Electric vehicles get HOV lane access in B.C. Drivers who go electric in British Columbia now have the green light to travel the province's high occupancy vehicle lanes passenger-free. Premier Christy Clark announced Wednesday at Vancouver's Globe Conference on Sustainability and Innovation that drivers of eligible electric vehicles can travel the province's HOV lanes regardless of occupancy requirements. Trudeau, premiers meet in Vancouver as views on climate plan diverge Apply for an HOV permit Currently, HOV lanes are open to vehicles with a driver and at least one passenger in efforts to reduce traffic conges-
tion and pollution. Clark said the changes are immedi-
ate, with the government moving to provide decals that must be clearly displayed
on the vehicles. "British Columbians are increasingly embracing alternative and greener transportation options, and we can encourage even more by making it easier and more efficient, like allowing electric vehicle owners to use HOV lanes regardless of occupancy requirements," says Clark in a statement. The government defines electric vehicles as battery-electric or plug-in hybrid electric vehicles. Vehicles that rely on gas-electric hybrid motors and do not plug into an external source are not eligible to receive the HOV pass decal, says a government statement. Protesters call for more disability support by Tom Fletcher - BC Local News Protesters gathered at the B.C. legislature Wednesday to call for an additional increase in provincial disability assistance payments, which are due to go up this year for the first time since 2007. The increase of $77 a month is to take effect Sept. 1, for disability assistance that now pays $906 a month for a single person. But the program is to begin deducting $52 a month for transit
passes available to people who are able to use them, and that has sparked protests. Social Development Minister Michelle Stilwell faced an angry opposition in the legislature after the rally, and again refused to reverse the decision to charge for bus passes.
Stilwell said 45,000 people on disability assistance could not use a bus pass, and the change makes the rate fair for everyone. Faith Bodnar, executive director of the advocacy organization Inclusion BC, told the rally her online petition opposing the change grew quickly to 100,000 people. She argued that bus pass or not, disability assistance rates remain too low. "Governent, all you did was equalize the poverty for people with disabilities in B.C." Bodnar said. Stilwell said the rate increase will cost $170 million over the next three years, and adding the bus pass funding to that would cost another $20 million. She and Finance Minister Mike de Jong have insisted they will not retain a system that helps some people more than others. De Jong said the government is aware of some people taking the free bus passes available to disabled people and selling them on the street for whatever cash they can get. Those people will have the option of taking the entire $77 a month increase instead.
RCMP looking for old gun's owner Surrey RCMP are looking to connect an antique gun with its rightful owner. Last September, someone turned in the antique pistol to the Surrey RCMP Guildford office. Police have since determined the pistol is quite valuable given its age. The last person to register this pistol is deceased and its true owner is unknown. It is described as a semiautomatic with a weathered black frame and slide. It is missing the pistol grip. Special markings that are specific to this pistol have been obscured in the photo so that the rightful owner can identify it to police. “My grandfather obtained several weapons during his time in the Canadian
Army and World War II, and those guns still have sentimental value to my family,” Surrey RCMP Cpl. Scotty Schumann said in a release. “I’m sure it would have the same value to the owner, and given its age, it would also have value to a collector. We hope that we can find the rightful owner of this unique item soon.” Anyone with more information is asked to contact the Surrey RCMP at 604599-0502 or Crime Stoppers, if they wish to remain anonymous, at 1-800-222-TIPS or www.solvecrime.ca. SkyTrain fare gates close in April
TransLink will close all fare gates at SkyTrain stations by April 8, finally ending what has been an honour system for fare payment since Metro Vancouver's rapid transit system opened in 1985. The long-awaited Compass card payment system was fully rolled out to all passengers last fall but officials had to this point been reluctant to set a final deadline for sealing off the gates, saying they wanted to give users as much time as necessary to adapt. At least one gate had been kept open at each station, allowing continued access by the disabled as well as transferring bus passengers who paid in cash as well as those who pay with prepaid FareSaver tickets have been urged to convert to Compass cards. Spokesperson Jennifer Morland said FareSaver use is now down 80 per cent, while Compass card adoption has soared to 675,000 users. "People are ready for the gates to be closed," Morland said. "There's been really big pick up of Compass to date." Once gates are closed, fare evaders won't be able to simply walk through
although it's expected some will jump the gates or otherwise thwart the system. "Once the gates close, we do expect to see fare evasion go down," Morland said, stressing the data generated by Compass and the convenience for customers are considered to be key benefits. People who still have unused FareSavers won't be able to use them once gates closed, but can convert them to Compass stored value. People who ride buses to SkyTrain and now pay in cash are urged to convert to Compass otherwise they'll have to pay a second time to get a Compass ticket at SkyTrain – the paper bus transfers will no longer be valid on rapid transit. TransLink staff have been testing day-long closures of all gates at selected stations through February and that will continue through to April. Attendants have been on hand to assist people accustomed to using the open gates. But the new system is under fire as a step backwards for some people with disabilities in wheelchairs who physically can't reach out and tap a Compass card reader to open the gates. For now, they'll have to use a station assistance service for the blind where they can phone in advance to request an attendant to help them through the gates. "It's a step backwards for people's independence and dignity," Disability Alliance B.C. executive director Jane Dyson said, estimating a few hundred users may be affected. "We're disappointed TransLink is closing the gates before coming out with a complete solution to the issue." She hopes some sort of proximity reader or method of having Compass cards attached to wheelchairs could offer a better fix. What's not acceptable, she added, is to expect disabled passengers to ask other strangers on the system to tap their Compass card for them.

Gangster Mani Buttar faces gun charges A longtime gangster who works as a longshoreman at Port Metro Vancouver has been charged with possessing a loaded firearm and two other gun counts. Manjit (Mani) Buttar, 41, was arrested Feb. 11 just after 4:30 a.m. at a house in the 12000-block of No. 5 Road in Richmond. Richmond RCMP Cpl. Dennis Hwang said Buttar had placed the 911 call, reporting he heard shooting. “A full contingent of officers including the Lower Mainland District Police Dog Service K9 unit were dispatched due to the nature of the call, which was classified as a ‘shots fired’ call by the complainant,” Hwang said. “The complainant claimed that there were intruders at his location that fired the shots. However, no evidence of shots fired were discovered by our
officers.” Hwang said Buttar “himself was allegedly armed with a loaded pistol when Richmond RCMP arrived. “What elevated officer safety concerns was that the complainant did not believe that the fully uniformed officers were in fact police,” Hwang said. “He was ordered to surrender and thankfully our officers were able to deescalate this high-risk situation. He was subsequently arrested without incident.” Buttar is due in Richmond Provincial Court today on three charges — possession of a firearm with altered serial number, possession of a firearm contrary to a court order, a n d possession of a loaded restricted firearm. He has been in custody since his arrest. Sources say Buttar was intoxicated when he called police. Buttar is on the executive of Local 502 of the International Longshore and Warehouse Union. No one from the union responded to an interview request
made via email and phone message Monday. Local 502 dispatches workers to Delta Port — the largest container port in Canada. The local’s website says Buttar is both an executive member and on the constitution committee. He was awarded a certificate in 2010 for his work on a memorial to striking longshore workers in the 1930s. “Brother Mani Buttar, the commitment you have shown your union is proof that brothers like yourself can only make this ILWU stronger. Thanks from ILWU Canada,” union official Tim Farrell said in a video of the 2010 presentation to Buttar.
That same year, Vancouver Police described Buttar as one of “Vancouver’s most notorious gangsters.” The VPD said that Buttar headed a gang involved in drug trafficking on Vancouver’s south slope. Several of his gang associates were arrested and charged after an investigation into a violent conflict between the Buttars and the Sanghera group. Buttar has a lengthy criminal history, including convictions for possession of a dangerous weapon and several for assault. In 2009, he was found guilty of smashing a beer glass against a stranger’s head as he confessed to killing his former associate BindyJohal. He has never been charged in the death of Johal. Both Buttar’s brothers, Bal and Kelly, were shot in targeted hits. Kelly died in a December 2001 shooting at a Richmond banquet hall. Bal was shot in a Vancouver hair salon in August 2001. He survived but was a blind quadriplegic with serious health problems that eventually claimed his life a decade later. Bal Buttar once confessed in a Vancouver Sun interview to being behind several gangland murders, including the slaying of Johal at a Vancouver nightclub in December 1998. BY KIM BOLAN, VANCOUVER SUN

Tax hike given early nod
Surrey's taxes are going up by almost $90, as the city has given early endorsement to its five-year financial plan. City councillors met as the finance committee last Wednesday (Feb. 10) to discuss a budget for this year that calls for $88.30 in new taxes and levies. As The Leader reported late last month, the city is planning a 3.9 per cent tax hike, which will be $70.28 for the average home worth $671,000. In addition, Surrey is increasing a road levy by one per cent – an added $18.02 per average household – bringing the levy to $128 for next year. The levy was introduced in 2007 as a temporary five-year measure.
It has not only remained, but increased by one per cent annually since then. The city has also endorsed a 3.9-per-cent increase in fees and charges, such as business licences, dog licences and recreation centre fees. In Surrey’s last five-year financial plan, council aimed to hike property taxes by 2.9 per cent this year. The current plan bumps that up by one per cent. Utilities, including garbage, sewer and water, will increase by $27.50 per home – half of which is a result of Metro Vancouver increases. A $100 recreation and culture levy announced weeks after the election in 2014 will also remain in place this year. However, council has chosen to rename it a capital levy, which will allow it to be used on any capital project. Finance committee chair Tom Gill has consistently said he's extremely reluctant to cut back on the city's ambitious capital program. Some of the projects in the works are a new North Surrey arena ($45 million), ice rinks in
Cloverdale ($30 million), recreation and library facilities in Clayton ($40 million) and about $10 million for the next phase of the museum in Cloverdale. Cost pressures on the city this year were significant. It's the first year Surrey will pay for a full year of newly hired RCMP officers. The cost for that alone will be $15 million. On Feb. 10, Surrey council committed to hiring 16 more police officers this year, which will arrive in October. In addition, Surrey is hiring four more bylaw officers and another senior position at the Surrey Fire Department. The Surrey Board of Trade said it's cautiously optimistic about the budget endorsed last week. "As the independent voice of business we do request that the city reduce the new higher, property tax rate at the earliest possible opportunity to maintain Surrey’s competitive status for business attraction in the region," the SBOT wrote in a letter to council. • by Kevin Diakiw - Surrey North Delta

BC Ferries' net zero increase on April 1 VICTORIA - Transportation and Infrastructure Minister Todd Stone has issued the following statement on today's announcement by BC Ferries of a tariff increase and fuel rebate effective April 1, 2016: "Ferry passengers will see no change to the cost of taking a ferry on April 1 thanks to the benefit of low fuel prices, which will offset the annual fare increase of 1.9%. BC Ferries' announcement this morning is good news for their customers and for the communities that rely on our coastal ferry service. "We know the importance of fare affordability to coastal communities. Over the last number of years, we have worked closely with BC Ferries to control costs and find efficiencies. The work we've done and important decisions we've made together have paid off, with the BC ferry commissioner setting price caps of 1.9 % for each of the next four years - the lowest they've been in a decade. "And now because of the collective work that's been done to limit the pressure on fares, BC Ferries can fully offset this year's 1.9 % fare increase by passing along the fuel savings. "The rebound in BC Ferries' traffic numbers also continues. Since April 2015, both vehicle traffic and passenger traffic are up by about 4% compared to the same period the year before. With lower fuel prices and the low Canadian dollar continuing to attract American tourists, we are encouraged that this trend will continue.

A tax competitiveness panel with a similar mandate, of which I was a member, made recommendations to the government in the fall of 2012. Although I strongly suspect that the main recommendation will be similar, given the sensitivity of the subject, it makes sense to consult again and get a current read on the situation. One of the PST’s major flaws is that it is not just levied on final goods but on everything in between, meaning that consumers and businesses pay sales tax more than once on the same good. If you buy a chair, for example, the manufacturer pays PST on the wood, nails, upholstery and stuffing that go into making it. Some of these tax costs get passed on to consumers. Consumers then pay PST again when they buy the chair. Taxes get paid on the inputs and the final product,

New mortgage rules kick in as Ottawa looks to cool Toronto, Vancouver markets TORONTO - Canadians looking to buy homes between $500,000 and $1 million will have to put down larger down payments as new federal rules took effect Monday. Under the changes, homebuyers must now put at least 10 per cent down on the portion of a home that costs more than $500,000. Buyers can still put down five per cent on the first $500,000 of a home purchase. Homes that cost more than $1 million still require a 20 per cent down payment. Phil Soper, president and CEO of Royal LePage, says the new rules aim to slow the breakneck pace of price growth in the red-hot markets of Toronto and Vancouver without affecting markets that are lagging, such as those in oildependent provinces. "The problem with monetary policy is that it impacts the struggling Calgary market or the just fine Winnipeg market and the overheated Vancouver market in equal amounts," Soper said. "If you lower interest rates, you
lower interest rates for all. And that's not what the country needed. This change ... is the first attempt to recognize the fact that some parts of the country are in need of a mild tap on the break, while other parts of the country really need to continue to receive stimulus." When the new rules were announced in December, Finance Minister Bill Morneau said he estimated they would affect about one per cent of the overall real estate market. Some
industry observers predicted a surge in sales activity as homebuyers would look to pre-empt bigger down payment requirements. Soper says real estate markets in Ontario, B.C. and Quebec have been "boisterous" in the first five weeks of the year — but he says it's unlikely that the new mortgage rules are responsible. "I think it has much more to do with clean sidewalks from a mild winter and low mortgage rates than it does with impending changes that tweak mortgage insurance regulations," Soper said. "It's just not a big enough change to have materially impacted home sales volumes in the country." Ottawa tightened rules for new insurable loans four times between 2008 and 2012, including upping the minimum down payment to five per cent and reducing the maximum amortization period in stages to 25 years from 40 years. Ex-boyfriend set to go on trial for murder in 2011 slaying of Maple Batalia
The first-degree murder trial for an ex-boyfriend accused of gunning down a Surrey teen has been delayed for a week. Maple Batalia was shot on Sept. 28, 2011, in the Central City mall parkade following a late-night study session at the nearby Surrey campus of Simon Fraser University.
Batalia, 19 at the time, was a health sciences student and had aspired to be an actress and model. Gurjinder “Gary” Dhaliwal, Batalia’s ex-boyfriend, was charged in 2012 with first-degree murder in her death. On trial with Dhaliwal is Gursimar Singh Bedi, charged with manslaughter with a firearm and with being an accessory after the fact. The pair are being tried together in B.C. Supreme Court. The trial was to have begun Tuesday in New Westminster, more than four years following Batalia’s death. Dhaliwal, now 23, attended court wearing a dark grey suit and a white patterned shirt. He made no eye contact

with anyone as he entered the courtroom led by a sheriff. His co-accused, Bedi, wore a bluecollared shirt under a grey pea coat. The pair sat in adjacent glasswalled booths facing the judge, and did not acknowledge each other during the appearance. Behind the two men, members of Batalia’s family, including her parents Harikat and Sarbjit Batalia, sat silently in the gallery. Family members did not speak with media. During the brief appearance, lawyers for Dhaliwal and Bedi asked for more time to review documents. The judge granted the request and set the trial’s start date for Tuesday, March 1. Sudoku Solutions for last Issue
The sudoku puzzle is mostly a 9-by9 grid made up of 3-by-3 subgrids. Some cells already contain numbers, known as givens. The goal is to fill in the empty cells, one number in each, so that each column, row, and region contains the numbers 1 through 9 exactly once. Each number in the solution therefore occurs only once. in each of three "directions". Or you can say there is only one rule. Every row, every column and every 3-by-3 subgrid should contain digits 1 to 9 only.

'Freeman' Sanjay Dutt: I am not terroris
Mumbai, (ANI): Sanjay Dutt's fiveyear prison term finally came to an end today, when he walked home a free man. While interacting with the media at his apartment at Imperial Heights in Mumbai, the very emotional Sanjay Dutt requested the media not to tag him as a terrorist involved in the '93 Mumbai bomb blasts case. "I just want to request the press that I am not a terrorist. I was acquitted from the court in the bomb blast conspiracy case. I was convicted of the Arms Act case. Hence, I request, if you say anything in the press about me, don't say '93 bomb blast case convict," he said. He even mentioned that Supreme court acquitted him of the '93 Mumbai bomb blast conspiracy case and specified that he was convicted of illegal arms act. Sanjay Dutt mentioned that his father Sunil Dutt, who all his life wanted to see his son free, would have been extremely happy on the day when the judge declared him not to be a terrorist."When the honourable judge told that day that I am not a terrorist, it was a big news for me.
All you need to know about protecting your skin New Delhi, (ANI): Sunscreen is one of the most common methods of protecting your skin from the sun's harsh rays, while getting a gorgeous glow. Here are some tips on that. As per the leading Indian herbal beauty expert Shahnaz Husain, "Exposure to the sun leads to sun tan, sun burn and many other effects. Apart from tanning, the skin is exposed to harmful ultraviolet rays of the sun, which has several long-term effects, like early formation of lines and wrinkles on the skin. Sun-exposure can also lead to dark spots or patches." She says that the skin must be protected with a broad-spectrum sunscreen, which provides protection from both UV-A and UV-B rays of the sun. What are UV rays? Husain notes, "The sun gives off ultraviolet rays. We divide them into categories based on the wavelength. There are UV-A, UV- B and UV-C rays. Of these, UVC rays are almost completely absorbed by the ozone layer and do not affect the skin. UVB affects the outer layer of skin and is mainly responsible for sunburns. It is the most intense between the hours of 10:00 am and 2:00 pm when the sunlight is brightest. UVA rays were once thought to have a minor effect on skin damage, but now studies are showing that UVA is a major contributor to skin damage." She added, "Sun exposure can also cause loss of moisture from the skin. However, most sunscreens have built-in moisturizers. So, it is not necessary to
apply both moisturizer and sunscreen, unless the skin is very dry." So what is the answer? Husain says, "At the moment, physical protection is the answer. This can be done by applying a broad-spectrum sunscreen. A sunscreen is a product which forms a protective cover between the skin and the sun's rays, while a broad-spectrum sunscreen is one which provides protection from both UV-A and UV-B rays of the sun. Both UVA and UVB radiation can cause skin damage, including premature ageing signs. There are many other effects. As already mentioned, sunscreens help to protect the skin from UV rays." The best way to apply it? The herbal queen of India notes, "It is essential to apply sunscreen, not only on the face, but
also on all exposed areas. The back of the neck and arms are extremely vulnerable to sun damage too. The sunscreen should be applied about 20 minutes before sunexposure. If you happen to be in the sun for more than an hour, you should re-apply the sunscreen. A sunscreen with SPF 15 to 20 is adequate for most skins, but if the skin is more sensitive and tends to burn easily, one should use a sunscreen with a higher SPF of 30 or 40. Avoid rubbing the sunscreen into the skin. It is better to pat it on." Husain advises to apply sunscreen while swimming, holidaying by the sea or in the hills. Reflective surfaces, like water and snow actually increase the effects of UV rays.

When ‘ethical’ bosses break bad Washington D.C, (ANI): If you are an ethical boss, then ironically, you are more likely to become downright abusive, according to a recent study. The Michigan State University research on leader behavior by Russell Johnson suggested that ethical conduct leads to mental exhaustion and the "moral licensing" to lash out at employees. Moral licensing is a phenomenon in which people, after doing something good, feel they have earned the right to act in a negative manner. Johnson, who and his team surveyed 172 supervisors over a
several-day period in various industries including retail, education, manufacturing and health care added that ironically, noted that when leaders felt mentally fatigued and morally licensed after displays of ethical behavior, they were more likely to be abusive toward their subordinates on the next day. Johnson said it's not easy to be ethical, as it turns out being ethical means leaders often have to suppress their own self-interest, i.e. they must do 'what's right' as opposed to 'what's profitable,' and they have to monitor not only the performance outcomes of

An upscale hotel in New York City is now selling the 'Billionaire's Margarita' for the price of 1668 dollars per glass, after scoring a bottle of the ultra-exclusive Patron en Lalique Serie 1, which costs about 10,424 dollars per bottle, reports News.com.au. Jayson Goldstein, director of food and beverage at the hotel, who created this exotic cocktail, said that only 500 bottles of this
series are produced to have limited production to keep it unique.
Talking about the margarita, he said it to be "really smooth" with nice vanilla and caramel notes to it with a hint of floral. Goldstein also uses a half ounce of Louis XIII Cognac in his recipe, which typically runs about 521 dollars a shot. While the bar has only sold just one yet, Goldstein says he's seeing a luxury booze market moving toward high-end tequilas. Distilled Spirits Council vice president Lisa Hawkins said tequila sales were booming by 9.4 per cent in 2015 in the United States overall. (ANI)
To combat mental fatigue, Johnson said managers should build in time for breaks during the workday; get sufficient sleep; eat healthy and exercise; and unplug from work outside of the office, which includes shutting off the smart phone at night. Johnson suggested companies could consider formally requiring ethical behavior, adding that ethical behavior could also be formally rewarded with social praise or money. But the praise or bonus should come relatively soon after the ethical behavior in order to counteract the moral licensing, Johnson said. The study appears online in the Journal of Applied Psychology. India, Bangladesh to jointly combat smuggling of fake currency New Delhi, (ANI): India and Bangladesh have reiterated their resolve to combat the debilitating economic effects of the trade in Fake Currency Notes (FCNs) in both the countries. The decision was taken at the third Indo-Bangladesh Joint Task Force meeting at the NIA headquarters to prevent smuggling and circulation of FCNs. A 10-member Bangladesh delegation was led by Deputy Inspector General, CID, Md. Saiful Alam. The Indian delegation, led by NIA Inspector General Sanjeev Kumar Singh,
comprised representatives from the police forces of states bordering Bangladesh as well as Central Law Enforcement Agencies.
WikiLeaks founder Assange must walk free United Nations, Feb. 5 (ANI): The United Nations on Friday called on the Swedish and British authorities to end the captivity of Julian Assange, the founder of the WikiLeaks website. Assange has been arbitrarily detained by Sweden and the United Kingdom since his arrest in London in December 2010, as a result of the legal action against him by both Governments. In a public statement the United Nations Working Group on Arbitrary Detention said, "The Working Group therefore requested Sweden and the United Kingdom to assess the situation of Mr. Assange to ensure his safety and physical integrity, to facilitate the exercise of his right to freedom of movement in an expedient manner, and to ensure the full enjoyment of his rights guaranteed by the international norms
on detention. The Working Group also considered that the detention should be brought to an end and that Mr. Assange should be afforded the right to compensation." The UK said it will formally contest the opinion, while Sweden said the panel had no right to 'interfere'. The computer hacker, who founded the WikiLeaks, released 500,000 secret US military files on the wars in Afghanistan and Iraq and 250,000 diplomatic cables. (ANI)
Both the countries agreed to share intelligence and information on a real time basis on the activities of the syndicates and operatives involved in smuggling of FCNs. The Joint Task Force also exchanged contact details of Superintendents of Police of the districts on international border on the either side, to enhance their connectivity and a Standard Operating Procedure (SOP) was mutually adopted to enhance
cooperation between both the sides. The SOP has been signed in pursuance of the MoU signed in June, 2015 to combat the smuggling of Fake Currency Notes which was signed by the Home Secretaries of the two countries during the visit of Prime Minister to Dhaka last year. Both the sides further expressed their satisfaction with the progress made and it was decided to hold the next meeting of JTF in Bangladesh. (ANI)
Skin turned into ‘cancer-killer’ Washington D.C, (ANI): Transforming skin cells into cancerhunting stem cells, a recent research has provided the doctors with a means to combat the disease. In a first for medical science, University of North Carolina at Chapel Hill pharmacy researchers turn skin cells into cancerhunting stem cells that destroy brain tumors known as glioblastoma, a discovery that can offer, for the first time in more than 30 years, a new and more effective treatment for the disease. The technique builds upon the newest version of the Nobel Prize-winning technology from 2007, which allowed researchers to turn skin cells into embryonic-like stem cells. Researchers hailed the possibilities for use in regenerative medicine and drug screening. Now, researchers have found a new use: killing brain cancer. Study leader Shawn Hingtgen said that patients desperately need a better standard of care. In their work, Hingtgen and his team reprogram skin cells known as fibroblasts, which produce collagen and connective tissue, to become induced neural stem cells. Working with mice, Hingtgen's team showed that these neural stem cells have an innate ability to move throughout the brain and home in on and kill any remaining cancer cells. The team also showed that these stem cells could be engineered to produce a tumor-killing protein, adding another blow to the cancer

Dear SOS Dear SOS: I have a big issue with my parents. I just graduated from grade 12 and I would like to take six months to a year off from school and travel across Europe with my friends. But my parents are dead set against it. They have two issues: One they want me to go straight to university and finish my studies and the second is that as far as they are concerned young girls shouldn't be travelling alone, especially not across strange countries. I have tried and tried to make them understand my point of view but they will not budge. I simply don't know what to do, except that I know, I am going one way or another. Angry in Surrey Dear Angry in Surrey: It's parent's job to be worried about their children. They worry because they care about your welfare. Don't forget that your parents belong to a community that is very protective of their daughters. It is understandable, that they want you to finish your studies so that you can have a good life. You say you will go

regardless of what they say. By doing that, you will not help the situation. What you need to do is to convince your parents to give you permission to go touring with your friends. You really need to sit down and talk to your parents about how you feel. Hear what I am saying "Talk to you parents not talk at your parents." Statements like “I am going no matter what you say will not help.” It might be best to get help from other family member(s) or a relative they respect and listen to. If you can convince him or her then that person can help your parents see your side of it. My advice is to keep talking to your parents. Let them know you understand how they feel about your education and about travelling alone. And you love them for that. High light your positive points. How mature and responsible you are and they can trust you to do what is right. Also, let them know that you will do everything to keep yourself safe. I am sure then they will give you their permission once they are assured everything. Good Luck. Dear SOS: I have been married for only two months now and I don't like my mother-
On the 19th of last month, the planetary power hit the lowest point in your chart. You’re in the midnight hour of your year. The magical hour. Things seem dormant on the outside, but inside many wonderful things are happening. The new day, the new cycle, is being born. Emotional wellness and domestic (Nov 22- Dec 21) harmony should happen to your main concern now.We consist of two eclipses this month and these are secured to bring change – both personally and in the world at large. The solar eclipse of the 9th occurs in your 4th house of home and family and affects you strongly. By now most short-term financial goals have been achieved and your interest shifts to the intellectual realm. The whole point of wealth is to give us the time and wherewithal to develop the mind. So the month ahead is good for (Dec 22.- Jan. 19) taking courses (or teaching courses in your area of expertise), reading and keeping abreast on all the letters, texts, emails and calls that you own. Students carry out their studies. Sales and marketing people are better at what they do.We consist of two eclipses this month. These are guaranteed to shake up the world and your environment. Things have gone from easy for you so far this year, so it’s time to have a few challenges to keep you on your toes, and keep you from becoming too complacent. We have two eclipses this month that shakes things up in the world and in your environment. The solar eclipse of the 9th (in America it happens on (Jan. 20 -Feb. 19) the 8th) occurs in your money house and announces significant financial changes. Generally these changes happen as a result of some unexpected expense or financial upheaval. You’re required in order to change your thinking and strategy. A bittersweet kind of month. On the one hand, there are many planets in your sign and you’re in the midst of a peculiar pleasure peak. On the other hand, we have two eclipses that shake (Feb. 20 -Mar. 20) things up – both personally and in the world at large. It is a cheerful but eventful kind of month. The solar eclipse of the 9th (in America it happens on the 8th) occurs in your own sign, thus it affects you strongly. It displays a need to redefine yourself – your personality, your image and your selfconcept. Generally this happens because others are slandering or misrepresenting you.
in-law. During my engagement she was friendly and very loving to me. Now she is always complaining and bitching about one thing or another. I feel like telling her off. Whenever we are going out she makes excuses so that my husband can't go with me. She is always finding faults with whatever I do. I have told this to my husband and he doesn't believe it and we always end up fighting. It's gotten to a point that I am suffocating living with my in-laws but my husband doesn't want to move. I sometime think of leaving my husband but my parents tell me not to do that. I don't know what to do. Helpless in Vancouver Dear Helpless in Vancouver: You have only been married a short time, what changed the relationship between you and your mother-in-law? Is she "really" different than before? You say she was friendly and very loving toward you. You seriously need to think as to why your relationship with her deteriorated. It wouldn’t hurt to ask her point blank, if you have done something to offend her and how you can fix it. If you want a relationship with your husband then you need to have a relationship with your motherin-law. First of all, you can't be calling
her names. Just as you wouldn’t call your own mother names and nor would you want anyone else calling her names. Your husband wouldn’t want you doing that with his mother either. Remember no person is perfect neither you nor your mother-in-law. You need to try to get along with her. You need to give your marriage a chance. Getting through the first few years of the marriage takes a lot of understanding and adjustments. Talk to her to see how and what can be done to improve your relationship. If after truly trying your best and still your relationship doesn't improve then you will have to move out with your husband, only if he is willing to move. I can only see that happening if he realizes you are trying your best to get along with his mother and that you are giving her proper respect but still your relationship with her is not improving. It's a long road ahead of you and you must use all of your life skills, patience, tolerance, understanding and love. Good Luck.

Review A superhero action film, "Ghayal Once Again" is a sequel to the 1990 released "Ghayal". This edition takes off from where its last franchise left off. Snippets of the previous edition used generously as flashbacks in this narration, give the film a strong sense of belonging. The film belongs to Sunny Deol all the way. It portrays him in a larger than life character. Ajay Mehra (Sunny Deol) was earlier accused of killing a corrupt business man, Balwantrai. After serving his jail term, he is now an investigating journalist who co-owns a news channel called Satyakam. Though he suffers from PTSD (Post Traumatic Stress Disorder), he is a dreaded man as he goes out of his way to personally clear out all the maladies that prevail in the system, especially corruption. The film starts off on a tacky note trying to establish the setting of the story and the characters. As the tale progresses, the film finds its focus when four college students stumble upon a murder. And then, the narrative picks up momentum and gallantly strides into the action arena. As a debut writer-director, Sunny Deol is subtle yet blatant. He takes potshots not only at the system but also cleverly insinuates the powerfully rich members of the city. With a plethora of well-etched characters, up-to-date subplots, he
'Ghayal Once Again' High-octane action, drama
delivers a fairly comprehensive tale with moralistic and inspirational messages like, "Galat logon se darna, galat hai" and "Agar hum sach ke saath hain, toh jeetne tak haar nahin maanni chahiye". Sunny has managed to extract fine performances from every actor. As an actor with brooding eyes, he emits raw emotions with ease. He is agile, brilliant and appealing in the action sequences. He is efficiently supported by an able cast that includes; Narendra Jha as the business tycoon Raj Bansal, Om Puri
as Joe D'Souza the former police officer who is now an RTI activist, Harsh Chhaya as Aditya Raj Guru the editor of The Daily Herald and Manoj Joshi as the politician. Soha Ali Khan in a restrained and nebulous character Riya, Ajay's psychiatrist-cum-partner, is passable. Tisca Chopra as Raj Bansal's wife and Zakir Husain as the police commissioner, in one-dimensional, stereotypical roles with limited screen presence, are wasted.

But the highlights of the film are the four new youngsters; Shivam Patil as Rohan Kriplani, Aanchal Munjal as Anushka Kriplani, Diana Khan as Zoya and Rishabh Arora as Varun Jain. They are bright and energetic talent who are dynamic and sincere. The only light moment in the film is the song sequence "Lapak jhapak, lapak jhapak loa", which is decently choreographed. With a blend of wide angle shots and close-ups, cinematographer Ravi Yadav's camera captures the film in minute details. And his live frames seamlessly merge with the computer generated images. The action sequences packed with fisticuffs and chases, are wellorchestrated on the streets, railways and malls of Mumbai. These backed with the motivational drive and adrenaline boosting sound effects, uplifts the viewing experience. With a decent production value, the film has a believable and a realistic feel in terms of its setting, but fails in terms of the dialogues, which are packed with cliched and outdated phrases. Overall, "Ghayal Once Again" is a complex tale that is astutely handled. It will definitely appeal to Sunny Deol's fans and those who enjoy action films.

'Fitoor' - Don't have great expectations from this bland adaptation To begin with, the title "Fitoor" is such a misnomer. There is nothing maddening or crazy in the film that is worth screaming about! With themes of wealth and poverty, love and rejection, Abhishek Kapoor's "Fitoor" based on Charles Dickens's novel, "Great Expectations", is set in Kashmir. It is the love story of an orphan, Noor Nizami (Aditya Roy Kapur) who lives with his married sister and caring brother-in-law. The narration begins with Noor coming face-to-face with a terrorist Mirza Beg (Ajay Devgn), on his way home one night. The terrorist scares him into getting food for him and offering him a safe hideout for the wintry night. Days later, Noor, who accompanies his brother-in-law on an assignment to the rich heiress Begum Hazrat's (Tabu) house, happens to spot Firdaus (Katrina Kaif), her daughter. Smitten by her good looks and charm, love happens at first sight for Noor. But Firdaus is cold and
Movie Review:
does not reciprocate his feelings. Encouraged by Begum Hazrat, Noor pursues his love only to realise that love is elusive. While every actor is enthusiastic about their individual part, they lack the passion and this shows in their performance, which is very poised and theatrical. Moreover, Katrina Kaif and Aditya
Roy Kapur's onscreen chemistry, though deliberate, seems uninspiring. Tabu as the eccentric Begum Hazrat offers nothing new or extraordinary to her character. Ajay Devgn in a special appearance as Mirza Beg is wasted and Aditi Rao Hydari as the young Begum with her voice dubbed by Tabu only rattles the viewer. The young Noor steals your heart with his simplicity, innocence and endearing looks. This Victorian Era story is narrated at a leisurely pace, perhaps in keeping with that period. But that does not work for the viewer. The first half is painfully slow and drags, making you restless. The second half gathers momentum with the Begum's back-story and the second act of the main plot, but still does not rivet you to the screen. The script written by director Abhishek Kapoor along with Supratik
Sen, though close to the source material, lacks depth in characterisation, especially that of Mirza Beg. And, thereby the tale loses its plot and emotional quotient, which is so apparent in Dickens's novel. Furthermore, the film lacks dramatic twists and surprise elements that could have kept the audience intrigued. The only time you get jolted out of your seats is during the unexpected, well-synchronised action sequence that takes place in the first half. And, thereafter you keep pining for more such action, but alas! Nothing happens. The Urdu infused Hindi dialogues like, "Main aur meri alishaan mohabbat" which means, me and my magnificent love, are poetry to the ears, but these are few and far between. What mars the listening experience is the heavy anglicised accent, of Katrina Kaif. With wide angled shots or the tight close-ups, be it the white, snow-covered terrain or during the golden hued autumn, cinematographer Anay Goswamy's frames pack the ornate imagery of Kashmir and Delhi to picture perfection. They are a treat for the eyes and definitely one of the few highlights of the film. Hitesh Sonik's background score has some nice delicate pieces that elevate the viewing experience, but the soundtrack by Ankit Trivedi does nothing to propel the narration. Even "Pashmina" sounds lacklustre on screen. Overall, "Fitoor" does not live up to the great expectations you have from the film.

How to host a uniquely Canadian wedding
(NC) The big question has been popped. Now the planning begins and you're going over every detail, looking for an amazing location for your unforgettable day. Why not stand out from the crowd by exchanging your vows in a uniquely Canadian setting? Parks Canada manages the finest systems of protected heritage areas in the world. Happy couples will find that the country's national historic sites offer something that many other venues do
not – a sense of history. The sites' parklike settings and period architecture offer one-of-a-kind backdrops. All that's missing is your personal touch. “Canada's national historic sites make up the rich tapestry of Canada's cultural heritage,” says George Green, vice-president of heritage conservation and commemorations at Parks Canada. “They enable us to celebrate and experience our history in special ways.” These unique locations are found
Government of Canada supporting Canadian communities welcoming Syrian refugees (NC) The Government committed to resettling 25,000 Syrian refugees in Canada by the end of February 2016, and Canadians across the country are banding together to help in their welcome. Community groups are organizing themselves—in many cases working with local businesses, governments and notfor-profit organizations—to ensure that these newcomers have the best start they can in their new country. To complement the hard work at the local and national level, the Government of Canada is also emphasizing supporting those helping refugees as part of the 2016 Canada Summer Jobs (CSJ) program. This year, employers who are involved in the welcoming and resettlement of Syrian refugees to Canada are encouraged to apply. CSJ provides good-quality employment opportunities to returning students through wage subsidies to employers. This practical experience helps students gain skills to break into the job market. It also provides employers with engaged and enthusiastic help during the summer season.
Not-for-profit organizations can receive up to 100 percent of the local minimum wage covered, while businesses and municipalities can have up to 50 percent subsidized. In the past, funding from CSJ has gone to projects that vary in diversity from camp counselling for children with medical, physical and cognitive conditions to library-sponsored reading programs. While all employers are encouraged to apply, other priorities for 2016 also include the arts and creative sector, small business and those supporting or employing Indigenous people. More information and application information can be found online at servicecanada.gc.ca/csj until March 11, 2016.

Maxed out your credit cards? Max out your payments, too

(NC) We all hate getting our credit-card bill weeks after the benefits of retail therapy have worn off. After you check your statement, you might choose to pay off the balance in full by the due date. You'll pay no interest, thus you're using your credit card wisely. On the other hand, you might only make the minimum payment on your credit card balance. This minimum payment will be only a fraction of what you owe, so it may seem like a painless approach to paying off the debt. But don't be fooled: by making minimum payments, your debt will endure for years—decades, even—and interest charges can grow to the point of equaling or exceeding the original cost of the purchase. The cost of minimum payments Let's say you have an outstanding balance of $2,000 on a credit card with an 18 per cent interest rate. Your minimum payment is $10 or two per cent of the balance, whichever is greater. Your initial minimum payment would then be $40 (two per cent of $2,000). If you make only the minimum monthly payment every month, it will take you 30 years and 10 months to pay off your balance in full and you will end up paying $4,931.11 in interest. That's more than double the amount originally borrowed. But if you increase your monthly payment to $100, it will take you two years to pay off the balance in full and you will pay $395.65 in interest. Read your statement By law, federally regulated credit card issuers have to show on your credit card statement an estimate of how long it will take you to pay your balance if you make only the minimum payments. “Paying only the monthly minimum amount on your credit card is not a sustainable financial strategy,” says Lucie Tedesco, commissioner of the Financial Consumer Agency of Canada (FCAC). “Increasing your monthly payment by even a small amount can drastically shorten the length of time it will take you to pay off a credit card balance, as well as reduce your interest charges.” You can use FCAC's credit card payment calculator to determine the impact of only paying the minimum payment on your credit card. Canadian immigrants: Get help with filing your income tax and benefit return (NC) Canada welcomes over 250,000 new immigrants annually, offering opportunities for newcomers from around the globe. While moving to Canada can be an exciting time, it can also present a steep learning curve. This includes learning about completing and sending in an annual income tax and benefit return – which is important to receive family-related benefits and credits and the GST/HST. Maricel and Joseph migrated to Canada from the Philippines with their two children, Julius and Hazel in 2015. While settling down in a new country has its challenges, they are enjoying the many benefits of living in Canada. Their children are enrolled in local public schools and are learning skating at the community centre. Maricel and Joseph are aware that these benefits are possible because of taxes. They are happy to pay their
known as the Community Volunteer Income Tax Program (CVITP) has been offered by settlement organizations and community centres all over Canada for 45 years. Every year the CVITP helps over half a million eligible individuals file their tax returns. Maricel and Joseph got in touch with a settlement centre that participates in the CVITP, and they are getting the help they need to submit their tax return and get access to the benefits and credits for which they may be eligible. If you are one of the thousands of eligible individuals who need a hand completing and sending in your income tax and benefit return, go to www.cra.gc.ca/volunteer. dues, but need some help since they will be submitting a tax return for the first time. The Canada Revenue Agency (CRA)

Volunteers lend a hand to seniors at tax time
(NC) The aging population is becoming one of Canada's fastest growing demographics. For the first time in Canada's history, seniors outnumber youth and this means that there are more seniors who might need help during taxfiling time. If you are a senior with a modest income and a simple tax situation, the Community Volunteer Income Tax Program (CVITP) can help. For the past 45 years, community organizations, their volunteers and the Canada Revenue Agency (CRA) have been working together to deliver free services to those who need help filing their taxes, particularly individuals living on modest or fixed incomes. The maximum income for eligibility is between $30,000 and $40,000 depending on marital status. Tax preparation clinics are organized in local community centres and run by trained volunteers. All volunteers are given tax training by the CRA and they will make sure that you are not missing out on important tax credits and benefits that you may be entitled to. They will also file your income tax and benefit return electronically on the spot. That way, you will receive your refund faster and continue to receive your benefits without interruption. All of the CVITP's services are confidential so you can rest easy knowing your personal information is protected. For information about eligibility and participation, contact the CRA by phone at 1-800-959-8281 or go online at www.cra.gc.ca/volunteer.
