Council seeks more details on high-rise development By CATHY COBBS newsroom@appenmediagroup.com DUNWOODY, Ga. – After nearly two hours of discussion, the Dunwoody City Council deferred action on a proposed 14-story mixed-use development in Perimeter Center. At its first meeting of the year Jan. 11, the council heard details of the plan, which would sit on nearly 3 acres at 84 Perimeter Center East and would include 40,000 square feet of retail and up to 220 age-restricted housing units. Previous plans called for a hotel on the site. The proposal would require a rezoning from C-1 Conditional (commercial) to PC-2 (Perimeter Center District). In addition, there are 20 other conditions that would have to be addressed, includ-
ing elimination of the established 15-foot setback and reduction of the impervious coverage of the land from 65 percent to 85 percent. City Councilman John Heneghan said he was concerned about the lack of a formal design for the development, while other council members objected to the location of a pool in front of the building. “I’d like to ask that this be deferred until we have a specific design,” Dunwoody Mayor Lynn Deutsch said. “We’ve been burned before on this.” In other action at the meeting, the council heard a summary about Spruill Center for the Arts from its executive director Alan Mothner that included several new community initiatives. One project, entitled “Dove of Hope,” presented in partnership with Pebble Tossers,
will involve installation of 2,021 origami doves to “represent our collective hopes and dreams for the new year,” Mothner said. Participants will write their wishes for the new year on a square piece of paper and fold it into the shape of a dove using the directions on the art center’s website, spruillarts.org. All of the doves dropped off at the Spruill Atrium, 5339 Chamblee Dunwoody Road, before Jan. 30 will be installed for public display. The council also discussed its priorities for the upcoming legislative session, listing possible curtailments on urban bow hunting as its main concern. “We’ve had lots of calls and concerns about bowhunting in the area,” Heneghan said, adding that he is not opposed to hunting, but he is concerned with safety issues within the city limits.
In other action, the council: • Appointed James Cramer, Mary Michael, Tina Walden, Howard Wertheimer, Bob Lavender, Bobbe Gillis and Alicia Price-Fowler to the newly established Dunwoody Arts Commission. • Heard that several projects, including the Tilly Mill sidewalk installation and Georgetown gateway project, are proceeding. • Discussed the status of the spread of the COVID-19 virus throughout the city and the state. “Things are pretty dreadful out there,” Deutsch said. • Heard a report from Dunwoody City Manager Eric Linton that there have been 256 property inspections and 60 building permits issued recently. The council retired to executive session after more than four hours. No action was taken after the panel reconvened.
Area mayors hail opening of Springwood Connector DUNWOODY, Ga. — Dunwoody Mayor Lynn Deutsch and Sandy Springs Mayor Rusty Paul joined representatives from State Farm Jan. 12 to cut the ribbon on the Springwood Connector. The new road connects Perimeter Center Parkway in Dunwoody to Peachtree Dunwoody Road in Sandy Springs, just north of I-285. “We’re excited to celebrate this great, collaborative effort involving two cities and two development teams,” Deutsch said. “The Springwood Connector provides an important new access point for those who live and work in the Perimeter.” Paul emphasized the importance of cities collaborating with one another. 2021

During its regular board meeting held online, School Superintendent Cheryl Watson-Harris, announced that the positivity percentage of almost 15 percent on Jan. 8 dictated the decision to postpone a staggered return to the classroom until the week of Feb. 2. Teachers and administrators would report to classrooms at that time, then a gradual grade-by-grade return will occur in three incremental steps. “We will continue to consult with the CDC as to when it is safe to return,” Watson-Harris said. Several parent groups advocating face-to-face learning said they were disappointed in the decision. “DeKalb County’s decision to delay face-to-face learning is a continuation of their disgraceful haphazard approach

Dog buyer defrauded in online transaction DUNWOODY, Ga. — A man looking to buy a dog was defrauded out of $300 on Jan. 5. The victim, a 55-year-old Dunwoody man, told police he found a dog on the Facebook page Cavapoo Puppies and began negotiating with the supposed seller. When he reached agreement on a price, the victim said he used Zelle to send the purported dog seller a $300 deposit.

She said all of the waivers were granted, but that they expire Feb. 2. Several board members cited concerns after hearing about the recent deaths of educators in other counties. Maude Jones, a special education paraprofessional at Rock Spring Elementary, died of complications due to COVID-19, days after she filed her retirement papers after more than a decade with the system. Another educator, Pat Key, an elementary school teacher in Cobb County, died Christmas morning after battling the disease for a month. Other school systems that had gone back to face-to-face learning in earlier months have pressed the pause button as the number of confirmed cases rise to all-time highs. Fulton and Henry County schools are delaying students’ return to the middle of January.

Police then arrested both brothers and trespassed Duncan from the hotel.
Brothers arrested at hotel following loud argument DUNWOODY, Ga. — Two Lawrenceville men were arrested when police responded to a disturbance at the Hyatt Place hotel at the Atlanta Perimeter Center early the morning of Jan. 10. Aaron Demarco Duncan, 28, and his 22-year-old brother Darrion R. Gilliam, both of Collins Hill Road, were charged with disorderly conduct. Costco manager describes conditions in retail DUNWOODY, Ga. — Todd Galanti, graduate of Peachtree Middle and Dunwoody High School, returned to his hometown in 2018 to become the manager of the Perimeter Costco. He spoke to the Rotary Club of Dunwoody, of which he is a member, about the impact of COVID on the business of Costco in 2020. On March 12, 2020, he said the shelves were GALANTI stripped and sales were $1,080,452 — a 64 percent increase. Sales of Clorox Wipes were up 85 percent. Kirkland frozen salmon sales are up 29 percent, and sales of ground beef

All employees are screened every day and their pay increased by $2 an hour. The special hours for seniors are now less crowded, but still in effect, meaning the store is open longer. The average age of the Costco member is 53, so he surmised that the new generation Z seems to be ordering from the sofa. Interestingly, the profit made by Costco, making it the third largest global company, comes from the sale of memberships, not from the sale of products. Volunteer and early fire departments The Atlanta Fire Company No. 1 fire station began operations in 1851, three years after the Atlanta Fire Rescue Department was formed. However, in the surrounding communities fighting fires remained VALERIE an effort of their BIGGERSTAFF citizens well into the 20th century. Some areas had a group of PAST TENSE volunteers ready to fight fires. Often a school or church bell was rung to notify people of a fire. On Feb. 27, 1937, the first Roswell Volunteer Fire Department was organized. There were 27 members, led by Chief C.W. Hughs. The group operated with a two-wheel vehicle, which held a tank filled with soda and acid. The vehicle was kept behind City Hall, and the fire siren was on top of the building. When the fire siren sounded, the vehicle was pulled behind a truck to the scene of the fire. Another person would ride around town blowing a horn and alerting the community that there was a fire. A modern fire truck was purchased by the town in 1949 for $8,000. (‘Roswell Pictorial History Book,” 1974) The Sandy Springs Volunteer Fire Department was organized in 1957 and went into action that same year. Henry Curth, Jim Gonia, Sr., John Vickers and Jimmie Childs were early members of the volunteer group. One of the mishaps of the Sandy Springs Volunteer Fire Department was the day a member’s foot was run over by the fire truck. The Atlanta Constitution reported that the Sandy Springs Volunteer Fire Department were called to a home off Long Island Drive on Dec. 11, 1957. When they arrived, the home was too far gone to be saved,

but the group kept the fire from spreading beyond the home. Henry Curth commented to the reporter that their efforts were slowed by a frozen ax handle and other frozen equipment. The Atlanta Fire Department was called to the scene as well. The DeKalb County Fire Department began in 1934 as the Druid Hills Fire Department. This was a subscription service for the Druid Hills neighborhoods. A 1934 fire engine that was known by the name Old Maude was purchased by J. V. Draughn, the owner of this private fire service. DeKalb County purchased the Druid Hills Fire Department in 1937 and began expanding service from the original Old No. 1 station on North Decatur Road to all parts of the county. As the population exploded in the county, the DeKalb Fire Department grew to include 12 fire engines and more than 70 employees. (“Historic DeKalb County An Illustrated History,” 2008, Vivian Price) A new fire station was constructed in Brookhaven in 1947 as part of the DeKalb County Fire Department. The station was a two-story building at 7009 Peachtree Road with two fire trucks. The second level housed four firefighters. The Brookhaven Civic Association worked to bring the fire station to the community. (Atlanta Constitution, May 28,1947, “New Station to Take Bows at Brookhaven”) Dunwoody also had a group of volunteer firefighters, according to longtime resident Carlton Renfroe, although they may have been less organized. The DeKalb County Fire Station on Roberts Drive in Dunwoody was built prior to 1968. Some may remember an old yellow two-story farmhouse that sat in this location before the fire station. Market timing in 2020? In 2020, we learned, again that market timing doesn’t work. To be successful, you have to make two amazingly prescient decisions — when to out and when LEWIS J. WALKER, CFP get to get back in. Take the widely traded surrogate for the S&P 500 Index, SPDR ETF, SPY. On Feb. 19, 2020, SPY was “riding high” at 338.34, surfing strong economic numbers. Then investors began to notice a new virus from China was starting to kill Americans. By March 23, SPY was close to bottoming out, trading at 222.95, down a whopping 34 percent. Then as COVID-19 news worsened and lockdowns and economic damage spread, SPY turned around. At this writing, two days after the Senate race in Georgia turned our red state purple, giving Democrats control of the U.S. House, Senate and White House, and on Jan. 7, 2021, as The Wall Street Journal headlined, “Mob Stormed Capitol,” SPY, was trading at 378.93, up 74 percent from the March 52week low of 218.26. At the end of the Jan. 7 trading day, shares of U.S. companies big and small closed at new records. How would you have market timed that? If you had gotten out of the market, when would you have come back in? We saw similar startling patterns in ETFs tracking other major indexes. The Dow Jones Industrial Index tracking ETF, DIA, shows a 52-week trading range of 182.10 to 311.98, a gain from low to high of 71.3 percent. Witness similar surges in other index surrogates, despite lockdowns, rising death rates, layoffs, business closures, riots and political unrest. QQQ, which tracks the tech-dominated Nasdaq index, with a 52-week trading range of 164.93 t0 315.29, gained 91.2 percent off of the bottom. But for all of the ballyhoo regarding the sweethearts of Big Tech (the FANG stocks), and companies like Zoom, Teledoc and Netflix that benefited from “work and study from home” mandates, ETFs that track the Russell 2000 Index are having a “blowout” banner year! The Russell 2000 reflects 2000 small-cap companies that comprise the overall Russell 3000 Index, which tracks nearly 98 percent of publicly traded U.S. stocks. Sometimes called “Main Street stocks,” the Russell 2000 encompasses equities tied to the so-called “whims of the American economy.” But isn’t Main Street suffering from lockdowns, bankruptcies, rising crime rates and unrest in some major cities, and changing buying patterns? Well, yes. But Mr. Market tends to

overlook “what’s happening now,” stuff that at the time screams “worry,” while focusing on promising trends, a better tomorrow, recovery, whenever that may be. As researchers showed progress with vaccines, and Pfizer and Moderna announced breakthroughs, in late summer and fall investors began plowing money into the Russell 2000. The Vanguard Russell 2000 ETF, VTWO, has a 52-week trading range of 76.92 to 167.9093, a gain of 118.3 percent from low to high! How many contrarians had the foresight to buy near the low in March when the news was grim? Or even later as positive news seeped out? Note: Stock prices and performance statistics cited in this article are of Jan. 7, 2021. Information on the ETFs featured does not constitute buy or sell recommendations. The point is to underscore the difficulty of market timing or reacting to headlines, especially since negative news tends to get the most attention. You have to read and ferret out potential promising trends, and take a risk of continued volatility with any bet. We saw a year when the Federal Reserve Bank along with Congress flooded the country with money, driving interest rates to new lows, below what forecasters were prognosticating at the end of 2019. Good for borrowers (who could qualify for a loan), bad for savers seeking yields that beat inflation and taxation. Yes, you need safe reserves, despite low or even negative real yields. You need reserves to handle unexpected emergencies, like job loss, career setbacks, illness, injury or other disruptions to income and cash flow, or to ride out down markets in retirement. But equities, held for the long run, generally should be part of a long-term wealth-building and financial independence-sustaining strategy. Your investment portfolio must reflect your objectives and expectations tied to a written life-centered financial plan, focused on you and those you love and care for, those who depend on you. A comprehensive plan looks at how you got to where you are, where you are now, and where you want to go in the future. ville, Florida, Minneapolis, Minnesota, and finally Dunwoody, Georgia where they raised their sons. Harold and Jean retired to Ellijay in 2010, returning to her beloved childhood home. Jean was an active member and employee of Dunwoody Baptist Church, a woman of deep faith, an avid gardener, and a wonderful cook and homemaker who opened her home to everyone with warmth and style. She was the ultimate supporter of her husband, children, and grandchildren, attending every game, recital, and function with grace and support. She was an exceptional listener and mentor, and selflessly gave her time and talents to those she loved. Jean will be remembered with love by her immediate and extended family members as a gracious, faithful, and kind southern woman who was happiest in the company of her family in the mountains. Arrangements for Jean have been made at Bernhardt Funeral home for Monday, January 18, 2021. Interment will be at Yukon Cemetery. We know that many loved Jean and would want to celebrate her wonderful life with us, but due to COVID-19 restrictions, the funeral is limited to immediate family only. Flowers may be sent to Bernhardt Funeral home. In lieu of flowers, donations can be made to Alzheimer’s Association (Georgia Chapter) and Yukon Cemetery.

Zita Baine
Zita Baine, born November 25, 1968 in Cambridge, Mass., formerly of Dunwoody, Ga., passed into heaven January 3, 2021 in Sarasota, Fla., where she had lived for the past 16 years. A graduate of Georgia Southern University with a bachelor’s degree in business, Zita was a catering adviser for big companies throughout Atlanta and made a name for herself before, during and after the 1996 Olympics. In addition, Zita was an adviser and event planner for the restaurant and hotel industry. She also worked with her brother, Larry, who was the owner of Park Bench Pub. Zita also enjoyed working with the PGA golf association as a contract support team member. However, her greatest passion was love for her family and friends. Possessing a gift of excellent perception of character, she always had kindness for those she met while maintaining a motherly affection and fierce protection of family and loved ones. She had a profound and loving relationship with her mother, Anne, and father, Ron, of Dunwoody, who survive her.
Even in times of recent illnesses, her caring for others above herself was abundantly evident, and lives on as an example of selfless love. “Little Z,” as she was known, had a son, Cole Baine, and she lived her life devoted to him. Cole preceded her in death in 2019. Along with her parents, Zita is survived by sisters Stacy Barker (Bruce); Erin Smith (Dwight); brothers Tom Hall (Sue); and Larry Hall; nephews Kyle Smith, Kevin Smith, Ryan Hall, Brendan Hall; and nieces Katie Smith and Megan Sivewright; and by her longtime companion, Mark Makara. We now have a guardian angel looking over us in this world. The family celebrated her life with a private service at St. Jude’s Apostle in Sandy Springs on January 14, 2021. In lieu of flowers, the family suggests donating in Zita’s name to St. Jude Children’s Research Hospital, (https:// www.stjude.org/donate/donate-to-st-jude. html?sc_icid=wtg-mm-btn-donate-now) or a charity of your choice.

A hodgepodge of books I’ve begun posting book reviews to BookBub and suddenly thought, “Why not share them with my Crier readers?” That said, here’s a selection of books I’ve read and reviewed. If I couldn’t give it KATHY a five-star review, I MANOS PENN didn’t rate a book. I was afraid I might invite the slings and arrows of angry authors vis a vis my books and didn’t want to take that chance. “Writers and Lovers” (Lily King) As a writer, I was, of course, attracted to the title and the description about the travails of a struggling author. The story has humor and sad moments mixed together, much like real life. Casey, the main character, is
witty and quick with a comeback and doesn’t have all the answers, though she’s trying to find them — trying to make good choices and stay afloat while enduring tremendous amounts of stress. You’ll find yourself rooting for her. “A Divided Loyalty” (Charles Todd) The mother-son authors never disappoint. In this latest installment in the Inspector Rutledge series, the main character’s integrity and persistence once again pay off as he pursues a killer even at the risk of his reputation at Scotland Yard. Set in post-WWI England, this series reflects not only on the trauma of those who served and survived the war but also the struggle to cope with its aftereffects. The mystery of two dead women found in two different villages depicts village life in ways that stay with the reader. Rutledge must first find out the iden-

tities of the women and then unmask the killer or is it killers? I highly recommend this book. “The Seven Husbands of Evelyn Hugo” (Taylor Jenkins Reid) I couldn’t put this book down and stayed up way too late several nights wanting to know how Evelyn’s tale would end. Yes, it’s a fictional Hollywood TellAll, but more than that, it’s the story of what one woman does to get ahead — from her escape from Hell’s Kitchen to starting out in Hollywood in the ’50s. Is she simply cold-hearted and calculating? Does she have a heart? Does she make sacrifices? Does she use people and get used, too? It may be the story of a star, but it has some parallels for what woman endure no matter the industry. No, I didn’t witness quite this drama in my corporate career, but I certainly witnessed some women throwing others under the bus! “The Monogram Murders” ( Sophie Hannah) The author does an excellent job of extending the Hercule Poirot narrative. She nailed his demeanor and his dialogue. It makes me want to go back and read more Agatha Christie, and I will look for the author’s other Hercule Poirot books. Suffice it to say, I had a difficult time turning out my bedside lamp each night while engrossed in this book.
“The Guest Book” (Sarah Blake) Though I’m a British mystery addict, I do read other genres from time to time. This was one of my forays into a family saga. I could not put it down. The more I read, the more I learned about the consequences of poor decisions made by well-intentioned people — perhaps it would be better to say decisions they thought were well-intentioned. In so many ways, we are products of our upbringing, and shaking off old prejudices is a challenge, never more so than in the lives of the characters portrayed in this book. This is a book that stayed with me. I thought about it for weeks. I highly recommend it. Perhaps one or more of these will resonate with you. Happy reading!
