CHAIRMAN’S MESSAGE 2019 is a blessed year for our Country and indeed the Continent of Africa. Kenya will be hosting the first WRC Candidate event in sixteen Years and South Africa will play host to the FIA Sport and Mobility Conference. Kenya’s dream of returning to the WRC fold is almost a reality. With concerted dedication , sleepless nights and thousands of airmiles behind my dogged determination over the past 5 years– a glimmer of hope has manifested itself. Blessed by the magnanimity of our President and a nod in the right direction from the FIA President – Jean Todt - Kenya, has been awarded the coveted WRC Candidate Rally for 2019. The enormity of this gift still creates a sense of disbelief. Kenya is blessed with the most photogenic Wildlife and Landscape vistas enjoying over 300 days of glorious sunshine – a dream destination for the Media and Marketing moghuls that underwrite and ultimately decide where the WRC visits. My team, with the help of our Government and our sponsors is putting together the safest and the most exhilarating event for 2019 – Our aim is to make our Nation and our people proud and deliver on our President’s promise to bring back the Safari as a World Rally Championship event. 2019 Safari Rally WRC Candidate Event Welcome and History of the Safari Rally The first Safari Rally was held in 1953 to commemorate the Coronation of Queen Elizabeth of England who learnt of her father’s death while at the Tree Tops Hotel in Nyeri area. The motoring fraternity, mostly White farmers decided to honour her coronation with a long distance event of 5000km through untamed Africa day and night for five day. By 1963 word got around the rallying world of a tough event in East Africa. Factory teams and privateers started trooping but returned home empty handed until 1972 when the Finish Crew of Hannu/Mikola and Gunnar Palm broke this jinx in a Ford Escort RS 1300. The following year the Safari became part of the FIA World Championship. The Safari created the Kenya National Rally Championship, an eight rounds highly competitive event overall sponsored by the Kenya Commercial Bank as the title sponsor. Individual drivers are independently sponsored by corporate and family businesses. These events are held after every three weeks in various parts of Kenya. The Safari is considered the Toughest Rally in the World with now a new slogan, “The Great African Experience in Kenya”. KENYA GOVERNMENT The lifeline of rallying is sponsorship which is complementary to each other. The sponsor uses the car and crew as mobile billboards for below and above the line advertising. The media finds rallying attractive to fans and an avenue to improve on ratings. Conversely the media seeks sponsorship or buy TV rights from the organizers in this case the WRC Safari Rally Project or Kenya Motor Sport Federation (KMSF) and re-coup this expenditure by selling advertising space. The competitors expect sponsors to fund their rallying programme. The Kenya government which has injected US Dollars 2.5 million in 2017 to establish the WRC Safari Rally Project is the first supporter of the Safari. In 2012 President Uhuru Kenyatta promised Kenyans that his regime will strive to return the Safari back to the FIA World Championship after it was dropped from the series in 2002. In 2015 He met FIA President Jean Todt and promised to honour his pledge. In 2016 Kenya Motor Sport Federation President Phineas Kimathi reached out to the FIA and WRC Promoter and has had fruitful discussions with them on Safari’s future. In 2018 Todt held more talks with President Kenyatta and launched the WRC Safari Rally Project in Nairobi. This was followed by a protocol signing agreement with the WRC Promoter to run the 2019 as an FIA WRC Candidate Event. Kenya Longitude: 37° 54’ 29.98’’ E

Destination Kenya, a country in East Africa bordering the Indian Ocean in south east, neighboring countries are Ethiopia, Somalia, South Sudan, Tanzania and Uganda. With an area of 580,000 km², the country is somewhat larger than Metropolitan France or slightly more than twice the size of the state of Texas. Kenya has a population of 46 million people (2015). Spoken languages are Swahili and English (both official), and numerous indigenous languages mainly Kikuyu and Luhya. Largest and most populous city and the national capital of Kenya is Nairobi. Second largest city and the country’s chief port is Mombasa. Kenya’s unique landscape is made up of several distinctive geographical regions. There is the narrow, low-lying, fertile coastal strip along the shores of the Indian Ocean, fringed with coral reefs and islands. A series of low hills in south separates the coastal region from the vast bush-covered fertile plains of the eastern plateau. In the central western corner of the country is the shallow depression of the Lake Victoria basin, which extends to the rift highlands Northern Kenya is arid terrain, within this deserted part of the country stretches Lake Turkana, a World Heritage Site and the world’s largest permanent desert lake. The lake covers the northern part of the Kenyan Rift Valley which disrupts the country’s central highlands; further south in the Rift valley is an area where soda lakes with geysers and hot springs alternate with active volcanos. The areas around the lakes are home to large populations of black rhinos, Rothschild’s giraffes, greater kudus, lions, cheetahs and wild dogs. The Aberdare Range forms the eastern border of the Rift Valley; it rises to nearly 3,050 m (10,000 ft). Situated in the high plateau area, known as the Kenya Highlands, is Mount Kenya 5,200 m (17,058 ft) highest point in Kenya and second highest mountain in Africa (behind Kilimanjaro), Mount Elgon is with 4,322m (14,176 ft) the second highest mountain in the country. Some points of interest when visiting Kenya: Nairobi National Park (Kenya’s first National Park), Amboseli National Park, Chyulu Hills National Park, and Tsavo National Park (best wildlife-viewing experiences ever), Maasai Mara (Maasai Mara game reserve is contiguous with the Serengeti National Park (Tanzania), even better wildlife-viewing experiences), Lake Nakuru (greater and lesser pink flamingos famously line the shores), Thimlich Ohinga (a frightening dense forest of stone-built ruins), Malindi (exceptionally popular among Italian tourists), Hell’s Gate National Park (wildlife, scenery and camping), Lamu Island (the oldest and best-preserved Swahili settlements in East Africa).

The 2019 Safari Rally Key Location Naivasha Naivasha is located at S 00° 43’ 0” : E 36° 26’ 0” which is 2084m above sea level on the floor of the Great Rift Valley. Naivasha is 76 km from Nairobi, 63 km from Nakuru and 516 km from Mombasa. History The original name of Naivasha was from the Maasai; “Nai’posha” which means “Rough Water”. It was used to refer to the frequent storms that would frequent Lake Naivasha. The name ‘Naivasha’ therefore is colonial misinterpretation of ‘Nai’posha.’ The area around the town was one of the first to be settled by white people and one of the hunting grounds of the hedonistic ‘Happy Valley’ set. In fact Delamere Estates, originally owned by the eccentric Lord Delamere, surrounds the town. Naivasha has a population of about 158,679 people according to the 2009 Census of Kenya. Transport in Naivasha can be by road or air. There are minibuses taxis (matatus), cars for hire and buses. The main highway continues from Naivasha to Nakuru. The nearest major airport is Nakuru Airport which is 63 km from the center of Naivasha, Kenya. Naivasha airstrip at Karagita however stopped operations 10 years ago. Air Kenya is set on rehabilitating it in a bid to improve tourism and flower exports. Nakuru County is headed by Governor, Kinuthia Mbugua. Lake Naivasha Lake Naivasha is a freshwater lake located south west of Naivasha town at the highest elevation of the Kenyan Rift valley, 1,884 metres. The lake is fed by the perennial Malewa and Gilgil rivers but it has no visible outlet. It is assumed to have an underground outflow. Lake Naivasha has a healthy fish population including Black bass, Tilapia and Crayfish which attract a variety of fish-eating birds such as Long-tailed and Great Cormorants, along with Fish Eagles, Pelicans, and various types of Kingfishers.
1.1 The 2019 Event in Brief Friday July 05 The ceremonial start will be at the Moi International Sports Complex Kasarani followed by a Super Special Stage at the same location. Cars will then proceed to Naivasha for the first service and the overnight Parc Ferme. Saturday July 06 The rally will start at 6:00am and proceed to do three stages repeated twice namely, Soysambu, Elementaita and Sleeping Warrior. Between the two visits to these stages there will be at Lake Naivasha Sopa Resort. At the end of the day the cars will proceed to Lake Naivasha Sopa Resort for end of day service and overnight Parc Ferme. Sunday July 07 After a 6 am start from the Parc Ferme, the cars will head to Moi North Lake Road and two competitive stages on Malewa Bay and Loldia. The two short stages will then lead to Kigio Wildlife Conservancy and finally to Kedong Ranch before service at Naivasha Sopa Resort. The final section of the Rally will be a repeat of the earlier stages without a rerun on Kedong Ranch. At about 1.40 pm the first car will be back at the Sopa Resort finish Ramp. 1.3 Safari Rally Project Environmental Policy The organiser of the 2019 WRC Safari Rally Project is committed to the protection of the environment and minimising the social, cultural and environmental impacts of all stages of the Rally and its associated activities. Through the implementation of its Environmental Management System, the project is committed to achieving the following objectives: Promote good sustainability practice throughout the planning and delivery of the event as far as is reasonably practical, and to help our clients, partners and suppliers do the same. Ensure full commitment at senior management level and responsibilities for environmental and sustainability objectives as assigned throughout the organization. Promote continual improvements in environmental performance by the setting and reviewing of Annual Environmental Aims and the undertaking of regular senior management reviews. Provide information, training or consultation with relevant stakeholders to enable them to carry out their environmental responsibilities, and to encourage an atmosphere of transparency and knowledge sharing. Understand and ensure that all legal requirements relating to the environment are met or exceed, and where possible all industry best practice (such as the FIA Institute Environmental Accreditation Guidelines) is followed where reasonably practicable. Monitor and report environmental performance against environmental objectives. Continually review environmental impact assessments in order to inform environmental policy and procedures. Ensure environmental performance and the administration of the Environmental Management System is audited transparently and independently. Where possible, procure services and materials, which are environmentally certified, locally sourced, or reusable/ recyclable. Reduce consumption of energy, water and fuel, where possible. Manage and reduce waste and promote recycling, where possible. Minimise the impacts on noise, air quality, biodiversity and cultural heritage, where possible.

The organising Committee reserves the right to refuse the entry of a driver, co-driver or a competitor (Art. 3.14 of the International Sporting Code of the FIA). 5. Service Park 5.1 Location The Service Parks will be at Lake Naivasha Sopa Resort. The surface is grass/gravel. The Service Parks will be open from 08:00Wednesday 04 July. Security will be provided on site. 5.2 Facilities The following facilities will be provided at various points around the service park: Toilets Waste removal / Hazardous Waste Collection Water Lighting All teams will be allocated a service area space of 10m x 10m. Generators are permitted in the Service Park however these must be super silent diesel or petrol. Generators must be fenced off to restrict access to competent personnel only.
6. Import of Vehicles and Spare Parts 6.1 Competitors from outside Africa Competitors coming from outside Africa need to arrange customs clearance with their relevant “Carnet du Passages”. They may use any vehicle in Kenya for up to 6 months, provided that the vehicle is not brought with the intention of selling it. All vehicles need to have valid traffic insurance. Tyres and spare parts can also be imported on the “Carnet du Passages”. 6.2 Competitors from Africa Competitors coming from Africa will have to report to customs on their arrival in Kenya. Please prepare a list of all the tools and equipment you are bringing with you. Please see the Kenya Revenue Authority website for detailed information. Website: www.kra.go.ke
7. Helicopters 7.1 Procedure Full details of the procedures regarding the flying of helicopters during the ARC Safari Rally will be available from the Rally Office and at the event website.

9. Reconnaissance 9.1 Registration Registration for reconnaissance will take place at documentation at the Safari Rally HQ Moi International Sports Center. The registration and collection of materials for drivers can be completed by a team representative. At registration a reconnaissance form containing details of the reconnaissance car and contact details must be submitted. 9.2 Reconnaissance Procedures A reconnaissance record card will be supplied which must be carried in the car for the duration of reconnaissance. This card will be stamped appropriately recording every run on each special stage. Failure to produce this card will result in refusal to participate in the reconnaissance. Competitors will be issued with reconnaissance numbers that must be fixed to the front windscreen. Competitors will also be supplied with tracking units for their recce’ cars. More information will be supplied within the event Supplementary Regulations.

Kenya Print Media, Internet Media, Radio & Photographers Requests from the above must be sent to the Media Director, using the form which can be downloaded from the media section, www. safarirally.co.ke. Guidelines and Information for Accreditation Applications Up to a maximum of three (3) representatives per organisation will be considered for accreditation by the Organising Committee. A separate application form should be submitted for each person to be accredited. A maximum of one (1) pass will be issued to websites (photo tabards are not issued to websites). To be accredited, a publication must: • i) have a circulation size and quality that satisfies the criteria of the FIA ARC. • ii) be on sale to the public. The FIA and ARC considers the media pass to be a working tool to be used only by bona fide members of the press. Publishers, marketing personnel, sub-editors, staff of the publication’s secretariat, etc. cannot be accredited as media. Media passes can be allocated to general news, specialist, business and lifestyle consumer publications that do not intend to publish conventional rally reports but whose coverage is considered to be of promotional benefit to the sport. As a general rule, however, the FIA will not accredit publications less than one year old. Accreditation for Press Photographers: The FIA / ARC provides 12 (twelve) photographer Tabards for Kenya-based Photographers. Priority will be given to national publications and agencies based on circulation, frequency and previous coverage of 2018 WRC Safari Rally Project. All photographers must attend the WRC Safari Rally Media Delegate’s special pre-event safety briefing (time tba) before being granted a tabard. Once applications have been processed by WRC Safari Rally Project and approved, a letter or email confirming successful accreditation will be sent to the applicant(s). This letter must be produced when collecting passes at the event. No pass(es) can be collected without this confirmation. Brief Description of the Stages for the 2019 Safari Rally. Day 1 – 5th July 2019 Kasarani Stadium , Nairobi Located about 15 km north of the Central Business District of Nairobi , the Kasarani Stadium will play host to the first competitive stage of the event . A specially created Super Special Stage of 2.5 km within the vicinity of the Stadium and the Start Ramp will be the curtain raiser for the Safari Rally 2019. Designed specifically for the Spectators , expected in the thousands – the SS will showcase the excitement that comes with an event of this magnitude. Cars will thereafter proceed via a 100km Liaison to the floor of the Rift Valley , west of Nairobi to Naivasha for Service and the first overnight Parc Ferme at the Naivasha Sopa Resort. Day 2 – 6th July 2019 Soysambu Cars will leave the overnight Parc Ferme at 0600 Hrs and head to the first proper Safari Stage on the expansive Soysambu Estate located 60 km further west of Naivasha . The stage , measuring 27 kms , will run over fast and tricky upgraded farm roads where the ever present wildlife will undoubtedly get a noisy wake up call followed by plumes of volcanic dust. Being the first stage of the day , drivers will still be settling into a rhythm and cadence of vehicle preservation while extracting the maximum performance from their machines. A specially created Spectator zone , toward the end of the stage will offer an exciting viewing point for rally fans. Elementaita A short liaison of 5km will see the cars head into the Elementaita Stage , a 23 km stage of technically demanding roads over classic savannah grasslands which promise to be excitingly quick and kinder to the cars. Elementaita , which is part of the Delamere Estate will be a closed stage running within the confines of the Ranch and will not be open to any spectator traffic Sleeping Warrior 27km The 27km Sleeping Warrior Stage,which is one of the longer stages of the 2019 Safari Rally traversing over and around the volcanic vista that characterizes the floor of the Rift Valley.A large volcanic creation in the shape of an actual Sleeping Warrior will be the centerpiece of this technically challenging stage of narrow roads through resident acacias and the inevitable wild pig holes that would punish errant drivers trying illegal cuts. Cars will then head back to Service at the NaivashaSopa Resort. The first car willthenleave for the Service Park at 1100 hrs. and return to Delamere Estate the following morning for a re-run at Delamere Estates. In total the cars will tackle six stages on Day 1 before heading back to NaivashaSopa Resort for overnight halt. Day 3 – 7th July 2019 Malewa Bay 0600 Hrs and the lead car will leave the Overnight Parc Ferme at Sopa Resort to tackle a stage never used on the Safari – a short ‘mickey-mouse’ stage of square rights and lefts with steep climbs and inclines over an abrasive gravelly surface that will put a negative premium on tyre wear. Malewa Bay , 38 kms from Sopa is located off the Moi North Lake Road. The 6.2 km stage overlooking Lake Naivasha will provide spectacular rally action for early rising spectators present at the spectator zone form 0700 Hrs. A short liaison of 4.3 km will then take the Rally to Loldia – also along Moi North Lake Road. Loldia With newly upgraded roads cut through bush and stunted acacias , the Loldia Stage of 14 kms will run over smooth and dusty roads which will favour the brave. This relatively short stage of tricky turns and blind brows will encompass all that the Safari is known for – dust , heat , speed and the great Kenyan landscape. As the stage is being run on a private farm, spectator access will be denied in the interest of safety. The Rally will then head back towards the Nairobi – Nakuru highway for a liaison of 21 kms to Kigio Conservancy. Kigio Kigio Conservancy – running parallel to the highway is the third stage of the day – once again never used on Safari’s of the past. The stage traverses across improved farm roads through conservancy lands with unspoilt vistas playing host to the legend that is the Safari Rally. Fast and sweeping roads will ensure the competition rises a notch higher albeit without throwing caution to the winds. The 24 kms of Kigio will undoubtedly bring out the best in rally action for spectators present at the designated viewing location. From Kigio , the cars will head back to Naivasha , proceed along the Moi South Lake Road and enter into the Kedong Ranch – opposite the Sopa Resort. Kedong At 0900 Hrs the lead car will start the longest stage of the 2019 Safari Rally on the Kedong Ranch. A stage synonymous with mishaps due to its deceivingly fast runs over farm roads that hide technical surprises. Rising to over 2100 meters above sea level on the shoulders of Mt Longonot – the Kedong stage at 37.33 kms will test the endurance and lasting power of crews over volcanic dust roads and a sprinkling of pumice rocks ready to tear tyre side walls. 2 km of Liason will see the cars go back into Sopa for the second and probably most appreciated service of the day. The final Section of the 2019 Safari Rally will be a repeat of Malewa Bay , Loldia and Kigio. Familiarity will definitely come into play on the second run through the morning Stages and the short sharp stages leading to the Finish Ramp will most definitely play out in Russian Roulette fashion. The proverbial Safari Rally ‘sting in the tail’ factor will surely come into play on the last 44 kms of the event.
