‘Swatting’ far from harmless pranks, police say By CHAMIAN CRUZ chamian@appenmedia.com NORTH METRO ATLANTA, Ga. — While local law enforcement agencies say “swatting” calls are still rare, they do not consider them “harmless pranks” and will continue to crack down. Swatting is the act of intentionally reporting false emergencies to provoke a Special Weapons and Tactics team response. Locally, officers from the Roswell, Alpharetta and Milton police departments make up the North Fulton SWAT team. Officers from Johns Creek, Sandy Springs and Dunwoody police departments make up the North Metro SWAT team. Each has approved manpower of approximately 50 members. The Forsyth County Sheriff’s Office has its own SWAT team. The special teams are trained to perform high-risk operations that fall outside the training of other police officers in their respective jurisdictions. High-risk operations may include hostage rescues, counter-terrorism operations, serving high-risk arrest and search warrants, subduing barricaded subjects and engaging heavily armed criminals. These officers are often equipped with weapons ranging from handguns to submachine guns or rifles, as well as tools like entry body armor, helmets, ballistic shields, entry tools, communication equipment and chemical agent protective masks. Milton Police Capt. Charles Barstow said he is not familiar with any swatting incidents ever occurring in his city in at least the past five years. However, all members of the North Fulton SWAT Team, including Milton officers, are on call 24/7, 365 days a year. The North Metro SWAT team works the same way. “If a decision is made to activate the SWAT Team,”

Law enforcement departments, like the Forsyth County Sheriff’s Office, say they are plagued from time to time by “swatters,” callers who falsely report emergencies that require deployment of manpower and equipment. Barstow said, “all members are notified of the call and those that are available to respond will indicate so and respond to the location they are requested at.” Recent cases Last month, the Roswell Police Department responded to three false reports at a single home along Old Course Drive. One of those reports was from someone claiming to be there who called 911 and said they heard arguing and gunshots upstairs, but when armed officers arrived, they found nothing wrong. Ball Ground man killed in crash with semi-truck FORSYTH COUNTY, Ga. — Deputies and firefighters were dispatched to a fatal crash along Matt Highway early Sept. 8. Bobby Fetner, 85, of Ball Ground, was killed when his Kia Soul was struck by a semi-truck near the intersection of Old Federal Road. According to investigators, Fetner was southbound on Old Federal Road when he drove through a stop sign and pulled into the path of the semi-truck, which was traveling west on Matt Highway. The truck slammed into Fetner’s driver’s side door and he died at the scene. The semi-truck driver, who was not identified, suffered no injuries, according to deputies.
Resident reports burglary at home on Echols Road FORSYTH COUNTY, Ga. — Deputies investigated a burglary at an Echols Road home that was reported Sept. 7. The victim told 911 dispatchers she returned home and found her house ransacked. Deputies responded and noticed tool marks on the outer frame of the sliding glass door. The victim told investigators several items were stolen from her home. No arrests were made.
Man charged in stabbing during fight with friend FORSYTH COUNTY, Ga. — Deputies were dispatched to a stabbing incident
at a Holly Park Drive home Sept. 9. Javier Garcia-Hernandez, 45, of Cumming, was arrested and charged with aggravated assault with a knife or cutting instrument. According to deputies, Garcia-Hernandez and a friend were drinking when a disagreement erupted, and GarciaHernandez stabbed the friend. The victim was treated at a local hospital for non-life-threatening injuries. Deputies arrested Garcia-Hernandez at a Ford dealership along Atlanta Highway in Cumming on Sept. 10.
Deputies arrest 4 men for racing on Ga. 400 FORSYTH COUNTY, Ga. — Deputies arrested four alleged drag racers caught barreling down Ga. 400 at over 100 mph early Sept. 12. The suspects were nabbed after patrol officers spotted two separate races on the state highway. The first was shortly after 12:30 a.m. when a Ford Mustang and Infiniti G37 were seen dragging southbound. Deputies pulled the vehicles over and arrested both drivers for racing and speeding. Rohail Khan, 23, of Atlanta, was driving the Mustang and Murat Mamedov, a 19-year-old Cumming teen, was behind the wheel of the Infiniti, according to deputies. At 3:40 a.m., deputies spotted two more Ford Mustangs racing northbound on Ga. 400 at over 100 mph. When the deputy tried pulling the cars over, one of the drivers made a quick exit off the highway. That driver was nabbed by another deputy waiting for the vehicle near the off-ramp. Quentin Nigel Kenney, 20, of Fulkston, was charged with racing, reckless driving, and failure to yield to emergency vehicle. The other deputy stopped the other driver. Willis Brownlee, 32, of Mableton, was charged with racing, reckless driving, failure to yield to emergency vehicle and DUI.

Optimists lend hand to further cause of boys home CUMMING, Ga. — The Sawnee-Cumming Optimist Club donated $2,500 to the Bald Ridge Lodge, a Forsyth County home for boys age 12 to 21 who are facing adversity preventing them from living at home. The check was presented to executive director Angela Dikes by club President Janna Shacklett. The donation came from proceeds of the Sawnee-Cumming club’s Flags 4 Education program. American flags are placed in front yards during six national holidays. Subscription cost is $50 per flag per year. The Bald Ridge Lodge is a nurturing, home-like environment for young men who need protection, direction and supervision. They receive counseling, educational support and independent living skills training. “Bald Ridge Lodge is so grateful to receive the funding provided through the work of the SawneeCumming Optimist Club’s Flags 4 Education Program and volunteers,” Dike said. “These funds will make a significant difference in the lives of young men by making it possible for them to live in a safe and therapeutic environment where they can learn to make positive choices, continue their education, build healthy relationships, and learn skills for successful adult living.” Shacklett said the Flags 4 Education campaign has helped raise money to support great non-profit organizations in the area. “For all of us who volunteer on six national flag holidays delivering hundreds of American Flags all over Forsyth County, it’s just another creative way

Swatting: Continued from Page 1 sponding officers,” Lupo said. “We … will continue to investigate and seek prosecution of those involved in these types of incidents.” Lupo said swatting calls are frequently over significant violence or threats and often involve weapons, so when a SWAT team responds accordingly, victims are often scared or confused to see officers swarming their homes. “Not only that, but all of the resources pulled to the address of a swatting call are unable to respond to other emergencies in the city until they can determine what they are actually dealing with,” Lupo said. “This behavior is far from a harmless ‘prank.’” In Alpharetta, police spokesman Jeffrey Ross said officers responded to at least two swatting calls in 2012, 2019 and 2020, and just one in 2018. He said officers are required to respond to SWAT calls just like any other 911 call. “SWAT does their best to acquire any intel on the incident and location prior to responding to see if there’s any previous history of swatting,” Ross said. “If we do respond and it turns out to be a swatting call, we would do our best to determine who the individual was who placed the call and we would be able to take appropriate action once they’re identified.” Dunwoody police spokesman Mark Stevens said he is not aware of any swatting calls that have occurred in the city and is not certain if there have ever been any. Meanwhile, police spokesman Salvador Ortega said he can recall only a few swatting calls in the City of Sandy Springs over the years. “I know we had one a month or two ago where we chased down a vehicle
only to find out the occupants had done nothing wrong and the call was the result of a swatting incident,” Ortega said. “We had others that I can remember where we received information that a shooting had taken place inside a residence. We get there, surround it, only to find out the occupants did nothing wrong.” Tracking challenges There is no code in Georgia law for “swatting.” It wasn’t until the 2019 Anti-Swatting Act that the state legislature broadened its definition to include most of the elements of swatting under the charge of false public alarm, meaning the ability to tally the number of swatting calls will vary from department to department. For example, Barstow said, most agencies in North Fulton have a crime analyst who can delve into their respective departments’ records management system, but because swatting calls are listed as false public alarm, the crime analyst will have to determine if the incident was truly a swatting call or some other violation of creating a false public alarm such as a bomb threat. This is also the case elsewhere, such as in Forsyth County, where Sheriff’s Office spokeswoman Stacie Miller said there are some 94 reports from the past five years that could be attributed to swatting. She said it would take considerable time to determine whether they were, in fact, actual swatting calls. Johns Creek Police did not respond to requests to discuss whether they have handled swatting calls and, if so, how they are addressing the matter. Swatting is an aggravated misdemeanor in Georgia punishable by up to a year in jail in most cases. Top 40 teachers selected for Forsyth County schools CUMMING, Ga. — Schools across the Forsyth County School System have announced their “Teacher of the Year” selections who are now in contention for the district’s overall top teacher for the 2021-22 school year. The 40 teachers, chosen by the district’s selection committee, represent 22 elementary, 11 middle, six high schools and one academy. District spokeswoman Hannah Samples said 19 semi-finalists from the group of 40 will be announced on Nov. 17. The five finalists will be announced in February after further review by the selection committee. The overall Teacher of the Year will be announced during the “Celebration of Excellence” set for March 10. Samples said individual schools selected their top teacher from all teaching staff, including special education, physical education, and art and music teachers. County OKs mixed development near Ga. 400 County officials say complex will benefit fast-growing area By PATRICK FOX pat@appenmedia.com FORSYTH COUNTY, Ga. — Forsyth County commissioners approved a rezoning that will bring another 300 apartments online and possibly provide greater road safety in a rapidly growing part of the county. WP South Acquisitions won approval Sept. 16 to rezone from multi-family residential and commercial business district to master planned district with variances and conditions. The 4-1 vote gives the developer the nod to construct up to 310 apartments on the 53-acre site on Settingdown Circle near Ga. 400. Site plans also call for 39,100 square feet of commercial and office space. Commissioner Todd Levent voted against the approval. “Too many apartments to a community can be detrimental,” Levent said. During his 11 years in office, Levent said he only voted for apartments the first year of his term. Levent said apartments – renting instead of owning – does not allow one to be as connected to the community because you are not rooted; not buying the space. While county staff and the Planning Commission attached a lengthy list of conditions on construction, County Attorney Ken Jarrard said the key issue in the rezoning is a proposed thru road which will run through the new development, connecting Settingdown Circle on the south with The Falls apartment complex to the north. The conduct and layout on the new property is fairly easy to condition, he said, but assuring that The Falls will provide access to the new street has been under negotiation for some time. Terms of the latest talks indicate that The Falls will agree to grant WP South Acquisitions access to its property to link up to the new road, Jarrard said. “That’s a big deal, because that involves getting on another already developed apartment and basically com-

Among the more than 40 conditions attached to the new development, the county is requiring the builder to construct the connecting roadway before issuing any certificates of occupancy. “It’s been a labor, and we have had a lot of wonderful cooperation from everybody involved,” said Commission Chairwoman Cindy Jones Mills, who shepherded negotiations on the site that lies in her District 4. Mills said the connecting street will give residents of The Falls safer entry and exit from their property. Not only that, she said original plans for the new development called for roughly 300 townhomes constructed with single-family home conditions, forcing eyesores like tandem garages. “It was awful,” Mills said. “This way we do get a
safety feature in a road, and we get a much betterlooking product.” Current plans submitted to the county call for 310 apartment units in eight buildings, with an estimated resident population of 465. Permanent access to the development will be from the right of way access, and all of the development’s interior streets and driveways will be privately owned and maintained. Owners say they are shooting for a price range averaging $1,700 per month in rent, with two-bedroom units going for around $2,300. Overall, the site includes 12 acres of residential, about 13 acres of commercial and more than 26 acres of open space. Staff writer Tiffany Morgan contributed to this report.

Having visited Premier Dermatology on several occasions, I have become quite familiar with the staff and was thus excited to interview the newest addition. Like all of her Premier Dermatology coworkers, Kathryn exudes warmth, genuine happiness and compassion. Her excitement for dermatology in palpable. The following is an expert of our interview: Maggie Mullvain: What do you like most about being a dermatology PA? Kathryn: I love the ability to establish interactive relationships with patients and their families. In almost 20 years of practicing Dermatology, I have been honored to treat entire families, all the way from infantile eczema to young children with warts, older siblings with teenage acne, parents with hair loss or seeking cosmetic maintenance, and grandparents with rashes or skin cancer. I feel very privileged that families trust me to care for them and allow me to be a part of their “medical family”. It’s a thrill for me to see children who I treated for a mole or a rash return after they graduate from college and tell me about their new careers. Maggie: What is your favorite area within dermatology? Kathryn: Honestly, I have a difficult time answering that. Dermatology is ever changing. New discoveries, technologies, and treatments revolutionize how we think about skin care and how we treat patients. When I began working in dermatology, Botox had just been approved and was injected into only a few places. We had collagen fillers that too frequently could cause allergic reactions. Our lasers were the size of a kitchen stove and were limited in their energy output. Now we have new laser, injectable and cosmetic treatments that
yield astounding results. Not to mention all the new medications that we have for acne, the “biologics” for psoriasis and eczema, and the modern skin cancer and vein treatments available. It really is hard to choose. The fact that each interaction with patients is so different and the results so meaningful and satisfying whether we are working on a medical, surgical or cosmetic problem means that I have to say I have several favorites. Maggie: So the fact that dermatology allows you to be so multidimensional is one of the field’s highlights? Kathryn: Exactly! Variety and advances keep me excited about every day. Maggie: What drew you to Premier Dermatology and Mohs Surgery of Atlanta? Kathryn: Balance. In the first seven years of my dermatology career, I worked in a very busy practice in South Florida where I could not be the well-rounded practitioner I am today. It was a great place to learn a lot about general dermatology and skin cancer and prepared me well in dermatology’s fundamentals, but the expectation to see too many patients in a short period made proper care challenging and spreading my wings difficult. Practicing the last several years at a busy practice in Buckhead, I gained expertise with many of dermatology’s cosmetic services and advanced technologies while staying on top of advances in medical and surgical dermatology. While my professional life was rewarding, the commute was a challenge. One thing we all know about Atlanta is that the traffic can be a battle. I am a Milton resident and have two daughters in local high schools. When the opportunity arose to practice close to home with an excellent physician such as Dr. Taylor, it was too good to pass up. I now enjoy the balance of a dynamic and varied work life and being close to home, with more time to spend with my husband and daughters. Thank you Kathryn for sharing your story with us today. She said it brought her to tears to see her dad so happy and surrounded by friends, especially when he had been so withdrawn prior to joining the program. She looks forward to each and every update. While the program was originally designed for individuals who are in the early stages of Alzheimer’s disease or dementia, residents from the entire Village Park community have embraced the program. Cameron shared how Flourish Engage has expanded into something that everybody wants to join, “I feel like it is growing into something for all people who need something more to do or people that need more encouragement to participate in activities.” Cameron is often seen in the morning encouraging residents to come together for new adventures, singa-longs, or a simple walk through the community. His regular Flourish team of six residents look forward to the new adventures each day holds. Cameron’s daily activities, conversations, and support provides Flourish Engage members with a constant friend. The intergenerational friendships formed between Cameron and members of the Flourish crew have generated countless heartwarming moments.
