DeKalb County works to fill polling positions By KATIE ANDERSON newsroom@appenmediagroup.com DEKALB COUNTY, Ga. — DeKalb County is still looking for residents to help staff the polls on Nov. 3 for an anticipated busy election day. To become a poll worker, residents of DeKalb County who are at least 16 years of age, speak and write in English, and have not been convicted of a felony may apply online on the DeKalb County website. Poll workers must also not be related to any of the candidates or hold a public office. While there is no hard deadline, the DeKalb County Elections Office says it is looking to fill spots as soon as possible. While COVID-19 has created some roadblocks, many polling sites faced issues during the June 9 primaries due to lack of poll workers and new machinery. In the 2018 general election, six in ten poll workers were over the age of 61, and 27 percent of those over 61 were over the age of 70, according to government data from that year’s Election Administration and Voting Survey. Previous years had seen similar demographics of older poll workers. Due to COVID-19’s effect on the elderly population, many of the usual poll workers are opting to stay home this November. “Due to the pandemic, you never know what is going to happen,” DeKalb County Communications Manager Andrew Cauthen said. “Also, it is a good

way to practice your civic duty.” The DeKalb County Elections Office is working with various civic organizations, including the American Civil Liberties Union, Metro Atlanta Chamber of Commerce and the Georgia Secretary of State’s Office. The county offers two other options for voting for those not comfortable with going to the polls. Citizens can request a ballot by email and send it in by mail, or they can take advantage of the 24/7 drop boxes at one of nine locations. Neither method requires interaction with the staff. Currently, voters can request an absentee ballot as late as Friday, Oct. 30. Poll workers will be compensated $110 per election and $15 per training session. Minimum hours are 6 a.m. till closeout.

DUNWOODY, Ga. — Dunwoody homeowners can take heart that city spending for next year is not expected to take a bigger bite out of their wallets. That’s the word after members of the City Council Budget Committee spent two days poring over line items in preparation for the 2021 budget. The committee met Sep. 9 and 10 to discuss cuts and adjustments to a budget expected to fund the city through the COVID-19 crisis. The $20 million general operating budget reflects a 4.1 percent cut in services and an infusion of more than $5 million from the reserve funds, which will result in a balanced budget without an increase in the property tax rate. However, several city officials warned that it may be necessary to look at a change in the millage rate if the pandemic continues to significantly affect the world and Dunwoody’s economy through 2021 and beyond. “We’ve always planned in Dunwoody for a downturn, we’ve always had a healthy reserve and now it’s time to use it,” Dunwoody City Manager Eric Linton said. “We’ve made adjustments to reflect a COVID economy — note that I am not

saying a ‘down’ economy because in some areas, our economy is thriving.” A summary of the proposed budget compiled by Linton warned that a “decrease in commercially based revenue may be long-term and a millage rate increase might be warranted, in this upcoming year or the next.” Budget highlights include cuts to virtually every major department, except technology, according to Dunwoody Assistant Finance Director J. Jay Vinicki, who led the committee through a Power Point presentation. The budget cuts include reductions of: • $431,000 (12 percent) to the Parks Department, which includes reductions in repairs and maintenance, as well as a decrease in supplies for special events. • $290,000 (14.8 percent) to Community Development, achieved through savings from rebidding services, as well as eliminating hazardous waste recycling events in 2021. • $130,000 (1.4 percent) to police by leaving two vacant positions open and reducing other administrative costs. • $236,000 (8.8 percent) to the Public Works Department with delays to the repair and maintenance of streets and lights; • $135,000 (22 percent) to the Communications Department by structural changes and eliminating the printing of the Dunwoody Digest until at least the

Police arrest suspect in double homicide

East Point man faces murder charges Dunwoody police say an East Point man shot and killed his 22-year-old ex-girlfriend and the woman’s mother outside a Dunwoody apartment complex late Sunday. Investigators arrested Justin Deion Turner, on Sept. 7. He is being held in the Dekalb County Jail, where he faces two counts of murder, three counts of aggravated assault and three counts of possession of a firearm or knife during the commission of a felony. The Dunwoody Police Department identified the murder victims as Crystal Williams, 22, and her mother, Danyel Sims, 46, of Lawrenceville. Police said Turner shot the two women as well as Williams’ 18-year-old brother, Malachi Williams -- Sims’ son -- during an incident that occurred shortly after 10:30 p.m. Sept. 6 in the 6800 block of Peachtree Industrial Boulevard. Police said Turner used his vehicle to cut off an SUV carrying the three victims and fired multiple shots into the vehicle near the front entrance to Dunwoody Glen Apartments. He then fled the scene in his vehicle. A teenage boy, who was a friend of

the family, was also an occupant in the SUV at the time. That juvenile sustained no injuries, according to detectives. When police arrived on the scene, they found Sims and the Williams siblings lying on the ground near the SUV. Malachi Williams’ wounds were considered non-life-threatening. Dunwoody detectives captured Turner in Atlanta. Bond has not been set, according to Dekalb County Sheriff’s Office spokeswoman Cynthia Williams. Police said the case in now in the hands of the Dekalb County District Attorney’s office. “It’s obviously a huge tragedy,” Dunwoody Police Department Sgt. Robert Parsons said Thursday. “It’s a senseless act of violence. There was relationship dynamic between the victims and the perpetrator, so there it was an isolated thing. But it certainly doesn’t take away from the fact that it still was very tragic. It’s not something that we have happen often in Dunwoody, thankfully. So we’re working with the DA now to make sure that prosecution is successful. And our hearts go out to the friends and family members of all those involved.”

Dunwoody resident completes medical doctorate Dr. Monet S. Johnson, a 2009 graduate of The Westminster Schools, graduated from Morehouse School of Medicine and will live her dream of practicing medicine. Monet was one of 25 medical school students in the country to be accepted to the Pediatrics Residency Program at Emory University. A Dunwoody resident since second grade, Monet helped the Vanderlyn Chess team win the 1999 State Championship. She later attended Peachtree

Middle School before starting seventh grade at The Westminster Schools and graduated in 2009. Monet earned a Bachelor of Arts in public policy at UNC-Chapel Hill, and a master’s in medical science before moving on to Morehouse School of Medicine.

third quarter of 2021; • $140,000 to smaller departments (2.3 percent). The committee also discussed, for the first time, an organized plan to fund projects through revenue generated through the special purpose local option sales tax (SPLOST), the hotel/ motel tax and the capital projects fund. The economy has taken quite a hit to the three revenue sources, especially the hotel/motel tax collections, according to Dunwoody Assistant City Manager Richard Platto. Hotel/motel revenues, recorded as about $500,000 in 2021, are estimated to be $390,000 in 2022, and $250,000 in 2023, 2024 and 2025, but officials

emphasized that this is a conservative number. “I’m glad to go into this with such a conservative number,” Councilman Jim Riticher said. “We wanted to be conservative knowing that this could change at any time.” In addition, SPLOST revenues, estimated to be about $7.4 million in 2021, have been downgraded to about $5 million for the following four years. Most of that money is allocated to transportation improvements. The capital projects fund will be $3.4 million in 2021 and about $200,000 for the next four years, and most of the money will be spent on technology improvements. There will be time for citizen input on the proposed budget at upcoming council meetings. A copy of the budget is available on the city’s website, dunwoodyga.gov.

OBITUARIES Mary Scially-Oechsler, 90, died peacefully at Harbor Grace Hospice in Atlanta, GA on Sunday, September 6. Mary was born in Jersey City, NJ and spent most of her life in New Jersey before moving to Atlanta a year ago. She was a wonderful wife, mother, grandmother and great grandmother known for her sweet, kind, loving personality. She enjoyed reading, socializing and living her Christian beliefs. Many sought her ear as she was a great listener and always provided great words of wisdom. Mary never forgot a holiday or celebration without sending a card. (Hallmark will miss her). She was predeceased by two husbands, Joseph Scially in 1985 and Emil Oechsler in 2007, a daughter Elizabeth Ellen, her brother; Michael Henry and her parents: Charles and Ellen (Downs) Henry. on October 15, 1946. He attended the University of Maryland and upon graduation in 1968, joined the Air Force pilot training program. In 1971, he met Diane at Capon Springs, a family resort in West Virginia where he often vacationed with his parents as a child, and they were married a year later. After serving in the Air Force, he began his career with Delta Airlines in 1973. During his 30-year career as a pilot, he rose to the rank of international captain before retiring in 2003. Vernon loved music. This inspired him to play the piano, apprentice as a piano tuner, and volunteer at the Atlanta Opera. He also loved hiking Stone Mountain many times per week and was active in Birds of a Feather International where he dedicated his time and support to fellow pilots. Vernon’s greatest love was travel. He thoroughly enjoyed discovering and learning about new destinations and sharing his knowledge with friends and family. During retirement, he fulfilled a dream of owning a vacation home in Hawaii and spent a lot of time there hiking and exploring the islands. He also planned memorable family trips to Disney, Hawaii, Washington DC, and the Grand Canyon. Every year, he looked forward to the annual family trip to Capon Springs and visiting the family farmhouse with Diane’s extended family. When he was not traveling, he was very active in attending Ryan’s golf tournaments and Madeline’s gymnastics competitions. Private services for the family will be held in the coming week, and interment will be at the Georgia National Cemetery in October. Theater community is under threat The Stage Door Players represents the City of Dunwoody’s premiere (and likely oldest) arts organization. Stage Door is well-respected within the Atlanta theater community. This respect was earned by long-time Artistic Director Robert Egizio who, during his 15-plus years at the helm, has built a professional theater company with a loyal subscriber base. The survival of the theater is under severe threat, partially from COVID but primarily from the recent and quietly announced decision to “furlough” Robert Egizio while apparently retaining an administrative managing director. If Stage Door is to survive, it will require inventive artistic minds rather than administrators to make it happen. In the months ahead, Robert Egizio’s creative direction, enthusiasm and commitment will be needed more than ever before. FAMAG and the ever-changing stock market It’s been said many times. It’s not a stock market, it’s a market of stocks. In 1889 Edward Jones, Charles Dow and Charles Bergstresser founded Wall Street LEWIS J. WALKER, CFP The Journal. May, 1896, gave birth to the Dow Jones Industrial Average as a stock market and economic indicator. Reflecting the dynamics of a growing nation, the Dow has changed markedly since its creation. At inception it en-

compassed 12 companies, largely basic material and consumer goods suppliers. As market leaders changed, firms were added, others dropped. In 2018, GE, the last remaining component of the original 12, was removed. In August, the latest alteration of the index took place, adding Salesforce.com, Honeywell and Amgen, while eliminating Exxon Mobile, Pfizer, and Raytheon Technologies. The addition of a .com stock and a split in Apple’s stock reflect the impact of soaring technology related valuations in the face of the COVID-19 shelter-in-place mandates. On August 28, the Dow turned positive for the year, although the average still lagged its

“all-time-high” record set in February. Conversely, the Dow’s more heavily techweighted cousins set new all-time-highs on Aug. 28. Wait a minute,” you say, “what about the virus?” Mr. Market tends to look beyond today to tomorrow. Investors are chasing companies that “benefit from work-from-home consumers or are Internet-based, have strong balance sheets, have globally diversified revenue, or are defensive in nature,” says Daniel Needham, president of Morningstar Investment Management. Defensive stocks, he notes, are those whose “demand for their products depends less on the strength of the economy.” Another force propelling market averages is a shift toward passive investing, buying mutual funds or ETFs that track indexes like the Dow 30, S&P 500, or Nasdaq. But there’s a zinger inherent in index tracking. For example, the S&P 500 encompasses 500 companies. If you buy an ETF that replicates the S&P 500 you don’t own an equal weighting of all 500 stocks. Since the index is “market-capitalization weighted,” the larger soaring valuations of hot stocks means they comprise an ever growing and disproportionate percentage of the index. As of June 30, the Big 5 FAMAG giants — Facebook, Amazon, Microsoft, Apple, Alphabet (Google) — comprised 21.6 percent of the index. This results in intense volatility when investor sentiment sloshes to the downside or upside regarding these holdings. The Dow with 30 stocks is more limited in scope than the S&P 500, yet it’s followed by the media as a reflection of the broader stock market and the economy generally. The Dow is price-weighted, not cap-weighted like the S&P 500. As investors chase Dow stocks and the darlings de jour rise, hot holdings may disproportionally influence the index. Solution

Apple (APPL) is a case in point. Apple opened 2020 at 296.24, dropped to a 52-week low in late March midst the COVID-19 investor retreat, then soared to a 52-week-high of 515.23 in late August. The movement of APPL had a significant influence on the recovery of the Dow. But after Apple announced a 4-for-1 stock split, which reduces the price per share, the owners of the Dow index made changes to account for the relative decline in the weight for technology stocks. At a little over $500 per share, Apple was the largest component in the Dow. The split drops Apple to “the middle of the pack” per MarketWatch, roughly around the 18th largest weight in the index. The immediate result is to render the Dow less volatile relative to tech. Looking beyond the COVID-19 adjustment, should you seek opportunity outside of pure indexes? Perhaps. Some investors worry that higher valuations indicate fewer bargains and a greater likelihood of a market drop with any adverse news. Morningstar’s Needham sees potential based on a valuation calculation over the next 10 years. (“Is the Stock Market Rebound Overdone?”; Morningstar magazine, Q3, 2020). American small-cap value stocks are poised for much higher returns compared to U.S. large-cap growth stocks, he theorizes. Among sectors, he favors energy and financials. Whereas large-cap U.S. growth stocks have set the pace for some time, he sees value stocks as attractive at current prices for the long term. Is it time for a portfolio reassessment and a change in your long-run equity allocations within your overall risk/reward strategy? An interview with Dr. Taylor Brought to you by — Alyssa McNamara Premier Dermatology and Mohs Surgery of Atlanta Congratulations to Premier Dermatology and Mohs Surgery of Atlanta for its third year in a row of being voted Best Dermatologist and Best Vein Specialist of North Fulton! I decided to sit down with Dr. Brent Taylor and physician assistant Kathryn Filipek at Premier Dermatology to get their take on their success and to learn a bit more about them. Alyssa: Hey you two! So nice to see you guys again! I’ve previously had the pleasure of speaking with you both separately regarding Premier Dermatology and your particular contributions to the practice, but I wanted to take time to sit down with you both to hear your thoughts on your continued success. Dr. Taylor, congratulations on another win for Best of North Fulton 2020! This marks your 3rd year being named both Best Dermatologist and Best Vein Specialist in North Fulton since opening in 2017. That’s quite an accomplishment. To what do you attribute your continued success? Dr. Taylor: Thank you Alyssa! Well, as I’ve said in the past, I believe that my patients understand our sincerity and our dedication to our patients’ healthcare. Kathryn and I and our amazing team all honestly care about our patients and their well-being. I hope that that sincerity comes through during our interactions. We always strive to give our patients our complete attention and to learn more about an individual as a person as well as a patient. There are plenty of times when a patient brings something to our attention or compels us to do additional research, and Kathryn and I are constantly collaborating on our patients’ behalf. I believe that comes through. All of that, and my awesome dad jokes are a big hit. I’m a father of three boys ages seven, five and two, so I have plenty of time to practice my material. Kathryn: I agree with everything that Dr. Taylor said, especially how nice the patients are to laugh at his jokes. Our team really is wonderful. We have experienced and caring team members. And we have received a lot of compliments that the practice has a personal and “boutique” feel, even as we deliver care that is scientific and academic. Alyssa: Kathryn and Dr. Taylor, how is everything going in this odd Covid time? I believe Kathryn joined the practice in March? I bet that was an interesting time to expand? Dr. Taylor: We are beyond grateful for the addition of Kathryn! She really is a fantastic provider and is knowledgeable and experienced in dermatology.

Most importantly, our skillsets really complement one another. For example, my focus in the vein clinic portion of our practice has been on treating venous disease that results in leg swelling and pain, and Kathryn has years of experience performing aesthetically-focused cosmetic sclerotherapy. She brought PRP for hair rejuvenation to the practice as well as chemical peels and is an expert Botox® and filler injector. The addition of another provider also means that we are frequently able to accommodate patients for same day or next day appointments. Covid was inconvenient but the slowdown also allowed us to make sure Kathryn’s integration to the practice was seamless. Alyssa: Well I think that’s enough serious business for now. I thought we could ask a few casual questions to allow your readers get to know you both a little better. If you won the lottery tomorrow what would be the first thing you did after you cashed it? Brent: I would probably pay off the mortgages of my family and all my staff. And I would buy some new socks because mine are pretty sad right now. And some chocolate chip cookies. Kathryn: Flee the country and not tell my husband. No, seriously, after working so hard to put myself through college and my medical training, I would love to set up an educational fund for young adults from my hometown in Michigan so they could receive higher education and not have to take half of their adult life to pay it off. If you could immediately become fluent in something, what would it be? Brent: Italian. Feeling like a local in a foreign country has to be fun, and I think Italy tops my list. Kathryn: Spanish. I was able to apply a lot of my “Splanglish” while living in South Florida, but Dr. Taylor puts me to shame when he is able to communicate fluently, and I only understand a portion of what he or my patients are saying. What were you like in high school? Brent: I was very smart. And very naive. I had very little time for much besides keeping my nose to the grindstone but was still happy and people still joke that in the back of my head I seem to have The Girl From Ipanema playing on repeat. Kathryn: I moved halfway through my freshman year, so it took me a bit to find my place. I was outgoing and took part in Cross Country, Basketball, Track, several academic and service clubs, played piano and worked as a server at a restaurant. I also enjoyed a lot of time on the beach of Lake Superior (cold, but true)

Who is someone you look up to? Brent: My dad. Sounds cliché’ but it’s true. My dad is just such a wonderful man. He’s kind and patient and incredibly intelligent. He has worked extremely hard to accomplish everything he has in life and really instilled in me a strong work ethic and a compassionate heart. I am beyond fortunate for my family. Kathryn: My Grandmother. She grew up on a dairy farm on Prince Edward Island, Canada, and taught school in a one room schoolhouse until she went to nursing school in Ontario in her 20’s. She didn’t marry my Grandfather until her late 20’s, had her children in her 30’s and worked as a nurse in Detroit until her 70’s. She always had a positive outlook on life and a laugh that would turn into a “hissing fit” because of her asthma, which made all around her giggle. What do you do in your free time? Brent: I use those ten seconds to fantasize about having free time. I’m only half-joking. Hobbies are a bit on pause with three boys seven and younger. Every moment my wife and I have we try and do something for the kids. The park. Hiking, playing baseball in the backyard, reading together, teaching them to ride a bike, fishing, playing piano. I don’t have children that will just sit and watch a movie. I don’t know if it’s their age but they are just nonstop. My wife refers to them as tiny tornados. When I do have time again, I’d like to resume flying. I have my pilot’s license and love the beauty of the world seen from the air. Kathryn: Traveling if I have that much time. Otherwise running, golf, hiking, kayaking and family and friend time. Honestly, I love taking my dog for a walk on the greenway too! If you could only eat one type of food for the rest of your life, what would it be? Brent: Is this my opportunity to plug Outback Steakhouse and hope they mail me an honorary-Aussie free-food-for-life card?

Kathryn: Soup. My Dad was our primary cook growing up and never wastes food. You can make soup out of anything. What is your idea of a perfect vacation? Brent: Watching fish swim around a coral reef in a sea so warm that you forget you’re even in the water. Kathryn: Oh, this is a fun question. Something to challenge myself. Going to a new place. Seeing something out of the ordinary. The last perfect trip I had was in Costa Rica, where I kayaked at night in bioluminescence water, climbed a 200 foot tree, hiked through the rain forest and swam in the river (yes, I got ticks). I even tried surfing and ate a termite! Flights and weather were perfect. Locals were amazing. Can’t wait for the next perfect vacation. What is something embarrassing about yourself? Brent: Um, I never remember birthdays or anniversaries etc. Not because I don’t remember what day they are but because I don’t ever know what date it currently is. Oh, and I once was backstage a Miley Cyrus concert. It was a friend’s fault I promise! Kathryn: I used to be amazing at remember peoples’ faces and names. Now I’ve turned into what I used to make fun of my mother for. Sigh. What is a long-term goal? Brent: More than anything I want my kids to grow up to reach their potential and be happy. Kathryn: Ditto to that. Happiness and health for my children and never stop learning. Atlanta nursery business owner moves to Donaldson-Bannister Farm in 1956
