Dunwoody declared ‘City of Freedom’ after work to fight human trafficking By JAKE DRUKMAN jake@ appenmedia.com DUNWOODY, Ga. — Dunwoody has become the second city in the nation to be recognized as a “City of Freedom” for efforts to combat human trafficking. At the Jan. 10 City Council meeting, Mayor Lynn Deutsch signed the proclamation a day before National Human Trafficking Awareness Day. The title is awarded by Safe House Project, a national organization that aims to end domestic sex trafficking and help survivors find help in safe houses. “Eradication of trafficking is a big goal, but nothing short of that is worthy of our efforts,” said Safe House Project CEO Kristi Wells as she addressed the council. “I thank you for truly taking freedom seriously and for advocating for those who are still victims in order for them to one day become survivors.” The proclamation recognizes awareness as a method of preventing trafficking, and Councilman Tom Lambert praised an online trafficking awareness program that Safe House Project offers. The training is available at iamonwatch.org. The beginning of the meeting saw new council members Catherine Lautenbacher and Rob Price sworn in. The conversation that dominated much of the meeting’s second half was a proposed rezoning of the parcel of land at 11 Ravinia Drive to allow for a retail furniture store and showroom. Living Spaces, a California-based furniture business, is looking to make the parcel its first location in Georgia. The proposal calls for 110,000 square feet of retail space within a twostory building. Dunwoody Senior Planner Madalyn Smith said the plans would likely change before the second read of
the proposal. Council members questioned whether the building could be modified to be three stories instead of two, to allow for more green space around the property. Councilman John Heneghan raised questions about the building’s design, from structural materials to colors. “This building is going to be there for the next 50 years,” Heneghan said. “I just want to make sure that what we’re putting there is the highest and best use.” Later in the meeting, the council OPINION

passed a text amendment to city code to restrict the use of “party houses,” homes used to host commercial parties. The amendment does not restrict residents from hosting private events in their homes. Smith said the measure was more preventative than reactive. Dunwoody has not had much issue with the practice, she said. Party houses are often run through rental services like Airbnb, which is already prohibited from operating in Dunwoody due to rules against short-term rentals. Smith said violation of the rule could result in penalties up to a $1,000 fine or up to six months in jail. Dunwoody’s move came after Sandy Springs passed a similar ordinance against party houses last year. One of the last items on the agenda was the declaration of a local emergency due to rising COVID-19 cases. The ordinance, which passed unanimously, allows the council and other city boards and commissions to conduct public meetings online. These bodies may still meet in person if they choose. City staff members were not present at the meeting, instead attending via Zoom from their offices. Also at the meeting, Councilman Heneghan was elected mayor pro tem, a position that allows him to perform mayoral functions in cases where the chief executive is absent or disabled.

By CHAMIAN CRUZ chamian@appenmedia.com ALPHARETTA, Ga. — An Alpharetta man facing eviction is accused of intentionally setting his house on fire in November. Two employees for the HOOPER moving company Alpha Eviction and Collection in Decatur told police that on the morning of Nov. 18, 2021, they arrived at the home on Bethany Road, where they were confronted by 52-year-old Jesse Hooper. According to the incident report, Hooper told them he had a restraining order against Brickstone Properties, so, to avoid a confrontation, the two men walked across the
street to wait for the Fulton County Marshal’s Office. A few minutes later, one of the men reportedly saw a silver passenger car leave the driveway and smoke begin to emanate from the home. A deputy with the Fulton County Sheriff’s Office said he had visited the residence three days prior, but no one had been home. The deputy said he posted the final eviction paperwork on the front door. On Nov. 18, 2021, he and another deputy returned to the home to oversee the eviction, which is when they found the home ablaze. No known injuries were reported. However, the Alpharetta and Milton fire departments shut down parts of Bethany Road between Mid Broadwell Road and Mayfield Road to get the fire under control.
The Alpharetta Fire Marshal’s Office and Alpharetta Criminal Investigative Division investigated the incident. According to Hooper’s arrest warrants, canine Officer Flash, who is trained in accelerant detection, indicated accelerant had been used in three separate areas of the basement, which is where the fire is believed to have begun. The warrants also stated Hooper and his wife had not paid their mortgage for about five years and that Brickstone Properties had purchased the home in January 2021. Property records show the house was built in 2006. Hooper was booked into the Fulton County Jail Nov. 29, 2021, and charged with arson in the first degree and conspiracy to commit a felony. He has since been released on bond.
Roswell woman sentenced to prison for defrauding COVID loan program By CHAMIAN CRUZ chamian@appenmedia.com ROSWELL, Ga. — A Roswell businesswoman will pay $7 million in restitution and serve three years and five months in prison for defrauding the federal Paycheck Protection Program. U.S. District Judge Mark H. Cohen sentenced Hunter VanPelt who pleaded guilty to the charge last August.s The U.S. Attorney’s office announced Jan. 4 Hunter VanPelt will have to forfeit an additional $2 million and serve five years of supervised release. The PPP was established to help companies struggling to stay afloat during widespread shutdowns caused by the COVID-19 pandemic. Federal agents said the 49-year-old woman used her current and former name, Ellen Corkrum, to falsely represent the average monthly payroll and number of employees who worked for several companies she either owned or controlled. She changed her name in July 2016. Using bogus IRS records, bank statements and payroll reports, VanPelt submitted applications between April and
June 2020 requesting roughly $7.9 million in PPP loans, of which she was able to secure more than $6 million. The six companies she used were Georgia Nephrology Physician Associated, United Healthcare Group & Co., Nephrology Network Group LLC, First Corporate International, Corkrum Consolidated Inc. and Kiwi International Inc. Federal agents then seized $2.1 million of VanPelt’s fraudulent proceeds following an investigation by the FBI and Federal Housing Finance Agency Office of Inspector General. According to McClatchy News, when investigators began looking into the alleged fraud, the government discovered VanPelt was a former government official in West Africa. In 2013, when she was serving as the managing director of the Liberia Airport Authority, she was indicted on charges she made hundreds of thousands of dollars in unauthorized transfers from the airport’s bank accounts. VanPelt reportedly fled to the U.S., and the charges were dropped in 2019, but she maintained ties with Liberia. McClatchy News reported $2,497 from VanPelt’s
PPP loans was spent at Costco, $4,863 at Sam’s Club and $22,146 at Publix. Many of the transactions involved sending money to individuals in Liberia. VanPelt also used the money to make a $97,800 payment on an American Express credit card, according to the publication. U.S. Attorney Kurt R. Erskine said he hopes VanPelt’s significant federal sentence will deter others from following the same path. “The Paycheck Protection Program is meant to help legitimate businesses and their workers through the depths of the pandemic,” Erskine said. “Unfortunately, VanPelt decided to use the program as her personal bank.” The Justice Department stated it has prosecuted more than 150 defendants so far and seized more than $75 million in cash derived from fraudulent loans through the program, along with properties and luxury items. Assistant U.S. Attorney Christopher J. Huber, Deputy Chief of the Complex Frauds Section, and Department of Justice Trial Attorney Chris A. Wenger prosecuted the VanPelt case.

Anthem seeks to halt court order DeKalb County Schools offers COVID testing, vaccines amid latest surge continuing Northside contract By ANDY MILLER Georgia Health News METRO ATLANTA –– Anthem Blue Cross Blue Shield has filed a legal motion to end a court’s temporary restraining order that, at least temporarily, has kept Northside Hospital facilities in the giant insurer’s network. Northside Hospital was granted an injunction by Fulton County Superior Court just before its Anthem contract was scheduled to be severed Jan. 1. That injunction — which preserved Anthem members’ in-network status with Northside — lasts till Jan. 31. For months, the two sides have been unable to reach agreement on reimbursement rates for medical services. More than 400,000 Anthem patients in metro Atlanta who use Northside hospitals, clinics and physicians are caught in the middle of the contract rift. Anthem is asking the court to end the injunction and compel an arbitration process to resolve the contract issues. The five-hospital Northside system, which includes facilities in Roswell, Alpharetta and Cumming, noted that the legal battle comes during an explosion of COVID cases, driven by the highly contagious omicron variant. Northside said it had more than 600 COVID-19 patients in its Atlanta-area facilities Tuesday, representing nearly half of its inpatient bed capacity. Northside said Anthem’s request to end the injunction shows that the insurer “is still attempting to force
patients out of the Northside network even earlier” than scheduled end of the injunction Jan. 31. In its court filings to delay the end of the contract, Northside cited a new Georgia law that went into effect in July. House Bill 454 includes a provision saying that during a public health emergency, an insurer is prohibited from ending such a contract with a medical provider. The hospital system said it’s “attempting to continue its discussions with Anthem, with the intention of reaching a long-term agreement that provides the best benefits to patients and their families. We urge all Anthem members to contact Anthem to voice their concern with this behavior.” Anthem said in a statement Jan. 11 that its members can seek emergency care at any hospital, no matter whether it’s in the insurer network or not. “Ensuring access to care is why we began negotiations early and have been working in good faith for seven months to reach a new agreement with Northside,’’ said Anthem spokeswoman Christina Gaines. Her statement added: “We have given Northside a proposal with generous increases – one they could sign immediately – yet they have refused. Northside wishes to continue operating under a contract that will not achieve the affordability or quality improvements we have been seeking, and our members deserve. We’d like Northside to join us in focusing solely on reaching an agreement that is in the best interests of consumers.”
By CHAMIAN CRUZ chamian@appenmedia.com DEKALB COUNTY, Ga. — DeKalb County Schools is again offering free COVID-19 testing and vaccination clinics for students, employees and the community to help curb the spread of COVID-19. While the district did not say how many tests and vaccines have been administered since it started offering the clinics last semester, it has confirmed that as of December 2021, 10,400 employees had received either one dose of the Johnson & Johnson vaccine or two doses of Pfizer and Moderna. The district is not collecting information on boosters or student vaccination rates, but it is planning to bring back inschool surveillance testing soon, saying it’s a safe and effective way to limit the spread of COVID-19 and keep schools open for in-person learning. A specific date has not been set. The Department of Student Health Services began surveillance testing in collaboration with the Georgia Department of Public Health just before the holidays. Testing is not required, but it is offered to any parents who choose to opt their student in. Testing, which is conducted once a week, consists of a short swab no longer than a typical Q-tip and takes only a few seconds to collect. The district said all schools will have the opportunity to participate in the testing, but so far, not all have. Students returned to classrooms Jan. 10, with Superintendent Cheryl WatsonHarris saying the district would continue to take the necessary steps to mitigate
the spread of COVID-19. The district reported 15 staff and four students with active COVID-19 cases Jan. 7. “To ensure the safety and well-being of our students and staff, we will continue to consistently clean and sanitize our facilities while strictly adhering to the guidance issued by the Centers for Disease Control and Prevention,” WatsonHarris said. “By properly wearing masks and following mitigation strategies, our students can receive the instruction they need to learn, thrive, and reach their fullest potential.” County-wide, cases have started to decrease, and health officials predict the peak of the current omicron surge will happen soon. The state reported 1,009 COVID-19 cases in DeKalb County Jan. 13, down from 1,236 the week before. It also reported a 7-day average for new COVID-19 cases of 927, down from 1,156. The district announced last month all students and staff are required to continue wearing face masks inside school buildings during second semester. According to a survey conducted by the district, 56% of the 668 students and 80% of the 6,000 employees who responded indicated they preferred a mask mandate for all. DeKalb County Schools’ next testing and vaccination clinics are slated for Jan. 21 and Jan. 28, from 8:30 a.m. to 1 p.m. at the Administrative Instruction Complex, 1701 Mountain Industrial Blvd. in Stone Mountain. By JEFFREY ALBERTSON newsroom@appenmedia.com ATLANTA — The 2022 Legislative Session began under the Gold Dome Jan. 9, and the stage has already been set for election year theatrics and proposals meant to curb some of the statewide Democratic Party gains two years ago. The tome of expected legislation includes changes to state election law following the S.B. 202 overhaul last year, changes to state obscenity laws meant to address certain material in public schools and loosening firearm conceal carry requirements. These highlight a prong of bills meant to stir conservative voters in the months leading to primary elections in May. The General Assembly is also required to ratify a state budget, which may include a pay increase for teachers. It remains to be seen how the omicron variant will affect proceedings this term. While the political climate in the Peach State has remained at a persistent boil, this session will provide ample stock to that pot. State Sen. John Albers (R-Roswell) is working on several pieces of legislation including the Protection of Georgia Business and Workers Act, Giving the Gift of Life Act and the Inform Consumers Act. “I will continue my work on keeping our families and businesses safe, assure strong conservative policies, support our
veterans and first responders, lower the income tax (and) support education and businesses,” Albers said. Republican Sen. Greg Dolezal, whose District 27 covers most of Forsyth County, is focused on three issues. “My priorities this session are sticking to and decreasing the budget of government, eliminating vaccine mandates and writing legislation that practically addresses Critical Race Theory and its application to our children,” Dolezal said. Rep. Angelika Kausche (D-Johns Creek), who is retiring at the end of this session, said the challenge will be whether the politically charged culture wars will dominate or whether focus will be on the issues affecting all Georgians. “Improving access to healthcare and education should be on the top of the list — not banning books or further restricting reproductive rights,” Kausche said. “I will work on pushing for better funding of mental health and substance abuse disorder services in our state.” Democratic Rep. Shea Roberts (DSandy Springs) is focused on Medicaid expansion, public safety, blocking Buckhead secession efforts and addressing gun violence. “Our priorities should be fully expanding Medicaid and fully funding our schools because at the end of the day, most hardworking Georgians just want to be healthy,

Roswell community grieves following death of star athlete By SYDNEY DANGREMOND sydney@appenmedia.com ROSWELL, Ga. — Since the unexpected death of Roswell High School student and quarterback Robbie Roper on Dec. 22, community members have come together in their grief to remember the athlete. Roper, 18, died after being hospitalized in Gainesville, Florida, according to family members. Hundreds attended Roper’s funeral service at First Baptist Church in Woodstock Dec. 28 to pay their respects to the family. During his last season as a Roswell Hornet, Roper led the team through a 10-3 season, throwing for 3,010 yards and 37 touchdowns. According to 247 Sports, a college recruitment tracking site, Roper had received four offers to play football at the college level from the University of Massachusetts, Morehead State, Morgan State and Western Carolina University. Roper donned the team’s No. 5 jersey and since his passing, coaches, teammates and other community members have celebrated Roper’s life and showed support to family and friends on social media by changing their profile photos to a number five and using the hashtag LL5, or “Live Like 5.” Roswell High School cornerback Ethan Nation shared his grief for his teammate on Twitter. “Lost of words I can’t believe they took you away from us this soon,” Nation wrote on Twitter. “I love you Robbie thank you for everything #LL5.” Principal Robert Shaw and head football coach Chris Prewett also took to Twitter. “My heart just breaks for the family of [Robbie Roper],” Shaw wrote. “My favorite memories are watching him on
the sideline encouraging his teammates. He was always quick with a smile and respected by all.” Prewett released a statement Dec. 22 alongside a photo of flowers sitting in front of Roper’s jersey and helmet in his locker. “I’ve tried to put into words how this feels and how much of an impact this young man had on myself and our program,” Prewett began. “I remember hearing about your plans about your future and being so excited to see you achieve your dreams, I remember your jokes during practices. … Our program is forever changed and I’ll make sure that your story lives on through these stories.” News of Roper’s untimely death has spread all over the country and to the National Football League. Xavier McKinney, defensive back for the New York Giants and former Roswell Hornet, honored Roper by writing “RIP Robbie Roper” on his cleats Dec. 26. The Atlanta Falcons also released a statement of support for the Roper family on Twitter, Dec. 22. “Football is family. And we are saddened by the passing of one of our local high school football family members, Robbie Roper,” the statement read. “It is clear the impact Robbie has had on so many in the Roswell community and beyond, from family and friends to teammates and classmates, and so many more. May he rest in peace as we keep his family, friends and all those mourning his loss in our prayers.” An extended family member of Roper started a fundraising campaign on GoFundMe after his passing to help his family cover funeral expenses and launch a sports scholarship in Roper’s name. As of press time, the campaign has raised $55,630.

Not because COVID is going away, our politics are less divisive, or because business is any better – but because I know that I want to spend my time on things that I can control, that make me happy, and that help me to be a better friend, husband, father and boss. Breathe. Listen more, talk less. People are good,
and funny and loving. Ask them about their lives. Ask them about their parents and their children. Ask them about what they look forward to, their hobbies and their fears. Commiserate with them. We are each other’s greatest allies. Breathe. Slow down and take a look around. The world around us is beautiful and fascinating, but you have to be intentional about taking the time to notice. Just the other day, my 4-year-old asked if the stars were the moon’s babies. Bask in that sentiment. See God’s creations through the eyes of a child. Breathe. Appreciate small joys. Pro tip – there are no small joys. There is only the degree to which you allow joy to enter your heart. Seek out laughter. Embrace a hug. Return a smile. Don’t listen to the people who say that everything is terrible and that nothing matters. Life can be hard, but what is important is the ways in which you respond. 2022 will be the year we want it to be, and I say bring it on.

Chamblee Plaza shopping center opens 1960 Chamblee Plaza at Chamblee Dunwoody Road and Peachtree Boulevard first opened Nov. 16, 1960. According to a special Chamblee Plaza section in the Atlanta Constitution that same day, VALERIE a celebration was BIGGERSTAFF scheduled beginning with music from the Chamblee High School band. Mayor Woodie Malone was present for the grand opening. The new shopping plaza included a Woolworth’s, Colonial Groceries, W.T. Grant, Jacob’s Pharmacy, Kroger, Bellman Jewelers, Elliot’s Barber Shop, Corn Cabin, Economy Auto and Excelsior Laundry. Several alumni of Chamblee High School shared their memories of Chamblee Plaza. Bob Berbenich recalls standing in line outside Jacob’s Drugstore one Saturday morning in the mid-1960s to get a smallpox vaccine. Jacob’s Drugstore had been in Atlanta for 81 years
in 1960. Brian Smith was allowed to walk to Woolworth’s at the age of 7, where he enjoyed delicious French fries. David McCarthy remembers the banana splits and that sometimes the store had balloons to pop for a special price of 25 cents on a banana split. In 1963, the Atlanta Crackers held an autograph session at Woolworth’s, recalls John Drake. Some Chamblee alumni had their first jobs at Chamblee Plaza, including Sue Ragan Griffith who worked at Jacob’s Drugstore, Janfra Ross Alexander who worked at Plaza Sportswear and Kate Quinn whose first job was at Hancock Fabrics. Others worked at Chamblee Plaza grocery stores. There are memories of favorite music, such as James Fisher Lavender who shares, “I remember how excited I was to run down there after classes to buy the first Beatles album!” Some recall Turtle’s Records at Chamblee Plaza in later years. Clark Brown remembers Leland Ball Music, where he got his first electric guitar. Carol Coy’s dad was one of the owners and the general manager
of Firestone/Texaco which opened at Chamblee Plaza in 1967. As the 1970s arrived, businesses in the plaza changed. Tom Plamann remembers Winn Dixie, Big Star, Revco Drugs and Hallmark Gifts. Chamblee Library was in Chamblee Plaza for a while. Masonic Lodge has been located at the north end of the plaza since around 1983, however the Chamblee Masons date back to 1903. At the other end is Bank of America, which began as C&S Bank. There was also a Department of Motor Vehicles office where some of the students got their first driver’s license. Some students drove without a parent to take their driver’s license test, a situation that seems to have been accepted at the time. Kent Bright says, “I don’t recall being asked about a parent.” Chamblee Plaza has evolved since 1960. Today, stores such as T J Maxx, HomeGoods, Crunch Fitness, Ace Hardware, and restaurants, including a soon to be remodeled Chick Fil A, are part of the new Chamblee Plaza. Lost and found on a fishing sojourn I sure did enjoy that spate of warm days we had at the end of December. Except for the vaguely jarring oddness of having a winter day feel like early June, it really was pretty neat. Besides, it got me STEVE HUDSON thinking about fishing. Get Outside Georgia, aa4bw@comcast.net I haven’t been fishing a lot these last few months. There’s just been a lot of stuff going on. Life gets knotty sometimes. Fishing buddies and loved ones become ill and suffer, or worse, and pretty soon you find your psyche kind of beat up and hurting. You’re shellshocked and numb, and you don’t want to do much of anything. Even fishing. Those can be heavy times, and they hurt. But the springlike burst of warmth pried me out of my funk, at least a little bit, and put me in a fishing frame of mind. So, I dug out the rod and all and loaded up the truck and off I went. Maybe I’d even bring home a couple for supper. On the chosen day, it was well into afternoon by the time I got going. But my destination (one of my favorite places SDC22_Ad_Crier_10.25x5.01 ol.pdfto go 1 when time is tight) was only a few miles up

the road. A buddy of mine said it had been fishing well, adding that the trout were showing fondness for small, bright orange egg imitations. My fly box held a dozen or so of them, each handcrafted from a hook, a metal bead, and a tuft of vivid orange yarn. “Just the thing,” I told myself, opening the box and double-checking. All was as it should be. I set the fly box on the table next to my keys. It didn’t take long to get to the water. I put on the waders and assembled the rod, threading the line through the guides. Then I headed to the water. I’d tie on the fly at river’s edge. Then there it was – the spot I’d been thinking about, a spot with some rocks that squeeze and bend the flow into a nice, deep run. That’s where I was going to drift my little orange fly – right through the deepest part, right where the big ones ought to be. I stepped into the river and stood there about a yard from the shoreline, acclimating. Then I reached into my pocket for the fly box to select the day’s offering. Uh oh. I recalled checking the flies. I remembered putting the fly box on the table. But what I did 12/21/21 3:34not PM recall was transferring the fly box to my pocket.
An iconic phrase came to mind – “No matter where you are, there you are” – and where I was at that exact moment was on a trout stream with a fly rod but no flies. For a moment I just stood there. Then, sighing, I turned to walk back to the truck. That’s when I saw it. Right at the edge of the water, wrapped around a limb of a streamside tree, was the glint of a piece of fishing line. And what should be hanging from the end of that line but tiny spot of something orange? I moved to check this out. Sure enough, it was an orange egg, lost by some earlier angler. Fly fishers lose flies all the time. But sometimes they lose them in the right places. I carefully untangled the little piece of line, tucking the monofilament into one of my pockets before tying that serendipitous fly to the end of my own line. I wish I could tell you a great story at this point, a miraculous story, a story of how on the fly’s very first drift an enormous trout of Biblical proportions rose from the depths and engulfed it, and then how an epic battle ensued, and then how (thanks to unsurpassed skill and derringdo) I finally prevailed, and then how I admired the leviathan fish in my net as an unseen gallery of fishing buddies past,
present and future, cheered me on. But I can’t tell you that, because that’s not what happened. Instead, what happened was – nothing. I fished that fly for more than an hour. I did it right too. But there were no takers. None. I didn’t even get a bite. Not even one. I guess it would be frozen pizza for supper after all. By then the light was fading. It was time to get off the river, so I made my way slowly back toward shore. The day was done. No fish. But the odd thing is I didn’t really mind. Why did I not mind? That question puzzled me. I started thinking about it, and pretty soon I was thinking about why we do all of this at all. Why do we go fishing? Why do we fool with all the gear and drive all the miles and slip on rocks only to stand waist-deep shivering in ice-cold water? There are days when we do it to conquer something, to achieve something, to prove something, to catch and keep something that might otherwise get away. Yeah, sometimes that’s what it’s all about. We do it to bring something home. And that is okay. But sometimes we do it to leave something behind.

Kemp urges lawmakers to hike teacher salaries By CANDY WAYLOCK candy@appenmedia.com ATLANTA, Ga. — It has taken three years, but Gov. Brian Kemp is set to fulfill his campaign promise of boosting public school teacher salaries by $5,000 while in office. The first-term governor was able to secure a partial win in 2019 when the Georgia Legislature approved a $3,000 salary increase. This year, Kemp hopes to get legislative approval to fund the remaining $2,000 raise for the state’s 120,000 public school teachers. If approved, the raise would take effect by Sept. 1 in the fiscal year 2023 budget. The bump in salary could put Georgia among the top 20 for teacher salaries in the United States, according to data from the National Education Association. The current average salary of Georgia public school teachers is nearly $60,600, with the starting salary at $38,509. The pay raise for teachers would add nearly $280 million to the state budget beginning in the 2023 budget year. But the expense is worth it, Kemp said. “Teachers…across our state are doing their best to help students overcome learning loss due to the pandemic,” Kemp said in his State of the State address Jan. 13. “Teachers are asked to do more…and the need for a worldclass K-12 education [has] never been greater.” The governor took to the Georgia House floor last week to offer his amended budget for the current 2022 fiscal year and to present his proposed budget for FY23, which would go into effect July 1. In total, Kemp is asking the Legis-
lature to put an additional $1.4 billion dollars back into public education. This includes nearly $383 million to fully fund school districts after years of austerity cuts to what schools “earned” under the state school funding formula. Kemp praised all school staff for their “heroic” efforts navigating schools through a persistent pandemic, which is now impacting a third school year. “School staff, administrators, bus drivers, cafeteria workers, and teachers all do a terrific job keeping our kids safe,” said Kemp, whose daughter is a public school teacher. “To support their heroic efforts…we as state leaders must continue to do everything we can to ensure they have the resources necessary to fulfill their mission.” To that end, Kemp is urging legislators to approve an amendment to the current budget to fund bonuses for most school staff. If approved by the Legislature, full-time instructional staff, support staff, and administration will receive a $2,000 bonus, and school bus drivers, nurses, nutrition workers, and parttime employees would receive $1,000. The budget adjustment to cover the bonuses would cost the state $318 million. The timing, however, is good for Kemp. The state is sitting on near record-breaking tax revenues, with collections up nearly 17 percent from FY 2021. If approved, the bonuses for staff this year would be the second bonus from the state in as many years. Last year, most school staff received a similar bonus funded through federal stimulus dollars tied to the COVID-19 pandemic. Georgia was among the top recipients of federal dollars in the three

Sally Harrell (D-Atlanta) is working to eliminate a special institutional fee paid by Georgia university students, addressing school overcrowding by regulating and retiring trailers used by DeKalb County Schools, blocking efforts to remove firearm permit requirements, and expanded healthcare access. “Georgia’s failure to expand Medicaid has shut too many Georgians out of basic, preventative healthcare,” Harrell said. “We need new state leaders that are willing to make healthcare a priority and propose real solutions that will help all of our hospitals and patients. I’m glad voters will get that chance at the ballot box this November.” Rep. Michael Wilensky (D-Dunwoody) expects this session to include divisive and extreme legislation that goes further against abortion and are anti-LGBTQ. “I will be speaking out against any bill that is the against the LGBTQ community, that gives people the ability to carry guns without a permit and any bill that is against a woman’s ability to make her own medical decisions and control her own body,” Wilensky said. Another issue expected to take center stage this session is critical race theory and how race is taught in Georgia public schools. “Regarding any bill that wants to limit education due to students feeling uncomfortable or the idea causes divisiveness — the only way our children can become mature adults is by learning the entirety of history and learning difficult subjects and difficult things that have happened in the past,” Wilensky said. “They learn to discuss difficult issues and learn to be uncomfortable so when they become older, they know how to handle those situations and discuss them. (The lessons) are not to be ignored, they are to be learned and discussed in a controlled setting and this is what school Solution is for.” S K I T
