► BRINGING EFFICIENCY TO REMEDIATION A major engineering company appointed Arcadis to provide environmental contracting services to manage the environmental liabilities associated with a manufacturing site in the Midlands, where historical degreasing activities had resulted in significant chlorinated solvent ground contamination. Arcadis initially provided site investigation services including a Membrane Interface Probe (MIP) investigation to delineate and characterise the ground conditions and enable a targeted remediation scheme to be developed. This was followed by the provision of environmental and safety management during the facility demolition, in order to prepare the site for remediation. The remediation approach implemented by our FieldTech Solutions team was tailored in phases to provide a cost effective approach. Throughout this Brownfield Briefing award winning project, regulatory and public liaison was proactively maintained to allow the remediation approach to be optimised based on performance, whilst at the same time, meeting all compliance requirements. This resulted in lifecycle cost savings to the client of £10 million against the site environment reserve.

Decommissioning and demolition
Derelict and out-of-service manufacturing and industrial facilities pose multiple challenges to their owners, presenting exposure to risks associated with regulatory compliance, fire and vandalism, as well as acting as a barrier to beneficial site re-use or redevelopment. Decommissioning is a necessary step to conclude operations at facilities impacted by hazardous materials. Decommissioning services range from facility assessments to identify hazards, risks and environmental impacts, to the overall demolition of the buildings and structures.
Remediation contracting and OMM
Environmental remediation classically presents openended costs for site owners with uncertain returns on spend. ► ELIMINATING HAZARDS AND UNNECESSARY COSTS When one of the world’s leading vehicle manufactures decided to close a major UK facilities, our FieldTech Solutions team was appointed to undertake the decontamination, decommissioning and demolition of the phosphating and painting building, the most potentially hazardous building on the property, in preparation for site divestment. Part of this project involved the management and removal of former process wastes during the decontamination and decommissioning phase, prior to undertaking the demolition. Through various approaches, from detailed analytical testing, to the use of our tailored in-house resources to provide flexibility, we identified a cost effective waste treatment disposal route for the phosphate sludge and implemented its safe removal. This approach to waste characterisation and classification diverted the hazardous waste generated during the project away from incineration, and in the process, saved the client in excess of £250,000 in disposal costs. The entire demolition project was completed on schedule, safely -with no incidents or injuries- and with all contaminated residues and wastes contained without uncontrolled release to the environment.

Site investigation services to meet any requirement
Whether performing a geotechnical ground investigation, or environmental sampling to assess land contamination, the extensive field resources and well-established sub-contractor relationships held by our FieldTech Solutions team enables us to meet all site investigation and field service client needs. Our dedicated team of experts, in-house drilling capability including laser induced fluorescence (LIF) and MIP technologies and an inventory of field equipment and supplies, allows us to meet any requirement across the UK.
► MAINTAINING BRITAIN’S TRANSPORT INFRASTRUCTURE THROUGH RAPID RESPONSE GROUND INVESTIGATIONS
Following the wettest winter in 250 years, in January 2014 an 80m long and up to 15m high stretch of rail embankment failed catastrophically. Arcadis was approached by a main rail contractor, on behalf of Network Rail to work as the ground investigation contractor and geotechnical designer to provide rapid response emergency services and ultimately produce the remedial design to stabilise the three failed slopes over the one mile length of embankment. A phased approach was undertaken to enable the line to be re-opened as quickly and safely as possible. Phase I ground investigations included dynamically sampled boreholes with inclinometer and piezometer installations close to the slip area and handheld windowless sample investigation within the slip, with additional dynamic cone probes. Phase I investigations enabled initial design works to be undertaken with the line re-opening ahead of schedule, six weeks after the original failure. Phase II ground investigations were commenced to review the full length of the embankment, assess the overall stability of the stretch and provide base data for future monitoring and assessment. This phase included Dutch Cone Penetrometer probes using CPT rail mounted lorries and excavator mounted CPT units.
Creating value from redundant assets
Costs can spiral dramatically when portfolios of sites are poorly managed. Arcadis approach this by compiling portfolios of sites with common characteristics to provide maximum cost savings. This approach reaps numerous benefits for clients, from reliable and consistent implementation of strategies, to a shorter closure time. The economies of scale clients realise by combining multiple sites for closure are typically greater than for single-site closures. The FieldTech Solutions team manages portfolios of sites as a single ‘cost-to-closure’ programme, providing improved performance, while reducing costs and resource demands and going beyond the typical procurement process to deliver the benefits of “single line of sight” accountability. Successful approaches range from bundling impaired properties in order to reduce remediation costs, to bespoke contracts which provide assurance in remediation costs at the time of divestment.
► SUPPORTING COMPLEX SITE REGENERATION A major pharmaceutical company planned to exit one of its UK manufacturing sites and at the same time, provide a positive legacy to the local community by enabling the regeneration of the site area through the divestment and remediation process. Arcadis was appointed to support the client through their site investigation, assessment and remediation phases. One site area, a former landfill, contained hundreds of thousands of glass vials which required breaking in order for the contents to be cleaned and the nature of the waste changed, with concentration reduction required for over 800 different chemical compounds and asbestos. This material complexity meant that more than one remediation technology was required to address the multiple physical and chemical characteristics of the waste material. Arcadis was the recipient of two Brownfield Briefing awards for the combination of remediation approaches implemented on this regeneration project. Almost 54,000 tonnes of landfill material was processed, of which 97% was treated and reused on-site, or recycled, whilst also achieving the remediation objectives; this facilitated the overall successful regeneration of the site.
