T

welve months ago the real estate industry was worried about capital gains tax and whether turmoil in Sydney and Melbourne would spread across Tasman and bring down New Zealand house prices. The market was split: Auckland was still stuck in doldrums, while lower-priced regional markets were enjoying double-digit value growth. Fast-forward to March 2020 and capital gains tax is a non-issue, having been taken off the table by after near-universal opposition, and very few remember talk of a market crash. And in reversal of fortunes, Auckland has sprung back to life while affordability constraints have started to slow growth in the regions. This year appears to be one in which Kiwis finally shrug off the cautious mindset that followed the election in 2017 - although the election in September could instill another bout of “wait and see”. The bounce-back in Auckland will give cheer to homeowners after three years of no growth. Anecdotal evidence from open homes and auction rooms show a real demand for properties from first home buyers and investors. Unlike previous price lifts this is being driven by limited stock. Yes, FOMO fever is back - but buyers are worried they’ll miss out, not because of sky-high prices or sky-high interest rates, but because options are limited. Our cover story is a call, of sorts, to homeowners who have been sitting on the sidelines: now is a good time to sell - some may even be sitting on a million dollars in gain. he New Zealand housing market enters 2020 on the front foot, however, as per previous quarters, market growth is disparate, with certain markets performing significantly stronger than others. Overall, confidence, albeit subdued, is beginning to creep back into the market. For buyers, this appears to be mostly underpinned by two key trains of thought: • Nothing bad has happened yet – i.e. values didn’t fall of a cliff after the last election nor did the economy tank; and • Interest rates are still cheap, and there is no sign of this changing in the foreseeable future, even with the changes to trading bank capital adequacy ratios, which in reality may not amount to significant (if any) impact on retail mortgage rates given the implementation timeframe. There is an expectation that property values are increasing and will continue to do so, although the current mindset is perhaps best described as "less cautious than before" as opposed to "the boomtimes are back". There are signs that the pace of growth is beginning to stall in the regions as affordability constraints take effect, but in the last quarter only five territorial authorities suffered a drop in values – the Far North (-2.1 per cent), Ruapehu (-2 per cent), Westland (-1.8 per cent), Kaikoura (-1 per cent) and the Bay of Plenty (-0.7 per cent) – and just 16 saw no growth at all. In Auckland, where values have been in decline or flat for the last three years, the market is picking up, with six of the city's seven regions showing growth. However, I am not optimistic that we will see a return to rapid value growth early in 2020. Activity levels should remain buoyant as we transition from summer to autumn, while the rate of house price growth within New Zealand's smaller urban centres continue to soften. At a suburb level, there are some clear winners and losers in terms of value movements, driven for the most by strong competition among

UNTAPPED EQUITY CATHERINE MASTERS identifies the suburbs with least churn and biggest value growth — and asks what it means for homeowners there.

I

f you bought or owned a house through the 2014 to 2019 housing boom it’s likely you are sitting on a pile of money, at least on paper. A couple of suburbs have seen close to a million dollars of median value growth on their homes in the last five years while others have made anything from tens of thousands of dollars at the lower end to hundreds of thousands of dollars. OneRoof and its data partner Valocity identified the suburbs

with least churn and biggest value growth - the places where homeowners are likely to sitting on the biggest amount of untapped equity. We looked at all the homes that existed in New Zealand, at a suburb level, in 2014 and tracked their value growth to 2019. Nearly every suburb in the country has seen medium to big equity gains. Whether people should capitalise on the untapped equity they have made during the frenzied housing market

over the last five or so years is another matter. Some say you’d be crazy not to use gains as leverage to get an investment property, upgrade to a bigger home or buy that bach, but others are more cautious, pointing out if your value has risen, everyone else’s has shot up, too. stuck. And while in some areas the equity gains are truly impressive, the situation may not be clear-cut. For example, topping the list of biggest equity gain is Kumeu, in north-west Auckland, where the big lifestyle blocks that existed in 2014 have grown in value by $950,000 in five years to $2.02m. Those who have kept their big sections intact have, potentially the most to gain, if they sell now, although local agent points out this fast-developing area is actually struggling because of infrastructure issues. Second on the list of equity gain is at the other end of the country. In picturesque Kawarau Falls in Queenstown new apartments and other residential development near the new Hilton Hotel on Lake Wakatipu led to median value growth of $910,000, and in the residential suburb of Kelvin Heights, literally just down the road from Kawarau Falls, median growth values rose by $750,000. Back in the north, the wealthy beach town of Omaha, on Auckland’s outer northern coastal edge, (where former Prime Minister John Key had a holiday home) rose $725,000, and posh Herne Bay in the inner city was up $815,000. These are stand out areas but there is almost nowhere that did not see equity gains - that’s almost. A few suburbs, in Greymouth and around Christchurch, did not do so well, showing negative equity, but they are the exception, not the rule. James Wilson, Valocity’s director of valuation innovation, says for Auckland some of the largest value growth has taken place on the outskirts of the super city, in suburbs such as Kumeu, Puhoi, Coatesville and Whitford. “This is mostly fueled by a change in the nature and property use in these areas as they transition from lifestyle to urban property types.” The lowest median time between the first two sales is occurring in areas of intense newer builds, such as, Flat Bush, Hobsonville, Takanini and Silverdale, which is to be expected as new areas are established. Wilson says when the data was refined to focus only on established suburbs, the top five in Auckland with the most value growth and the least churn time between sales were all, perhaps not surprisingly, coastal, sought-after areas Kohimarama, Mission Bay, Herne Bay, Mairangi Bay and Omaha. “This reveals that on paper homeowners in these locations have some of the greatest dollar equity in their homes generated during the last property boom, with the suburbs earning a median value of $49,000 per annum during this time. “This makes sense given the high value nature of these locations, but when we narrow the scope of this analysis to areas with a median value of

under $700,000, the top five areas of largest value growth and highest number of years between sales are Papatoetoe, Papakura, Clover Park, Eden Terrace and Wellsford.” The lower value suburbs also have a shorter time between sales which Wilson says is because these areas are popular among first home buyers and investors who typically adopt shorter holding periods as they either upsize or sell on their investment. The equity gains some home owners have made can be an entryway into something better by helping them invest, upgrade or renovate, or put money into a business, but for others the gains might not have much impact as the country struggles with the exponential property price growth that has taken place over the past 20 years. Tauranga The biggest equity gains in Tauranga have been in Tauriko ($450,000) and Pyes Pa ($290,000) and these areas also have the shortest ownership. That’s because of the new subdivisons, says Simon Martin from Harcourts. “We’ve got a subdivision called The Lakes in that area so you have a lot of sections being sold and properties being built on them and being sold with a house on them.” Big growth areas otherwise are places that don’t have much land left to develop, such as the ever popular Mt Maunganui ($315,000). If you have equity, Martin’s advice is to talk to a mortgage broker about how to increase your wealth position.

“It’s certainly something to consider, how that can be used. You can use it to put money towards another property, an investment property.” Rotorua Ann Crossley, from Rotorua First National, says if people bought a home five years ago in Rotorua they have reaped the rewards of values going up 70 to 100 per cent. Matipo Heights is the top suburb for equity gain, according to OneRoof’s figures, going from $475,000 five years ago to $815,000.

Lowest was Fordlands, Rotorua’s cheapest suburb, which still saw average equity gains of $95,000. “Five years ago you might have been able to buy something there still in the $100,000s whereas now you’re probably $300,000, $400,000,” says Crossley. While homeowners are all sitting on more equity the real issue for Rotorua is lack of housing, she says. But for those who are thinking about what to do with their equity, there are a number of options. “I’m a great supporter of using residential property as an investment vehicle, or a savings vehicle, or a retirement vehicle. “The interesting one is that because it’s so difficult for young people to get into homes a lot of parents are using that equity figure to help young people buy.” Omaha Omaha, with its median $725,000 equity gain in five years, has been described as Auckland’s The Hamptons - rich New Yorkers holiday at The Hamptons and rich Aucklanders own real estate at Omaha. Di Balich, of Precision Real Estate, calls the beach retreat of “pretty swanky baches” Auckland’s Tuscany because of the vineyards all around. Capital gains are merely a bonus around here so the super wealthy residents likely won’t care much about theirs as money is not the issue for these property owners. Balich says a recent buyer had two multi-million dollar houses on Taumata Road to choose from who spent an extra $700,000 for the one with a better view of the beach, paying $7.2m for the property. “Omaha’s like a little micro climate,” she says. While

further development options are limited, there is a lot of what she calls the “Omaha shuffle” where people buy entry level then upsize and upsize closer and closer to the beach. The median price throughout regional New Zealand since the GFC of 2007/2008 didn’t change until late 2014 into 2015, he says, then anyone who owned a property and still owns it should have made anywhere from 60 to 80 per cent in equity. In Hawke’s Bay the median price went from $275,000 to $520,000, and in the beach community of Waimarama, for example, which OneRoof figures show had the most equity gain ($335,000), the median value was up from $460,000 in 2014 to $795,000 in 2019. “As more people have got money in their houses they go and buy beach houses, so they use it for lifestyle as well,” says Tremain.

popularity, and prices with it, to the point that post GFC in 2007/2008 the region was “almost recession-proof”. While the homes are high value, Queenstown is an expensive place to live and Snow suspects most people have hefty mortgages. The turnover of properties is down significantly from the early 2000s when people tended to upgrade from suburb to suburb. Moving costs are high, from agency fees to lawyers’ fees, and Snow also thinks people are buying substantial homes as their first homes so tend not to move as much - “they’ve really got there in one step as opposed to the two-step interim home process.”

Hope for those who feel home-ownership is mission impossible Bindi Norwell

T

he possibility of getting a foothold on the housing ladder in the traditional sense - which involves saving a deposit and securing a loan, is becoming ever-more distant for many hopeful first-home buyers in New Zealand – especially in Auckland and other main urban centres. This doesn’t mean that all hope is lost. In fact, it might be well worthwhile considering some of the alternative - and often more creative - means of home ownership that are on offer. However, it’s crucial to involve a lawyer right from the start and check all aspects of a particular plan out very carefully. Shared equity or fractional ownership is a proposition based on having a third-party contributing around 10 or 15 percent towards the price you pay for your home, when you don’t have a full 20 percent deposit yourself. In return for their investment, they get DIY limitation clauses – just in case buyers get over-enthusiastic and want to tear down walls, for example.

First home buyers should consider alternative and more creative methods of getting a foot on the property ladder

Under BNZ’s YouOwn offering, which applies only to new-build homes in certain locations, a review after five years sees the purchasers permitted to buy out YouOwn's stake in the property. Capital gains are shared between the parties relative to ownership. However, it’s important to understand that you are taking a risk, because in a quiet market those gains may be minimal. Build-to-rent can make sense, but it’s another significant departure from the traditional norm. This approach, which requires a more substantial input from local property construction, development and investment sectors, and sees building complexes specifically earmarked as long-term rentals, rather than as units to be sold. It’s a model which has worked well overseas, especially in places where home ownership isn’t a major priority. The goal of home-ownership has always been part of Kiwi culture but it may ultimately become a thing of the past for many people here too – especially given the growth in

house prices compared to salary growth. In some ways, longterm rentals make sense because tenants enjoy many advantages that homeowners don’t, with landlords required to provide insulation, heating and other services. Rent-to-own schemes are currently being promoted by the government as another alternative option for struggling home buyers, often under the auspices of charitable trusts. These schemes work in

There will generally be a fixed timeframe, at the end of which the tenant is able to buy their home outright or move to a shared ownership approach. However, rent-to-own arrangements are based on the assumption that house prices will rise, so it’s important to consider potential outcomes if they don’t. Meanwhile, a significant

approaches to home ownership, our advice is that people undertake appropriate due diligence It is important that potential investors understand all of the current and future costs involved. Additionally, they should also seek to understand the level of risk they are taking on and ensure they are comfortable with that risk. Anyone considering some of these more lateral property moves should take legal advice and talk to their bank about what sort of finance would be available. I’d also recommend talking to a financial adviser for additional financial planning support. nvestors and first-home buyers pushed the median value of all properties in the city up 8 per cent year on year to $470,000, but it’s worth noting that the pace of growth has slowed in the last quarter, a sign the market may be sluggish for the rest of year. The area continues to attract strong interest from investors who represented nearly 20 per cent of total new mortgage registrations last month – an

annual increase of more than 29 per cent. The comparative affordability of the region also appeals to first home buyers who accounted for 27.56 per cent of new mortgage registrations. The majority of sales continue to transact between $400,000 and $500,000. When we look into which active suburbs are currently experiencing strong value growth, it’s clear that the most

active buyer group, first home buyers, have been chasing affordable housing stock, with five suburbs experiencing more than 5 per cent value growth. However, the number of suburbs experiencing strong value growth is down significantly on last quarter, with no suburb seeing doubledigit growth. Investors making a comeback Meanwhile in neighbouring

Tauranga, the market was subdued over the holiday period. The city’s median property value sits at $675,000 but there was no growth in the last three months and just 3.1 per cent growth annually. Despite this, agents report an increase in activity in certain locations and among certain buyer groups. The share of new mortgage registrations to investors increased 4.5 per cent year on year to 17.23 per cent,

outstripping the growth in registrations to first home buyers. First home buyers, however, remain the dominant buying group, accounting for just over a quarter of mortgage registrations in the last quarter. At a suburb level, we see the impact of first home buyer demand for affordable housing stock, with the top five performers over the last quarter all boasting median values of less than $650,000.

With the median property value sitting at $445,000, Christchurch remains one of the country’s most affordable cities. More than a quarter of sales in the city were between $400,000 and $500,000; and another 25 per cent of sales were between $300,000 and $400,000. The attractive price point is why first home buyers represented a third of new mortgage registrations in the past three months – a rise of 2.9 per cent

year on year. Dunedin Dunedin is still the best performing housing market among the major metros. Its median property value is $465,000, up 14.8 per cent year on year, and 2.2 per cent in the last quarter. Affordable prices are driving the majority of market activity. First home buyers accounted for 28.45 per cent of new mortgage registrations in the last quarter, but their share of the market has shrunk in the last two quarters, while the share of new mortgage registrations to investors rose 3.3 per cent to 16.41 per cent. This is perhaps a result of rapid house price growth, with first home buyers in the city now looking further afield to more affordable markets. You can see the strong appetite to secure a home at an affordable price at play in the 11 suburbs that saw more than 20 per cent growth year on year; all had median values of less than $550,000.

agents are more likely to recommend auctions. But he says there are distinct differences from the market peak four years ago. In those times, Dunoon says, bidders had a real fear of missing out and were piling into the market in case the property would be gone. This time around, while there is genuine interest to get back into the market, and listings are coming in, there isn’t that heat. He sees that bidders today have a bit more experience under their belts, particularly if they have been the unsuccessful under-bidder at a few auctions. “They’ve lost by $5000, or $1000 or even $500, so the next time they are certainly well prepared, knowing that they don’t want to come second” Dunoon also says that buyers know that a property going to auction means that the vendor is serious and wants to sell.

s Auckland’s housing market started the new year with strong sales numbers and rising prices, Barfoot and Thompson’s managing director Peter Thompson pointed to growing numbers of buyers attending open homes and auctions. Campbell Dunoon, the company’s head of auctions, says that even in February, auction figures are not far from the peak years of 2016 and early 2017. “This January we had 614 listed auctions, compared to 519 in January 2019. That’s a good increase. “It’s an indication that vendors are keen to sell their properties by auction. We’re seeing a response to buyer demand as stock is slowly increasing. “Rather than a game of two halves, last year was a game of ‘three quarters/one quarter.” It started out average and then the market kicked off with buyer interest in the last quarter of 2019.” Dunoon says that there were a lot of homeowners who were potential vendors, happy to be sitting and watching the market last year, who are now committing to sell. “They are ready to get that property on the market prior to the election.” Their timing couldn’t be better, as Thompson reported that there is still unmet demand. While Barfoot & Thompson reported a massive 58 per cent pick-up over December for new January listings, to 1080, the surge in sales has left fewer properties for sale by month end (at 3537, that’s more than 18 per cent fewer than January last year). “This number of listings at the end of January is the lowest they have been at the start of a year in four years and given the level of interest being shown by buyers, now represents an excellent time for owners to list,” Thompson says. Dunoon says that already

February and March forecasts show that the market is now reacting to the early summer surge and there is good buyer interest, with a lot of optimism for later in the year. “Highbrook and City auctions rooms have been packed, rooms are full. And it’s across all price brackets, from $700,000 to $1.5m or $2m, there’s been a lot of activity. Mortgage rates remain at record lows and there’s certainly a lot more excitement around that.” Dunoon says that at this point in the cycle, where demand is exceeding supply,

When things were slower, some vendors tested the market, not accepting offers and withdrawing their properties – frustrating for would-be buyers who are unsure where the price might land and have no reference point, or who may go in conservatively expecting room for negotiation. “With auctions, it’s transparent and disclosed. There are no backroom deals, no gazumping, so buyers are confident it’s really up to them and they are in control.” He says that nervous or conservative bidders soon realise that the comfortable buyer, the one who wants the property the most, will buy it. “There’s a sense of urgency. People don’t know what they’ll pay until they’re there. The good news, says Dunoon, is that running into the autumn months of March and April, he sees demand keeping up. “There’s still a demand for property. With the election date in September, that whole preelection slump [when it’s in November] is unlikely to happen.”

The housing shortage is a myth. Here’s why Ashley Church

U

nless you’ve been living in a cave for the past few years, you’ve heard about the shortage of housing in New Zealand. There are variations of the view but the most popular version claims that we’ve been building fewer homes than we actually need for decades, and that we now have a shortage of around 100,000 dwellings. This view was almost universally accepted for a long time and while there’s some debate over where the claim originally came from, we know that it first gained widespread acceptance in 2012 when Labour made it the central plank of their KiwiBuild policy to build 100,000 homes over 10 years. Over the next few years, the claim gathered momentum and was also adopted by the National Government which came up with its own initiatives to address the problem. Meanwhile, housing commentators, myself included, berated the government for not moving fast enough and called for even more action to address the huge housing shortage. There was only one problem

– the claim that we had a shortage of homes was never true. The whole thing is a fascinating case study in how a completely wrong idea can grip the public consciousness to the point where logic and rational thinking is crowded out by hysteria and shonky data. By 2016, belief in a shortage of houses had taken hold and attained the status of unchallengeable dogma. It wasn’t until people like Gareth Kiernan from Infometrics and I started re-examining the numbers that it became obvious that the housing shortage claim was just a house of cards. There are two simple and widely available indicators which tell us whether we’re building enough homes to keep up with demand. The first is population data and the population count, and the second is a Census measure which tells us the average number of people occupying a Kiwi home at any given time. While the population data is updated constantly, the household occupancy figure is only available from Census data, which is usually taken

once every five years. So why are these numbers so important? Firstly, because they’re unquestionably accurate – and secondly, because dividing one by the other tells us how many houses we have at any particular point in time. Let me demonstrate. We know that in 1986 the population of the country was 3.24m and we know from the Census that year that, on average, there were 3.29 people per dwelling/household in New Zealand. So by simply

Because the household occupancy number could only have dropped if we had built more homes than we needed. If it had stayed at 3.29 we would only have needed 1,352,000 homes by 2013, so we built almost 200,000 more homes over that 26 year period than we needed to just stand still. Think about what this

But if we fast forward to 2013 we find that the population had increased to 4.45 million and that the average household occupancy number had actually dropped to 2.87 people per household. This means that the number of occupied dwellings had grown to 1,550,000 – an

means, because it’s important. Not only do we not have a housing shortage – but the market has actually been supplying more homes than we’ve needed for almost 33 years. But wait. Don’t we also know that we have high levels of homelessness and that the numbers of people on the Social Housing Register – those wanting to rent a home from the state – have dramatically

increased? Yes to both, but these things are symptomatic of socioeconomic issues, not a housing shortage. For example, people register for social housing not because there are no homes to rent, but because they can’t afford market rate rents. The same is true of the homeless, and the factors that drive this issue are more complex and also relate to mental health and addiction issues. Neither have anything to do with a shortage of housing. While all of our attention has been focused on the failed KiwiBuild programme, the private sector has been quietly building, and selling, a large number of homes where they’re needed most. The top 10 housing development companies in New Zealand built more than 10,000 new homes last year – a rate which will see us very close to reaching the original national KiwiBuild target of 100,000 homes over 10 years. Now that KiwiBuild is dead, let’s hope that the fable of the great housing shortage has been consigned to history where it belongs.

R

otorua has seen a huge surge in popularity over the past 10 years. As local and international visitors continue arrive in great numbers, more workers are needed in hospitality and other associated businesses resulting in increased competition for existing accommodation. Families expecting to find homes for a fraction of what they’d pay in larger towns and cities may well be out of luck, as there is little suitable land available for new subdivisions in and around Rotorua, which adds a premium to house prices.

Lynmore, which has developed and expanded significantly over the past 30 years, is a perennial favourite due to its perfect position, right on the edge of Lake Rotorua, yet also very central. It’s just 5km northwest of the CBD and a short drive to Rotorua Airport. Until recently, Lynmore was mainly residential, with its population having shot up particularly during a boom in the 1980s when the majority of houses were constructed. Now, more services and amenities are being established to service the still-growing number of residents.

Buying and selling Beth Millard, of Bayleys Rotorua, says Lynmore remains as popular as ever and there are multiple offers on most

properties. “Investors are definitely back and that’s actually a shame for our first home buyers because they’re often using KiwiSaver so they can’t make cash offers in the same way, and they’re missing out. She says there are more properties available than at this time last year. “If anything, they’re possibly taking a little longer to sell, but that’s in the upper price range.” Millard says that Lynmore remains popular because of its easy access to the city, the Redwoods and the lakes. “Our open homes are getting good numbers and they’re mostly people moving within Rotorua. “I think that in the first quarter you get people who’ve been thinking about buying and selling over the holidays and may have considered renovating before deciding to check out what’s on the market instead.” She says that lots of these potential buyers are behaving very robustly and confidently, which signals a sense of optimism, but she expects the current drought conditions and the anxiety around the coronavirus to have an effect in future. “In the meantime, we look at the crowds in an auction room to get a sense of what’s happening in the market, and I don’t expect there will be much change in Lynmore. “It’s one of Rotorua’s bestperforming suburbs and will continue to be.”
