Dunwoody officials review plans for start of Perimeter Center trail By HUNTER TERRELL newsroom@northfulton.com DUNWOODY, Ga. — The Dunwoody City Council got a snapshot July 27 of where the city’s money will be going in the first phase of a major trail addition near Perimeter Mall. With an estimated cost of $1.1 million, the trail will run on the Perimeter Mall side of Ashford Dunwoody Road between Hammond Drive and Perimeter Center West.
The Ashford Dunwoody Path is part of the Perimeter Community Improvement Districts’ Commuter Trail System Master Plan, a network that includes 46 trails covering more than 14 miles. The trail system was first presented in 2013. Dunwoody Public Works Director Michael Smith confirmed the Perimeter Community Improvement Districts (PCID) will pay for more than half of the

Cyclists, pedestrians get lift from new Dunwoody law Police crack down on drivers who refuse to yield proper space By JEFFREY ALBERTSON newsroom@appenmediagroup.com DUNWOODY, Ga . — In the three months since it began enforcing Georgia’s toughest pedestrian and bicyclist protection law, Dunwoody police have issued 31 citations to motorists for failing to yield space to other road users. One case cited a motorist for allegedly striking a cyclist on Tilly Mill Road. The Dunwoody City Council passed its vulnerable road user (VRU) ordinance last November. The law became effective May 1. It requires passing a protected user, such as construction workers, bicyclists,
and skateboarders, with at least 3 feet clearance. Drivers are required to stop for vulnerable users at crosswalks and maintain a safe distance behind if conditions are not safe to pass. The ordinance permits a driver to cross an oppositedirection traffic lane when safe. Violations carry penalties of six months in jail or probation, up to a $1000 fine and suspension of the driver’s license. “The number of citations issued so far demonstrates the need for this ordinance,” Dunwoody City Councilman Tom Lambert said. “I am thankful that our police department is using our ordinance as an enforcement tool to make our roads safer.” Lambert called the VRU one piece of the safety puzzle, which includes other important elements like “sidewalks, trails, and bike lanes.” The law works both ways. Vulnerable users are required to

The City Council amended the ordinance on July 13 to allow cyclists to ride on a sidewalk, given they make an audible signal before passing a pedestrian. At the July 27 Dunwoody City Council meeting, City Manager Eric Linton said the Dunwoody Police Department recently issued 12 VRU citations while conducting a pedestrian crosswalk detail at Mount Vernon and Stratham Drive and at Peeler Road and Windwood Drive. On July 13, a cyclist was hit on Tilly Mill Road near Dunwoody Glen by an SUV. The driver of the SUV was cited with hit and run, not passing at a safe distance, and violating the VRU ordinance. DUNWOODY, Ga. — Police were called to Peachtree Place Parkway on July 20 after a man reported having several items stolen from his truck overnight. The victim told police he left his truck in the parking lot the night before around 9 p.m. When he went to use it in the morning, he saw the cover on his truck bed had been cut open, and tools he had stored were missing. Police said the man estimated $5,000 worth of tools were taken.
Police chase prank calls reporting area shootings DUNWOODY, Ga. — Police were kept busy July 23 with several prank calls reporting shootings in the area. Police first responded to a call of a man shot at Target on Perimeter Center Place. When they arrived at the store, people were calm, and everything was business as usual. There were no signs a shooting had occurred. Shortly after, police received word from dispatch that it was likely a prank call, as they had received 11 calls from that same number in a span of 17 minutes. They were able to track the calls to an address in Sandy Springs.

Man reports accounts opened in his name DUNWOODY, Ga. — A Dunwoody man called police July 22 to report possible fraudulent activity. The man told police his FICO score dropped because of a missed payment for a Dish Network account, but he said he has never had a Dish Network account. The man said he checked his credit report further and suspects a second fraudulent account might have been opened under his name with another telecom company.
Woman falls victim to telephone scam DUNWOODY, Ga. — A woman called police July 23 reporting she had fallen victim to a scheme for cash over the phone. The woman told police she received several calls the day before from people claiming to be with the IRS and DEA in Washington D.C. They told the woman her name came up in a drug investigation in Texas, where she lived prior to Georgia, and she had a warrant out for her arrest. She told Dunwoody police she thought the calls were authentic, so she followed their directions to send $1,000 to their CashApp account. She also sent the men her Social Security number, but they kept contacting her. She told police she had requested a refund through CashApp and talked to her bank about recovering the money.
Delta Community Credit Union opens grant application FULTON COUNTY, Ga. — Delta Community Credit Union, Georgia’s largest credit union with $6.8 billion in assets, is accepting applications for its 2021 Philanthropic Fund grant program. The program will distribute $125,000 to 20 nonprofit organizations committed to the health and well-being of young people and financial literacy and education, including programs focused on science, technology, engineering, arts and mathematics. Since its inception, the Delta Community Philanthropic Fund has invested $630,000 in 148 nonprofit organizations that offer education, career training and health and human services to tens of thousands of people in metro Atlanta. “We have seen, first-hand, the positive impact these worthwhile organizations make in the lives of individuals, children and families,” Delta Community CEO Hank Halter said. “As our Philanthropic Fund enters its eighth year, we remain committed to investing in initiatives that support education and the physical and financial health of those who live in the communities we are privileged to serve.” The application window for the 2021 Delta Community Philanthropic Fund closes Aug. 31. Early voting nears final days for Aug. 11 special election DEKALB COUNTY, Ga. — Registered voters in DeKalb County go to the polls Aug. 11 to decide several races and select the final candidates for the Nov. 3 General Election. Early voting for the runoff and special election continues through Friday. Weekend voting ended Aug. 1. This year, DeKalb County has five early voting locations, two near Dunwoody. Early voting runs from 8 a.m. to 6 p.m. at the Dunwoody Library, 5539 Chamblee Dunwoody Road, and at Reid H. Cofer Library, 5234 LaVista Road in Tucker. If residents choose to vote on Election Day Aug. 11, they must report to their assigned polling place, which can be found at dekalbcountyga.gov/voterregistration-elections/voter-information. Here’s a rundown of what you will see on the ballot, depending on your party affiliation: DeKalb County Sheriff On the Democrat ballot, appointed incumbent Melody Maddox, who received 46 percent of the vote in the June 9 primary, will face Ruth Stringer, who garnered 14 percent of the primary vote. The winner will serve until the end of the year.
Maddox has already secured the Democrat spot on the Nov. 3 General Election ballot to decide who will hold the position for the next four-year term. She will face Republican Harold Dennis in that race. DeKalb Board of Commissioners For District 1, which includes Dunwoody, the Democrat ballot features Cynthia Yaxon, who received 40 percent of the vote in the primary, against Doraville City Councilman Robert Patrick who polled at 27 percent. The winner will face incumbent Republican Commissioner Nancy Jester. For District 6, a super district that covers the western half of the county, Maryan Ahmad, who won 40 percent of the primary vote, faces former Clarkson Mayor Ted Terry at 33 percent. Police say when they went to the driver’s address, the SUV had scuff marks from a yellow pool noodle, and the passenger side mirror was folded back and hanging from its mount. The police report stated the driver did not stop because the cyclist appeared “to be fine and was still riding her bicycle.” The cyclist, Pattie Baker, said she uses a “bike noodle,” crafted from a yellow pool noodle to help drivers visualize what passing with 3 feet looks like. “[It was] a miracle to me I didn’t fall; It saved my life,” she said. As a mom, voter and citizen, she said infrastructure change is needed and that she shouldn’t “have to rely on the actions of drivers to get home safely.” Baker said she is proud the city adopted the VRU ordinance and Dunwoody is “uniquely positioned to be a leader in the metro area.” National Highway Transportation Safety Administration data reported a 37.5 percent increase in cyclist deaths since 2010. In 2018 alone, 857 cyclists were killed. The Fatality Analysis Reporting System, another NHTSA dataset, reported

that 29 cyclists died in Georgia in 2018. From 2014 and 2018, 116 cyclists were killed in Georgia. Since 2014, there have been no known cyclist deaths in Dunwoody, but In April, Felix Mayer of Dunwoody, was killed while riding a bicycle in Sandy Springs. Lambert said he hopes the VRU ordinance draws attention to the simple steps motorists need to take to make Dunwoody a bike- and pedestrianfriendly community. He said that it rarely takes more than a few seconds to wait for an opportunity to safely pass a pedestrian or cyclist. “Those few seconds could literally save a life,” he said.

New Cinnaholic location opens in Dunwoody By CAROLINE KURZAWA newsroom@appenmediagroup.com DUNWOODY, Ga. —Cinnaholic, a gourmet cinnamon roll bakery, has opened its second metro Atlanta location in Dunwoody. The new location, at 5590 Chamblee Dunwoody Road, Suite 1, joins 40 existing locations in 15 states and Canada. Cinnaholic gained national attention after the company was featured on ABC’s “Shark Tank.” The fast-growing brand was also recently featured in “Entrepreneur” magazine’s Franchise 500 list. “There is a tremendous amount of excitement to serve our award-winning cinnamon rolls to the people of Dunwoody,” said Kush Brahmbhatt, owner of the new franchise. “As a vegetarian, I’m excited to bring delicious, vegan cinnamon rolls that will fulfill a need for healthier, sweet treat to my community.” While the COVID-19 pandemic caused some delays, Brahmbhatt said he was ready to open and engage with residents. He said he has worked with the corporate team at Cinnaholic and the City of Dunwoody
for guidance in opening the store. His grand opening in July was a scaled-back affair. The bakery will follow strict health and safety guidelines set forth by the Centers for Disease Control and Prevention and local government agencies. Safety measures include masks for employees, decals on the floor to mark off appropriate social distance, available hand sanitizer and a shield separating employees from customers at the register. Brahmbhatt comes to the business after a career in software engineering. He learned about customer service and restaurant management from his parents, who owned and operated a fast-casual restaurant. Brahmbhatt found Cinnaholic through a social media post his friends had shared. After he tasted the cinnamon rolls for himself, he said he was instantly hooked on the concept of providing options for people with different dietary regimens like himself. “This is definitely something that I want to start myself because this is a need that I have seen my whole life,” Brahmbhatt said.

What to look for is the GRIFFIN monthly savings versus the closing costs. On a smaller loan you will save less monthly even with a larger drop in interest rate. On a $600,000 loan dropping the rate .500% makes a bigger difference vs the same rate drop on a $60,000 loan. When reviewing refinance numbers with your lender make sure you separate closing costs from escrows. Closing costs are the fees being charged to get the loan closed. Think of escrows as a forced savings account being held by the bank to pay future taxes and future home insurance. You want to understand what closing costs are so you can analyze your break even point for a refinance (how much does the loan save you monthly
vs. how much it costs you up front). Using the example above ($600K vs $60K loan), if the closing costs are $4,000 on both loans and you save $200 a month on the large loan and $40 a month on the smaller loan you can see the break even is very different between the two examples. On the larger loan you are saving $2400 a year and spending $4K today to get those future savings. Your break-even is short, 20 months. On the smaller loan the break-even is 100 months! Be careful to also understand the difference between a no-cost refinance versus a refinance where you bring $0 to closing BUT the closing costs are wrapped into the loan increasing your payoff. You can bring $0 to closing (sometimes even get money back) but still pay thousands in closing costs. Captain Peter Carey WW I Norcross Rifle Range (Part 1) The Norcross Rifle Range was constructed in 1917 as part of the U.S. Army’s World War I encampment Camp Gordon, located in Chamblee. There were two rifle ranges near Atlanta, one in Norcross and VALERIE another in Marietta. BIGGERSTAFF Captain Peter Thaddeus Carey was commander of the Norcross Rifle Range from November 1917 through January 1919. His job was to prepare recruits for rifle duty in combat companies. This was a daunting task as these were men who usually had no military experience at all. Captain Carey’s son, Chris Carey, first contacted me in 2018 and shared several documents and photographs related to his father’s time there. Peter Carey, born in 1878, already had quite a military record when the United States entered World War I. He had fought in the Spanish-American War, serving in the 7th U.S. Heavy Artillery. Following that service, he was a bugler for the New Jersey National Guard. He was transferred to high private in
Soldiers training at World War I Norcross Rifle Range in September of 1918 don their masks amid the Spanish Flu pandemic. the rear rank and then rose through the Army ranks as sergeant, commissary sergeant, first sergeant, first lieutenant (1904), and captain (1906), until his resignation in 1910 from active duty. In 1917, when men across the United States were called to register for service, he reported to officers training at Fort Oglethorpe in Georgia. That same year, he was recommissioned and reported to Camp Gordon as a captain in the 82nd Division, then to Norcross Rifle Range in March 1918. Recruits who reported to Camp Gor-
don included regiments of Black soldiers, who were at that time segregated from White troops and were commanded by White officers. There were also many recruits who were recent immigrants still learning English. Chris Carey recalls that his father had a reputation of dealing kindly and fairly with all the soldiers under his command. The Spanish Flu of 1918 struck during Capt. Carey’s command. Military installations across the U.S. were hit particularly hard by Spanish Flu. Sol-
diers sometimes slept outside to reduce the spread of the flu. The fresh air was thought to help ward off the flu and comfort those with fever. The photographs in Chris Carey’s collection show many aspects of life at Norcross Rifle Range. There are several images of soldiers at target practice and of Capt. Carey demonstrating his skills and instructing the soldiers. One photograph describes the image as Carey at target practice from 1,000 yards, hitting the target 24 out of 25 tries. This was a record for Norcross Rifle Range. Other photos show Capt. Carey in his daily routine at the camp; with his horse Aphrodite and his dog Ranger, in his office, with his car, and by the signpost for Norcross Rifle Range. Group photos show soldiers enjoying some Georgia peaches and watermelon. Carey is there among the soldiers he is training. Chris Bohjalian: A prolific writer I am a mystery addict, but I also enjoy an engaging novel from time to time. The works of Chris Bohjalian fall into that second category. When I began to think about which of his novels I’d read, KATHY I was surprised that MANOS PENN I’d read four of his 20 books. Three of his novels have been made into televisions movies, “Secrets of Eden,” “Past the Bleachers” and “Midwives.” Another three are in development. I first discovered Bohjalian when “Double Bind” came out in 2007. I was probably hooked by the references to the “Great Gatsby” in the reviews. “Double Bind” ranks up there as one of the most intriguing books I’ve read. The lines blur between Gatsby’s tale on Long Island and this story that takes place in Vermont. I was kept guessing until the very end, and even then I questioned what
had really happened. When I went to Amazon to get a bit of info for this column, I was shocked to see the book’s average review rating was a mere 3.6 out of 5. I guess it’s not to everyone’s taste, but I couldn’t put it down. One review described the novel as evoking Fitzgerald and also channeling Hitchcock. I think of it as literary fiction. I enjoyed it so much that I went on to read “Skeletons at the Feast,” a love story set in Germany during WWII. In the book, people are trying to escape from Germany and reach the Allies. The cast of characters includes an aristocratic Prussian teen, a Scottish POW, and an escapee from a train on its way to Auschwitz. I think it was while reading this novel that I came to realize how fluid the borders were in Eastern Europe in the 1800s and 1900s. It’s hard to imagine what it must have been like to be Prussian one year and German the next. Reading novels like this one makes me realize just how fortunate we are here in the U.S. Off and on through the years, I’ve
read quite a few novels set in Europe during WW II, but none set in Italy until I read “Light in the Ruins.” It begins in Tuscany in 1943 with another aristocratic family. They don’t try to leave Italy, but they do seek to escape entanglement with either side. The story moves between the war and 1955 as it reveals the story of the Rosatis. It’s as much a story of family as it is of the war. Bohjalian returns to modern times and Vermont in “The Sleepwalker.” I’m not giving anything away when I tell you that the sleepwalker, Annalee Ahlberg, disappears one night. The plot describes how her disappearance and her sleepwalking play out in the family dynamics. The story kept me guessing. Was she alive somewhere? Had she died? I suspect I’ll pick up another of his books again one day. “Sandcastle Girls” has been on my list for a bit. For some reason, the plot of his last book, “Flight Attendant,” didn’t grab me, so I never read it. The latest, though, “The Red Lotus,” is already on my hold list at the library. Perhaps I’m attracted to

The remainder, $490,000, will come from the city’s hotel-motel tax fund. “The project includes a cycle track similar to the ones that have recently been built on Hammond Drive,” Smith said. The project also includes an additional sidewalk, landscaping, new lighting, bus shelter and some decorative elements. Cost estimates were provided, based on proposals from several contractors. “The PCID has committed to paying for all of the decorative elements of the project,” Smith said. The trail system plan states that “most of the existing trees will be retained and new oak trees will be planted to replace the oak trees that require removal for the project.” The next phase of the trail, Phase 2, is in the early stages of design, with construction targeted for 2022. When both phases are complete, the trail will extend approximately 1.2 miles along Ashford Dunwoody Road from Perimeter Center West to Mt. Vernon Road. The northern end of the trail has already been completed as part of the restaurant development under construction at Ashford Dunwoody Road and Perimeter Center West. “The design has been completed, the project is ready to start construction as soon as the right of way agreement with the mall owner is finalized,” Smith said. Council members first approved funding for the trail in late 2018 in accord with the PCID’s Master Plan’s goal of “improving bicycle and pedestrian access to MARTA and increasing mobility for non-motorized users within Perimeter as well.” The Perimeter area sits near three MARTA rail stations: Sandy Springs, Dunwoody and Medical Center. “I think we are leading the way here in the metro region and all of Georgia,” said Councilman Joe Seconder. “I am looking forward to this and I would love to see a little ground-breaking ceremony.” “This is great news,” Mayor Lynn Deustch said. “I am excited.” The City Council will vote to move forward with Phase I, and accept their portion of expenses as soon as the right of way agreement is completed. Immunity in various forms
Webster’s Dictionary defines medical immunity as “a condition of being able to resist a particular disease especially through preventing development a pathogenic LEWIS J. WALKER, CFP of microorganism or by counteracting the effects of its products.” In this era of pandemics and concomitant economic dislocations, “immunity” is a big topic. How might we apply concepts of immunity to financial life planning? The Wall Street Journal (7/11/20) published an essay by Bruce Feiler, taken from his newly released book, “Life Is in the Transitions: Mastering Change at Any Age.” Life transitions planning has been a frequent topic in these columns, and Feiler’s observations are particularly useful in whatever your COVID-19 transition will be. Feiler says we experience life “as a complex swirl of celebrations, setbacks, triumphs and rebirths across the full span of our years.” Fundamental to our life’s journey is a periodic “disrupter, an event that impedes the everyday flow of life.” COVID-19 has been a mega-disrupter for many, an inconvenience for some, but for everyone a wake-up call that personal and societal black swan events periodically make a mockery of our best laid plans and assumptions. Much hope rests on the search for a vaccine that will confer immunity. In medicine, there are several types of immunity. We are born with “innate immunity,” some level of ability to resist and overcome bodily invaders. As to external threats, a perceived danger triggers an instinctive fight or flight response which sharpens common sense as we age. Adaptive or acquired immunity

develops as our body adapts and learns to fight off invaders and limit damage. So too, we learn not to repeat mistakes and how to handle threats in ways that avoid or minimize harm. Passive immunity is borrowed from another source, such as receiving antibodies from mother’s breast milk as a baby, or annual inoculations for seasonal flu. Passive immunity is not permanent. Conversely, lifetime immunity may stem from certain types of immunizations. Feiler’s research concluded that “each of us will experience around three dozen disrupters in our adult lives... one every 12 to 18 months.” These may “range from changing jobs to caring for a loved one, from getting divorced to facing addiction. The largest percentage involve our relationships, followed by our identities, beliefs, careers, our bodies.” While he did not say so in his article, virtually all life transitions involve money issues in some way, which is why “financial life planning” is a focus for experienced and client-centered financial advisors. No one is immune from the bumper sticker reality, “stuff” happens!” What’s key is how we plan for challenging eventualities, and how we respond when they arise. A financial plan is not “one and done,” it’s a living exercise with periodic reviews and revisions, recognizing course changes as inevitable. Insurance in all forms is a way to shift risk and minimize the possibility of financial ruin for self or loved ones — life, health, disability, property and casualty and liability. You are not immune from lawsuits. Adequate levels of umbrella liability insurance and malpractice coverage in certain professions commensurate with your net worth and earning power is basic. In any type of business or complex venture, skimping on qualified legal or tax counsel can be an expensive
omission. Agreements to handle death, disability, divorce, disagreements, and/ or disaster (distress) minimize damage to your economic immune system. Just as you get booster shots, how often do you check to see if key documents are in accord with current conditions — will, trusts, powers of attorney for assets and health care, medical directives, legal agreements, insurance policies including adequacy of protection levels — as net worth grows? What do you have languishing in drawers or filing cabinets or in digital form that demands a recheck or redo? Investing wisely and often so as to reach a condition of “low to no debt” along with financial independence increases immunity, minimizing worry and stress. Investing in education and the development of innate talents along with skill and knowledge confers a certain degree of immunity from career and job reverses bound to pop up on your road to retirement freedom. Feiler, in his own life beset with potentially life-altering transitions, learned that “we can master life transitions, but only if we take time to learn the necessary skills and develop a healthy mind-set.” Texas evangelist Charles R. Swindoll preaches that “attitude is more important than facts.” You can’t avoid periodic crises. You can prepare and have the tools and resources to “roll with the tide of life.” First, you gotta learn how to swim!
