Candidate debate a civilized affair — until it isn’t Dunwoody City Council reviews draft of ’22 budget
BY CATHY COBBS newsroom@appenmedia.com DUNWOODY, Ga. — For the most part, the Dunwoody City Council District 1, 2, and 3 candidates debated each other with courtesy and respect. But at times, it got ugly. All six candidates appeared at a forum hosted by the Dunwoody Homeowners Association Oct. 13 at the Kingsley Racquet and Swim Club, answering questions from the organization’s President Bob Fiscella. The forum was divided into three segments, with the candidates from each district going head-to-head. Catherine Lautenbacher and Terry Nall are running for the District 1 seat, vacated in July by Pam Tallmadge. Rob Price is running against two-term incumbent Jim Riticher for the District 2 post, and Brian Sims is vying for the District 3 seat against Tom Lambert, who has held the position for four years. It was during the final segment when the tone turned negative. Sims accused the current council of “the blatant demolition of viable city assets” when the decision was made to level the former Austin Elementary School property on Roberts Drive rather than convert it to another use. “I can’t believe one structure other than the playground could have been saved that could be used by other nonprofits in Dunwoody, like for a senior center,” Sims said. He also accused Lambert of using “future speak” to talk about his first term as a council member. “We need a leader to make things

After the debate, Lambert said Sims’ remarks about the building’s viability for use by non-profits were inaccurate. “We asked every non-profit in Dunwoody if they wanted to take a look at taking over the facility, and not one was interested,” he said. “The cost of bringing it up to code was economically infeasible.” Both Lambert and Sims said they felt recruiting and keeping quality police personnel were top priorities for the next council. During the District 1 debate, Nall questioned Lautenbacher’s commitment
to the Dunwoody community, quoting an article in the Faces of Sandy Springs website in which Lautenbacher said her home is located just two blocks inside the Dunwoody city line, “but my life is centered in Sandy Springs.” “That’s where I work,” Lautenbacher replied. “I live in Dunwoody, and I volunteer in Dunwoody. Also, we are not in competition with Sandy Springs, we are in cooperation with Sandy Springs.” All of the candidates except Nall said they were wholeheartedly in favor of a parks bond referendum as

A presentation by Dunwoody Assistant City Manager Jay Vinicki at the council’s Oct. 11 meeting highlighted major expenditures. The budget includes $4.5 million in funding from the American Rescue Plan, $465,000 for proposed improvements to a 10-acre property on Vermack Road that was recently purchased by the city, $125,000 for a new right-of-way maintenance crew, and $81,000 for expanding the facility/grounds coordinator into two positions.

Hotel guest arrested for unruly behavior DUNWOODY, Ga. — Police say a guest at the Hyatt Hotel along Hammond Drive was escorted off the premises yelling, cursing and stumbling after a disturbance early Oct. 10. Deborah S. Azar, 59, of Buford, was arrested and charged with disorderly conduct after police were dispatched to the Hyatt shortly before 1:30 a.m. The hotel manager said Azar clashed with another guest in the lobby over a football game. She then began yelling in the lobby and demanding hotel staff give her the other guest’s personal information. Police said Azar, who is White, then went to her room and began calling the front desk demanding the other guest’s information and using racial slurs against staff workers. That’s when the manager told Azar she had to leave. The woman went on a profanity-laced tirade, according to hotel staff, saying she would be staying there several days and couldn’t leave because her stomach hurt and because she is a traveling respiratory therapist who saves lives. Police responded and said the woman showed signs of drunkenness. They made numerous attempts to get Azar to pack her belongings. But she repeatedly packed
PUBLIC SAFETY then unpacked food items, stopping at one point to eat some of the items. Officers eventually arrested Azar, and hotel staff packed her belongings for her to pick up later.
Security guards face off in row at Perimeter Mall
DUNWOODY, Ga. — An Alpharetta man was arrested late Oct. 7 when police responded to a fight between two security guards at Perimeter Mall. Joseph Nathan Newton, 68, was charged with assault. The alleged victim, a 28-year-old Lawrenceville man, told officers he and Newton had been arguing most of their shift that day. The bickering was over a door to one of the stores that had not been secured properly. Newton said the victim dismissed him when he showed him how to properly secure the door. Shortly before their shift was scheduled end, a supervisor called the two men into his office to mediate. The supervisor asked the co-workers to shake hands and end their disagreement, but Newton refused to shake the other’s hand. The men began arguing again, and Newton allegedly pulled out a knife then lunged at the other guard, the supervisor and victim both told police. Two guards then pushed Newton out of the office. Officers questioned the suspect, who denied ever pulling his knife from his pocket. He did say the blade was open because he was “ready.” Police watched surveillance footage, which police said showed Newton holding something in his hand as he was dragged out of his supervisor’s office.

Pit bull injures pet at apartment complex DUNWOODY, Ga. — A pit bull with a history of violence reportedly attacked and injured another dog at the Dunwoody Glen apartments along Peachtree Industrial Boulevard on Oct. 1. Police called to the apartment complex found the injured animal bloody with a laceration on its neck. It was not clear what breed that dog was or how serious its injuries were. The injured animal’s owner said he was walking the dog when the pit bull darted from its apartment and mauled his pet. He said it took him and several neighbors to pull the pit bull off. Moments later, the pit bull’s owner, a 22-year-old resident of the complex, came outside and retrieved her dog from an angry group of neighbors, the incident report stated. She put the dog in her car and drove away. Neighbors gave police the woman’s license plate number. Police pulled the woman’s file and one officer recalled her from a July case in which the same pit bull attacked and killed another neighbor’s dog. The woman was not captured.

Theater company plans murder mystery gala, children’s production

Residents preview park plans at pop-up event BY CATHY COBBS newsroom@appenmedia.com DUNWOODY, Ga. — Dunwoody residents got a first glimpse of what two new city parks could look like – and the feedback was positive. On Oct. 2, city officials unveiled story boards Oct. 2 that lay out elements of a new 10-acre park on the grounds of the former Austin Elementary School and at a 9-acre park on Vermack Road. The Parks Pop-Up, which was held at the Austin site at 5435 Roberts Drive, showed two proposed drafts of that property’s uses. One includes two softball fields at the front of the property, with a nature trail around the perimeter, a community garden, a playground for toddlers and another for older children, basketball courts, public art space, two tennis courts that could be used for pickleball, an open playing field and a splash pad. The second draft includes multi-use fields near the front of the property, one softball field to the rear, a splash pad, pickleball/tennis courts, basketball courts, trails, the two playgrounds and basketball courts. Park officials also showcased possible amenities at the Vermack property, located at 4809 and 4819 Vermack Road. The first version includes three pickleball courts, a sand volleyball court, a playground for older children, an open play area, a community garden and a large pavilion. The second concept includes a wildflower meadow,
open playing fields, the two types of playgrounds, a gazebo and a pavilion. Dunwoody resident Dana Gaines, who lives in the Wynterhall subdivision less than a mile from the new park, said she was impressed by the presentations. “You could really see the layout of what the park would look like,” Gaines said. “I loved that there were pickleball courts – this is something we need in the area. And the softball field are great as well.” Gaines said she was also pleased with the representation of the Dunwoody residents who attended. “There were people in their 50s, younger people with children in strollers, and people who might have grandchildren in the mix,” she said. “It was great to see people excited to see what this park might become.” City officials said they were pleased with the turnout at the Parks Pop-Up. “About 75 people turned out for the Parks Pop-up,” Dunwoody Communications Manager Jennifer Boettcher said. “They asked a lot of questions and shared helpful feedback on the concept plans with consultants and Dunwoody Parks Director Brent Walker. We continue to receive comments by email from those who have reviewed the draft concepts on our project page.” The city published a video of the event, youtube.com/ watch?v=hZG899Y7tsA, that details the various uses that the future Austin park could incorporate.
DUNWOODY, Ga. — Stage Door Theatre is hosting its annual fundraiser with an original production, “Murder Mystery Dinner Show!” The show, scheduled for 6 p.m., Nov. 5, was written by a member of the theatre’s own playwriting ensemble: Jeffery D. Cook. It features a grand array of some of the greatest detectives in literature, including Sherlock Holmes, Miss Marple and Hercule Poirot. The premiere of “Murder Mystery Dinner Show!” will also include a specially catered menu, a cocktail bar and a silent auction. The special show will be at Dunwoody North Annex, 4470 N. The theater company has also announced its Junior Company’s upcoming production of “The Addams Family,” a comical feast that embraces the wackiness in every family. Stage Door’s Junior Company is part of the inaugural year of the Stage Door Performing Arts Academy, which provides year-round performing arts education to children and young adults ages 3 through 18. Carlton Renfroe and his family moved to Dunwoody permanently in 1941. His father bought their Tilly Mill Road home in 1925, but his mother refused to move there until the road was paved VALERIE and electricity and BIGGERSTAFF phone service were available. This is just one of the many memories of Carlton Renfroe I enjoyed hearing. Mr. Renfroe passed away Sept. 25, 2021, and he will be missed. He was born at the family home in Atlanta in 1931, at the corner of Techwood Drive and Harris Street. When his parents and five siblings moved to Dunwoody, the children began attending Dunwoody School. He had fond memories of the school and its teachers, recalling, “Each teacher knew how to play the piano…we’d sing a lot.” Renfroe described himself as an outsider in Dunwoody in those early years because everyone knew everyone and were related. The older families had married into other nearby families. So, as he described it, “there were a lot of cousins.” His best friend was Jeff Porter, whose family moved on land in 1939 that is today home to Marcus Jewish Community Center, so they were a new family as well. He had memories of attending Christmas services at Dunwoody Methodist Church and swimming in the pool built into the creek along Vermack Road. He and Jeff Porter joined the first Boy Scouts troop in Dunwoody. The troop began in 1947, under the leadership of Reynolds Green with assistance from Hugh Spruill. I called on Carlton Renfroe often to share his memories, and in 2017 Dunwoody Preservation Trust recorded him telling those stories. He remembered listening to the radio with his family the day of the bombing of Pearl Harbor. His father was a plumber who worked at Lawson General Army Hospital in Chamblee. That work gave his parents access to more fuel than most people. “People didn’t ride much back then, because they didn’t have any gas.” After graduating from Chamblee High School in 1950, Renfroe served during the Korean War. He was injured

In 1953, he married Margaret Louise Copeland of Dunwoody. They raised four children in the Tilly Mill Road home. Renfroe leaves behind his wife of 11 years, Mildred Carter Renfroe, four children, four siblings, five grandchildren and one great-grandchild. He came to Brook Run Park on two occasions during Lemonade Days to help me greet people stopping by the Dunwoody Preservation Trust history booth. I always told him it meant so much more to people to hear the stories directly from the source. He was a good storyteller. Budget: Continued from Page 1 The 2021 budget totaled $45.6 million and had seven months or $16.5 million of unassigned revenue. The unallocated fund cushion for 2022 projects about $14.3 million or 6.1 months of operating expenses, according to the presentation by Vinicki. The 2022 budget also includes costof-living raises for employees, including a 5.8% raise for police officers and detectives. The budget also calls for funding the Chamblee Dunwoody Georgetown Corridor at a cost of $2.8 million. Several council members commented that they had requested additional funding for certain areas of operation. Councilman Tom Lambert said he has requested more funding for code enforcement officers. There was no action taken on the
measure at the meeting. The council will vote on the budget at its next meeting. The City Council also approved a new sign code for the city that had been researched and modified after gathering input from citizens and business owners. In other action, the council: • Swore in four new police officers – Jeffery Corbett, Arlis Gwyn, Angelo Osses and Jeorge Snachez. • Awarded a contract totaling $71,000 to CGS, LLC for tree removal along Winters Chapel Road between Charmant Place and Dunwoody Club Drive. • Awarded a contract to Chitwood Studios for $80,000 for the installation of holiday lights at Brook Run Park. • Discussed a new partnership between the city and the Metro Atlanta Baseball Association for an adult baseball league at Dunwoody Senior Baseball. After the two-hour meeting, the council retired to executive session but took no action afterward.

Debate: Continued from Page 1 a possible funding mechanism for the buildout of the two newest land acquisitions at Roberts Drive and Vermack Road. Nall said that a bond “was one of the avenues that could be utilized.” If elected, Nall listed as his top priority more competitive police pay and a greater level of fiscal responsibility. “I’m the only certified public accountant to serve on the City Council,” Nall said. “It’s time to bring back the CPA to the council.” Lautenbacher said her priorities include supporting a parks bond referendum and the development of Dunwoody Village into a viable city center. “It’s a gem of an area,” she said. “We need to revitalize Dunwoody Village.” The exchange between Price and Riticher took on a lighter tone. Fiscella invited each candidate to ask of question of his opponent. “Jim, what are looking forward to doing after the pandemic ends?” Price asked, to which Riticher replied, “More concerts, more live music.” “What’s your favorite restaurant in
Dunwoody and why?” Riticher asked. Price answered, “I have a lot.” Fiscella, amused by the exchange, asked both candidates a question of his own. “Do you guys want to talk about your favorite color next?” Fiscella asked. Price and Riticher both said they were in favor of offering more incentives to prospective police officer candidates in Dunwoody, including increased pay and more competitive housing allowances. The two also agreed that the city was moving in a positive direction, but Price said he would like to see more citizen involvement in decisions involving future initiatives. Riticher said his eight years on the council was needed to balance “a relatively inexperienced City Council.” The election will be held on Nov. 2, but early voting at the Dunwoody Library, 5339 Chamblee Dunwoody Road, has already begun and will run through Oct. 29. According to the DeKalb County Voter Registration website (www.dekalbcountyga. gov/voter-registration-elections/ current-election-information), hours are 7 a.m. to 7 p.m. Monday through Friday. Saturday voting is on Oct. 16 and 23 from 9 a.m. to 6 p.m. Sunday voting is on Oct. 17 and 24, from noon until 5 p.m.

OBITUARY Paul Andrew Weddle Sr., 102, of Atlanta, Georgia, passed away on Friday, October 8, 2021. Mr. Weddle was born in Blacksburg, Virginia, on January 23, 1919 to the late Simon and Jane Weddle. Paul graduated from WEDDLE SR. High School in Virginia in 1937 and entered the active service with the 246th Coast Artillery Regiment of the Virginia National Guard on September 15, 1940, with station at Fort Monroe, Virginia. Following service with the Coast Artillery School and the Harbor Defense of the Eastern Coast, he was promoted to First Sergeant in 1942, reassigned to serve Battery A, 744th Field Artillery at Fort Chaffee, Arkansas, and was subsequently moved to Europe. His
unit was part of the 20th Corps Artillery of the Third United States Army during World War II. After World War II, he reenlisted in the Regular Army and was assigned as a Reserve Advisor in Cincinnati, Ohio. After four years of service as an Advisor, he was appointed Warrant Officer in mid-1950 and was reassigned to Fort Eustis, Virginia, for duty with the 11th Transport Battalion. While at Fort Eustis, he was given a direct appointment to the grade of Second Lieutenant and was reassigned to Camp Pickett, Virginia for duty Assigned Post Adjutant General. After six months, he was promoted to First Lieutenant, transferred to Sendai, Japan, and later to Tague, Korea, where he served as an Adjutant General Advisor in the Korean Military Advisory Group (KMAG). Returning to Japan in May 1953, he served as Personnel Officer of the Southwestern Command at Otsu, Japan, prior to com-
ing to Fort McPherson in August 1954. After Promotion to Captain and three and one half years with the service with the Adjutant General Section and Secretary of the General Staff, Headquarters Third United States Army, he was assigned to Verdun, France, where he served as Secretary of the General Staff of the 4th Logistical Command. The city of Verdun awarded him the Medal of the City for Franco/American relations. Returning to Fort McPherson in late 1960, he was assigned as a member of the Department of the Army Personnel Team and, upon promotion to Major, was again reassigned to Headquarters Third United States Army for duty with the Adjutant General Section and as Deputy Secretary of the General Staff until June 1966. He was promoted to Lieutenant Colonel while serving in Vietnam and returned to Fort McPherson for the third time, where he assumed duties as Director of Personnel. In November 1966, he became Post Executive Officer, Fort McPherson, and retired from that position after thirty years of faithful and dedicated service. Following retirement from the Military Service, he was employed in April 1968 by the U.S. Department of Housing and Urban Development. He began his service as a Housing Management Officer and in October 1971, was reassigned as Director of Administration for the Atlanta Area Office. He was promoted to GS-13 in November 1972 and remained in that position until August 1976 when he was reassigned as a Program Analyst and Special Assistant to the Area Manager. During January 1977, he became Chief, Assisted Housing Management Branch, Atlanta, Area Office, exercising control and management function over 200 Public Housing Authorities in the state. He was promoted to Senior Grade, GS-14 in April 1977, and served in this position until his retirement from the Federal Civil Service on March 31, 1983 with a total of 45 years Federal Service. He was a hero to the nation and to his family. Paul will be greatly missed by his beloved family. Mr. Weddle is preceded in death by his wife of 49 years, Josephine Lucretia Dickerson Weddle and daughter Judith Ann Eilers. He is survived by his loving partner, Marjorie Aline Bowser; son, Paul Andrew Weddle Jr.; granddaughter, Lisa C. Weddle Klein; grandson, Paul Andrew (Drew) Weddle III; several nieces and nephews; and his beloved great grandchildren, Emily Josephine Klein, Tyler Andrew Klein, Greyson Andrew Weddle and Dylan Marie Weddle. Services will be held for LTC Weddle at Arlington National Cemetery. He will be interred with full military honors by the Old Guard. In lieu of flowers, memorial contributions can be made to Roswell United Methodist Church or a Veteran Organization of your choice. OBITUARIES Charles Wilson Ruark Jr. of Dunwoody, a true gentleman and beloved husband and father, passed away on October 6, 2021. Charles was born in Wilmington, North Carolina on March 10, 1934. Charles attended New NAME Hanover High School. After high school, Charles married Carol Kye, also from Wilmington, North Carolina. He was a veteran who served during the time of the Korean War from 1954-1955. Charles then went on to graduate from the University of South Carolina with a Bachelor’s Degree in Business. He began his career in banking, working for a number of financial institutions in the southeast. Charles spent the majority of his career with the Federal Deposit Insurance Corporation (FDIC), retiring in 1993. Both prior to and in retirement, Charles dabbled in writing clever limericks for entertainment, he enjoyed traveling whether vacationing at the beaches of South Carolina or internationally to countries like Japan, Italy,
South Africa and India. But most of all, Charles cherished the time spent with his family. Charles often commented that he was very appreciative of the many blessings in his life. Charles is predeceased by his parents, Charles Wilson Ruark Sr., Ruth Montford Ruark and brother, Paul Montford Ruark. He is survived by his devoted wife of 68 years, Carol Kye Ruark, daughter Deborah Ruark Pulliam, son Charles Wilson Ruark III and spouse Sawako Ruark, son James Montford Ruark and spouse Amy Mitchell Ruark, and niece Heather Ruark Glang, his much loved grandchildren, Robert Pulliam, Ryan Pulliam, Charles Ruark, Lucy Ruark, Alastair Ruark, and Jeremy Ruark as well as five great-grandchildren Levi Pulliam, Justus Pulliam, Evangeline Pulliam, Michael Pulliam, and Rose Pulliam. He is also survived by dear, longtime friend Robert Kirby. A memorial service will be held in the chapel at Dunwoody United Methodist Church on Friday, November 12th at 2:00 PM. Barbara Ann Pennington Bailey passed away on August 7, 2021. She always had a blue bird in her heart and will be remembered for her kindness and joyful smile. She was born January 16, 1937 in San Antonio, Texas and was the BAILEY daughter of Rosa Lee Winterhalter Pennington Schultz and Harry Pennington, Jr. She attended Saint Mary’s Hall and graduated from Randolph-Macon Women’s College in 1958 with a degree in Studio Art and a minor in modern dance. She earned a Master’s of Visual Art in Art Education at Georgia State University in 1980. Barbara was an accomplished painter, potter, sculptor, flower designer and a Nationally accredited flower show judge. She was a member of Questers and the Spalding Garden Club and won many awards for her artistic floral designs from the Southeastern Flower Show and North Georgia State Fair. She was the Education Director at the Spruill Center for the Arts, formerly North Arts Center, from 1984-1992. She expanded the arts program from one class to over two hundred, serving over 6000 students. She won Art Educator of the Year in 1986 and Museum Educator of the Year in 1989 from the Georgia Art Education Association. She was also Assistant Director at the Quinlan Visual Arts Center and Education Director at the Atlanta Artists Center. She taught
Art Education and Art Appreciation at Georgia State University and Reinhardt College. In her later years, she loved teaching children’s pottery classes at Tucker Recreation Center. She is survived by her daughter Louisa Bailey, son Ben G. Bailey, Jr., daughter-in-law Savon Tep Bailey, sister Mary Martha Pennington Cowmeadow, niece Roshani Cowmeadow and nephew Dylan Cowmeadow. She was preceded in death by her brother Harry Pennington, III and her husband of 59 years, Benjamin Green Bailey, Sr. A memorial service will be held on October 30, 2021 at 11 AM at Dunwoody United Methodist Church: 1548 Mt Vernon Rd.
