For more than 110 years, American Power Boat Association members have gotten together annually to discuss the rules for the association that they love, deal with issues, and hand out awards. This year, longtime APBA member Fred Miller received the highest honor that the APBA bestows: the Charles D. Strang Ultimate Service Award. For his hard work and dedication, Region 6 member Jeff Williams received one of the APBA’s most prestigious service awards—the Don Allen Sr., Memorial Award.

For their entire APBA careers, Region 10 member Don Kelson and Region 11 member Bill Boyes selflessly served the APBA through thick and thin. This year, for their lifelong contributions, both were inducted into the APBA Honor Squadron. Don was present to receive the applause. Bill, sadly, is no longer with us, but he surely knew how highly regarded he was by the Association. Congratulations to all of the award winners. Thank you for a successful 2016 Annual Meeting and we will see you next year in Los Angeles.

Like most boat racers, my family is working hard to prepare for the 2016 racing season. A big part of our preparation is a thorough inspection of our safety equipment. We double-check our kill switches, throttles, steering, helmets, life jackets, and all protective clothing. If you race a boat with a reinforced cockpit (capsule boat), please note that a radio, or another form of audio communication,

is now required as part of your safety equipment. The radio must provide communication from a crew member (spotter) on shore to the driver. One-way radios are fine, as long as a crew member on shore can communicate with the driver on the race course.

For more than 60 years, Fred Miller has done and seen it all in the American Power Boat Association; and at the 2016 APBA Annual Meeting he was recognized for his dedication by receiving the APBA’s highest honor, the Charles D. Strang Ultimate Service Award. Developed in 2010, the Charles Strang Ultimate Service Award is given to one individual who exemplifies the highest standards of devotion and accomplishment for the benefit of the APBA through unselfish service, as have been uniquely set by Charles D. Strang during his more than seven decades of continuous membership in our organization.

“Certainly this is a culmination of over sixty years in APBA. It’s a great honor because I’ve known Charlie Strang well, for over 50 years. He would throw me out in inspection every now and then,” Miller said. “I just know what a treasure and a rock (Charlie) has been to APBA and I am very honored to get this award.” Beginning his racing career in 1955 as an A-Stock Utility driver, Miller has worked his way through APBA and raced just about everything, charging through B-Stock Utility to marathon racing. “(Fred) ran a host of marathons in 1959,” Miller’s friend Gary Romberg said. Winning Belle Isle and Winnebago, he took second to his primary nemesis, Craig Dewald, at the Thousand Islands Marathon. “(Fred) lost the 88-mile race by 10 feet; and that was the start of many great marathon races between them.”

More than just a racer, Miller helped organize the APBA’s first Stock Outboard Marathon Nationals in his hometown of Trenton, Mich., in 1964. As a race organizer, Miller has helped run the Trenton Roar on The River for 53 years.

“This has been a life’s work for me. I grew up in Trenton and had my first race on the (Detroit) River in 1955,” Miller said. “I lived there for 46 years and I am very attached to the race and to the people in the town.”

Throughout the 53-year history of Trenton, Miller has competed there numerous times, not just in Stock Outboard, but also in Modified Outboard and OPC. A natural on the water, Miller has won a plethora of championships in all three categories, including two OPC National Championships while driving for the OMC Factory team. With all of his success on the water, Miller’s biggest contribution to the APBA is his creation of the Hall of Champions.

In 1974 Fred Miller took it upon himself to help add some prestige to the American Power Boat Association. Four decades later, induction into the APBA Hall of Champions is something that every driver strives for. Prior to 1974, the Marine Gulf Hall of Fame honored APBA drivers after every season, from 1939-1973. However, some people felt that the voting was subjective and drivers weren’t always rewarded for their accomplishments on the water.

“It was a big honor for all of us to get into the Gulf Hall of Fame, and it went on through 1972,” Miller said. “In early 1973 there was an oil embargo and we were rationing gas in the U.S. At the same time Gulf announced that 1973 would be their last year as a sponsor and 1974 would be the last presentation, which covered the 1973 season.” Having been elected twice and sitting in on the selection process, Miller knew how the process worked. When Gulf ended their Hall of Fame, Miller decided something needed to be done to carry on the honor; thus the APBA Hall of

Champions was born, and the first class was inducted in 1974.

For 40 years, Miller took the time to organize, calculate and emcee the APBA Hall of Champions.

In addition to being the Hall of Champions Committee Chairman, Miller has also served as a Stock Outboard Commissioner, Modified Outboard Commissioner, OPC Commissioner and—in 1972—as the first-ever Modified Outboard Category Chairman.

Although he was inducted into the APBA Honor Squadron in 1989, and his last race on the water was 22 years ago, Miller has always been active in APBA and will continue to be; he has no plans to slow down his involvement just yet.

“The Trenton Roar on The River is the biggest event they have (in Trenton) in the summer,” Miller said. “They have their football and baseball and hockey, but as far as summer activities go, our race—along with the activities like the bands and fireworks—is the biggest event in the town all summer. “I told them that as long as I am physically able, I will continue my involvement with the race and with APBA.” To gain the success Miller has enjoyed both on and off the water, he needed a lot of help throughout his career from many different people. People like Paul Kalb, Louie Howard, Dave Hoggard, Harold Barnes, Leigh Furnal, Bob Austin, Ralph DeSilva, Ponch Trolian, R. Allen Smith, Don Allen, Craig Dewald “and certainly many others have helped immensely along the way,” Miller said. “Lastly, I would like to thank my lovely wife and soulmate Merry for being such a large part of my journey through life. She has always been my biggest supporter.”

The Scorers Award is based on a point system and tabulated by APBA headquarters. This year’s top two were neck and neck all the way to the end of the racing season, with this year’s winner being decided by one point!

from lapping and timing to Chief Scoring at a couple of Nationals, NACs and record runs; and has been a Kilo scanner. She has scored Outboards, Inboards, OPC, Offshore, Unlimited, Unlimited Lights, Vintage and J Classes, just to name a few.

This year’s Scorers Award goes to an individual who has worn many hats over the last 47 years. Yes, that is correct—she started helping with registration and scoring in 1969 at Lake Lawrence in Yelm, Washington. She has done everything

Meeting in Chicago, Illinois. Jan is very much involved with racing, along with her husband Howard and her son. Jan has been a member of the Scoring Committee for the last 10 years. She helps with putting questions together for the scoring test, and takes new scorers under her wing to help guide them. This is a well-deserved award for all her hard work. Congrats, Jan! See you all in the pits... somewhere.

The safety rule changes recommended by the APBA Safety and Rescue Committee at Chicago’s annual APBA meeting have been approved by the APBA Board of Directors, so check the APBA website resource directory for the latest and greatest GSR! See last month’s Suited for Safety for the details, but here’s a quick summary: setting minimum conditions for capsule training sites; clarification of the radio rule (GSR 9) to make it clear that for capsule boats a minimum of one-way audio communication (shore to driver) is required. Be ready for the first races!

Dunk test season has started, with training sessions already in the books at the APBA Region 6 Spring Meeting Feb. 13-14, 2016 (Perrysburg, Ohio’s Holiday Inn French Quarter) and Feb. 20, 2016 in Maryland (Ken Smith). Box 21 immersed and inverted a total of 18 candidates in the HIFQ pool, with a 100% graduation record—good job there!

Some sessions are shown on the capsule training schedule in the resource directory. We’re urging trainers to add their session to that list! The office will help out.

Although he spent his entire life around boats, it wasn’t until 1980 that Jeff Williams finally got behind the wheel of an APBA race boat. “My parents owned boats before I was even born,” Williams said. “I have been around boats my entire life, and off and on I went to boat races just to watch. The opportunity presented itself in 1980 for me to compete at a boat race, so I did, and I liked it.” Since then, Williams has worn many different helmets in APBA. “I started working locally on the board of governors for

my local race club, and four or five years later I started training to become a motor inspector,” Williams said. “I worked with a group of people inspecting at the Merc Challenges, I inspected some Divisionals, and the record runs for Fred Miller in Dayton. Then I started inspecting nationally and have been doing that ever since.” In addition to Inspector, Williams has held several other titles within the American Power Boat Association, including: Club Commodore, Modified Outboard Commissioner, Modified Outboard Chairman, J Committee member, Chief Inspector and Tech Committee Chairman.

For all of his work with the Association, at this year’s APBA Annual Meeting Williams was recognized by his peers with the Don Allen, Sr. Memorial Award. The Don Allen, Sr. Memorial Award, named for one of APBA’s most committed and selfless leaders, is presented for service contributions to the APBA in the areas of leadership, officiating, safety or other activities contributing to the benefit of the APBA not directly relating to the racing of a specific boat. The contribution may be judged on the effort of a single year or for work done over a period of years, at the judgment of the selecting committee.

IME OF DEDICATION “First of all, I knew Don Allen—I am old enough,” Williams said with a smile. “He and I had worked together on I don’t know how many projects. When we did our first Stock/Mod/J Nationals in 1993, I asked Don to be the Chief Referee for me. We go back that far and further regionally in Region 6. “I am very pleased to accept the award. Being nominated means a lot because I can’t think of too many other people who worked as hard as (Don) did. Once you go so far up, you enter rarefied air; it humbles you.” Still humble and still on the water today,

Williams competes in 350 Mod Runabout and 500 Mod Runabout. “I’ve been lucky enough to win a couple of High Point Championships in both classes,” Williams said. “I enjoy Modified specifically because it allows me to tinker a little bit, and I’m a tinkerer.” While he’s not racing or inspecting, Williams has been working tirelessly to bring back the race that initially got him into boat racing—his hometown race in Kittanning, Penn. From 1980-1996, Kittanning hosted an APBA race. In 1996 the park where the race was held was renovated; and the park and the club were never able to reconnect, according to Williams.

Through his hard work and patience, Williams has opened up a conversation to potentially have Kittanning host APBA races once again. “It would mean a ton to me to get this race back up and running,” Williams said. “As I said, I have had a lot of great memories there, and made a lot of friends. The thought of bringing it back—not just for one year, but so it stays and becomes an event that people come back to year after year—that is the goal. With the support of my children Briana and Chris and my wife Mary, we have been able to accomplish a lot; and we are excited to try to make this race happen once again.”

The APBA’s Outboard Performance Craft 2016 National Championships are headed back to Labor Day Weekend! This year›s event is slated for September 2-5 in Shreveport, LA and will be conducted by APBA club, Powerboat Nationals. The OPC Nationals will bring all OPC classes back together where each class will compete for its national championship at single site on the same weekend.

Kankakee, IL had historically hosted the OPC Nationals on Labor Day Weekend until a few years ago when tough economic times brought the longtime annual event to a halt. National championships in various classes were awarded to events scattered across the country the past few years, but APBA OPC Chairman James Chambers says conducting the event on Labor Day Weekend at a single race site has always been the sanctioning body’s preferred scenario. The situation in Kankakee was a special one that we enjoyed for so many years,” Chambers said. “This opportunity to bring all the OPC classes back together again at one site is ideal and we are very excited about bringing APBA powerboat racing to Shreveport-Bossier City. Dan Bunting, President of APBA club Powerboat Nationals, and Powerboat Nationals’ Chief Referee Pat Whitcomb, visited the Shreveport-Bossier City area in January before bringing the proposal to host the Nationals before the OPC Commission at APBA’s annual meeting in Chicago. The OPC Commission unanimously approved the proposal.

We met with the local committee, checked out the race site, assessed the infrastructure the city and area has in place for hosting this type of an event, and we were convinced this is where the new home to the OPC Nationals needs to be,” Bunting says. “The Shreveport-Bossier Sports Commission and Powerboat Nationals are committed to this event and are working hard toward making this a Labor Day tradition again.”

The Shreveport-Bossier City area offers many amenities for race teams, including boardwalks on either side of the river, several riverfront casinos, and many quality local hotels. The Holiday Inn Downtown Shreveport and Downtown Hilton Shreveport will share the title of host hotels for the event.

Bunting says the Shreveport-Bossier Sports Commission has historically brought many major sporting events to the region, and says local organizers believe as many as 100,000 spectators could turn out for the Labor Day Weekend powerboat races.

The event, slated for the Red River near the Texas Street Bridge in downtown, will feature boardwalks on either side of the river and provide an excellent venue for the races. Registration and testing kicks off the weekend on Friday with racing slated for all day Saturday, Sunday and Labor Day. Race teams will set up their pits and launch from the Stoner Avenue Boat Launch.

Kelly Wells, Vice President of Sports and Tourism for the Shreveport-Bossier Sports Commission, says, “We are excited to be partnering with Powerboat Nationals and bringing an event of this caliber to Shreveport and Bossier City on Labor Day Weekend. We are planning a fireworks show for Saturday Night, along with other types of entertainment throughout the weekend.”

Seaside Heights, NJ WRITTEN BY // RICH & PETE SMITH SMITH BROTHERS OFFSHORE RACING TEAM 2015 OPA/APBA CLASS 6 NATIONAL CHAMPIONS

The New Jersey Shore was Offshore Central in the 1970s and ’80s. The Benihana Grand Prix was the APBA National Event in Pt. Pleasant, and the Barnegat Bay was host to an APBA Divisional event. Names like Long Shot, Arneson, KAAMA, and Michelob Light were annual contenders in the Benihana. Jolly Roger, Rated X, Great Adventure and Wild Turkey were regulars in the bay race. When we were kids, there was nothing we looked forward to more than jumping in our 13’ Boston Whaler and heading to Seaside Heights to watch the Offshore racers duke it out in our home waters.

So it was exciting when the Offshore Powerboat Association/APBA announced that Offshore racing was returning to the Barnegat Bay area in May of 2015. Little did we know that the event would turn out to be one of our most memorable. Saturday’s testing progressed without any problems, although the starter seemed to

be struggling turning over the motor. We attributed this to it being the first race of the year and batteries, although charged back at the shop, needing some more run time to fully charge. (You know what they say about assuming?) Sunday arrived with perfect conditions for a boat race—sunny, with a stiff wind to kick up some whitecaps on the bay. As start time approached, the boats idled from the wet pits to the bay. The field accelerated on plane towards the mill area to prepare for the pace lap. The long idle apparently loaded up our engine, and the motor stalled when we tried to get on plane. The other boats in the race pulled away, leaving us dead in the water. Concern turned to panic as the starter only clicked when we tried to refire. Dead battery. (Assumptions, you know?) We looked at each other with total disbelief and disappointment with the realization that the first race of the season had ended before the green flag dropped.

While we bobbed there, I noticed a pontoon boat heading our way. I quickly waved them over. It was friends and family members from a boat in another class. “You guys have jumper cables?” “No, but I have a spare battery!” They maneuvered close enough to pass over a battery and a pair of pliers. I dove into the deck hatch, detached one of our batteries and hooked up the loaner. The engine roared to life as we hit the starter switch. We passed the battery and the pliers back, and raced off to catch the field on the pace lap. The record book will show that we won the Seaside Heights/Barnegat Bay Grand Prix in 2015. Our team has been fortunate to win some races, but taking the checkered in our home waters was one of the highlights of our racing careers. We also learned a few important lessons. Don’t make assumptions, and don’t make fun of pontoon boats—they may save your race.

If you race in our Marathon division, make sure you take a look at the racing rules, since many rules were updated for better clarification. One change that comes to mind that will be very helpful is about changing lanes in the starting chute at the start. When a clock start is used in a race with multiple classes and a large number of entries, the faster boats have a tough time maintaining a lane and not passing the slower. Now, as long as no other entry is impeded, it is possible to pass in this area.

The APBA J Committee met in Chicago at the Annual Meeting, and by all accounts, our meeting was a success. There were a small number of proposals sent to the committee, which, to the optimist boat racers out there, says we must be doing something right. For the past several years, one of the chief criticisms of APBA racing is constant changing of the rules. Our J Committee is well aware of these criticisms, and given that we have seen growth in our class membership, for the time being, we’ve tried to keep change to a minimum. With that said, there are a couple small tweaks and issues that were addressed and, pending final approval by the APBA Board of Directors, will be in effect for the 2016 season. These changes include: Restart Eligibility: We have opened up the rules on who is eligible to run in a restart, to allow any drivers who were previously ineligible for the rerun of a stopped heat to participate in the restart and only the drivers who committed a driving infraction (other than jumping the gun) may not participate in any restart. The reason this was done was because the whole idea of the J classes is to get new and inexperienced drivers “seat time.” The feeling was that it was overly harsh to exclude a JH or JR driver from any and all restarts of a heat. This is especially harsh when the Junior driver cannot get on plane, or stalls on the course. The intent here is to allow J drivers to experience a teachable event; not a punishable event.

Engine Hold Downs allowed: It is now permissible to permanently affix bracketry to the motor cover and lower pan to install cover hold downs. This can be as elaborate as the rubber “T Handles” we sometimes see on 25XS and 44XS engines, or as simple as a method to attach a bungee cord over the cowling to keep it from flying off during competition. It is not uncommon to have these cowlings come off in a race, creating a hazard on

the course; and they can be expensive to replace, as most any J parent can tell you.

*Prototype Restrictor Plate Banners/ Marking Required: If a driver chooses to run a Prototype Restrictor plate in their motor for testing/evaluative purposes, they now will be required to run a banner or identifying mark attached to the motor identifying the entry’s prototype status. The reason for this is simple: 1) to assist race committee members in identifying prototype entries, 2) clearly indicate to the inspector that the boat is a prototype entry, and 3) make it clear to drivers on the course that an entry is running a prototype plate. When prototype testing was done for the J plates, there was initially confusion among both race committee members, racers and parents as to who was running the prototype plate. By requiring the entrant to run with a banner or identifying mark attached to the rig, this should make it clear to everyone that there is a prototype plate being used. This may also encourage more people to participate in the prototype program. A sponsor has agreed to make the banners and provide them upon request at no charge to APBA. And if the banner is not available, a conspicuous marking on the motor (duct tape will work well for this) would suffice in a pinch. The J Committee was also addressed by several people concerned that perhaps the AX class speeds were too high, since they are running in the mid- to upper 50s, not too far off current A Stock speeds. The original intent of the AX class was to provide a stepping stone, or transition from J to the regular Stock classes, like A and beyond. With that in mind, members of the committee were polled as to 1) did they think the AX classes were going too fast, and 2) if they were, what was the target speed we should shoot for? The majority of committee members polled felt that 1) the AX classes are indeed going too fast; and 2) we should try to keep speeds

in the low 50 range, clearly faster than J, but not approaching the speeds of A Stock. The Committee will be observing AX speeds during the 2016 season, and looking into appropriate ways to bring the speed in line with where we want them to go. As always, the committee welcomes your ideas or thoughts on this; if you’d like to offer your own suggestions on how we can achieve this, please feel free to contact the closest committee member in your area, or contact me directly.

Another item discussed was the use of aftermarket manufacturer’s decals on engine covers. There is a set of “patriotic themed” Mercury 15 hp decals that can be purchased online. After much discussion, the committee chose to maintain the current ruling that only OEM decal kits may be used. Mercury decal kits are still readily available; and the committee felt it was important that our racing motors stay close in appearance to the current production “fishing” motors that are out there, so that non-racers can see that the engines we race with are very similar, at least cosmetically, to the motor they might have on their dinghy.

Congratulations to all the National Champions whom we honored in Chicago at the National Meeting, along with our 2015 Hall of Champions inductees Jeff Bernard and Sean Nafziger.

I would like to thank Kim Liddycoat; Ann Fitzgerald; Sean Bowsher; Ann, Dave and Richard Shaw; and Martha Stewart for the efforts preparing the ceremony. Having so many elements coming together while we all travel from all parts of the country requires a team effort. You made it happen, and we thank you. The meeting minutes can be found on the APBA website along with a list of those rule changes that passed. Please review this document to see if or how it may affect your class or the category in 2016.

I would like to have a couple of “reporters” for the coming season to write highlights of the national races along with racers’ and teams’ special achievements. This could include setting a record, first win, tales of a rookie season, etc. If you are interested, please contact us, as we need help in this area. I would like to thank the APBA membership and IRC members who took the time and money to travel to Chicago to work on behalf of the Association. Reach out to the members of the IRC and ask questions if you have them. While you may not agree (gee, does that happen in APBA?) please find out the facts to assure you understand what did or did not happen and why.

In the coming weeks and months I feel you will see significant efforts put forth on promotion of our sport. We hope to have some ideas available soon, and I encourage you to give feedback to the IRC. Remember the IRC is made up of those elected by you to represent you, along with some of my appointments. Those appointed are available as much as those elected to give a listening ear.

In closing, as of now, capsules are required in the KRR, SS and PS classes. We are working on the final elements to submit to the BOD for consideration as an alternative to the current rules. We will keep you aware of our progress as we finalize our decisions.

As a result of the National Meeting in Chicago, there will be six items on the Modified ballot. The 350 Runabout and Hydro drivers will be voting on allowing .030 overbore on the Yamato 80 motors. This would give added life to these motors. The 350 drivers will also be voting to allow 14:16 gears in 302 gear housings. Internal machine work to accommodate this gear set would be allowed. The 250 drivers will be deciding whether or not to allow the OMC CD2 electronic ignition to be adapted to the Mercury 20H motor. Mike Thierfelder has been working on this for a couple of years. This ignition will make the 20H much more dependable. Additional Modified ballot items are (1) whether or not to allow tack welding of multiple piece crankshafts; (2) to allow owner voting privileges and (3) to extend the requirements to vote for class issues to participants in that class that have scored

points in two races.

There will be one additional item on the ballot that was not from the Commission meeting in Chicago, but the result of a petition of at least 30% of the class per APBA Bylaw 12.7.2a. The 750MR drivers will be voting whether or not to lower the racing weight of 750MR from 495 pounds to 450 pounds. Ballots will be mailed on or about March 15th. Please vote. Every year at the National Meeting, the Modified Commission can approve prototype motors for the purpose of testing and evaluation. This year the Commission renewed prototype status of the Modified 20 cubic inch Sidewinder Powerhead in 350MR and 400MH. Also carried over for prototype from 2015 to 2016 is a 125cc PRD water-cooled gokart engine for the 250MR, 250MH and 400MH classes. This is an engine that

develops 28 horsepower at 16,000 RPM that Howard Pickerell has adapted to a down housing and has been testing for the past year to determine propeller pitch, gear ratio and top speed. This is a proven gokart racing engine that can be purchased through Howard Pickerell. Parts for this engine are readily available. Recognizing outstanding individuals who have made distinguished contributions to the sport of power boat racing, every year the American Power Boat Association inducts two people into the Honor Squadron. Participants from all areas of the sport are considered for membership. Drivers, owners, designers, builders and engineers, as well as organizers and officials, may be selected; and in 2015, it was two of the Association’s best—boat builder Don Kelson and longtime Region 11 Chairman, the late Bill Boyes.

“Being in the Honor Squadron is such a wonderful experience and recognition for those selected,” Honor Squadron Chair Ann Fitzgerald said. “This year we had eight nominations. We look for nominees that are in alignment with our criteria, and this year’s inductees fit the bill.” DON KELSON

For more than 60 years, Region 10 stalwart Don Kelson has been racing and building for the APBA. Joining the Seattle Inboard Racing Association in 1972, Kelson moved into the commodore position by 1978 and served until 1982. As a member of the Inboard Racing Commission, Don worked on the 1 Litre Hydroplane Tech Committee from 1978-1982 (serving as Chairman from 1979 to 1982), worked as an Inboard Inspector at the Inboard National Championships in 1983 and

1984, served as an Inboard Inspector at countless Region 10 events, and worked as a Referee at many Region 10 races. More than just an inspector and referee, Kelson was a championship driver, winning more than 20 National Championships and High Point titles, 25 closed course and straightaway speed records, and countless regional awards.

In addition to his racing success, Kelson has shared in the success of drivers all over the country by building countless championship rigs. “Don has repaired, rebuilt or refined close to 200 race boats,” his son Jerry said. “Don has designed and built every class of inboard hydroplane from the ‘T’ boats up to and including Unlimited hydros. He has always strived to make race boats safer—not just his race boats, but all race boats. His shop is always available to visiting race teams to repair damaged hulls; and Don is right there, if needed.” Throughout his decades of involvement, Don has always worked hard to promote and improve the APBA and boat racing, whether it’s J Hydros or the mighty Unlimited hydroplanes. He has always given freely of his time and advice to all that have asked.

“Don Kelson is the epitome of what the APBA and boat racing are about: helping others, exhibiting fairness and good sportsmanship. It is said that the APBA is ‘family’ again. Don has exhibited this,” Jerry said. “Go to any Region 10 event and

GARD you will find the entire Kelson clan there, working to help other racers or simply working to run the event.”

With his craftsmanship, Don has proved over the years that he can build successful boats and help so many live out their dreams of racing hydroplanes. “Don is one person who opens his doors to not only boat building and repairs. He has also graciously had many club parties, weddings and meetings at his shop in the support of our sport,” Tacoma Inboard Commodore Ana Cappelletti said. “Don has not only been a racer, but has watched his two sons (Ed and Jerry) race over the years, and now the Kelson racing clan includes the 3rd generation: his grandchildren Shaun and Christina have started as well. Don has proven time and time again what true love of our sport is; and the dedication that he has given is like no other.” BILL BOYES

Beginning his career as a 15-year-old boat builder, learning from the DeSilva brothers, Bill Boyes built his first boat after returning from the Stock Outboard Nationals in Boston in 1963. “Bill built some 100 race boats during his career,” said his friend Ron Hill. “To this day, APBA continues to benefit from his boatbuilding experience.”

After taking some time off for work and family (wife Kay, son Matt and daughter Andrea), Boyes returned to boat racing in 1987 and never looked back.

Throughout his career, Boyes had many accomplishments, most of which came while he was the Region 11 Chairman. He headed up the Region for 20 years, serving his first term in 1995. “The main thing about Bill was his willingness to help. I have personally had Bill and Kay come down to Region 12 to help our club hold an event,” Ernie Dawe said. “They did this at their own expense and were always willing to help. Bill also applied for an APBA Historical Society grant for Region 12 radios. We still use those radios. “As a past co-chair of the Junior Classes Committee, it was great to have someone like Bill on the committee. You could always depend on him to be involved and on time. He would ship J propellers at his own cost, and was a big asset to the Committee.”

In addition to being the Region 11 Chairman and serving on the Junior Classes Committee, Boyes was Region 11’s Chief Referee for nearly 15 years. Matt and Bill created the Region 11 website and the online entry program, still used today. Because racing is a family sport, Bill’s wife Kay is a longtime Scorer in Region 11 and nationally. Together, Bill and Kay worked two Stock Outboard and Modified Outboard National Championships (in Salt Springs and Oroville, California). Of all of his accomplishments, however, Bill’s proudest moments came while he was racing with his son Matt.

In 2015, Bill was serving as Chief Referee at the Boatnik River Jet Boat races in Grants Pass, Oregon. The race organizers knew his stellar reputation as a referee and had asked him to officiate. There, on May 28th, Bill passed away suddenly, doing what he loved to do. His passing was a huge loss to Region 11, APBA, and power boat racing, but his legacy endures.

When his wife Kay found out Bill was being inducted to the Honor Squadron, she said, “I was elated. It was wonderful. This is something that he had wanted and had been nominated for in years past; I was just so happy that he finally made it.”

March madness has begun, and not just in the NCAA. In APBA, boats are preparing to hit the water after a long winter’s nap. Well…let’s be real, no one has been napping! I know several have been thrashing in the garage, shoveling off ice and snow from their prized possessions and talking trash on Facebook about who’s going to do what in the 2016 season. For Region III, the 2015 season came to an official close with the Region banquet that was held on February 6th. Capsule training was a success, and there were many new faces in the crowd that will hopefully be seen in the pits with new boats! A special thank you to Region IV Rescue who, as always, did a fantastic job at training.

The banquet itself was a great opportunity to catch up with friends and recognize the accomplishments of our friends and families. For the season in review, Lexi Caputo driving the T-20 “Day Dream,” took home first place in the region for the 1.5 Stock class and also claimed the distinguished Rookie of the Year award for her very successful season. Jim Davis with Richard Shaw driving the Y-444, “Claim Digger” took home first place in his class after battling gremlins for many years. The 2.5 Stock class went to Willard Wilson’s S-145 “Lil’ Lectron” with John Shaw doing the driving. Second place went to Tom Huganir in the S-69 “Busted Prop Racing” and 3rd place went to Gene DeFalco’s S-1 “On the Edge”. First place for the 5

Litre and National Modified classes was once again claimed by Budget Buster Racing’s E-30 and NM-30 “Pennzoil” boat with Brandon Kennedy, Andrew Tate and Tom Huganir splitting the driving responsibilities.

The flatbottom classes had a strong showing in Region III this year; and in many classes, it was a dash to the finish for a podium position. Sixteen Pro Stocks entered competition in Region III this season and many of them resided from our region. Taking 3rd place was JT Brinton’s PS-97 “Light Speed Too,” who was edged out by dad John Brinton’s PS-997 “Light Speed” with Duff Daily driving. None could beat the rookie driver in the PS who stepped up from SE this year to drive Bob Zabady’s PS-555 “Showboat.” Jody Clauss did a great job driving all season and has found a few more horsepower over the winter. The SEs also had a great showing, but it was the Clauss’s all the way. J&J Marine’s PS-34 took home 3rd with the SE-29 taking home second; however, cousin Jody was able to nudge out team J&J for 1st place in the region with the SE-30 “Christine II.” Jim and Jeff Clauss were in attendance to accept Region III’s only National High Point trophy for their SE29 “J&J Marine/EST” entry. The Jersey Speed Skiffs are also great to watch and always have great competition in Region III. This year, it was the JS-99 “Veri Cheri” that took home 3rd place with Dave Jr. driving and Jody Clauss riding with the JS-77 “Lap Dancer” of

Tom Petterson and Joe Van Hook taking home 2nd. This year’s 1st place award went to team “Bazinga” for the first time. Jeff LaMarco, with son Jim riding, showed that hard work and consistency can pay off. Congratulations to all recipients for a job well done in the 2015 season. Region III also gave out their special trophies for the 2015 season. Crew of the Year went to team J&J Marine/ EST for their hard work and dedication. It is hard to keep one boat running, but J&J consistently showed up at events with 3-5 boats, helping not only the boat count but also any competitor or racer that needed assistance. The prestigious toilet bowl award, formerly called the Jon Award, was awarded to the township of Wildwood Crest for doing road construction that cost us a race site. Ann and John Fitzgerald happily accepted the award on behalf of the Crest. The Tom Kelly award given to the individual who promotes the sport the most went to Katelyn Shaw for writing this article that five people read. The 2015 Hank Wendt Memorial Award was given to a very deserving recipient who always is available to assist in any way possible. Sometimes he is a riding mechanic, sometimes holding numerous boats in the water, and sometimes a rescue boat driver. Whatever the task, Warren “Brownie” Brown IV is always there to help and epitomizes what the award is all about. John Shaw was in attendance to accept his keeper trophy for the 2014 Man of the Year Award and presented his sister Katelyn with the 2015 Region III Man of the Year award. What an honor to receive

a trophy that so many individuals I respect in the racing community received before me. It is really something to see your name displayed on such a special trophy, and it sure looks good as the centerpiece on the dining room table!

Being that the banquet symbolizes another racing season has come and gone, it is exciting to have the 2016 season upon us. By the time you read this, racing will have commenced at the Orange Cup Regatta in Lakeland, Florida where teams will

either be geared up for the rest of the 2016 season or the thrashing will continue. Either way, check back in April to find out who is who!

We hope all boats that attend return home with no damage and running engines, and that the dummies behind the wheel get some quality seat time. Also, let’s hope that Region 4 boats bring home the most hardware! The Region 4 Spring Meeting was held at Fisherman’s Inn on Kent Island, Md. February 20th. Capsule training followed with the Region 4 Rescue Team.

We look forward to seeing her behind the wheel of the 314 again this season. The family has been working all winter on all of the boats in the Stewart/Ewancio stable, including redecking Sam’s boat. Congratulations, Sam! Finally, the Region 4 Person of the Year Award was given to an extremely deserving group of people, the Region 4 Rescue Team headed by Ken Smith. I will not even attempt to list the members of the team, as I know I will mistakenly leave some out. These men and women are the best in the world at what they do! They work and train tirelessly to keep us, our loved ones and friends safe on the racecourse. When disaster strikes, we can always count on them to be on the scene fast and provide expert care. Thank you for all that you do for us! Words can not describe the debt of gratitude we have for each and every one of you!

REGION 10

With all of the Northwest crew back from the National Meetings in Chicago, here’s a brief rundown of what’s going on at the club level in the Pacific Northwest. Ana Cappelletti, Tacoma Inboard’s Commodore and our Region 10 Vice Chairman, leads off with the latest news from TIRA:

“As our Banquets and National Meeting have quickly come and gone, we are now seeing the racing season in our very near future. Everyone has been working on race sites and boats, looking forward to another successful season. “While we were at the National Meeting, we had a lot of representation from Region 10. “We celebrated some major achievements with our very own Jeff Bernard in the 1 litre Grumpy boat and Jimmy Shane with the Oberto Unlimited as they were inducted into the Hall of Champions. I had the distinct pleasure of introducing Don Kelson as he was inducted into the Honor Squadron with his many accomplishments and all that he has brought to our sport. Congratulations to all of you and those across the U.S. “We are excited for all that Tacoma Inboard has coming in the next few years, but focusing on this year’s Western Divisionals at Spanaway with Sue Troxell as our race chairman.

“We will be holding our winter Region meeting at the Doubletree at Southcenter, discussing topics for this year’s races and how insurance prices have changed and how we can best improve our race sites and how we can make Region 10 the best we can.” Meanwhile, Seattle Inboard Racing Association/Seattle Drag and Ski finally were able to hold its postponed Season Awards Banquet. Mister Party Central, Jim Codling, fills us all in on what’s going on over in his turf: “A successful and fun SIRA and Seattle Drag and Ski Sprint Boat banquet finally got done after a bad fire earlier in the fall. The casino was all fixed up, the food was

once again very well done, with a nice choice of meals. Jim Olson and Steve Wiseman shared the microphone while I nursed my latest heart issues. Word has it the boys did OK. Oh, and yes I am fine :) The awards list was long for two of the largest clubs in the area, and many laughs were shared over the evening. Approximately 85 guests attended the event—good food, good friends, a nice evening.

“Our racing schedule was bantered around a lot as people talked about losing the SS and PS clesses, and maybe K also, due to the impending capsule rules; and what the Vintage group decides to do with their events this coming year. Our High Point winners were recognized: Austin Eacret, Bob Schellhase, and Tom Moore were recognized for their efforts in the 2.5 Stock class, and the GPS 95 and Gran Prix chargers. “It sure sounds like the SE guys and gals are gathering more entries, as the many old Starfires are being snapped up as fast as Dave Hooker and Paul Casura uncover them from some very old garages (barn finds). These guys will have a few new rules for their motors for next year’s season.

“Our 1 Litre class once again looks strong with boats being bought and sold, led by the Culvers in the Tri-Cities. They bought Grumpy’s pink lady and are getting it all revved up for the upcoming season.

“Our officials list remains thin; a lot of members just don’t wasn’t to get into the hassles of racing rules. Remember, guys, you can take the test and become the lead dogs at the events, then take a break to restock your racing budget and maybe a few engine repairs, and then come on back. I think you will find the other side of the events—race chairman, referees , scorers, timers etc.—very fulfilling. “John Walcker is busy rebuilding some of the burnt houses in the Pateros area. He says it is lots of work, but is all set with Julie Porter and getting into the Manson event rolling. Same with Aaron Stevens and his Soap Lake, Grant County event. “It looks like a great season ahead. It sure looks like we will have lots of water, and

the skiing is great. See ya down the road!”

There’s still a pulse with NOMA, as new blood within the OPC ranks in Region 10 is working hard to bring that group back on the course. Mike White tells us: “Rick Adams, NOMA member and Region 10 OPC chairman, attended the APBA national convention held in Chicago. He will be reporting on the event at the next NOMA meeting/award banquet held on February 27 in Lynwood at the Spaghetti Factory. We have a few members attending the capsule training/ gear and flotation check scheduled this spring. Also, we are excited to introduce to the Sport C class new owner/driver Glenn Boersma, who just recently purchased a Grand Prix.”

Our Vintage group is hard at work, preparing for an ambitious 2016 season. Ron Morrison explains:

“It’s coming, it’s coming, the 2016 racing season: a course set, boats wet, here we go again.

“Toward getting up and ready, Region 10 Vintage coordinator Jim Olson is planning a region Vintage meeting for early March – watch for it. Beyond information and an action update, he intends to have the Vintage referee and Vintage inspector tests available for the taking at this meeting. He is really encouraging active Vintage participants to take and pass these tests. A lot of coaching and help will be offered. More certified Vintage inspectors means that the inspecting work can be passed around and no one person will be overworked (which, by the way, is what has happened in prior seasons). With the referees, Jim wants to have enough certified Vintage referees that two can be on-site officials for each regatta. If one of these wants to run his or her boat in a Vintage heat, the second is available during that heat for the referee’s duties. “Vintage actions taken at the APBA National Meeting will be covered elsewhere. One topic I will mention, though, is the strong desire for Vintage to have a more visible and consistent presence in the APBA Propeller magazine. If you have something related to the

Speaking of Vintage, as we speak, our Godfather of Region 10 Vintage, Don Kelson, is recovering nicely from some recent heart surgery. This is what Don had waiting for him when he returned from the National Meeting, and his recent induction into APBA’s Honor Squadron (congrats, Don!) We hear that the operation was successful, and I’m sure it was quite the operation, because when it comes to boat racing, Don’s got one of the biggest hearts in the sport. Seriously, we’re glad things are going well, and that you’ll have a speedy recovery.

Jason Diamond with Seattle Outboard has been a little under the weather with some ongoing health problems...we need you to do what the doctors tell you, or Missi will be reigning over you with that Louisville Slugger baseball bat! Speaking of SOA, they are busy preparing for their season, and their season opener will in fact be the Winternationals for the West Coast. Race Chair Kyle Bahl has been working hard with the SOA Board and the Resort owner, planning an event that is already attracting interest from Regions 11 and 12. SOA is also looking at bringing back Kitsap Lake, after a four-year hiatus while camp McKean has been being remodeled. Chairman

Dwight Malhiot tells us there will be some changes in layout and logistics, but is still promising a great event. Also some great news out of Chicago is that Newberg OR will once again be the site of the Stock Outboard 45SST National Championships. Last year’s event saw 8 entries from all up and down the West Coast, and we’re hoping RJ West can avoid “yardsaling” his racer a few weeks before this year’s event so that he can come up and join the fun with us too! Columbia Outboard Racing Association will be

providing its usual top-shelf support to the Newberg Boat Club to make this event come off without a hitch. SOA is also finalizing plans for a new outboard races with selected classes running in Monroe, WA on Lake Tye, not far from Seattle proper. This looks to be a fun, challenging course. REGION 11

We are happy to report that Region 11 was proudly represented at the 2016 National Meeting of the American Power Boat Association in Chicago. The highlight of the event for Region 11 members and attendees was the posthumous induction of longtime Region Chairman Bill Boyes into the APBA Honor Squadron. His wife Kay accepted the medallion while their son, Matt Boyes, stood as a witness and then delivered loving remembrances of his father. Among those who lent their support to the induction ceremony was newly elected Region 11 Chairman, Julian Rucki. Our Region 11 stalwart Jean MacKay Schwartz, who also serves in the capacity of Secretary of APBA, was also in attendance. Additionally, Gloria Crim, newly appointed to the APBA Council, was sworn in as a “Member-at-Large” to fill an unexpired two-year term. She shared in the ceremonious induction along with Frank L. Banducci, Region 11 Vintage and Historical Representative, as well as Steve Wilde, Stock Commissioner. Region 11 PRO Commissioner Richard Fuchslin was present. Also in attendance was APBA Inboard Rookie of the Year Brian Schmeltz along with his lovely bride, O’Hara. Suffice it to say, Region 11 was well represented at the Honor Squadron induction of one of our own, Bill Boyes.

On the previous evening, two of our members were recognized for outstanding success during the year in their respective racing categories. RJ West, the builder of Composite Boats, was recognized for an outstanding performance in one of his very own 45s, with the US-2 shield.

Winning his first US-1 shield was Steve Walde, who obliterated his competition in the Sport C Class for the entire season. Interestingly, he accomplished this feat in a Composite Craft Sport C boat built by RJ West. Way to go, guys!

A new and exciting program is being developed by the Vintage and Historic Division of APBA to help preserve the glory and history of boat racing in the

United States. Ron Morrison of Region 10 and Frank Banducci of Region 11 have been appointed co-chairs in the Western part of the country for the collection and preservation of old boats, motors, programs, pictures and sundry items related to boat racing for the archival programs. If you have any leads on such items, please notify Frank (510-223-4519). Ron would like to hear if you have any leads on such stuff, too. Frank has a truck and will travel. He also has strong young grandsons who can do muscle work. Alert! The schedule for Region 11 is being compiled and may in some cases appear as “Tentative.” Make sure you check the status of all races so that you don’t make conflicting plans on a race date; e.g. weddings, funerals, baptisms, birth of a child, and graduations. Oh, and don’t have any heart attacks on race weekends! As the new season approaches, it’s time to get out there and recruit new racers in all classes; especially the “Young Drivers Program” conducted by Daniel Wilde of the East Bay Boat Club. The program will focus on JH, and AX Hydro. You may recall that Chris Madewell and Brian Vincent assisted Daniel at Mossdale by putting several potential J-Birds in a boat for their first ride. This is our life’s blood!

The EBBC elections are approaching rapidly. Submit your nominations for candidates to Stu Ford or Frank Banducci. Look for your rule books on the APBA website. Key changes have been made that will affect you this season. We are in need of race officials. Submit your name for a position as Referee, Inspector, Scorer and/or Risk Manager to Jean MacKay or Frank Banducci. There are a lot of people out here who will work with you and make you comfortable about functioning in such a position.

Region 11 held its annual meeting and awards banquet on Saturday the 20th of February at Peter’s Steakhouse in Isleton, California. The place is known for its iconic prime rib, and those who opted for that entrée were not disappointed. Peter himself was a gracious host as were his wife, Yee, Becky Costa and son, Danny (a senior about to graduate from Sacramento State University).

Region 11 Chairman Julian Rucki conducted his first high-energy Region meeting (his baptism under fire, so to speak) and then headed a group of volunteers, all of whom worked feverishly to set up the hall for the evening dinner and ceremony. Jean MacKay Schwartz, Officiating Chairperson gave a Powerpoint presentation covering rule changes and other salient policies gleaned from the APBA National Meeting in Chicago.

During the meeting, a tentative race schedule for Region 11 was developed. It still needs a little work, because some race dates for the two driver school/play days will be firmed up after drivers are given an opportunity to submit their request(s) for optimum days to be scheduled. In the meantime we are looking at:

We have received the good news that the water level at the Salt Spring Valley Reservoir and Campground is high enough to drain over the spillway. Hooray! And, we already have requests to plug in another event at Salt Springs. Not a bad idea from this vantage point! During the banquet, awards were made for Region accomplishments and the various clubs offered up recognition for its members. The Runabout classes featured Region 11 drivers in A Stock Runabout:

East Bay Boat Club recognized driver accomplishments with ornately framed commemorative certificates that were presented to participants by Jean MacKay Schwartz with an assist from yours truly. The Region overall high point award also went to RJ West for having accumulated more points than any other driver in Region 11. The BJ Sutfin Award went to Amy Fields while Amy’s husband, Kody Fields, received the Silver Springs Rookie of the Year Trophy along with the ( Jack) Dempsey, most improved driver of the year award. The Michael Schnell Midnight Oil Team Award went to Team Wilde, composed of Steve, Daniel and Pamela Wilde. Karl Bishop took home the Henry Wagner

Trophy while he and Daniel Wilde shared the John Faye Sportsman of the Year honors. It was Bobby Joe Finkbohner being honored for best exemplifying all that is good in boat racing by receiving the Roger Johnson Trophy. It couldn’t have gone to anyone who better resembles Roger Johnson! The Placerville Lions trophy went to Stuart Ford for his dedicated service to boat racing. The Fred and Kay Hallett trophy was awarded to a guy who works his fingers to the nubbins to help any and all at every race he attends. And, once again, that would be Stuart Ford!

In addition to his championship in the OSY 400 class David Biagi managed to earn accolades for becoming the proud recipient of the “Boner” Award” But, that’s another story for another time! Delta Boat Racing Commodore Gloria Crim designed some nice certificates for those who participated in the North American Championship for Sport C in Antioch, and made a photographic record of Frank Banducci announcing the names

of the recipients. Mikey Breslin, Ricky Ciandro and Bobby Joe Finkbohner are the proud recipients of said certificates, along with George Stewart, all of whom are recognized for their participation and effort in making the NAC a success.

The North American Champion, Steve Walde, received a certificate along with the APBA plaque designating him the North American Champion in the Sport C Class. It was good that his longtime friends and pit crew attended the event because Steve also took home the Ernie Millot Sportsmanship Trophy. Steve also distinguished himself by his induction into the APBA Hall of Champions at the National Meeting in Chicago in 2016. Also noted for their order of finish in the NAC completion were Mike White of Sedro Wooley, Washington in 2nd place; Frank L. Banducci of Pinole, CA 3rd place, Justin Noack Antioch 4th place and Russell Mead of Warrenton, OR 5th place The good news is that Region 11, Delta Boat Racing Association, will put on the North American Championship for Sport C at Antioch in October of 2016.
