Whether you’re buying a new home or renovating an existing one, clean burning natural gas offers exceptional comfort, convenience and energy efficiency year round. Natural gas appliances are not just more energy efficient, they’re more economical to operate and durable compared to electric models. A natural gas furnace warms up a home faster than an electric heat pump, delivering heat up to 25 degrees warmer. With

a natural gas water heater, you’ll have plenty of hot water whenever you need it, even when the power is out. Natural gas also makes cooking a true pleasure, providing instant heat and precise temperature control. If you want energy efficiency, while enjoying all the comforts of home, ask for natural gas. youth sports abound

For more than 175 years, people have been smitten with this gem of a Southern town called Aiken. Its universal appeal encompasses many qualities – a rich heritage, an impeccable beauty, a cosmopolitan flair, and a strong sense of community – all of which translate into an unparalleled quality of life. People simply cannot get enough of this special place nestled in the western part of South Carolina.

Baseball, softball, tennis, golf, soccer, basketball, football, swimming – almost all sports popular with the youth are available in Aiken and the surrounding area. Aiken City and County Parks, Recreation, and Tourism (PRT) departments, as well as local schools and numerous other entities, have literally stepped up to the plate to ensure strong, viable sports programs for youth at all levels.

aiken’s makin’

This September, Aiken’s Makin’, the popular arts and crafts show held in downtown Aiken, will turn 35 years old. The two-day juried show has become an honored tradition in the Aiken community and to untold thousands who travel to the city every September. Perhaps what sets this show apart from others is its appeal as a time to gather with family and friends to shop, laugh, eat, share stories . . . and make memories. by Cindy Delaney

Yesterdayto Today Aiken’s Enduring Appeal By Monica Dutcher My mother isn’t a fan of change and never envisioned moving away from her Maryland home of 40 years—not even if her daughter moved out of state for college. “If you choose USC Aiken,” she affirmed, “you’re staying in Pacer Downs (student housing).” Nevertheless, with parents in tow, I took a personal tour of USC Aiken; we puttered around town and strolled through Hopelands Gardens. And then things began to change. It looked more and more like I would be commuting to college from home—from a new home in Aiken, South Carolina.

she has made on the community

From its founding in the mid 1800s to the 21st century, people have become smitten with this gem of a Southern town, a golden enclave of natural beauty, culture, recreation, philanthropic opportunity and community. Beginning around 1870, wealthy Northerners, known as the Winter Colonists of the Gilded Age, flocked to Aiken to flee the Northeast’s bitter winters and to pursue their equestrian sports, including polo and riding with the hounds, on the area’s ideal sandy soil. Among those who wintered here were Winston Churchill, President Dwight Eisenhower, Bing Crosby,

And Southern hospitality has not died—the newcomers catch on and bring their own flair.” Though Brodie has seen the landscape change—from the building of the “bomb plant” at the Savannah River Site to Aiken Regional Medical Centers to upscale retirement communities, such as Woodside Plantation and Houndslake Country Club—the innovative spirit of Aiken has remained a constant over the decades. “There are two people who I must mention for their passion for Aiken and for what they’ve provided this community: Elliott Levy, executive director of the Aiken County Historical Museum, and Kristen King-

YOUTH SPORTS

Aiken Hits it

Out of the Park Over its 175-year history, Aiken has evolved from being a popular health resort and vibrant equestrian community to that of a contemporary community that offers an array of lifestyle activities and sports. Aiken’s equine industry continues to grow with numerous sporting events showcasing the various equine disciplines throughout the area. Complementing this signature industry is a cadre of other popular sporting activities that meet the needs of Aiken’s growing community. This is particularly evident with the availability and variety of youth sports programs.

Aiken County Parks, Recreation and Tourism (PRT) Department

The City’s PRT Department has a host of organized youth sports programs, camps, and classes. Most (except Leagues) serve children as young as five or six, up to age 18. You’ll find a lot of choices for summer camps and classes. There is League baseball, soccer, softball, basketball, volleyball, flag football, and All-Star programs. Some popular programs draw 800 or more children each season, but play is not limited. “We stress participation,” says Aiken’s PRT Director Glenn Parker, “and emphasize that coaches should give each player ample time on the field or court. Parker notes that coaches take relevant sports training and that the PRT conducts background checks.

Aiken County’s PRT Department is a busy hub for many sports and recreation activities for children and adults. Youth sports include after-school programs, summer sports skills camps, league sports, and lessons. “We are a full service parks and recreation department,” says Brad Barnes, director of the County’s PRT Department. “And we are growing and expanding into new programs and places in an effort to better serve residents in outlying areas.” For a complete listing of Aiken County PRT offerings, visit www.aikencounty.net/depts/prt or follow them on Facebook and Twitter.

show of art and handmade goods. It is an annual reunion, a time for those who travel to Aiken to meet old friends and make new memories. And for some, Aiken’s Makin’ provides a perfect opportunity to return to their Aiken roots. When Nancy Ferrara Zierenberg was performing at Aiken’s Makin’ with the Crosby School of Dance in the late 1970s, she never dreamed that one day she would be an actual artist at the show.

“It’s just amazing to me the number of visitors who come to Aiken the Friday and Saturday after Labor Day”

“Aiken’s Makin’ was a highlight of my teenage days every September,” says Zierenberg, who, along with her mother Sally and sister Susie, attended the event during her school years.

AIKEN, SOUTH CAROLINA

Relocation Information DRIVING If you come into South Carolina from another state and establish a permanent residence, you must apply for a South Carolina driver license. If you own any vehicles they must also be registered in our state.

For New Residents Licensed in Another State • If you are a new resident, you may use a valid driver’s license from your former state for up to 90 days. However, you must convert to a South Carolina driver’s license before the end of the 90-day period. If your name has changed since birth, you must provide all legal documents (adoption records, marriage certificate, certificate of naturalization, court ordered name change) supporting all name changes from birth to present. • Each qualified driver can have only one driver’s license. You may not have a valid license from South Carolina and another state. To qualify for a SC driver’s license, you must pass the eye exam given at all DMV offices or submit a statement of visual acuity from an eye specialist. A South Carolina license is valid for ten years and must be renewed by your birthday in the tenth year. • Military Personnel (and their dependents) and students temporarily in South Carolina are not required to obtain a South Carolina Driver’s license. However, you must have a driver’s license from your home state to operate in South Carolina.

Transferring Your Out of State Vehicle License If you move to South Carolina from another state, you have 45 days to transfer your vehicle title and registration. You may apply for the title and registration by mail. The first time you register your vehicle in South Carolina, you must provide the name of your insurance company. SCDMV will verify your coverage electronically. If the insurance policy cannot be verified, your driver’s license and vehicle registration may be suspended. You must have the following to transfer your out-of-state vehicle title and registration: • Your out-of-state vehicle title and registration. If there is a lien on your vehicle, you must bring the name and address of the company that holds the lien. • Liability Insurance information You must provide the name of your automobile liability insurance company, not the name of the agent. If you are a new resident in South Carolina and have an automobile policy with a national insurance company, be sure to change your address with your insurance company before you register your vehicle in South Carolina. • Completed Form 400, Application for Certificate of Title/Registration available at www. scdmvonline.com or at the DMV office. To complete the form, you must have your vehicle odometer mileage reading and any current lien information. Make sure the odometer mileage reading is exact. This cannot be changed in the future. • Paid Vehicle Property Tax Receipt Before you can register your vehicle in South Carolina, you must first pay the vehicle property taxes that are required in the county in which you reside. These are paid at the Aiken County Tax Office, 828 Richland Ave. W, Aiken SC NOT at the DMV. • Title and Registration Fees: Title - $15 fee • Passenger cars - $24 fee Persons 64 years of age $22 fee • 65 or older or disabled $20 fee (If disabled, a statement from a medical doctor as to the permanency of the disability must be submitted) Motorcycles - $10 fee • Utility or Camper Trailers - $10 fee Trailers with empty weight in excess of 2,500 lbs. - $20 fee

Rules of the Road – Traffic Regulations • South Carolina utilizes a point system to penalize traffic law violators. This system is designed to encourage violators to improve driving habits or risk losing their license. Each traffic violation carries an assigned number of points, and when the total reaches a maximum of 12, the driver’s license is suspended. • Driving under the influence of alcohol or drugs carry severe penalties, including imprisonment. • In South Carolina, if windshield wipers are being used because of weather conditions, then headlights must be used as well. • Seat belts are required for the driver and front seat and back seat passengers when the vehicle is equipped with a shoulder harness in addition to a lap belt. • State law mandates the use of child safety seats that meet National Safety Commission standards (buses are the only exception). Children under the age of six must be restrained in the front or back seat as provided by South Carolina’s child restraint law. Four out of five children in safety seats are improperly restrained. Parents should have their children’s safety seats inspected for proper installation. The Department of Public Safety, Office of Highway Safety, maintains child passenger safety seat fitting stations. How do I get the best tax rate for my home?

For more information contact:

If you own a home, you want to be sure to obtain the 4% assessment rate if you live in the home and claim it as your legal residence. Otherwise, your tax rate will be 6%. To obtain the lower rate, you will need to complete an application with the County Assessor. This should be done as soon as you move into your home, but may be filed anytime before January 15, when taxes are due. Once you have filed this application, you will not need to complete another one, unless there is a deed name change, or use of the property changes.

S.C. Dept. of Revenue......................................................................................(803) 898-5000 301 Gervais Street Columbia, SC 29214

Call (803) 642-1583 for information.

Are there any available tax breaks? For all homeowners - Each homeowner is allowed an exemption up to $100,000 of the home’s fair market value from property taxes for school operating costs based on the 1995 millage (81.8). This exemption applies only to your legal residence, not to second homes, vacation homes or rental homes. No application is needed for this exemption; it will automatically be reflected in your tax bill. Homestead exemption - If as of December 31 you were 65 years of age or older, or if you were totally disabled or legally blind, and lived in South Carolina for at least one year as of December 31, you may qualify for the homestead exemption. The homestead exemption excludes the first $50,000 from the fair market value of your legal residence. Application for the homestead exemption should be made at the County Auditor’s office. Call (803) 642-1510 for information. Senior Tax Work-off Program- This program allows citizens 60 years or older to work for Aiken County Departments to earn an amount equal to the Aiken County portion of their property taxes on their personal residence (school taxes are not included). This program applies only to the taxes on residential properties and does not apply to commercial properties. Please call the County Administrator’s Office at 642-2012 to obtain more information or an application to participate in the program. For certain military veterans that are 100% disabled service connected, or law enforcement officers and servicemen killed in the line of duty, paraplegics, quadriplegics and hemiplegics - A house and one acre of land on which the house is located is exempt from property tax for veterans who are totally disabled from a service-related disability or for their surviving spouse, for the surviving spouse of a military person or law enforcement officer killed in the line of duty, and for paraplegics, hemiplegics, quadriplegics or their surviving spouses. Application should be made through the South Carolina Department of Revenue. Call (803) 898-5482 for information.

City of Aiken To calculate your taxes on Real Property, you must have the appraised value from the Aiken County Assessor’s Office. Real property is taxed at 4% for home-owner occupied and 6% for commercial and non-occupied/rental property. Your appraisal times the correct tax rate gives you your assessment on the property. Please note the assessment is always rounded to the nearest tenth. The assessment times the millage rate (66 mills would be multiplied by .066, 120 mills would be multiplied by .120, etc.) gives you the annual property tax due. See the following example: This example will appraise a home owner occupied property at $100,000. With this amount we will multiply the Real property percentage which is set to 4%. By doing so, this will give us a Equals Assessment amount of $4000. Now take the Equals Assessment amount and multiply that amount with the current millage rate which is currently at 66 mills. Our Equals Taxes Due will come to $264. $100,000 X 4% = $4000.00 x .066 = $264.00 If you do not have the official assessment, you may use this same formula to estimate taxes due based on the data you have access to such as selling price, other appraisals, etc,.

Sales Tax • There is a 6% state sales tax imposed in Aiken County on the purchase of food, personal effects and other items. • There is a 1% local tax

The green and white buses operate throughout 170 miles of the Aiken urbanized area every Monday through Saturday. The routes begin at approximately 5:00 a.m. and run until 7:30 p.m. The buses themselves are comfortable “cut-aways” that can carry up to 20 passengers. Also, all of the vehicles are ADA compliant, including wheelchair lifts. • The Aiken route travels through the northeast side of Aiken, past Aiken Regional Medical Center and USCA. From there it goes out to Crosland Park, through the Downtown area, by DSS and the Dept. of Employment, and then down Whiskey Road to Aiken Mall. • The North Augusta route travels past USCA and Aiken Regional Medical Center, and on through Graniteville. It follows HWY 421 through Midland Valley, including a stop at Aiken Tech. The bus proceeds to Clearwater-Belvedere Road, to travel to North Augusta Plaza, to Wal-Mart, to DSS, past the NA City Municipal Building, turning onto Bluff Avenue. At Bluff Avenue the bus connects with Augusta Public Transit. Riders can transfer to Augusta or stay on the bus and proceed up West Avenue and return to Aiken. • One of the best customer benefits for a line as small as Aiken County’s is the ability to flag down the bus anywhere along the route, not necessarily at bus stop signs. Passengers can also disembark anywhere that the driver deems safe to stop.
