Foreword Minister for Resources and Energy Martin Ferguson AM MP Minister for Resources and Energy Minister for Tourism Martin was born in Sydney in 1953 and was educated at St Patrick’s, Strathfield. He has a Bachelor of Economics degree (Hons) from Sydney University. Martin was elected to Federal Parliament as the Member for Batman in 1996 and became Shadow Minister for Employment and Training. In 1997, he assumed the added responsibility of Population and Immigration and Assistant to the Opposition Leader on Multicultural Affairs. He was re-elected to the Shadow Ministry on 22 November 2001. Previously, Martin was President of the Australian Council of Trade Unions (ACTU) after working for the Federated Miscellaneous Workers’ Union of Australia since 1975. As president of the ACTU, Martin was a member of advisory councils and foundations including the Social Security Review, the Economic Planning Advisory Council, the National Labour consultative Council and the Advance Australia Foundation. Martin and his wife Patricia have two children. Martin was previously the Shadow Minister for Transport, Roads and Tourism.
L
abor came to power with a clear mandate for change. Reforming Australia’s taxation system is key to delivering on this commitment.
Taxation reform is not an easy task but it is fundamental to moving this country forward, to broadening and strengthening our economic base and delivering the incentives for continued growth. The policy the Gillard Government has reached on taxation reform for Australia’s resources sector strikes the right balance by ensuring a continued pipeline of investment and by also giving the Australian community a fairer share for the onceoff development of our non-renewable natural resources. We have focused on the core bulk commodities of iron ore, coal, oil and gas, exempting other commodities and the smaller miners by implementing a $50 million threshold under the Minerals Resource Rent Tax. We have outlined the principles for resource taxation reform in Australian and we have outlined the process for finalising the design and implementation of these changes. Central to this implementation process is the Policy Transition Group, whose membership brings together years of experience and expertise right across the resources sector and in the areas of taxation policy and reform. Together we will continue consultation with industry, with individual companies, government departments and other stakeholders as well as engaging industry experts to further inform our thinking. I have already flagged a number of key priorities for the Group to consider including the treatment of magnetite and an examination of incentives for resource exploration. The needs of Australia’s burgeoning coal seam gas industry will also be forefront in our minds. Through our reform package we have delivered competitive neutrality for this industry by extending the Petroleum Resource Rent Tax to all onshore and offshore oil and gas projects. This provides a level playing field for these projects and certainty for the companies looking to make final investment decisions later this year.
The Howard Government failed to capitalise on the first resources boom, a mistake that the Gillard Labor Government has no intention of repeating. Our resource taxation reforms will allow Australia to capitalise on the growing energy needs, not just of our traditional trading partners, but also the emerging Chinese and Indian markets. We will use our reforms to make the investments necessary to drive the continued growth of Australia’s resource industry. Investments in infrastructure to break down the bottlenecks that built up under the previous Government. Infrastructure to support Australia’s mining communities facing rapid growth as our resource sector also expands. Our reforms will fund a cut to the company tax rate, in stark contrast to the Opposition who have said they will increase company tax if they win government. A Gillard Government will also support Australia’s two million small businesses by providing a writeoff for all capital assets to the value of $5,000. These businesses have done it tough in recent times and we want to provide the relief they need to grow and prosper. With an ageing population we also need to look to the future. Increased retirement savings now will be critical to taking pressure off the budget in years to come. This is why we will use the revenue from our resource taxation reforms to fund $830 million in superannuation concessions for three and a half million low-income Australians. We will also be raising superannuation contributions over time from nine to 12 per cent. With record high employment and pay rates in the resources sector I encourage all companies, as well as the unions, to take the initiative with regard to superannuation when negotiating workplace agreements. It is in all our interests to get the ratios of wages to superannuation right and you can play an important role in making this happen. I look forward to working with many of you as we go about the process of bedding down the Government’s resource taxation reforms in the weeks and months ahead.

Australia’s biggest ever
T
he Fund will include partnerships between the Government and the private sector to make critical early stage investments to leverage private funds to support the commercialisation of renewable technologies. This Fund will form part of the Government’s expanded $5.1 billion Clean Energy Initiative, which includes the $2 billion Carbon Capture and Storage Flagships Program and the $1.5 billion Solar Flagships Program announced in last year’s budget. It will also complement the existing support provided through the Government’s expanded Renewable Energy Target of 20 per cent by 2020. This additional funding brings the Government’s total investments in renewable and clean energy and energy efficiency to over $10 billion.
The Australian Government will commit a further $652.5 million over four years to establish a Renewable Energy Future Fund to support Australia’s response to climate change. The Fund will provide additional support: • for the development and deployment of large and small scale renewable energy projects, for example further investments in geothermal, solar and wave energy; and • to enhance take-up of industrial, commercial and residential energy efficiency, helping Australian businesses and households reduce their energy consumption.
The Renewable Energy Future Fund will be delivered through a number of departments and agencies, with the Department of Climate Change and Energy Efficiency coordinating Fund priorities and progress. All funding resulting from the deferral of the Carbon Pollution Reduction Scheme, as well as some existing departmental funding from within the Climate Change and Energy Efficiency portfolio, will be used to offset the cost of this Fund. The Government will also announce decisions to invest a further $110.5 million from existing renewable energy programs in the following projects:
Australian Centre for Renewable Energy funding for solar projects under the Renewable Energy Demonstration Program • $32 million for CS Energy to build a 23MW1 solar boost to coal-fired turbines at Kogan Creek, near Chinchilla in western Queensland; and • $60 million for N.P. Power Pty Ltd (Whyalla Solar Oasis consortium) to build a 40MW concentrated solar thermal demonstration plant at Whyalla, South Australia, using Australia’s own “Big Dish” technology.
Australian Solar Institute (research into advanced solar energy technologies) • $5.0 million for a project run by the University

of New South Wales to overcome the performance limitations of commercial solar cells; • $2.25 million for a project run by BT Imaging Pty Ltd to improve the performance of photovoltaic manufacturing; • $4.95 million for an Australian National University led applied research project in collaboration with industry to help develop the next generation of solar cells; • $2.25 million for a project run by Sapphicon Semiconductor Pty Ltd to develop a highefficiency, integrated solar module on a transparent substrate; and • $4.0 million for a project run by CSIRO and the Australian National University to develop advanced solar thermal energy storage technologies.
Solar Flagships Program Eight projects have been shortlisted under round one of the $1.5 billion Solar Flagships Program. The shortlisted projects announced below will now share up to $15 million in feasibility funding. • Solar photovoltaic o AGL Energy proposes a multi-site project using thin film cadmium telluride solar photovoltaic technology generating up to150MW at multiple sites across Australia including ACT, NSW, Victoria, Queensland, and South Australia; o TRUenergy proposes a single site near Mildura, using thin film cadmium telluride solar photovoltaic technology to generate up to 180MW; o Infigen/Suntech’s crystalline silicon solar photovoltaic technology would be deployed at up to three sites in New South Wales or Victoria to generate up to 195MW; and o BPSolar proposes a single axis tracking photovoltaic system to generate 150MW from plants constructed at several locations in New South Wales. • Solar thermal o ACCIONA Energy Oceania proposes to generate 200MW using solar thermal parabolic trough technology at a single site in either Queensland or South Australia;

o Parsons Brinckerhoff proposes to construct a 150MW solar thermal parabolic trough power station at Kogan Creek in Queensland; o Wind Prospect CWP proposes to use linear fresnel technology at Kogan Creek in Queensland to construct a 250MW power plant; and o Transfield proposes to convert the Collinsville coal-fired power station in Queensland into a 150MW solar thermal linear fresnel power plant. The Government intends to announce the two final successful applicants - one solar thermal and one solar photovoltaic - for Round One of the Solar Flagships Program in the first half of 2011. In addition, the Government will announce the appointment of the Board of the Australian Centre for Renewable Energy (ACRE) as follows: • Chair - Professor Mary O’Kane. Professor O’Kane is the NSW Chief Scientist and Scientific Engineer; • Dr Bruce Godfrey, Chair of the Australian Solar Institute Research Advisory Committee and a member of the AusIndustry Climate Ready Committee; • Mr Steve MacDonald, CEO of Transfield Services Infrastructure Fund and a member of the Clean Energy Council Board; • Ms Amanda Heyworth, CEO of the Playford Capital technology seed fund; • Dr Brian Spalding, a Commissioner of the Australian Energy Market Commission; • Dr Beverley Ronalds, Group Executive, Energy, at the Commonwealth Scientific and Research Organisation (CSIRO) and a member of the Board of Innovation Australia; and • Mr Richard Bolt, Secretary of the Victorian Government Department of Primary Industries. ACRE was legislated in March 2010 to be the Australian Government’s central agency for renewable energy technology research, development and demonstration programs.

Australia’s World-Class Renewable Energy Resources Australia has one of the best renewable energy resource bases in the world - in geothermal, wind, solar, ocean and bioenergy. For the first time, ABARE and Geoscience Australia have mapped and compiled a comprehensive assessment of the nation’s rich energy resource endowment, including both renewables and nonrenewables. The recently published Australian Energy Resource Assessment is now available for download, free of charge, at www.ga.gov.au and colour printed copies can be purchased from Geoscience Australia.
Support for International Renewable Energy and Energy Efficiency Initiatives Australia is also participating in international efforts to accelerate the development and deployment of both renewable energy and energy efficiency technologies to support the global response to climate change. Australia joined the International Renewable Energy Agency (IRENA) in June 2009 and has committed $5.6 million over 4 years to support this forum. Australia will also become a full member of the International Partnership for Energy Efficiency Cooperation (IPEEC), an initiative of the G8 Energy Ministers’ meeting in May 2009. The Australian Government is contributing $150,000 per annum to this forum. Membership of IPEEC will offer a flexible international forum for Australia to engage exclusively on energy efficiency initiatives as part of the global climate change response.

Weathering the Perfect Storm Safety; Environment; Production Mining operations are under ever increasing scrutiny, both in an environmental sense and from the viewpoint of providing safe and productive work environments for their employees. While this occurs against a backdrop for the need to maintain tight production schedules, there is the ever present risk that one of these aspects - safety, environment, production – will fail. Since the operational mine is variable in nature, with the need to constantly move or expand (requiring new infrastructure such as roadways and storage areas) the risk is heightened. Herein lies the challenge for mine operational personnel - ensuring that safety, environment and production objectives are met without any short cuts.
O
ne aspect to ensuring all these goals are met is the fast deployment of flexible, standalone general lighting where needed, which meets all necessary standards. It has been proven time and time again that productivity, and more importantly the safety of workers, is directly dependent on the adequacy of lighting levels. Adequate lighting is necessary for workers to perform various tasks safely, typically maintenance, and also ensures their greater visibility to moving plant and machinery. There have been documented cases of fatalities, and numerous near misses, as a direct result of poor lighting. Traditionally, diesel power portable lighting towers have been used, however the trend is now moving towards alternate lighting solutions. These solutions still provide flexibility of light on demand, but are less burdensome in terms of running costs and maintenance, and are softer on the environment – in essence, less hassle formine management. Brett Sutherland, Managing Director of Solar Power Australia, certainly acknowledged the challenges faced by today’s mining operations. His company provides a range of tailor made solar power solutions for its business customers, and he sees the provision of a well designed and reliable solar lighting package for mine operations as a key part to the company’s service and product offering. Sutherland told the Australasian Mining Review, “We want to take the pressure off the guys operating the mines. They are under a lot of pressure on a day to day basis, and our skid mounted portable solar lighting package is designed to make their life easier.” Solar Power Australia has obviously put a lot of effort and design know-how into the package. Sutherland added, “We wanted to be able to offer a simple, flexible, reliable solar lighting unit. It had to be as ‘tough as nails’ in order to handle the rough treatment that is part of normal day to day mining operations, and ensure safe operating lighting levels would be available whenever and wherever needed.” Whilst traditional diesel powered units have been used to supply mobile lighting, portable diesel lighting can be quite complex, involving hydraulics, electrics and the diesel engine itself. Running costs for these units mount up, given

the cost of fuel and refuelling, plus additional maintenance required to ensure reliability. Breakdown, or hiring these units at inopportune times, can also prove to be disruptive and costly to mine operations. Additionally, there is ever increasing scrutiny of the mining sector in its efforts to offset greenhouse gas generation and reduce its environmental footprint. Solar lighting is certainly a step in the right direction in this respect. Unlike a diesel lighting plant, greenhouse gas emissions and running costs are zero, and the units are maintenance free. Sutherland said, “We have used the latest LED lighting technology, in conjunction with a galvanised steel construction, to create an automated, maintenance free, portable lighting system.” For these reasons, it is most likely we will see a greater demand for solar power lighting in the mine environment into the future.

Solar Airport Lights Improve Aviation and Mining Safety in Remote Locations Across Australia Solar powered airport lights built by Australian company Avlite Systems were recently used to light more than 30 remote airstrips throughout the Northern Territory including Murray Downs, Tennant Creek, Kintore and Nyirripi.

One of the reasons for using solar aviation lighting to light remote airstrips and helipads is to improve safety by ensuring runways are clearly marked and defined day or night. Managing and rehabilitating mine sites in our future climate Reducing mining’s impact on climate change is vital, but what about reducing the impact of climate change on the mining industry and on mining communities? What are the implications for carrying out mining operations and rehabilitating mine sites in Australia’s future climate, or in a climate that has changed during the lifetime of the mine? Andrea Wild investigates.
G
lobally, very little work has been done to find out what actions mining companies should be taking to ensure that mining operations remain cost-effective and sustainable under changing climate conditions. Through the Climate Adaptation Flagship and the Minerals Down Under Flagship, CSIRO is exploring the technical risks likely to impact operations in Australia’s key mineral provinces and how mines, their stakeholders and surrounding communities can work together to adapt to climate change for their mutual benefit. Broadly speaking, CSIRO anticipates that most of Australia’s mining areas will experience hotter, drier conditions and more extreme weather events as our climate changes. However, in some areas of northern Australia, it is expected to get wetter, potentially impacting on bauxite and uranium mining in these regions. Hotter, drier and more extreme weather events could pose risks to workers, resources and revenue. At the end of mining operations, there are many mine site rehabilitation issues that could be affected by future climate change. Even best practice might not work in a hotter, drier, more extreme climate. For example, some of the plant species used to rehabilitate a site might not adequately thrive under future conditions changing surface hydrology to significantly alter erosion risks. Mining operations impact many stakeholders, from local landholders and communities through to investors and utilities providers. CSIRO is conducting workshops in mining regions, providing regional projections of future climate scenarios and working with the mining industry to understand

the implications of climate change on mining operations. The social scientists involved in the work are focussed on helping mining companies and their associated communities to understand and adapt to future conditions together. Kieren Moffat, a social scientist with CSIRO, explains. “We are helping mining companies to understand and manage the effects of climate change and the flow-on effects on nearby communities and the local environment. For example, if an open pit mine floods as a result of an extreme weather event, the mining company will need to manage the water. Drawing on large amounts of power to pump the water out of the pit could cause problems for other electricity users, such as people living in the surrounding area. Releasing the water too quickly could cause environmental problems, including washaways in local creek beds. By planning for events linked to climate change, mining companies can reduce the negative impacts of their operations on local communities and the local environment over the lifetime of the mine. “At the other extreme, in dry conditions mining companies may be at risk of competition with other land users for access to water. “Mines in our future climate may even require different processing methods that use less water. If so, it may be in the mining industry’s best interests to look at adopting or developing those new methods now.” The implications of mining under hotter and drier conditions could be diverse, reaching beyond access to water. Access to labour if people leave hotter, drier areas for more amenable weather is a less obvious outcome. CSIRO is working individually with some mining companies

to get to grips with the issues that climate change and more extreme weather may cause. “Companies will need to look at technical issues like the stability of waste dumps and the integrity of tailings dams under future conditions,” Dr Moffat said. “For example, revegetating waste dumps will be more difficult and tailings dams may be at risk of releasing tailings during extreme flood events. These kinds of risks can be managed by understanding future climate projections and responding by decreasing the height or slope of waste dumps, changing rehabilitation methods and increasing safety tolerances on dams.” Infrastructure presents other issues that the researchers recognise. Mines built today will need to withstand climate conditions several decades into the future. That might be as simple as building stronger bridges to withstand more frequent or severe flooding events or it might change the type of accommodation provided for workers. Climate change could also have implications for occupational health and safety of minesite workers, with more frequent periods of hotter weather increasing the risks of heat related illness for workers. This may mean shorter work shifts are required or that some roles need to be automated. Mine automation is already an on-going development program at CSIRO and may be a useful climate adaptation strategy in the future. Although most stages of mining, from pre-planning through to site rehabilitation, are already influenced by climate, preliminary assessments by the researchers indicate that the production stage is most at risk from future climate change. “Something that has come up again and again in our discussions is how climate change will impact on both the use and production of energy,” Dr Moffat said.
“Transmission of electricity along power lines is less efficient during hotter weather. Roads used to truck in diesel fuel may close during flooding rains. Extreme events may cause mining districts to lose power altogether. The implications of climate change on energy play out in different ways at different points in mining. But like any risk or opportunity from climate change, we can help analyse and understand it and work out ways for the mining industry to respond effectively.” Dr Moffat notes that not all impacts of climate change will be negative for mining operations and their communities. “We foresee opportunities for mining companies and communities to export technology and knowledge to other industries and other parts of the world, providing new and creative ways to adapt to challenging environmental conditions.”

Environmental Responsibilities Increase Need for Training As Environmental Management Systems (EMS) are now an essential part of our standard operating procedures and thought processes, it has become necessary for field and operational staff in the mining industry to take on the responsibilities for supervision of on-site environmental compliance.
P
hil Abernethy, Managing Director of Absorb Environmental Solutions points out, “Health Safety and Environmental Officers are required to have the minimum of a Certificate IV in Health and Safety to perform their professional tasks. Many of these officers require qualified training to fulfil their environmental responsibilities. Many find they lack knowledge of how to manage environmental impacts, including how to objectively complete an environmental site survey and identify environmental aspects.” These practices are impacting upon personnel to the extent that this role is becoming a full-time occupational necessity. This role is a valid new and emerging occupational requirement that previously had no vocational qualification to support it. Seeing this demand in the market, Phil responded by creating Australia’s first Certificate IV in On-Site Environmental Management in 2007, which recognised the requirement for Health Safety and Environmental Officers to strive for industry standard and provide qualifications equivalent to OH&S.

After extensive industry consultation, he decided the best approach was to design a comprehensive nationally recognised course that developed environmental management skills on a practical level, covering the legislation, theory and practice of delivering positive on-site environmental outcomes. Phil adds, “My philosophy has always been to provide practical environmental knowledge that allows participants to understand and immediately deliver new environmental awareness to their day to day work. Significantly, this course has provided attendees with a practical foundation in the policies and principles to create and implement their own Site Environmental Management Plan. “The objective is not only to measure your site’s environmental compliance and manage risk but to continually improve your site’s environmental performance, so I created a training environment where trainers could inspire people and foster a motivation to commit to good environmental governance,” Phil continued.

The result is a five day course based heavily on class interaction, where trainers and participants share their own knowledge for the benefit of all. Phil, who leads most courses, says, “One of the most beneficial ways of learning is hearing other peoples environmental problems, and discussing the best approach to issues such as Erosion and Sediment Control and Spill Management, where definitive solutions are hard to find.” Another aspect of the course attendees have found valuable is participating in an Environmental Survey on a working site. Phil explains, “The usual comment I receive is how hard it is for participants to take off their ‘OH&S hat’ and purely concentrate on the environmental aspects of a site. This really drives home how hard it can be when you are out in the field to detect possible environmental hazards without the proper training and awareness.” The course has now been running for over three years with more than 850 participants from a wide range of industries and occupations, with the success of the course leading Phil to establish Absorb Training as a National Registered Training Organisation in early 2009. Absorb Training has now launched an Advanced Diploma of Environmental Management. This course builds on the Certificate IV course covering a range of subjects, and concentrates on the practical application of environmental management and developing a deeper understanding of the issues which Environmental or OHS&E Managers are required to handle. The course is offered as a blended course requiring an initial two days class time followed by 20 weeks of online instruction. The online segment uses a social networking based Learning Management System to allow flexibility of participation with respect to timing within each week. The participants each select practical exercises in which they have a particular interest in such as Stormwater Management, Erosion & Sediment Control, or Energy Audits and present their findings during a final two day classroom session.

Mineral Resources signs rail haulage agreement with QR Freight Mineral Resources Limited has signed an agreement for the provision of rail haulage for its Carina Yilgarn iron ore project in Western Australia with QR Freight (QRF), the national bulk freight haulage business for QR Limited.
T
he Heads of Agreement is a key step in finalising a three-year, four million tonnes per annum (Mtpa) Rail Haulage Agreement for Stage 1 of the Carina project, with provision for expansion to 10Mtpa within three years for Yilgarn Stage 2. The Carina project was acquired by MRL as a result of its takeover of Polaris Metals in January 2010. The Heads of Agreement covers the full rail distance of 576 kilometres from the Mt Walton siding to the Kwinana Bulk Terminal for export, conditional on the allocation of four million tonnes export capacity at the Kwinana Berth 2 Terminal by Fremantle Port Authority. Mineral Resources (MRL) managing director Peter Wade said development of the Carina project was well advanced, with production planned to commence in January 2011 and first ore on rail by 15 March 2011. He said QRF was selected on the basis of the expertise of its business Australian Railroad Group (ARG), one of the most experienced bulk rail freight operators in Australia. “The formalisation of this agreement is a significant milestone for MRL and reflects our commitment to enter into long term relationships with experienced partners to achieve our strategy to establish a sustainable and profitable iron ore production operation in the Yilgarn region of Western Australia,” Wade said. “Rail transport is an integral component in our logistic supply chain from mine to port and MRL and ARG have a common focus to achieve world class performance in developing and expanding iron ore production and haulage from the Carina project.” QRF acting executive general manager David Welch said the company had an established position as a resources haulier, and its strategic focus on iron ore had developed strong partnering relationships with existing and emerging producers. He said the agreement with MRL followed the signing in April of a HOA with Karara Mining Ltd for the provision of rail haulage services for the Karara iron ore project in the Mid West region.

“This demonstrates our commitment to building QRF’s iron ore business in Western Australia, partnering with all major bulk users of the supply chain,” Welch said. “ARG is the largest haulier of iron ore in Australia outside the Pilbara.” QRF will form part of the proposed initial public offer (IPO) of the QR National coal, freight and infrastructure servicing business. In July, the Queensland Government separated its QR passenger business together with QR rail network, other than the central Queensland coal system (Queensland Rail) from the current QR Limited entity. The remaining “QR National” business includes both the current coal and freight haulage businesses together with the central Queensland coal network business and related services business. The Government has proposed to publicly list the QR National business and will retain ownership of the separated Queensland Rail business.

Dual Fuel Conversions Greenbird Technology The savings that can be made through a conversion of a diesel generator to dual fuel can be very large with payback periods often less than one year. And this is achieved without all the normal problems associated with gas engines.

reenbird Technology, a long established name in the diesel and gas power generation controller industry in Australia, is the Asia Pacific agent for ComAp, one of the world’s largest diesel and gas engine controller manufacturers. ComAp has many years experience throughout the world in the conversion of both high speed and low speed diesel engines.
How it works The system continuously monitors key engine parameters to adjust gas flow at high speed to introduce exactly the required quantity of gas into each cylinder. The diesel engine requires no internal mechanical modifications and the engine can return to 100% diesel operation at any time, without even needing to stop. The system is installed externally to the engine with the real ‘smarts’ being the control system. A small proportion of diesel is still used as the ignition fuel, however gas substitution rates are commonly around 65% and can be as high as 90%. The saving in running costs are obviously significant.

Directional drilling in coal has been used in Australia since 1995; however its use only became widespread from 2002. Since then the growth has been rapid and this has brought with it the fact that lessons are often being learned by each and every new operator or contractor attempting the art. Given that the definition of directional drilling is intentionally deviating a wellbore from the path it would naturally take then all types of directional drilling shall be considered, from deviated vertical wells to horizontal sections. In this article, Doug Henderson compiles the evolution and lessons learnt from directional drilling in coal in Australia and provides the reader with a basic understanding of the advantages and limitations of directional drilling in coal.
History of directional drilling in Australia Surface directional drilling rigs were introduced into Australia in the late 1980s by Andy Lukas (of AJ Lucas) for a job at Appin Colliery in a JV between Occidental and AGL to test the effectiveness of the then-new technology. The business continued with directional drilling and the first HDD job performed by AJ Lucas was duplicating the oil pipeline under the taxiway at Sydney Airport for Caltex. Market interest in HDD began to grow and continued into river crossings as Telstra, known at the time as Telecom, rapidly expanded its fibre optic network. Competitors joined the market in the early 1990s. Pontil, later Major, embarked on lateral CBM drilling at Moura in 1995 for BHP Seamgas. Initially the work was performed to pre-drain methane ahead of mining, but was later changed to CSG production and led to the first gas piped to market in Gladstone. Directional drilling continued to grow via the HDD market but the CBM/CSG market was seen as a curiosity by many until 2002.
Advantages of directional drilling in coal Directional drilling in coal carries a number of advantages: • Reduced environmental impact (more drainage area per well) • Less surface infrastructure due to more concentrated operations • Simplified land access • Better exposure to overall gas reservoir • Geological reasons (faults, structures etc) • Access to optimal coal cleating orientation • Ability to tap into lower permeability areas • Rigs can be smaller and easier to move, not traditional larger oilfield-type spread
Selecting a drilling and completion strategy Directional drilling is only one of a number of drilling and completion strategies.
Making directional drilling work There are three golden rules to be remembered when considering directional drilling in coal: • Coal/CSG exploration, drilling, production and workover are systems and must be treated as such • The overall gas production result is a function of how successfully all parts are executed Directional Drilling
• Any damage as a result of any part of the work will affect the final result To make directional drilling work you need to obtain fundamental inputs, create outputs, design wells and source equipment and personnel. The fundamental inputs are a geological model, a permeability model, a gas-in-place model and a standing water level model. The necessary outputs are: • Complete geological model including: – Coal seam thickness contour map
normal and deviated, are generally used until the primary geological model is proven. However, 3D seismic may improve confidence to use lateral techniques earlier.
Limitations of directional drilling Given that CSG/CBM drilling is mostly a logistics exercise because the wells are drilled so fast, the rig spread and personnel must be efficient in all aspects to achieve commercial viability of a project. Bigger is not always better and rigs should be sized appropriately to avoid high cost.
– Structures (faults) both known and suspected There are physical “break points” that exist at around 1700m TD and 2800m TD due to drill • Gas-in-place contour map pipe limitations, principally the onset of pipe • Hydrogeology/water reservoir map including buckling, which often means that a larger rig is potential recharge direction required. Well planning is an iterative approach where one change affects other parts of the drilling program. A principal design should be created and you should perform as many iterations as necessary to finalise all answers and understand all risks and limitations. Well planning is dependent on strong fundamentals for good results and each field must be designed individually because of the variability of coal reservoirs. In addition, vertical wells, both

Directional drilling in coal is not an exact science yet, with interpretation “on the fly” still required for best results. Primary limitations are: • Gamma sensors used for geo-steering require a strong transition to “see” more than 500mm from the sensor towards the floor or roof interface.

• High ash coal will reduce gamma sensitivity, sometimes making them unusable for geosteering. • Survey stations carry accumulated error. This error cone gets bigger the further you progress downhole until you “range” at or near a vertical well. This affects position confidence. • Geo-models are a series of assumptions between known points. Directional drilling tests every one of those assumptions.
Management of downhole risk While the very best management is management itself it is strongly suggested that a trigger action response plan (TARP) or a decision tree be jointly developed before the job starts with input from the drilling/service company/companies to: Decide how long you will spend: • exploring • fishing for stuck/bogged equipment • branching and cutting off • attempting to intersect a vertical well Decide how you will treat tooling failures: • Broken or damaged BHA components • Steering tool signal issues/failures
Key lessons learnt • Drilling forms only part of a project’s success rate, but it is often blamed for many “failures”. • Accept that any geological model will contain errors and have contingencies to deal with variances when they appear. • Do everything possible to minimise formation damage. • Understand your mud programme. • Use control balance drilling where appropriate. • Keep the drilling time to a minimum. • If drilling overbalance, trade off well length for reduced “time in hole”. • Don’t try to use oil and gas thinking in CBM. CBM is different and requires different thinking. • Understand and exploit rig capacity versus cost for your project. • Find and use people experienced in CBM drilling in the areas of: – Geological and reservoir evaluation
• Be prepared to experiment. • Try different drilling and completion techniques. • Continually update your plans based on real data not assumptions. • Always have a backup plan. Things always go wrong when you need it least!
Observations and next generation development For CBM/CSG production, drilling plays a crucial part in the success of the gas production and how the well is drilled, and has a far greater affect on final production than traditional oil and gas reservoirs. Even though current CSG gas development is concentrated via vertical wells in high gas areas such as the Fairview Fairway an increasing requirement exists for directional drilling expertise as the easily developed high gas areas will be drilled and producing in the next five years. There are plenty of commercially viable lower gas areas or deeper reservoirs existing in Australia and these benefit the most from directional drilling to enable cost-effective production. Directional drilling in coal has reliably reached 2500 metres TD and managed pressure drilling (MPD) of coal, pioneered by Lucas, is rapidly developing as an accepted improved method of directional drilling. Lucas has recently completed engineering work for a 4000 metre directionally drilled well and is negotiating for a trial site. Batch production style directional drilling will be developed and will rise in importance as the full impact of LNG plant gas requirements become clear thus dictating the large numbers of wells needed to supply CSG feed stock. Environmental concerns surrounding water production and treatment are becoming more important and further favour directional drilling so that treatment plants can be concentrated in one area. Over the coming years partial equipment automation will improve repeatability and cater for reduced skilled personnel. TETRA When reliable communication is crucial With the high focus on worker safety and operational efficiency within the mining industry, the presence of immediate and reliable voice and data communication is crucial.

A brief overview of the stimulation
The stimulation of CSM reservoirs has one purpose: to enhance the ability of the reservoir to produce fluids. Under the umbrella of producing fluids, it might be noted that CSM reservoirs are stimulated for a variety of reasons with enhancement of production from low permeability and repair of formation damage being two of the more common reasons.
Overview of CSM reservoirs Coals are buried plant matter that over time in an oxygen-free environment underwent metamorphosis termed ‘coalification’. The bacteria-rich plant material died and fell upon itself, typically submerged in water. The submerged plant material was eventually covered with a sealant, i.e. sand or mud and submerged deeper into the earth due to compaction with additional fill above it. Over time, the condensed plant material formed peat, then lignite, then various ranks of coals depending on the heat, time and pressure among other things. The coal structure is modified as it progresses through its ranks or stages of development. Initially, the peat forms soft lignites then progress to subbitumous and bitumous coals and finally forms hard anthracite. It is during this process that cleats or natural fracturing forms in the coals. The cleat system provides bulk permeability to the reservoir; the matrix material of the coal itself typically has very low permeability.

As mentioned earlier, a first assumption in CSM reservoirs is that the coal cleat (fracture) system is water saturated. As the water in the cleat system is pumped out, the pressure is reduced and gas evolves from the coal matrix and begins to coalesce in the cleat system, resulting in two-phase flow through the depressurised volume of the CSM reservoir. Due to the typically very small aperture width of the cleat system, the effects of relative permeability versus gas saturation in the cleat system can be very pronounced. A brief discussion of the relationship of the various forms relating well bore stimulation and conversely damage, follows: s = (k/ks – 1) * ln(rs/r w) Here, skin s is a dimensionless number that defines the effect of a damaged zone around a well bore where 0 implies no damage area, a positive s number indicates damage and a negative s number indicates stimulation. In this case, s is somewhat abstract and difficult to relate to production enhancement or impairment. A more concrete use of the dimensionless skin factor is to relate s to the apparent well bore radius, that is, the radius of the well bore that the reservoir appears to be producing from. r wa = r w e-s If we consider a reservoir with a permeability of 5 md with a well bore radius of 4 inches that has been expanded to 10 inches, we would expect a skin factor of –0.92. If we continue and assume the permeability of the well bore region that was under-reamed approaches infinity then the apparent well bore radius r wa indeed is 10 inches. Intuitively we realise that if the bulk of the formation permeability is high enough to flow fluids thru it at economical rates, the ability to remove a damaged area and replace it with a conductive area will provide an even more productive well. If, on the other hand, the bulk of the formation permeability is not high enough to flow at an economical rate then increasing the well bore diameter from 4 inches to 10 inches will not increase the flow capacity of the reservoir into the well bore by a significant amount and make the production economical. Another way to define the effect of the skin factor is consideration of an effective fracture half length of infinite conductivity. The determination of the effective fracture half length is given by: Lf1/2 = (2)r wa
Typical treatments Stimulation treatments for reservoirs made of coal are many and varied. Examples of various commonly used stimulation treatments can be summarised in three main categories: Actually increase the well bore radius Provided the coal interval available for production is open at the well bore, the flow area is a squared function with the created radius. If the radius is doubled the flow area available for production is increased fourfold. The process of under-reaming is a good example of increasing the well bore radius. Under-reaming involves placing a set of knives on pipe across from the coal to be enlarged. The knives are extended while the pipe is rotated and the radius of the coal in communication with the well bore is increased. Another approach is cavitation where a compressible fluid is injected into a coal thus increasing the pressure in the coal followed by the pressure being rapidly vented to atmosphere. By repeating the process the pressure surges often breakdown the in situ coal into rubble allowing it to be flowed or bailed from the well bore. This process also has the advantage of causing the coal reservoir to fracture and crack for many meters away from the well bore into the formation. Increase the permeability of the reservoir in the well bore vicinity Attempts are sometimes made to stimulate the area immediately around the well bore by flushing away, dissolving or mobilising and producing out material in the area surrounding the well bore. This technique can be applied to CSM reservoirs that have been cased and cemented as well as reservoirs that are open hole completed. As many coals have porosities that are low <2% a small amount of treatment fluid can reach rather far into the reservoir. Conversely, damaging fluids such as cement filtrate can travel very deep into the coals causing the damage. Examples of these types of treatments are: acid jobs where an acid typically hydrochloric is injected into the formation. Minor amounts of materials associated with coal termed ash may solubilise in acids and often times cement filtrate responds to hydrochloric acid. coalesce and plug near well bore. An inexpensive water flush can disperse fines and open plugged cleat systems. Another example treatment is a surfactant type injection where a surfactant / water cocktail is injected into the formation in an attempt to disperse or ďŹ&#x201A;occulate fines out of the cleat systems. Create a large crack or hydraulic fracture into the coal thus increasing the surface area in contact with the well bore This technique is commonly referred to as hydraulic fracturing and involves the injection of fluids into the coals at a rate and pressure that is high enough to cause the coals to rupture or frac (as in fracture). The fluids used range from foams made from nitrogen, propane or CO2 (uncommon in coals) to waters viscosified with gelling agents to simply injecting water. Usually, a material termed proppant or prop is included in the injected fluid used to frac the formation. The prop keeps the newly created crack from closing on itself when the pressure is reduced during the flow back of fluid after the hydraulic fracturing treatment. In most cases the prop is a high quality, spherical sand that is sieved to a specific mesh i.e. 20-40 mesh. During generation of the hydraulic fracture a commonly held assumption is that two diametrically opposed frac wings originate and propagate away from the well bore Lf. A more realistic model in many cases might be closer to a cracked windshield glass. A significant advantage that hydraulic fracturing provides that other stimulation techniques may not is often times to provide enough of an increase in production that CSM reservoirs with lower permeabilities, on the order of <8 md that might not flow at economical rates, the ability to produce at rates considered economical. In the case of hydraulic fracturing, a resultant skin factor of -4.5 is not uncommon. Considering the equations above relating skin and effective well bore or fracture length this would imply an effective well bore radius of 30 feet or an infinitely conductive fracture of 60 feet length for one wing (120 feet tip to tip). mechanically grinding away reservoir rock and increasing the flow area to water flushing of the coal cleat (natural fracture) system removing fines and plugging material to chemical systems such as acids and surfactants and finally to hydraulic fracturing. All of the stimulation systems have a place but in the case of lower permeability CSM reservoirs or those well bores with severe damage the option of hydraulic fracturing often times makes the difference between sub and economical wells.

Increased Emphasis on Respirator Fit Testing Outlined in 2009 changes to Australian/New Zealand Standard1715 The 2009 edition of Australian Standard AS/NZS 1715 released by Standards Australia supersedes the long standing 1994 version.

The revised Standard states: “The program administrator shall ensure a suitable fit test is carried out for all users of Respiratory Protective Equipment with a close fitting facepiece.”

Breathe in deep S.E.A. Group In the mining industry, effective respiratory protection is often a must. Breathing is something taken for granted — but things change when you put a respirator on your face. The first thing that hits you is WOB.
W
OB stands for work of breathing. It simply means the effort to draw air into your lungs and push it out again. Even without any respiratory device, you perform physical work in order to breathe. Many muscles are used in a single breath.
design. Filter depth, diameter and construction affect the breathing resistance of the respirator, and have a great impact on the willingness of the wearer to use the equipment. And looks can deceive: a seemingly light-weight respirator might have much greater breathing resistance than a well-designed model.
A respirator of any type affects the WOB, and can make it harder to perform a physical task. It could be said that ‘WOB and JOB’ are in constant conflict.
The obvious course of action is to perform a thorough product comparison, keeping in mind the task at hand, level of work load, duration of the job, and so on.
The result? People often do not like to wear breathing protection devices.
Add to this other factors — particularly in the mining industry — such as the need for voice communication, skin comfort, mobility requirements, and compatibility with other safety equipment. You will soon realise that there is a lot that can be done to increase user acceptance, maximise wear time and, ultimately, achieve the highest possible level of respiratory safety in the workplace.
Careful selection of respirators will minimise this natural reluctance and increase wearer acceptance by keeping the work of breathing as low as possible. The size of both inhalation and exhalation valves is one consideration: small valves make it harder to breathe — it’s like running up a steep hill with your mouth closed. Contract Charter, Investor Tours and Cargo Flights take off across Australia With an enormous amount of growth in mining and resources projects and contract labour across Australia, there have been more frequent requirements for mining companies to procure contracted charter aircraft to get into remote locations. New ATR Regional Airliners on track to enter service in 2011 Significant potential in Asia Pacific region, from tourist flights to remote mine sites ATR Regional Aircraft is well-advanced in flight testing of its newest model, the ‘-600 series’, which it is offering as an economic replacement for existing large turboprops and regional jets, and an ideal aircraft for launching new routes to remote or poorly served markets.

wo prototype aircraft, a 70-seat ATR 72-600 and a 50-seat ATR 42-600, are on target to complete certification flights in Europe later this year, ahead of entry into commercial service in 2011.
The Asia Pacific region is textbook territory for the new ATR family, with enormous diversity of requirements between markets and airlines, from short hops between tropical islands or tourist flights into alpine resorts to new operations into remote communities and even regional international services in the Pacific. A major opportunity exists for ATR in Australia, with a requirement for large turboprop airliners to operate both scheduled flights on secondary routes or in busy short-haul markets, or contract services to remote destinations such as mining or resources sites, whose workforces are continually ferried in and out of major centres. Already well in advance of its entry into service next year, ATR has sold 59 of the -600 series aircraft – 54 ATR 72-600s and five ATR 42-600s. Five of these aircraft will be operated by French Polynesian carrier Air Tahiti. Building on the proven success of the current ATR models, the key selling points for the ATR ‘-600 series’ include the lowest fuel consumption and CO2 emissions of similar-sized turboprop or regional jet aircraft, and improved payload and range and improvements in the passenger cabin which ATR promises will be the most modern and comfortable aboard a regional airliner. “With 59 sales already, the -600 series aircraft is already a success,” said Guillaume Huertas, ATR Sales Executive Australia and Pacific. “We believe this region offers great opportunities for the ATR -600 series, and that the -600 series also offers great opportunities for airlines operating here,” said Huertas. “Not only does our new family of aircraft promise less fuel consumption and lower CO2 emissions than any existing regional airliner,” he said. “For passengers, it will also offer enlarged overhead bins and new design seats to enhance the already-popular 2 x 2 seat ATR layout, which is more spacious and quieter than many narrowbodied jet aircraft.” The key to the extra efficiency of the ATR -600 series aircraft will be the new Pratt and Whitney
PW 127M engines, which enable operators to increase payload by up to 500 kilograms or to extend operating range in particularly difficult hot and high conditions. In addition, the ATR aircraft is very robust and well-known for high reliability in challenging environmental conditions with extreme temperatures, short or unpaved runways or other difficult operations. These conditions are very common in outback Australia, in particular in remote mining sites operated by resources companies. “ATR aircraft, because of their ability to operate in such conditions, are perfectly adapted and suitable for the Fly-In Fly-Out operations of the Australian mining industry,” said Huertas. “Our family of regional airliners already offers significant cost savings over smaller or older turboprop competitors and regional jets, and the new -600 series will deliver even greater efficiencies in the future.” For those carriers or customers not yet in the market for a new aircraft, but still requiring a large turboprop, Huertas said current model ATR series 500 aircraft also had excellent credentials for Australia, having already been proved by a range of carriers serving varied markets and climates elsewhere in the Asia Pacific region. “It is upon these aircraft that we are basing the new series 600 family,” said Huertas. “With spacious 2 x 2 seating layouts, every passenger has a window or an aisle seat, while the aircraft also offers restrooms, air conditioning and a large cargo compartment for passengers’ luggage and freight – perfect for the challenging conditions of Australia’s remote resources sites.” ATR is the only manufacturer offering a 50-74 seat family of regional airliners, thus being optimally positioned to replace ageing current fleets as well as delivering better environmental credentials than competitors.

Bird Pest Control around Mines Just like every other industry the mining industry has problems with birds and fauna. Not only do birds and animals cause considerable OH&S issues and environmental concerns, they have been known to halt production.

While we all admire the beauty and the abilities of birds it is best to keep them out of the workplace. Corellas and cockatoos move into mine site townships and whilst a fairly common problem most environmental departments are at a loss as to how to resolve this problem. Prescription Safety Glasses The eye is a complex organ that needs proper care and protection, and in some cases, assistance to enable it to perform to its full potential. As we age it may become necessary to use prescription glasses or contact lenses to overcome some physiological or age related visual problems.
According to the Australian Bureau of Statistics (ABS) 54.2% of workers require prescription safety glasses, with the rate significantly higher in mining. In industrial situations it is advantageous, that eye protection and Visual Performance enhancement, be incorporated into Prescription Safety Glasses. Standards Almost four years on, the AS/NZS1337.6:2007 standard is still causing confusion amongst some OH&S professionals regarding compliance. The following sections will help eliminate the confusion by providing information to use as a basis for assessment. The standard states “Manufacturers making a statement of compliance with this Australian/New Zealand Standard…are advised to ensure that such compliance is capable of being verified.” (Section 5.2 Notes: 2) The standard requires that every pair of spectacles,

Pulse time-of flight and phase time-of-flight scanners measure areas with a rotating laser beam – and thus determine the profile of a plane. The laser pulses emitted from a laser scanner are reflected by the objects in the surrounding environment. The measuring scanner collects the laser pulse reflections, processes the information and issues the data via the Ethernet interface. The distance is calculated from the time-of-flight of the laser pulse and the speed of light. The rotating mirror deflects the laser pulses. The angular position of the mirror during deflection yields the direction of the detected object. The combination of these values builds the basis for a complete profile of the surroundings in the radial scanning range of the laser scanner. SICK high performance Collision Avoidance System (CAS) - the turn key retrofit solution that offers a solid value proposition for your surface mining operation utilises this same field proven technology. Reliable prevention of incidents and accidents is the key to reducing your repair costs, downtime and maintenance effort. Operator performance improves, because the human focus lies on tasks at hand. For monitoring and analysis purposes SICK collision avoidance systems provide a network based interface to mine operation systems and can be configured to fit existing mine operation processes for safe operation. SICK’s systems enhance and speed up operator training and education. Up to four laser scanners constantly observe the
vehicle’s surrounding environment. The system knows the scanners position and the physical dimensions of your equipment. Three warning zones - green, yellow and red – can be defined to suit the individual mine operation safety process for your shovel, excavator, haul truck or dozer. Upon the detection of a warning zone violating obstacle, an alarm is raised with optical and sound feedback for the operator. All events are also provided on the network interface for external logging. SICK uses compact sized, advanced multibeam and multi-echo technology laser scanners, scanning with high resolution for long range and a large field of view. The system then offers a comprehensive description of its environment in the form of: objects with relevant dynamic characteristics like, position, velocity and object type (trucks, utilities, people). The vehicle’s pitching motion poses a challenge to sensors installed in a vehicle. An incorrect reading can easily occur, for example, if a measurement is taken as a tyre hits a pothole, the system could lose sight of relevant objects as a result. However no object remains undiscovered using the unique four layer technology of the SICK laser scanner. The scanner measures simultaneously with four layers – important to compensate for the pitching movement of your equipment or to detect slopes, cliffs, holes potholes, table drains, rocks and ditches. The scanner splits the laser beam into four vertical layers. Distance measurements are taken independently for each of these layers with an aperture angle of 3.2°. This allows any pitching of the vehicle, caused by an uneven surface or driving manoeuvres such as braking and accelerating, to be fully compensated. This builds the basis for the complex driver warning strategy SICK CAS performs. This technology gives rise to absolutely reliable proximity detection, which entails not only the exact evaluation of relevant object data, but also, the exact classification of data points received from ground or road surface, which is used for an accurate slope detection and pitch compensation. Elimination of irrelevant data, typically arising from dirt, dust, heavy rain, fog or snow are removed by filtering and/or reported to the driver, so that flawless operation is ensured.

any wireless I/O applications offer simple, cost-effective measurement of monitoring points to eliminate manual collection of field data, thereby improving labour productivity. Alternatively, in more sophisticated applications with a central processing device, wireless I/O enables users to extract full diagnostic data allowing for predictive intelligence from these devices which then will automatically notify the appropriate personnel of the precise problem before a costly asset, unit or plant shutdown occurs. With the prospect of being able to solve virtually any remote monitoring or control application, many people throughout the industry are viewing Wireless I/O as an exciting innovation for addressing issues previously deemed cost prohibitive, not technically feasible, or lacking in sufficient reliability. This excitement is well-justified with the expectation that having additional knowledge about the operation will lead to a safer and more profitable enterprise. In general, wireless has traditionally been thought of as a way to send signals over distances greater than a kilometre. However, it also provides advantages in short-distance applications, especially in applications in which I/O data must be transmitted several hundred metres and running cable and conduit is both challenging and very expensive in overcoming hazards and obstructions. The basis for Wireless I/O is Frequency Hopping Spread Spectrum (FHSS) technology. FHSS helps transceivers successfully deliver I/O signals despite competing signals from other devices. FHSS varies the carrier frequency throughout the spectrum in a pattern recognised solely by the transceivers assigned to communicate with one another in the network. This technology is particularly well-suited for sending small packets of information, such as I/O in a noisy, high interference environment. Devices also can be equipped with external antennas, allowing radios to be mounted within a few feet of an obstruction but sending and receiving signals via antennas above the obstructions or interference. the number of Inputs and Outputs (I/O). Whereas the base I/O slave has a small number of Analog and Digital I/O, additional expansion modules will dramatically increase the I/O and offer the user the ability to customise the I/O Expansion Stack for a given installation; up to 15 expansion modules (192 I/O Points) can be accommodated per Expansion Stack. Each stack is Modbus addressable and offers 256 stacks with 8 bit Modbus addressing and over 65,000 with 16 bit addressing. The FreeWave I/O Expansion Module can also be deployed without a radio. This is very useful in applications where a RTU or PLC has limited I/O capacity; directly connecting the Expansion I/O Modules via a serial communications port on the RTU/PLC will expand the I/O Capacity with minimal cost. The adoption of FreeWaveâ&#x20AC;&#x2122;s Wireless I/O and the flexibility it offers represents one of the simplest and most straightforward ways to stretch your wireless Infrastructure investment. Wireless I/O technologies are affordable, secure, and can be implemented non-intrusively, without disrupting existing operational processes. Take the time to do a Project Health Check The easy way to optimise your minesite! When was the last time you looked at your mining or milling schedules? What about your mining cost model? How long ago was the last optimisation or mining review carried out? Has the resource model had any recent drilling that may have altered the model you are currently mining to?
I
n many cases a mining project will remain robust to minor fluctuations once it reaches a mature stage of production, but given our current erratic economic climate it may prove prudent to have a second look at these very important variables. It’s often the case that by the time a problem arises, or an opportunity to exploit an advantage is identified, it’s too late to make the appropriate adjustments on the ground or at the coal face. So what are some of the easiest steps you can take to make sure that your mining project is still in good shape, or more importantly that you’re not missing out on an opportunity? Here are some simple actions that you can take to perform a relatively quick health check: 1. Drag out the old mining study and have a look at all of the costs applied to the optimisation or mining review. They may have been relevant at the time of the study, but do they still look realistic today? What about continuing into the future? 2. Look up the sensitivity tables relating to such variables as cost and sell price fluctuations. These tables will tell you at a glance what areas are prone to trouble. For example, depending on the particular characteristics of project, small percentage fluctuations to particular variables can have a larger than expected effect. It helps to identify these variables and hone in on them for further review. 3. Make the necessary updates to your variables and complete a quick first pass optimisation or mining review. Compare the new outputs to the mining study and insert them into your schedule. Do the results come close to those shown in the original study? How do the new physicals affect your financial model? An Ear to the Ground By Emielia Holroyd Let’s face it: in terms of the keeping up with growing global demands, mining has to do everything in its power to increase output while minimising ongoing production costs.
T
he continued expansion of coal mining across the Australian continent, the modernising of the Chinese coal industry, the ever increasing demand for coal production in the United States – all have one thing in common: the call for equipment that can achieve more with less sweat. In other words, equipment that’s good for the bottom line. And this is precisely where the once small Mackaybased company CQMS Razer comes in. From the very start, when Tom Meyers launched Central Queensland Mining Supplies to distribute its first ground-engaging tools (GET) with three staff in 1979, planners have had their pencils to the drawing board and an ear to the ground for what is needed in the field. “Let’s build a dragline bucket that outshines all other dragline buckets, not from preconceived ideas but from first principles,” Meyers told his colleagues after recognising a gap in the market for efficient buckets. “Innovation is what we need and, after that, more innovation,” is the motto he pushed, always researching the customer’s needs and going back to the drawing board, to come up with something even better than what was available at the time. The firm’s other core principal is “customer support second to none”. This means that highly experienced sales and product reps not only sell the goods but go out to the mine and virtually become part of the mine site team to make sure everything runs efficiently. Today CQMS Razer employs more than 400 people in Australia and holds at least 60 per cent of the market share of dragline buckets currently in use and estimates its share of the Australian rigging and chain market at more than 70 per cent. The company recently landed a significant bucket contract with China, sinking its teeth into the country’s first large-scale walking dragline operation. Bucket coordinator Peter Nielsen went to Inner Mongolia to personally oversee the piecing together of CQ 145, a 90 cubic metre bucket sent to Zhungeer New Energy Mine in four segments. It was well-received. Peter Nielsen: “The purchase of the CQMS Razer Earth Eater bucket is a step towards China

increasing its productivity with state of the art equipment.” In addition, CQMS Razer’s reach into the United States and Canada is expanding rapidly. So far 18 dragline buckets have been sold to mining companies as far apart as Texas, North Dakota in the USA, and Alberta and Saskatchewan in Canada. CQMS Razer has developed a wide range of different dragline bucket designs to suit different dig characteristics and different ground conditions. The largest bucket currently made is 120 cubic metres, which is capable of carrying 240 tonnes of overburden. General Manager Phil Sellers, responsible for dragline and mobile mining sales: “The founder of CQMS Razer, Tom Meyers, changed the way the mining industry looks at drag line buckets. He realised designs could be improved and set about trialling and selling his concepts. “As far as innovation goes our research never really stops. We aim to make each bucket better than the next. “ To take efficiency to a premium, the company bought and modernised its own foundry in Maryborough in 2002 and now makes all bucket and rigging castings itself. Sellers: “We are capable of offering different GET options and can further tailor the bucket to optimise performance under varying conditions.” Sellers: “With the use of a 1:7 scale dragline test rig, CQMS Razer has continued to experiment with new designs. As a result we were able to develop what soon became our most popular dragline bucket – the Earth Eater. The aim was to improve productivity over the then conventional bucket designs by 11 – 15 per cent.” Still not content with this achievement, the company went back to the drawing board to see what it could come up with. The result is its latest generation bucket – the revolutionary Hurricane, which further increases productivity, often by as much as 12 per cent. Sellers: “It slides through and cuts into the dirt more efficiently, filling the bucket in less time and distance, allowing the dragline to disengage the bucket from the earth sooner than other buckets. It is a lower profile bucket so it can be transported to

the mine in the dig position requiring less cranage and other handling once the bucket gets to the mine site.”
has a large Fixed Plant division that supplies a variety of products to mining processing plants, including wear plate and polyurethane products.
CQMS Razer is capable of a fully integrated and complete service. Sellers: “We have significant resources allocated to product development and engineering, we have large casting and manufacturing facilities and we ensure our products perform in the field. Our reps physically inspect the buckets, GET, chain and rigging on a weekly basis and make maintenance recommendations to the mine personnel. We believe we add real value to the customer’s dragline productivity and therefore real dollars to their bottom line.”
Currently the company is working on its 160th bucket while its very first bucket the CQ01 is still in use at Curragh Mine in Blackwater.

The 150th Bucket: Recently CQMS Razer completed its 150th dragline bucket. To celebrate this milestone, the global mining supply company, in a joint venture with BMA, painted the eight metre wide bucket pink, gave it eyes and a face and put out a message: “Dig Deep for Charity”. The aim was to put back into the community. A huge “fight breast cancer” celebration with a celebrity cricket match and generous donations from sponsors raised $75 000 for the McGrath Foundation. The money was used to employ more McGrath Breast Care Nurses in rural and regional communities, a vital recovery aid for women who have been stricken. Pinnacle of Bucket Performance: Launched in July 2007, the Hurricane Bucket represents the latest technology in bucket design. The fast filling production bucket ranges from 19 to 110 cubic metres. It was first used on draglines such as the popular Marion 8050 and Bucyrus 1370 draglines. Bucket Product Manager Murray Buhse: “The success of this dragline class has led us to develop and sell Hurricanes for all the larger and smaller class machines. Demand for this style of bucket is currently exceeding expectations. Every site that has bought it has come back for more. “

nnovative Hydraulics began building drilling rigs almost eight years ago when a customer approached the Director of the business John Hirst and asked him to build a drilling rig that was similar to the rig that he was using on a Hilux Ute. This unit was used for the soil testing of residential and commercial buildings. John Hirst was excited at the opportunity to build and design something that was out of the normal product range for Innovative Hydraulics at that time, and saw ways in which he could only improve on the product that the customer already had, therefore building a product that was compact, sturdy and capable of more than the customer ever expected. This has been both a great opportunity and success for our business ever since. Innovative Hydraulics custom builds all of its products which has opened up a wide market for versatility and design in our business. John Hirst and the team have worked very close with our customers to be able to deliver a product that meets the customers specific need for moving there business forward. Over the past eight years Innovative Hydraulics has worked on developing a range of products that are compact, full of great features, strength and versatility. We have the Sampla Series drilling rigs, which are our smaller range of drilling rigs and are suited for trailers or on the back of utes and we have even designed a unit lite enough for small ATV’s. We have the Explora Series drilling rig which was designed for drillers wanting the performance of a medium sized exploration drilling rig, with the convenience of a compact drilling rig that fits on a small 4X4 trucks and custom built track bases, these are able to get into limited access sites. The Explora series drilling rigs have been built to be light but strong, and have a lattés style mast with cylinders and cables for the head feed and pull-back. Our Explora range has an impressive 7,000 kg of pull back force with both high speed traverse and fine feed control. The Explora series also comes standard with a two speed drill head that has been designed and built in house, the speeds are changed with a switch by the operator at the console which improves the safety and performance of the drilling rig. All drills in the range are fitted with Caterpillar diesel engines
in a fully enclosed compartment with a lockable door for daily servicing and easily removed panels for major servicing. As an alternative to urine based testing, saliva testing has many benefits. In terms of comparison with actual drugs present in blood, saliva has the highest correlation, compared to that of urine. Testing saliva provides a narrower window of detection, indicating whether a person is fit for work or impairment, rather than impacting on lifestyle choices made by the donor. Privacy is therefore protected, both at time of specimen collection and lifestyle choices. Specimen sample required is only 10Âľl of saliva (less than 1 drop), and collection procedure is less invasive and easy on the donor compared to other devices on the market. Specimen collection can be observed, without embarrassment, and therefore less possibility of adulteration of samples. The comparison between testing urine versus the benefits of saliva will be ongoing for years to come. With the improvements and developments in the technology behind the saliva tests, the results obtained are now extremely reliable and accurate. Drug and Alcohol Testing Compliance to service the Mining Industry Every year, through media and government campaigns, we become increasingly aware of the effects of drugs and alcohol in the community. Correspondingly, the number of workplace drug and alcohol tests performed across all industries is also significantly increasing. The hard rock mining industry, among other heavy industries, has been legislated to perform drug and alcohol testing for many years. There are a number of issues to consider and questions to ask when deciding on a drug and alcohol testing provider, so how do you know which company will work for you?
NATA Standards The National Association of Testing Authorities (NATA) strongly suggests using a quality provider accredited to the latest Australian Standards (AS): • AS/NZS 4308:2008 Procedures for specimen collection and the detection and quantitation of drugs of abuse in urine • AS 4670:2006 Procedures for specimen collection and the detection and quantitation of drugs in oral fluid • AS 3547:1997 Breath alcohol testing devices for personal use When drug testing companies meet the Australian Standard(s), they are issued with a certificate for “Scope of Accreditation” from NATA which you should request a copy of. Urine or Oral Fluid Testing? Both urine and oral fluid tests detect the most commonly found drugs: opiates, amphetamines, cannabis and cocaine. However urine tests can also reliably detect benzodiazepines. Urine can detect drugs that have been ingested more than 24 hours prior to testing whilst oral fluid generally detects drugs less than 24 hours prior to testing and cannabis less than four hours prior to testing.

Companies can purchase a breathalyser to use for self-testing purposes, however most companies who perform on-site drug testing choose to add an alcohol breath test at the same time. If purchasing a breathalyser, it is important to choose a breathalyser compliant with the Australian Standard and to calibrate the breathalyser in line with manufacturer’s recommendations.

ationally throughout Australia, Police have ramped up roadside drug testing by 300% from the previous financial year.
A fifth of drivers who tested positive for illicit drugs at roadside tests in Queensland were heavy vehicle drivers who were impaired by amphetamine use, latest figures show. Furthermore men aged between 26 and 40 were the most likely candidates to use illicit drugs while driving on the state’s roads. The Queensland Police Roadside Drug Testing Unit stated that 251 drivers, including 52 heavy vehicle drivers, tested positive out of 13,000 roadside drug tests since the program was introduced in December 2007. The latest alarming statistics suggest that drug driving in Australia is on a rapid rise with the NSW Police reporting a 24 per cent rise at the end of 2009 over the previous year. This extrapolates to an average of one in every 52 drivers pulled over by the NSW Police tested positive. According to Australian police statistics one in every 45 drivers tested in 2010 was on drugs, compared with one in 142 who were found to be drink driving. The latest figures reveal 888 people tested positive for drugs this past financial year, up from 280 the previous year. Every heavy vehicle operator that has tested positive by a road side police saliva testing device, at minimum has tested positive to methamphetamines. This is a growing concern within the industry. Smarter than analogue monitors Smart Heads are the absolute state of the art. Superior to the opposition monitors which use an analogue signal, i.e. 4-20mA, to transmit the gas value to their controller. The Smart Head digitises the gas signal directly at the sensor, the gas value is read from the sensor cell, linearised, temperature compensate and scaled into the units that the particular Smart Head is calibrated for, i.e. ppm or %V/V. CO or CH4 etc. The sensor transmits that value to the Controller, along with the temperature, operating voltage etc. if requested. It has functions for, calibration, alarm configuration, outputs to drive strobes, or sirens and data memory.
Smarter design reduces material cost The Smart Head Monitoring System is designed to reduce cost, equipment redundancy and configuration time, when several gases are being monitored at the same location by using a “smart” sensor, and separating the Sensor from the Controller. The device consists of a microprocessor, a gas sensor, temperature sensor and memory to store configuration parameters and current readings for access and communication by the Main Host using the Modbus protocol.
Smarter because it communicates using the most widely used protocol Modbus Each Smart Head Controller can interface with up to eight Smart head Sensors, each reading a different gas. The Smart Heads are powered from and communicate over a single four conductor backbone cable that is connected to the Controller. All grouting bodies are made for ease of operation and have access steps and walkway platform safety rails built to Australian standards. Our two tank system greatly increases the productivity of the whole system by allowing you to be mixing up the next batch of grout whilst still pumping out the first batch. By using this system there is no need to stop pumping down the hole between batches of grout. With each of the grout tanks having the capacity of up to 2000ltr of product per batch you can handle large diameter and deep holes with ease.

How Branach earned its survivor reputation When it comes to the ability to perform under the most demanding conditions, one type of platform stands head and shoulders above all others. Branach is a unique Australian design that combines the benefit of strength with the advantages of lightweight fibreglass construction.

hink of the most extreme conditions in Australia’s mineral extraction industries. It may be working underground in a coal mine in Queensland; maintaining equipment next to the furnace in a smelter; coping with weather and salt on an offshore drilling rig or surviving the vibrations and chemicals of a mineral processing plant. Many products have a greatly shortened life span in these kinds of environments. Branach’s reputation as a survivor began as an innovative concept developed by two engineers in Australia who noted the lack of true high performance climbing products that could withstand the harsh conditions encountered in mining, processing and exploration. Its research and development, mixed with good old fashioned determination, led to the development of Branach’s patented box-rail ladder construction. This innovative concept used modern structural adhesives, metals and composites to build the world’s lightest and strongest fibreglass ladders. The unique, box-rail design maximises rigidity and minimises twist and sway, leading to the safest way to work at heights. In 2003, the team developed the fibre glass Step Platform range to meet the new working at heights regulations. In addition to maximum stability, the platform standing area itself is larger than the industry average, allowing workers to place one foot in front of the other to put their weight into drilling or rivetting. Easily adjustable levellers and the large foot-pads provide a stable base on rocky or uneven ground. Now workers can safely operate at a height of 3.6 metres with the extra stability of a step platform. Alongside benefits of strength, stability and ease of use, fibreglas s construction means Branach ladders and platforms are electrically non-conductive and therefore able to provide an extra margin of safety that aluminium and steel products cannot offer. Some working environments are particularly hazardous due to the corrosive chemicals found on the ground and in the air. Branach developed a super-tough range of corrosion resistant ladders and platforms called CorrosionMaster. By specifying high grade stainless steel for fittings, platforms and safety rails, the Branach engineers successfully created climbing products with no

Project 1: Custom Fluidpower was tasked to undertake a manual lube grease of a customerâ&#x20AC;&#x2122;s drive station. As one of the key factors was improving safety, Custom Fluidpower grouped the manual points to simplify greasing to a safe location. They reduced 700 metres of 3/8â&#x20AC;? stainless tubing in the current system to the much tidier and safer labelled anchor manifolds, completed over a one week period. Project 2: A stacker machine had a centralised Grease System installed by Custom Fluidpower. The project took four tradesmen over three months to fit out a complete centralised dualine grease system from the pumping station to service all bogies, bearings and pivots via metering valves.

Project 3: Custom Fluidpower designed and implemented a complete oil lubrication system package for a customer. The system, fitted on a shiploader, provides improved cooling, filtration and serviceability. The units are also being manufactured on other gearboxes. Project 4: An oil circulation system was developed and installed for a reclaimer bucketwheel gearbox system. Custom Fluidpower replaced OEM equipment with local stock pumps and re-piped the equipment. This project was repeated on all the reclaimer gearboxes. The 4HRM-PLP Over the last few years mining globally has taken a very noticeable turn in regards to safety. Large companies with global public profiles have lead the way in changing perception in responsible mining techniques and terms such as “Zero Harm” and “Sustainability” have become common vocabulary within the industry and are seen as attainable goals.

In response to numerous customer requests for a small, lightweight and highly portable refuge chamber for use in single entry headings, MineARC Systems developed the 4HRM-PLP (4-Person Hard Rock Mine, Powerless Portable refuge chamber). The 4HRM-PLP is designed to provide miners working in single entry headings with access to a safe and effective means of refuge in the event of an emergency. DORIC excels in the resource sector DORIC recently won the $70 million contract to deliver the construction of the main camp and accommodation village for the Karara iron ore project in the mid-west. Located 380km north-east of Perth, Karara is a major new integrated iron ore project between Gindalbie and leading Chinese steel and iron ore company, Ansteel.

ORIC are tasked with design and build of the camp and associated facilities which will house the main construction workforce for Karara and once fully completed, the main construction camp will accommodate up to 1,350 people. Having recently completed the delivery of the first two zones of the project, DORIC are very pleased with the work completed to date. Once zone one is occupied, it is understood DORIC will set an industry record in the number of beds delivered in the time frame. Practical completion occurred on May 31, seeing some 236 beds and four laundries completed. DORIC is also extremely pleased to have been awarded the Karara iron ore project site contracting partner of the month for June. DORIC prides itself on the highest of safety standards and

The Evolution of Seating in the Mining Sector Safety has always been and continues to be an ongoing focus in the mining sector. Although mining is considerably safer today than in past times, few understand the role that seating plays in the day to day safety of mining vehicle operators.
D
uring the day to day operation of many mining vehicles, both the mining vehicles and their drivers are subjected to extreme conditions which generate vibration. Many mining vehicles do not have any vehicle suspension. Therefore, during the daily operation of the mining vehicles, the amount of vibration that the operator is subjected to (known as whole body vibration) can only be effectively minimised by the seat. Without a suitable suspension seat, the operator could be subjected to harmful levels of whole body vibration. Therefore, all of these types of mining vehicles require specialist seating.

KAB Seating has played an important role in the evolution of safer, more comfortable, and more applicable seating for the mining industry. The three areas in which this is most evident are: seating suspension, seating accessory, and purpose designed seat shapes.
Mining seats can be customised to allow increased functionally for a specific job task or increased ergonomics. For instance:
Seat Shapes Underground mining requires the mandatory use of cap lamps and self rescuers. Equipment operators must carry these on their mining belts at all times. This means the operators cannot sit in a normal seat, but rather need a contoured backrest that allows for the safety belt. In answer to this requirement, KAB Seating developed T1 and F1 cut seats. Both styles are suitable for the safety belt, but in the early days did not incorporate air lumbar support or recline mechanisms. Demand then grew for greater comfort and ergonomic support. As a result, KAB Seating recently introduced the KAB T5 cutaway seat which features inflatable air lumbar support and recline functionality.
Suspension Types Suspension units come in various widths and stroke lengths to suit various vehicles and applications. Cabin size and design must be considered when fitting a suspension seat. Air seats are often weight rated to higher weights than mechanical seats and

A turn table or swivel can be added to allow the seat to rotate 180 or 360 degrees to improve job function or assist entry. Seat isolators can be added to reduce fore-aft or side-to-side vibration which is not reduced by the vertical suspension on a standard seat. Joysticks, pod controls and armrests can be added to increase job performance and again increase ergonomics. Seat covers made from canvas or special spray on coating (Rhino coat) can be added to increase the waterproofing and durability of a seat upper. Composite ceramic liners typically provide the cheapest cost per ton of material handling liners when used correctly. • BattleTough ceramic liners, 50mm thick ceramic tiles imbedded in rubber, total thickness 64mm. BattleTough liners are supplied with a studded steel backing plate which can be cut to size if required to avoid modifications to existing steel work. Ideal applications are hard to access high wear areas such as deflectors, impact zones in chutes and high volume chutes with lump product. • TesaCer ceramic liners, 20mm thick ceramic cylinders imbedded in rubber, total thickness 32mm. TesaCer liners are supplied with a studded steel backing plate which can be cut to size if required to avoid modifications to existing steel work. Ideal applications transfer chutes and deflectors in applications with limited lump product. • Rubber mats with imbedded hexagon ceramic tiles complete with CN bonding layer for easy installation onto existing rubber liners or steel work. Mat thicknesses vary from 6mm [4mm ceramic tiles on 2mm rubber] to 20mm thick [13mm ceramic on 7mm rubber] to suit flat or curved surfaces, ideal applications include cyclone launders, mill feed spouts, pipes, launders and hoppers.

Minerals rich, water poor Australia is the driest inhabited continent on Earth. It is also one of the most mineral-rich. At this crossroads of Australia’s mineral wealth lies the need for water. Ultimately, to secure a mine’s future you must find and subsequently look after a reliable water supply.
A
dvances in mining and metallurgical technology over the past decades have allowed us to increase dramatically the scale of mining projects and develop increasingly remote mining locations. It still requires roughly a tonne of processing water for a tonne of ore, and the challenges to mine water supply are increasing. Mines are frequently in dry, desert areas where water requires significant exploration effort or must be transported in. With capital costs for pipelines being as high as one million dollars per kilometre, some projects never surmount the water supply hurdle. Other major projects have had to meet their water needs through desalination, typically a billion dollar proposal. Additionally, projects face increased operating costs because of poor or inadequate water supply, as this affects everything from production to dust suppression. It is a poorly appreciated fact that mines require a lot of water, and they cannot function without it. Pipelines and desalination are simply too expensive to be an option for anything but the largest of projects. Inevitably, it is to local groundwater that mines must turn to find a costeffective, long-term, reliable water supply. Securing a groundwater supply in a capitalintensive environment demands that companies work smarter. It is crucial to know and understand the mine’s situation and needs before appraising the supply options. Groundwater is often a central component to supply, hence groundwater exploration is a critical factor in a mine plan. The first stage of groundwater exploration involves ferreting out the relevant data that already exists. This may be in-house, or may reside in government departments. Many companies would be surprised how far along they might already be towards understanding their water situation. A highly experienced hydrogeologist can make the difference at this stage. Firstly, a rigorous groundwater exploration picture is formed to recognise what additional information must be collected. This picture changes from project to project and there is no universal approach to groundwater exploration. Every project demands a unique approach. Carefully and expertly selecting advanced exploration techniques, such as remotely sensed satellite data or airborne geophysics will streamline the field operations. These techniques can make the targeting of boreholes more efficient

and deliver a better success rate, all at a fraction of the cost of drilling additional holes. The use of the experience and expertise of senior specialists in geophysics, geology and hydrogeology at this stage ensures that there is no wastage of time and resources. Cost efficiencies can be realised before a drill rig even breaks ground. A well designed groundwater exploration program aims at maximising the success rate in the field so as to deliver 100% of the client’s needs in the first pass. Having decided to construct a bore field, the high risk stage of the groundwater process begins. Drilling and constructing a water bore is substantially more expensive than a typical minerals exploration drill hole. The selection of drilling contractors with good water bore experience can make or break a project. It is critical that experienced, expert staff supervise. Every step from the accurate logging of drill cuttings by a trained and experienced hydrogeologist, to the design of the production casing and pump-testing of the aquifer, must be handled with the greatest of skill. These are not tasks that can be left to a recent graduate. Done properly, the likelihood of reliable supply is increased dramatically. Why source great data if you do not have excellent analysis? The numerical modelling of bore field performance delivers insight into the best pumping rates and the longevity of supply. It also helps understand the impact mining might have on the surrounding environment. It allows the planning of extraction regimes and rates, and can identify opportunities for expansion if required. Numerical modelling is not a one-size-fits-all task. Each project requires an experienced modeller to construct and run the model for that project, scaling it up and down to interrogate the likely behaviour of the bore field. Without understanding the likely performance of your new water supply, you cannot plan for the future. Consideration of all aspects of mine water supply early in a project’s life can secure a mine’s future. The effective use of groundwater resources can make all the difference to a mine’s success.
