For decades (or longer) mallards have roamed free in the park without disturbing the daily activities of local residents. In the winter, the mallards, as with other New Yorkers, fly south to Florida before returning to New York in time for baseball season, the U.S. Tennis Open and the Saratoga racing season, among other activities. This year, Gerry Park was the site of the annual Concert in the Park, sponsored by the Roslyn Chamber of Commerce and the Town of North Hempstead. The July concert featured the music of Classic Clapton. Some mallards came around to listen to the band, others stayed away. As always, the residents enjoyed their evening and the mallards enjoyed the water. When the summer ends, The Roslyn News will keep readers updated on the progress of the NYSDEC. Peggy Gerry’s single-minded commitment to a preserved village of Roslyn.”

During the month of August and into September, the New York State Department of Environmental Conservation (NYSDEC) is conducting a project to study the habits of those loveable mallards that congregate at Gerry Park in downtown Roslyn. At its August meeting, the board voted 6-0 to approve Resolution No. 403-2022, one that would grant the NYSDEC “entry onto Gerry Pond Park in order to trap and band mallards during the months of August and September 2022.” In all, the data collected from the band returns “will be used to measure annual mortality, migration patterns and hunting harvest rates and result in an evaluation of management options.” Board members David Adhami, Mariann Dalimonte, Veronica Lurvey, Robert Troiano, Dennis Walsh, and Peter Zuckerman all voted “aye.” Supervisor Jennifer DeSena was absent.

Gerry Park was named for Roger and Peggy Gerry, two longtime Roslyn residents who were almost singlehandly responsible for starting up restorations projects in Roslyn that prevented the village in the words of one activist from “becoming a slum,” while in the process making Roslyn a nationwide model for historic preservation. Their contribution was recorded in a 2004 book, Roslyn Restored: The Legacy of Roger and Peggy Gerry by Ellen Fletcher Russell. “Few Long Island villages have kept the distinctness of character that now sets Roslyn apart. The survival of Roslyn’s architectural and cultural landscape is not a matter of luck. It was the result of Roger and Sillitti Hosts Mobile Office Hours

he North Shore Schools Board of Education approved the appointment of Dr. Ryan O’Hara as the North Shore Middle School Principal, effective July 5. Dr. Christopher Zublionis said, “Dr. Ryan O’Hara is an inspirational leader who will bring tremendous energy, experience, and insight to North Shore Middle School. He spent many years in the district as a teacher and administrator and he understands and appreciates our community and its values. We are excited to welcome Ryan home.” O’Hara said, “I cut my teeth as an educator at North Shore. North Shore’s commitment to a well-rounded, student-centered education helped me to distill my core values. My appointment feels like a homecoming, and I can’t wait to join my colleagues and to get to the important work of helping our children discover their dreams.” O’Hara served the North Shore Schools for a decade, working as an English teacher at North Shore High School and North Shore Middle School before joining North Shore’s administration as the Teacher Leader of Humanities for North Shore Middle School. As a teacher, O’Hara sought to empower students by inviting them to co-construct learning activities and assessments so that they could pursue their interests, set personal goals, and track their progress. O’Hara also directed several of North Shore Middle School’s theatrical productions, including Maeterlink’s The Blue Bird, and Romeo & Juliet: An ‘80s Musical, his own musical adaptation of Shakespeare’s famous play. As Teacher Leader of Humanities, he collaborated with the administrative team in the beginning stages of work on the Shared Valued Outcomes. In the Oyster Bay-East Norwich Central School District, O’Hara served as the K12 Supervisor of English, Reading, and Library Media and, most recently, as an assistant principal at Oyster Bay High School, serving students in grades 7 through 12. Of his tenure in Oyster Bay, O’Hara said, “I am most proud of my relationships with the students, parents, teachers, and administrators. I was able to support the students and the teachers because I trusted them and earned their trust. And, I couldn’t be more humbled by all they did to face challenges, support one another and grow–even during a pandemic.”Abouthis aspirations for the students of North Shore Middle School, O’Hara said, “We get to exist in this incredible universe, and schools–at their best–help us apprehend the wonder of our existence and fuel our desire to find our place among the infinities. I want students to come home each day excited to share something they’ve learned about the world and about themselves. I want them to wake up in the morning, eager to get to school to see their friends and teachers. I want them to surprise themselves with their promise.

Approaching his centennial, Kissinger is not only on this side of the river, he has also published a new book of his own. Can anyone be surprised? Kissinger’s fame is as a diplomat, but as a young man, he yearned for the literary life. At Harvard, his term papers ran up to 100 pages, forcing that institution to put the brakes on effort that exceeded a certain number. This book, Leadership, is not dictated. The man put pen to paper, scribbling hundreds of pages while assistants apparently did the research and typed the drafts. When Kissinger, in 2015, published World Order, critics could be excused for thinking that it was his swan song. You can’t keep a good man from the writing table.

All six possessed a single-mindended drive: Patriotism, a dash of nationalism, a focus on reviving their respective nation’s economies and a robust effort to instill national pride in the hearts of their countrymen. Such was especially true in the case of both De Gaulle and Thatcher. In 1940, the former took a microphone courtesy of Winston Churchill and announced to the French people that he, Charles De Gaulle, a hitherto unknown general, would henceforth speak for France while defeating the occupiers and regaining France’s glory. De Gaulle was a most grandiose man. It worked. Mind over matter. The man’s sheer willpower worked wonders. The same was true for Thatcher. Inheriting a nation wracked by inflation and workers’ strikes, the preacher’s daughter inaugurated an ambitious privatization program to unshackle the economy; she broke a protracted miner’s strike and expelled Argentine forces from the Falkland Islands even after being

Review of: Leadership: Six Studies in World Strategy. Henry Kissinger BOOK REVIEW

In Their Image: How Leaders Shape History
Kissinger’s fame came from serving President Richard Nixon. And so, Leadership may remind readers of Nixon’s 1982 volume, Leaders. Kissinger’s models are Nixon, Konrad Adenauer, Charles De Gaulle, Lee Kuan Yew, Anwar Sadat and Margaret Thatcher. What characteristics did these leaders share? “[A] factor common to each of the leaders...was a devout religious upbringing---Catholic for Adenauer and De Gaulle, Quaker for Nixon, Sunni Muslim for Sadat and Methodist for Thatcher...They uniformly served certain secular purposes: training in self-control, reflecting on faults and orienting toward the future.”
Consider the 2015 migrant crisis which amounted to open borders, urban crime, ongoing terrorism. The Christian morality embraced by Thatcher, Nixon, De Gaulle and Adenauer has been in a frightful decline. Liberal democracies are revolutionary societies. There is no room for conservatism of any sort. Could Nixon recognize today’s Los Angeles? Thatcher with today’s London? De Gaulle and the suburbs of Paris? Adenauer with Frankfurt and Berlin? In a democracy, a political party is more important than a single leader. France has an authentic conservative party. As does Germany. None, however, exists in the United States or Great Britain. Leadership is an astounding achievement. Savor this and other Kissinger volumes, for is not likely to happen again anytime soon. Has America produced a greater patriot than Henry Kissinger? A refugee from 1930s Germany, Kissinger and his family moved to Washington Heights when the man was only 15 years old. “I’ll be back,” he told the German guards. And he was—this time as Secretary of State of the United States. His legacy? Peace and order. Kissinger has long had U.S.-Chinese relations on his mind. The best book of his later years is 2011’s On China. Can a Confucian, communist China and a liberal democracy like America share the planet? Kissinger’s message represents a plea for understanding. Superpowers need to recognize that there are differences among nations and their peoples. One world isn’t possible. Living with those differences, however, is the road to global peace. Henry Kissinger (right), with Margaret Thatcher.

BOOK REVIEW from page 1A

Adenauer, by contrast, had the Herculean task of restoring Germany’s good name in the aftermath of World War II. Again, the force of personality won the day. Adenauer was a calm, measured man, someone who laid a reassuring hand on what would remain Europe’s largest economy, Sadat and Nixon made their marks in foreign affairs. The former won a Nobel Prize for making peace with Israel. Sadat was no saint. He launched the 1973 Yom Kippur War on Israel as a way to both regain lost lands and, as important, lost pride for Egypt. Only then was he in a position to make peace. Of these six, Sadat made the greatest personal impact on the author. By making peace with Israel and attempting to modernize certain aspects of Egyptian life, Sadat paid with his life. Kissinger praises him as a man who did not only “express” Nile civilization, he tried also to modify and ennobleRichardit.Nixon had global responsibilities. From 1969 to 1974, Nixon chalked triumph after triumph: Withdrawal from Vietnam, détente with Russia, the opening of China, arms control treaties, laying the groundwork for peace in the Middle East, Kissinger clearly believes that sans Watergate, his old boss would have gone on to be a top tier American president. Other Nixonites, such as Patrick J. Buchanan, feel the same. Leadership is essentially a book containing Plutarchian biographies of the subjects in question. There were real accomplishments. Will they last? Kissinger believes that a great leader puts his mark on his nation long after he is gone. Of the six, Yew was the leader of the smallest country. Singapore makes no global claims. Yew inherited a poor country and made it rich. He let the world’s business leaders know that little Singapore was open for business. It had an industrious workforce and a scenic setting. It worked. In the decades hence, Yew became a national leader whose opinion counted for a great deal on the global stage. He was pro-American even during the Vietnam War. Yew also warned that neighboring China would not be denied. And the world would have to adjust. “This is the biggest player in the history of the world,” the man predicated. Time will tell. There is a vast difference between the world of Egypt and Singapore and the Western democracies. Egypt is a Muslim nation and that religion represents the final word. Yew was repulsed by the Western hedonism of the 1960s. He rejected it out of hand. Yew emphasized that in the Asian world, order comes first, freedom a little later. There can be no freedom without order. The West is different. Freedom is the defining word. Order smacks of authoritarianism.Willtheexamples of Nixon, De Gaulle, Adenauer and Thatcher prevail? Liberal democracies have difficulty with order.

Lighting The Way In Suffolk County
I own a 2018 GMC Terrain. If I find out that my headlight isn’t working, I can bring it to the dealership and it will cost me more than $200 to have it fixed. I can also go to Auto Zone and pick up a headlight bulb for about $50 and spend a few hours sweating and cursing, trying to fix it myself. Or I can simply wait until it gets dark and drive two miles from Massapequa into Amityville. Once across the county line, I can drive up and down Route 110 until I find a Suffolk County police officer and flag them down. As soon as they see I have a dead headlight, they’ll issue me a voucher to have it replaced free of charge, as long as I use a certified repair shop. Which scenario would you choose?During my almost 50 years of driving, I’ve had a handful of times where I was ticketed for a head light or taillight not functioning. I had just 24 hours to repair it and get an officer to verify it or I would have to pay a fine. Of course, I had probably been driving around with one headlight for three months before I got caught, but that’s beside the point. Once they nailed me, I reached into my pocket and got it Thefixed.new program is partially sponsored by “Lights On,” a non-profit company out of Minnesota and began in June 2022. Suffolk County has decided that in stead of having their police officers hand out tickets to drivers with defective headlights or taillights, they will hand out vouchers for free car repairs. Isn’t that special? To start with, this program is being funded by the Federal gov ernment ($20,000) and a private donor. It has been successfully administered in 12 states and is intended to build trust between the police and the public. West Islip philanthropist Steve Castelton stepped up to the plate and do nated $15,000 to the program. The $35,000 will be matched by Lights On, bringing the total start-up fund to $70,000. The vouchers, worth up to $250, can be redeemed at any partici pating auto body shop. Suffolk County Executive Steve Bellone made the announcement at one of approved, onlyUnfortunately, inauthorizedtheshopsPatchogue.theothershopsofar,is in Setauket. Depending on where you live, it may cost you more in gas to redeem your voucher than to fix it Mostyourself.autorepair shops will make sure they use all of that $250 voucher. A fund that starts with $70,000 will not last too long, with headlight repairs going for $250 a pop. Hurry, hurry, hurry. You’ll need to be one of the first 280 people to get one of those special vouchers before the well runs dry. Bellone said one of the “Safety First Campaign” goals is to de-em phasize minor traffic infractions. Other Suffolk County officials said that the cost of fixing a light bulb would be between $25 and $60. You can barely fill your gas tank for that.
Celebrating 38 YEARS IN BUSINESS 1984-2022
Neither the MTA $8 billion or Queens Link Team $3 billion dollar project cost estimate (based upon respective planning studies) are valid or realistic for reconstruction of the old Long Island Rail Road Rockaway Beach line closed in 1962. Neither study ever completed final design and engineering necessary to validate their cost estimate. These figures would be refined as progress proceeds beyond the planning and environmental phases into final design and engineering efforts. Value engineering, a process that looks at alternative construction methods to reduce costs, would be used during the final design phase. You never know a project’s final cost until completion. History has shown that estimated costs for construction trend upwards as projects advance into more detailed and refined final design and engineering. Progression refines the detailed scope of work necessary to support construction. Actual costs become more accurate by award of construction contracts. They are followed by change orders to the base contracts during the course of construction, due to unforeseen site conditions or last-minute changes in scope. This will be followed by beneficial use, completion of inspection and acceptance for all work, including thousands of contract punch list items insuring conformation for adherence to contract specifications, receipt of asset maintenance manuals for all project components, followed by release of retain age and final payment to the contractor(s). More is needed besides lobbying Governor Kathy Hochul and Mayor Eric Adams for funding to pay for a future environmental review under the federal National Environmental Protection Act (NEPA). This task could cost millions of dollars. MTA Chairman Janno Lieber and LIRR President Catherine Renaldi must be convinced to serve as project sponsor. Hochul and Adams need to instruct their respective MTA Board members to request the same. The MTA and LIRR need to obtain permission from the Federal Transit Administration to enter this project under the FTA national competitive discretionary Capital Investment Grants (CIG) New Starts Core Capacity Grant program. This is the same program that funded MTA’s $11.2 billion LIRR East Side Access to Grand Central Terminal (now known as Grand Central Madison) and NYC Transit $4.5 billion Second Avenue Subway Phase 1. Financing construction for restoration of LIRR service on the old Rockaway Beach branch would require a FTA Full Funding Grant Agreement (FFGA). The total project, be it $3, $8 billion, or more would require the MTA providing between 50% to 66% local share necessary to leverage the balance of federal dollars. It averages five or more years from admission into the FTA CIG program before a transit agency successfully completes the process and obtains federal funding under a FFGA grant. The scope of work agreed upon under the FFGA would include construction of tracks, third rail, interlockings, sidings, signals, pow er substations, stations including elevators to assure they meet ADA (Americans with Disabilities Act) access requirements, commuter parking, bike racks, purchase of additional electric MU rail cars for service and modifications to existing or construction of new rail yards for maintenance and storage of equipment. The State Department of Transportation is the federally sponsored planning orga nization, known locally as the New York Metropolitan Transportation Council (NYMTC). They produce a Transportation Improvement Program (TIP) which is part of the State Transportation Improvement Program (STIP). The MTA must request that this project be added to both the TIP and STIP. The project needs to be included within the NYMTC Five-Year Short Range and 20-Year Long Range Plan for capital trans portation projects. The project also needs to be added to the MTA current $51 billion 2020-24, upcoming 2025-29 and 2030-34 Five-Year Capital Plans, along with the MTA 2020-40 20-Year Capital Needs Plan. All of these actions are also needed if you have any hope of boarding the first train by 2040 at the earliest. It will easily require 15 to 20 years from start to finish for successful completion. This is based on my prior first-hand work experience at FTA working with both the MTA and NJ Transit on similar projects for several decades.

ANTON MEDIA GROUP • SEPTEMBER 7 - 13, 2022 7AFULL RUN have to provide local feeder bus service to stations. Another requirement is a positive cost benefit analysis. A financial plan would have to be developed. This could include identifying local match against FTA capital grants to support advancement of the proj ect. The MTA would also have to ensure that they have adequate local operating dollars to cover farebox revenue shortfalls. Riders only pay for a portion of the cost for any trip. The MTA would also need to have the resources to maintain all the capital investments financed by the FTA. All federally funded capital project investments have useful life requirements. They are usually based on industry standards You need the same frequent enthusiastic support for years that Senator Chuck Schumer has shown on behalf of the $33 billion Gateway Tunnel and $6.9 billion Second Avenue Subway Phase 2 projects. He has yet to do the same for this project.

Low prices often means low quality. The phrase “you get what you pay for” is true when it comes to sod installation. A lot more goes into an installation job than just laying grass. If you come across a company that quotes a rock-bottom price compared to other installers in the area, beware—there is likely a reason. all is the perfect time of year to introduce sod to your yard for the first time or to replace old grass with an upgraded, premium variety. Choosing a lawn installation company can be tricky though, and not all installers deliver a quality end result. Here are a few tips.

1A good company should have a quality process. A solid sod installation company should have a thorough process in place. Several steps should be taken before sod is installed. Herbicides may be needed to rid the area of weeds and other unwanted growth, old sod should be removed—not just mowed or scalped, debris should be completely hauled away and the area should be re-graded.
2 A good company should be licensed and insured. Save yourself a potential legal headache by choosing a company that is licensed and carries both general and workers compensation insurance. If something goes awry, these credentials ensure that you are protected.

“I feel like with the first record, I was so surrounded by white men,” Yola explained. “It was my connections with women of varying backgrounds/, hue and persuasion that gave me this wonderful ability to truly excavate everything I needed to [dig up] on this record. I was blessed to have a clutch of women that would get me there fully understanding where I was trying to go. Then I had to call Brandi—she’s obviously on the opposite end of the country up in Seattle. I told her she could send me a vocal and she was like, ‘Oh my God, I’m all over it.’ She was even telling me, ‘You know I’m going to be on this record, right?’ and I said, ‘Yeah, I do.’”

“It became apparent during lockdown when I was adding songs to my coffer of tunes, that I was writing about something,” she recalled.

Getting Up On Her How Stand For Myself became Stories abound of how musicians navigated the full-stop nature of the pandemic. For English singer-songwriter Yola, the extended COVID-19 pause gave her a chance to do a deep dive into herself with Stand For Myself , the follow-up to her critically-acclaimed 2019 debut Walk Through Fire . The woman born Yolanda Claire Quartey has expanded the stylistic palette considerably more with this collection of songs. Yola’s reunion with Dan Auerbach of The Black Keys producing finds the sounds of Yola’s childhood bubbling up and encompassing everything from hooky protest jams (“Diamond Studded Shoes”) and Bacharach-flavored pop (“Like a Photograph”) to Gamble & Huff-flavored disco (“Dancing Away in Tears”) and silk sheet R&B (“Now You’re Here”). In the process, Yola did self inventory in the aftermath of trying to hold onto her center, while weathering a tsunami of success.

Yola (Photo by Alyse Gafkjen)
A major factor allowing Yola to find the greater truth she was seeking on this project was the presence and contributions of a very female-centric supporting cast. Among the major contributors were less-familiar talents like Joy Oladokun and Ruby Amanfu and better-known names like Brandi Carlile and Natalie Hemby.
“It felt like the arc of my journey from being a little of a dual-mapped person, to seeming like I was on my path properly felt like the inspiration to the arc of this record. A moment where life had realized some sense of timing. I negotiated how to get that for myself and how to have control over my own life—not anyone else’s—just mine. It was quite astounding how often I was in situations where people wanted to have control over my life and they didn’t even realize t hey were doing that. Every song was like a stop on the way to that.”

Stand For Myself’s release, Yola is eager to share the entirety of her new material now that pandemic numbers are plunging and venues are opening, Anchored by the rhythm section of bassist Nick Movshon (Sharon Jones; Amy Winehouse) and drummer Aaron Frazer (Durand Jones and the Indications), Yola promises both substance and sizzle with this tour. “I knew this record needed a rhythm section steeped in disco and funk,” she said. “Feel in the pocket was paramount to the drum sections we had. We’ve been opening for Chris Stapleton doing short sets, so finally we get the full fat arrangement, delivery and everything. I learned about how I connect to this record and what is coming to the fore in these live performances. It’s also an opportunity to present these topics that can be taken on either a surface or deeper level and meeting people where they’re at.” Visit www.longislandweekly.com to read a longer version of this story.

The Highwomen project followed and, in its wake, doors of opportunity continued opening for Yola. “When I flew over to RCA Studio A in Nashville, I became fast friends with Brandi,” Yola said. “She said to bring a song and this was what they were thinking of doing. It became the connector to so many things. I met Brandi along with Natalie Hemby, who writes on five out of the 12 songs on my current record. I met Maren [Morris] and Amanda [Shires] there. I met Dave Cobb there. Obviously, I’ve been on the road with Dave and Chris Stapleton as well, so we got to see quite a lot of each other. [Dave] was doing the soundtrack to this movie [about Elvis Presley] and we had already connected. He’d seen how I worked in the studio and thought I would really smash this so he suggested I audition with everybody else [for a role] and I got the call-back. South’s four-heart bid indicated the ace of hearts, and North’s five dia monds showed the king in the suit his partner had bid earlier. South replied in kind with five spades, identifying possession of the king, and North, delighted as the last piece fell into place, jumped to seven clubs, which was easily made. It is interesting to note that nei ther player resorted to Blackwood at any stage. The four aces were located by inference, and the absence of one king — an unim portant one — did not stop the Sharples from reaching the grand slam with only 33 high-card points.

By Holiday Mathis real test of a in its Most slams require an extensive series of bids, and it is vital for both players to make as descriptive a bid as possi ble at each turn. this sequence that enabled the world-famous Sharples twins of England, Robert and James, to reach an excellent grand slam. Their bidding was natural throughout. They used no artificial bids, except to show first or second round controls when deemed nec essary. The one-club bid was normal, and so was the two-spade response, which indicated 17 or more points and interest in a slam. At this very early stage, South could already assume a small slam, since he had 17 points opposite the jump-shift.
However, South did not know where the slam would play best or whether a grand slam might be possible. He therefore bid three diamonds, showing his second suit while at the same time identifying clubs as his longer suit, since he had bid them first. North then showed club support by bidding four clubs, which established clubs as trump. From this point on, first- and sec ond-round controls were shown.

“The board finds that it is in the best interest of the Town of North Hempstead to amend Chapter 2 of the Town Code entitled ‘Administration and Enforcement’ in order to prohibit the establishment and operation of short-term or transient rentals within the town. The board recognizes that oftentimes the occupants of such short-term rentals are not invested in, nor do they have any connection to, the town community and the residential neighborhood in which the short-term rental is located.
—Legislative Intent of the Local Law
In instances where the owner of a rental dwelling is not present during a short-term stay, the presence of transient visitors can adversely impact the community because of the potential for excessive noise, parking issues, disorderly conduct, the accumulation of refuse, and other nuisances. In addition, short-term rentals remove housing stock that could otherwise be available for long-term rentals or sale. The provisions of this section are intended to preserve and protect the health, character, safety, and general welfare of the residential and mixed-use neighborhoods where such uses may exist, and to mitigate the adverse effects of short-term rentals.”
The Town of North Hempstead wants to do something about short-term/transient rentals engendered by the rise of the web company Airbnb. The public hearing at the Aug. 4 town board meeting did not settle the issue, and more comment will be heard at the Sept. 22 board meeting. In introducing the resolution, Councilwoman Mariann Dalimonte stated, “There have been multiple complaints recently from residents throughout the town concerning short-term or transient rentals. Residents often complain about increased noise, litter and parking and traffic issues.
Airbnb Faces Uncertain Future In Town Choice is to ban or regulate short-term occupancy
Dalimonte reiterated the Village of Flower Hill prohibits leasing for a term of less than 90 consecutive days and in Port Washington North it’s less than 180 consecutive days. In the villages of Lake success and Old Westbury it’s for no less than one year.
Dalimonte acknowledged Troiano’s points, and affirmed, “...we did a lot of research on this. The town has worked very, very hard on this and I thank them for that. And so did your department (to Niewender).”

SEPTEMBER 7 - 13, 2022 • ANTON MEDIA GROUP8
Niewender referred to conditions described by Kraiman, of an unoccupied house without the owner on premises and who rents it out for less than 30 days and stated, “That no longer is a single-family home. It has to meet the criteria of what you just spoke— hotel, boarding house, bed and breakfast. With that comes egress, handicap facilities and fire sprinklers where appropriate. So you’re changing the use of that and it goes on to another item that you’re outside of your certificate of occupancy. To add to that, and maybe I’m overstepping here a little bit, but before anybody else comes up and starts to speak, there is liability involved in something likeThethat.”building commissioner cautioned the certificate of occupancy for a single-family house might not allow for short-term rentals, and boarding houses and long-term rental houses are regulated and inspected by his department.NinaGordon said she checked Airbnb rentals in Great Neck and “...was amazed at the things that came up and [owners] make no secret of it. They advertise their name, put pictures of their house with the street number.”Gordon said she contacted Councilwoman Veronica Lurvey to look into the situation, adding, “When I signed up to speak about this, I felt very strongly [in favor of banning]. And then I heard this woman Pat [Higgins] speak and I said, ‘...there’s another side to this thing.’ ” She said it was reasonable to ask the town to enforce the law and sort out owner-occupied Airbnbs from those who are not. After a brief discussion, Dalimonte moved to continue the public hearing to Sept. 22 and it was unanimously approved.
At the Town of Hempstead Aug. 4 board meeting, Pat Higgins pleaded for a law that allows owner-occupied houses to serve as Airbnb hosts. (Screenshot)

Short-term rentals are negatively impacting our quality of life, which is often the reason these residents purchase their homes where they did in the first place. The local law will define a short-term rental property as a property rented out for a period of less than 30 consecutive days and is aligned with the New York State Building Code. Several villages within the town have code regulating shortterm rentals which are far more restrictive than what is being proposed here.” During public comment, Doug Kraiman spoke in favor of banning these types of rentals. He has lived in Port Washington for 15 years in what he called “a quiet cul de sac.” The house next to his has historically been a rental, which he had no problem with, until the owner started listing the place on Airbnb. The result, he said, was a revolving door of short-term visitors who “have no regard for our lives. There’s a jacuzzi in the house and they’ve had wild parties. People have been sick in the street. Some months ago we sent in a video from our Ring doorbell of a woman knocking on our door at midnight. She woke up our dog and kids [because she was] looking for a wine opener.” When it’s not being rented, Kraiman continued, the house is empty, mentioning a fire that started in the backyard there some months ago and fortunately his 14-year-old son spotted the fire and raised the alarm. “There’s no security there,” Kraiman said. “It’s just an empty dark house when it’s not a rental. It’s fine if it was a long-term rental. The short-term thing is really affecting the neighborhood. Many neighbors are concerned about security. We don’t know who these people are. We’ve had a lot of speeding through the neighborhood. It’s been very upsetting.”PatHiggins of Port Washington sympathized with Kraiman, but used Airbnb to rent rooms and wanted to see regulation, not an outright ban. “I don’t see the same kinds of problems [happening] if the home is occupied by the owner and is permitted to rent out a spare room,” she pointed out, going on to detail a complicated family life necessitated her continuing to live in the village, but needing extra income to enable her to afford it. “I was born in the Town of North Hempstead,” Higgins continued. “I grew up there. I raised my kids there. I got married there. That’s my life. I love my home, but especially since the reassessment and the hike in property taxes, if I could not be an Airbnb host, I would be forced to leave.” A former nurse forced to retire because of health problems, Higgins said she had no problems with her renters, most of them professionals and also people with ties to the town who come in for family reunions, funerals, weddings and school reunions. She has also hosted for longer terms students that come for “Becauseinternships.oftheway the website is set up, I can screen everybody before I decide whether I’m going to let them stay and I know I know several other hosts do the same thing,” Higgins observed. “They care about their homes and their neighbors. They’re not going to just rent it to some crazy person they know nothing about. Most of these people have stayed in Airbnb previously. The hosts in those places write reviews. I read the reviews. I see what they say about these people. If there’s something I don’t like, I don’t accept them.”Airbnb, she added, also tries to screen its users.“My feeling is it doesn’t need to be a blanket ban that’s going to hurt people like me,” Higgins concluded. “I bring a lot of business with my business. They don’t eat at my house. They eat at all the restaurants. They shop [locally]. It’s a boost to the economy. I’ve been doing this almost nine years. I’ve never had a single neighbor complaint. I don’t have trash outside. I don’t have these problems. And none of the other hosts that do it the way I do it have these problems. I would hope that before voting for a blanket ban you would do a little research if you haven’t already.” Beth Kraiman reinforced her husband’s views, stating, “This has been very disturbing over the last two years for me as a mother. There’s been some very strange people walking through our neighborhood and there’s been incidences that never happened before and that should not be happening in a community like ours.” She accused her neighbor, who she said has never lived in the house of “[filling] his pockets with money. And now he’s figured out there’s another way he can make more money by renting it out to people coming through town. We moved to the community to be part of a neighborhood and if we wanted to live next to a hotel, we would have moved next to a hotel, but this is what this man has turned his house into.” Responding to Higgins, Kraiman asserted, “There’s plenty of hotel options in the community. If someone’s coming here for a day or two or for a week, there’s plenty of other options besides moving into a house for a week.”Miquel Long sympathized with the Kraimans, but acknowledged, “Short-term rentals provide additional income, supplemental income, to people that may not have other resources besides their own house. And there is also a process of vetting the people that are coming into the house.”
“We’re talking about 30 days in the Town of North Hempstead,” Dalimonte said, calling on Building Department Commissioner John Niewender and asking him, “In theTown of North Hempstead, are you allowed to rent a room in an owner-occupied house?” Councilman Robert Troiano interjected to say, “I think we have to be careful about asking him to make comments that are really complicated. And I think there are a number of cases where it would be feasible for somebody to rent the room provided that all use the same kitchen, same bathroom and there are no locks on doors. Rather than putting the commissioner in a position to state what some might think is the law—it’s not settled law, and we should be careful.”

Our region’s high cost of living can make it tremendously challenging for seniors and disabled homeowners to make ends meet. It it now in the hands of the Republican majority, who held a press conference [in favor of the bill] a few weeks ago.

Here’s some more information on the bill via the New York State Department of Taxation and Finance website: Local governments and school districts in New York State can opt to grant a reduction on the amount of property taxes paid by qualifying senior citizens. This is accom plished by reducing the taxable assessment of the senior’s home by as much as 50%.
After Hochul Signs Tax Law, Nassau Legislature Is Next Stop
For persons with disabilities: To qualify, persons with disabilities generally must have certain documented evidence of their disability and meet certain income limitations and other requirements. The basic exemption is a 50% reduction in the assessed value of the legal residence of the qualifying disabled person. For the basic exemption, the law allows each county, city, town, village, or school district to set the maximum income limit at any figure between $3,000 and $50,000. Localities have the further option of giving exemptions of less than 50% to persons with qualifying disabilities whose incomes are more than $50,000. Under this option, called the “slid ing-scale” option, a qualifying owner can have a yearly income as high as $58,399.99 and get a 5% exemption in places that are using the maximum limit.
For seniors: To qualify, seniors generally must be 65 years of age or older and meet certain income limitations and other requirements. For the 50% exemption, the law allows each county, city, town, village, or school district to set the maximum income limit at any figure between $3,000 and $50,000. The maximum income limit for properties in New York City is $50,000. Localities have the further option of giving exemptions of less than 50% to seniors whose incomes are more than $50,000. Under this option, called the “sliding-scale option,” such owner can have a yearly income as high as $58,399.99 and get a 5% exemption in places that are using the maximum limit. Please check with your local assessor, city/town clerk, or school district to determine which local options, if any, are in effect.

Property tax exemptions will be extended once lawmakers schedule a vote More Nassau County seniors and residents with limited incomes and disabilities will soon be eligible for reduced property taxes with an updated cutoff for income, according to legislators. The previous income limit for seniors and people with disabilities to receive a property tax exemption was $34,400, established almost two decades ago. The new income cap would be $58,400 per year, a substantial increase on the previous limit made to adjust for inflation and similar factors. The Senior Citizens and Persons with Limited Incomes and Disabilities property tax exemptions bill, first introduced in 2019 by Legislator Ed Ra, and re-in troduced this year by Legislator Carrié Solages, New York State Assembly Member Michaelle Solages, and State Senator Kevin Thomas, has already been passed at the state level, and was signed by Governor Kathy Hochul earlier in August. Co-sponsors Legislator Debra Mulé and Legislator Gina Sillitti have praised the bipartisan legislation, among others, calling its revisions overdue. The next step, according to Nassau’s legislative (Democratic) minority, is having the legislative (Republican) majority schedule a hearing or vote on the bill to create a local ‘home rule message’ as soon as “It’spossible.giving [homeowners] an opportunity that everyone else in the state has the ability to get as well,” explained Legislator Mulé in a interview.phone“Let’s let our citizens take douslycanhighadvantage.”“Ourregion’scostoflivingmakeittremenchallenging for seniors and Solagesendshomeownersdisabledtomakemeet,”Legislatorsaidinastatement when the bill was re-introduced this past March. In a recent phone interview, Solages also commented, “It it now in the hands of the Republican majority, who held a press conference [in favor of the bill] a few weeks ago.” He added, “People [impacted by the law] really can’t afford to continue paying high property taxes.” When contacted for comment, represen tatives for Legislator Richard J. Nicolello, Presiding Officer of Nassau’s legislature, said that the bill will indeed be added to the legislature’s calendar sometime in September.BackinMarch, Assemblymember Solages commented in a statement, “It isn’t unusual for a Nassau County resident to owe $15,000 a year in property taxes alone. We must provide relief for our seniors who struggle to make ends meet while living paycheck to paycheck on social security or disability insurance. That is why I have introduced a piece of legislation with my colleague Senator Kevin Thomas that will lower property taxes for residents who are elderly or have disabilities. This property tax relief is available to the residents of Queens who live just a few miles away, so I see no reason why it should not be avail able to the residents of Nassau County.”
For veterans: There are three different property tax exemptions available to veterans who have served in the U.S. Armed Forces, including veterans who have served in the U.S. Army, Navy, Air Force, Marines and Coast Guard. Obtaining a veterans exemption is not automatic – If you’re an eligible veteran, you must submit the initial exemption application form to your assessor. The deadline in most communities is March 1—please confirm the date with your assessor.
