Safeguarding Project launched in Perth By James Parker “CHILD sexual abuse is a terrible problem, and it simply has to be dealt with. We cannot sit back and do nothing,” said Archbishop Costelloe at the official launch in St Mary’s Cathedral last weekend of the Archdiocese of Perth’s Safeguarding Project. “Children need to be protected today,” the Archbishop exclaimed, in what is being seen as the most robust strategic action being taken by any Australian bishop to right the wrongs of the past and to ensure the protection of children and the vulnerable in the future. Following the Archbishop’s homily, Archdiocesan Safegu arding Proj e c t Coordinator Andrea Musulin was invited to speak from the Cathedral sanctuary. “When you are talking about protecting children, 100 percent is not enough. It always has to be more. That’s what the Archdiocese of Perth is trying to achieve,” Musulin stated. Speaking at the conclusion of the launch, Musulin gave further clarity to the way in which the project will be delivered. “I will be the overarching safeguarding officer, with two local officers appointed to every parish. The people chosen will be required to attend training and then we will look at ways in which, together, we can develop local projects that parents and children can attend. 1 | EDITION #39 | 10 JULY 2015

“It is about making sure officers are au fait with the policies and procedures that I have written for the Safeguarding Project and that guiding principles are put into place and are being followed in parishes.”

police officers, child protection workers, and those with a high level of expertise in protecting children, all applying.” Musulin also wishes to see people without prior experience coming forward. “A high level of expertise

“I am looking for people who are 100 per cent committed and 100 per cent dedicated to protecting children.” Speaking about the response from the four pilot projects in rural and metropolitan parishes, Musulin said that “the response has been overwhelming positive”. “The level of expertise of people wanting to fulfill these roles has been extremely high, with school principals, retired principals,

without the passion and dedication to do the work is not enough. “So, I am looking for people who are 100 per cent committed and 100 per cent dedicated to protecting children.” Mandatory training will be provided for officers. Throughout the year, a plethora of additional training to further develop

and strengthen their capacities will be on offer. The role of parental engagement was then highlighted, with Musulin emphasising that “having parental support of any program like this is vital”. “Children look to their parents for guidance and for reassurance. We all teach children about stranger danger and we all beat to the same drum. We have the same message and sit on the same page. “When we talk about child sexual abuse prevention, we are not all beating the same drum, simply because these issues (about childhood sexual abuse prevention) were not addressed when we were children. Archdiocese of Perth launches world-first Safeguarding Project Continued from Page 1 “So, we need to get parents on board and we need parents to be quite aware of how, what, when, and why child sexual abuse is perpetrated because it is then that we can actually work with children with parental support and that will make the program all the more the better.” When discussing the ageappropriate and developmentally appropriate nature of material to be shared with children, Musulin, as a mother, understands many parents have justified concerns and explained that, under the age of four, children are too young to grasp some of the strategies and concepts we teach them. “For a child under four, we say, ‘have no secrets’. “Otherwise, it is teaching kids about what is a safe secret and an unsafe secret. Really, the importance is teaching children about [what is and what is not safe] from birth.” When discussing the receipt of allegations, Musulin was clear that the Safeguarding Officers are not the judge and jury. “They are not the police providing the investigation. They are the person who receives the concern that then comes directly to me.” This project is seen as a first globally due to the strong preventative education it involves, otherwise known as protective behaviours education. “This is our secret weapon among the many weapons we have,” Musulin pointed out. Looking at the recipe for crime, 80 per cent of it occurs because of the opportunity to 2 | EDITION #39 | 10 JULY 2015

commit the crime. “The sheer fact that children don’t have the knowledge and are not empowered creates that 80 per cent chance of opportunity when we are talking about child sexual abuse. “That said, there are things that we can teach children that would reduce that opportunity. “When we are looking at a holistic view of protecting children and creating child-safe organisations, you cannot really have a childsafe program or policy that doesn’t involve empowering children through education.” Reflecting on the united applause by the congregation after her short address in St Mary’s Cathedral, Musulin said, “I think people are ready for this. It is the very lack of information, it’s the lack of awareness, that has probably got us to where we are today”.

“An open and aware culture, bringing [child sexual abuse] to the fore, coming to terms with the fact that it exists, are all going to help us in our journey to prevent it from happening in the future.” Each parish has received a short video clip outlining the purpose of the Safeguarding Project in which Archbishop Costelloe and the project coordinator, Andrea Musulin, summarise the way forward and invite parishioners to consider becoming volunteer safeguarding officers for their locality. Additionally, information flyers have been sent out for widespread distribution in parishes with officer nomination forms being available for download at www.perthcatholic.org.au. THE FUTURE of WA’s leading Catholic provider of aged care, family, health and community services has never looked brighter as the new MercyCare central office in West Perth was declared open by Premier Colin Barnett on Wednesday, 1 July 2015. MercyCare staff and volunteers from five different sites will now be working under one roof in a move that sees the not-for-profit organisation strategically develop its organisational capacity, resources and support services. Among the dignitaries present at the opening and blessing were Archbishop of Perth Timothy Costelloe SDB; Auxiliary Bishop Don Sproxton; Western Australia Premier Colin Barnett; and WA Leader of the Opposition, the Hon Mark McGowan MLA; City of Perth Lord Mayor Lisa Scaffidi; Mr Ken Hayward (Welcome to Country); and numerous religious from the Sisters of Mercy. Following the unveiling of the plaque, Archbishop Costelloe bestowed his blessing on the premises and on those present, praying that the building “may be a space of collaboration, creativity and growth, respect, compassion, integrity, justice, courage and excellence, where leadership is strong, courageous and mindful of the common good”. Fr Geoff celebrates 50th anniversary By Mark Reidy and Jamie O’Brien WITH SOME 50 years of priesthood now under his belt, Baldivis parish priest Father Geoff Aldous had every reason to celebrate last weekend. With more than 300 family and friends in attendance, Fr Geoff celebrated a thanksgiving Mass at Mother Teresa Catholic Primary School Hall on Sunday, 5 July, together with Archbishop Emeritus Hickey, Perth Auxiliary Bishop Don Sproxton, Geraldton Bishop Justin Bianchini, 12 priests and two deacons. Ordained at St Mary’s Cathedral on 3 July 1965, Fr Geoff has served throughout the state, from metropolitan Perth parishes to the wideopen spaces of the Central Wheatbelt, as well as in the Diocese of Geraldton. Appointed in 2010 as parish priest of the new Baldivis parish - a semi-rural but rapidly developing sector 40km south of Perth - Fr Geoff ’s passion for one of the Archdiocese’s newest pastoral areas has fanned a fire within him. In his own words, Fr Geoff said he feels as though he has been blessed with a very diverse, enriching and fulfilling ministry as a diocesan priest. “Perhaps I can now say, in biblical terms, that the best wine has been kept to last... which is, for me now, the challenge of pioneering the wonderful pastoral area of Blessed Teresa of Calcutta, Baldivis. “I truly thank God for his many blessings of these 50 years.” In an interview earlier this year with the Communications and Media Office, Fr Geoff said his

work at the new Baldivis parish, and the journey associated with that, has been very good in every way. “I enjoy pretty good health (most of the time) and have plenty of energy and enthusiasm for the apostolate.” Although the parish does not yet have a church build-

a few hours each day visiting families who are not currently participating in Church life, as well as those who are already actively involved. “There is no such thing as a typical day,” he reflects, “but, as I am not weighed down by the demands that may exist in more developed parishes,

“The spirit is strong and the challenge now is to develop this spirit as the parish continues to grow...” ing, Fr Geoff ’s enthusiasm is fuelled by the support he is receiving from the fledgling community, which continues to grow in size and passion. It is this faith and love that inspires the pioneering priest on his quest to visit as many people in the area as he can. With more than 600 people in the area identifying themselves as Catholic on the most recent census, Fr Geoff endeavours to spend

I am able to spend time with visitations. I always return home with a spirit of joy and privilege.” This sustained outreach has meant the usually shy and reserved cleric has become more extroverted in his approach and he is pleased with how the community is flourishing, taking encouragement from the words of Pope Francis, ‘I prefer a church which is bruised,

hurting and dirty because it has been out on the streets, rather than a church which is unhealthy from being confined and from clinging to its own security. I do not want a church concerned with being at the centre and then ends up by being caught up in a web of obsessions and procedures.” “We have a long way to go and struggle in some areas,” Fr Geoff shared. “But the spirit is strong and the challenge now is to develop this spirit as the parish continues to grow.” Fr Geoff has had a wide variety of parish and pastoral experience over his five decades of priestly ministry, from the city suburbs of Victoria Park, Mirrabooka, Whitford and Innaloo, as well as in the regional areas of Kellerberrin, Northam, Geraldton and other towns in the Central Wheatbelt. The Shopfront offers helping hand to those most in need AS PART of the 2015 LifeLink Winter Appeal, the eRecord is this month taking a closer look at the work undertaken by organisations such Identitywa, Centrecare, Catholic Ministry for People who are Deaf or Hearing Imp ai re d , D ay d aw n , Emmau s Communit y, Emmanuel Centre, Centacare Employment & Training, Djooraminda, The Shopfront and Catholic Outreach. This week eRecord Editor Jamie O’Brien speaks with Rosario Murace, a 36-year old Maylands resident who, thanks to the assistance and support of The Shopfront, has been able to get his life back on track, following a series of unfortunate events • • • SERVICED predominantly by volunteers, The Shopfront is at the forefront of the Archdiocese’s work in helping to relieve poverty and suffering in an environment that offers practical assistance, fellowship and hospitality. Founded in 2001 by now Archdiocesan Manager of Corporate Services, Julie Williams following an initiative from Archbishop Emeritus Hickey, the LifeLinkfunded agency assists more than 3,000 people in need each year with many repeat visitors. A significant number of these people are homeless. The Shopfront Director, Brian Tierney, says the work of staff and volunteers includes providing a listening ear and a caring heart in a non-bureaucratic manner. “We strive to respect the equal dignity of each person who comes as a visitor.

antly surprised. “Why would people help out like this? When you live on the streets, you see a lot of homeless people and you think that’s how your life is going to be if you don’t do anything about it. “That was enough for me to get myself into gear and do what I needed to do to survive.” Rosario’s life is now back on track, and he is now currently studying at TAFE, and has even taken up professional weightlifting again, after a 10-year break. Mr Tierney said that providing help to those who come into The Shopfront can vary from providing assistance with accommodation, budgeting, depression, hunger, loneliness, addictions and violence.
