• 1,998.32 square miles

• 1,475,200 acres

• Approaching 80% in permanent preservation

• Only 20% available for development

• June 22, 1999,Governor and Cabinet Issue Final Order (ACC-99-002) Finding County’s 1997 “EAR” Based Amendments “not in compliance”- and Requiring County to:

• Undertake a collaborative, community based Rural and Agricultural Area Assessment with broad public participation over some 300,000 acres of privately owned lands in eastern Collier County

• Develop GOP’s to:

• Direct incompatible uses away from wetland & upland habitat. protect water quality & quantity & listed species/habitat.

• Assess conversion of rural lands (to other uses) while discouraging urban sprawl, directing incompatible uses away from critical habitat, and using creative, innovative land use techniques (including new villages and towns).

• County bifurcates Study Area and agrees to work with Eastern Collier Property Owners (ECPO) to address Final Order.

• In October 2002, Collier County BCC approved the adoption of amendments that created the RLSA program

• The first Stewardship Receiving Area (SRA) is approved - Town of Ave Maria 2005.

Collier County Rural Lands Stewardship Program: How Does it Work?

• Voluntary Program

• Landowner agrees to restrict use on land with high environmental value (designated as a Stewardship Sending AreaSSA), receiving “Stewardship Credits” for doing so.

• Stewardship credits can be used to designate land of lesser environmental value as a Stewardship Receiving Area (SRA) (such as a Village or Town).

Barron Gift Collier Sr., founder of the county and the company that bears his name, made his fortune in streetcar advertising and left his indelible mark on the state and the country.

Southwest Florida was his true passion. After his first visit in 1911, he purchased Useppa Island for $100,000, and eventually acquired over 1.3 million acres of land here.

He brought the first telephone service, first railroad, first newspapers, and first bus company to this area.

He constructed the Tamiami Trail through the Everglades from the Lee County to the Dade County line.

For this last feat, connecting the two coasts of Florida, the County was named in his honor.

Collier County Rural Lands Stewardship Program: History

Following their service in World War II, Barron Sr.’s sons –Barron, Sam, and Miles assumed management of the company. With the advent of mosquito control and air conditioning, the Sunshine State began its run as the fastest growing state in the union.

Creation of Collier County May 8, 1923

As Florida prospered, so did the Barron Collier Companies. Barron Collier, Jr. managed and expanded the company until his death in 1976. After his death, the family’s assets were split between the heirs of Barron Jr. (who together with a fourth generation now comprise the Barron Collier Companies) and those of his late brother Miles (whose son founded Collier Enterprises).

Stewardship Sending Area (SSA) Application requires the following:

• Natural Resource Index (NRI) Assessment:

• summary analysis quantifying SSA acres by Index Values,

• level of conservation being proposed,

• resulting number of Credits being generated.

• Assessment must:

• Verify Index Value scores assigned during initial RLSA Study are still valid with recent aerial photography or satellite imagery, agency-approved mapping, or other documentation, as verified by field inspections.

• Document and update Index Value of the land as of the date of SSA Application.

• Establish "Restoration Potential" Index Value as appropriate.

• Quantify the acreage of agricultural lands and non-agricultural (by type) lands being preserved.

• Quantify acreage of ands by type within proposed SSA that have Index Value greater than 1.2.

• Quantify all lands, by type within the Area of Critical State Concern (ACSC).

BCC Approved SSA’s protect these lands at no cost to Collier County taxpayers!

SSA’s generate Stewardship Credits based upon:

• Ecological quality of each acre of the SSA

• Layer of allowed land uses permanently eliminated;

• Any agreed to restoration.

Stewardship Credits are the currency used to designated Receiving Areas (SRA)

Stewardship Receiving Area (SRA) designation is intended to:

• Encourage/facilitate uses that enable economic prosperity and diversification.

• Encourage development that utilizes creative land use planning techniques.

• Facilitate compact form of mixed uses development to accommodate population growth.

Forms of SRA Developments

Towns. Largest & most diverse form of SRA, full range of housing types and mix of uses, urban level services & infrastructure, compact design, mixed use, with balance of land uses to reduce automobile trips and increase livability. At least 1,500 acres & no more than 5,000. Comprised of several villages/neighborhoods and a mixed-use town center.

Villages. Villages primarily residential, diversity of housing types &mix of uses. At least 300 acres and not more than 1,500. Comprised of residential neighborhoods & mixed-use village center.

Compact Rural Development (CRD). SRA that supports and furthers Collier County's agriculture, natural resources and economic diversity. Unique set of uses and support services necessary to further these attributes. May include up two DUs per gross acre. Maximum size of 300 acres.
