Dunwoody going to trial over barking dog decree

DUNWOODY, Ga. — A local business is taking the City of Dunwoody to trial to defend itself against what it says is unlawful use of power by the city.
In March, the City of Dunwoody and Camp Run-A-Mutt agreed to try out a new set of hours of operation to cater to a small number of nearby residents who had been complaining about the loud barking and other noise coming from the doggy day care.
Dawn Sperry and her husband opened the business in the back of
the Shops of Dunwoody in May 2018. Sperry’s attorney, Gray Brantley, said they have a 10-year lease on the build ing, but that since March they have had to restrict the dogs to outdoor activities between 9 a.m. and 4:30 p.m. Monday through Saturday. He said those hours are not feasible.
The temporary consent order states dogs are not allowed outside for outdoor activities on Sunday except for a single, non-barking, supervised dog taken out side to use the bathroom. If a dog barks three times, it is to draw immediate
City enacts 6-month ban on cannabis businesses

DUNWOODY, Ga. — The Dunwoody City Council has enacted a six-month moratorium on cannabis businesses in the city.
At its Sept. 19 meeting, the council enacted a policy that the city will not accept, process or review applications for special land use approval, business licenses, building licenses, sight plans, or any other permits or licenses related to cannabis businesses.
The resolution defines a cannabis business as “any organization engaged in the growing, production, distribu tion or sale or dispensing of cannabis or low THC oil or low THC oil-containing products or similar products as defined in Georgia law.”
The moratorium will not affect the selling of CBD.
THC low oil is a cannabis concentrate containing no more than 5 percent THC, which is Georgia’s legal limit for medical marijuana patients. For reference, THC oils and concentrate products sold in
recreationally legal dispensaries regu larly contain between 60 and 90 percent THC.
Only Georgias with certain health conditions qualify to receive THC low oil. Some conditions include cancer, AIDS, Alzheimer’s, Crohn’s disease, Tourette’s syndrome, Parkinson’s disease, Sickle cell disease and seizure disorders.
“The state of Georgia has created laws that allow for the production, dis tribution, sale and dispense of medical marijuana,” said Community Develop ment Director Richard McLeod. “It actu
ally approved [the law] about seven years ago. We just got the calls recently, so the state did approve [the licenses].”

Sandy Springs firm hosts U.K. tech startups
SANDY SPRINGS, Ga. — Deluxe, a $2 billion payments and business technol ogy company, recently hosted a delega tion of 10 British fintech companies in partnership with the U.K.’s Department for International Trade. The partnership is designed to promote transatlantic collaboration and innovation in financial and business services, and to strengthen the ties between Atlanta and the U.K. as leading regional and global Fintech markets.
After a competitive recruitment process, 10 companies were selected for the chance to showcase their products
and expertise to Deluxe leadership at the company’s Innovation Center in Sandy Springs. The selected companies re ceived feedback and advice from Deluxe, and all applicants enjoyed the chance to learn about the Atlanta fintech ecosystem from local economic devel opment organizations, industry bodies and academia. The 10 fintech startups in attendance were BR-DGE, Centelli, Datactics, EarthID, Eedenbull, Float, Identitech, Liberis, Willo, and Yoello.
The DIT, through the British Consulate in Atlanta, approached Deluxe for the opportunity because of its reputation as
an innovator and focus in payments and data spaces.
“Deluxe is committed to open innova tion, not just within our walls, but with new, emerging businesses no matter where they are located,” said Scott San chez, vice president and chief innovation officer for Deluxe. “Participating in this event allows us to shape the way we work within the broader payments and data ecosystem. The future of fintech is all about collaboration, and this event was a way to explore exciting new com panies as we continue to push forward.”

in the payments space for more than a century.
Magda Lowisz, head of the Southeast Financial Services Sector at DIT and lead on the initiative, said Deluxe is a payments and data powerhouse, and At lanta is one of the most competitive and rapidly developing technology markets in the financial industry.
“It’s no surprise that this mix at tracted the most competitive cohort of trade mission applicants and resulted in top-caliber companies being selected to represent the U.K. fintech sector,” Lowisz said.
Leadership Sandy Springs welcomes 34 new members
SANDY SPRINGS, Ga. — Thirty-four new members began their nine-month commu nity leadership development program with Leadership Sandy Springs with a retreat at Unicoi State Park in Helen, Georgia.
The retreat was held Sept. 22-24. Class members will now attend monthly program days and special events to educate them about Sandy Springs and the Greater Perimeter area, enhance leadership skills, deepen civic understanding and connect them with leaders across many sectors.
Executive Director Rosalyn Putnam said she’s proud to say that community doesn’t just happen, but that Leadership Sandy Springs helps create it.

The work of a black smith was crucial to everyday life in small farming com munities. Black smiths made tools, horseshoes and plowshares. They were called on to repair horse-drawn wagons and they made railroad spikes and railroad tools.
According to Vivian Price’s 1983 book “Past Memories, Present Progress, Future Dreams, a History of the Community and City of Chamblee,” there was a blacksmith shop in the early 1900s near the Chamblee railroad depot. Robert Hardin is listed in the 1910 census with a blacksmith shop on Peachtree Road in Cross Keys.
The blacksmith shop of James Cephas Spruill was near the Dunwoody Depot, located between where CVS and Chevron are on Chamblee Dunwoody Road. His shop was in the triangle that is formed by today’s Nandina Lane, Chamblee Dun woody Road and Mount Vernon Road. The census records of 1920 and 1930 indicate Spruill continued working as a blacksmith for many years.

The Remount Station of World War I Camp Gordon was built in 1917 to house horses and the people who would care for them. It included a blacksmith shop.
His son, Sentell Spruill, was also a blacksmith. His shop was behind the farm house where he and Emma Spruill lived on the property where Dunwoody Baptist Church is today.
John W. Ball worked as a blacksmith at his home on today’s Roswell Road where Big Trees is located. He and wife Margaret
Adams Ball built a log cabin, two wells, a barn and a blacksmith shop on their prop erty. John Ball made wagon wheels, plows, and shod mules in his blacksmith shop. The property was along a wagon road that led to Roswell.
Two other blacksmiths are listed in the 1910 census in Dunwoody, both near
William Allgood was a horse shoer and blacksmith, listed in 1910 with wife Mary and eight children. Their street name is identified as Sandy Spring Road, an early name for Mount Vernon Road as it leads to Sandy Springs.
William J. Donaldson, who built the farmhouse at Donaldson-Bannister Farm in 1870, was a blacksmith. The blacksmith shop was in the small build ings down the hill from the house and caretaker’s house.
The large estate known as Glenridge Hall (now demolished) at Glenridge Drive and Abernathy Drive included a black smith shop. An estate this large and with several horses needed a blacksmith shop on the property.

Discovering new authors is always a treat
It’s been a good week for reading — two au thors I haven’t tried before and two strong heroines I want to get to know better.
First up is Ashley Weaver’s Electra McDonnell series. It’s not often that I spend time during the day reading, but when I discovered this new-to-me British mys tery series, I found myself reading a few pages every chance I had. The heroine is enchanting; the plot is clever, and the story is set in England. I couldn’t ask for more.
“A Peculiar Combination”
It’s London during WWII, and Electra McDonnell is an intelligent, witty, savvy woman who holds her own with the men who want to treat her like – well – like a woman who needs protecting, a woman

who may not “understand” what’s going on. Wrong! She won’t stand for it. She’s feisty, speaks her mind and never fails to surprise the men in charge with her intelligence and resourcefulness.
Described as a “delightful mystery filled with spies, murder, romance, and wit,” it was a book I couldn’t put down. Read it for the intrigue, for the hints of romance, and for the humor sprinkled throughout. Though the mystery is sat isfactorily solved by the end of the book, you’ll be eager to dive into Book II in the series to see how the relationships evolve and what fresh assignment Major Ramsey will involve Electra in. I’ve already added “The Key to Deceit” to my TBR list.
Checking to see what else the author had written led me to her seven-book Amory Ames series set in 1930s England. This review of “Murder at Brightwell,” shortlisted for an Edgar award, tells me that I’ve stumbled on yet another author who will rank up there with my favorites:
“Lovers of Agatha Christie and Jacqueline Winspear will enjoy this elegant murder mystery set on holiday at the English seaside. What starts out as a lark, intended to make Amory Ames’s misbehaving-but-oh-so-delicious husband jealous, turns into a danger ous and deadly game of whodunit for Amory and her friends. Love, jealousy, and revenge are tangled together in this smart and sophisticated British mystery reminiscent of the genre’s golden age.” ― October 2014 Library Reads List
This next book isn’t set in England, my favorite locale, but it too has a strong heroine who can take care of herself. I found it through one of the several Face book readers’ groups I belong to.
“Flipped for Murder”
What an entertaining mystery! Dare I say tasty? This book checks all my boxes. The plucky heroine, Robbie, is an accomplished chef who opens a restau rant in small-town South Lick, Indiana.
Stir in the vivid descriptions of the coun tryside, the food, and the characters, and you have a delectable read.
Okay, I’m going with foodie descrip tions, here. The cherry on top, for me, is the fact that Robbie is an avid cyclist, as I was in my younger days. I’ve already downloaded book two in the series, and I’m looking forward to getting to know Robbie and her friends even better.
Once again, I’m adding too many books to my TBR list, and I already have six library books on my desk, four of which are only two-week checkouts. It’s times like these that make this Frank Zappa quote one of my favorites: “So many books, so little time.”

Marty Zweig (1942-2013) was a celebrated American stock investor, invest ment adviser, and financial analyst. In his book, “Winning on Wall Street” (1970), he penned the now famous phrase, “Don’t fight the Fed.” He saw trends in interest rates and monetary policy driven by the U.S. Federal Reserve Bank as one of the dominate factors in attempting to augur the direction of the stock market.
Efforts at prognostication have equity market participants reacting to every tidbit of news, especially comments such as those made by Federal Reserve Chair man Jerome Powell at the Fed’s annual gathering in Jackson Hole, Wyoming in August. Powell said that interest rates must be raised further to fight inflation, despite growing recession risk. Zwieg’s advice was for investors to align portfo lio strategies with the current trends in monetary policies rather than against them. Simple, yes?

Over the long-term, trends begin to emerge, and we can see that the market consistently rises over time. A market downturn doesn’t make the short-term more predictable, and it may even make it less predictable. Do not take yearly results too seriously. Instead, focus on four- or five-year averages.”

Summer’s end marks the perfect time to update your curb appeal be fore the arrival of the holiday season. Although morning temperatures might be slightly crisper, your home’s ex terior doesn’t need to look as though winter has already arrived! Congratulations to Premier Derma tology and Mohs surgery of Atlanta for its fifth year in a row of being voted Best Dermatologist and Best Vein Special ist of North Fulton! Since opening in 2017, Premier Dermatology has quickly become the go-to dermatology practice for Mohs surgery and comprehensive dermatologic care. As in years past, I decided to sit down with Dr. Brent Tay lor to get his take on his success and to learn a bit more about him.
Alyssa: Hey Dr. Taylor! Thanks for meeting with me again. Winning the Best Dermatologist and Best Vein specialist for five years in a row means you must be doing something right! In the past, we have discussed some of your personal interests, but this year I thought we would hear some more anecdotes about your professional lives, experiences and accomplishments. First off, do you have a patient care moment or a diagnosis of which you are exceptionally proud?
Dr. Taylor: Thank you! It is abso lutely our goal to deliver outstanding dermatologic care. Regarding diagnoses that I’m proud of, the first instances that come to mind involve catching a disease that is technically outside my specialty. For example, a patient looked a bit yel low, and I ordered a liver function test and caught acute liver failure. I helped another patient discover that one of his ureters had been accidentally cut during a surgery at the hospital.
Within my own specialty I’m often most proud of how simply being thorough can be critical to a patient’s care. By be ing thorough, I have caught melanomas on the scalp and bottom of the feet of patients who were sometimes surprised I asked them to take out a hair tie or take their socks off. Likewise, photography helps us monitor moles for change, and just last month we caught a melanoma early because a slight change from a pre vious photo prompted an early biopsy.
Alyssa: Do you have any uncomfort able or funny moments you’ve experi enced during training that you’re willing to share?
Dr. Taylor: When I was training dur ing my fellowship in San Diego, a patient brought his pet horned lizard to sit in his shirt pocket during surgery. He told me not to make it feel threatened or it would shoot blood at me from its eyes. I looked it up later. Sure enough, that is one of the horned lizard’s self-defense tactics!
Alyssa: Has a patient or teacher or
coworker ever asked you out on a date?
Dr. Taylor: (Laughs) Yes they have. Sadly, the number of patients in their 90s who have asked me on a date is higher than the number of non-patients who ever asked me on a date before I was married.
Alyssa: Is there a funny medical fact that you have learned?
Dr. Taylor: Actually I have a good one! An ENT professor in medical school told us that as men age they lose the ability to hear higher pitch sounds, and, as women age, their voices increase in pitch. Thus, men naturally lose the ability to hear women with time. So the next time your wife accuses you of ignoring her: blame biology, not the football game!
Alyssa: Do you have a pet peeve of which patients or staff are guilty?
Dr. Taylor: I really don’t get frus trated easily. I understand that every one has a life and everyone’s lives have struggles about which we often know little. If someone is being rude, I usu ally chalk it up to unseen struggles. That being said, I do wish that certain patients would realize what a marvel Mohs surgery really is. My primary pet peeve is patients mistreating my cowork ers. Sometimes, patients get frustrated waiting on their tissue to process during a day of Mohs surgery. And they some times take it out on my medical assis tants, who are wonderful and caring and are in healthcare for the right reasons.
There is a comedian who has a bit on youtube called “everything’s amazing and nobody’s happy.” He talks about how upset people get on airplanes when just a few hundred years ago a trip across the country was like the video game Oregon Trail – the journey took months, and half of the wagon party died of cholera on the way. Like air travel, skin cancer treatment nowadays is miraculous. Prior to Mohs surgery, far more skin cancers routinely caused disfigurement and even death. Now, Mohs surgery offers a cure rate of 99% for most skin cancers, and the aesthetic results are often outstanding. Mod ern skin cancer care truly is fantastic. Unfortunately, the same day shipping world in which we live has made people expect immediate results, and they sometimes take out their frustrations on my coworkers. The world can always use a little more kindness, patience and grace.

Marcia Seaton
Marcia Seaton of Dunwoody, Georgia, passed away on September 5, 2022, at her home in Arlington, Virginia, where she spent her final years. She is survived by her daughter, Jennifer Seaton of Pensacola, Florida, and her son, Scott Seaton of Arlington, Virginia, and her six grandchildren, Lindsey, Kathryn, Kristen, Claire, David and Audrey.
Marcia was born in Kearney, Nebraska, in 1933 and moved to the Pacific Northwest with her family during the Dust Bowl. She was married for 57 years to the love of her life, Philip Seaton, whom she met on a plane when returning to the Seattle area after the Thanksgiving holiday. Philip asked her out for New Year’s Eve, and the rest is history. Philip spent his career with Union Carbide, and Marcia pursued a number of interests and vocations, mostly centering on her love
of music. Trained as a classical pianist, she taught elementary music for many years in Dunwoody and prior to that, in Memphis, Tennessee. She shared her love and knowledge of all genres of music with everyone, and especially enjoyed teaching about music to her many friends at the Dunwoody Women’s Club, where she was a member for several years. She was also a longtime member of St. Barnabas Anglican Church in Dunwoody, where she enjoyed singing in the choir.
Philip and Marcia loved to travel, before he passed away in 2014. Marcia also had a passion for gardening and reading, volunteering often at the Dunwoody Library.
Respecting their wishes to be buried together, an interment service for Philip and Marcia will be held in the spring at St. Barnabas.
Not every blacksmith considered that their occupation. Farmers, such as Ambrey Carpenter at the corner of Tilly Mill Road and Mount Vernon Road, also were skilled blacksmiths but considered farming their principal work.
If you are interested in learning the skills of a blacksmith, classes are of fered at the Spruill Center for the Arts in Dunwoody. Falls classes just began and are full, but more will be available in January according to instructor Mike Romeo.
Romeo took a class himself when his sons bought him a gift certificate for Spruill Center for the Arts. He enjoyed the class, adding “The origi nal blacksmiths mostly made tools. I find it fascinating that if I need a tool to complete a project, I just make it. You really can’t say that about many other trades. Tradespeople used to go to a blacksmith for that needed tool. Today, you go to a big box store for a tool.”
“Blacksmithing as a hobby is a way to detach from the fast-paced technol ogy driven world and make something useful or create art out of a piece of metal,” suggests Romeo. “I think the renewed interest in blacksmithing today has a basis in people wanting to get back to simpler times where you can take pride in what you’ve made and ac tually use physical labor to make it - no button pushing.”

attention from a handler, and if the dog barks a fourth time, it is to be restricted indoors for the rest of the day.
Before signing the consent order, Sperry had already taken several steps to be “a good neighbor,” including spending upwards of $10,000 in sound mitigation measures to address complaints. But, one or two neighbors have continued to complain, and the city isn’t budging on allowing Camp Run-A-Mutt to change its hours to 8 a.m. to 5 or 6 p.m.
Brantley said both parties met for a status conference on Sept. 14, where it was decided they would go to trial Nov. 15. Dunwoody spokeswoman Jennifer Boettcher said the step was expected.
“Attorneys representing the business worked out an agreement with the city earlier this year to address noise com plaints by neighbors,” Boettcher said. “The judge put the case on hold for six months to evaluate the impact of the agreement. The business wants to change the agreement, so a trial is the next step.”
Brantley said Sperry has already tried everything in her power to resolve the issue to avoid getting to this point even while she has been offered little to no help from the city or the neighbors.
“There are neighbors who have been intentionally trespassing onto the prop erty and taking videos of the animals and getting the animals all riled up on purpose so that they can take videos,”
Brantley said. “We’re not going to stand for it. She has a right to operate her business in peace.”
Brantley said he thinks Camp RunA-Mutt is exempt from any animal nui sance statutes based on the city code, and that Sperry is legally allowed to operate her business with dogs outside from 7 a.m. to 7 p.m. He alleges that according to several sound studies, the

“This business was not built and designed to be able to handle 100 dogs inside,” Brantley said. “Most people drop their animals off between 7 and 9 a.m. and don’t pick them up until after 5 p.m., so it’s actually a safety hazard for the employees to try to bring that many dogs in and out at one time.”

Most recently in Atlanta, the City Council approved an ordinance to amend its “nuisance animal” law that al lows the time a dog can persistently bark before the city steps in to stop the noise. Since 2018, Atlanta had allowed dogs to bark for 20 minutes or more before imposing a monetary fine.
Under the new Atlanta ordinance, dogs only have 10 minutes or longer to bark before their owners are fined. The city’s fines range from $150 for a firsttime violation to $1,000 after four viola tions. Those making a complaint must live or work within a 1,000-foot radius of the property where the violation oc curred, according to the ordinance.
A complaint will be accepted when either an animal control officer or sworn law enforcement have received from at least two unrelated adult witnesses liv ing at different addresses, or from one adult witness, a recorded video showing the alleged violation.
