Persons with disabilities Disability equals diversity, not disadvantage. To highlight this message, every year on 3 December the International Day of Persons with Disabilities is celebrated all over the world, to spread the word on disability issues and mobilise support for the dignity, rights and well-being of persons with disabilities. The day also aims to draw attention to the benefits to society as a whole of including persons with disabilities in every aspect of political, social, economic and cultural life. To mark this occasion, the Publications Office presents a selection of publications on this topic.
European Day of Persons with Disabilities Growing together in a barrier-free Europe – 2015 conference report This publication includes a summary of the proceedings of the annual European Day of Persons with Disabilities conference, which was held in Brussels on the 7 and 8 of December 2015. Co-organised with the European Disability Forum, the conference was part of wider efforts by the EU to promote mainstreaming disability issues in line with the UN Convention on the Rights of Persons with Disabilities and the EU Disability Strategy 20102020. Taking the theme of ‘Growing together in a barrier-free Europe’, the event recognised and celebrated the achievements of young people with disabilities across the EU and explored how remaining barriers to full inclusion could be removed.

Access City Award 2016 Examples of best practice for making EU cities more accessible The Access City Award scheme was launched in 2010 to promote accessibility in the urban environment for Europe’s growing population of older people and people with disabilities. Every year since then the Award has seen entries from cities all over Europe, each with a passion and
has seen entries from cities all over Europe, each with a passion and commitment to improving accessibility for its citizens and visitors. This year’s award brought forward another exceptional set of initiatives from cities across Europe and a high level of commitment at both political and operational levels to improving the lives of older and disabled citizens. This publication presents the prize winners and the initiatives that got a special mention.

The right to political participation of persons with disabilities Human rights indicators The opportunity to be involved in political life, whether by standing for elected office, joining a political party, or following political news stories in the media, is at the heart of what it means to live in a democratic society. The report analyses data on the situation of political participation of persons with disabilities, collected from across the 28 European Union Member States by the European Union Agency for Fundamental Rights and the Academic Network of European Disability Experts.

Member States' policies for children with disabilities Study This study presents the comparative analysis of case studies conducted in 18 EU Member States regarding their policy for children with disabilities. The legal frameworks currently in place in Member States and on EU level were examined in relation to the obligations arising from the United Nations Convention on the Rights of the Child and Convention on the Rights of Persons with Disabilities. The study also includes a set of recommendations for EU action to enhance the situation of children with disabilities.

Violence against children with disabilities Legislation, policies and programmes in the EU Children with disabilities face significant barriers to enjoying their fundamental rights. They are often excluded from society, sometimes living in facilities far from their families. They are also denied access to basic services, such as health care and education, and endure stigma and discrimination, as well as sexual, physical and psychological violence. The European Union Agency for Fundamental Rights scrutinised the important but under-reported issue of violence against children with disabilities, carrying out desk research and conducting interviews with knowledgeable stakeholders. This report presents the results of that research.

Reasonable accommodation for disabled people in employment A legal analysis of the situation in EU Member States, Iceland, Liechtenstein and Norway
Liechtenstein and Norway This report was drafted by the European network of legal experts in gender equality and non-discrimination. It focuses on reasonable accommodation duties for disabled people in employment. It also addresses the link between reasonable accommodation and accessibility and considers other legal requirements that may be used to enhance the accessibility of workplaces. Legal developments at UN and EU level are examined, together with developments in 31 countries (the 28 EU Member States, Iceland, Liechtenstein and Norway).

Entrepreneurship for people with disabilities Entrepreneurial activities in Europe This policy brief, produced by the OECD and the European Commission, presents data on the scale of self-employment and entrepreneurship activities undertaken by people with disabilities. It also discusses the barriers to entrepreneurship that are unique to this group, outlines the relevant policy approaches to support entrepreneurship for people with disabilities, and includes examples of successful initiatives launched in this area in the EU.

Choice and control The right to independent living: experiences of persons with intellectual disabilities and persons with mental health problems in nine EU Member States Article 19 of the United Nations Convention on the Rights of Persons with Disabilities establishes the right to live independently and be included in the community. Drawing on the findings of interview-based research with persons with mental health problems and persons with intellectual disabilities, this report examines how they experience the principles of autonomy, inclusion and participation in their day-to-day lives.
