Governor blunts Dunwoody’s mandatory mask ordinance
New DeKalb superintendent takes office STONE MOUNTAIN, Ga. — Cheryl Watson-Harris was sworn in as the superintendent of DeKalb County Schools earlier this month at the Robert R. Freeman Administrative Complex in Stone Mountain. DeKalb County Superior Court Judge Gregory A. Adams presided at the ceremony. Watson-Harris’ husband, son and family members attended as well as School Board Chair Marshall Orson, Board Vice-Chair Vickie Turner and Board Member Dijon DaCosta. “I applied to be the superintendent of DeKalb County because I was excited about the work, the legacy and all of the incredible things you’ve accomplished so far,” Watson-Harris said. “I really, truly believed that I had the skillset, the experience, the passion and the drive to come here and to work alongside you to help DeKalb soar to new heights. I am truly humbled and honored to be selected, and I am looking forward to our journey together.” Watson-Harris brings experience from her roles in New York and Boston. Before accepting the role of superintendent of DeKalb County Schools, WatsonHarris served as first deputy chancellor, as well as in other executive positions, for the New York City Department of Education. DUNWOODY, Ga. — The Dunwoody City Council joined a handful of Georgia cities July 13, passing an ordinance mandating the wearing of protective masks in public within the city. But the order died before it went into effect. The mandate, which was scheduled to begin July 16 and run for one month, required all persons within the city limits to wear a mask or a cloth face covering over the nose and mouth when inside a commercial location or other building or space open to the public. It also required masks when in an outdoor public space where it is not feasible to maintain social distancing of not less than 6 feet from another person not from the same household. The vote was 5-2, with council members John Heneghan and Jim Riticher opposed. Both stated their frustrations with state leadership, but they said they were bound to follow Gov. Brian Kemp’s own call not to exceed provisions of his statewide order. For more than a week, Kemp had said local jurisdictions cannot enforce harsher mandates than he has outlined in his statewide executive order, and local laws doing so are unenforceable. Kemp made that point again on July 15 — a day before Dunwoody’s ordinance was to take effect — by updating his own executive order to include language specifically suspending any local orders that mandate the wearing of masks.
Savannah and Atlanta already enacted their own mask mandates earlier this month, and other cities had prepared to follow suit. In anticipation of Kemp’s action, however, the Dunwoody City Council passed a resolution at the same meeting that would substitute the term “require” with “strongly recommend,” if the governor called out cities with mandate orders. In arguing for the original mask mandate, Dunwoody Mayor Lynn Deutsch said she has followed the numbers since the pandemic began, and she has seen the toll it has taken on people and on the healthcare community. “This is the one thing we can do to protect the healthcare community,” Deutsch said. During discussion of whether a mandate was legal at the time, the council majority argued that the city would simply be acting in “furtherance of the governor’s order,” which advised citizens to follow guidelines set by the Centers for Disease Control and Prevention. Dunwoody City Attorney Bill Riley said the city could sustain its ordinance if challenged by asking whether the governor can restrict what kind of furtherance a local government can employ to a governor’s order. That argument apparently became moot with the Kemp’s later announcement. Dunwoody’s ordinance includes

DUNWOODY, GA. — The City of Dunwoody Economic Development Department is taking a colorful approach to encourage local restaurants to add or expand outdoor dining. The Painted Picnic Table Project is designed to make it easier for restaurants to meet social distancing requirements designed to protect against the spread of COVID-19. “We see this as a creative way to engage the community and support local businesses,” Dunwoody Economic Development Director Michael Starling said. “We hope the painted picnic tables will help more restaurants and customers embrace outdoor dining.” Vino Venue, Crema Espresso Gourmet, the Shops of Dunwoody, Perimeter Mall and NFA Burger have already signed on.
New pediatric practice serves Spanish-speaking population, unique cases DUNWOODY, Ga. — A new pediatric practice in Dunwoody works to serve the large Spanish-speaking population in the area with a staff fluent in Spanish and other languages. Drs. Jessie Brutus-Darius and Natalia Benza opened their practice, Healthy Kids R Us, in July with the goal of keeping children healthy, serving the Spanish-speaking population in the area and treating unique and rare cases. The office staff is fluent in Spanish. Brutus-Darius also speaks French and Creole. Both Brutus-Darius and Benza worked at Children’s Healthcare of Atlanta before opening the practice together. Because of their past experience, Brutus-Darius and Benza say they are knowledgeable and equipped to handle unique cases. Benza said they see pa-

In the coming weeks, they hope to provide COVID-19 testing. “Thankfully, we stayed in close communication with our patients from the previous clinic, so many of them have been very loyal and waiting for us,” Benza said. To ensure the health and safety of the staff and patients, employees have their temperature taken and wear masks in the office. Patients are asked to wait in their car upon arrival, so a member of the staff can come out to take their temperature and have them answer a questionnaire before they enter. Center for the Arts and the Dunwoody Preservation Trust have volunteered to paint tables. A special permit is required before restaurants can join the Painted Picnic Table Project. In May, the Dunwoody City Council passed a resolution creating a temporary outdoor restaurant permit, which allows restaurants to set up tables for customers in common areas and even parking spaces, in coordination with property owners. Seating must align with state executive orders, which currently require tables be spaced at least 6 feet apart. The permit is free. “This is a great way to showcase our community organizations by bringing color and art to outdoor dining,” Rosemary Watts, Dunwoody’s business retention manager, said. “We’ve been encouraged by the enthusiasm of restaurants and community organizations and look forward to bringing more on board.”

The upside to boredom The “Pepper... And Salt” cartoon in the Wall Street Journal (6/12/20) nailed it. A couple is seated at a table over glasses of wine. Pensively the woman says to her companion, LEWIS J. WALKER, CFP male “It’s hard to believe the Good Old Days were just a few short months ago.” In the same WSJ edition, a review by Daniel Akst of a new book, “Out of My Skull,” by James Danckert and John D. Eastwood, examined “boredom.” During the Covid-19 imprisonment some complained, “I’m bored with this!” With routines disrupted, for many a malaise of some sort is common. Even “essential workers” can suffer a different kind of boredom, tired of too much stress, excessive demands on time and energy, constant pressure. For the rest of us, aren’t you bored with being deemed “non-essential?”
Not feeling that you have an important role in the scheme of things is a corrosive kind of boredom. Everyone has to feel useful. Some people worry about loss of purpose in retirement, especially if much of one’s identity is tied to what one does for a living. Lack of motivation is a manifestation of boredom. Another sort of boredom, say the authors of “Out of My Skull,” “is the version that most of us get paid for,” for example, workers of any kind beset with “mind-numbing” and repetitive tasks. Looking at the sources of boredom, the authors cite four key factors that spur feelings of tedium: “monotony, lack of purpose, constraint, and poor fit between our skills and the challenge of the moment.” Focus on that last point: a misalignment between our innate talents, knowledge, and skills, and the challenge at hand, the role we are asked or forced to play. Gallup annually surveys the workplace to gauge the level of “engaged” workers in America, those “highly involved in, enthusiastic about, and committed to their work and workplace.” With surging employment in 2019, there was cheerful news. Engagement reached a new high of 35%, the highest level since Gallup began tracking the metric in 2000. The flip side, however, was 65% of employees not really engaged, many of whom show up and go through the motions, including the TGIF crowd, and
those actively disengaged and looking to leave. With virus-induced unemployment way up, those with a job, even those not engaged or truly happy, will “hang in” due to lack of options. But for the employed and those seeking employment, Danckert and Eastwood have solid advice. “Boredom is neither good nor bad,” it’s how you respond to it that counts. Donald O. Clifton (1924-2003) was a professor, psychologist and researcher who studied success versus the reasons for failure by individuals and companies. Clifton was the guiding force behind Gallup’s Clifton StrengthsFinder, used by firms to match innate worker strengths with the role to be played in actualizing a defined vision and mission. Many colleges use Gallup tools to match a student’s talent themes with courses and majors. Clifton noted that “strength” emerges over time by identifying a person’s top 5 to 10 inherent talent themes, of which there are 34 in all, and developing those raw talents by adding skill and knowledge. It’s a lifetime pursuit of mental, emotional and internal motivational strength, just as physical fitness is born of dedication and repetitive development. The authors take a tip out of the StrengthsFinder playbook, recommending “mindfulness” and the pursuit of “flow,” becoming “so absorbed
in a task that we lose track of time and forget ourselves.” We enjoy what we’re doing; we can’t wait to get back to it. With the health and safety of Dunwoody citizens and visitors in mind, Dunwoody’s Mayor and City Council voted on July 13 to approve BOTH a resolution encouraging mask wearing and an ordinance mandating masks in public and commercial spaces, with exceptions. Two days later, Georgia Gov. Brian Kemp updated his executive order. While strongly encouraging mask-wearing, the order now includes language specifically suspending any local orders that mandate mask-wearing. Thus, the City of Dunwoody stands by its resolution, which passed unanimously. It states that masks and face coverings should be worn to the maximum extent practicable, including inside commercial locations, building spaces open to the public and outdoors when it is not feasible to maintain social distancing of at least six feet.

A dog’s life in quarantine The silly cat got to write a column about this stay at home thing a few weeks ago, so it’s only right that the dog gets a turn, too. Life is always grand for this pup. And, yes, technically I’m no longer KATHY a pup, but if my MANOS PENN mum can refer to her friends as girls, then surely a 13-year-old dog can be a pup. Mum also says things like “boys will be boys” when Dad does something silly, and no one has mistaken him for young in quite a while. I mean he may be young at heart, but he’s on Social Security, and you know what that means he’s old—really old. And that makes me wonder why there’s no program like that for elderly dogs—maybe Doggie Dollars? But I digress. It’s not bad having the royal parents here all the time, except I’m used
COMMUNITY to having uninterrupted barking time. I like to lie by the front door and bark at passersby — people, dogs, bicycles, deer, squirrels, and the occasional loud car. Mum says I bark at leaves falling from trees too, but she likes to exaggerate. I’m kinda tired of hearing, “Banjo, enough.” I believe it is my prerogative to bark whenever and as long as I please, especially because barking is a personality trait of the Great Pyrenees breed. Methinks this quarantine thing is making my parents cranky, or maybe it’s that they never realized just how much time I spend barking. For the most part, though, I like having them around. With Mum in her office most of the day, I can make my way upstairs to lie beneath her desk where she can rub my belly with her feet — sometimes for several hours since she no longer leaves to work out, eat lunch with girlfriends or shop. When I’m not beneath the desk or barking by the front door, I keep Dad company in the living room. He says I’m only supposed to lie by his recliner and demand attention at 6 p.m. or later, that I should not expect him to cater to my wish to be touched all day long. Me? I say if he’s in his recliner watching television all day, then his arm needs to extend to my belly and rub it nonstop. The other cool thing about them being confined to the house is they’re always here

for lunch. That means I never miss a day of getting my tribute of three chunks of ham when Dad makes his lunch. Cool, huh? One strange thing is they’ve begun hanging out on the screened porch doing something they call a jigsaw puzzle. I have a vague memory of them doing something like that years ago before Puddin’ arrived. She’s 7, so it’s been a while. They sit at the round table on the porch moving tiny cardboard pieces around. Dad even built a big wooden platform for the tabletop, so the little things won’t fall through the slats in the table. Mum says that once Puddin’ discovers what they’re doing, all bets are off. The girl has a disturbing tendency to bat things off tables — coasters, pencils, pens, paper clips. She’s even tried to push Alexa off Mum’s desk. Can you imagine what fun she’d have with the puzzle pieces? Before we had this cute calico kitty, we had a white cat named Dancer. She lived to be 22 and had given up leaping on tables, so puzzles were safe back then. Was it Art Linkletter who said, “Kids say the darnedest things?” Well, all I can say is pet parents do the darnedest things, but I love them despite their silly ways.

101-year-old Garrie Phillips was at Pearl Harbor Garrie Phillips, a resident of Dogwood Forest of Dunwoody, was honored July 9 as she celebrated her 101st birthday. Known by friends at Dogwood Forest as Ms. Garrie, VALERIE she was at Pearl BIGGERSTAFF Harbor on December 7, 1941, when the Japanese attacked the American naval base just before 8 a.m. Ms. Garrie grew up in a small town near Charlotte, North Carolina. In September of 1941, when she was 21 years old, she married Tom Crayton. Crayton was serving in the Navy, and the couple were sent to San Diego soon after they were married. It was Ms. Garrie’s first time on a train. At San Diego, they discovered their next destination would be Pearl Harbor in Hawaii. Tom Crayton was told by his commanding officer, “I’ve been waiting for someone like you to take this minesweeper to Pearl (Pearl Harbor).” They arrived at Pearl Harbor on Thanksgiving Day in 1941. Ms. Garrie stayed with friends and was at their apartment on the day of the attack. Her husband was aboard a submarine conducting mine sweeps. Many of Ms. Garrie’s family did not have phones in 1941, but she and her husband were able to get in touch with an uncle after the bombing to let the family know they were safe. Tom Crayton’s brother was also stationed at Pearl Harbor and miraculously es-

caped harm. Ms. Garrie recalls that the brothers waved to each other a few days later when their paths crossed. Christmas Eve night of 1941 they were evacuated from the base, and Ms. Garrie returned home to North Carolina after a stop in San Francisco. Tom Crayton died toward the end of the war when he saw a fight break out
and tried to intervene, something he had done on other occasions. He was knocked against a wall, suffered a concussion and died from his injuries. Ms. Garrie was left alone with a 28-day-old daughter. Ms. Garrie later remarried and had a son, her second child. Her 101st birthday celebration included a drive-by parade of the Sandy Springs Fire and Police departments and a proclamation and key to the city of Dunwoody, presented by Mayor Lynn Deutsch. Ms. Garrie said it was a wonderful event, but she reminisced on how her 100-year birthday had many more attendees. Coronavirus kept the numbers down this year. Ms. Garrie stays busy at Dogwood Forest caring for potted plants and an herb garden, as well as placing flowers in vases in the dining room and other community rooms. When asked about her secrets to a long life, Ms. Garrie stated that she wasn’t done yet. She shared her pride in being able to do many things for herself.
