MILTON, Ga. — The Milton City Coun cil’s third and final public hearing to set the tax rate on property was a lively and lengthy one. After nearly a dozen residents pleaded for a full rollback of the rate to a level that would closely match their tax bill from last year, council mem bers voted Aug. 15 to tread the middle ground, voting 5-2 to set the rate at 4.469 mills. Council members Rick Mohrig and Jan Jacobus cast the dis senting“Howvotes.angry are we going to make the community tonight?” Councilman Paul Moore asked. “Do I make you sort of mad at 4.2 or really mad at 4.4, when both are really savings?” Council members had the option to approve the capped rate of 4.731 mills – the same as last year, the midpoint rate of 4.469 mills or the rollback rate of 4.206Assistantmills.City Manager Bernadette Harvill stressed that homeowners will save on taxes with the floating home stead exemption that caps property value reassessment at 3 percent or the Consumer Price Index, whichever is lower.Only those who qualify for the basic homestead exemption (a $15,000 de duction from the assessed value on the city tax bill) can qualify for the floating exemption. The deadline to apply was April 1, but Fulton County is already taking applications for next year.
ATLANTA, Ga.—New rules for the new school year are in place as the Fulton County School System navigates a return to the first typical school year since the COVID-19 pandemic hit in spring 2020. At the Aug. 11 meeting of the Ful ton County Board of Education, dis trict leaders seemed intent on moving away from the accommodations and leniency in place during the pandemic disruption.Thefocus moving forward is cen tered on academic accountability and student behavior with new guidelines and protocols in place.

ALPHARETTA, Ga. — An Alpharetta woman fell victim to an online scam, ultimately losing thousands of dollars to someone she met on Facebook. Alpharetta Police say the victim was contacted on Facebook messenger by a supposed family member living in Can ada and told that she was eligible for a $60,000 grant. The woman was instruct ed to contact an attorney on Facebook and was told to send $2,800 in Amazon gift cards to the attorney for processing and FedEx courier service fees. The victim purchased the gift cards and provided the code numbers to the scammers, but she became suspicious when they began asking for her bank ing Policeinformation.weretold that messages and the Facebook profile of the “attorney” were deleted or removed after the scam was exposed.
ROSWELL, Ga. — Roswell police stopped a 24-year-old Riverdale man Aug. 7 for having an “extremely dark window tint,” but let him go even after discovering marijuana and drug para phernalia inside his vehicle. The incident report states that at around 9:10 a.m. a sergeant with the Roswell Police Department was near 1500 Market Blvd. when he heard a car with a loud exhaust but no muf flers as is required by law. The sergeant caught up to the black Chrysler 300 while it was stopped at a red light and discovered that it had no tag. It wasn’t until the light turned green that a black cover where the tag should have been slid up and exposed the tag Accordingnumber.to the incident report, after conducting a traffic stop on the vehicle, the sergeant used a digital tint meter, which indicated an illegal window tint of 3 percent. While speak ing with the 24-year-old man and his 22-year-old passenger, the sergeant reported smelling the odor of burnt marijuana.Theincident report states the sergeant asked both individuals to step out of the car, which is when he allegedly found a black bag in the trunk with approximately 2.5 grams of marijuana, a multi-colored glass bond and a blue marijuana grinder. All of the items were seized as contraband. The 24-year-old man was charged with no exhaust and concealing his tag but was not arrested. He was given a warning on the illegal window tint and possession of marijuana.
Suspects elude police after attempted theft
ALPHARETTA, Ga. — Two suspects who allegedly attempted to steal items from the TJ Maxx store on North Point Parkway in Alpharetta escaped after police arrived on the scene Aug. 8. Alpharetta Police officers were called to the store to investigate a shoplifting in progress and found two males exiting with a large bag and shopping cart full of clothes, heading toward a Volvo with “test drive” tags. Seeing officers at the store, the sus pects dropped the stolen clothes and ran in different directions, one into the store and one toward the parked Volvo. Officers attempted to stop the sus pects from leaving the area, but they were able to outmaneuver and flee the area.

Roswell man arrested for meth trafficking
FORSYTH COUNTY, Ga. — Forsyth County authorities arrested a Roswell man Aug. 4 on charges of drug traf ficking after a traffic stop uncovered narcotics in his vehicle. Sheriff’s office deputies began fol lowing the man at the intersection of Matt Highway and Dahlonega Highway after observing him acting suspiciously at a nearby gas station. The driver was stopped on Matt Highway when his vehicle was observed crossing over the highway’s center line multiple times. Deputies observed that the man looked very nervous and had a can of beer in his vehicle cupholder. After a short investigation, the driver admit ted he had “a lot” of methamphetamine hidden in his car, according to the incidentDeputiesreport.found 6 ounces of meth amphetamine, 59 Xanax pills, 57 amphetamine pills, 50 LSD tabs, other small quantities of narcotics, a digital scale and “a considerable amount” of packaging material, the report stated. The man was charged with traffick ing methamphetamine, possession of marijuana, LSD and Schedule II drugs with intent to distribute, possession of schedule II drugs, possession of drug related objects, failure to maintain lane and speeding.

“Oh, we’re all ready,” Calbeck said. Almost 200 people celebrated in front of the historic white clapboard church Saturday afternoon. Mem bers and friends gathered under a white canopy where The Band Jubilee performed. The band, consisting of Buggay family members, used guitar, mandolin, harp, upright bass and banjo to play bluegrass, gospel and Celtic stylings. Off to the side, barbe cue and desserts were served as well as “world famous” Brunswick stew, a classic Southern barbecue dish. Before the groundbreaking, Pas tor Glenn Hannigan and Pardue took turns on stage to talk about the proj ect’s timeline and vision and to give thanks to those who helped with the project.“It’s a longer story involving a lot of Holy Spirit intervention,” Hannigan said.Hannigan said the event is less about groundbreaking and more about finishing up what his predecessor, Pas tor Jack Pilger, started. Hannigan has been Ebenezer’s pastor since 2010. He had earlier served as sports editor for the Atlanta Journal Constitution. For the ceremony, architectural de signer Regie Elkins, benefactor Dwight Pardue, lay person Craig Crouch and Susan Dunphy, Pilger’s daughter, threw dirt using golden shovels.
Thacker talked about a greeter at Ebenezer, Sandy Calbeck, who sat with her at her first after-church sup per. Calbeck, dressed in an identical light blue Ebenezer volunteer shirt, said that at every service she gets the names of newcomers, goes home, puts them in her calendar and makes sure to call them by their first name when she sees them again. “You walk in, and it feels like you’ve been there forever,” Thacker said. In unison, Thacker and Cal beck voiced their excitement Aug. 13 at a groundbreaking event for a 23,000-square-foot community and multi-purpose center across from the church at the corner of Ga. 140 and Cox Road in Roswell. The building, to be named the Pardue Family Founda tion Center, was funded by Dwight Par due Jr., a member of the church since 2014 and founder of the Pardue Family Foundation.Ebenezer Methodist was established in 1853 and sits on 1 acre, but church leaders say they think the expansion on the adjacent 5-acre site will bring in more of the community. Plans call for completion of the facility in 2024.

The plan was for the facility to re semble Scottsdale Farms in Alpharetta, ElkinsElkinssaid.described the facility’s ac commodating features, like the top floor which was designed without columns to host activities like kids’ basketball, dinners and weddings. He also spoke of the importance of flow between the building’s inside and outside spaces, so that large activities could easily be opened to the exterior. The outside amphitheater helps to ad vance that flow, Elkins said. “The goal of this was for the facility to be a community activity center, not an Ebenezer activity center.”

A warrant for Dennis’ arrest in con nection to the first victim’s allegations was issued Aug. 2. Court records state that same client filed a complaint for damages in Fulton County Superior Court against Dennis and Simplicity Wellness in Alpharetta in November 2020, but the case was dismissed less than a year later. In the Aug. 12 summary detailing the reasoning behind the suspension of Dennis’ license, the board states an appointed peer reviewer determined her conduct fell below the minimal standards of acceptable and prevailing practice.
The Georgia Composite Board of Pro fessional Counselors, Social Workers and Marriage and Family Therapists states it received allegations from another client in June 2021, who indicated that they had done similar things and that their rela tionship had lasted until January 2022. Then, in March, a third client came forward, alleging that Dennis had picked him up from school and allowed him to stay in her home.

“This year’s student conduct code has new behaviors considered unacceptable and upgraded consequences [for viola tions],” said Cliff Jones, chief academic officer for Fulton Schools. These “unacceptable” behaviors in clude battery, bullying and forceful abduc tion which move to the top tier of infrac tions and may result in expulsion from the school district. Teasing or taunting, which were formerly in the lowest tier, will move to tierLasttwo.school year, there were more than 31,300 discipline issues reported across the district’s 108 schools, according to in formation obtained through the Open Re cords Act. The majority involved incidents such as fighting, incivility and attendance. However, just over 200 incidents involved weapons, including 26 guns and a rifle brought onto school property. ALPHARETTA, Ga. — An Alpharetta pro fessional counselor is accused of having intimate relationships with at least three of her male clients while they were in therapy or shortly thereafter. Mary Katheryn Dennis, 51, was ar rested Aug. 4 and charged with a felony count of improper sexual contact by an employee or agent in the first degree. Jail records indicate the offense may have oc curred in December 2019. Dennis, who is also listed as Mary Katherine, made her first court appear ance Aug. 5. A Fulton County Superior Court judge granted her a $75,000 surety bond and she was released that same day.At the time of her arrest, she was working at New Era Healthcare in Alpharetta.According to the Licensing Division of the Georgia Secretary of State’s Office, Dennis’ license as a professional counsel or was suspended Aug. 12 after the board received a complaint alleging numerous counts of unprofessional contact in June 2021 with respect to her therapeutic treatment and services. Records show Dennis’ license was issued in November 2020 and was set to expire in September. She was issued a license to practice as an associate profes sional counselor in December 2016. But, sometime around February 2017 and 2020, it is alleged that Dennis committed “multiple boundary violations and engaged in harmful dual relation ships” with one of her clients by allowing him to visit her family home, move in with her for an extended period of time for “life therapy” and providing him with controlled substances that were not pre scribed to him.
It is also alleged that Dennis may have hired her client to work in her office as an intern while he was in therapy and rou tinely socialized with his family, including accompanying them on vacations.
“Specifically, the peer reviewer deter mined, in part, that Respondent (Dennis), during the course of her therapeutic rela tionships referenced above, not only com mitted numerous boundary violations but also encouraged and participated in harmful dual relationships with respect to clients … as well as their respective families,” it states.

One of the most common questions that patients ask before Mohs surgery is how the surgeon knows the depth to cut. Mohs surgery is a method for cur ing skin cancer that involves removing tissue in layers. But how does the Mohs surgeon know how much to remove each time? The answer to that question has layers of its own. Mohs surgery is performed on many different locations on the body, so the answer to how deep to cut varies by location. If a cancer is the size of a plum and on someone’s back, then the Mohs surgeon’s first stage will be cut as a relatively thick layer. In contrast, if the skin cancer is on the edge of someone’s eyelid, then the Mohs surgeon will cut a very thin layer of tissue – often only a millimeter thick on each side of the tumor – in order to preserve as much healthy eyelid as possible. The details on the biopsy report influence the depth of cancer resection. Some basal cell carcinomas are char acterized as “superficial type.” These cancers usually grow on the surface like moss on a tree, and deep cutting is often unnecessary. For other tumors, the pathologist may say the “deep margin” is involved. This means that the cancer went to the bottom of the biopsy. The Mohs surgeon cuts deeper on the first layer to ensure a level below the biopsy’s depth.Sometimes, the surgeon can even feel the likely thickness of a cancer with (glove-covered) bare hands. Some tumors feel like a thick disk that is growing wide, not deep. Others feel like icebergs with abundant tumor lurking below.One of the most important factors affecting second and subsequent layers is the amount of cancer seen under the microscope. If a tiny spot of cancer is left, then only a small amount of addi tional tissue removal may be necessary. In other cases, strands of cancer are dif fusely visible under the microscope, and the surgeon knows that a substantial next cut is necessary to make progress. Sometimes, when patients ask me how I know how deep to cut, I think that what they are asking is not what was discussed above but rather how I know how deep not to cut. How does the doctor know where the critical nerves or arteries are? The answer to that ques tion is all the years of training focused on anatomy and experience gained dur ing residency, fellowship and in practice.

There’s also the question of how much surplus the city would have with a lowered rate. By law, the city must keep 25 percent of the subsequent years’ revenues in reserve, Harvill said. Mayor Jamison supported the mid point rate, saying that it would allow the city to fund some of the projects in the comprehensive and strategic plans that have been supported in years past. Even with the rollback, some of the budget initiatives would still be cov ered, Mohrig said. City Manager Steve Krokoff con firmed that the council has the author ity to determine the level of service found in the city’s comprehensive and strategic plans.
Residents said that many initiatives on the budget draft aren’t necessary, specifically various staff positions that aren’t “one-and-dones” – new positions that would represent recurring costs. Rolling back taxes too far could af fect more than headcount, Moore said. Speakers uttered the term “fiscally responsible” several times through out the public comment portion of the hearing.Councilwoman Carol Cookerly lauded residents in attendance for per forming their civic duty, but pointed out there are others to consider. “There’s 40,000 other people in the city, and the list of ‘I want’ has become exponential,” Cookerly said. She alluded to a comment made by Councilman Mohrig, who said that the council “shouldn’t expand government at this time.”
“Is it an expansion of government, really?” she asked. “Or are we just providing basic services that people want?”
“In uncertain times, what is essen tial?” Mohrig asked. Jamison said that the council would discuss the budget at a future meeting.Some residents shouted in disagree ment when “mid-pointers” stated their thoughts on the matter. Some of those same residents loudly said “amen” when Councilman Jacobus spoke about how tax revenue isn’t necessary to en joy driving down rural roads. “For me it’s a philosophical thing,” Jacobus said. “The whole idea behind Milton was to have slow, steady growth but to be able to keep it small.”

Gilvin said 21 percent of the $252 million-a-year LOST collections, equals more than $830 million over the agree ment’s 10-year life. Striking such a deal, Gilvin said, would have huge im pacts on the cities of Fulton County. “The money’s gotta come from somewhere,” he said. “Every dollar they take from the cities over their $4.92 (million) now, is either going to result in lack of services or tax increases to supplement that.”
For some cities like Johns Creek, Sandy Springs and Milton, any major decrease in LOST revenues could cause wide-reaching and complicated prob lems, Gilvin said, because those cities would likely need to amend their char ters to raise their millage rate enough to compensate for losses. But even more shocking than the pace of negotiations, city leaders said they were surprised by the relaxed at titude some county negotiators took to letting the sales tax expire when the deadline for a distribution agreement ends on Dec. 31.
