Initial round of cannabis retail licenses targets impacted individuals with successful businesses
Applications are now open for the first of nine license types being rolled out by New York State’s Office of Cannabis Management (OCM), and a sizeable chunk of these jus tice-focused licenses have been set aside for Long Island, where many municipalities previously opted out.

for Long Island Business News, “Applicants who receive the conditional licenses will have access to turnkey storefronts that are currently being secured and built out into dispensary spaces by the Dormitory Authority of the State of New York (DASNY). They will also have access to the state’s $200 million social equity cannabis investment fund for business-building capital.”

As is many area of business, but perhaps especially this one, real estate is also likely to be a large factor in the coming adult-market rollout. Cannabis dispensaries are often, but not always, relegated early on by municipalities into certain parts of town, such as near highways, train tracks, or industial zones. Adult-Use Sales Licenses
Up to 150 licenses in this first category, known as Conditional Adult-Use Retail Dispensary (CAURD), will be approved for adult-use or “recreational” operators in the state. Twenty are allocated for Nassau and Suffolk counties, where, for one thing, there’s a significant number of people who’ve been convicted in New York of crimes relating to the plant the state is in the process of legalizing — one of the primary conditions, and socially restor ative aspects, of a CAURD license. Ear-marking and approving licenses for people with mari juana convictions is integral to the state’s “Seeding Opportunity Initiative,” as Lisa Finn reported for Patch. “New York State is mak ing history, launching a first-ofits-kind approach to the cannabis industry that takes a major step forward in righting the wrongs of the past,” Hochul said. CAURD applicants must also have run a profitable business for at least two years; nonprofit operators may also apply. Later application periods for the remaining eight license types, which regulators are now drafting (and will invite more feedback on), will come in waves, accord ing to the office. The OCM’s website explains: “Different license types were outlined in [the Marijuana Regulation and Taxation Act] relating to adultuse cannabis, including retail dispensary, on-site consumption, distribution, cultivation, process ing, and more.”
“With New York slated to be one of the most robust markets in the country, sustainability will require the participation of diverse applicants throughout the metropolitan area and the state at large,” said Gia Morón, President of Women Grow, in an email. “Women Grow is committed to being a valued resource for appli cants in the Long Island market, which promises to be one of the most viable in New York.” And regardless of its past on the cannabis front, Long Island is also simply has a large number of people living on it.

“We know that our school district in particular has a high percentage of free and reduced lunch students,” Bynoe pointed out. “So we do know that there’s a need right here in the belly of this community. And that’s why we come here each year and do this. There’s a long line of people, a lot of people coming in.”

An 18-year-old officer and other Nassau, Suffolk peers are suing NYPD to keep jobs
“In short, it’s just ‘theater,’” the lawsuit charges.Sutliff and eight other NYPD officers have joined a growing list of municipal employees asking a judge to intervene after they’ve been fired for refusing to get inoculated.
The officers contend that Mayor Eric Adams’ administration failed to protect their religious rights and is unfairly attempting to boot them from the city payroll even though they all had continued to test for the virus eachTheyweek.also argue that certain crimes have gone up since the pandemic, making their continued employment a key to keeping the city safe. The officers additionally contend that the Centers for Disease Control and Prevention’s loosened guidelines — which still emphasize the importance of vaccination — show that the country is in a new stage of the pandemic with less-strict social distanc ing and quarantine requirements.
“In order to grant one you have to find a likelihood of success on the merits,” Mermigis said. City Law Department spokesperson Nicholas Paolucci defended the vaccine mandate.“EachReasonable Accommodation request was carefully reviewed under a process consistently upheld by the court,” he said. If the city lifts the vaccine requirement, more people will call out sick and basic services likely will be disrupted, said Dr. Céline Gounder, an infectious disease epidemiologist.“There’salot to be said … if you want to keep your city functioning, for continuing the vaccine requirement,” said Gounder, a senior fellow at the Kaiser Family Foundation.
Most Exemptions Denied

The new lawsuits come as City Hall has denied 8,487 religious and medical accom modation applications filed by city workers since the vaccine mandate went into effect.
Troiano, who is also the president of the Westbury School District Board of Education, said that about 70 percent of the district’s students are at or below the federal poverty“Theselevels.kidsreally need it,” he said. “Except for [the] COVID [interuption], this is the 14th straight year we’ve done this. It gets bigger andPBAbigger.”First Vice President Kevin Mullick was asked, “Why do you put on these events?”
The court cases were filed by Syosset lawyer James Mermigis who represents over 50 New York City cops, many of whom live in Nassau or Suffolk County. He’s had some early success although legal experts say the cases are facing an uphill battle.
“Because as police officers we’re part of the community,” he replied. “We support the communities we patrol. We’ve been doing this for several years where before the school year starts, we give out backpacks to kids within this community, and within the backpacks are school supplies that are the foundation of the school year. And school supplies are not cheap. We want to be part of the community and give back and help those that need the help.” According to Mullick, about 800 backpacks were distributed. He added, “Kids can come here and they can choose their favorite color. And you know, we’re here to help make everybody happy.” “It’s just a great way for the community to get together with the police,” he concluded.

Some 2,426 have so far been approved, according to data provided to THE CITY by the mayor’s office. City Hall has not broken down the numbers between religious and medical requests. According to a City Hall insider familiar with the data, that’s because some employees argued they should be exempt for bothCityreasons.human resource staffers have pro cessed 91 percent of the 12,059 total exemp tion requests filed, according to Jonah Allon, a spokesperson for City Hall. Approximately 8,100 of the 8,487 ex emption requesters that were rejected later appealed that decision, city records show.
“This is about putting New York City-based performers on a level playing field,” Adams said. “Hometown players had an unfair disadvantage.”Thedecision was blasted by union leaders representing city workers. They argued the Adams administration made different rules for their members while exempting rich athletes and performers.
In March, the Adams administration carved out an exemption for local pro athletes — like Brooklyn Nets star guard Kyrie Irving and other performers. Adams announced the executive order at a press conference in front of Citi Field as he was flanked by officials from the Mets and Yankees.
Despite Pope Francis’ appeal, others looking for vaccine exemptions contend their Catholic beliefs state “man should be in the hand of his own counsel.” Administrative Hypocrisy Government agencies have a lot of leeway, under case law, when it comes to enforcing a vaccine mandate, according to an attorney who handles civil service cases. “In terms of the law in New York, the courts have already ruled the vaccine mandate is legitimate,” said attorney Jerold Levine, the so-called “Gun Lawyer” who specializes in weapons cases and civil service legal disputes.
The recent lawsuits by the NYPD officers echoed that sentiment. They all called the performer exemption “hypocritical” and an “abuse of discretion.” Mermigis noted that other law enforcement agencies, like the New York State Police and departments in Nassau and Suffolk Counties, don’t have a vaccine mandate. “All these other police officers can roam around without getting vaccinated,” he said.Robert Linn, the commissioner of the Office of Labor Relations for most of de Blasio’s administration until his retirement in January 2019, defended the mandate for the NYPD and all New York City public sector workers. “It is the responsible thing for an employee to be vaccinated,” he said, noting that it is also “very effective from the employer’s vantage point, to keep healthcare costs down.”
“Everybody and their brother who got fired would be bringing cases to be restored.”
“Being healthy is not just about being physically healthy, but being economically healthy,” he told reporters at the time.
The mayor said the old rule put into place by former mayor Bill de Blasio put local teams at a disadvantage because out-of-town athletes and performers were exempt.

Some seeking a religious hall pass have argued that the use of aborted fetal cells in medical research for vaccines is a violation of their faith, according to letters obtained by THESutliff’sCITY.lawsuit also made that argument, court documents show. “His religiously informed conscience compels him to refuse all currently available COVID-19 vaccinations, as each and every other vaccine produced and/or tested by means involving procured fetal cells, tissue, or body parts,” the lawsuit said.
If the new lawsuits succeed, it would open the floodgates for other city workers in similar situations to get their jobs back, said Levine.

Around 200 have been overturned by the panel of city officials handling the reviews, according to Allon.
“If you don’t have as severe COVID-19, you might not be shedding as much virus,” said Lee, who supports the vaccine mandate. “That could potentially affect transmission as well. It’s a mistaken belief that testing can replace vaccination.”

“It’s an uphill battle,” Levine said, noting a recent federal court decision in favor of anti-vaccine military members that might be considered a new precedent.
“This would be the 1849 Gold Rush if the judge rules in favor of the plaintiffs,” he said.
And multiple studies throughout the world have shown the vaccine greatly reduces the likelihood of contracting COVID as well as the risks of hospitalization from serious ailments andAsdeath.such, key religious leaders around the globe — from the Catholic pope to prominent Jewish rabbis, Muslim imams and even the Tibetan Buddhist leader, the Dalai Lama — have encouraged the devout to get the shots.
While the number of COVID cases in New York has fluctuated over the past several months, health experts, and a former city labor commissioner, maintain that a vaccina tion mandate is still the best way to keep city workers safe. “The key thing is we have to remember that science has driven a lot of these initial interventions like vaccination,” said Dr. Bruce Y. Lee, a professor at the CUNY Graduate School of Public Health & Health Policy. “The more people around are vaccinated, the more individuals are protected,” added Lee, who created the computer forecasts used by federal officials to deal with the H1N1 “swine flu” pandemic in 2009. No Replacement for Vax Municipal workers who filed for some sort of vaccination accommodation have been allowed to remain on the payroll while they wait for their applications to be reviewed. But they are required to test each week. The results of those tests must be submitted to a designated human resources person.

The man put pen to paper, scribbling hundreds of pages while assistants apparently did the research and typed the drafts. When Kissinger, in 2015, published World Order, critics could be excused for thinking that it was his swan song. You can’t keep a good man from the writing table.

Kissinger’s fame came from serving President Richard Nixon. And so, Leadership may remind readers of Nixon’s 1982 volume, Leaders. Kissinger’s models are Nixon, Konrad Adenauer, Charles De Gaulle, Lee Kuan Yew, Anwar Sadat and Margaret Thatcher. What characteristics did these leaders share? “[A] factor common to each of the leaders...was a devout religious upbringing---Catholic for Adenauer and De Gaulle, Quaker for Nixon, Sunni Muslim for Sadat and Methodist for Thatcher...They uniformly served certain secular purposes: training in self-control, reflecting on faults and orienting toward the future.”

Adenauer, by contrast, had the Herculean task of restoring Germany’s good name in the aftermath of World War II. Again, the force of personality won the day. Adenauer was a calm, measured man, someone who laid a reassuring hand on what would remain Europe’s largest economy, Sadat and Nixon made their marks in foreign affairs. The former won a Nobel Prize for making peace with Israel. Sadat was no saint. He launched the 1973 Yom Kippur War on Israel as a way to both regain lost lands and, as important, lost pride for Egypt. Only then was he in a position to make peace. Of these six, Sadat made the greatest personal impact on the author. By making peace with Israel and attempting to modernize certain aspects of Egyptian life, Sadat paid with his life. Kissinger praises him as a man who did not only “express” Nile civilization, he tried also to modify and ennobleRichardit.Nixon had global responsibilities. From 1969 to 1974, Nixon chalked triumph after triumph: Withdrawal from Vietnam, détente with Russia, the opening of China, arms control treaties, laying the groundwork for peace in the Middle East, Kissinger clearly believes that sans Watergate, his old boss would have gone on to be a top tier American president. Other Nixonites, such as Patrick J. Buchanan, feel the same. Leadership is essentially a book containing Plutarchian biographies of the subjects in question. There were real accomplishments. Will they last? Kissinger believes that a great leader puts his mark on his nation long after he is gone. Of the six, Yew was the leader of the smallest country. Singapore makes no global claims. Yew inherited a poor country and made it rich. He let the world’s business leaders know that little Singapore was open for business. It had an industrious workforce and a scenic setting. It worked. In the decades hence, Yew became a national leader whose opinion counted for a great deal on the global stage. He was pro-American even during the Vietnam War. Yew also warned that neighboring China would not be denied. And the world would have to adjust. “This is the biggest player in the history of the world,” the man predicated. Time will tell. There is a vast difference between the world of Egypt and Singapore and the Western democracies. Egypt is a Muslim nation and that religion represents the final word. Yew was repulsed by the Western hedonism of the 1960s. He rejected it out of hand. Yew emphasized that in the Asian world, order comes first, freedom a little later. There can be no freedom without order. The West is different. Freedom is the defining word. Order smacks of authoritarianism.Willtheexamples of Nixon, De Gaulle, Adenauer and Thatcher prevail? Liberal democracies have difficulty with order.

Consider the 2015 migrant crisis which amounted to open borders, urban crime, ongoing terrorism. The Christian morality embraced by Thatcher, Nixon, De Gaulle and Adenauer has been in a frightful decline. Liberal democracies are revolutionary societies. There is no room for conservatism of any sort. Could Nixon recognize today’s Los Angeles? Thatcher with today’s London? De Gaulle and the suburbs of Paris? Adenauer with Frankfurt and Berlin? In a democracy, a political party is more important than a single leader. France has an authentic conservative party. As does Germany. None, however, exists in the United States or Great Britain. Leadership is an astounding achievement. Savor this and other Kissinger volumes, for is not likely to happen again anytime soon. Has America produced a greater patriot than Henry Kissinger? A refugee from 1930s Germany, Kissinger and his family moved to Washington Heights when the man was only 15 years old. “I’ll be back,” he told the German guards. And he was—this time as Secretary of State of the United States. His legacy? Peace and order. Kissinger has long had U.S.-Chinese relations on his mind. The best book of his later years is 2011’s On China. Can a Confucian, communist China and a liberal democracy like America share the planet? Kissinger’s message represents a plea for understanding. Superpowers need to recognize that there are differences among nations and their peoples. One world isn’t possible. Living with those differences, however, is the road to global peace. Lighting The Way In Suffolk County
I own a 2018 GMC Terrain. If I find out that my headlight isn’t working, I can bring it to the dealership and it will cost me more than $200 to have it fixed. I can also go to Auto Zone and pick up a headlight bulb for about $50 and spend a few hours sweating and cursing, trying to fix it myself. Or I can simply wait until it gets dark and drive two miles from Massapequa into Amityville. Once across the county line, I can drive up and down Route 110 until I find a Suffolk County police officer and flag them down. As soon as they see I have a dead headlight, they’ll issue me a voucher to have it replaced free of charge, as long as I use a certified repair shop. Which scenario would you choose?During my almost 50 years of driving, I’ve had a handful of times where I was ticketed for a head light or taillight not functioning. I had just 24 hours to repair it and get an officer to verify it or I would have to pay a fine. Of course, I had probably been driving around with one headlight for three months before I got caught, but that’s beside the point. Once they nailed me, I reached into my pocket and got it Thefixed.new program is partially sponsored by “Lights On,” a non-profit company out of Minnesota and began in June 2022. Suffolk County has decided that in stead of having their police officers hand out tickets to drivers with defective headlights or taillights, they will hand out vouchers for free car repairs. Isn’t that special? To start with, this program is being funded by the Federal gov ernment ($20,000) and a private donor. It has been successfully administered in 12 states and is intended to build trust between the police and the public. West Islip philanthropist Steve Castelton stepped up to the plate and do nated $15,000 to the program. The $35,000 will be matched by Lights On, bringing the total start-up fund to $70,000. The vouchers, worth up to $250, can be redeemed at any partici pating auto body shop. Suffolk County Executive Steve Bellone made the announcement at one of approved,onlyUnfortunately,inauthorizedtheshopsPatchogue.theothershopsofar,is in Setauket. Depending on where you live, it may cost you more in gas to redeem your voucher than to fix it Mostyourself.autorepair shops will make sure they use all of that $250 voucher. A fund that starts with $70,000 will not last too long, with headlight repairs going for $250 a pop. Hurry, hurry, hurry. You’ll need to be one of the first 280 people to get one of those special vouchers before the well runs dry. Bellone said one of the “Safety First Campaign” goals is to de-em phasize minor traffic infractions. Other Suffolk County officials said that the cost of fixing a light bulb would be between $25 and $60. You can barely fill your gas tank for that.

Neither the MTA $8 billion or Queens Link Team $3 billion dollar project cost estimate (based upon respective planning studies) are valid or realistic for reconstruction of the old Long Island Rail Road Rockaway Beach line closed in 1962. Neither study ever completed final design and engineering necessary to validate their cost estimate. These figures would be refined as progress proceeds beyond the planning and environmental phases into final design and engineering efforts. Value engineering, a process that looks at alternative construction methods to reduce costs, would be used during the final design phase. You never know a project’s final cost until completion. History has shown that estimated costs for construction trend upwards as projects advance into more detailed and refined final design and engineering. Progression refines the detailed scope of work necessary to support construction. Actual costs become more accurate by award of construction contracts. They are followed by change orders to the base contracts during the course of construction, due to unforeseen site conditions or last-minute changes in scope. This will be followed by beneficial use, completion of inspection and acceptance for all work, including thousands of contract punch list items insuring conformation for adherence to contract specifications, receipt of asset maintenance manuals for all project components, followed by release of retain age and final payment to the contractor(s). More is needed besides lobbying Governor Kathy Hochul and Mayor Eric Adams for funding to pay for a future environmental review under the federal National Environmental Protection Act (NEPA). This task could cost millions of dollars. MTA Chairman Janno Lieber and LIRR President Catherine Renaldi must be convinced to serve as project sponsor. Hochul and Adams need to instruct their respective MTA Board members to request the same. The MTA and LIRR need to obtain permission from the Federal Transit Administration to enter this project under the FTA national competitive discretionary Capital Investment Grants (CIG) New Starts Core Capacity Grant program. This is the same program that funded MTA’s $11.2 billion LIRR East Side Access to Grand Central Terminal (now known as Grand Central Madison) and NYC Transit $4.5 billion Second Avenue Subway Phase 1. Financing construction for restoration of LIRR service on the old Rockaway Beach branch would require a FTA Full Funding Grant Agreement (FFGA). The total project, be it $3, $8 billion, or more would require the MTA providing between 50% to 66% local share necessary to leverage the balance of federal dollars. It averages five or more years from admission into the FTA CIG program before a transit agency successfully completes the process and obtains federal funding under a FFGA grant. The scope of work agreed upon under the FFGA would include construction of tracks, third rail, interlockings, sidings, signals, pow er substations, stations including elevators to assure they meet ADA (Americans with Disabilities Act) access requirements, commuter parking, bike racks, purchase of additional electric MU rail cars for service and modifications to existing or construction of new rail yards for maintenance and storage of equipment. The State Department of Transportation is the federally sponsored planning orga nization, known locally as the New York Metropolitan Transportation Council (NYMTC). They produce a Transportation Improvement Program (TIP) which is part of the State Transportation Improvement Program (STIP). The MTA must request that this project be added to both the TIP and STIP. The project needs to be included within the NYMTC Five-Year Short Range and 20-Year Long Range Plan for capital trans portation projects. The project also needs to be added to the MTA current $51 billion 2020-24, upcoming 2025-29 and 2030-34 Five-Year Capital Plans, along with the MTA 2020-40 20-Year Capital Needs Plan. All of these actions are also needed if you have any hope of boarding the first train by 2040 at the earliest. It will easily require 15 to 20 years from start to finish for successful completion. This is based on my prior first-hand work experience at FTA working with both the MTA and NJ Transit on similar projects for several decades.

A financial plan would have to be developed. This could include identifying local match against FTA capital grants to support advancement of the proj ect. The MTA would also have to ensure that they have adequate local operating dollars to cover farebox revenue shortfalls. Riders only pay for a portion of the cost for any trip. The MTA would also need to have the resources to maintain all the capital investments financed by the FTA. All federally funded capital project investments have useful life requirements. They are usually based on industry standards You need the same frequent enthusiastic support for years that Senator Chuck Schumer has shown on behalf of the $33 billion Gateway Tunnel and $6.9 billion Second Avenue Subway Phase 2 projects. He has yet to do the same for this project.

It was quite astounding how often I was in situations where people wanted to have control over my life and they didn’t even realize t hey were doing that. Every song was like a stop on the way to that.”
“It became apparent during lockdown when I was adding songs to my coffer of tunes, that I was writing about something,” she recalled.


A major factor allowing Yola to find the greater truth she was seeking on this project was the presence and contributions of a very female-centric supporting cast. Among the major contributors were less-familiar talents like Joy Oladokun and Ruby Amanfu and better-known names like Brandi Carlile and Natalie Hemby.
“I feel like with the first record, I was so surrounded by white men,” Yola explained. “It was my connections with women of varying backgrounds/, hue and persuasion that gave me this wonderful ability to truly excavate everything I needed to [dig up] on this record. I was blessed to have a clutch of women that would get me there fully understanding where I was trying to go. Then I had to call Brandi—she’s obviously on the opposite end of the country up in Seattle. I told her she could send me a vocal and she was like, ‘Oh my God, I’m all over it.’ She was even telling me, ‘You know I’m going to be on this record, right?’ and I said, ‘Yeah, I do.’”
Getting Up On Her How Stand For Myself became Stories abound of how musicians navigated the full-stop nature of the pandemic. For English singer-songwriter Yola, the extended COVID-19 pause gave her a chance to do a deep dive into herself with Stand For Myself , the follow-up to her critically-acclaimed 2019 debut Walk Through Fire . The woman born Yolanda Claire Quartey has expanded the stylistic palette considerably more with this collection of songs. Yola’s personal deep dive her love of the latter’s debut and insisted she was going to hip Carlile to the British vocal powerhouse. The Highwomen project followed and, in its wake, doors of opportunity continued opening for Yola. “When I flew over to RCA Studio A in Nashville, I became fast friends with Brandi,” Yola said. “She said to bring a song and this was what they were thinking of doing. It became the connector to so many things. I met Brandi along with Natalie Hemby, who writes on five out of the 12 songs on my current record. I met Maren [Morris] and Amanda [Shires] there. I met Dave Cobb there. Obviously, I’ve been on the road with Dave and Chris Stapleton as well, so we got to see quite a lot of each other. [Dave] was doing the soundtrack to this movie [about Elvis Presley] and we had already connected. He’d seen how I worked in the studio and thought I would really smash this so he suggested I audition with everybody else [for a role] and I got the call-back. In late August, the Nassau County Police Department (NCPD) Major Case Bureau announced the arrest of three people as related to an alleged robbery and kidnapping near the border of Westbury and Jericho. According to police, the incident occurred on Saturday, August 20, 2022 at 6:45 p.m. in Westbury, where Narcotic Vice Bureau officers were conducting an investigation at the Edgewood Motel in Jericho. In a press release, NCPD said that a 48-year-old victim had been lured to the hotel for the purpose of having sex with a 16-year-old girl who was among the arrestees. Police later said that the girl had an “active PINS warrant,” which stands for Person In Need of AccordingSupervision.to an NCPD release, the Narcotic Vice Bureau officers “observed a 2005 red Ford F150 with four occupants exiting the parking lot and traveling westbound on Jericho Turnpike [which] failed to come to a complete stop near the intersection of Cambridge Avenue and Warren Street in Westbury. Officers activated their emergency lights and conducted a Vehicle and Traffic Law stop near the intersection of Cambridge Street and Oxford Street [and] that one of the occupants, a 48-year-old male, appeared to be in distress.” “All four occupants were removed from the vehicle, at which point one of the backseat passengers ... attempted to flee on foot. As [he] was fleeing, he removed a large machete hidden in his shorts but threw it shortly after to the ground,” police said. “A subsequent investigation revealed that the male victim, 48, was lured to the Edgewood Motel where he was held against his will and forced to relinquish his keys, phone and money while being threatened at knife point. Defendant Yonathan Hernandez, 23, is charged with Robbery 1st Degree, Kidnapping 2nd Degree, Menacing 2nd Degree, Conspiracy 4th Degree, Criminal Possession of a Weapon 4th Degree and a VTL Infraction. Defendant Tylor Salmeron, 19, is charged with Robbery 1st Degree, Kidnapping 2nd Degree, Menacing 2nd Degree, Conspiracy 4th Degree, Criminal Possession of a Weapon 4th Degree and Resisting Arrest. The 16-year-old female juvenile defendant is charged with Robbery 1st Degree, Kidnapping 2nd Degree, Conspiracy 4th Degree and Criminal Possession of a Weapon 4th Degree.” Requests for comment from the NCPD on the current incarceration status of the child, about the investigation that had stationed the officers outside the motel, or regarding futher details of the case were not returned to Anton Media Group.

Nassau County District Attorney Anne T. Donnelly announced in late August that a Westbury woman and former bookkeeper for a local trade union was charged with grand larceny and falsifying business records for allegedly embezzling more than $120,000 from the union between 2015 and 2021.

Back To School Safety Series his is part two of a four-part series of articles by the Garden City Police Department addressing Back-toSchool Safety Issues. In last week’s paper, we addressed safe driving practices. If you missed last week’s article, a copy was placed on the Village website. This week’s article will cover school bus safety. Parents, grandparents, guardians, and teachers are encouraged to use this article to help teach children about school bus safety.
• Hold your child’s hand and walk together to the bus stop in the morning. Research has shown that until your child is at least eight (8) years old, you should hold their hand on the sidewalk and in parking lots.
• Never go back for anything you left on the bus and never bend down near or under the bus.
BusPart-Two:Stops:
• Stay with your child at the bus stop. If you cannot stay with your child, arrange for another trusted adult to accompany them.
• Speak quietly and politely to the other children near you.
Motorist Reminders:
• Remember if you are approaching a school bus either from the front or behind and it is yellow lights are flashing, the bus is preparing to stop.
DA Donnelly said that, according to the charges, Jira worked as a bookkeeper for Local 713 International Brotherhood of Trade Union, located in Garden City, from April 2014 through September 2021. In her role, the defendant was responsible for reviewing and recording the union’s financial activity and had access to its financial records, accounting, and payroll software. From approximately June 2015 through August 2021, the defendant allegedly issued approximately 384 checks payable to herself from Local 713 I.B.O.T.U.’s bank accounts, with a total value of approximately $123,468.
• If the bus’s red lights are flashing, you must stop, and remain stopped until red warning lights are off. This includes school buses that are on the opposite side of divided highways, on multiple lane roadways, in parking lots and on school grounds.
The defendant surrendered to NCDA Detective Investigators on August 18, 2022.
• Do not jump up and down, fight or tease other passengers, or be unruly. These activities can distract the bus driver and they may not be able to give proper attention to driving.
• Enter and exit school buses in an orderly manner, using handrails where provided.
• Meet your child at the bus stop after school. Never wait on the opposite side of the street. Talk to your child about what they should do if you are delayed and cannot meet them as usual.
The Garden City Police Department encourages residents to incorporate these safe practices into their lives to make this school year a safe one. Remember to read part three of the Back-to-School Series, “Pedestrian and Bicyclist Safety”, next week.

Local 713 I.B.O.T.U. then filed a complaint with NCDA for further investigation.

• It is illegal – and very dangerous – to pass or overtake a stopped school bus when the large red lights located on the top or side of the bus are flashing. These flashing lights mean the bus is either picking up or discharging students.

“Slowly, over a period of years, the defendant allegedly leveraged her access to Local 713’s financial accounts to siphon more than $120,000 from its coffers, using the funds to pay for living expenses, clothing, and utilities,” said DA Donnelly. “This alleged conduct violates the trust employers put in their employees to do their jobs honestly and with integrity.”
To cover-up the fraudulent check writing, the defendant allegedly made false entries into Local 713 I.B.O.T.U.’s QuickBooks accounting software, altering payee information for the checks to indicate that they had been issued to legitimate vendors.

Research by the Pupil Transportation Safety Institute tells us that more and more vehicles are passing stopped school buses on the right shoulder – where the door is located.
• Teach your child to make eye contact with the bus driver and wait for the driver to signal them before they cross in front of the bus.
Jennifer Jira, 40, was arraigned Thursday before Judge Joseph Nocella on charges of Grand Larceny in the Second Degree (a C felony) and five counts of Falsifying Business Records in the First Degree (an E felony).
• It is important for students to listen to the bus driver for special instructions or information.
The defendant pleaded not guilty and was released on her own recognizance. Jira is due back in court on September 7, 2022. If convicted of the top charge, the defendant faces a maximum of five to 15 years in prison.
The defendant allegedly cashed more than 300 of the fraudulent checks at check cashing businesses in New Hyde Park, Hempstead and Levittown, and also directly deposited checks into her personal bank account. The alleged fraudulent check amounts ranged from $64.00 to $1230.87.
• Remember clothing can get caught. Jackets and sweatshirt drawstrings, backpack straps, scarves and loose clothing may get caught on bus handrails or doors. This could be dangerous while getting on or off the bus.
• After getting on the bus, go directly to your seat and remain seated, facing forward.
• Remind your children to look both ways for traffic before crossing the street. Never assume cars will stop for the bus.
Furthermore, until they are ten (10) years old you should hold their hand while crossing the street.
• The first time fine for illegally passing a school bus ranges from $250 to $400, 5-points on your license and/or 30 days in jail; subsequent violations carry fines ranging from $600 to $1,000, 5-points on your license and/or up to 180 days in jail.
• Keep heads, hands, arms, feet, and other objects inside the bus at all times.
• Discuss with your children what they should do if they accidentally get on the wrong bus or miss their regular bus stop.

Legislator Solages: Require Utility Properties In Nassau County To File Annual Income and Expense Statements


Income and expense statements would be due by April 1 of each calendar year, and noncompliance would result in a fine the property in question as determined by the Nassau County Assessor. If the utility fails to file by Sept. 30, the fine increases to if noncompliance continues into the next calendar year, the fine grows to 0.75 percent of fair market value. By aiding in the production and maintenance of accurate assessments, the measure would also serve as a helpful tool for potentially averting future high-stakes disputes with utilities. School, library and fire districts are among the entities that are grappling with sudden and major revenue losses in the aftermath of the settlement of LIPA’s lawsuits regarding the assessed val ues of the E.F. o ensure that utilities pay their fair share of taxes on the properties they own, Nassau County Legislator Carrié Solages (D - Lawrence) is sponsoring legislation that would require such entities to file annual income and expense statements for what they own and operate in Nassau County. Legislator Solages unveiled the proposal during a Monday, Aug. 8 press conference at the Legislature. Filed on Wednesday, July 13, the measure has gained support from his Minority Caucus colleagues including co-sponsors Minority Leader Kevan M. Abrahams (D - Freeport), Nassau County Legislators Delia DeRiggi-Whitton (D - Glen Cove) and Arnold W. Drucker (D - Plainview), concerned community members and assessment experts such as former Nassau County Assessor David Moog. Legislator Solages’ proposal would require utilities to disclose the use, age, and original and current cost of their generators, telecommunication lines and other real property within Nassau County. Utilities would also be required to itemize and disclose the real property they own and control in Nassau County; assets that have been retired during the reporting year; and property that is being added to the utility’s inventory or being built or improved.

We start out with Jim Brown, Class of 1939. Jim was an AllScholastic Athlete in both football and track. Next, he was captain of the Hofstra Football team as QB/ RB. Mid-way through his college career he enlisted in the armed forces during World War II. He later returned to Hofstra and again was named team captain after the war. Jim then began teaching PE and coaching teams at Mineola High School. Never having wrestled, he started the wrestling program at Mineola in 1955. Over the next 12 years his teams would win two North Shore championships and four other league titles. He retired from Mineola In 1980.

Katherine (Hock) Bennett, Class of 2001, earned 11 varsity letters while at Mineola High School, playing soccer, basketball and lacrosse. She was All County in soccer and lacrosse. She also helped to bring the relatively new girls lacrosse program to their first Conference Championship. She then went on to play lacrosse for Adelphi University and earned All American Honors in her sophomore, junior, and senior years. Adelphi won the National Championship in her junior year as Katherine scored 6 goals in the game along with the game winner with just a few seconds to go. Katherine also won the WLCA Division 2 National Player of the Year award. I hope to see everyone on September 16th.

Jim Litterelle, Class of 1963, was a three-sport athlete at Mineola. He played football, basketball, and baseball. Both the football and basketball teams were league champions in his junior and senior years. As a senior he was the winner of the Thorpe Award as the best football player in Nassau County. He went on to play for a Division 1 team at Penn State. He was named team captain in his senior year and the team finished in the top 10 in the nation, playing to a 17-17 tie with Florida State in the Gator Bowl.

Katherine (Hock) Bennett, Class of 2001 years he became the head coach of the University of Connecticut and Princeton University football teams. Next he went into broadcasting. He followed that by becoming the Executive Vice President and Chief Operating Officer for the New Jersey Nets. Bob then moved on to become the Executive Director and then President of the National Football Foundation College Hall of fame until his retirement.
Manny Matos, Class of 1971, helped bring the Mineola Soccer team to Nassau County Championship games in his junior and senior years. In his senior year the Mineola soccer team was ranked as the #2 high school team in the nation. That year, Manny was named Most Outstanding Soccer Player in Nassau County. He then became team captain of Adelphi University. He led the Panthers to become National Champions and was named the MVP of the National Tournament. He then went on to play professional soccer for the Seattle Sounders.

he next annual induction in the Mineola Alumni Athletic Hall of Fame will be on Friday, September 16th during the halftime of the Mineola vs. Island Trees foot ball game at Hampton Stadium. Last year’s induction of Rollie Stichweh (Class of ‘61), Bob Young (Class of ‘59) and the Girls’ 1984 State Softball Champion Team was a great night and this year’s should be the same. We will also be having a gathering of alumni, friends, and anyone else that would like to attend after the game at the Cornerstone Pub and Restaurant to help celebrate with all these alumni and their families. This year we are inducting seven alumni with graduation years ranging from 1939 to 2001.

The Village of Westbury Recreation Department will be holding its annual Bocce Tournament on Sunday, Sept. 18 with a rain date of Sept. 25. It will be held at the Community Center on Post Avenue. The four-men teams will compete for first- through third-place trophies. He retired in 2005 as the ‘winningest’ Coach In NCAA History with 326 wins. He is one of only two coaches to take three different college teams to the NCAA semi finals. His Army team won 10 Patriot Leagues titles and made eight NCAA tournament appearances.

After six years as an assistant basketball coach, Bruce became the head coach at the University of Bridgeport and would remain the head coach for the next 33 years. His teams won over 500 games, made 12 appearances in the NCAA Tournament, five appear ances in the regional champion ships, and two appearances in the National Championship game. He was named the 1992 Division 2 National Coach of the year.
