The concept is simple – One Touch – and it is EXACTLY as it sounds. Ever notice that each month the cycle in your apartment community or in your Regional Manager’s chair is almost exactly the same? Collect rent, send out 5-days, process a/p, cut checks, update rents, complete variance reports, have owner meetings and so forth. And oddly enough, you know that it is going to happen, so … why is it so doggone painful? And guess what, at the end of the 30 day period, the cycle is going to start again and you are NEVER prepared. It happens every 30 days, why aren’t you prepared?
One Touch will change the outlook
Save the process, document the task, and create a road map for you have on your business. Every others to follow that same format or system. The next time the task time you do a task, think about how is required, anybody can use your process, learn how to execute, and you can do that task perfectly (or actually accomplish it with the least amount of error or redundancy. really close to perfect). So how do you as an owner, regional manager, property manager or leasing agent implement and follow through with One Touch? For starters, it should be about thorough checklists and document packets. These checklists should include, well, every TASK you do in the course of 30 days. For example, every single time a new resident moves in or moves out we have a series of steps and actions to take. Of course things change constantly, so this checklist was set up as a packet and saved as a .pdf document. Inside the packet are all of the forms, letters, and actual physical checklists for each item that needs to be accomplished. The checklist is clipped to the top of the file and it travels through the office circulating and being executed as required in anticipation of that new resident move in. So, if there is a form, letter, orientation, or document to be signed for any new resident, just open the New Resident document and all of it will be there. Simply hit print and go! This same concept can be accomplished in a similar fashion via online forms, but the system and procedure is the same and it’s called “One Touch!” One Touch is the most empowering tool a property manager can engage with, daily. One Touch provides training, checklists, procedures, processes, and standards in everything you do. Remember, you are on a cycle. We are all on some sort of cycle. The cycle is daily, weekly, monthly, quarterly, annually, semi-annually, etc. What you want to do when you start breaking the tasks down is to perfect the task, document the task, and train folks on how to perform the task. You are now building the process. The process can be

saved, used over and over and over and over, just like templates. After achieving these cycles and documenting these processes for one year, you now have a fantastic roadmap for all to share. Now combine the power of One Touch with today’s technological tools and you have a plethora of ways to deliver this gift of knowledge, which will result in the right tools being shared to your entire department, property, portfolio, or company. One huge positive about One Touch is you will eventually have a company-wide standard that everyone can (and should) follow and, better yet, they will know what to expect. Another unknown, yet very important, component to this One Touch process is your image and your company’s image. When meeting a new resident or interacting with a potential new vendor, owner or employee it will show them your system is organized and systematic. It will show everyone you “have it together” and everyone around you or involved with you has it together. Imagine if all employees understood the concept of One Touch? If each employee were exposed to this philosophy, the power would multiply even faster and be an exciting approach to management and excellence. One Touch can result in comprehensive checklists, quality control, time saving templates, video training, orientation of new hires, new business tools, the list is endless. It is also the least disruptive way to organize, train, and develop standards on a company wide basis, with everyone contributing. You can start off trying it with just one task. Remember, do it now and think … One Touch!

Nevada’s Domestic Violence Statute, What Does It Mean? By Eric Newmark, ESQ at Karsaz Law and Nevada State Apartment Association’s Legal Counsel
solution — and that the bill’s documentary proof requirements for obtaining early termination could be subject to abuse. The bill was amended in the Senate to address some of the Nevada State Apartment Associations immediate concerns; it was signed into law by the governor thereafter.
In its most recent session, the Nevada Legislature enacted an amendment to the state’s Landlord-Tenant laws (NRS 118A) so as to provide victims of Domestic Violence with the ability to terminate existing lease agreements upon a showing of proper notice and documentary proof. The amendment — previously known as Assembly Bill 284 — became effective as of July 1, 2013.
Requirements of the Law
Background of Bill
Generally speaking, the law permits a victim of Domestic Violence (whether a tenant or a household member of the dwelling) to terminate an existing lease agreement with 30 days advance written notice. The notice provided by the victim must be accompanied by a copy of a judicial protection order, a report from a law enforcement agency (ie. police report), or an affidavit signed by the victim and a “qualified third party.” Moreover, the incident of Domestic Violence forming the basis for early termination and referenced in one of the above documents must have occurred within 90 days of the victim’s notice to terminate.
Assembly Bill 284 was introduced in the Nevada Assembly by Assembly woman Lucy Flores and was co-sponsored by Assemblyman Elliot Anderson. As introduced, the bill permitted victims of Domestic Violence to terminate residential lease agreements with 30 day advance written notice and the provision of a police report, judicial protection order, or statement from a qualified third party attesting to the Domestic Violence. The bill also placed certain limitations on what the victim of Domestic Violence could be charged at the time of termination, and prescribed proper landlord conduct for protecting the safety of the victim.
A victim of Domestic Violence who provides an affidavit signed by a “qualified third party” must utilize the affidavit form contained within the law itself. This form requires the disclosure of certain information, which includes a description of the Domestic Violence incident and the name of the perpetrator. The law specifically indicates who can qualify as a “qualified third party” for purposes of attesting to the Domestic Violence; please consult the law directly for a listing of those individuals and occupations.
In the interests of protecting its members, the Nevada State Apartment Association opposed the bill as initially written and attempted to work with various legislators to amend the bill language to, among many things, better safeguard on-site staff and residents from the perpetrators of Domestic Violence. The bill received opposition from many legislators throughout the legislative process on the basis that it did not remove violent criminals from the community — it only masked the problem with a temporary

Relief for Landlords
With regard to the payment of rent, the law provides that a victim of Domestic Violence who terminates by reason of such violence is only responsible for rent through the date of the termination; early termination fees or other penalties are not applicable and security deposits are to be returned subject to current Nevada law. If the victim satisfies its financial duties according to this law, the landlord cannot characterize the termination negatively – stated more simply, the landlord cannot disclose to a prospective landlord that the tenancy was an early termination; for purposes of this law, a victim who validly terminates early is considered to have fulfilled their contractual obligations.
Landlords should be made aware that this law does provide them with an avenue of relief for any economic losses suffered as a result of compliance therewith. The law specifically indicates that the perpetrator of Domestic Violence — who is identified in the police report, protection order, or “qualified third party” affidavit — may be held civilly responsible for damages associated with the early termination of the lease agreement under the law. Such damages would include, without limitation, unpaid rent, early termination fees, rent concessions, and damages to the dwelling. Landlords seeking to be made whole as a result of any economic losses suffered under the law may proceed against the perpetrator through the court system.
Landlords should be aware that they have increased obligations under this new law. A victim of Domestic Violence who provides valid notice of termination under the law may request that the landlord change or install new locks on their dwelling access doors. The cost of changing or installing new locks remains the responsibility of the victim, and — unless a law enforcement officer is present — the landlord has an obligation to refrain from providing the perpetrator of Domestic Violence with access to the dwelling unit of the victim (assuming that the perpetrator is a co-tenant) once the locks are changed. Additionally — in the event the victim terminates and relocates from the property — the landlord has an obligation to refrain from disclosing any information concerning the whereabouts of the victim to any alleged perpetrator.
Conclusion Nevada’s Domestic Violence law (and newest amendment to NRS 118A) is a fairly technical statue which places additional burdens on both landlords and tenants alike. To ensure compliance with the law and its obligations, Landlords and property managers should take the time to familiarize themselves with this Domestic Violence statue and develop proper protocols for responding to such issues on property.

addressing the greater need to reduce electric usage as power grids hover near maximum capacity. Residents and owners can work toward reduced energy consumption and, in turn, communities will see an increase in general energy awareness and more investors will commit to the energy efficiency industry.
As our nation strives to incorporate sustainability and become greener, the multifamily sector will set better policies for the efficiency of apartment buildings with a goal to maximize energy efficiency, create the healthiest environment possible and minimize buildings’ environmental impact. While engaging residents about ways to improve their energy use can be a challenge in the multifamily housing sector, additional owner profit can be captured for providing increased energy efficiency. To effectively implement energy management programs, behavioral change strategies and energy education is a must.
According to the U.S. Department of Energy, multifamily buildings account for 15.6 percent of U.S. energy consumption. Energy savings potential exists in the multifamily sector. Apartment owners and managers can take advantage of state-specific energy efficiency standards, policies and programs to maximize cost savings.
If property managers can be transparent while sharing energy goals and assessing current practices, it will increase the chance that residents move toward their own energy efficiency goals; collectively
Several states have enacted legislation and accompanying funding to reduce energy usage and costs. For example, the Empower Maryland Energy Efficiency Act of 2008 mandates statewide energy reductions of 15 percent by 2015. One popular program is the Quick Home Energy Check-up for multifamily and single-family properties. This program pays third-party contractors for direct installation of energy-efficient lighting, aerators, efficient-flow showerheads, water heater tank wraps, smart strips and more. One of Maryland’s

leading energy solutions contractors, greeNEWit, deploys teams of certified energy retrofit technicians to install qualifying energy conservation measures (ECM) in residences. As customers who are already paying into the Empower Maryland Energy Efficiency fund by virtue of utility bill assessments, owners and residents bear no additional cost for the ECMs. Through this program, greeNEWit has installed 313,135 compact fluorescent light bulbs to more than 31,461 residences in the state of Maryland and are saving 17,037,189 kWh of electricity and 382,536,407 gallons of water annually through this program. The Towers at University Town Center is a residential building located in Hyattsville, Md. greeNEWit inspected and installed 7,476 CFL light bulbs, 1,152 faucet aerators and 289 showerheads in 244 units on the premises that will prevent nearly 197 tons of CO2 from being released into the atmosphere. The CO2 saved is equal to nearly 983 trees being planted. As a result of these energy saving measures, the Towers at University Town Center will also experience annual cost savings of $100,985 for electricity, water and gas.
where property managers implementing ECMs can receive $500/ unit cash incentives. Additionally, a minimum achievement of 20 percent energy reduction qualifies for payments of $150 to $300 per unit. Some approved ECMs are efficient boilers and water heaters, efficient-flow faucets and showerheads, Energy Star® appliances and R-value insulation. The 1212 Martin Luther King (MLK) Apartments in the Bronx, New York, provide affordable housing to moderate-income working families (formerly homeless). They participated in N YSERDA’s Multifamily Performance Program, and the energy measures are expected to save the building owners and residents a combined $12,631 per year. This building is also the nation’s first high-rise multifamily building to earn the Energy Star® label. “Our experience with the NYSERDA program has been wonderful,” Executive Director of Beulah HDFC, Inc. Walter Blenman says. “It has allowed us an opportunity to fund cutting-edge ‘green’ initiatives that otherwise we would not have been able to incorporate into our developments.”
That’s an average annual savings per unit of $414. “We needed to do something to slow and hopefully begin to reduce our energy expenses at our 16-story, 910-bed student housing tower in Hyattsville, and after screening several companies we decided to partner with greeNEWit for the quick home energy check-up and energy-saving retrofits,” says Director of Real Estate Greystar Student Living Luca Finocchiaro. DTE Energy, a utility based in Detroit, created a Multifamily Dwelling Program to provide substantial co-pays and incentives for common area T5 and T8 lighting upgrades, LED signs and controls as well as in-unit lighting and water ECMs. Nearly 1,000 units across six Slatkin Corporation-managed communities participated and they are estimating cost savings of $40,000 a year just in hallway lighting costs alone. A representative from Slatkin Corporation said that residents are more aware as they see the energy-efficiency upgrades in action as energy bill costs are reduced. CSI Support and Development Services specializes in affordable housing for low-income senior citizens with locations in California, Maryland, Massachusetts and Michigan. They too have participated in DTE’s Multifamily Dwelling Program and residents see the benefit of energy savings. Sixteen of their co-op properties took advantage of the lighting upgrade grant and nine of those also participated in the refrigerator upgrade grant. Co-op Liaison Peter Lillie said that of the $186,991 in upgrades that were performed on lighting in various Michigan co-ops, $124,141 was paid for by DTE. The co-op properties only had to pay a total of $62,849. He mentioned that of the $469,820 in refrigerator upgrades that were performed in these various Michigan co-ops, $253,800 was paid for by DTE and the co-ops only had to pay a total of $216,020. Across these 16 co-op properties, CSI Support and Development Services saved a total of $377,941 for an immediate return on the investment and anticipated savings in reduced energy use to come.
By participating in programs such as these that are increasing in popularity, owners and operators of multifamily buildings can measure energy performance and make more informed decisions to reduce owner costs and resident complaints; leading to higher resident satisfaction and an increase in the number of referrals. As an additional layer, if implemented by management, third-party certifications (LEED, Energy Star, Enterprise Green Communities, NAHBGreen, Green Globes, etc.) add premium value to the property on the investment market.

Apps designed to increase efficiency and productivity are proving useful in apartment community maintenance.

Mobile is mainstream in the apartment industry, revolutionizing leasing offices nationwide. However, technology also has a place in maintenance, with service teams now integrating the use of tools, software and apps on smart devices into their daily routines. According to a study conducted with Camden Property Trust, the company’s maintenance technicians experienced a 45 percent increase in productivity with the use of mobile devices. Additionally, there was a 44 percent increase in on-the-job efficiency. The majority of Camden’s maintenance technicians also found that mobile technology improved communication and collaboration among team members, rapidly delivered actionable information to decision-makers and increased customer interaction through the use of mobile software. There is no doubt that going “mobile” is of great benefit to most maintenance technicians and supervisors. The question is how to do so. During the session “Maintenance Mobile” at NAA’s Student Housing Conference & Exposition in February, presenters Dawn Ford and Megan Orser, Managing Member and Director of Professional Development, respectively, for Smart Apartment Solutions, shared with attendees several apps beyond those included in traditional property management software systems that are
enabling maintenance teams to improve their productivity and efficiency.
Following are six apps maintenance technicians may not be aware of: iMAINTAIN Work Order Application A stand-alone application available in the iOS (Apple platform), this app allows service technicians to record and track work orders via their smart devices. Service technicians gain the ability to stay on top of open requests, supplies used and time spent on requests. iMAINTAIN allows users to upload photos and voice notes to open work orders for seamless communication from one task to another. The app retails for $29 and has the capability to share completed work orders via email/Dropbox and Evernote. Plus, it includes a handy — and functional — level.
Mpengo Service Call This is one of many Mpengo business solution apps for the iOS platform. It works much like the other featured work-order apps with its ability to enter, review and edit work orders throughout the service process.

The difference is its ability to handle multiple functions and steps on one screen, unlike other similar applications that only have the capability to display one step at a time. Mpengo also allows service technicians to capture a signature from the resident at
re-enters an Internet connection. Managers are able to assign specific work orders to specific technicians, as well as set the priority level from “low” to “emergency.” The Gilson app is free to all Gilson clients who already have the management software and works as an extension to the software.
Go Canvas This is a platform that allows the user to create any template from Word, Excel and similar programs to smartphone applications. Go Canvas has a large community of applications populated by their users, from rental applications to time records and the Smart Apartment Solutions Punchlist application. The Smart Apartment Solutions Punchlist application was designed to help streamline the turn process by breaking down the tasks by room with a clickthrough function that allows the technician to report if the specified area is in good condition, in need of repair or in need of a contractor. When the punch list is complete, the Go Canvas application captures a signature from the technician and then allows them to either upload the completed punch list to the Go Canvas website, where it can be stored and available to all who are given permission to review, or they can opt to send the punch list via email. This multi-functional app is available for the iOS, Android and BlackBerry markets. The Go Canvas application is free for a 30-day trial, after which there is a monthly charge of around $30. Measure Map This app is perfect for those who are completing and gathering bids for capital improvements such as roofing and parkinglot replacement. Before Measure Map, industry standards required a three-bid minimum that could take several weeks to coordinate. Now with the Measure Map app, maintenance technicians can simply put in the desired address and location of the area that needs measuring. With the satellite view that Measure Map provides, they can place the pins over the location to be measured — such as the parking lot or roof — and find the exact measurements within seconds. Imagine being able to tap your smart-phone to a device to download an apartment marketing brochure. That capability is enabled by “Near Field Communication” (NFC), and it seems everyone in the apartment industry nowadays refers to this technology when asked about the next cutting-edge mobile marketing trend. “There are rumors that the next iPhone will have that technology,” says Kevin Danielson, senior web content associate at Greystar. “NFC has the potential to be far more successful than QR codes.” Essentially, Near Field Communication enables smart phones and other devices to communicate via radio waves by coming into proximity of one another. “NFC could allow for contactless transactions, data exchange and simplified setup of other more complex actions,” says Mike Whaling, president and founder of the social media consulting firm 30 Lines. Whaling says that in addition to downloading brochures, prospects could swipe their phones to “like” the community’s Facebook page. Other possible apartment industry applications include sending property information or even using phones as keys to access apartments, says Sara Scarborough Graham, director of marketing at Dolben. The benefits to Near Field Communication includes “more effective interaction between devices,” says Danielson. Tasks can be accomplished more easily with less user input, he says. “The biggest problem with NFC right now is that not many devices have it yet, most notably Apple devices,” says Whaling. “Certainly keep an eye on this one. If it starts to become standard on more devices, it may be something to consider for marketing applications.” Near Field Communication is a form of mobile marketing — itself the next-generation of marketing — which is targeted at users of mobile
devices. The reason mobile marketing is important is the sharp increase in the use of smart phones and other mobile electronic devices by the public. According to the latest data from Nielsen, as of February 2012, almost half — 49.7 percent — of U.S. mobile subscribers now own smart phones, compared to only 36 percent in 2011. As for tablets such as the iPad, a study in March 2012 by the Online Publishers Association showed that 31 percent (74 million) of Internet users use tablets, compared to 12 percent in 2011. Mobile marketing concerns in the apartment industry may be limited at present to developing mobile-optimized web sites. That is the correct approach to take at this time, says Whaling. “I think it is important that we focus on being really good at the most ubiquitous mobile technologies first,” he advises.
“The most important thing apartment companies can do today to leverage the trend toward mobile is have a mobile-friendly web site. A responsive web site is best, but even a mobile-optimized web site is a huge help.” Whaling says that on average, 20 to 30 percent of web site traffic is coming from mobile devices today. “If you don’t have a mobile-friendly site, you’re basically telling one in five web site visitors that you’re not catering to them. We have clients who have seen year-over-year traffic to their property web sites increase by over 20 percent after launching responsive designs.”

Indeed, efforts to ensure a mobile-friendly web presence seem to be taking precedence over the creation of apps. Moreover, although many larger apartment companies have developed their own mobile apps, these apps tend to be intended for use by existing residents – for example, to pay rent or submit maintenance orders – rather than for marketing purposes, says Danielson. “At Dolben, we have chosen to focus primarily on mobile-optimized web sites rather than on developing a custom app,” agrees Graham. “The technology gives our residents a great mobile experience in a cost-effective way.” All Dolben properties have mobile-optimized web sites. And as for Greystar, Danielson says one of the company’s initiatives is to adopt Responsive Web Design, a web-design technique that enables the company’s web site to adjust to fit the particular height and length of the user’s viewing screen, whether the screen is part of a desktop computer, tablet or smartphone. Tablets and QR codes are other popular mobile marketing tools recently adopted by the apartment industry. In fact, tablet use by leasing agents when conducting property tours is on the rise. About 25 percent of Dolben’s properties use iPads in the leasing process, says Graham. “While this is still a pilot program, we are finding that the technology adds a new dimension to our leasing presentations,” says Graham. “And for our communities that are also using a revenue management system, the iPad lets our leasing consultants provide a custom quote in the middle of the tour if a prospective resident is eager to begin the application process.”

Internet Listing Services have also developed apps that are locationbased, says Danielson, and Internet browsers currently carry mobile marketing possibilities for apartment companies. For example, Google, Yahoo, Bing and Apple already offer location-based listing services, points out Danielson. These capabilities automatically identify the browser or smartphone user’s GPS location and provides search results based on that location. In that regard, apartment companies should ensure that their properties’ locations are registered with Google-Plus or Yahoo Maps, for example, to ensure they show up in GPS- based searches, advises Danielson. Another exciting technology on the horizon that can be used in mobile marketing is Augmented Reality. Using Augmented Reality, a computer-generated image can be overlaid onto the view of reality that is displayed on the computer screen. In toy stores, the view of a toy shot on a video can be combined with a animated cartoon. “At the NMHC technology conference a few years ago, a speaker talked about someday being able to tour a community using AR technology. Fascinating stuff,” says Graham. “I’d love to see what

If you are using QR codes, again, make sure the landing page, form and video on the other end of the link are mobile friendly.” However, while Graham acknowledges that many “marketers are saying QR codes are going the way of the dodo bird,” she also points out that QR codes “make it so easy for prospects and residents to connect with us.” Many of the company’s fliers and brochures include a QR code that links to a mobileoptimized web site. Dolben also uses QR codes to help promote its community Facebook pages and YouTube videos. “We find that they are a useful tool overall,” says Graham. Going forward, HTML5 and other technologies that enable location-based marketing may be the next developments on the horizon in the world of mobile marketing, presenting a “huge opportunity for apartment companies,” says Whaling. Locationbased marketing, or “geomarketing,” refers to marketing that is based on the target viewer’s geographical location. Geomarketing takes advantage of the fact that these devices can also track the location of the consumer at any point in time. Examples of geomarketing include sending the target audience a text message or e-mail with an offer when it comes within a certain range of an apartment property. Another example is sending apartment

A Look at Cloud Computing and Multi-Family By Jeffrey Steele, Multi-Housing News
The term cloud computing refers to what is essentially a shift in thinking about computing, that it should be viewed as a service rather than a product, says Josh Albrechtsen, director of project management for Property Solutions.
Achievable Through the Cloud Organizations with geographically dispersed workforces can benefit almost immediately from moving to the cloud, says Michael Cohn, founder and senior vice president of Atlanta-based Cloud Sherpas, one of the world’s largest Google Apps cloud service providers.
“The old mindset was you had to buy servers, buy a software program, install it and staff IT resources to maintain that setup,” says Albrechtsen, whose Provo, Utah-based company develops cloud-based software programs.
“First, rather than having on-premise infrastructure at any of those properties, you no longer need a server at the properties to run your email. All you need is an Internet connection,” Cohn explains. “Second, all those folks out there in the field may be using any number of different devices. It’s not just laptops connecting to the Internet, but now we have smart phones and tablet computing. There are so many ways you can remain connected. With Google Apps, the software has been written to support all these devices. All you need is a web browser, and you can have the exact experiences with all these devices connected to the cloud.” Moreover, he says, there’s no need to ever delete emails as capacity is neared, because the capacity of the cloud is 50 times that of legacy email servers. “And if your [mobile] device is ever lost, you don’t lose any of your data,” Cohn says. “You can be back up and running without skipping a beat.” Albrechtsen also stresses the mobility benefits the cloud offers. “You can be completely mobile and still collect data that is then synced back into your mobile database,” he says, citing guest cards, applications, leases, payments and maintenance requests. Property Solutions offers a tablet solution that allows companies to handle leasing functions from an iPad, an area that is expected to generate increasing interest in the years ahead.
More forward-looking is the notion that property-level staff will someday do most of their daily work on tablets or smart phones. Maintenance staff may schedule work and manage inventory this way.
“Cloud service providers allow companies’ IT staff to work on things that are more of a value-add than website development,” he adds. Early on, the property management industry anticipated companies could go paperless within three to five years of switching to the cloud, and would also realize a concomitant steep reduction in workforce costs. “I’m not sure a lot of companies have realized either of these benefits,” says Albrechtsen. “IT management at many companies in the industry would agree that gains in these categories have not been as swift as originally anticipated.” A myth that has slowed adoption is that due to their being on the Internet, cloud solutions are accompanied by security exposure, points out Brian Galla, director of technology at Santa Barbara, Calif.-based Yardi Systems. “In fact, cloud solutions are more secure, as a result of talent specifically responsible for technology.”
Payment acceptance through the cloud is one of the technology’s most significant benefits, Albrechtsen adds. The traditional payment method called for acceptance of residents’ checks in the leasing office. But in the last few years, many property management firms

have adopted cloud-based rent collection models. The number of payments transacted distributes costs, making cloud-based receipts more cost-effective, he says. The cloud also lets property management companies assign website development and hosting, at both corporate and property levels, to vendors instead of handling it themselves, Albrechtsen says.
An Overarching Advantage Cost has been the chief factor behind adoption, Cohn says. It costs about $400 per employee per year to maintain legacy solutions; Google Apps costs $50 per user per year. “We’re talking enormoussavings, while you innovate at the same time,” he says. The cost savings can best be understood by recognizing that the cloud is a distributed computing model, Albrechtsen adds. “You have

one platform at a cloud services vendor, such as Property Solutions, serving multiple clients. That distributes cost of service, as opposed to having internal servers and taking on those costs yourself at the property management company level.” For his part, Galla believes the number of cloud solutions in property management will continue to swell as technology solutions supplant human or paper solutions. “As the demand for technology-based interaction by the apartment renter increases,” he says, “cloud solutions will continue to be the most economical -- and most practical.”
