Global firm plans site in Johns Creek By JAKE DRUKMAN jake@appenmedia.com FULTON COUNTY, Ga. — Massachusetts-based medical device manufacturer Boston Scientific is expanding into Johns Creek. The company produces, designs and develops medical devices and procedures for specialized health care providers. It has facilities and headquarters across the U.S., Europe, Central America, Asia and South Africa. The Development Authority of Fulton County gave final approval June 28
to a $75 million revenue bond for the facility that will provide the company a 10-year property tax abatement on its new plant. Until Tuesday, the Development Authority referred to the Boston Scientific development under the codename “Project Lemon Lime.” Boston Scientific already has a presence in Alpharetta, and its new Johns Creek facility will be at the former State Farm campus on Johns Creek Parkway, adjacent to a newly planned mixed-use development headed by Avalon developer Mark Toro’s company.
Gov. Brian Kemp’s office announced the new facility Tuesday afternoon, saying it represents a $62.5 million investment from the company and will bring about 340 new jobs to Fulton County. “As home to some of the leading universities and technical colleges in the country, Georgia produces top talent for growing fields like the life sciences industry,” Kemp stated. “I look forward to seeing the impact of this

ATLANTA —Fulton County Schools is one year into an ambitious threeyear program to get students back on academic track after the COVID-19 pandemic. With reams of research showing student achievement lagged during the nearly two-year span of the pandemic, district officials are confident the gap can close by 2024. “While there are some successes, we have a lot of work to close the achievement gap which has widened,” said Fulton Schools’ Chief Information Officer Brian Noyes. “Our continued implementation of [academic interventions] aim to support all students in the district and initiate new programs to close these gaps in the future.” Last spring, Fulton Schools launched the “Bridge to Success”

Man pleads guilty to swindling elderly victim out of fortune ATLANTA –– A Johns Creek man has pleaded guilty in federal court to wire fraud after admitting that he defrauded a 79-year-old retiree of approximately $650,000. Aziz Choukri, 59, pleaded guilty to wire fraud on June 16. Sentencing is scheduled for September 14 before U.S. District Court Judge Eleanor L. Ross. “Fraud schemes targeting the elderly are a particularly egregious type of fraud that often deplete the victims’ entire life savings,” said U.S. Attorney Ryan K. Buchanan. “This conviction affirms our commitment to prosecuting those who prey on our most vulnerable citizens.” “The victimization of the elderly through financial scams represent one of the most significant types of cases the Secret Service investigates to combat fraud,” said Special Agent in Charge Steven Baisel of the U.S. Secret Service Atlanta Field Office. “Those who prey on the vulnerable and cheat them out of their life savings through their cunning lies and financial schemes must recognize that the Secret Service, along with our many law enforcement partners, will prosecute them to the fullest extent of the law and bring a measure of justice to the victims.” According to the U.S. Attorney’s Office, in 2016, Choukri met the victim,
PUBLIC SAFETY then 79 years old, at a fitness facility in Alpharetta. Choukri cultivated a close relationship with the elderly victim to gain his trust. Choukri convinced the victim to invest almost $650,000 in his music management company, assuring him that the investment carried no risk and was guaranteed to earn a return. Choukri promised that the victim would be compensated the full amount of any investment, plus interest, and even told him that he would guarantee him a $1 million return. Rather than using the investment in a music venture, prosecutors say Choukri used the victim’s money largely on himself, for his daughter’s college tuition and sorority expenses, dental work for his girlfriend, payments to his girlfriend for tutoring and babysitting, and repayment of a personal loan. Choukri also transferred a significant amount of the victim’s money to his children’s accounts and withdrew thousands of dollars in cash. Prosecutors say that Choukri’s accounts show that almost all of his income in 2016 and 2017 was from the victim. This case is being investigated by the U.S. Secret Service.
Vehicle in for repair has license plate taken JOHNS CREEK, Ga. –– A Cedartown woman reported her license plate stolen while her car was parked in the lot of Creekside Auto Repair on Jones Bridge Road June 23. The victim told police her car had been in the parking lot for nearly a full year due to a blown engine, which was later recalled. Her car had been shipped and received in February of 2022 and
when the manufacturer got the car, they called the victim to let her know the plate was missing. No video surveillance was active on the lot of the repair shop.
Thief steals cell phone from car in driveway JOHNS CREEK, Ga. –– A Johns Creek man reported his son’s phone was stolen out of his vehicle parked in his driveway on Merganser Lane on June 25. The victim’s son had left his phone in the backseat of the car June 18 because he couldn’t take it with him to summer camp. When the victim checked for the phone, it was gone. He tried tracking the phone but the last trackable location was in the driveway of the residence.
Man defrauded of funds in online transaction JOHNS CREEK, Ga. –– Police responded to a fraud call regarding Facebook Marketplace June 21. The victim, a Johns Creek resident, said he’d attempted to sell a bike on Facebook Marketplace for $300. A buyer then contacted him and offered to pay the total amount through Zelle. The victim provided his Zelle information to the potential buyer. He got an email from Zelle, which asked him to start a commercial account, but he needed to pay $500 for the upgrade. He received an additional email about another transaction of $1,000 he needed to pay for the account. He did not get any other messages from the potential buyer or the $300 deposit for the bike.
Charges dropped for Alpharetta man bitten by police K-9 By CHAMIAN CRUZ chamian@appenmedia.com ALPHARETTA, Ga. — All charges have
been dropped against Travis Moya, who was bitten by an Alpharetta K-9 outside his home last summer. Melissa Roth, senior assistant district attorney for Fulton County, filed an order for nolle prosequi on June 2, saying the State of Georgia believed a jury would find “insufficient evidence” to support a finding of guilt. Moya was indicted on April 14 for three counts of felony willful obstruction of law enforcement officers and one count of misdemeanor obstruction of law enforcement. According to the initial incident report, Moya’s wife called 911 on July 25, 2021, requesting an ambulance, because she wasn’t sure if her husband had taken something. Rather than responding to a “mental health call,” about five Alpharetta police officers were dispatched to a “domestic
disturbance.” When officers arrived at the home, the situation escalated, and Moya was allegedly brought to the ground, subdued and handcuffed. Family members say K-9 Ares then bit Moya, but from the start, they insisted Moya was not resisting. The report states the police dog eventually let go of Moya’s upper left arm, leaving “large amounts of blood and fatty tissue coming out of the wound.” Moya also allegedly suffered a concussion from the incident. After the Alpharetta Police Department conducted a review of the interaction, including all the audio and video recordings and officer statements, it determined there was no violation of departmental policy or federal

Cumming rings in next phase of City Center

CUMMING, Ga. — The City of Cumming held a community gathering June to ring in the next phase of construction for its City Center development on Canton Highway. Though Mayor Troy Brumbalow cut the ribbon on the project, the 75-acre City Center project is far from complete. Friday’s ceremony signified the end of the city’s construction on the project and the beginning of tenant business buildouts. Brumbalow was joined in the ceremony by community leaders such as State Rep. Lauren McDonald, First Baptist Church Pastor Bob Jolly and Forsyth Central High School Principal Josh Lowe. In the midst of his reelection campaign, Gov. Brian Kemp also joined in the festivities. “This is a special day here in Cumming and all of Forsyth County, and really throughout this whole region of our state,” Kemp said. “We know that [people] will come from miles away to enjoy all the City Center has to offer, and when they leave, they’ll know why Cumming is such a special place.” The City Center, which the city credits Brumbalow for devising, is planned to contain more than 115,000 square feet of retail space, a new Cumming Police and municipal court building, a trail and boardwalk system, a golf putting course and more community space. The city held the ribbon cutting in the new Lou Sobh Amphitheater, an outdoor anchor of the City Center. The project faced a major challenge since it broke ground in August 2019: the unexpected onset of the pandemic. Brumbalow and Kemp both praised the city’s perseverance in continuing the project amid the complications. “This project, I’ve kind of likened it to a woman having a three-year labor and trying to deliver an elephant,” Brumbalow said. “As hard as you want to push and push, you just can’t quite get it there. But we are getting very close. The team is working hard every day.” Businesses set to come to the City Center include Simple Man Distillery, Good Vibes Nutrition, Juke N Jive Creamery and Good Chemistry Health & Med-Spa. Johns Creek continues street resurface work By LUKE GARDNER newsroom@appenmedia.com JOHNS CREEK, Ga. — This year’s iteration of Johns Creek’s annual repaving schedule began in June and is set to conclude Sept. 30, with the majority of the work to be completed before the end of August. Work is already complete in Lakehill, Bridgestone, Westbury and Spring Garden subdivisions, and Medlock Bridge Road is currently being paved and should continue for several weeks, according to Public Works Director Chris Haggard. “Medlock Bridge will take a number of weeks to complete, as it is 66 percent of the contract, and the contractor is hesitant to schedule that far out since much of the work is dependent on beneficial weather conditions,” Haggard said. Subdivisions yet to be repaved include Parsons Station and Creekside Crossing. Dates for that work has not been set. According to Haggard and the city’s online schedule, the following roads are still scheduled to be repaved: • Repaving on Brumbelow Road from Old Alabama to Nesbit Ferry roads begins July 11 and will continue to approximately July 19. • Repaving on State Bridge Road from Medlock Bridge to River Park Drive starts July 25 and ends approximately July 29. • Repaving on Abberly Cove, including servicing Morton Road Park, starts Aug. 1 and is scheduled to take one day. • Repaving on East Fox Court from Jones Bridge Road to the city limits is set for Aug. 2. • Repaving on McGinnis Ferry Road from the Chattahoochee River to Bell Road starts Aug. 3 and will run for approximately five days.

Crews have scheduled close to $3.6 million in street resurfacing in Johns Creek this summer. The work includes streets in subdivisions as well as on major thoroughfares like McGinnis Ferry Road. Dates are subject to change depending on the weather. Resurfacing will take place from 9 a.m. to 4 p.m. on weekdays in order to avoid periods of high traffic. One lane of the road will be closed when work is performed. The repaving plan was created by Public Works Department staff using data from a 2018 pavement quality index, which measures the quality of the roads. The City Council allocated $3.6 million to the repaving project this fiscal year, slightly more than half of Public Work’s $6.3 million 2022 budget. A contract with Allied Paving for the project was approved at a City Council meeting on April 25.
The annual repaving projects are nothing new to Johns Creek residents. The city has repaved 111 subdivisions since 2015, according to city records. “Johns Creek has invested significantly over the past eight years in improving the quality of the road surfaces,” Haggard said. “Based on the Pavement Quality Index (PQI) ratings completed in 2018, the city’s roads are in the upper 60s, with a citywide goal of 70.” Residents are advised to turn off their sprinklers and not to park on the street during the repaving process. ROSWELL, Ga. — Christopher Martini, a rising senior from the Cottage School in Roswell, has been selected to attend the 2022 Georgia Governor’s Honors Program hosted at Berry College in Rome, Georgia, this summer. GHP is a residential summer program for gifted and talented high school juniors and seniors. Selection is based on a combination of ability and interest and is highly competitive. This is the 59th consecutive summer of GHP, making it the longest running Governor’s School in the nation. Over 3,200 students were nominated at the state level, with nearly 1,400 competing as semifinalists in late February. Of those students, 641 were chosen as finalists, while 112 were chosen as alternatives. The students come from 205 different high schools across Georgia. The June 2 order filed by Roth states Alpharetta police officers M. Esposito, J. Frudden and C. Benfield have been informed about the nolle prosequi. Alpharetta Assistant City Administrator James Drinkard told Appen Media in an email June 28 Benfield remains an Alpharetta police officer, but Esposito and Frudden “voluntarily separated from employment with the city.” Drinkard declined to provide any further comment. Chris Stewart, issued a statement on June 29 saying they are pleased the charges have been dismissed, but that there is still “much work to be done to ensure that Mr. Moya receives the justice he deserves.” “All too often an individual’s character is assassinated and months or years later charges are dropped or dismissed,” Stewart stated. “But the damage to Mr. Moya has already been done. Perimeter’s Campus 244 to add new businesses DUNWOODY, Ga. — The developers behind Campus 244, Dunwoody’s new mixed-use development on Perimeter Center Parkway, have announced three new businesses coming to the project. Transportation logistics company Transportation Insight, staffing company Insight Global and restaurant CT Cantina & Taqueria are the latest businesses to sign on for a space in Campus 244. That brings the project to more than 80 percent leased, according to co-developer RocaPoint Partners. Transportation Insight and Insight Global have both signed long-term leases for portions of the 12-acre development’s 400,000 square foot office building. The companies will bring on employees to the space in late 2023. CT Cantina’s 9,000 square foot restaurant will spill out onto Campus 244’s central greenspace and include an “expansive” patio. Campus 244 will also be home to the 145-key Element Hotel, which will include a lobby bar and chef-driven restaurant. CT marks Campus 244’s first restaurant tenant. The cantina also has a location in Alpharetta’s Halcyon, another RocaPoint development. The development’s first phase now has only a “small amount” of restaurant space and two vacant office spaces left to lease. The next phase of construction will focus on a new tech office and life science building that will be between 300,000 and 400,000 square feet. “In a post-COVID world, today’s workforce desires unique office spaces that combine the best elements of work from home with the best of in-person

New state law set to bring delivery robots to Georgia By DAVE WILLIAMS Capitol Beat ATLANTA — Two ATLANTA – Georgia is about to embark on a new form of transportation technology that fits the needs of the era of e-commerce. Legislation the General Assembly passed this year authorizes “personal delivery devices,” better known as delivery robots to ply the state’s highways and sidewalks. House Bill 1009, which cleared the Georgia House of Representatives and Senate overwhelmingly, sets out regulations governing delivery robots, including where and when they can operate and at what speeds, weight limits, and penalties for violators. “If we’re letting robots on the streets, we need to have requirements for them,” said state Rep. Todd Jones, R-South Forsyth, the bill’s sponsor. Without rules in place for delivery robots, the technology has seen limited use in Georgia. But that may be about to change. Atlanta-based Chick-fil-A announced plans late last month to test delivery robots at a limited number of restaurants in Florida, Texas and California. “Two-thirds of my business is delivery,” said Luke Steigmeyer, operator of a Chick-fil-A in Austin, Texas, that already is deploying delivery robots in partnership with an Austin-based autonomous delivery company. “The autonomous vehicles have been instrumental in growing awareness of delivery at my restaurant, allowing us to reach even more customers in the area.” Delivery robots are equipped with artificial intelligence systems and advanced depth-perception cameras that allow them to navigate traffic patterns, avoid pedestrians and maneuver through car and bicycle lanes as well as sidewalks.
Insulated to keep food at the right temperature, the robots keep customers updated on their progress via text messages as they navigate to the designated drop-off spot. Under the new Georgia law, delivery robots will be permitted to operate on nonlimited access highways with speed limits of 45 miles an hour or less, and at no more than 20 miles an hour when on sidewalks with at least a 4-foot path for persons with disabilities. They can weigh no more than 500 pounds when empty and 600 pounds when carrying cargo and emit a sound when they come within 6 feet of another vehicle, a person on foot or someone in a wheelchair. Local governments will be allowed to set hours of operation for delivery robots and prohibit them operating on the grounds of schools, hospitals, or sidewalks adjacent to stadiums, coliseums, or government buildings. Cities and counties also can restrict the robots to certain geographical areas of their communities. While violations will not be treated as criminal offenses, they will be subject to a civil penalty of up to $500. Jones said easing the way for businesses to use delivery robots in Georgia is one way state policymakers can show corporate prospects the Peach State is technology friendly. “We continue to flex the envelope so industry sees Georgia as a great place to ‘sandbox’ ideas,” he said. “This is the type of legislation that says, ‘This isn’t just a great place to do business. The overarching goal, noted Noyes, is to directly address the impact of the pandemic on lost instruction and learning, and also ensure the safety of students, staff and families. While the Bridge program is embedded into the daily curriculum of schools, including after school and weekend programs, services also extend into the summer. Last year nearly 20,000 students received summer school instruction. This summer, the district expects to have approximately 15,000 students learning in-person and virtually.
Federal funds support program
Funding for the Bridge to Success program comes almost exclusively from federal COVID relief funding provided to schools under three rounds of disbursements. In total, Fulton County
Schools received $262 million, making it one of the largest recipients among Georgia school districts. “Our district, like many others across the country, and around the world, has faced unprecedented challenges due to the COVID-19,” Chief Financial Officer Marvin Dereef said. “Fortunately, the federal government has made funds available to help us mitigate the learning loss [and] ensures our ability to put resources in place to help all our students.” Based on the plan submitted to the Georgia Department of Education, Fulton Schools expects to direct nearly all of the funding to programs and people who are supporting the Bridge to Success program and related instructional needs. With one year of the Bridge program complete, and the second year underway, district officials are in the process of gathering input on its impact.

Joseph Kauschinger
Joseph Kauschinger found peace after a courageous fight with pulmonary fibrosis on June 24, 2022. Joe was a strong man of deep passions and faith. He loved many things, but what he loved most was his family. Joseph was a proud father and husband. They remember Joe’s genuine soul and bright personality. Born in Bronx, NY, Joe had an adventurous spirit from an early age. Early on, a mentor saw Joe’s potential and helped him get into college, which he pursued to the Ph. D level. Joe found his professional calling as a Civil Engineer. He pioneered many engineering techniques, and his
co-workers could always count on his meticulous and thoughtful mind. He took great pride in being the “go-to” for Civil Engineers when they needed that exceptional mechanical understanding that only Joe seemed to have. Joe traveled around the world and went on many adventures throughout his life. Now he is on his final journey. He is survived by his wife Lisa, and his loving children Schuyler and Ashley (Ethan Fogus). Joseph Kauschinger’s Funeral Mass will be held at St. Brigid Catholic Church in Johns Creek, GA, on Thursday, July 7, at 11:00 am.
