as the parish showed their

n Thursday, September 8th, 2022, Notre Dame Parish celebrated a mass to consecrate their new altar. The altar is located outside in the grotto, next to a statue of the Blessed Mother. September 8th is also the birthday of the Blessed Mother, and it was only fitting that the altar be consecrated on that special day.
Julius is currently a senior at Kellenberg High School, and is looking forward to moving along to college. Julius is still active in Scout Troop #134 based out of St. Anne’s Church in Garden City, where he is the Senior Patrol Leader. Julius would like to thank all who helped him on this journey. Without the support of his family and fellow scouts, he would never have completed his Eagle Scout project or accomplished the rank of Eagle Scout. He would also like to thank the parishioners of Notre Dame for their support through generous donations and prayers.

After some fundraising in the winter of 2020, the work started in the spring of 2021. Julius spoke to some family friends who worked in the field of construction. They said they would be willing to help him in his project. Julius also asked the other members of his Boy Scout Troop to help out with simple tasks such as mixing and applying mortar and concrete. Julius’ family helped out by bringing snacks and drinks to keep the scouts motivated and ready to work.
