A note to our readers

One giant leap Alpharetta city and parks officials – along with a host of skateboard enthusiasts – celebrated the official opening of the Union Hill Pop-up Skate Park July 30. The project came about this summer when the Parks PHOTOS BY ZACH SHUGAN/HERALD Department converted a roller hockey rink to accommodate the growing number of people who had no place to go for skateboarding. Some were congregating at downtown’s City Center, using streets, sidewalks and even the Parking Deck to employ their skills. 2020

ALPHARETTA, Ga. — Police were notified July 21 after a company on North Point Parkway realized it had been scammed for tens of thousands of dollars. An employee at the company told police he received an email from his boss in June to wire nearly $20,000 to another bank account. The man followed the directive, but

Deadly threats alleged in social distancing row ALPHARETTA, Ga. — Two people allegedly threatened to shoot each other July 24 over a dispute on social distancing guidelines at the post office. The incident started at the Old Milton Parkway branch, then spilled into the roadways before ending at the RaceTrac gas station near the Avalon. Police say that when the two parties were standing in line at the post office, one man wearing a mask noticed a couple standing closely behind him without masks. The man, who had his pregnant wife in the car and family members with autoimmune diseases, told police he then asked the couple if they saw the lines on the ground recommending 6 feet of distance. At that point, the woman allegedly became upset and began yelling at the man in front. The argument eventually moved to the parking lot, where the woman allegedly threatened to shoot the man. When police arrived, the couple told police it was the man with the mask who had threatened to shoot them. They said they had issued no similar threat. Police were unable to determine who had instigated the threats, and with no way to identify the initial aggressor, no charges or citations were issued.

shortly after sending the money realized the company might have been scammed. The IT department at the business investigated and discovered the boss’s email account had been hacked. The company’s bank said it thinks it may have tracked the suspect down in Corpus Christi, Texas, according to police.

Man cited for trespassing in cineplex parking lot ROSWELL, GA. — A man was given a citation for criminal trespass July 19 after officers found him trashing the parking lot at Aurora Cineplex. Police said they found the man in the Holcomb Bridge Road parking lot pushing over trash cans and spreading garbage throughout the lot. When they ran his name through the system, they discovered he had previously been cited for criminal trespass at the same location. After receiving the ticket, the suspect allegedly ripped up the paper, cursed out police and left the scene.

Thief removes medication from unattended purse ROSWELL, Ga. — A woman called police July 19 reporting medication had been stolen from her purse at East Roswell Park. The woman told police she left her purse on the side of the field while she played soccer for a couple hours at the Fouts Road park. When she finished, she noticed two pill bottles missing from inside the purse. The two medications were the only items taken from the purse, according to police.

Man cited for showering at closed aquatics facility ROSWELL, Ga. — Police responded to the Roswell Adult Aquatics Center on July 25 after a man who was not supposed to be there allegedly used the facility for a shower. Police were called to the city’s indoor

pool facility, which is currently closed to the public due to the pandemic. Only registered therapy groups are currently allowed use of the pool at reserved times. An employee at the facility told police a man entered the building and said he was with the party using the pool at the time. He then told the employee he needed to use the restroom. The employee then heard the shower being used in the men’s bathroom, so he checked with the swimming party whether the man was with them. The group said no, confirming the employee’s suspicions. Police caught up with the suspect shortly after he left the scene, and the man was issued a warning for criminal trespass.

Police investigate threats to homeowners group JOHNS CREEK, Ga. — Employees at Abberley Towneship called police July 21 after an interaction with a man over alleged homeowners association violations turned heated. The two women told police they were walking the neighborhood making inspections for HOA violations when they came across the homeowner on Bossier Drive. During the conversation, the women said the man became “loud, aggressive and verbally threatening,” screaming profanities loud enough for neighbors to hear. Police met with a nearby neighbor who witnessed the exchange, and she confirmed the man yelled profanities at the women and called them names. Police went to the man’s home but were unable to contact the resident.

Alpharetta requests state data Roswell approves plan for new on local sales tax collections Doc’s Cafe site City says information could be important in distribution talks

By ZACH SHUGAN zach@appenmediagroup.com

By PATRICK FOX pat@appenmediagroup.com ALPHARETTA, Ga. — Alpharetta wants to peek at a hole card the state seldom turns over. The City Council voted July 27 to petition the Georgia Department of Revenue for information about sales tax collections within the city. That’s something the state agency rarely, if ever, discloses unless the city has its own municipal sales tax. Alpharetta does not. Right now, Alpharetta receives about a 6 percent share of Fulton County’s 2 percent countywide local option sales tax. County residents outside Atlanta also pay an additional 1 percent sales tax to fund MARTA. In Atlanta, the MARTA sales tax rate is 1.5 percent. The Georgia Department of Revenue collects Fulton County sales taxes from merchants and businesses in every city and in every corner of the county. After keeping a 1 percent administrative fee, the agency then returns the money to Fulton County for distribution to local jurisdictions. Except for Atlanta, which has its own municipal tax, the state does not reveal how much it collects from merchants within each city. That rubs Alpharetta City Councilman Ben Burnett the wrong way. “It’s been long speculated by the City of Alpharetta that it is to our advantage to know what the sales tax data is from a point of sale reference point,” Burnett said. “It’s also helpful to us as we enter into local option sales tax negotiations [and] a potential TSPLOST 2.” Another consideration, he said, is whether the city could relieve the tax

Everyone gets a share Here’s a breakdown of the current percentage each city and the county receive from the Local Option Sales Tax. The shares are generally determined by a city’s population and are adjusted every 10 years after an official census. The state does not disclose which cities generate the most sales taxes. burden on Alpharetta property owners through a municipal sales tax. It is impossible to know whether a citywide sales tax is feasible without knowing beforehand how much is being collected, Burnett said. Almost two-thirds of the city’s property is commercial, and those properties pay sales taxes. Cities with large assets in the number of businesses have long protested the county’s distribution formula based on population. They argue cities that lay the infrastructure and support for businesses paying the sales tax should receive a larger share of sales tax collections. In an email to the Georgia Department of Revenue dated July 22, Alpharetta Finance Director Tom Harris asked what information the agency would provide on local vendors’ sales tax certificate with the state. The agency replied that the city would receive the taxpayer name, address, state tax number, state tax identifier number, phone number and commodity category. Nothing about how much tax was collected. “The actual data itself may not ultimately get us, on the face of it, where we want to go,” Harris told the City Council. “There would be no revenues associated with that business shared with us.” There is precedent for Alpharetta’s move. Back in 2008, the Georgia Senate empaneled a Local Sales Tax Collection Study Committee to examine the feasibility of allowing local governments and school districts to collect their own sales tax dollars. “Respect for Georgia Home Rule should include the ability for local government to choose the best method for their sales tax collection,” the report concluded. The report also said it would introduce legislation to the same effect. That legislation never passed.

ROSWELL, Ga. — Roswell City Council voted July 27 to approve a new home for the historic Doc’s Cafe. The measure passed unanimously, with all six council members voting in favor of the proposed Pleasant Hill Street location for Doc’s Cafe, the first restaurant in Roswell where Blacks were welcome to eat. “The intent overall is to safeguard the structure for future use as a landmark of interest for the community,” said Roswell Historic Assets Manager Dena Bush, who presented the proposal to the City Council. The council went with the Pleasant Hill location over possible sites on Oxbo Road and Oak Street. The Pleasant Hill option includes two possible locations for the building, which will be decided on later. Doc’s Cafe was moved from its old location to save the structure from demolition due to the Oxbo Road realignment project. For more than a year, it has occupied space at Oxbo Linear Park while the city searched for a permanent location. In January, the city approved a plan that contracted an engineering consulting firm to evaluate three potential sites. The search considered factors such as parking availability, proximity to community, utility locations, site costs and more. According to the report from the firm, the expected cost to relocate Doc’s Cafe to Pleasant Hill Street will be more than $250,000, depending on which Pleasant Hill site is selected. The Oxbo Road site was the least expensive option, estimated at $129,474. The Oak Street site was estimated to cost $247,836. Mayor Lori Henry highlighted the historical significance of the former restaurant as the most important factor in saving the structure. “I personally feel that Doc’s Cafe is very instrumental in telling all of the history of Roswell,” Henry said. “It is far too premature to even talk about a business plan. We are saving a structure that’s important to the history of our community.” There is currently no set opening date for Doc’s Cafe.

... What I’m hearing from other chambers all over, is that the economy ... is really in the hands of consumer confidence. Are folks ready to get back out there? KALI BOATRIGHT, Greater North Fulton Chamber president 8 | Alpharetta-Roswell Herald | August 6, 2020

North Fulton Chamber retools as pandemic endures Business group plans more timely initiatives to aid area employers By PATRICK FOX pat@appenmediagroup.com NORTH FULTON, Ga. — Stoked by a widespread surge in coronavirus cases, the Greater North Fulton Chamber of Commerce has stepped up efforts to assist local businesses weather an uncertain economy. The chamber hosted its first in-person event in three months July 16 at the Chattahoochee Nature Center — outside, of course, celebrating the center’s butterfly exhibit. The Business After Hours event was limited to 50 people, and there was a standby list. “People are ready to get back to inperson visits,” said Chamber President Kali Boatright. “We want to make sure our business members are confident that if they come to one of our events, that we’re following all the right guidelines and doing all the right things.” The Greater North Fulton Chamber BOATRIGHT mounted initiatives in the early stages of the pandemic, teaming with the Forsyth County Chamber to present a series of virtual job fairs throughout May and June. It also assembled a series of business workshops online free to members and non-members. The topics were timely, dealing with topics like financing, securing Payroll Protection Program assistance and how to promote consumer confidence. One event featured a town hall with all five mayors from major North Fulton cities.

Charity group names new executive ROSWELL, Ga. — North Fulton Community Charities has named Marten Jallad the new director of operations. In his role, Jallad will oversee all operations and lead the facilities management and thrift shop teams. Jallad has extensive experience in retail store management with big box retailers and thrift stores. His skill set includes the management of both large facilities and teams.

The Chamber also teamed with economic development heads from four cities to survey local businesses about conditions, layoffs and sentiment. The first survey was conducted in April and drew responses from more than 500 local businesses. Another survey was conducted in May, and a third survey just wrapped up in late July. “I believe, and what I’m hearing from other chambers all over, is that the economy, at this point, is really in the hands of consumer confidence,” Boatright said. “Are folks ready to get back out there?” On July 28, Lt. Gov. Geoff Duncan spoke at the monthly Wellstar Chamber Luncheon series, outlining highlights of the unusual 2020 Legislative Session that had been interrupted by the pandemic. Boatright said the free seminars, keyed toward business interests, will continue through August. “As a regional chamber, one of the blessings is we have connections to a lot of excellent speakers and knowledgeable experts,” she said. “There’s so much information out there, it’s very difficult to cull through all of it.” More recently, the Chamber has formed its own Economic Recovery Task Force made up of public and private leaders from throughout North Fulton. It has five functions: • Cash flow and liquidity – advising businesses on current sources of funding, such as the Payroll Protection Plan and other assistance. • Small business and entrepreneurism – a group of legal and financial experts available to assist those wishing to start their own business. • Workforce and unemployment – repurposing “It’s an exciting time for Marten to join NFCC,” said NFCC Executive Director Holly York. “He brings years of experience in facilities management to our team and has expertise in retail and thrift operations.” Jallad said he is looking forward to the challenge. “I am so very excited to join such an organization that provides so much to

SCHOOLS

Fulton Schools presents plan for phased re-opening of classrooms By CANDY WAYLOCK candy@appenmediagroup.com NORTH FULTON COUNTY, Ga. — Fulton County Schools leaders admit the playbook for managing education in a COVID-19 crisis is changing constantly. Plans made become plans discarded as data comes in. A month ago, Fulton was planning a return to in-school instruction, with a virtual option for those not ready to return. Weeks later, the school district was forced to scrap those plans and implement district-wide remote learning as COVID+ cases soared. School officials are now finalizing plans for a phased reopening, perhaps as early as mid-September, if the downward trend of COVID+ cases continues. “This is complicated,” said Superintendent Mike Looney. “There’s not a book I can reference…so I’m talking to as many informed people as I can in the health, education and government [fields].” Even that comes with challenges, Looney noted, citing the differing opinions on what is best for kids. He relies mainly on information from the Fulton County and Georgia departments of health, and he emphasized data drives the decisions. The information today was not readily

available in March when Fulton became the first district in Georgia to shutter schools because of COVID-19. It was a decision Looney said “was a quick decision” and perhaps a rash one as well. Plans to transition instruction to a virtual platform in March were not fully in place, resources and technology issues surfaced, and learning suffered. “We have learned from that process, and we have been planning for an improvement,” Looney said. Chief Academics Officer Cliff Jones said remote instruction this fall will not mirror the experiences student’s had last spring. “Be assured, universal remote learning will be a different experience, with provisions that allow more rigor and more concern for the learning environment,” Jones said. Emphasis will be placed on teachers maintaining connection with students, daily live instruction, more time spent in the “virtual” classroom, and mitigating instances of academic dishonesty and cheating. “The lessons [from last spring] were not missed on us,” Jones said, noting that safeguards have been put in place to ensure students are present. During the July 23 meeting of the Fulton County Board of Education, a

reopening strategy for the school year was presented. School begins Aug. 17 with teachers in schools and students learning from home. A Phase 1 reopening could begin as early as after Labor Day if the number of COVID-19 cases continue to decline from the summer surge. Face-to-face would start with PreK–2 and for special need students who could return to schools in small numbers for meetings with their teachers. Students in grades 3-12 could arrange for one-to-one conferences with their teachers. From there, depending on data, those options could expand through Phase 4. Full face-to-face instruction will reopen when the number of COVID cases remains at or below 100 per 100,000 population for two weeks. Students may still opt to continue virtual learning. Currently, cities in North Fulton, including Alpharetta, Johns Creek, Milton and Roswell, are the closest to hitting the goal of 100/100,000. Cities in South Fulton are considerably further away from that benchmark. The city of Atlanta has nearly half the number of positive cases in the entire county. The decision on whether clusters of schools, or sections of the district could be in different phases at the same time

is still under discussion. Looney said reopening will be done in a measured way, based on data, that maximizes safety. “The worst thing we can do is open and close [again], and have this rubber band effect that upends people’s lives,” Looney said. Teachers return to work Aug. 3 for two weeks of pre-planning. Provisions have been made for those teachers unable to return for “legitimate” reasons, but Looney emphasized short-term subs will not be available. Chief Talent Officer Ron Wade noted the anxiety of teachers returning to work is primarily based on safety. “We have put in place safety measures, [including] they will be wearing masks, schools will follow CDC guidelines, daily health checks, [virtual staff] meetings and limiting visitors into the schools,” Wade said. Board Member Gail Dean noted some teachers have concerns about returning to schools when they have children at home. Looney responded it was a situation that parents of all 95,000-plus students are also dealing with in this situation. “I hope the teachers understand it is very difficult to strike a balance, and we are trying to make this situation as fair as possible,” Looney said.

Home safe home

By Mary Lou Lanaux Ansley Atlanta “Home is a shelter from storms — all sorts of storms.” — William J. Bennett

With words like Quarantine, shelter in place, lockdown, curfew, work from LANAUX home, virtual classes, Zoom calls etc. becoming a part of our day to day vocabulary we have

come to appreciate our Homes more than ever before. Home ownership has always been touted as the greatest asset with a measurable value. Today it’s the immeasurable, that has unparalleled value. The physical and emotional comfort, a place of love, space we call our own. It is our sanctuary. The demands and need for these sanctuaries (homes) has exponentially increased in these past few months. As we move forward we believe that the migration from downtown cities to suburbia is the new trend. Our homes

have become more than just places to sleep, share meals and memories. They are now our offices, schools, movie theaters, restaurants, yoga studios, libraries etc. These demands have led to a need for larger spaces, room that we can assign for all the different activities. The commute which made you roll your eyes about suburban living is no longer a point of contention. We are all conducting business in dress shirts, PJ’s and comfy slippers. What else do suburbs have to offer that is so vital in today’s environment? Green space, safe schools, great medical facilities, no traffic jams, proximity to cultural events, low crime rate and better air quality. This means that suburban homes are looking more and more

favorable for people of all generations from Baby Boomers to Generation Z. This brings us to the very burning question on every prospective and current homeowners mind. How can I buy or sell a home in today’s environment? We have the answer: Embrace Virtual. For exceptional real estate service, contact Mary Lou Lanaux at 404-312-5757 or visit her website at www.maryloulanaux.com

4 summer home tasks you may have forgotten to complete Brought to you by – BILL RAWLINGS Senior Vice President & Managing Broker, North Atlanta Office Atlanta Fine Homes Sotheby’s International Realty With seasonal changes such as higher RAWLINGS temperatures, frequent rain showers and longer days, it is important to properly maintain your home. By creating a summer maintenance checklist, you can protect your investment and ensure it remains in good shape for years to come. Be sure to add these four key summer home tasks to your list: Inspect Your Home Performing an annual inspection of your home saves you both time and expenses; plus, it can help you identify problems before they become a hazard. Check your safety devices, such as smoke alarms, carbon monoxide detectors, fire extinguishers, etc., are working properly and have fresh batteries if needed. Examine your appliances as well as their respective wires and cords to guarantee security and long life. Check Your Home’s Exterior Examine your home’s exterior to fix any hazardous loose railings, foundation imperfections, debris and roof issues. Also, if your exterior needs a refresh, power washing is an easy way to remove any build-up from heavy rain, and a fresh coat of paint can protect vulnerable areas. Summer is notorious for storms; therefore, it is crucial your foundation vents, gutters and

downspouts are clear of debris to prevent damage to your roof and interior. Spruce Up Your Outdoor Areas Similar to spring, the summer months allow beautiful plants and flowers to flourish, which boosts your home’s curb appeal. Your summer landscaping can be updated by sowing drought-resistant plants, covering gardens with mulch to shield them from the hot sun and seeding seasonal flowers and plants. Additionally, trimming any branches or shrubs near your roof and siding can avert moisture destruction and unwanted pests. Invest in Your HVAC Perhaps one of your favorite home amenities, your HVAC provides you necessary shelter and comfort from the blistering Georgia heat. Your HVAC unit should be inspected, serviced and cleaned at least once annually, and the best time to do so is during a rapid temperature change. It’s best to let a professional handle inspecting this particular system! Also, be sure to change your air filters regularly and, if you have them, clean your foundation vents. By adding these essential tasks to your summer home maintenance checklist, you can save on costs down the road and protect your investment. If you require assistance with home maintenance or have any real estate needs, please contact Atlanta Fine Homes Sotheby’s International Realty at 770.442.7300. We would be happy to help! Becoming best in show in the age of HGTV Brought to you by — Jody Tirone Ansley Atlanta Real Estate You hear the stories, homes on the market for only a few days that sell with multiple offers. How is it possible? It is all in the mindset. SucTIRONE cessful sellers shift their mindset from homeowner to potential buyer. A shift from thinking about a home that holds so many precious memories to a property that is an investment; likely the largest investment they own! These smart sellers acknowledge there are features in their home that might be perceived as a negative and they work with an experienced REALTOR® to either price the home appropriately for its current condition, or implement updates to put their home in alignment with what buyers are seeking. Now that you are wearing your buyer glasses, how does your home appear to you? What features would make you hesitant to purchase your own home? If you’re dealing with a negative feature that can’t be changed, what are your options? Make sure the interior spaces are so desirable that buyers are willing to

overlook that busy road, steep driveway, or small backyard. Focus on light and bright. Paint the interior of your home in lighter colors that reflect the light, not darker colors that absorb it. Remove heavy draper-

ies and window treatments to create a bright, appealing home and make rooms appear larger. Updating light fixtures is another easy way to give your home an updated, custom look. The old saying, “kitchen and baths

sell homes” still rings true today. If these rooms are outdated in your home, spending a little time and money there can yield big results. Updates can be as complex as a complete remodel or as simple as painting dated cabinetry, changing counters, and adding fresh new fixtures. Carefully assess all aspects of your home to identify any deferred maintenance issues. Sellers often live with, and become immune to, squeaky floors, scuffed paint, and overgrown landscaping that are immediate turn offs to buyers. Lastly, focus on the scent of your home. Your home should smell as fresh as its new décor. This vital shift toward thinking like a buyer can potentially take a home destined for many days on the market and low offers to a multiple offer home and increased profits! Are you ready to put on your buyer glasses and make your largest asset work for you? Investing in your home is always a good idea, and it will return the favor with increased profits you can put toward your forever home! Cyclists, pedestrians get lift from Dunwoody ordinance Police crack down on drivers who refuse to yield proper space

By JEFFREY ALBERTSON newsroom@appenmediagroup.com DUNWOODY, Ga . — In the three months since it began enforcing Georgia’s toughest pedestrian and bicyclist protection law, Dunwoody police have issued 31 citations to motorists for failing to yield space to other road users. One case cited a motorist for allegedly striking a cyclist on Tilly Mill Road. The Dunwoody City Council passed its vulnerable road user (VRU) ordinance last November. The law became effective May 1. It requires passing a protected user, such as construction workers, bicyclists, and skateboarders, with at least 3 feet clearance. Drivers are required to stop for vulnerable users at crosswalks and maintain a safe distance behind if conditions are not safe to pass. The ordinance permits a driver to cross an opposite-direction traffic lane

when safe. Violations carry penalties of six months in jail or probation, up to a $1000 fine and suspension of the driver’s license. “The number of citations issued so far demonstrates the need for this ordinance,” Dunwoody City Councilman Tom Lambert said. “I am thankful that our police department is using our ordinance as an enforcement tool to make

amended the ordinance on July 13 to allow cyclists to ride on a sidewalk, given they make an audible signal before passing a pedestrian. At the July 27 Dunwoody City Council meeting, City Manager Eric Linton said the Dunwoody Police Department recently issued 12 VRU citations while conducting a pedestrian crosswalk detail at Mount Vernon and Stratham Drive and at Peeler Road and Windwood

Drive. On July 13, a cyclist was hit on Tilly Mill Road near Dunwoody Glen by an SUV. The driver of the SUV was cited with hit and run, not passing at a safe distance, and violating the VRU ordinance. The motorist was identified by footage provided to police from a bike camera. Police say when they went to the driver’s address, the SUV had scuff marks from a yellow pool noodle, and the passenger side mirror was folded back and hanging from its mount. The police report stated the driver did not stop because the cyclist appeared “to be fine and was still riding her bicycle.” The cyclist, Pattie Baker, said she uses a “bike noodle,” crafted from a yellow pool noodle to help drivers visualize what passing with 3 feet looks like. “[It was] a miracle to me I didn’t fall; It saved my life,” she said. As a mom, voter and citizen, she said infrastructure change is needed and that she shouldn’t “have to rely on the actions of drivers to get home safely.”

Baker said she is proud the city adopted the VRU ordinance and Dunwoody is “uniquely positioned to be a leader in the metro area.” National Highway Transportation Safety Administration data reported a 37.5 percent increase in cyclist deaths since 2010. In 2018 alone, 857 cyclists were killed. The Fatality Analysis Reporting System, another NHTSA dataset, reported that 29 cyclists died in Georgia in 2018. From 2014 and 2018, 116 cyclists were killed in Georgia. Since 2014, there have been no known cyclist deaths in Dunwoody, but In April, Felix Mayer of Dunwoody, was killed while riding a bicycle in Sandy Springs. Lambert said he hopes the VRU ordinance draws attention to the simple steps motorists need to take to make Dunwoody a bike- and pedestrianfriendly community. He said that it rarely takes more than a few seconds to wait for an opportunity to safely pass a pedestrian or cyclist. “Those few seconds could literally save a life,” he said.

OPINION

NorthFulton.com | Alpharetta-Roswell Herald | August 6, 2020 | 25

The press, and who’s going to know? Covering city council and county commission meetings tends to be, let’s say, tedious at times. With some exceptions — like when a developer is asking for a multitude of variances to increase RAY APPEN the number of units Publisher Emeritus they want to build — ray@appenmediagroup.com covering government meetings tends to be routine, quiet, and frankly, a snooze. Attendance tends to be sparse. Today, most council and commission meetings are streamed, so you can sit in your home and check out what your elected representatives are up to. I will suggest however, that in normal times the number of people who actually watch online is less than the number who attend in person. Hatcher Hurd who reported for Appen for so many years, always used to sit in the front row, week in and week out, notebook in hand, listening to every detail. For many meetings, he was part of an audience of less than five. But he always showed up. Sitting in the front row, Hatcher became something different than just a body in a chair. He became a “check and a balance.” Council members always knew that he would check up on their decisions and would make sure that everything passed the smell test — the balance. Because he had more institutional knowledge than most council members, there wasn’t much that slipped past him. He knew the rules. He knew the history. He knew who to call. He knew enough of the law to know when it was being manipulated. For all practical purposes, his function at those council meetings was akin to a referee at a football game. Everyone abides by the rules, or he calls it. Over the past 30 years, we’ve had an Appen reporter at around 4,000 city council meetings by my estimate. And we’ve reported on every single one. We’ve had to throw that yellow flag onto the field more than a few times. Recently we threw one on the City of Roswell for withholding information that, by law, belonged in the public domain. It ended up in court, and ultimately the information became available once again to the public. Last year, we threw the yellow flag when the Forsyth County Commission approved an item in open session — a matter earlier discussed in executive session— that they provided no details for. Nothing. They subsequently reintroduced the item, providing more details before casting a second vote.

Over the past 30 years, we’ve had an Appen reporter at around 4,000 city council meetings by my estimate. And we’ve reported on every single one. We also wrote an article last year on Forsyth County’s plan to finally make their agenda documents available to the public online in advance of meetings. We were told it was “in the works,” but now, over a year later, still no agenda packet available online. Gwinnett County made their agenda packets available online more than 10 years ago. Fulton has had its agenda documents available online before meetings for years, as well. So has Cherokee County. The public needs reasonable access to public business. If access to online agenda items were ever needed, it is now when everyone is sheltering in place or avoiding unnecessary crowds. We’ll keep you posted on Forsyth County’s online agenda packet availability. Meanwhile, we’re still awaiting word from the Georgia Attorney General’s Office over a request we made two months ago. It related to Forsyth County’s probe into a commissioner’s alleged circumvention of open records protocols. The county has yet to release the emails we requested. City councils, county commissions, school boards, all public institutions make decisions that impact your lives. They spend your tax dollars as they see fit. They award contracts paid for with your money and they do this in compliance with established law. One primary reason they comply with the law is because there is a newspaper reporter sitting in the front row listening. Years ago, after a city council meeting had ended, our reporter was getting ready to go home. It was late. Two council members were still in chambers having a conversation. One councilman said to the other, “Why don’t we just go ahead and approve that? Who is going to know?” In response, the other council member replied, pointing to our reporter a few feet away, “he will.” If the day arrives when there is not a reporter sitting in that front row, it will be a game with no referee. How do you think that will go? Support your local press. It’s the only one you’ve got.
