Council discusses impact fees on new developments By CATHY COBBS newsroom@appenmedia.com DUNWOODY, Ga. – The Dunwoody City Council is weighing the possibility of charging impact fees on new developments within its borders. The council reviewed the proposal, along with its sustainability goals and entertainment districts, at its May 24 meeting. Impact fees are one-time payments charged to land developers that help to offset added stress to local public services new developments may spur. According to the council’s agenda, they
are a tool for developers to pay their “fair share” for infrastructure. The fees are commonplace throughout jurisdictions in Metro Atlanta, including in nearby Atlanta, Sandy Springs and Alpharetta. If the city chooses to implement the fees, they can be used for roads, parks and open space or public safety, according to the council’s information packet. DUNWOODY, Ga. – District 1 Dunwoody City Council member Pam Tallmadge says she will not seek reelection in November, and has endorsed a longtime community volunteer, Catherine Lautenbacher, who will TALLMADGE run for her seat. Tallmadge, who stepped into the District 1 seat when Dennis Shortal ran for mayor in 2015, said she had mixed feelings about her decision, but that Lautenbacher would be an excellent representative. LAUTENBACHER “I have always said from the beginning that I believe in term limits on every level – local, statewide, national and worldwide,” Tallmadge said. “History is great, but I think there is a time when you need fresh eyes.” Lautenbacher, who is a program director for Leadership Sandy Springs, is a past board president of the Dunwoody Nature Center and currently a board member for Discover Dunwoody. She also served as past president of the Community Assistance Center.
A resident of Mill Glen subdivision, Lautenbacher graduated from Boston University with a degree in aerospace engineering, earned an MBA from University of North Carolina - Charlotte, and received an honorable discharge after serving as an United States Air Force captain. She and her husband, Conrad, have two college-aged children. Tallmadge said she approached Lautenbacher about 10 days ago to gauge her interest in the position. “I’m protective of the seat and I want to see it left in good hands,” Tallmadge said. “I met with Catherine and thought, ‘Holy cow, what an amazing person.’ Knowing her and seeing her qualifications further cements my decision. I have no qualms whatsoever about endorsing her for my seat.” Tallmadge said she is most proud of the accomplishments the city made during her tenure, including the Dunwoody Picnic Table initiative to expand restaurant seating during the pandemic, the development of amenities at Brook Run Park, the land swap that allowed the construction of a new Austin Elementary School and the relocation of the Dunwoody Senior Baseball fields to North Peachtree Road. “It was so fun to work with council and the city staff to accomplish so many great things for this city,” Tallmadge said. “I don’t think that the

Customer alleges gun pulled during parking lot clash DUNWOODY, Ga. — Police responded to a PetSmart along Perimeter Center for reports of a man waving a gun in the parking lot May 17. The complainant claimed she approached a man after store employees asked him to leave for not having a mask. She said the man grew enraged and retrieved an AK 47 from his trunk then pointed it at her. The man showed officers his weapons when they arrived. He only had two SigSaur handguns in his car. He claimed he left the store without fuss when
PUBLIC SAFETY employees asked him to leave. The man told officers the complainant confronted him in the parking lot about not having a facemask and they exchanged words. He said the woman’s husband got out of their car and also yelled at him. Police said he told the complainant’s husband, “It’s Georgia, everyone carries a firearm” as he went to his car, but he denied ever pointing a weapon at the couple. Police determined there was no probable cause to make an arrest.
Three friends arrested for fighting at hotel DUNWOODY, Ga. — Police arrested three men after responding to a fight May 21 at the Hampton Inn hotel along Ashford Dunwoody Road. Officers showed up and found the three suspects in a back parking lot and learned they were in town for a birthday celebration. According to police, the

Stage Door Theatre hires new artistic director DUNWOODY, Ga. — Stage Door Players has hired Willie E. Jones, III as its new artistic director as the group prepares to reopen its doors after being closed since last March. “We are so excited to have Willie join us and really begin to move our mission forward, to begin to engage, inspire, educate and entertain our community in ways that we have not done in the past,” Debbie Fuse, Stage Door Theatre managing director, said. “Hiring our artistic director was a primary focus of the Board of Directors and continues to activate our strategic plan.” The hiring of Jones comes as Stage Door begins to plan the reopening of the theater in Dunwoody. “I believe theatre can spark change, inspire our dreams, and show us who we are. Theatre should ask questions, not just offer answers,” Jones said. “Through SDT’s work, we will foster honest conversation by giving voice to all ideas.” Jones said. “We cannot forget the equally important task of entertaining — of helping each other escape our hardships and realities for a few moments by providing an afternoon or evening of delight. The arts of comedy, musical comedy, murder mysteries and other related works are essential to the fabric of this theatre’s artistic foundation, execution and teachings.” Jones is an actor, director, playwright, producer, and educator from the University of Minnesota/Guthrie Theatre BFA Actor Training Program and has additional training from the American Academy of Dramatic Art. Jones played the title role in Julius Caesar at the Globe Theatre in London. Council: Continued from Page 1 that would encompass about a ninemonth time span, according to Richard McLeod, the city’s community development director. The council also approved a new sustainability plan that will “address the health and wellness of our residents, and the community’s environmental, social and economic prosperity needs,” according to the Sustainability Committee’s revised plan. Committee chair Nathan Sparks outlined the five focuses of the new plan — trees and greenspace, water quality, transportation and air quality, resource efficiency, and communication, wellness and outreach. Some of the goals listed in the committee’s memo included a continuation of the initiatives listed in the 2014 sustainability program, including Dunwoody’s certifications as a Tree City USA, Bee City USA and its Green Communities Certification from the Atlanta Regional Commission. The council also heard, without taking action, an amended proposal for entertainment districts within the city. Currently, there is an entertainment district in Dunwoody Village, and two another proposed districts that would encompass the High Street development and Ashford
Lane. Dunwoody’s Planning and Zoning Manager Paul Leonhardt outlined several changes to the ordinance that would provide a three-phase rollout for new entertainment districts. Mayor Lynn Deutsch asked, after the council discussed the changes, for the city staff to work with High Street representatives to come to an agreement that would be satisfactory to all parties. During public comment prior to the start of the meeting, High Street representative Mindy Thompson had asked that changes be made to the three-step process. In other action, the council: Approved funding for another round of CARES II funding of $25,000 to Malachi’s Kitchen. The fund has now allocated more than $500,000 to eight area non-profits. Discussed expanding increasing the business retention manager position from part-time to full-time. Welcomed Chesnut Elementary School’s junior Girl Scouts, who led the council in the Pledge of Allegiance. Considered a proposal to add three part-time positions to the parks department. Several of the proposals discussed were scheduled for approval on the consent agenda at a future meeting. The council retired to executive session to discuss personnel, real estate and legal matters. No action was taken as a result of the session.

General Motors Assembly 2021 Mercedes-AMG E63 S Plant of Doraville
The groundbreaking for the Buick, Oldsmobile and Pontiac Assembly Plant in Doraville took place in 1945, and in 1947, the first automobiles were produced and shipped from the plant. The VALERIE assembly plant would later become BIGGERSTAFF the General Motors Assembly Plant. By 1948, there were 1,363 employees. The plant was 980,000-square feet, expanding through the years to around 1.5-million square feet. Previously a cow pasture, the site was initially 386 acres. However, acreage was later sold for a housing development, a Chevrolet parts warehouse, other industrial development and highway and access road construction. The town of Doraville held a major cleanup to prepare for the civic, industrial and business leaders who were invited to the opening ceremonies, including the president of General Motors. Doraville’s Mayor Carlos Jones worked alongside the community cleaning streets, washing windows, cutting weeds and removing trash from vacant lots. The grand opening celebration on June 15, 1948 included a luncheon in the plant cafeteria. Guests saw an exhibit of various models from the three car lines in production. Following the grand opening, employees and their families were invited to visit the plant,
followed by the public. Directions were provided for drivers, but visitors were also told they could take the Oglethorpe trackless trolley to the end of the line, where buses would be waiting to take them to the plant. In 1949, development in the surrounding area included the extension and paving of Peachtree Industrial Boulevard and new homes in the Longview subdivision. Plans for Longview included 2,000 homes on land on both sides of North Peachtree Road extending into Dunwoody. Ten years went by before construction of homes in Longview began. Lots were later sold to other developers, and the portion of Longview that was completed became part of Huntley Hills. One million vehicles were built at the plant by the 1970’s. A celebration was held at the plant with Governor Jimmy Carter to help commemorate the milestone. The Doraville General Motors Assembly Plant closed in 2008 during the economic decline, but it was not demolished until 2015. Since the closing, various plans for development have fallen through. In 2016, Third Rail Studios built their film studios on a portion of the former GM property. Earlier this year, Gray Television announced their purchase of the remaining 127-acres where they plan to construct a minimum of ten film studios, residences and a hotel. To put some perspective on the potency of the 2021 Mercedes-AMG E63 S, it is powered by the same bi-turbo V8 that powers AMG’s largest three-row SUV, the GLS 63 S, which is JOE PARKER significantly larger, Editor joe@appenmedia.com weighs over halfa-ton more and is blazingly quick in its own way. To slot that same engine in the E63 S is, well, a bit ridiculous. And I love it. The E63 has eye-popping performance. With 603-hp on tap, it will rocket from 0-60 in just three seconds and on to a top speed of 186 mph. Its brakes have the stopping power of wet cement, and it grips even the curviest of roads like it was riding on rails. Meanwhile, it’s loaded with luxury features with pristine fit and finish, the cabin is ultra-modern in appearance and it’s practical for everyday use. The E63 is, in short, a fantastic, hyper-sporty sedan. Power from the bi-turbo V8 is instantaneous and brutal. The huge dose of power is sent to all four wheels via AMG’s 4MATIC+ permanent all-wheel drive system with variable torque distribution, but it definitely caters to the rear under acceleration and is happy to give its high-performance summer tires a workout. For the truly brave, 2021 models are also fitted with a drift mode. I must admit, a drift mode with the 63’s vicious power was not something I was
brave enough to test on public roads, but given its overall performance, I don’t feel like I missed out on any fun. Gear changes from the AMG-specific “multi-clutch” 9-speed automatic transmission are lightning fast, and while paddle shifters are fitted, at no point did I feel they were necessary. In all driving modes, shifts are quick, smooth and smart. A wet clutch replaces the torque converter to save weight and increase responsiveness, and the system has a double-clutching feature. It is a gem of a transmission. That aids the 63’s acuity in corners, where it really shines. Sporting AMG Ride Control+ — with its multichamber air suspension and adaptive dampening system, a rear limited-slip differential, aluminum suspension components and independent wheel control — the 63 S is a bona fide corner carver. It provides simply astonishing level of grip and prowess through turns with nary a protest from the tires thanks to the supreme composure of the ride. Between its power and handling, public roads, no matter how hard they are attacked, simply can’t challenge the 63. The AMG dismisses even the curviest of mountain roads with ease, like Michael Phelps being challenged to a freestyle race against, well, me. And all the while, there is a wonderful soundtrack coming from the adjustable, sport exhaust. Though the 63’s powerplant is fitted with two turbos, engine noise doesn’t suffer. The V8 purrs, growls and bellows the type of tune that

Summer is right around the corner. Even though it is not official until June 20, it sure feels like it with temperatures already in the 90s. Before you grab your swimsuit and sunscreen to head outside, you need RAWLINGS to make sure your house is ready for the heat. Summer months can bring the highest energy costs of the year, but they can also be dangerous. There are several things you can do to ensure your home stays comfortable and safe during the summer months. 1. Update Your Insulation This will keep the hot air out of your home and the cool air in. If your home is poorly insulated, you could end up spending more money on your electric bill. Many older homes have less insulation than homes built today, but even adding insulation to a newer home can pay for itself within a few years. There are several different types of home insulation: crawl space, roof, ceiling, wall and floor, attic and duct. You can simply add more insulation on top of existing insulation. 2. Give Your Air Conditioner a Checkup Now is the time to make sure your air conditioning is in perfect working order. You don’t want to wait until it breaks on a hot day to have it inspected. First, turn off the power. On the inside, wash or vacuum cleanable filters
and replace disposable ones. On the outside, cut the grass, clean out any debris and consider removing plants that block the unit. From there, SafeElectricity.org says you can leave your AC on while you’re away and test it out. If you’re looking for a test that’s a little more detailed, you can turn on the unit and check it with a thermometer. 3. Change Your Ceiling Fan Direction Did you know your ceiling fan is designed to rotate differently depending on the season? Changing your ceiling fan direction seasonally is one of the simplest ways to get the most out of your ceiling fan. In winter months, it should rotate clockwise to help distribute heat that’s risen. In the summer, you should run your fan counterclockwise at higher speeds to push cool air down to the floor. Even though the ceiling fan does not reduce the temperature inside of the room, it does help the room feel cooler. It has also been found that the average ceiling fan can lower a room’s temperature by four to five degrees. Check to see which direction the fans in your home are moving, and, if necessary, hit the small black switch near the base to change directions. Preparing your home for the heat will keep your home in top shape for when you decide to sell. Remodeling Magazine. This is an annual report for the country, region and Atlanta, which shows popular improvements and the value they contribute to the home, if sold. For example, in Atlanta the average cost for a deck addition is $13,955. Resale value would be $10,143, which is 72.7% of the cost recouped. Unfortunately, you may have also realized that “downsizing” has become more expensive than keeping your existing house! ”Not simply accounting for the transactional costs of moving, but the terrible reality of the present housing market, is that newer small homes cost more than your larger home” says John Hogan president of Remodeling Expo Center. John continued, “an increasingly large number of our customers are empty nesters, and they’re all adapting their 1980’s or 1990’s-built home to become more current and appropriate for their later years. The present interest rate environment is fueling the rapid growth in remodeling in the form of the cash-out refi”. These are the most common empty nester remodeling projects in North Atlanta. Kitchen Upgrade. Adapting the kitchen for more occasions, and more people, kids plus grandchildren. Frequently improving circulation by incorporating an island with an eating area for grandchildren is a common goal. Improving accessibility of cabinets with roll-out drawers and improving storage are almost always included.
Flooring and Stairs. A highly desirable upgrade is the front entry to the home because it’s the first this you see when entering the house. Removing aged carpet runners on stairs, replacing white pickets with black metal on stairs, and re-staining hardwood floors from the 1980’s honey color to one which is darker, are all common changes made by empty nesters. Master Bathroom. Empty nesters are very focused on, not only improving the “feel” of their bathroom, but also safety aspects. “Fortunately, there are a wide range of products that incorporated safe, non-slip surfaces that also look fabulous” says Brittany Lingerfelt, head designer at Remodeling Expo Center. Grab bars, frameless glass, level entry showers, and therapeutic tubs are all common requests. Value Preservation. NOTICE OF PROPERTY TAX INCREASE The Dunwoody City Council has tentatively adopted a millage rate which will require an increase in property taxes by 10.48 percent. All concerned citizens are invited to the public hearing on this tax increase to be held at Dunwoody City Hall, 4800 Ashford Dunwoody Road, Dunwoody, GA on Monday, June 14, 2021 at 6:00 pm. Times and places of additional public hearings on this tax increase are at Dunwoody City Hall, 4800 Ashford Dunwoody Road, Dunwoody, GA on Monday, June 28, 2021 at 8:00 am and 6:00 p.m. This tentative increase will result in a millage rate of 2.740 mills. Without this tentative tax increase, the millage rate will be no more than 2.480 mills. The proposed tax increase for a home with a fair market value of $450,000 is approximately $46.80 and the proposed tax increase for nonhomestead property with a fair market value of $2,200,000 is approximately $228.80. The sport exhaust is adjustable and can be changed either via a knob on the restyled steering wheel, or with a button on the center stack. But as far as I’m concerned, these buttons are useless — I never ran the 63 in its quieter setting. When driven with gusto, the E 63 S has little competition. But what makes it stand out so well is its ability to comfort passengers on the mundane, everyday drive. The 63 pampers passengers with rich amenities like supple leather, carbon-fiber trim and top-tier materials in a modern and stylish cabin. And though the 63 may be a snarling beast when called upon, the V8 is content to cruise around town without much drama. The lux cabin is also quiet and will easily accommodate four adults with a generously sized trunk. Ride quality in the 63 is not as velvety as the standard E-Class, road imperfections will be felt, but it’s not
too harsh to be unusable on a grocery run. Apple CarPlay, Android Auto and wireless charging are standard along with two 12.3-inch screens serving as displays for the gauge cluster and infotainment system. While there are knobs for inputs like climate control or driving settings, using most of the infotainment features requires using the touchpad system, which can be finicky to use. The revamped steering wheel also comes with touch controls and are similarly annoying to use. Overall though, the E 63 S is easy to love Still, there is an elephant in the room — its price. Models start at $108,550, and ticking off a few options, such as an upgraded Burmester Surround Sound system, head-up display, premium paint and the Driver Assistance Package with its loads of useful driver’s aids, and the 63 will topple the $120,000 mark. The 63’s price tag brings into question whether it is worth the jump up from the E 53 sedan. Sure, the 53 is way down on power compared to the 63 with 429-hp on tap, but it presents a staggering cost savings of about $34,000. According to AMG’s online “build and price” tool, you can outfit a E 53 with every non-conflicting option — every single one, including premium paint and the most expensive optional
