DeKalb Board of Commissioners Dunwoody residents will be able to vote on two commissioner seats this election cycle. For District 1, there will be a Democratic primary to decide who will challenge Incumbent Commissioner Nancy Jester (nancyjester.com), the only

For House District 79, which includes most of Dunwoody and parts of Doraville and Chamblee, incumbent Democrat State Rep. Mike Wilensky will face Andrea Johnson this fall. Harbin; Joe Profit; and Paulette Smith. It’s the opposite story in the Senate. Incumbent Sen. David Perdue is uncontested on the Republican ticket. Several Democratic candidates are competing to challenge him in the fall: Sarah Riggs Amico, Marckeith DeJesus, James Knox, Tricia Carpenter McCracken, Jon Ossoff, Maya Dillard Smith and Teresa Pike Tomlinson. One candidate, Shane Hazel, is running as a Libertarian. For the seat occupied by Sen. Kelly Loeffler, there will be no vote on June 9. Instead, a nonpartisan primary will be held Nov. 3. There are 21 candidates who qualified for the race — six Republicans, eight Democrats, four independents and one Libertarian, one from the Green Party and one write-in. All candidates will appear on the same ballot, and if no candidate receives a majority, there will be a runoff between the top two finishers on Jan. 5, 2021. Party questions DeKalb Republicans will see three additional yes-or-no questions on their ballots. The first will ask about allowing state education dollars to follow students if they choose an alternative to public schools, such as private school or homeschooling. Proponents of school choice programs generally argue it empowers parents to choose the best education option for their child and encourages innovative programs. Opponents say these programs take funding away from already strained public schools and violate the separation of church and state. The second question will ask whether the primary should be limited to registered Republicans, and the third asks whether Board of Education candidates should be required to declare their political party. Democrats’ ballots will include six questions, regarding climate change, plastic pollution, Election Day voter registration, redistricting reform, eliminating cash bail and voting rights for former inmates. The redistricting question is particularly salient this year, as the state representatives and senators elected this November will draw the congressional districts that will be in place for the next 10 years. Drawing districts to benefit one political party over another, known as gerrymandering, has recently come under increased scrutiny. Opponents of gerrymandering argue the practice leads to political polarization and representation that does not reflect the will of the people. Defenders of gerrymandering often point out that it has been practiced for centuries by both parties. They may argue that other factors like partisan media or self-sorting are more to blame for America’s political polarization, or that it’s impossible to create a truly nonpartisan redistricting process.

Dunwoody seeks online input for comprehensive plan update By CARSON COOK carson@appenmediagroup.com DUNWOODY, Ga. — The COVID-19 pandemic has forced the City of Dunwoody to get creative as it updates its Comprehensive Plan. A comprehensive plan is a key document cities use to make long-term policy regarding land-use, transportation and infrastructure decisions. Georgia requires cities to develop a comprehensive plan and update it every five years. Dunwoody began updating its Comprehensive Plan last fall, contracting with the Atlanta Regional Commission to gather public input and analyze the city’s needs. Because of social distancing precautions, the second round of input has moved online. “The draft includes changes made after

our first public input meeting in February,” Dunwoody Community Development Director Richard McLeod said. “We planned another session in April but had to cancel it due to COVID-19. By moving the process online, we’re providing the public with a safe and convenient way to participate.” Through June 18, community members can go online to read the latest draft and provide feedback through a survey at bit.ly/DunwoodyCompPlan. Recommended updates will be presented to the Dunwoody City Council for consideration later this year. The original plan included eight overarching goals. Though the wording may have been tweaked, most of these goals remain essentially the same: to maintain Dunwoody’s neighborhoods; foster a business-friendly climate; promote multimodal transportation; cultivate arts

and culture; and maintain a commitment to sustainable practices. A few of the goals have small but meaningful changes. According to the draft, the community not only wants to expand parks, greenspace and recreational opportunities, but specifically wants more locations across the city. Expanding housing options to make aging in place an achievable reality is still a goal. So is creating more affordable housing for the quarter of households that are cost burdened, paying over 30 percent of their income on housing, the plan states. Redeveloping target areas remains part of the vision, and to redevelop these areas into vibrant, walkable, mixed-use areas with high-quality design and more diverse housing products, the draft specifies. The update also adds a ninth goal: “to

leverage Dunwoody’s location at the heart of growing job centers, transportation systems and neighboring communities.” This involves close coordination with surrounding cities, DeKalb County Schools and regional players like MARTA. This five-year update will incorporate the findings and recommendations of other planning studies completed since the original document, including the Dunwoody Village Master Plan, three Livable Centers Initiative Studies, the Sustainability Plan, the Transportation Master Plan, the Parks and Recreation Master Plan and the Economic Development Strategy. OBITUARY Steele, Mark Roy of Sandy Springs, GA passed away on Monday May 18, 2020 at the age of 73. He is survived by his loving wife of almost 49 years, Carole Barnes Steele, and the daughter he adored, Meredith Leigh Steele, of Santa STEELE Monica, CA, as well his brother Alan Jay Steele of Everett, WA, his sister-in-law Lynne Barnes Bonnet, her husband Marc, his niece Natalie Bonnet Monat, her husband Etienne, and their children, Luc and Marc, all of Atlanta, GA. He was preceded in death by his mother, Bernice Stille Cross, and his father, Arnold Jay Steele. He was born in New York, NY and the family moved to Atlanta when Mark was seven. At Decatur High School, he was class president as a junior and class treasurer as a senior, as well as being in the National Honor Society, Beta Club, and was chosen as a “Senior Superlative.” Upon graduation in 1965, Mark entered Vanderbilt University where he pledged Phi Kappa Sigma, was active in the student government, and ROTC. After spending time in the U.S. Army in Columbus, GA, Mark served in Vietnam (19701971) as part of the Adjutant General’s Corps (courier service). He left the military as a 1st Lieutenant and soon married his high school and college sweetheart, Carole (“Bunny”). As newlyweds, Mark and Bunny moved to Chicago where he attended the University of Chicago Business School and

completed his MBA degree at Georgia State University. After a short time at Genuine Parts, Mark joined Southern Bell/Bellsouth where he spent his career. He enjoyed various service organizations including the Atlanta Vietnam Veterans Business Association, the USO, was the President of Planned Parenthood of GA, the Commander of the local VFW chapter, and a volunteer at St. Joseph’s Hospital. In 2012, he was diagnosed with stage 4 prostate cancer, waged a heroic fight (“Never Give In!”), and became a mentor for other men suffering with the unrelenting disease. Despite his prognosis, Mark embraced life and traveled the world with family and friends. Mark was as comfortable in Asia and Europe as he was in his second home on Lake Keowee, SC. He was a member of Dunwoody Country Club, The Phoenix Society as well as the President of the Peachtree Racket Club. He ran the Peachtree Road Race 30 consecutive times. Mark loved a good party. He was a strong loyal individual who will be missed by many. Mark will be remembered always for the zest with which he lived life, echoing the creed: “For those who fight for it, life has a flavor the protected never know.” Due to COVID-19, a private family memorial will be held, followed by a celebration of life at Dunwoody Country Club to be announced at a future date. PALS announces virtual summer classes

Rotary awards Service Above Self Scholarship Dunwoody Rotary has established a $2,000 Service Above Self Scholarship that can be renewed for up to another three years. The first winner is Melanie Smith, who is president of the Interact Club and has served the community

through VolunTeen and Holiday Helper programs at Children’s Healthcare of Atlanta, the Rise Against Hunger, the Intown Food Pantry, Special Olympics and the Dunwoody Nature Center’s Butterfly Festival. Smith said she believes the leadership skills she learned at the Rotary Youth Leadership Award camp will be with her for the rest of her life. Her application and essay reveal that she has internalized the SMITH Rotary motto of “Service Above Self.” She will be attending the University of Georgia and hopes to be a child life specialist or occupational therapist at Children’s Healthcare of Atlanta. The Rotary Club of Dunwoody supports our community in the areas of child and family health, literacy, public safety, and is part of Rotary International, a worldwide philanthropic organization. What to expect in a pandemic real estate market By MELANIE COLLINS Ansley Atlanta Real Estate | Collins Collective As doors reopen to businesses and institutions around the country, many buyers and sellers are considering opening doors of their own. While the pandemic shuttered schools and businesses temporarily, the real estate market didn’t seem to get the memo. Ansley Atlanta Real Estate reported a 46% increase in pending sales year over year for March, as housing inventory and mortgage rates remained historically low. Agents reported normal Spring market activity, in a world that was anything but normal. As restrictions continue to lift, those who might have postponed their plans to move for health or economic reasons are beginning to revisit their options. Here’s what you can expect if you are planning to make a move this season. Prices are still increasing As the pandemic arrived, consumers

were sure they heard opportunity knocking in the form of softening prices, but this turned out to be wishful thinking as low mortgage rates and sparse home inventory fueled multiple bids and quick contracts throughout March and April. Careful preparation is essential to avoid losing out or stressing out in a multiple bid situation.

Be represented. A professional agent will watch the market carefully, checking stats daily and staying in close contact with other agents to get a jump on new listings for their clients. Be ready. Sellers are requiring more proof that a buyer is serious before allowing showings. Have a pre-qualification letter from a reputable lender (or proof of funds from your bank for a cash purchase) prepared in advance. You may need to provide this documentation just to see a property, and certainly before offering on one. Be realistic. Your agent will guide you on prices for your market and advise you when there is opportunity for a discount but be prepared to pay asking price in especially competitive areas. Buyers are informed Even in a seller’s market, flawless presentation and pricing accuracy are still paramount to success, whether your goal is a swift sale, record-breaking sale price, or both. The pandemic didn’t

have a dampening effect on prices as some predicted, and it is still possible to get top dollar for your listing by taking important steps to prepare. Presentation matters. Online searches continue to dominate the landscape of home buying, especially now. Insist on professional real estate photography and a marketing plan with a strategy for engaging buyers viewing your listing online. Price accurately. Your agent will provide you with a pricing strategy tailored to your listing and market. While market conditions determine the final sale price, the closer you list to that price, the more likelihood of selling at or close to full asking price. And waiting for your ideal price, if above market value, typically backfires, resulting in a lower sale price and costly time on the market. Getting the best results in any market requires careful preparation and realistic expectations. An important step is hiring the right representation early in the process, as soon as you begin contemplating a move.

Condo or townhouse? Many people use the two terms interchangeably, but there is a clear distinction in the way the builder sets up the ownership of property. The building construction may look like a “townhouse”, but the rules governing the ownership GRIFFIN can be a “Condominium” under Georgia law. Buyers can determine which applies to a particular home by checking the legal description, or consulting with a real estate professional. Also, your lender can determine this through the title search and by referring to the public legal description of the property. Condominium Condominiums can be single floor “flats” in a building, or side-by-side multistory “townhomes” with common walls. Basically, the title holder “owns” everything inside the interior walls. From the exterior walls out is owned by all owners as one body. Each homeowner has a share of the “common areas” determined by the total number of homes. So, if there are 100 homes, each owner has 1/100th share of the common area. Common area includes entry, clubhouse, pool, tennis

courts and other amenities. The board of directors makes decisions regulating the common areas. All exterior maintenance and upkeep of the grounds is usually managed by the board. Buyers can request all of the current legal documents from the board or property management company before completing a purchase. Fee Simple Townhouse In Fee Simple ownership, the title holder owns the entire structure and the land underneath. The buyer may still have monthly fees and rules that apply to the land and building, but the exterior maintenance of the structure and sometimes the surrounding yard is the owner’s responsibility. So even though the townhouses have common walls, this form of ownership is very similar to a single family home. The homeowner’s association may still have rules and handle management of the surrounding property. Usually the fee simple ownership monthly fees are lower than condominium fees.
