Dunwoody lights up for 2020 graduates By CARSON COOK carson@appenmediagroup.com DUNWOODY, Ga. — To honor members of the class of 2020, who were unable to celebrate graduation in the traditional ways because COVID-19, Dunwoody residents and businesses lit up the city June 15, the eve of Dunwoody High School’s virtual graduation ceremony.

DUNWOODY, Ga. — The Dunwoody City Council unanimously passed a resolution June 15 urging Georgia legislators to pass a state hate crimes law. The council also spent over half an hour listening to a presentation by Police Chief Billy Grogan on steps his department has taken to reduce police use of force and increase police accountability. Last year, a hate crime bill passed with bipartisan support in the Georgia House but was held up in committee in the Senate. Georgia is currently one of only a few states in the nation that does not have a hate crime law. Following the February killing of Ahmaud Arbery, an unarmed black jogger in Brunswick, Georgia, passing such legislation has gained momentum.

The Metro Atlanta Chamber and Georgia Chamber of Commerce have jointly urged the Legislature to act. The bill on the table, H.B. 426, would grant judges the ability to impose an enhanced sentence if the court proves beyond a reasonable doubt that a crime was motivated by the victim’s actual or perceived race, religion, national origin, sexual orientation, gender or mental or physical disability. “Hate crimes aren’t meant to target just the individual,” Dunwoody Mayor Lynn Deutsch said. “They’re meant to scare or intimidate an entire community.” The resolution urges the Senate to pass H.B. 426 and for the governor to sign it into law as soon as possible. DUNWOODY, Ga. — The Dunwoody City Council unanimously passed a code change June 15 that allows bicyclists on sidewalks. The council also discussed the Georgetown Gateway Project and Sidewalk Improvement Program, two ongoing projects intended to improve pedestrian connectivity. Georgia law only allows bicycles to travel on sidewalks if the rider is 12 years old or younger. However, city ordinances can supersede the state law if cities choose to allow older bicyclist, City Attorney Bill Riley explained. Now, Dunwoody has such an ordinance, which also allows roller skates and skateboards, provided riders follow certain guidelines. Riders of any age must yield right of way to pedestrians, give an audible signal before passing other travelers, and ride in a manner that does not constitute an unreasonable danger to others. In other business at the meeting, the council reviewed the Georgetown Gateway Project , a collection of infrastructure and aesthetic improvements to the area along Chamblee Dunwoody Road from Cotillion Drive to Peeler Road. It includes extending an existing multiuse path; improving sidewalks; and adding landscaping, trees and pedestrian lighting. The bulk of the project’s funding,

The lowest bid for the project came in at $6.1 million. “The project bid is well within our available funding,” Public Works Director Michael Smith said. “We’re ready to go, but utility relocation is a major task on this project.” Because of the utility demands, Smith said, it will likely be another two years before construction begins, with completion in 2024. At the same June 15 meeting, the council discussed expanding the scope of its Sidewalk Improvement Project. In 2010, the council approved a plan that ranked the city’s main roads by their need for sidewalks. Since the plan was approved, the city has constructed 11 miles of sidewalks and has about 10 miles still to be completed. When the project began, the city had 65 miles of existing sidewalk. “When this program is completed, the city should have sidewalks on both sides of all the major, arterial and collector roads in the city,” Smith said. “Except in a few special cases on school walking routes, this project does not include neighborhood streets.” The city carried over a DeKalb County program where neighborhoods could work with the city to self-fund sidewalk construction, but it has never been pur-

sued, Smith said. Now, the city is considering expanding the scope of its sidewalk plan to include neighborhood streets. “Just to put it in perspective, there are about 20 miles of centerline miles of collector and arterial roads in the city, and there’s 125 miles of neighborhood streets,” Smith said. “When you start talking about going into neighborhoods, the scope can grow pretty quickly.” Smith presented a preliminary prioritization of neighborhood roads. Proximity to schools, parks and MARTA bus routes ranked a street higher on the list. Routes that would connect gaps between existing sidewalks, see a high volume of vehicle traffic and do not have steep slopes or other issues that would make construction difficult were also ranked more favorably. Even applying these standards, it would take decades to build out all those sidewalks at the current rate of funding, Smith said. The Public Works Department proposed continuing to focus on arterial and collector roads, but also develop a separate program for neighborhood roads with some funding directed toward it. The department also suggested a program to allow residents to provide partial funding to move up the timeline on their sidewalk project if it met certain criteria. The council had some suggestions for improving the ranking criteria, but generally were receptive to the department’s proposal.

DeKalb County school board approves new superintendent By CARSON COOK carson@appenmediagroup.com DEKALB COUNTY, Ga. — The DeKalb County Board of Education approved a new superintendent contract in a 6-1 vote on June 18. Set to take over the position July 1,

Cheryl Watson-Harris comes to DeKalb from her current role with the New York City Department of Education, the largest school district in the country. The three-year employment contract has an annual base salary of $325,000. “We are excited and proud to officially welcome Mrs. Watson-Harris to DeKalb

County School District as our next superintendent,” Board Chair Marshall Orson said. “Her experience as both an innovator at the New York City Department of Education and a passionate champion for children is precisely what we need to continue positioning our students for success.” The candidacy of Watson-Harris was announced publicly June 4. During the 14-day state-mandated waiting WATSON-HARRIS period, Watson-Harris participated in virtual meetings with employees, community members, public officials and the media. “The community’s passion for student success was palpable in each meeting I had, and I want to thank everyone who engaged with me,” she said. “I intend to meet as many of you in person as soon as conditions permit. It is encouraging to see an abundance of support for the important work ahead,

and I am excited to get started.” A New York City native, Watson-Harris has held executive positions with the New York City Department of Education and Boston Public Schools. She has an undergraduate degree from Marymount College and a master’s degree in education from Harvard University. She is currently a doctoral candidate at New York University’s Steinhardt School with an anticipated completion date of 2021 for a degree in educational leadership and innovation. The sole dissenting vote came from School Board Member Joyce Morley, who represents District 7. Morely said she was concerned about Watson-Harris’s lack of experience as head of a school district. Watson-Harris will succeed Ramona Tyson, who has served as interim superintendent since November 2019. Former Superintendent Stephen Green’s contract terminated half a year earlier than when it was originally set to expire this month. Watson-Harris will be DeKalb County Schools’ sixth superintendent in the last decade.

Meet the heroine of the Dickens & Christie cozy mystery series Hey there. I’m Leta Petkas Parker, and you can probably tell from my name that I’m Greek. Greek families love food and cooking — and eating, though I try to keep the eating KATHY part under control. MANOS PENN At only 5’2”, I’d be a little butterball if I indulged as much I’d like to. Since I’ve retired to the Cotswolds from the States, my new friends have come to expect my Greek salad whenever they eat at my cottage — that and the occasional pan of pastitsio or spanakopita. How did I get to England from my home in Atlanta? Tragically, my husband Henry died in an accident nearly two years ago. I threw myself back into my corporate career, thinking the long hours and weekly business trips would chase the pain away. All that did was exhaust me. What did the trick was my spur-of-the-moment decision to retire to the Cotswolds, something I’d always dreamed of. And here I am, living in a storybook cottage with my dog and cat Dickens and Christie, making new friends, and making my way. We three have a daily routine. Only after Christie gets her milk and Dickens visits the garden am I allowed to take my cup of coffee to our cozy sitting room. I get the fire going, read the paper and play Words with Friends before I attack the day. Okay, okay, I don’t exactly attack, but I did keep my side job writing columns after I moved “across the pond.” I love writing, and my readers tell me they enjoy hearing about life in the picturesque village of Astonbury. Back home, I wrote about the deer in the yard, fall festivals, trips to the mountains — whatever struck my fancy. Here, it’s trips to quaint villages, overnights to Oxford and the joy of walking country lanes. Several mornings a week, I take yoga at the Let It Be yoga studio on High Street, often with my friend Wendy. Now that she’s retired from teaching high school English in the States — if you can believe it — she’s back here living with her mum, Belle. Nearly 90 years old, Belle is a pistol. The fascinating thing about Belle is that her mother knew J.M. Barrie, the person who wrote “Peter Pan.” They became friends when he summered in the Cotswolds. That’s why Belle’s daughter is named

Wendy, and her twin brother’s name is — you guessed it — Peter. It was Peter who told me I could buy a refurbished London taxi to drive around in, and that’s what I did. How cool is that? Wendy and I bonded right away over our love of books and shopping. She’s not quite the word nerd I am, but we both attend the monthly book club meetings at the Book Nook. Between the yoga studio, the bookshop and Toby’s Tearoom, we spend lots of time on High Street. Dickens and I walk almost every day, and our favorite destination is the pasture where we feed carrots to Martha and Dylan, the donkeys. For a longer walk, we continue to the Olde Mill Inn, where I visit with my friends Libby and Gavin, and Dickens romps with their cat Paddington. Dickens says his favorite pastime is diving in the pile of dirty linens with Paddington as the rooms are being changed out. Did I mention that Dickens talks to me? And I understand him? Odd, I know, but I’ve been able to talk to the animals since I was a child. I also converse with my black cat, Christie and my friends’ pets. Dickens is a happy-golucky little fellow. His feline sister? She’s sassy and persnickety, but I still love her. I’ve successfully kept my Dr. Dolittle talent to myself — can’t have my friends thinking I’m a crazy woman. Even Henry didn’t know about my strange ability. Yes, I was living the dream ... until Dickens and I stumbled across a dead body ... of a friend. Who knew I had an inner Nancy Drew? In a flash, Wendy, Belle and I had embarked on solving a murder mystery. And, believe it or not, we solved it! Even we were surprised. But that was a one-time thing, not something we planned to ever do again. And we meant it, really ... until another dead body appeared ... in our peaceful little village. Everyone thinks I’m the instigator, but honestly, Wendy ‘s hellbent to get involved, at the risk of once again irritating the heck out of Gemma, our local detective-sergeant. And Belle? Police: Continued from Page 1 the resolution during the public comment portion of the meeting. They also had their own suggestions for police reform and addressing racism in the community. Those ideas included establishing a diversity task force, establishing a citizens police advisory committee, requiring police to hand out a business card with their name after every interaction, and hiring mental health professionals to assist police or intervene in lieu of police in incidents that involve severe mental illness. Dunwoody’s non-discrimination ordinance, which passed last summer, requires the city’s police officers to complete hate crimes training and report data on hate crimes to the FBI. Chief Grogan said a state hate crimes law is something he has supported for years. In addition to the hate crimes training, Dunwoody police officers receive training on use of force and de-escalation, scenario-based firearms training and mental health first aid training. More than half of Dunwoody’s officers have completed a 40-hour crisis intervention training program, and by the end of the year the entire force will have received training on policy legitimacy and community relations, Grogan said. In 2019, officers averaged 146 hours of training. The city’s use of force policy bans chokeholds, requires de-escalation, requires officers to intervene if deadly force is being used, requires officers to exhaust all other means before using deadly force, and requires officers to give a warning before deploying pepper spray, their Taser or deadly force in most circumstance. Grogan said an example of an exception to the warning rule would be if someone’s life was in immediate danger. Every use of force incident goes through several layers of internal review, and the Georgia Bureau of Investigation investigates all deaths that take place in police custody and all officer involved shootings. Grogan also noted in his report that the racial makeup of the city’s police force is similar to the city’s demographics overall, although Asian Americans and women are underrepresented. About 7 percent of the department is women. “We should always be reviewing our policies, especially use-of-force or any other high liability policies, to make sure there isn’t anything we need to change,” Grogan said. “Should something be taken away? Should something be added? … We’re in the middle of that conversation right now internally. What can we do to make things better?”

an American aeronautical engineer. Kelly was the lead engineer at the fabled Lockheed Skunk Works which during the Cold War with Russia designed the SR-71 Blackbird spy plane. A highflying supersonic aircraft, it could soar over enemy territory taking pictures in a time before satellites or drones. The plane was operated by the Air Force and NASA before being fully retired in 1998. Able to fly at Mach 3+ at altitudes above 85,000 feet, the plane still holds the record as the world’s fastest aircraft. Any aircraft is a highly sophisticated piece of equipment. Kelly emphasized that whatever the Lockheed designers came up with, it had to be maintained in the “theater of war” and “be repaired by a man in the field with some basic mechanic’s training and simple tools.” Kelly recognized a basic truth. People aren’t stupid but when they have a problem or a challenge, they don’t want to be overwhelmed by complexity.
