MILTON, Ga. — The City of Milton is at the tail end of transforming two full-sized, multipurpose athletic fields on Cox Road into fully operating turf playing space.

The project, approved by the City Council in October 2021, began construction in May. Now, with the turf installed, workers are wrapping up fencing and an ADA-accessible sidewalk to the lower field.

Rather than criminal charges, the call ended in an involuntary treat ment for a person exhibiting symp toms posing an imminent threat to themselves or others.

“The FBI is a critical partner in our efforts to identify and rescue adults and children who are being victims of sex trafficking,” Dunwoody Chief of Police Billy Grogan said. “It’s an issue that a lot of people don’t want to talk about, but it’s certainly some thing that’s prevalent, more than most people know. And you can certainly look at the stats of Operation Cross Country to note that.” Nationwide, Operation Cross Coun try led to the location of 141 adult victims of human trafficking and 31 missing children, the FBI said. Inves tigators also identified or arrested 85 suspects with child sexual exploitation and human trafficking offenses.

As of now, Milton makes no pay ments to Alpharetta to subsidize its youth sports, Alpharetta Assistant City Administrator James Drinkard said.While there are no active transac tions between the cities for sports, Milton City Council approved two memorandums last year which waive non-resident fees for those in Al pharetta who wish to participate in Milton lacrosse and football. Both are applicable to the Cox Road facility. Alpharetta created a similar arrange ment, whereb the city waives fees for Milton residents who wish to partici pate in its softball programming. Though there are no plans for Al pharetta’s softball program to use the facility, it could happen eventually, McKlveen said. The Cox Road Athletic Complex will provide more flexibility and opportuni ties for expansion to those subject to the memorandums as well as other cities, groups or non-government or ganizations that may want to rent the fields, he said. Since passing the $25 million Greenspace Bond in 2016, Milton has worked toward acquiring land for parks, trails and greenspace including conservation land, wildlife habitat and natural areas.

In the past, Milton and Alpharetta participated in joint programming. In 2018, the last year of the agree ment, Milton residents accounted for 14,300 registrations for Alpharettabased recreation programs. Only 413 Alpharetta residents participated in Milton-based park programs. During that same year, the City of Milton paid Alpharetta $453,100 in fees.

During public comment, several res idents came forth calling for a system of checks and balances within the com mittee. While Milton municipal elections themselves are nonpartisan, residents implied underlying partisanship among the committee members appointed to study how the city can operate its own election.Over the past few months, the sixperson committee has met to research information on the feasibility of Milton running its own municipal elections. The committee was formalized in April 2022 after close to two dozen residents petitioned the Milton City Council last November to fire Fulton County from running the city’s municipal elections, citing integrity concerns and costs to taxpayers.Atthecommittee’s Aug. 3 meet ing, overseers from Peachtree Corners presented information on what it’s like to run a municipal election. Peachtree Corners spent $50,687 for its November 2021 municipal general election. Milton paid Fulton County $84,671 to run its 2021 municipal general election. It paid the county another $70,368 to conduct a runoff election in late November, according to the con tract agreement.

Resident Anthia Carter also con veyed her skepticism over the commit tee’s“Whatintentions.Iamhoping is that this is not a partisan, political move seeping into our nice, small town,” she said. “What it really is is that last ditch attempt to throw everything at the wall, to tilt turnout. It’s not fair.”

Council members heard an up date Aug. 22 on plans to redesign the streetscape on North Point Parkway to de-emphasize vehicle traffic, add new bicycle and pedestrian infrastructure and connect the area with the Alpha Loop and Big Creek Greenway. Tom Ziegler of Columbia Engineer ing, which is designing the project, told council members that their recommen dation is to reduce North Point Parkway from six to four travel lanes, while add ing 12 foot wide “shared use” paths on either side of the roadway. Ziegler said combined with improved bicycle and pedestrian crossings, and other amenities for non-auto-centric uses, the city could bolster local efforts to make North Point more attractive and in line with the long-range plan for the corridor.

Bradlee Morgan-Shaffer, his husband Kevin, and Sarah Howell are all licensed massage therapists and value a holis tic, client-centered approach. Using the myriad techniques they’ve learned, they select what’s appropriate and fashion them into a unique and dynamic plan of care for Bradleeclients.said he collaborates with his co-workers on what diagnoses is best suit ed for his clients, asking himself about the potential pathologies first. If Sixth Sense staff can’t come to any conclusions on their own, they refer out to other experts. After acquiring all the necessary busi ness licenses in late July of this year, Sixth Sense officially opened Aug. 1. The owners obtained required licensing by July 17, to be exact, which is a special date for Bradlee. Last year, coincidentally on the same day, he ran a poll on differ ent logo options. The year before that he, also coincidentally, ran a poll on business names. Sixth Sense has been in the works for a while. “I feel like everything aligns whenever it’s supposed to,” Bradlee said. Things fell into place, but not without what seemed to be an uphill battle for Sixth Sense, whether that was funding, an abundance of red tape or misconceptions about massage therapy.

Even with NPIs, Sixth Sense is fighting hard for clients to eventually use insur ance as payment. At Sixth Sense, massage therapy is more than just massage itself. Staff incor porates other strategies to expand means of care, which involves the initial in-depth conversation, assessment, plan of care and reassessments after each session. On average, the plan of care will contain 5-7 sessions. But that range could be more or less, depending on the individual.

“Some just need to come in and de compress,” he said. “Then there’s other times when I have clients that talk to relax.”With some clients, conversation is necessary for more “involved” therapeu tic work, he said. With this kind of work, therapists will place their hands some where on the body and ask the client how the placement feels.

Ziegler estimated that the four-lane option will cost roughly $35 million to complete. The other six-lane option would come in at about $45 million, he said.Alpharetta Community Develop ment Director Kathi Cook said the city has about $15 million in grant and TSPLOST funding for the project. But she said they still have $25 million in grant funding that hasn’t been awarded yet.Ziegler said the project could be completed in two phases, to cut the funding initially needed in half. Con struction on the two phases would be split in half at Encore Parkway and the city could chose to start at either Mansell Road or Haynes Bridge Road to begin Phase 1. Cook said that they could also fund the project through private development and impact fee credits, like what was done with the Alpha Loop project. But to get to the point where that’s possible, she said they would need to progress the project designs through several more phases and adopt a specific plan. No vote was taken on the matter.

“The hopper is going to be unat tended. It’s an honesty policy,” he said. “But there will be a license plate reader and camera so we can monitor that and make sure that people are utilizing the facility properly.”

The contracts, according to Al pharetta Director of Public Works Pete Sewczwicz, will redesign the two parks, adding trail systems, park facilities, amenities and parking to the projects.

Old Rucker Park will be designed by Columbia Engineering at a cost of $357,900. The design process will take approximately one year.

Union Hill Park’s redesign was awarded to Dix.Hite Partners for $336,500. Sewczwicz said the design process for Union Hill Park will also take about one year.

DeRito said that after talks with city staff, they decided to install a selfservice, glass recycling hopper at the Alpharetta Public Works Facility off Hembree Road. JOHNS CREEK, Ga. — The students at Olympic Fencers Club say what keeps them practicing the sport is the fun com munity around them. But, working with Olympians and win ning regional and national championships helpsFencingtoo. is a sport derived from duel ing, played by two opponents on a strip or ‘piste’ 2 meters by 12 meters long. The goal is to score ‘hits’ or ‘touches’ on an opponent. The first player to score a given number of hits – usually between five and 15 – wins the bout. The three disciplines in modern fencing are foil, épée and sabre. In 2010, coaches Henry Jung and An nie Lee opened Olympic Fencers Club on Medlock Bridge Road in Johns Creek after moving to the U.S. from Korea five years earlier. Since then, it has been ranked the No. 1 club in the U.S. Fencing: Georgia Division for seven consecutive years. It has approximately 220 students. Back in Korea, Jung and Annie met while competing on teams at the Korean National Sports University. Jung was a swimmer and Annie a fencer. Annie’s fa ther, Kun Bae Lee, was a professor at the school and served as the head coach for the Korean national fencing team for 15 years. He has received numerous awards over the years for his critical role in the development of Korean style fencing. In fact, Korea has grown into a fencing powerhouse, having won five gold medals, three silver and eight bronze in Olympic fencing. It is tied with China as the Asian country with the most gold medals. Kung Bae and Korean Olympic fencers visit Olympic Fencers Club throughout the year to work with the students, which they say is an invaluable experience.

While Jung didn’t start out as a fencer, he said he learned from his father-inlaw. In 2013, when he began teaching, he honed his skills by practicing with his students. Jung and Annie have coached at Lambert, South Forsyth and Peachtree Ridge high schools and continue to coach at Mill Creek, Denmark and Alpharetta highJungschools.said there are two high school leagues in Georgia, with the Georgia High School Fencing League the most popu lar in Fulton County and Onguard High School Fencing League taking precedence in Gwinnett County. Many of the students who take up the sport at Olympic Fencers Club are high schoolers who are looking for one more thing to add to their resume before applying to college.

Jeannie Lee, a senior in college, started fencing when she was in high school and competed in the Junior Olympics. She said she had to stop fencing competitively because her school doesn’t offer NCAA Division 1 fencing, but she still practices at Olympic Fencers Club. “Fencing is a huge part of me now, because I have done it for a long time and it’s super fun,” Jeannie said. “Being in fencing energizes me, gives me motiva tion and allows me to just keep pushing myself. It all depends on what you want to get out of it. The coaches here will match your needs 100 percent whether you’re a beginner wanting to have fun and exercise or looking to compete.” At 69 years old, Dave Aton also takes classes at the facility. He said he was first introduced to the sport as a stu dent at Emory University. Then, in the early 2000s his son started fencing at Alpharetta High School, so he figured he should start doing it again because he was already driving him to practice.

Jung said the club closed for about three months in 2020. Until a year ago, not all of their original fencers had come back, but since November of last year, new students have continued to sign up. Jean nie added that she thinks fencing is one of the most “COVID-friendly” sports, because students wear a mask over their head and are forced to keep a distance between them and their opponent.

According to the lawsuit, the City of Roswell employs approximately 225 firefighters of various ranks and oper ates seven fire stations. It also has three battalion chiefs, with one being on duty at any given time. Misclassification The fire department’s policy and procedure manual states battalion chiefs are required to respond to emer gency calls such as all structural fires, smoke calls where smoke is visible in side a structure, gas leak calls, hazard ous material calls, bomb threat calls, and water and rope rescue calls.

While the implementation will take place over the next five years, it is set to start by hiring 21 full-time fire captains.

The lawsuit comes just days before Chief of Administration Shane Dobson is set to join the Roswell Fire Depart ment and two months after the City Council approved funding to begin transitioning the public safety agency from part-time to full-time.

ROSWELL, Ga. — Retired Battalion Chief Edwin Vickery is suing the City of Roswell for unpaid overtime and breach of contract. In the federal lawsuit filed July 28, he alleges the city misclassified him and other battalion chiefs as overtimeexempt employees, which violates the Fair Labor Standards Act and state laws.The city filed a response Aug. 22, claiming no wrongdoing. It asks that the case be dismissed, and that Vick ery pay all of its costs and expenses of litigation.Vickery, who retired in April, started working at the Roswell Fire De partment in 2007. At one point, he also held the position of fire captain.

The city also denied it treated part-time firefight ers unfairly in that case. But, in 2020, a Fulton County Superior Court judge allowed the lawsuit to be upgraded to a class action involving “all persons currently and/or for merly employed as firefighters by the Roswell Fire Department between August 29, 2011, and August 29, 2017, who worked 40 hours or more per stan dard work week and did not receive benefits provided to regular full-time employees.”

It is unclear how many former part-time firefight ers joined the class action, but in 2019, the city filed a motion in which it stated that records show Roswell employed more than 100 firefighters during that time.

It also stated that in 2000, the city converted from a system of employing mostly full-time firefight ers with some reliance on volunteers to a system of employing “a significant number” of part-time firefighters who are not entitled to the same benefits as those who are full-time to cut approximately $8 million from its budget.

Vickery states that while he was still with the Fire Department, there was a policy that both exempt and non-exempt firefighters could accrue paid time off each pay period and that it would be paid out upon their separation from employment. There was also a policy, he states, that employees would be compen sated for holidays regardless of whether they worked the Vickeryholiday.states the city has only paid him a por tion of his accrued PTO and refused to pay the rest. Additionally, he claims that in January, Fire Chief Joe Pennino unilaterally eliminated holiday pay for battalion chiefs, including all accrued holiday pay/ leaveVickerytime. states accrual of this type of leave had been awarded since September 2010. Before he re tired, he was earning approximately $47.22 per hour.

A trial for the case is set to start in December.

“This event helps kick off the start of our fall youth baseball season and is a great way for kids to get ex cited about the game of baseball,” Johns Creek Recre ation Manager Kirk Franz said. “Getting the chance to hit off a former Atlanta Braves player is a cool experi ence that many won’t forget.”

Johns Creek first introduced the event in 2016 after having learned about it through the U.S. Con ference of Mayors. The city added it to the recreation schedule to celebrate baseball and softball as a youth activity. The youth baseball program is run by vol unteers of the Ocee Park Athletic Association (OPAA). Assisting with each of the exercises and activities are current baseball players from Chattahoochee High School.Play Ball is a collaborative initiative between Major League Baseball and USA Baseball focused on expos ing children to baseball and softball while providing a way to remain active during the summer. Vickery’s allegations relative to the payment of accrued PTO do not fall under the Fair Labor Stan dards Act, because it does not require employers to provide employees with any paid time off. However, state law may require an employer to compensate an employee for accrued paid leave at the time of separation.

“We’ve had nothing but positive feedback from this event in previous years,” Franz said. “And with our hometown Atlanta Braves playing well and fighting to win the division, our baseball community has a lot to be excited about.”

Vickery states the amount of pension he is allegedly owed is based in part on the highest 36 month’s pay over a seven-year period.

Johns Creek proposes clinician

The Forsyth County Sheriff Office’s Crisis Intervention Response Team (CIRT) assists the Cumming Police De partment when needed.

Officers also have access to Mobile Crisis Services, a program available at all hours administered through the Georgia Department of Behavioral Health & Developmental Disabilities.

In the past, CIRT worked with those in crisis to schedule appointments for services, coordinated with local non profits for food and clothing. Team members even drove them to appoint ments and resource providers, sheriff’s officialsCIRTsaid.also trains deputies how to respond to mental illness in the com munity.“This has raised the agency’s pro ficiency level as a whole,” the Sheriff’s Office wrote in an email. It said it has seen a reduction in cer tain categories of mental health flagged inmates by half.

The Sheriff Office team has one fulltime clinician, Josh Bell, a certified peer specialist. Bell helps review incident reports from the previous night to look for calls that may require a follow-up by CIRT. The team conducts follow-ups as needed or requested and responds to calls for service as they occur in the community.Established in 2020, Forsyth County’s CIRT operates as a dayshift, Monday through Friday resource. The Sheriff’s Office received a Justice and Mental Health Collaboration Grant from the Bureau of Justice Assistance to help launch the program.

The Sheriff’s Office partnered with its local community service board, Avita Community Partners, to pair a licensed clinical social worker and certified peer specialist with a specially trained sher iff’sThedeputy.idea behind the program is that the Crisis Intervention Response Team can have meaningful conversations to learn the root cause of the incident, looking for unmet needs and gaps in services, sheriff’s officials said. If the call results in an involuntary treatment, CIRT is responsible for a follow-up to talk with subjects about any additional resources that may be needed.

With a part-time mental health ad vocate already on staff, the Johns Creek Police Department is looking to hire a full-time clinician.

“He’s homeless, he’s got some men tal health issues, and we have had very little ability to get him the true help that he needs,” Cheek said. “There have been a few times in the past where we have been forced to arrest him because we just really couldn’t avoid it.”

Officer training Alpharetta Police Public Informa tion Officer David Freeman said the department has been researching all aspects of a new co-responder program. While the department doesn’t have a co-responder team, Freeman said that over 40 percent of the force are Crisis Intervention Team trained and that the number continues to grow.

“Onefollow-up.ofMeagan’s big responsibilities in these follow-ups is to prevent people from being re-offended and get them the best possible help that we can get,” Cheek said. Realization and possibilities Other north metro cities have coresponder programs in place or are well on their way to implementing one. Still others have had preliminary discus sions about enacting a similar initiative.

The advocate has been with the de partment for a little over a year, Johns Creek Officer Robert Hall said. The advocate, a former minister, primarily works with people who have made sui cidal threats to connect them to coun seling services, Hall said.

Johns Creek Police used to have a part-time clinician. In 2020, the city approved a part nership with Behavioral Healthcare Link to provide the part-time clinician to work alongside Johns Creek police. The partnership formed the Clinician Officer Response Team. But, because Behavioral Healthcare Link was expe riencing staffing issues, the clinician was frequently in and out of the office, according to statements provided in the 2023 budget draft.

Milton Police Chief Rich Austin stat ed he’s used the program for a hand ful of mental health-related calls. But, he said that the program isn’t a viable option for immediate safety concerns because its average response time is within an hour.

In May, the Dunwoody City Council approved the co-responder contract with View Point Health to hire Wynn, who is on-call for incidents involving behavioral health crises. The contract is funded by American Rescue Act II funds for up to three years. The co-responder team is one of several Police-Mental Health Collabora tion programs. The model combines the knowledge of trained police officers and mental health professionals to more effectively respond to behavioral health crises, according to the U.S. Bureau of JusticeWynnAssistance.saidmost of her work con cerns

Meanwhile in Sandy Springs, police spokesman Sgt. Matthew McGinnis said the department hasn’t found the right partnership for a co-responder team. But, it is researching different ap proaches, he said. If co-responder teams haven’t been established, police can use Georgia’s new Mental Health Parity Act that went into effect July 1. The act allows officers to take people into protective custody for a mental health evaluation without the need for criminal charges. Before the act was passed, officers couldn’t take people into treatment without some violation of the law.

The proposed full-time role will exist to act as a liaison between the city and various social service agencies, provid ing follow-up and monitoring of cases upon request from department mem bers or from cases referred to police from other sources, according to the budgetFundingdraft.for the full-time position would come from the city’s general fund. Hall said government grants often require audits, whereas a direct hire doesn’t.TheCity Council will consider the budget for adoption on Sept. 12.

While officers were attempting to talk to him, the man couldn’t be con vinced to get the help he needed until Wynn showed up at the scene.

When asked if he sees a co-respond er team as a long-term preventative measure, Hall said the co-responder team can only do so much.

The Milton Police Department has discussed Johns Creek Police’s Cli nician and Officer Response Team program as a possible model to pursue, Austin said.
