Providing Great Customer Service is Critical in Our Industry This issue I want to switch it up and talk about something I feel is fading FAST in the world, customer service. Great customer service is such an integral part of our job(s) and should not be seen as an extension of it. A property’s most vital asset is its customers, or in our case … residents. Without them, we could not exist in our business. When we satisfy our residents, they not only help us grow by continuing to rent from us, but recommend us to friends and associates. On the flip side, with our MANY vendor members, just change the word resident to property personnel. The practice of customer service should be as present at the leasing office as it is in any other sales environment.

Know who is boss. You are in business to service customer / resident needs, and you can only do that if you know what it is your customers / residents want. When you truly listen to your customers / residents, they let you know what they want and how you can provide good service. Never forget … the customers / residents pay your salary and make your job possible.

Be a good listener. Take the time to identify customers / residents needs by asking questions and concentrating on what the customers / residents are really saying. Listen to their words, tone of voice, body language, and most importantly, how they feel. Beware of making assumptions - thinking you intuitively know what the customers / resident s want. Do you know what three things are most important to your customers / residents? Effective listening and undivided attention are particularly important in your sales office where there is a great danger of preoccupation - looking around to see to whom else we could be selling / prospecting to. Identify and anticipate needs. Customers / residents don’t buy products or services. They buy good feelings and solutions to their problems (or a really big apartment with low rent and at an A+ community!). Most customer / resident needs are emotional rather than logical. The more you know your customers / residents, the better you become at anticipating their needs. Communicate regularly so you are aware of potential problems or upcoming needs. Make everyone feel important and appreciated. Treat everyone as individuals. Always use their name and find ways to compliment them, but be sincere. People value sincerity. It creates good feeling and trust. Think about ways to generate good feelings about doing business with you. Customers / residents are very sensitive and know whether or not you really care about them. Thank them every time you get a chance.

Give more than expected. Since the future of all businesses lies in keeping customers / residents happy, think of ways to elevate yourself above the competition. Consider the following: • What can you give customers / residents that they cannot get elsewhere? • What can you do to follow-up and thank people even when they don’t buy? • What can you give customers / residents that is totally unexpected?
In your leasing offices be sure that your body language conveys sincerity. Your words and actions should be congruent. Help customers / residents understand systems. Your property or organization may have the world’s best systems for getting things done, but if customers / residents don’t understand them, they can get confused, impatient and angry. Take time to explain how your systems work and how they simplify transactions. Be careful that your systems don’t reduce the human element of your organization.
Get regular feedback. Encourage and welcome suggestions about how you could improve. There are several ways in which you can find out what customers / residents think and feel about your services. • Listen carefully to what they say. • Check back regularly to see how things are going. • Provide a method that invites constructive criticism, comments and suggestions.
Appreciate the power of “Yes.” Always look for ways to help your customers / residents. When they have a request (as long as it is reasonable) tell them that you can do it. Figure out how afterwards. Look for ways to make doing business with you easy. Always do what you say you are going to do. Know how to apologize. When something goes wrong, sincerely apologize. It’s easy and customers / residents like it. The customers / residents may not always be right (ugh, residents seem to always be wrong), but the customers / residents must always win (or feel like they have won). Deal with problems immediately and let customers / residents know what you have done. Make it simple for customers / residents to complain. Value their complaints. As much as we dislike it, it gives us an opportunity to improve. Even if customers / residents are having a bad day, go out of your way to make them feel comfortable.
Service
Treat employees well. Employees are your internal customers / residents and need a regular dose of appreciation. Thank them and find ways to let them know how important they are. Treat your employees with respect and chances are they will have a higher regard for customers / residents. Appreciation stems from the top. Treating customers, residents and employees well is equally important.

It’s hard enough to budget the correct amount of money for Christmas gifts, let alone for an entire operating year in the multifamily housing industry.
deliver the revenue promised to the owner at the start of the year. At the end of the day, if the owner isn’t happy, nobody is happy.
While it may not be a major crisis if the Justin Bieber poster you promised your daughter for her bedroom wall is 5 percent more expensive than you anticipated, it is a serious problem if a community’s budget goes over by that amount—potentially putting your company more than $1 million in the red.
Following are tips and strategies that Nick Alicastro, Vice President of Business Development for Western National Property Management, uses to create an effective annual budget. 1. Start Early. In early spring, Alicastro’s Irvine, Calif.based team, which manages 24,000 units, begins the budgeting process for the coming year. The capital expense team, regional managers and vice presidents tour every community to determine the upcoming or immediate needs from a capital perspective. Additionally, every apartment is walked by the onsite team and regional

manager, who evaluate the condition of the flooring, appliances, counter surfaces, cabinets and A/C units.

The purpose, Alicastro says, is to obtain an accurate assessment of each apartment home in order to determine probable turnover costs. An extensive exterior review of each community is conducted to identify additional deficiencies. After such assessments are complete, Alicastro’s team determines the capital dollars needed for each community during the next five years. “The process is with much thought and provides an exceptionally accurate idea of the condition of each occupied apartment as well as a full understanding of short-term and long-term capital needs,” says Alicastro. “The necessity of providing ownership with an accurate representation of anticipated cash f low in the short and long term is crucial to the approval and completion of the anticipated capital projects. Accurate findings and estimations will give the owner the ability to make decisions now that may impact cash f low and distributions in the future. At the end of the day that’s what they care about—a consistent and accurate projection of returns and cash f low, with very few surprises.”

2. Do Your Research. After all buildings are walked, the team collects and solidifies hard bids from vendors, suppliers, contractors and service providers for items that need to be addressed in the coming year. Alicastro says companies should not assume a project or service will be priced the same the following year.

At the end of the summer, the team begins to load current-year operating numbers. At this point, a great deal of time is spent forecasting the balance for the rest of the year, and by October, a precise picture of the financial situation for the remaining months is evident.

3. Understand Your Market. During the budgeting process for the future year, Alicastro’s team relies on economic indicators, such as housing starts, new multifamily development and renovations on existing multifamily communities, employment statistics and new industrial and retail construction. Western National also hires economic consultants who use a variety of macro and micro metrics to determine growth expectations for the coming year.

Alicastro says it is also important to network with industry partners to develop relationships and understand their current and future projects. “A property management company must know the conditions of current markets and consider other competing communities’ current and future goals or plans to enhance their

commissions and health insurance,” Alicastro says. “All deviations should be understood and explained to ownership. It may look like you are asking for a 20 percent increase in payroll, when in reality you had an open position or positions that are creating a false sense of savings.”

Once the team has reviewed a plethora of reports that compare the portfolio’s communities and created an accurate forecast, the proposed budget is sent to the regional vice president followed by the vice president and president. Ownership gives final approval by the end of November. 4. Pick up the Phone. When determining the coming year’s budget, Alicastro says his team thoroughly investigates property tax f luctuations, anticipated property insurance costs, salary adjustments and utility increases. Western National personally contacts the utilit y companies to determine what increases may be anticipated for the upcoming year. “A commonly known mistake is to calculate a 3 percent inflationary cost against actual numbers, however, it generally doesn’t reflect true numbers,” he says.
To avoid major budget discrepancies, A licastro says the company has an internal analyst whose sole responsibility is reviewing utilities, normalizing them and projecting costs for the following year.
5. Sometimes, You Can’t Cut Corners. When considering total operating expenses, Alicastro says payroll, insurance, utilities and taxes are cost-drivers that may impact future needs of the community. “These are fairly consistent numbers that don’t deviate very much year-to-year and aren’t areas where you’re going to save a great deal of money,” he says. “There’s very little mobility up or down.”
“That may not seem like a big deviation, but when you’re dealing with a $20 million to $40 million business, 1 percent makes a big difference,” he says.
6. Be Realistic and Hit Your Target. If Western National Property Management is 1 percent or 2 percent under or over its budget each year, Alicastro says the team may not have done enough accurate homework.
While his team never wants to exceed budget, Alicastro says that if his company is significantly under budget, they risk being accused by their owners of “sandbagging” their numbers or being incompetent property managers.
However, Alicastro says a careful review of these line items sometimes can yield gains. Changing insurance companies or coverage, reducing staf f, combining staf f w it h ot her communities, negotiating a new term with utility companies, implementing green solutions and appealing property taxes are ways in which favorable savings may be obtained.
“A good explanation should be prepared for any variance at the end of the fiscal year to create an operating budget that is aggressive but attainable,” he says. 7. More Eyes — More Accurate. Alicastro says with proper research, insurance and taxes are easy to accurately budget. Payroll isn’t difficult, either, because Western National Property Management budgets for base payroll, overtime, commissions, renewals, health insurance, taxes and workers’ compensation.
Just in time to start worrying about holiday presents. When budgeting for payroll, Alicastro’s team reviews last year’s approved budget and compares it to the new proposed budget. He says there should only be a modest increase based on the market-rate salary increase, assuming no change in the number of employees budgeted for that community.

It does seem that Reno subsidizing Apple – a company worth $623 billion – is akin to asking David to carry Goliath on his shoulders, when in actuality this deal seems to beg the question will these massive tax breaks allow Goliath to carry Reno? What does this deal bring to Reno? The Reno Gazette Journal says the Apple deal is expected to result in a grand total of 41 new full-time jobs to the region (not counting construction jobs to build the new facilities, which could exceed 200 revolving jobs). These are high paying jobs, beginning in the high $70,000-a-year range but this isn’t exactly the second coming of adding a significant amount of population to the largest city north of Las Vegas. Reno needs MORE jobs added than just Apple’s paltry 41. Officials said they “fast tracked” the Apple deal – without any significant public input – on the theory that if Reno didn’t grab the deal, another municipality would. This means Reno could have lost out on a “oncein-a-lifetime” deal with the most recognized company in the world.

Taxes, Taxes, Taxes A new report by the National Employment Law Association blames unsound and irresponsible business tax breaks for weakening state unemploy ment compensation reserves around the country.

Reno recently approved $73 million in municipal tax breaks to insure that Apple, the wealthiest corporation in the world, locates a data center there to house its rapidly expanding cloud computing service. When combined with state tax cuts, Apple will receive about com $89 million in breaks over the next 10 years – or a 79 percent millio reduction in its tax burden that will include an effective sales tax rate of less than 1 percent. Meanwhile, Reno recently slashed its fire and police Meanw services because of budgetary woes. Libraries seem to be servi closed more than they are open and once thriving casinos close and storefronts now feature seedy adult bookstores, lingerie boutiques and tattoo parlors. The city, along ling with the rest of Nevada, ranks at or near the bottom wi of just about every national health and education o assessment. So, who is carrying who here? SEPTEMBER | OCTOBER 2012

These states will have to pay back nearly $1 billion by t he end of September for federa l funds borrowed to cover unemployment insurance. Something tells me, this will not happen in a lot of locations. “A decade of tax giveaways when the economy was far more robust left most states’ unemployment trust funds depleted of reserves and woefully unprepared for even a modest downturn,” said NEL A Director Christine Owens. “Business lobbyists and their legislative allies engage in a cynical sleight of hand in trying to pin TAX BREAKS | continued on page 12

the blame for the unemployment funding shortfall and borrowing on unemployed workers, when the real cause is irresponsible financing policies leading up to the most severe downturn since the Great Depression.”
Taxpayers too are paying the price for the unwise business tax breaks. NELA estimates that states have paid $3 billion in interest and penalties on what they’ve borrowed to pay unemployment benefits. According to the NELA report, Nevada, which has among the

NELA reports that at least ten states with a shortfall in their unemployment reserves are now penalizing workers by passing legislation to reduce the number of weeks of benefits available to unemployed workers, severely restricting eligibility for benefits, or imposing measures designed to discourage people from filing UI claims.

The Tale of Two Cities: Very Similar, Yet Very Different Two of the HOTTEST markets in 2006, Las Vegas and Orlando, have seen similar results but just like their distance they are far apart SOURCE: ALN Data Systems; Theron Patrick
While it seems odd to compare two cities separated by so much distance, this story compares two of the hottest multifamily successes and failures over the past decade … Las Vegas, Nevada and Orlando, Florida. On paper, both cities look the same. As you will see, if you dig a little deeper, Las Vegas still has a ways to go to fight out of its multifamily housing depression. Investors are returning to Sin City, how their investments pan out remains to be seen. We are optimistic; this optimism MUST come with certain “concessions” (or elimination of them) as you will see. This is one area Las Vegas could learn from Orlando. When talking about Las Vegas it’s easy to slip into using gambling metaphors and let’s face it, the Las Vegas multifamily market has been on a bad streak since peaking in mid-2006. Back then occupancy rates were just a tad under 96% and rental rates were in
the $840 range per unit. Jump ahead 6 years and occupancy rates have been hovering in the 90.5% range with nary a budge in the last 2 years and rental rates are in the $715 per unit range. However, even bad streaks must come to an end. Certainly at face value the trends don’t look good but if you dig a little deeper there are a few signs that relatively better times are ahead. It’s no surprise to anyone that fundamentally tourism drives the Las Vegas market. Though obviously targeting different demographics, Las Vegas is in many ways like the Orlando market. Both are similarly sized markets: Las Vegas at around 138,000 multifamily units and Orlando at around 158,000 units. In 2006 the Orlando market was also in the 96% occupancy range and average rentals

Both the Orlando market and the Las Vegas market dipped down into the 88% range in Occupancy during the downturn yet the Orlando market has finally gotten prices back up to the $860 range while rental rates in Las Vegas continued to free-fall. How was Orlando able to recover pricing by now while Las Vegas did not? For one, the “shadow market” of homes available for rent in Las Vegas could have had more of an effect on rental rates than in Orlando. From “peak to trough” in the last recession, prices in Las Vegas

In Orlando, there were almost 1,040,000 people employed in mid-2012 – again about the same number as in mid-2006. So, while the Las Vegas labor pool has increased more percentagewise in the last 6 years, the net number of employed people is about the same in each market as it was in 2006. To use another gaming metaphor, you play the hand you are dealt. The Las Vegas residential market is a long way from recovery. I have seen economist write that is may take 20 years for residential prices to match their pre-recession levels though I
