Longtime coach welcomed back to Dunwoody High School BY CATHY COBBS newsroom@appenmedia.com DUNWOODY, Ga. — The Dunwoody Homeowners Association welcomed longtime baseball coach and teacher Tom Bass back to the city as the new principal at Dunwoody High School. At its July 11 meeting, the DHA board opened its monthly meeting by introducing Bass, who had coached at the high school, at Dunwoody Senior Baseball and several elite leagues, as the new principal at the 2,200-student
school. Bass, who worked as a coach, teacher and assistant principal at Dunwoody from 1994 to 2012, has spent the past nine years as teacher, coach and assistant principal at Lambert High School in Suwanee. His ties to the area have remained strong, however. His 14U team, the Dunwoody Diablos, recently won the Grand Slam World Series in Panama City, Fla., going undefeated and beating teams from

DUNWOODY, Ga. — After years of study and debate, public art is debuting all over Dunwoody, with Spruill Center artists leading the way. The formation of the Dunwoody Arts Commission last September has paved the way for artists to find public venues to display their works in public places like the Spruill Center for the Arts and beyond. And it’s a welcome addition, according to Spruill’s CEO Alan Mothner. “After years of trying to implement public art, it’s great to see the murals and other public art beginning to pop up around town,” Mothner said. “I think the commission is finding its footing in regards to their role.” Spruill artist Diana Toma’s mural, “Daydreaming,” was the first sanctioned art to be approved and installed under the new public arts regime. It is installed at Spruill’s entrance on Chamblee Dunwoody Road. “The mural is amazing and inspiring,” Mothner said. “My office has a window out to our front entry, and I can’t tell you how many times I’ve seen cars driving into the parking lot just to take a picture.” Since that installation, Spruill artists have worked with the commission to install two more murals at the building — one entitled “Shine Your Light” by Megan Reeves, and “Wooded Wall” by Maureen Engle. “Soon visitors will see a mosaic man-
dala wall, nearly a dozen ceramic totems in front gardens and the annual unveiling of the AMPLIFY installation mural at the Spruill gallery in October,” Mothner said. Dunwoody Economic Development Director Michael Starling said he thinks the program is unfolding nicely. “Like any program, it takes a while for the process to get going, but I think we are well on our way to making Dunwoody public art a real part of the fabric of the city,” Starling said. Officials are looking into programs the city will fund, the first being a request for proposals for art-inspired bike racks placed in areas with a heavy bike presence, Starling said. The city published a document outlining the parameters for the bike racks, with proposals due July 16. According to the request for proposals, “the city seeks artwork that captures the spirit of Dunwoody and should take inspiration from the themes identified in Public Art Implementation Plan.” Mothner said his only criticism involves the way the proposed art must follow the themes established by the Dunwoody Arts Commission. “I feel that the themes for art as established by the city are a bit limiting and conservative,” he said. “If you look around other cities, public art is utilized to not only bring beauty, but also to elevate conversation and discussion among a diverse population. I think Dunwoody should strive toward that, allowing art to perform its magic at bringing communities together.”

DUNWOODY, Ga. — Stage Door Theatre was awarded a grant by Georgia Council for the Arts, a division of the Georgia Department of Economic Development, as part of its initial disbursement of grants for fiscal year 2022. A total of 218 organizations were awarded 266 grants that provide more than $2 million in funding to arts organizations throughout the state. The Bridge Grant provided funding for operating support to 135 organizations, the Project Grant will help fund 54 arts projects, and the Arts Education Program Grant was awarded to 77 organizations. Additional grants for Vibrant Communities and Cultural Facilities programs will be awarded in the Fall of 2021. “As we emerge from this past year’s quarantine, the arts sector is vital to

A Service of Celebration and Remembrance for Command Sgt. Maj. Simon Jones will be held in the sanctuary at Dunwoody United Methodist Church, 1548 Mt. Vernon Road, DunJONES woody, 30338 on Sunday, July 18 at 2 p.m. Affectionately called “Cookie Monster” by hundreds of preschoolers during his 27-year career as facilities manager at the church, Simon was loved by young and old alike. Simon’s stellar 30-years in service to our country and his dedication to Dunwoody UMC’s members and the greater Dunwoody community marked a life well-lived. Simon passed away on June 13 and is buried at Alabama National Cemetery in Montevallo, Alabama.

Georgia education law sets up teacher pipeline By CANDY WAYLOCK candy@appenmedia.com ATLANTA, Ga. — Schools are preparing to open in Georgia with new laws aimed at education in the new normal of a postpandemic classroom. Gov. Brian Kemp noted a year ago the state was in the grip of the COVID-19 pandemic that essentially shut down most schools and sent kids home to learn. A year later, most districts are gearing up to fully open for the 2021-22 school year. “Georgia is open, and we are fast approaching a return to normal here in the Peach State,” Kemp said during a bill signing event at Kennesaw State University in May. “[This new legislation] sends a message that those brighter, more prosperous days start with putting our students and our educators first.” New laws that went into effect on July 1 focused on the creation of a “teacher pipeline,” increased support for charter school students, inclusion of homeschooled students in public school activities, and the expansion of the state’s Special Needs Scholarship program. The “teacher pipeline” bills are a package of new programs aimed at attracting more teachers into public schools, and to support those currently in classrooms. “[These] bills are focused on recruiting, preparing, mentoring and retaining the best and brightest in education,” said Kemp, whose daughter recently graduated with an education degree. The new laws expand the teaching opportunities for those without a teaching certificate, supports the state’s historically Black college and universities to graduate more teachers, gives an income tax credit for teachers in low-performing schools, incentivizes retired teachers to return to the classroom, and provides additional coaching and mentoring opportunities for all teachers. “We’ve talked a lot about heroes this last year,” Kemp said at the signing. “And the hard work by teachers in Georgia and their heroic efforts have not been lost on me.” Also signed into law is Senate Bill 59, sponsored by Sen. John Albers (R-Roswell), which expands the state’s financial support of charter schools. Charter schools will now have a greater share of the approximately $11 billion in state funding for education through the same formula used to fund public schools. Charter schools saw increased enrollment last year as many public schools opted to remain virtual during the COVID pandemic.
“This [law] will allow students to get the resources they need to be successful in the classroom, and we’ll protect parents by ensuring that every resource their student is entitled to [they] receive,” Kemp said. The new law also creates a mechanism for local charter school staff to join the State Health Benefit Plan. Home-schooled students now have the opportunity to participate in extracurricular activities, including sports, at their zoned public schools with the signing of the “Dexter Mosely” Act into law. Supporters have tried for nearly a decade to get the law passed but were finally successful this session. Students will need to enroll in at least one course at their zoned public school and maintain academic standards to remain eligible. Georgia’s Special Needs Scholarship Program has now expanded to include additional students into the voucher program. Previously only students with a federally-defined Individualized Education Plan (IEP) were eligible for statefunded vouchers to help pay for private schools. The new law expands that to any student with a 504 plan, which more broadly defines a special need for academic accommodation. While lawmakers have been trying for years to expand the 14-year-old program, it has been strongly opposed by education advocacy groups. Opponents cite the increasing amount of taxpayer funds leaving public schools and going to private schools which have no obligation to provide special services. However, in a year marked by COVID-19 disruption and the push for alternative education options, the legislation found support. Other legislation effective July 1: SB 204 - Creates a pilot program to enable students who have dropped out of high school or are at risk of doing so to earn a diploma from a technical college. SB 246 - Prevents government or local school boards from regulating learning pods which became increasingly common during the pandemic shutdown. HB 146 – Provides three weeks of paid parental leave to state employees, including school district employees, who have worked full-time for at least six months. HB 287 - Adds information on vaping and tobacco products for students in K-12, and human trafficking information in grades 6 through 12. HB 606 - Adds the Georgia Independent Schools Association to the list of approved school accrediting agencies.

Old times shared in 1994 ‘I Remember Hour’ A gathering of older citizens of Dunwoody in 1994 at the Spruill Center for the Arts provides an invaluable treasure of memories of early Dunwoody life. The event was part of DeKalb HisVALERIE tory Center’s “I ReBIGGERSTAFF member Hour” series, which began in the 1980s. Dunwoody Preservation Trust has the video recording in its archives. Glenn Thomas Austin, born in Dunwoody in 1920, shared memories of his family. His mother, Nettie Southern Austin taught at Dunwoody School for 50 years. His father, Glenn Greer Austin, was a carpenter and justice of the peace, operating out of the Nash store and post office at the corner of Chamblee Dunwoody Road and Mount Vernon Road. Austin shared that Nash store was originally the Dunwoody railroad depot, moved up Chamblee Dunwoody Road. Others present confirmed this history. Ethel Warren Spruill spoke of moving to Dunwoody in 1933 when she married Stephen Spruill. “Everybody knew their neighbor, there was a great love and great unity.” She was Baptist but joined her husband’s church, Dunwoody Methodist. Kathleen Spruill Meiers remembered when Ashford Dunwoody Road was paved. Before that, there was a terrible mud hole right in front of where Perimeter Mall now stands, where people were always getting their car stuck. Meiers also shared that she was born
in the old Maj. Charles Dunwody home that was located where the Redfield tennis courts are today. She and others remembered the Dunwoody School teachers. Nettie Austin for grades one through three, Ms. Chambers for grade four and five, and Elizabeth Davis for grade six and seven. Elizabeth Davis was also principal for 20 years. Ola Spruill managed the lunchroom, preparing food for all students each day. Some remembered that Ms. Chambers would select children to walk to the nearby spring and get a bucket of water. Everyone drank from the same dipper, shaped from a gourd. Others in the group had Sue Kirby Jameson as their teacher. Jameson was at the reunion of Dunwoody citizens and shared the story of her father Tolleson Kirby delivering mail. Starting in the 1920s, he picked up mail from a post office “the size of a corn crib,” operated by Columbia Cheek. His route took all day by horse and buggy, but later was much quicker with his Model A Ford. During cold winters, a brick heated by the fire was placed in the buggy to keep his feet warm. David Chesnut, who grew up along Chamblee Dunwoody Road near Harts Mill Road, told how he and a friend stayed out all night hunting rabbit on land that is now Murphey Candler Park. Chesnut turned to Manget Davis and asked, “Mr. Davis, when did you move here? Have you lived here all your life?” Davis answered “No, I lived half my life before I came here.” Manget and Elizabeth Davis bought 63 acres for $8,000 from Calhoun and Effie Carpenter Spruill in 1937. The

Davises were told not to say anything bad about anybody when they moved to Dunwoody, because everyone was related. Chamblee High School was the only high school in the area. The principal was M.E. Smith, but everyone called him Prof. Elsie Barrows moved out to Tilly Mill Road around 1947. “I thought it was the end of the world,” she shared. After the Methodist
minister rode a bike out to visit, followed by visits from Ethel Spruill and other neighbors she began to love the community. DHA President Bob Fiscella said he participated in the interview process to fill the principal’s slot and that Bass stood head and shoulders above other qualified candidates. “While there were great candidates, Tom was the best one,” Fiscella said. Bass said he was honored to be the school’s selection. “I’ve always said while at Lambert that there would only be one school I would leave for, and that would have been Dunwoody,” Bass said. “When this opportunity presented itself, it was something that I felt very drawn to.” The position came up suddenly, according to Bass. In June, the former DHS principal Priscilla Cole announced she was leaving to be closer to family in Tennessee. Bass, along with others, applied for the job. He was named one of two finalists in early July. After several interviews with the DeKalb County School Board and parent groups, he was chosen for the position July 9. “It all came up very suddenly,” he said. “I feel like I was very fortunate to be selected as the candidate to be the principal at Dunwoody, and I am looking forward to providing the opportunity for our students, parents and community to feel the Dunwoody experience.” Bass, while retaining his relationships with the Diablos, said he will not be part of the baseball coaching staff at Dunwoody High School. In other matters at the meeting, the DHA discussed ongoing issues with Branches subdivision homeowners who are unhappy with proposed buffers between their backyards and several commercial areas as it relates to the city’s proposed overlay district.

A timeless market forecast While there is controversy over the exact origins of the following quote, it has been attributed to the legendary American financier and banker, J. P. Morgan (1837Supposedly LEWIS J. WALKER, CFP 1913). a brash young man asked this Lion of Wall Street what he thought the stock market would do near term. Morgan declared with unabashed certainty, “It will fluctuate, young man. It will fluctuate.” And so it has, and so it will, sometimes to heart-racing extremes, constantly confounding forecasters. Yet the stock market endures as a useful wealth-building tool integral to a deliberate and patient longterm financial plan. Forecasters, financial writers, economists, government policy formulators and investors seek to fathom what the postpandemic so-called “new normal” will look like and how we will know when we get there. Mr. Market obsesses over Federal Reserve officials signaling that interest rates may rise sooner than anticipated due to a rebounding economy and increasing inflationary pressures. Costs for many things have soared when compared to reduced or lower prices of a little over a year ago when COVID-19 fears largely brought much buying activity to a relative standstill. Unparalleled federal monetary stimulus, record borrowing and printing of money have added fears of “unanticipated consequences” to the guessing game mix. You are experiencing rising costs at the grocery store, gas pump and elsewhere as the buying power of your dollar shrinks. Cost-of-living inflation is a constant reality that demands patient investment and wealth-building strategies. True deflaltion is a rare occurrence, normally associated with market crashes and depressions. The consumer price index is up 5 percent as

of May 2021, compared to last May when many of us were shut in midst the pandemic as shrinking demand depressed prices. Some government officials and economic pundits call rising prices “transitory.” One can hope, but with the “price genie” out of the bottle, we can only wonder what will stick and what will not. A 15-day personal road trip to Florida mid-June illustrated the madness of crowds and resulting inflationary pressures. During this trip over the ides of June, we found that top hotels were crowded with price increases to match. I-75 and other major highways were crashstrewn racetracks, especially in stormy weather. Short-staffed restaurants were jammed, and prices were rising. My son’s family stood in line for over three hours at the Miami International Airport to get a not-so-cheap rental car pre-booked months ago. American Airlines announced significant flight cancelations due to crew shortages and other factors related to surges in demand. Interruptions in global supply chains and ocean shipping backlogs are pressuring prices. A worldwide shortage of microchips plagues production of computers and related equipment, such as smart phones, cars and a wide range of items. This, in turn, creates production delays with concomitant price pressures. Labor shortages and questions about “returning to the office” fulltime are precipitating increased wage costs and other conundrums. How much of today’s abnormal will persist as part of the new normal? Those with money are spending it. Witness soaring prices for homes, and a resurgence in travel. Folks in Florida report a boom in the buying of boats and other toys. How long this will last is guesswork. The economy is recovering. As to a market outlook, expect more ups and downs, as stocks overall are not cheap, and trading is free and easy. If you own solid companies and have ample cash liquidity to handle routine needs and emergency surprises, hang in there. If

you’re dollar-cost-averaging monthly into retirement or other nest-egg portfolios, maintain discipline. Success overall in the market for all but adroit traders is a function of time, not timing. Try to factor rising inflation into your long-term plans. At 3 percent annualized inflation and a 20 percent overall marginal state, local, and federal tax bracket, your “break-even” and zero real rate of return adjusted for taxes and inflation is 3.75 percent; at 4 percent inflation, 5 percent. Cash and bonds are useful buffers during bouts of market stress, but they are unlikely to keep pace with inflation and taxation over time when it comes to preserving or growing buying power. Expect taxes to rise, and not just for the wealthy. Demands for more “free benefits” and market price pressures impact federal, state, and local city and county costs, and taxes and user fees are likely to increase. Tax-wise investing and spending strategies are essential to successful wealth building and preservation efforts. A review of “What if?” contingency plans for you, as well as any adult children still dependent on you, is advised. Parents of suddenly 18-year-old children, who now are adults under the law, are startled to realize that powers of attorney for health care and assets are required in case of serious injury or illness.
