Roswell celebrates Dia de los Muertos By CHAMIAN CRUZ chamian@appenmedia.com ROSWELL, Ga. — Sisters America and Citlalli Salas-Abrego wandered the grounds of the second annual Dia de los Muertos Festival near Roswell City Hall looking for pieces to complete their family’s “ofrenda,” Spanish for “altar.” The girls, dressed in semi-poofy skirts and intricate flower wreaths, wore their best La Catrina makeup complete with hollowed-out eyes and stitched mouths. One of them resembled Mexican artist Frida Kahlo. Although Dia de los Muertos, or Day of the Dead, happens around the same time as Halloween, it is a Mexican celebration that takes place over several days, Oct. 31 to Nov. 2, and honors family members who have passed away. The festival on the grounds of Roswell City Hall on Oct. 30 featured a costume contest, margarita tasting, traditional Mexican entertainment, food trucks, face painting and a showing of Disney’s “Coco.” Roswell Special Events Manager Chris Ward said between 2,500 and 3,000 people attended the event. “[Turnout was] a bit lower than expected, but the weather was a factor,” Ward said. “The goal was to have an event to celebrate our Hispanic community in a way that was culturally sensitive and educational for all.” As America and Citlalli walked around looking at all the vendors at the festival, they stopped to buy “pan

ALPHARETTA, Ga. — Seeking to preserve a force that has struggled to keep its ranks filled, Alpharetta officials have approved a 10 percent pay increase for police and 911 dispatchers. The City Council action also includes a 3 percent pay hike for all full-time city employees. That includes the city’s firefighters, who serve under the umbrella of Public Safety, but were not included as part of the police and 911 dispatchers’ salary package. The budget adjustment for salaries is expected to cost the city an extra $2.2 million annually. The measure, passed unanimously Nov. 1, comes in the wake of an internal study that shows Alpharetta lagging behind many surrounding cities in pay for sworn officers, especially those at the lower end of the salary range.

Man attacked, robbed outside Waffle House ALPHARETTA, Ga. — Police were called about a robbery at a Waffle House Oct. 22 along Old Milton Parkway. The victim reported that he was standing behind the restaurant smoking a cigarette when a Dodge Charger pulled up. Three young men got out of the vehicle and began beating the Valdosta man, knocking him to the ground, then took his wallet and cell phone. The victim said his wallet contained debit cards and $300 in cash. Police checked the Waffle House but didn’t find any surveillance cameras that captured the robbery.
Three suspects sought in dealership break-in ROSWELL, Ga. — Three suspects broke into a United BMW dealership along Alpharetta Highway overnight Oct. 19, according to police. Officers were dispatched after employees found the back glass door shattered. Surveillance footage showed three men enter the dealership through the service center door around 4:30 a.m. They attempted to break into key boxes in the service area and on the showroom floor
PUBLIC SAFETY but were unsuccessful. The suspects also rummaged through a mechanic’s toolbox and work desks on the sales floor, removing at least six car keys, police said. Two BMWs were stolen from the dealership. According to investigators, the suspects drove to the scene in a gray Nissan Sentra stolen out of Douglasville.
Fired worker accused of issuing threats ROSWELL, Ga. — Police were dispatched to InCommunity, a disability services center along Holcomb Bridge Road, after reports of harassment Oct. 20. The victim said an employee who was fired the day before threatened him through text messages and phone calls. He said the suspect told him “I will pull up on you,” during one of the calls. The victim said he knew the suspect owned a gun because he brought the weapon to work Oct. 15 and showed it to co-workers. No one reported the incident to police because it was not deemed threatening. The victim said it did violate company policy and led to the suspect’s termination. The victim said he had received threatening text messages all morning, asked that police trespass the suspect from the property.
Rash of vandalism cases draws attention of police
MILTON, Ga. — Police are investigating a rash of vandalism in Milton after responding to a call for spray paint along Webb Road on Oct. 19.
Drug & DUI arrests Brenton Cortine Glenn, 35, of Vesta Terrace, Atlanta, was arrested Oct. 20 on Holcomb Bridge Road for possession of a controlled substance, window tint and possession of firearm/knife during certain crimes. Syed Harris Rizvi, 31, of Daisy Nash Drive SW, Lilburn, was arrested Oct. 18 on Ga. 120 for DUI, obedience to required traffic control devices and use of high beams. Police said the graffiti “tags” have been an “ongoing issue” in the area. There have been several previous vandalism cases at the shuttered Fry’ electronic store, and suspects spray painted lewd graffiti marks near a Bath and Body Works along Ga. 9 overnight Oct. 13, according to a police report. The latest incident also occurred at the old Fry’s. Police spotted multiple tag marks and collected six spray paint cans from the loading docks behind the building. A truck driver told police he saw two women sitting in a vehicle parked in front of a dumpster the night before near where officers found the graffiti. The man described the women as loud and said they were there for a while, but he never saw them spray painting the building, according to police. Officers patrolled the area to see if other businesses had been defaced with graffiti, but found no more vandalism.

Interim City Administrator Michael Fischer said the Jarrard & Davis report highlighted how staff was not following the Project Management Guidelines 2017 Manual for the Oxbo Road project, despite it having been in place for several years. “We have the solution,” Fischer said. “It’s that document. We just need to make it more formalized, and that’s what we’re doing. … We want you to know that and approve that so we can move forward with confidence that this is the way to do it.” Skalsky said another key item in the report’s list of recommendations was to draft an acquisition policy for low-value properties. He recommended adopting the policy from the Georgia Department of Transportation, which has different procedures for properties worth less than $500, $10,000 and $25,000. The legal department is set to begin drafting the resolution to present to the City Council in November. ROSWELL, Ga. — In an effort to dig out from the stalled Oxbo Road realignment project, Roswell officials are planning to reinforce existing guidelines drafted in 2017 to move the multi-million-dollar venture forward. Officials want to implement a key recommendation cited in a recent report commissioned to investigate cost overruns and delays on the project. Since the report, conducted by law firm Jarrard & Davis, was delivered in September, the city has made changes to correct the path of the Oxbo Road project. Most recently, the city called on interim Director of Transportation Dan Skalsky to temporarily replace former Director of Transportation Muhammad Rauf. The city has not publicly explained why Rauf was replaced. During an Oct. 27 Transportation Committee meeting, the City Council approved a motion for staff to begin developing project management standard operating procedures for its Transportation Department. Skalsky said the list of procedures would address a major issue mentioned in the investigation report – that the Oxbo
Road realignment project did not have any real guidance. An overview of the findings stated the project lacked a defined funding source, failed to have a timely utility relocation plan from Georgia Power and followed improper/inefficient right-of-way acquisition procedures to purchase private property or access rights. This led to millions in cost overruns including a $2.5 million settlement agreement for failing to meet a deadline the city agreed to when it purchased property on Atlanta Street. In another instance, the city paid a company for property on Maple Street it did not own and then paid again – without receiving a refund – for the acquisition, access rights and to tear down three existing buildings. The project is now expected to cost close to $14 million. Initial estimates were that the project would cost $9 million. The new approach the city is taking includes: Requiring all staff to read the Roswell Project Management Guidelines 2017 Manual before they can be assigned as a project manager for any city project. Fischer said deferring the vote would buy them time so Skalsky and his staff can work on developing a plan to “reactivate” the project. “Our staff is still not ready to present that,” Fischer said. “… I would not even suggest putting a specific date on it, but deferring it to a future committee meeting as we all work through this process of getting ready to reactive this project at the appropriate time.” Fischer said it didn’t make sense to grant E.R. Snell a contract when some areas of the project are not ready. “It’s a very large project, and we’re taking a step back to figure out where we’re at, what properties we have control over and are ready to work on, what properties are not, and we’re not comfortable having a contractor out there working until we know where we’re at so that we don’t make future mistakes,” Fischer said. Alpharetta, Milton agree to new youth sports contract at city parks By CHAMIAN CRUZ chamian@appenmedia.com MILTON, Ga. — Milton and Alpharetta have come to an agreement after months of negotiations to make their youth softball and lacrosse programs more affordable for residents of either city. The Milton City Council approved a memorandum of understanding Nov. 1, officially waiving non-resident fees for Alpharetta youth participating in lacrosse travel teams hosted in Milton parks. Alpharetta adopted the same arrangement last month, waiving non-resident fees for Milton youth participating in its softball programs. Currently, Alpharetta offers youth recreational and travel softball to its residents through the Alpharetta Youth Softball Association, and Milton offers youth lacrosse through Eagle Stix and North Georgia Recreation. The agreement is a major step in re-establishing a shared youth sports program that ran between the two cities until January 2019. In 2018, the last full year of the joint programming, Milton residents accounted for 14,300 registrations for Alpharetta-based recreation programs. Meanwhile, 413 Alpharetta residents participated in Milton-based park programs. During that year, the City of Milton paid Alpharetta
$453,100 in fees. But, over the past three years, Milton has gone on a parks spending spree and now comes to the table with more athletic fields in its portfolio. It has spent more than $20 million to acquire more than 400 acres of passive park land through its Greenspace Bond, which has freed up other money to buy ready-made athletic fields. In 2020, Milton paid $1.5 million for an 8-acre site on Cox Road that had athletic fields already laid out. And, in October, the City Council approved a contract for $1.4 million to convert two of the grass fields to allweather turf. There will be no transfer of funds between the two cities under this agreement. Alpharetta and Milton also reached a memorandum of understanding for special needs summer camps in May and for football in September. Milton Mayor Joe Lockwood highlighted the benefits of having this agreement with Alpharetta. “For our citizen’s sake, obviously, we’re losing dollars coming from out of the city, but it’s fair to say that our citizens are saving money with other programs, so it’s a benefit to our citizens just as well as it is to other citizens,” Lockwood said. The agreement states the purpose of the joint venture is to “take another step” in fostering a long-term

mutually beneficial relationship between the two cities as it relates to parks and recreation programs and services as a way to better serve residents, offer a wider variety of recreational services and grow the relationship between the cities so similar opportunities can be developed over time. Chili cook-off raises funds for Roswell Fire and Police Foundation By CHAMIAN CRUZ chamian@appenmedia.com ROSWELL, Ga. — Local police and firefighters participated in a costume contest and chili cook-off Oct. 28 to benefit the Roswell Fire and Police Foundation. Catamount Constructors, a commercial general contractor and construction management company in Roswell, hosted the event, continuing their sponsorship for the event that has run, on and off, for the past 10 years. While the company’s employees prepared their own chili and dressed up in costumes, the police and firefighters helped select the best chili in three categories — Best Spicy, Best Traditional and Most Unique — as well as the People’s Choice Award. Catamount Constructors spokeswoman Callie Petersen said the company donated $500 to the Roswell Fire and Police Foundation, which will go toward supporting Roswell public safety employees who have been injured and their families. The foundation was organized in 2004 after a Roswell firefighter and his son were injured in a motor vehicle accident. While the family received help from fellow firefighters, the foundation was later created to bring together a wider

Area governments scrambling to finish Big Creek Greenway By SYDNEY DANGREMOND sydney@appenmedia.com ALPHARETTA, Ga. — Spanning more than 20 miles from Roswell to the Sawnee Mountain Preserve in Forsyth County, the Big Creek Greenway connects thousands of people in Metro Atlanta. After years of steady progress, the City of Alpharetta finally, if not temporarily, closed its chapter on the Greenway in June with the last leg of its trail completed near the border with Forsyth County. It took the city almost three years and $11 million to complete the final 2.8 miles of trail running from Marconi Drive north to Union Hill Road. The final link into Forsyth County will have to wait because of road widening work along McGinnis Ferry Road. Alpharetta took the initiative in July to build a makeshift Greenway connector to the county line, extending about 800 feet. Alpharetta Parks and Recreation Director Morgan Rodgers said the connection took city workers about a week to complete, and it ended up costing the city almost nothing. “It was a very timely and a very costeffective temporary connection,” Rodgers said. “We’re real proud of the Public Works folks for thinking outside the box, or, in this case, off the trail.” Alpharetta Public Works Director Pete Sewczwicz told the City Council in July the makeshift connection would cost about $275,000. But it turned out, his department was able to lay the path using asphalt millings donated and delivered to the site by a contractor for free. Millings are the debris left after a road is prepared for resurfacing, and they are usually discarded. In this case, the Public Works Department applied a bonding agent with the millings to form the temporary path, suitable for feet and bicycles, but not durable enough for motor vehicles. The McGinnis Ferry Road widening project is well over a year away from completion, but when its time comes, the temporary connection will be removed, and a permanent link will be placed. Of Forsyth County’s roughly 15 miles of completed Greenway trails, 3 miles are currently closed to the public for repairs. “It’s a trail system that weaves its way through nature,” Forsyth County Assistant Director of Communications Russell Brown said. “Here in Forsyth County, it goes along swamp lands, wetlands, a lot of trees. So, as you can imagine, over time, the wood there on the boardwalk will deteriorate and need some updates.”

Brown said the first section of those repairs which include the trail from MacFarland Parkway to Union Hill is expected to be completed by the end of the year, weather permitting. The repairs have been budgeted $5 million from the county’s Special Purpose Local Option Sales Tax VIII. The remaining portion is expected to be completed by fall 2022. Bids for the second phase of repairs are currently under review so the funding source has yet to be determined. Both repairs, Brown said, are entirely expected from wearand-tear. “Once that opens up, we’re talking connectivity all the way to the northern end of Forsyth County up here in the lake country, so it’s about as beautiful as it gets,” Brown said. All sections of the Big Creek Greenway in Alpharetta are currently open to the public, Rodgers said. “The Greenway connects so much of what we in Alpharetta hold important which is greenspace, waterways, community coming together, access for all and inexpensive quality of life,” Rodgers said. “I think that the value of the Greenway falls in its connection and how many people it connects to literally and figuratively.” Both Alpharetta and Forsyth County use social media and their websites to communicate updates about the greenway with residents.

Typewriters take center stage in tech specialist’s life By JEFFREY ALBERTSON newsroom@appenmdia.com ROSWELL, Ga. — Tom Rehkopf is a natural storyteller. The threads of his stories lead to the silver screen and traverse digital and analogue worlds. The Roswell resident, a mathematician by training, worked 25 years for AT&T, a decade at Bell Laboratories and now heads an IT consulting company. His career has included chasing Russian submarines and programming guidance equations for the Titan IIIB booster rocket. That’s the digital Tom, it’s the analog version who thrives today. “I don’t want to work, I want to keep playing with typewriters,” Rehkopf said. “The appeal to me is not as a tool, it’s as an artifact and I would buy them if they looked cool.” He began collecting typewriters about 25 years ago and has amassed several hundred machines. “I had been collecting typewriters on and off, I went to flea markets and estate sales and stuff like that, they would just catch my eye,” Rehkopf said. “I didn’t particularly want to type letters or type the great American novel.” A network of pickers in Germany, Poland, Sweden and Malta assist in his typewriter acquisition. He is still on the hunt for a cherry red Olivetti ICO MP1 from the late 1930s. The most meaningful in his collection is a Royal Portable her wife used while enrolled at Florida State University in the early 1960s. Some of the typewriters are included in community
outreach. Rehkopf has given away at least eight of the machines to children with autism, a learning impairment impacting speech and nonverbal communication. About 20 more have been donated to teachers at area schools for classroom use. More are headed to the Theater Department at the University of North Georgia later this month for a production of “9 to 5.” Some of the connections were made through the Atlanta Typewriter Meet, whose website Rehkopf designed. The group can be found online at atlantatypewritermeet.com. The devices have even made it to the big screen, thanks to a chance meeting. Some five years ago, Rehkopf was at Progressive Methods computer repair in Decatur seeking advice from owner Jim Riegert. “Up drives three gigantic black SUVs, I told Jim it was either the mafia or the cops and it didn’t look good,” Rehkopf said. “The entourage disappeared into the back and one of the guys said, ‘That’s Tom Hanks!’” Hanks was on a ladder in the warehouse, pulling typewriters off a shelf. Hanks inquired about the typewriter Rehkopf brought for repair. For about 10 minutes, the two Toms gazed over a Smith Corona Number 4 trying to diagnose an issue with a ribbon vibrator. Leveraging his connection with Hanks, Rehkopf broke into the television industry. He recently supplied two shows — “The Glorias” and the remake of “The Wonder Years” — with typewriters. He also signed an agreement with 20th Century Fox to provide typewriters and technical expertise.

The museum held a World War II technology event the week before, and Rehkopf entered German and American machines of the period. Nonprofit brings affordable housing to forefront ROSWELL, Ga. — A North Fulton charity says that affordable housing is a concern for 95 percent of area residents they polled in a recent survey. Local nonprofit The Drake House reported it polled thousands of area residents to measure how they are affected by a lack of affordable housing. The results showed 37% of respondents said they were directly affected, while another 58% were not directly affected but concerned about the lack of affordable housing in their communities. The Drake House launched the survey to spur elected officials to make affordable housing a priority in North Fulton communities. The survey covered some 4,000 newsletter subscribers to gauge the impact of high housing costs in the area. Affordable housing has been an issue in cities across Metro Atlanta. A recent study commissioned for the City of Alpharetta found that new homes for households earning less than $100,000 are almost completely out of reach. “We don’t have all the answers but want to use the data we have to help our local officials develop a plan to address this need,” said Nesha Mason, executive director of The Drake House. “The families we serve are North Fulton residents that need a little help getting back on their feet. We work to help them regain their stability and reestablish their homes in our communities, but unfortunately there are no options they can afford.” According to the survey, it’s not just the graduates of The Drake House that are being priced out of North Fulton. Survey respondents are directly affected by employee vacancies, congested traffic and affordability for empty nesters looking to downsize or for their children
to reestablish in the community. Many cities across the country are effectively working toward supporting their essential workers’ housing needs within their city borders. Survey respondents included teachers, first responders and young people who are finding it nearly impossible to find housing near their hometowns, Mason said. It also included seniors who would like to downsize but find it difficult to relocate to another, smaller home nearby. “The Drake House was founded to assist single mothers with children over 15 years ago. And since that time, very little housing has become available for them as a next step. All of the cities include some language toward adding affordable or workforce housing in their master plans, but there is no movement in that arena,” The Drake House founder Kathy Swahn said. “Our municipal leaders must look towards filling that housing gap in order to balance the needs of our growing economies.” Swan said the The Drake House provides supportive housing and enrichment programs for mothers and their children who are experiencing homelessness in North Metro Atlanta. Its educational, empowerment and mentoring programs assist families in becoming financially self-sufficient and regaining their housing stability. The Drake House

While the terms pre-qualified and pre-approved are sometimes used interchangeably, they in fact refer to two different things. Here’s an overview of the differences between a mortgage pre-qualification and a mortgage pre-approval.
MORTGAGE PRE-QUALIFICATION To get pre-qualified for a mortgage, a lender needs to evaluate your financial situation — including your income, assets and debts — to determine
how much you can afford to borrow. It can usually be done for no cost, often over the phone or the internet. The pre-qualification stage allows you to discuss different mortgage options with your lender and get a sense of your price range. However, the pre-qualified amount is just a rough estimate of your potential loan approval. MORTGAGE PRE-APPROVAL Getting pre-approved for a mortgage is a more involved process. You’ll need to fill out an official mortgage application and supply the lender with the necessary information to thoroughly evaluate your financial history and credit score. This process allows the lender to tell you the mortgage amount for which you’ll be approved. You may also be able to
lock in an interest rate. When you get pre-approved, your lender will provide you with a letter explaining the loan you’re eligible for. Being pre-approved for a mortgage shows sellers you’re a serious contender when making offers. Keep in mind that even after you’ve been pre-approved, you’re still not guaranteed to receive a loan. Once you’ve found the house you wish to buy, your lender will need to evaluate you and the property in question before committing to a loan amount and interest rate. Are you ready to buy a house? If so, it’s best not to go at it alone. Among other things, a real estate agent will help you narrow down your search, make a fair offer and navigate the paperwork to ensure everything goes smoothly.

Choosing the right material for your Exterior Shutters Brought to you by – Dupbel Millworks, Inc. Shutters can make or break the curb appeal of a house and it is important to consider the different materials that shutters are made of. Prices will vary considerably between the different materials and each will have its own positives and negatives. Let’s take a look at the 4 main ones. Wood: Very traditional and good looking. Could be pricey depending in the wood species that is used. Stay away from cheaper woods like Poplar or pine that will rot, twist and split within a short period of time. Good species are Western Red Cedar and Cypress. Make sure you add some sort of a cap to the top of the shutter to prevent splitting and make sure your provider seals the wood effectively to prevent rot. Easy to customize size and styles. Easy to repaint depending on the paint used, and special care should be taken to ensure the paint seals the product completely. Vinyl: Cheapest option you can get, but then it will also look like that. The summer heat can play a trick on these where the shutters became brittle with color fading over time. These shutters are typically hollow and not very strong. Its recommended that they are mounted flush against the wall, although some service providers sell hardware kits to mount them on hinges. Vinyl shutters are typically 3 times cheaper than wood or composites, but remember you’ll have to pay for installation 3 times. Limited options available for size, style and color. Difficult to repaint effectively. Composite Wood: Pricing is comparable to wood, and although you get the look and feel of wood, you don’t have the issues that comes using wood. No rotting, swelling, twisting and if it is the right material, no insect damage. There are different composite materials available and not all are rated for extended exterior use, so make sure your provider uses the right stuff (and can prove it). Very long lasting and in some cases you even have environmentally friendly/safe options available. Easy to customize and a good provider should be able to create unique designs and styles perfect for your home. Similar to wood it will need repainting in a few years, but generally easy to do. Can be mounted on hinges or direct to the wall.
PVC: Pricey, so shop around. This stuff will last almost forever and moisture have no effect on it. Heat does play a role and it’s prone to cupping, bending and warping, so make sure your provider adds some form of additional strengthening. Seems that the industry standard is to add metal bracing on the back to prevent some of the issues. Difficult to paint and typically comes in standard colors. Make sure from you provider what steps you’ll have to take when it comes to repainting. Can be mounted flush or on hinges. I always enjoy working with clients who are merging households, conflicts arise in what is to kept and what is to purged. They have absolutely no doubt about merging their lives, yet find it challenging in creating a home that reflects both their combined taste and style. The designer can be sensitive to both parties providing unbiased suggestions as they sort through the past in their effort to create the present. Welcoming a parent to live in your home is another opportunity for a designer to assist you in the delicate task of merging those treasures that are coming with them. Pay: Continued from Page 1 “We see it all over the news, a lot of organizations giving pay increases across the board,” said Alpharetta Human Resources Director Cris Randall, who conducted the study. Randall said the pool of qualified candidates for police positions is drying up, and the competition is fierce, particularly in the past two years since police have come under national scrutiny over a series of questionable and criminal incidents involving use of force. In a memo to members of the City Council, Public Safety Director John Robison reported that over the past two years, the department has lost 28 sworn officers, about a third of them through voluntary or forced resignation. Seven others left to seek a new profession. During that same period, Robison stated, the department has hired 22 officers, all but four certified from other agencies. Four were non-certified. “Approximately 10 years ago, we would have approximately 150 people show up for new hire/police testing,” Robison wrote in his report. “We had a testing last month, and only three applicants showed up.” The numbers for 911 dispatchers are Solution even worse.

Over the past two years, 19 dispatchers have left the department. Of the 17 hired since, 14 were non-certified. City Administrator Bob Regus said 911 operator turnover has been a nagging problem since he came to the city more than 20 years ago. He said the job is high stress, and many cannot endure it for long. The Human Resources study of police salaries shows that Alpharetta’s minimum pay for police officers —$45,702 a year — is lower than for the same position in Brookhaven, Dunwoody, Johns Creek and Sandy Springs. The disparity continues for minimum salaries pretty much through the ranks all the way to captain, although Alpharetta does pro-

vide greater maximum salaries through nearly all its positions. A contingent of close to two dozen firefighters sat silently in the gallery at City Hall for the decision. During public comment on the matter, Alpharetta resident and volunteer firefighter Matthew Mullen pushed to extend the 10 percent pay boost to firefighters. “If we choose to come together and start to lead, we can fix this problem and give the citizens of this city what they deserve, not just now, but 5, 10, 15 years from now,” Mullen said. “It may be too late to change the events of today, but that’s OK. There’s another opportunity
tomorrow.” Council members reiterated their resolve to support all public safety personnel, including firefighters. But, they added, the market strains on maintaining a qualified police force are at a critical stage. Citing the study comparing Alpharetta with neighboring cities, they said market demand is not nearly as high for firefighters right now, and salary disparities with nearby cities is not as prevalent. Mayor Jim Gilvin joined with other council members promising to keep firefighters’ salaries ahead of the competition. “Gentlemen and women in our fire [department] are just as important as any employee in the world,” Gilvin said. “The same goes for our E-911 and our police.”

Alpharetta firefighters await a decision at the Nov. 1 Alpharetta City Council meeting on whether they would be included in a 10 percent pay increase the city had targeted for police and emergency 911 dispatchers.
