Old Roswell says goodbye to icon Jimmy Hussain Rhea’s on Canton Street will close after 38 years By CHAMIAN CRUZ chamian@appenmedia.com ROSWELL, Ga. — When Mahfuz “Jimmy” Hussain started working at Rhea’s on the corner of Canton Street 38 years ago, he set out to create the “best burger in Roswell.” It was the American Dream. Hussain was born in Bangladesh but immigrated to the U.S. nearly 50 years ago. After the restaurant’s namesake, Glenna “Rhea” Wheeler, died in 2013, Hussain took over and opened three more locations – Rhea’s II, Rhea’s III and Rhea’s IV. But Rhea’s I, which was seemingly a hole-in-the-wall, became popular for Hussain, who had become a Roswell icon known not only for his burgers but his outlandish personality and genuine love for the community. Many Roswell natives said they lost both their friend and gathering place when he died of a heart attack Dec. 22, 2021. Hussain was 68. “He knew a lot of families that had been here a long time or were second or third-generation Roswellians,” said Eric House, a Rhea’s customer of 14 years. “He always wanted you to sit at the counter to talk to you. If this was your first time there, that was the only time you were a stranger.” One of those families was the Judy’s. ROSWELL, Ga. — Even under a new administration, city officials say it could be another year before the Oxbo Road realignment project is completed. Reading a statement from Mayor Kurt Wilson about his first 100 days in office, Mayor Pro Tem Mike Palermo said he and the City Council plan to execute an “Oxbo action plan” by April 24, with project completion expected by Dec. 24, 2023. Wilson did not say why he was absent from the City Council meeting Jan. 24, just that it was “out of an abundance of caution.” The action plan will reportedly include a fully developed timeline, design and cost for the project. However, the new date would put the project over two years past its original deadline. Construction was initially slated for completion in July 2021. Before leaving office, former Mayor Lori Henry said she expected the project to be completed in the fall. The Oxbo project is designed to eliminate the staggered intersection at Ga. 9

Owner reports theft of catalytic converter ALPHARETTA, Ga. –– An Alpharetta man reported theft of a catalytic converter from his Toyota Prius parked on Cypress Court Jan. 18. The victim advised police that the car was operational Jan. 13, and the part had been cut from under the car. Law enforcement were not able to see any physical evidence on the vehicle.
Woman cited for theft at North Point retailer ALPHARETTA, Ga. –– Police responded to a shoplifting call at Dillard’s department store on North Point Circle Jan. 19. A camera operator stated that a female selected merchandise from the display rack and concealed it in her clothing. The operator stated the female wore a puffy, black coat and walked into the lingerie section where she selected a bra from a display rack. The suspect “balled” it up in her hand, then walked toward another section where she appeared to meet with another male. The operator stated that the female stepped into the corner near the down escalator and appeared to place the bra inside her jacket pocket and then returned to where the male was standing. The two walked through another section of the store before proceeding out the main mall exit. Law enforcement caught up to the woman later at the Dillard’s secondfloor entrance.. They told the woman she was seen selecting the bra from the shelf but was not seen returning it or purchasing it. She claimed she left it on a table in the store. The item she told law enforcement she had taken
PUBLIC SAFETY was not the shown item on the security footage. The suspect removed the item from her pants. She stated that she was going to eat lunch first and return to pay for it. The total value of the item was $58. The suspect received a citation for theft by shoplifting under $500 and issued a court date.
Woman loses funds to phone scammer ALPHARETTA, Ga. –– An Alpharetta woman reported fraudulent activity to police Jan. 21. The victim was contacted by a number that showed up on her caller ID as Wells Fargo, and the caller asked if she had made some recent transactions. She said she had not made the transactions and was asked to make Zelle transactions to herself in the amount of $500. The victim also made two wire transfers. The following day, the victim contacted Wells Fargo and was informed the phone call was a scam. Wells Fargo was able to stop the wire transfers but not the Zelle transactions. The victim closed her account but was not able to receive a refund for the Zelle transactions.
Drug & DUI arrests Michael Joseph, 61, of Dunwoody Crossing, Dunwoody, was arrested Jan. 21 on Holcomb Bridge Road for DUI and following too closely. already checked the interior of the house, but they found nothing missing except a pillow with a pillowcase. The electrical main had been switched to the off position. A glass window of the back door was shattered, and many items throughout the house had been moved or displaced. They advised that they did not keep other valuables in their home. The homeowner said that they did not have any cameras or a security system. No tools or other forms of evidence were found at the scene. The damage to the door is estimated to be around $500.
Thief removes items from parked vehicle
ALPHARETTA, Ga. –– Police responded to a theft call Jan. 21 on Parkview Lane. The victim stated mailboxes had been left unlocked and forced open. The victim received photos of her mail delivered but multiple pieces were missing, including her husband’s W2 form.
ALPHARETTA, Ga. –– Police were called Jan. 20 to North Point Parkway for a reported automobile entry. The victim – a Roswell resident – reported their BMW front passenger window had been shattered while he and his family were dining at a restaurant. The victim stated that his black Macy`s backpack containing his credit card, driver`s license, high-end COVD mask and gym clothes had been taken. The victim said $50 cash and camera equipment were also stolen. No tools or evidence was located on scene.

Wood said he loved to brag about Newman’s visit. “When I had a guest, I would say, ‘I want to take you to the restaurant that Paul Newman used to go to,’” Wood said. “Let’s just say it wasn’t what they expected, but Jimmy will forever remain in our hearts. We’ll never be able to replace him. Everybody loved Jimmy because Jimmy loved everybody.” According to House, a Jimmy Special was one or two patties on Texas toast with bacon, mustard, ketchup, lettuce, tomato and cheese. For nearly four decades, six days a week, Jimmy would take a patty, smash it flat on the grill and then smash it again on the toast. He also started every morning cooking a mountain of bacon and rolling out biscuits. “That was a Jimmy burger,” House said. “You either liked it his way or you didn’t get it, and he would tell you that.” Former Fire Chief Ricky Spencer, a Roswell resident of 68 years, started going to Rhea’s before it was Rhea’s. Later, it became a favorite stop of the police and fire departments. Spencer said he still misses Jimmy’s biscuits and gravy but plans to support the Hussain family

A lot of people would come in and he would just talk. He didn’t care what he said or who he said it to, but he was always
your friend and people always came back to have a Rhea’s Special.” Suhad said she’s awed by all of her dad’s close relationships. Despite saying he would close Rhea’s I at 40 years, she knew he would later make it 45 and then 50. There was no way her family would be able to drag him
out of Rhea’s, she said. “I always think about what he was able to create coming here,” Suhad said. “My dad didn’t have very much family here and decided to put himself in Roswell and he loves you all so much. … He would get so excited when y’all would bring your kids back. He would tell my mom and me, ‘See, that’s why I can’t leave Canton Street, because what if they come back and I’m not there.’” Jimmy’s wife Lilly, Suhad and son Saad Hussain will now take over Rhea’s II and III. Rhea’s IV closed years ago, and Suhad said they will close Rhea’s I, because it couldn’t possibly be the same without her dad. On a GoFundMe page for his family, Matt Judy’s wife, Allison Judy, wrote it was his dream for Suhad to graduate from the University of South Carolina, where she is a senior. “Let’s help give back to Jimmy and his legacy by making monetary contributions that will help relieve his family’s stress and angst during this time of transition both personally and for the Rhea’s restaurants,” Allison wrote. “Any amount helps and is appreciated; however, please dig deep so we can care for the Hussain family in the way that Jimmy cared for his community over the years.” To donate, visit gofundme.com/jimmy-hussain-memorial-fund. Legislative proposal could boost local journalist hiring By JEFFREY ALBERTSON newsroom@appenmedia.com ALPHARETTA, Ga. — A federal provision within the Biden Administration’s Build Back Better program would provide employment tax credits for local newspapers to bolster hiring journalists covering local and regional beats. The Build Back Better program cleared the U.S. House Nov. 19, along a strict 217 to 105 party line vote. The U.S. Senate has not yet considered the legislation. Budget estimates from the non-partisan House Joint Committee on Taxation show the overall cost of the Biden initiative will be $1.2 billion over five years. The bill cites specific requirements must be met before claiming the deduction. Specifically, the provision creates a refundable payroll tax credit for local newspaper publishers for a portion of wages paid to local news journalists.
Local publishers would be able to claim a credit against the Medicare Hospital Insurance tax on wages paid. The publisher may produce content in either print or digital format but cannot employ more than 750 people during the calendar quarter in which the credit is claimed. The wages cannot exceed $12,500 per quarter, and the credit is equal to 50 percent of wages paid for the first year. Over the following four years, the credit would be 30 percent. The credit expires after five years. The plan prevents publishers from combining this and other payroll tax credits. To qualify, journalists must spend at least 100 hours during a calendar quarter writing, gathering, photographing and reporting on local events and matters of local public interest. “Good local journalism is a vital component to a community’s quality of

life, in that it helps to ensure good governance, efficient use of tax resources and holds elected officials accountable to their constituents,” said Hans Appen, publisher of the Herald and Crier newspapers. “These tax credits would be an investment in our democratic form of government that would pay dividends to our kids and our grandchildren.” A similar measure, the Local Journalism Sustainability Act introduced in the House in 2020, but gained little movement. The payroll tax provisions were added to the Biden plan. The earlier legislation called for certain tax credits for local newspaper subscriptions and up to $5,000 per year for small businesses to cover 80 percent of advertising costs with local media for the first year and up to $2,500 per year for another four years. While both pieces of legislation have similarities, the Biden program makes no mention of advertising or subscriptions.

Clarity Road bridge set to reopen soon MILTON, Ga. — The small bridge on Clarity Road spanning the Little River is set to reopen within the next few weeks. The City of Milton closed the 48.5-foot-long bridge in March 2021 due to safety concerns after a railing and post were damaged. Communications Director Greg Botelho said the damage was likely caused by a vehicle hitting the railing. The city approved a contract with Gracie Gray Contractors in December for repairs. Work is underway, and Botelho said the repairs are scheduled to take place over the next two weeks, barring any inclement weather. The bridge will reopen after repairs are completed and inspections are performed. — Jake Drukman

Development Authority OKs bond for Alpharetta office complex By JAKE DRUKMAN jake@appenmedia.com ALPHARETTA, Ga. — The Alpharetta Development Authority has approved a revenue bond inducement for a $70 million office complex on Kimball Bridge Road. The bond was awarded to North Carolina-based Crescent Communities, which plans to redevelop the old Bailey Johnson School building at 154 Kimball Bridge Road. Crescent Communities has built about half a dozen residential and commercial projects in the Atlanta area, including Phipps Tower in Buckhead. Crescent has partnered with Kimball Bridge Venture Partners, who pitched the complex to the development authority at the Jan. 25 meeting. Plans call for the complex to provide around 160,000 square feet of office space — a quarter of if an “adaptive reuse” of the existing school building. The bulk of the office space will come in the form of a new three-story, timber-frame building next to the school. The complex will accommodate parking for around 500. Representatives for the development estimate the complex will create around 500 construction jobs and 800 new permanent jobs once completed. Construction is expected to begin in mid-2022 and wrap up at the end of 2023. Alpharetta Development Authority Chairman Jack Nugent stressed at the meeting that the project will put “no city dollars whatsoever” at risk. The developers assume all the financial risk for the complex. Alpharetta Assistant City Administrator James Drinkard said the revenue bond inducement grants the developers a temporary tax abatement. The developers will pay 50% of the property tax in the first year, increasing by 5% each year until they assume the full tax obligation. At that point, the property title transfers to the developers. Developers say its goal is to “maintain the character” of the Bailey Johnson School, which was built in 1949 and first known as the Alpharetta Colored School. It was renamed in 1953 after Warren Johnson, a former slave and proponent of African American education, and George Bailey, who donated the land. Bailey Johnson was the first school in the area where Black students could receive an education from first to 12th grade. Before the school opened, Black students had to travel 30 miles south to
Atlanta to attend classes beyond seventh grade, according to Fulton County Schools. City documents note the complex could serve as a venue for Black history and arts events. Representatives of Kimball Bridge Venture Partners said plans are in the works to have murals painted on the complex to commemorate the location’s history. Developers also noted that they face some supply chain limitations and issues of inflation, saying costs were rising as high as 1% per month. As a result, the complex will charge “top-of-themarket” rental rates, as high as $35 per square foot. Notably, the development comes as Alpharetta struggles to fill some alreadyexisting office space. Metro Atlanta’s average office space vacancy rate is around 14.5%. Economic Development Manager Lance Morsell noted that Alpharetta’s high vacancy rate may be because it is home to around 10% of all the office space in the metro area.

What’s the silver lining? As Jay Zulauf says “even with interest rates rising, we are still at historical lows which is affordable for most buyers”. We are a far cry from the horrific interest rates of 16.63% we saw in 1981 and ahead of the average (per Freddie Mac) of 4.54% in 2018. In summary, the housing market remains robust and still offers affordable investment opportunities for buyers while giving sellers the ability to realize some amazing gains!

February 2022 is not looking to be any better. What can we do? This is where we step in and play Cupid. We meet with sellers every day and encourage them to get their homes properly ready for the market. Just because there is an inventory shortage does not mean buyers are not expecting the sellers to get their homes market ready. They are. When a buyer is paying a premium, they are wanting and finding homes that are move-in ready, with major repairs completed prior to going on the market. This is a win-win for both sides. If a seller presents the market with a home that has clearly been maintained, they will get cleaner
offers and more committed buyers. If you think you may decide that 2022 is the year to make a big change, get that work done as soon as possible. Sellers need to address any incomplete items around the house and buyers need to get their financing square away. If you want to compare lenders, do it now. If you like them today, then you will like them in a month. They will help you present yourself as a solid candidate and make sure that you are ready to buy. As a buyer, now is the time to drive around and tour the neighborhoods of interest to you. Learn about the schools and determine which ones are a priority for you. Your Realtor should be your first call about locations and what they offer. This piece of the puzzle is important so you do not waste time scheduling showings in the wrong neighborhoods. Buckle Your Seatbelts - North Atlanta’s Wild Ride Continues Brought to you by – Ansley Atlanta, Craft Dolan If you were at all involved in the real-estate market in the last 20 months, you at some point asked yourself, what just happened? The affects of the pandemic on real estate took a lot of us by CRAFT surprise. Simply put, it sparked unprecedented movement over the last year and a half. And it’s not over. In 2020 and 2021, buyers and sellers traded up or down in size. Families reevaluated their lifestyle needs in favor of outdoor living space, home theaters, home gyms, pools, Zoom rooms, in-law suites and designated office spaces. Empty nesters yearned for smaller in-town walkable communities. Meanwhile, our North Atlanta suburbs looked really good to out-of-towner’s. The 2021 Metro-Atlanta population increased by 1.86%, or a whopping 108,000 people, over 2020. The pandemic created an ‘I can work from anywhere’ can-do attitude, and many chose here. Housing demand was so high that supply couldn’t keep up. Throughout 2021, we saw a dizzying acceleration of pace and price. In 2019, the days on market for a house in Alpharetta, Milton, Johns Creek and Cumming, meaning the number of days from the time a home is listed through the end of its due-diligence period, averaged 75. In 2021, that number fell to 20.
Now, that’s fast. Over the last 20 months, inventory dropped to a record low. Supply chain delays, material costs and labor issues stalled new construction deliveries. And re-sales flew off the market. Houses went under contract over a weekend, multiple offers were the rule not the exception, buyers waived contingencies and invited sellers to stay in their home rent-free for days, weeks, months after closing just to be chosen. Buyers were doing all the giving, and prices accelerated to record levels. Nationally speaking by the end of 2021, home sales had reached the highest levels since 2006 and prices had increased as much as 20%. Now what? Local prices remain high and are expected to increase another 10% in 2022 according to the Atlanta Chamber of Commerce. We’re confident the upward price correction we’ve seen in our local real estate market is here to stay. Inventory remains tight, but new-construction deliverables are on the way. Pricing may stun you, reflecting still-higher material and labor costs, and supply-chain delays will persist. New-construction buyers will need to remain patient. Interest rates are on the rise. Now about 3.5% for a conventional-loan mortgage, rates are expected to hit 4% by the end of 2022, challenging buyer’s buying power. This plus buyer skepticism of putting it all on the line to win the favor of a seller has helped cool the rapid pace and price escalations of yester-year. But cooling doesn’t mean stopping.
Drivers for Metro-Atlanta’s continued real-estate success are related to our healthy economy. We have strong job growth. Our unemployment rate is the lowest ever recorded at 2.2%. We have positive population growth. Superb education options. And Atlanta is handling inflation better than most. Dunwoody’s Stage Door Theatre announces first show of the year BY ADAM DARBY adam@appenmedia.com DUNWOODY, Ga. — Stage Door Theatre will present Oscar Wilde’s “The Importance of Being Earnest” to kick off the second half of its season. This marks the theatre’s 48th season producing live stage productions for Dunwoody theatregoers. Rather than setting the play in its original 19th century London setting, Director Kelly Johnston has set this show in 1920s Georgia. “Wilde wrote several pointed and poignant plays in his storied career, but we’re happy to kick off the new year with a sparkling and hilarious ‘champagne comedy’,” Johnston said. The classic play tells the story of two wealthy Georgian bachelors who each assume the identity of a fictitious man named Earnest to win the hearts of two young women. The ladies have publicly stated their adoration of the name alone. Meanwhile, the two leads are attempting to slip past the
interference of the intimidating Mrs. Bracknell. Wilde’s witty farce shows that pretending to be someone else leads to being yourself. “The true genius of the farce is not the pointed message some of Wilde’s other plays are known for, but the absurd relatability of Wilde’s opinions on triviality and class.” Johnston said. Scammer takes victim for thousands of dollars ROSWELL, Ga. ––Police were dispatched to Brookside Place Jan. 24, in reference to a fraud complaint. The victim reported a caller claiming to work in Amazon’s security and fraud department notified him that recent purchases were made to his Amazon account, and the items were to be delivered to an address in Ohio. Over the course of several hours, the scammer convinced the victim to purchase five Target gift cards – $500 each – and one Apple gift card at $500, providing the access numbers to the
scammer. The scammer explained that with each purchase he was able to get closer to other “scammers” attacking his accounts. The caller then convinced the victim to download an app on his iPad called “Any Desk” which provided the IP address to the scammer, securing access to his iPad. The scammer then convinced the victim to create a Zelle account through Wells Fargo that provided him access to the man’s checking account After hours on the phone, the scammer stated that he would call back to follow up with the progress on “securing” the victims’ Amazon account. The victim went to a Wells Fargo branch and reported the fraudulent activity on his account and no funds seemed to be missing. The scammer called back but it was not answered. The victim was advised to flag his credit for additional fraudulent attempts.

Oxbo: Continued from Page 1 and convert the portion of Oxbo Road near Mimosa Boulevard into a two-way street. It also calls for new turning lanes and a traffic signal on Ga. 9 and Oxbo Road, among other improvements. The city broke ground on the project January 2020. In 2017, Roswell paid the owners of Roswell Hardware Store $3 million for temporary ownership of their property for road alignment. The city was obligated to return the property in ready-to-build condition by Oct. 24, 2020, but failed to meet the deadline, resulting in a $2.5 million settlement with the owners. Early in 2021, Henry ordered an investigation into the cost overruns and delays with the project. A report on that investigation, conducted by the law firm Jarrard & Davis, was made public in September 2021. The report cited 15 years of mismanagement by Roswell city staff and the city attorney as reasons for the significant delays and millions of dollars in cash settlements for the Oxbo project. At last count, the investigation has cost the city $131,522.22, according to Community Relations Director Julie Brechbill. Brechbill confirmed the city is actively searching for a new Director of Transportation after Muhammad Rauf, who had led the project for several years, was replaced on an interim basis by Environmental and Public Works Director Dan Skalsky last fall. The position was posted Dec. 23 and is set to close Feb. 13. The new administration plans to create a citizens transportation commission to look over future transportation projects, a move residents have been calling for since word of the Oxbo project’s problems began to surface. Jason Yowell, a frequent critic of the former mayor and council, said he was pleased the commission has become a priority. Yowell ran for mayor last fall. “It is gratifying to have a mayor and council at long last that is going to be responsive to the citizens of Roswell and issue direction to staff rather than taking orders from staff and selling that agenda to the citizens,” Yowell said. “It’s a refreshing change of strategy and I am truly thankful.” Another major goal of Wilson’s 100-day plan calls

for hiring an economic development director. The city posted the position Jan. 14. It previously launched an official search in July 2021. The city currently has a public-private partnership with Roswell Economic Development and Tourism Inc, which oversees the economic development organization Roswell Inc and the destination marketing organization Visit Roswell. The organizations are led by Ken Davis, Steve Stroud and Andy Williams, respectively. Both Roswell Inc and Visit Roswell receive funding through the city. When the City Council approved its agreement with the organizations last summer, it called for tighter financial monitoring. Palermo said hiring an economic development director will help to better align the city’s economic activity. “The mayor and City Council will synchronize all economic activity in our city under one umbrella and bring all our boards, P3s, etc. under the same economic direction,” Palermo said. Other actions include reactivating the 2015 Roswell River Master Plan, hiring a master planner, approving a master arts plan, creating a city master plan for the next 20 years, and bringing an outside vendor to execute a full financial review of the city, budgetary functions and department activities. There will also be a bigger focus on the “people’s calendar,” through which city meetings will be scheduled on dates to accommodate residents. Lastly, the plan calls for a “best in class” police pay plan. Palermo said city officials will go on a retreat next month along with city staff and consultants to see firsthand economic development and examples of successfully executed plans. A City Council open forum is slated for 7 p.m. Jan. 31. The next City Council meeting will take place Feb. 14. Both events will be at City Hall.
