Caged andtrappedforatimebytheavengers oftheveryRepublichecontrivedto coverwithinfamyatthemomenthe helpedtocallitintoexistence,this hardlylessominous"thingofevil" thanPoe'sRaven,whomtheAmerican lyristapostrophisesfreelyas"birdor devil,"hasjustescaped,throughthe remissnessofhiscustodians,inNew Caledonia,whencebywayofNewYork, 'heisnowflittingacrosstheAtlantic. Rememberinghowmanygloriousfanes weresetinablazebutrecentlybythe petroleumspiltfromtheLanternof thislaterErostratus,onecanonlyregret thatthereisnotasummaryand stringentclauseappendedtothe ExtraditionTreatiesknittingtogether thegreatnationsofthemodernworld, bywhichallyone,ofthemmightbe empoweredtoseiz ritedelietu andthurstbacka Idwrance,tjais commonenemyof liedecency,of order,andofallgoodgovernment.

Amostdisastrousflood,ofgigantic dimensionstookplateonthe16thof MayatNorthampton,inMassachusetts. OntheupperpartofMillRiver,asmall tributaryoftheConnecticut,inHampshire'county,therearethreelarge reservoirsfortheuseofthenumerouus factorieswhichlinethebanksofthe stream.betweensevenandeight o'clockinthemorningaleakwas okayedinthewallofoneofthese reservoirsanyattempttoarrestits progresswasunavailing.LIafeW momentstheungovernablewaterhad burstfromallrestraint,andrushed headlongforwardsinoneimpetuous torrent,rising,itissaid,totheheightof atwo-storiedhouse,and,bearingwithit, theruinsofhouseandfactory.The firstobstaclewhichitencounteredwas agrist-mill,which,wearetold,itswept awaylikeamatch-dox.Fourvillages havebeenentirelydestroyedwithabout fortybuildings,tendamsandtwenty bridges.Thelossofhumanlifeisestimatedatfrom150to200.Inmany instanceswholefamilieswerehurried awayalmostinstantaneously.The

lifelessbodyofoneofthesufferers-a Dr.Johnston-wasdiscoveredwithhis twochildrenclaspedtohisbreast;his wifeandinfantalsoperished.Great 'dameisattachedtotheartficersofthe reservoir,whoseemtohavebeen actuatedbyaculpabledesirefor economyinpreferencetosafety,which, inanundertakingofsovastmagnitude, hasresultedinsuchlamentableconsequences.AcommitteeoftheMassachusettsLegislaturehasviewedthe groundfortiepurposeofmakinga report.

Thelossoflifeoccasionedbythis awfulcatastrophewouldhavebeen incalculabygreaterhaditnotbeenfor thespiritandcourageofanAmerican milkman,oneCollinsGroves,whose namewill,fromhenceforth,heahouseholdword.Havingheardtheterrible newsoftheburstingofthedam,almost immediatelyonitsoccurrenceCollins Groves,whowasonhorsebackatthe time,hurriedforwardalongthevalleyto spreadthealarm.Itwasliterallyarace forlife,--forlifetoriderandhorse, whotoiledonwiththeroaringfloodat theirheels-forlifetothehundredsof nnconsciousvillagersoueitherside, ignorantofthecomingdanger-forlife tothebusycrowdsofoperativesinthe factories,allunconsciouslyabidingtheir doom.Liketheharbingerofsalvation camethegallopingsteed,whilethe eagerriderwavedhisarmsm gestures,shoutedinavoicehoarsewith eagernessandemotion,"rothehills, foryourlives-thefloodishere."At Skinnersvillethemessengerwasonly fiveminutesinadvanceoftheflood, andatHaydenvillebarelytwominutes.

LAtwistedatlastanotherherald,having takenupthetidings,trovesalteredhis course,and,forthefirsttime,beheld theawfulenemyhehadforestalled. Foramomenthealmostdespairedof escape,but,happilly,thisgallant,trueheartedherowassparedthefatefrom whichhehad,underHeaven,beenthe meansofsavingsomanyhundredsof hisfellowcreatures.

THECATHOLICUNIVERSITY,DUBLIN.

Amostinterestingandtrulyimportantceremonytookplaceinthe CatholicUniversityChurchonSunday last.Ialludetothededicationofthe UniversitytotheSacredHeartofJesus. Theceremonywasperformedbyhis EminenceCardinalCullen,inpresence ofacongregationwhichthrongedevery partofthedivineedifice,andwascomposedoftheeliteoftheCatholic populationofthisCatholiccity. Conspicuousamongstthemostattentive beholdersweretheProfessorsofthe Universityinacademiccostume,anda largebodyofstudents;whileofthe clergyagoodlyarraywaspresent,the provincessendingrepresentativesas wellasthemetropolis.Theappearance oftheUniversityChurchwastruly delightful;thosewhohadchargeofthe decorationscertainlyshowedthatthey hadatrueappreciationofthegreatact thatwasabouttobeperformed,forthe splendourandprofusionwhichmarked theirworkwouldleadtotheimpression thattheUniversitywasdependenton tstateaidinsteadofonthecharityof theimpoverishedIrishnation.Aprominentobjectwastherecentlyerected statueoftheSacredHeartbyMeyer,of Munich.Thisbeautifulworkofart stoodontheepistlesideofthealtaron arichlycarvedCaenstonepedestal withfloreatedcapital,andwasblessed byhisEminencetheCardinalatthe sametimethattheceremonyofdedica.

Itisamoretruismthatmischevious literatureisespeciallydangerousforthin young;butwhenitsforceLiillustrated byapracticalincidentitdeserves specislnotice.Aboyelevenyearsof agewasconvictedattheMiddlesex e6sionsofstealing£25s.6d.froma dwelling-house,anditappearsthatbe wasinducedtocommitthiscrimeby readingpennypublicationsrelatingthe adventuresofhighwaymen.The magistrate,Mr.itserjeantCox,very wiselyrefusedtosendtheboytoa reformatory,ashemightcorruptother boys,andhowantedtoteachhimthat crime,insteadofbeingagrandorheroic thing,ismostdegrading.Hesentenced him,therefore,tosixmonthsimprisonmentwithhardlabour,andtobetwice whippedwithabirchrod.Itisnot statedwhetherthebuyhadparents living,butitisplainhohadreceived someteaching,ashecouldreadthese dangerousbooks;thoughitisterribly evidentthatnopainscouldhavebeen takenwithhismoraltraining.Hereis aspecimenofwhatwemayexpect shouldtheeducatedheathenism,so favouredbyoursecularists,becomethe lawoftheland.Howgreatisthe responsibilityincurredbythosewriters andpublisherswhodeliberatelycirculatesuchmoralpoisonamongtheyoung forthesakeofgainwillneverbeknown untilthesecrethistoryofhumanactions andtheirmotivesisrevealed.

WITCHBURNINGINSINALOA.

ThepeopleofSinaloaare,forthe mostpart,Indians,leadingveryprimitivelives.Someoftheirnumberwere suddenlyseizedbyaarrangedisease, whereupontheyimaginedtheywere bewitched.Theafflictedpersonsaccused anoldmanandhiswife,andanold womanandherson,asthebewitchers. Theaccusedwerebroughtbefbrethe Alcade,andsubjectedtoanexamination.Unhappily,nopriestwaspresent, andtheAlcadeactedwithgreatpromptness.Heorderedthepoorwretchesto beburnedtodeath,andthesentence wascarriedout.Itishorrible.But,

then,thesepeoplehaveonlydonewhat wasdoneinEnglandandintheUnited Statesinhundredsofinstances;andit mustberememberedthatthepeopleof Sinaloaarenotnearlyaswellinformed asourancestorswere150yearsago. Theyinhabitanisolatedanddreary country,wheremodernideasareslow inentering,andwhereprimitive customsstillprevail.Thepeopleare chieflyIndians;and,althoughtheyare Catholics,theirpriestswithdifficulty restrainthemwhentheirpassionsare excited.Hadapriestbeenawareof whatwasgoingoninthisvillage,the livesoftheaccusedwitcheswouldmost probablyhavebeensaved.Asitwas, thepeoplewerelefttotheirowndevices; andthedeplorableresultfollowed.It scarcelybelongs,however,toour Englishcontemporaries,assomehave done,toreproachthem,ortodraw fromthisoneoccurrencethemoral thatthewholeMexicanpeoplearea brutalandbarbarousrace.Atthe worst,theyatenomorebrutaland barbarousthantheEnglishpeoplewere aftertheyhadenjoyedtheblessingsof theReformationfor100years.

ELEMENTARYSCHOOLSINENGLAND ANDWALES.

Areportrecentlypublishedshows thatintheyearending31stAugust, 1873,theinspectorsvisited11,094day schoolsinEnglandandWales,to whichannualgrantsweremade, containing15,929departmensundo* separateteachers,andfurnishingaccoms modation,ateightsquarefeetofsuper( ficialareaperchild,fur2,582,549 scholars.Therewereontheregisters thenamesof2,218,598children,of whom820,400wereundersevenyears ofage;1,321,182werebetweenseven andthirteen; 77,016wereabove thirteen.

Ufthesescholars1,811,595were presentonthedayoftheinspector's visittotheirrespectiveschools,while 1,482,487were,enanaverage,indaily attendancethroughouttheyear; 1,279,220havingmadetherequisite numberofattendanceswerequalified tobringgrantstotheirschools,390,999 withoutindividualexamination,and 888,221,onpassingasatisfactory examinationinreading,writing,and arithmetic.758,268wereactually' presentedforsuchexamination,and 456,466passedtheprescribedtest withoutfailureinanyoneofthethree subjects.

Theinspectorsalsovisited752 schoolswhichdonotfulfiltheconditionsonwhichannualgrantsare made.Intheseschools52,350scholars werepresentonthedayofinspection. Thenightschoolsexaminedduring theyearwere1,395innnmber;45,9173 scholarsabovetwelveyearsofagewere, onanaverage,inattendanceeachnights' 41,860scholarswerequalifiedfor examinationbyhavingmadethe requirednumberofattendancesduring thenightschoolsession.Ofthese 34,217wereactuallyexamined,and outofevery100scholarssoexamined 6753passedinreading,7211in writing,and62'56inarithmetic.

Theinspectorgfound16,810oertificatedteachersatworkintheaided schoolswhichtheyvisited,whilethe40 trainingschools,fromwhichthesupply ofteachersismainlyrecruited,were attendedin1873by2,896students. Thesestudents(withveryfewexceptions),And1,409actingteachers,were examinedforcertificatesinDecember, 1873;andin,thefollowingweek2,650 candidatesforadmissiontothe1,514 vacanciesdeclaredinthe*vatting

schoolwereexamined;ofthese,1,978 weresuccessful,and1,486arenowin theirfirstyearofresidence,alongwith 1,495studentsinthesecondyear.

PROTESTANTISMAHUMANINSTITUTION.

IftheAnglicanBishopofLincoln badthecourageofhisconvictions,hewouldeitherbeasonofour HolyMother,theChurch,orunder instructionbysomegoodCatholicpriest. Hehaswrittenacrushingcondemnatoin ofhisowncommunion,andconfessed thatsheisnotaChurchbutamere humaninstitution.Writingfrom Risholme,Lincoln,onthe12thofthis month,totheRev.B.Compton,ofAllSaints,Margaret-street,heuttersthe followingremarkablewords-which,if readarightbyProtestants,wouldallow themnopeaceuntiltheyhadleftits falsecommunionandcomebacksorrowingyetrejoicingtothefoldofChrist. TheBishopgoestotheveryrootofthe matterhetouchesthetruthwiththe pointofaneedle.Hewrites:-"I havealreadyexpressedmypersuasion thattodealwiththeritualandworship oftheChurchofEnglandwithout consultingtheChurchherselfinher Synods,andmerelybyaBillinParliament(whichcontainspersonsnotonly notincommunionwiththeChurch,but avowedlyhostiletoher,andher discipline)istojustifytheworsttaunts ofherbitterestenemies,whoallegethat theChurchofEnglandisnotofDivine institution,andhasnospiritualmission orfixedprinciples,butisonlyacreature oftheState,anddependentforher faithandworshiponthefluctuationsof parliamentarymajorities;and,consequently,hasnoclaimsontheallegiance ofthosewhobelievethatChristianityis adivinerevelation,andthattheFounder andRuleroftheChurchisChrist."

THEPOPE'SANNIVERSARY.

THECathedral,Marlborongh-street, Dublin,wasthesceneonSundaylast ofaveryimpressiveceremonyin commemorationoftheanniversaryof theCoronationofHisHoliness.High MasswascelebratedbyhisEminence CardinalCullenhimself;and,besidesa largearrayofclergy,therewerepresent theLordBishopofHamiltonandthe LordBishopofAnckland.Thelay congregationwasunusuallylargeand allthepreparationswereonascaleof greatsplendourandmagnificence.The preaches'wastheBishopofAuckland, theRightRev.Dr.Croke,who,as1 mentionedinaformerletter,belongsby birthtotheDioceseofCloyneandis nowonavisittohisnativecountry afteranabsenceofseveralyearsIfany personwenttohearhimexpectingan eloquentdiscourse,theymusthavebeen thoroughlywellsatisfied.Icannot heregiveareport,orevenanythinglike anadequatesummary,ofDr.Croke's sermon,butImaysaythatitwasin themainamosteloquentreviewofthe cheifreligiousorpolitico-religiousevents ofthePontificateofPiusIX.His Lordship,ashewentalong,vindicated theChurchfromthechargethatsheis hostiletoliberty;andwhenhespokeof Ireland'sfidelitytotheHolySee,and saidhowrejoicedhe-awaifand wandererfromthestormywasteof waters,apoormissionaryBishopfroma loneislandattheAntipodes-wasat seeingthatIrelandwasstillasfaitlifrl aswhenhelefthome,thrilled,eswithau electrictouch,theheartsofallhis hearers.Fromthefirstlinetothelast thediscoursebearsthemarkofthe highestscholarshipandculture,andis veryfinelywrittenthroughout.His mannerwasassplendidasthematter ofhissermon.Dr.Crokehasagood presence,afinevoice,andamost gracefulaction.itwaslateinthe afternoonwhenthecongregationdispersed.Itwillbelongbeforethe remembranceoftheceremonyandthe sermonwillfadefromtheirminds.

AMIRACLEATLOURDES. Mrs.Baker,anAmericanlady,on the25thofMayarrivedatLourdes withherhusbandandsister,bothof whomareProtestants.Aboutayear beforeMrs.Bakermetwithaserious accident,bywhichherspinewasdis-

located.Shehadsufferedacutely,had beenparalyzedduringthewinter,and atthetimeofhervisittoLourdeswas quiteunabletogoupordownstairs. Fortwodaysafterherarrivalshewas unabletobeartheshortdrivefromthe towntotheGrotto,butonthemorning ofthe28thshemadeuphermindto bravethecoldandthesufferingentailed byanymovement.Shewentina carriagetotheGrotto,andwasassisted downintothebath.0nenteringthe bathhersufferingsbecamemoreacute, andseemedalmostbeyondherpowers ofendurance.Hersister,inthetrue spiritofaProtestant,exclaimed"Therewasnoneedfuryoutocometo Lourdestotakeacoldbath."Butthe faithofthepourladyneverfailedfora moment.Shebeggedhersistertorub herlimbs.Immediatelyanindescribablefeelingofcomforttooktheplaceof herpain,andshewascured.Inafew momentsshehastenedtotheGrottoto returnthankstoourLadytheHealth oftheSick.Herhusbandkneltbeside her,joininghisthanksgivingswith thosethatarosefromherheart.He hassincepublishedalettergivingan accountofherformerstate,anddeclar. ingthatsheisperfectlywell,andable towalkassheusedtodoinheryouth.

THEOBSERVANCEOFSUNDAYINFRANCE. Sunday'svotewasadiscouraging one.Itshowedthatthereligious feelingoftheAssemblyisfarless vigorousnowthanayearorsoago,and exposedtheshort-sightednessofseveral leaderswho,insteadoffollowingthe dictatesofhealthyChristianprinciple, allowedthemselves,inviewof'party interests,toholdalooffromthedivision altogether.NoEnglishvisitorhas evercomeherewithoutfeelingshocked attheviolationofthesanctityofthe Lord'sDaywhichtheprosecutionof worksofleborofallkindsandatevery sidemakesonlytoopainfullyapparent. Since'93libertyofconsciencehasbeen construedbycertainclasseshereto meananentirefreedomfromany restraintasregardsreligiousmatters. SuchpeopleclaimarighttoclioosZ!.. theirowndayofrestand,asifin defianceofotherChristians,theFrench workmanselectsMoedayashk.Au effortmadebyBaranChauraedto ensuregreaterrespectfirtheobservance ofSundaythanthatusuallyteenin France,butespeciallyremarkablein Parisbyitsabsence,wasdefeatedin theChamberonSundayby292votes against251.Theproposalwasably supportedbyM.Chesnelong,who,with excellentjudgment,declaredthatthe promotersofthemeasure,farfrom attemptingtodictatetoanyindividual howheistooccupyhimselfinhisown homeonSunday,merelysoughtto preventthehorriblescandalcausedby workcarriedonostensiblyandpublicly onthatday.Manymembersofthe RightCentre,aswellasseveral prominentBonapartists,totheirgreat discredit,beitsaid,stoodaloofwhen thedivisioncame,amangstthemthe Duked'AudiffretPasquierandM. Rouher.ThePrincedeJoinvillewas alsoabsent.Suchanimpiousvote showsthepresentAssemblyinmore repugnantcoloursthanithasyet appeared,andwouldalmostencourage onetohopethatitsdaysmaybefew, formoreheathenortrucklingitssuccessorcanhardlybe.

ALONDONSUNDAY.

AParisian'sviewofaLondon SundayisgiventhroughtheL'appel ratheramusinglyasfollows:-"Allis closed.TheI,akersdon'tbake,anti theeating-housesaresealed.Itis difficultforaforeignertoavoiddying ofhunger.Aglassofwinewouldcost thepublicanthreeguineas,forpietyis stuffedwithafine,andGodisprotected bythepolice.Theinhabitantsthemselvesdonotfaremuchbetter.You wouldlookinvainforsmokefromthe chimneys.Thecookdoesnotdareto lightherfire.Thefamilydinnersare composedoftheremainsofthepreceding day,andstale,hardbread,Theyoleave homemerelytogotochurch-grave andlugubriousintheirSundayclothes, withoutturningtheirheadsorspeaking tooneanother.Theyreturnandsing

PROTECTIONI:VMELBOURNE, ITSCONSEQUENCES.

WEcommendthefollowingarticle, whichwetakefromtheAustra/asiurz, anentProtectioninVictoriatothe carefulconsiderationofourreaders. ItisanotherillustrationofthefallaciousnessofProtection,and,assuch,is speciallydeservingtheattentionofour Protectionistfriends:THEPROTECTEDFACTORYHANDS. Ourprotectionistfriendshavebadtheir way.Theyestablished,underfavourableconditions,theiradmirablepolicy, andtheyarenowbeginningtorealise someofitsresults.Nothingbuta strokeofthelegislativepenwasneeded tosecurethiscountryunlimitedprosperity.Weweretoldthatifthe protectionistshadonly20percent. dutiestheywouldcoverthecountry withtallchimneysandstatelyfactories; thatouryoungmenandourmaidens wouldhaveaconstantsupplyofeasy, brief,andwell-paidworkthatina veryshorttimeVictoriawouldbecome thegreatmanufacturingcentreofthe southernhemisphere;thatnotonly shouldwesupplyourownwants,but thatwewoulddriveallcompetitorsout ofthecolonialmarket;inshort,that tenshillingsadayfordoingnothing duringeighthourswouldbecomethe inalienablerightofthepeople.The reentmeetingoftheMelbourne tailoresses,toformsomekindof associationforthepurposeofimproving theircondition,showstheapproachthat wehavetiptothistimemadein realisingtheseday-dreams.Itisthe oldstory. Productionunnaturally stimulated,labourwithdrawnfromits ordinarychannels,gluttedmarkets, fallingprices,thesupplyoflabourin excessofthedemand,wagesat rates-werecognisethewell-known seriesofcruelfacts.Bywayofwending matters,thatintelligentchampionof women'srights,MajorW.C.Smith, persuaded,last,yeartheLegislatureto passanact,ofwhichtheoperationwas suspendedermultaneouslywithits existence,andwhich,ifithadbeen allowedtorunitscourse,wouldhave effectuallyruinedmultitudesofthe poorwomenwhomitpretendedto protect.Evenwithoutthekilling kindnessoftheMajor'shillthe tailoressessemitohavejustnownota verygoodtime.Theirhoursare nominallyeight,buttheyfinditnecessarytotakeworkhomewiththem. Theirwagesaresaidtobesixorseven timeslessthanthoseofmen.They cannotmake,atalleventsontheeighthoursystem,morethan8s.orles.a week.Inotherwords,whenthecrush comestheweakergoestothewall.It isinevitable,andyetwearesorrythat thesepoorwomenshouldbethefirst victimsoftheprotectionistcraze. Itis,however,satisfactorytoperceive thatthechosenchiefsoftheprotectionistpartyareconsciousofthecause ofthisstateofthings.Theycannot shuttheireyestothefactthatitis theirsystemthatisresponsibleforthese results.Mr.J.J.Walsh,forexample. boaststhatheistheprotectionist monthlynurse.Hetellsusthat"he "assistedatthebirthofthissystem, "androckeditscradle;"sothathe mustreallybeahighlyknowledgeable person.Heknew,besaid,thatthe objectofthispolicywastoprovide ampleandremunerativeemploymentfor ouryoungmenandouryoungwomen. Buttotheverynaturalquestionasto theconditionoftheoppressedtailoresses, "Whyisthisthus?Whatisthe reasonofthisthusness?"ourpolitical Mrs.Gampcanonlysuggestthatitall comesof"themdrattedmanufacturers." politicalae,coucheuse.Butwesuppose thatheandtheMajor,andtheir confiereMr.CharlesBright,willsoon regulatethatlittlematter,andthatwe shallhaveinafewdaysabilltomake itpenaluponemployerstorefuseany youngladywork,ortoofferherless than7s.6d.aday.Itappearsfrom thespeechesofthesegentlementhat theyregardemployersascreatures ordainedbyProvidenceforthepayment ofwages.Ifthiswage-payingfunction isnotdulyperformedtheraisond'être oftheemployerceases,andtheybecome uselesslumber."If,"peroratedthe Major,amidtumultuouscheers,"ifour manufacturerscouldnotpayafair wageforeighthoursworkaday,it wouldbebetternorthecountrythatwe shouldbewithoutthatclassofmanufactories,atallevents."Whatprovisionismadeforcontinuingthespecies oftheseusefulbutunappreciated animalswhentheirbusinessisno longerremunerative,andtheircapitalis exhausted,wecannottell.Perhaps neithercantheMajor.Atallevents, wehavearrivedatanewstageinour policy.Underprotectionwagesare goingdown,evenIntheshopsofthe mostprotectedemployers.Is,then, protectionmeantforthebenefitofthe employersalone?Andifitisnot, howaretheseemployerstobecompelledtopayhighwagesforshort hours? Wedonotoftenagreewithourfriend theMajor,butinthesentimentwhichwe havequotedabovewearehappytobein fullaccordwithhim.Wequiteagree thatthecountrywouldbebetterwithout suchmanufactories.Ourreasons,perhapsmaynotbeexactlyalikebutstill itisagreatpointtoagreeinsomething. Wehavealwayssaidthattheprotective policycanneverresultinanythingsave lossanddisappointment.Itisimpossible thatprotectioncanraisewages,orkeep themraised.Onthecontrary,itstendencyisexactlyintheoppositedirection Itdiminishesthegeneralwealthofthe country,bywithdrawinglabourfrom profitabletounprofitableemployments. Itthusdiminishesthemeansforemployinglabour.ItfillssometradesWith superfluoushands,andthen,whenthese occupationsfail,orbecomeglutted-and suchisalmostsuretobetheteteof merelyartificialandforcedoccupations -thelabourersinthemarethefirstto suffer.Ourclothingtradewasprospering,becauseithadgrownupnaturally asourcircumstancesrequired.What havewegainedbyendeavouringtoforce it?Wehavegivenabonustoyoung womentoleavetheirnaturalsphereof domesticserviceandtobecomefactory hands.Isitfortheiradvantage,pecuniaryormoral,thatwehavedonethis? Whathavewegainedbymakingour housesuncomfortable,and by overcrowdingourfactories?Isthe substitutionofstarvingtailoressesfor comelyservantmaidsadeArableobject ofnationalpolicy?Wedesireample andremunerativeemploymentforour youngwenandouryoungwomenquite asheartilyasMajorSmithorMr.J.J. Walsh.Butsuchemploymentis obtainableinoneway,andoneway only.Thatwayistoleaveeveryperson freetoearnthebestwagesthathecan get,andtoallowhimtogetinexchange forthosewagesthebestpossiblevalue. Ifweweretopersuethissimplepolicy weshouldsaveourselvesaworldof trouble,andweshoulddoagreatamount ofgood.Butifweinterfere,as betveenadultpeople,withtheordinary contractoflabour,andwiththeordinary operationsoftrade,wecanonlyexpect thesamecalamitousresultsasthose which,underlikeconditions,have 'appearedineverycountryin.theworld, andwhicharealreadybeginningtoshow themselveshere.Freetrademeans abundance,prosperity,andcontent. Protection,asitsolderfriendsnow acknowledge,leadstopoverty,monopoly,andoppression.

TEMPERANCE:-TheIrishSecretary statedintheHouseofCommonsthat since1831thenumberofpublichouses inDublinhaddiminishedfrom1,400to 800,tothegreatbenefitofthecommunity.ThepopulationofDublinin 1881was203,000,butatthelastCensus ithadinceasedto246,000.

THESAVINGSOFSCIENCE.

Doubtlessmanyofourreadershave perusedDickens'sexcellentnovelOur MutualFriend,andhenceare,ina measure,familiarwiththeLondondust heaps.Perhapsitwillberemembered howthegreatwriterdescribestheir contents,and,inhisinimitabiestyle, sketchesthequeerpeoplewhooften spendtheirlivesamongtheminseeking fortreasures.Thosepatientsearchers arecreationsofthepast.Theirtoilsomeoccupationisgone;lorscience, withherinventionsandprocesses,has extendedherswayeventotheworthless dustheaps,andfromthefilthywaste bringsouttheshininggold.Theordinarywasteofasinglehouseholdmay beroughlyestimatedatabarrelfulper day,andLondon,itissaid,contains fivehundredthousandhouses.Hence thereadermayformsomeideaofthe wonderfulingenuitywhichcontrivesto utilisetheenormousaggregateofone hundredandeightymillionsbarrelsof refuseinthecourseofasingleyear.

theyarevaluableasfertilisers.Woollen rags,iftheyhappentobedyedscarlet, aretreatedfortherecoveryoftheir cochineal,whichisusedasadyeing material;andothervaluablecoloured ragsaregrounduptomakeflockpaper.

Thegreatmarketforalloldwoollen fabricsinEnglandisthetownofBatley anditsneighborhood,inYorkshire,the greatshoddymetropolis.Awriter says,regardingthismanufacture: "Reducedtofilamentsandgreasypulp, bymightytoothedcylinders,themuchvexedfabricre-enterslifeinthemost brilliantforms,fromthesolidplot clothtosilkymohairsandglossiest tweeds."

Cottonandwoollenragsareboth valuablewhenseparate,butoflate yearsithasbeenthecustomtoweave thecottonandwoollentogether,thewarp beingmadeofthelattermaterialand theweftoftheformer;thusmixed, however,thefabriccannotbeconverted intopaperorcloth.Manyendeavours havebeenmadetoeffectaseparation, andatpresenttheragsareplacedina closedreceiverandsubjectedtosteam ataveryhightemperature.Theresult isthatthecottoncomesoutpureand fitforthepapermaker;thewoolis reducedtoadarkbrownpowder,known astheululateofammonia,andis employedtoenrichmanureswhichare poorinnitrogen.

ThelocalauthoritiesofLondonsell theprivilegeofremovingdustand garbagefromeachdistricttoacontractor,whocartsitawaytoalarge yardinthesuburbs.Therehillwomen, sieveinhand,separatethemass,bya rudeanalysis,intocomponentportions. Themostvaluableofthelatterarethe wastepiecesofcoal,andthebreezeor coaldustandhalf-burntashes.The amountofwasteofthelattermaybe measuredbythefact,that,afterselling thelargerpiecestothepoor,therefuse breezeissufficienttobakethebricks thatarerebuildingLondon.The materialisusedbythecontractors,who generallycombinethebuilder'strade uitlitheirregularcalling,forthe purposeofimbeddingthenewly-made bricksintocompactsquares.Thecoal dusthavingbeenfired,themassburns withslowcombustionfortwoorthree weeks,aidedbythecirculationofair whichiskeptupbythemethodof stacking.Theotherconstituentsofthe dust-heapareseparatedbythesifters withtheutmostrapiditybones,rags, paper,oldiron,glass,andbroken crockery,analevenbread,astheyare eliminatedfromthemass,Leingpiled inseparateheaps.Thebonesareput toascoreofdifferentuses.Ofthe severaltonsofbonesthatarepickedout ofthedustinthecourseofaweek, somegoimmediatelytotheboiling houses,whereeveryportionoffatand gelatinetheycanyieldisextracted; theformersubstanceisboughtbythe soapmaker,thelatterisutilisedtomake thepatentpreparationsemployedin cookery,photography,&c.Thelarger bonesareusedbytheturnersandare convertedintohundredsofnick-nacks, sothattheboneyoumayhavepicked atdinneragainentersyourmouth,after manychanges,asatoothpickortoothbrush,whilethesmallerpieces,for aughtyouknow,haveheencalcined, andformtheverycharcoaltooth-powder onyourtoilettable.Fragmentsthat cannototherwisebeemployedare ground.veryfine,andtreatedwith sulphuricacid,constitutinganexcellent artificialfertiliser.Bonedustisalso sometimesusedbybakersforpurposes ofadulteration,sothatthepoetical remarkofthegiantinthefairytale, "I'llgrindhisbonestomakemybread," isfulfilledbothfigurativelyandliterally. Anotherimportantproductextracted frombonesisphosphorous,forwhich thereareanendlessnumberofuses; and,finally,thefatthatissavedinthe processofboilingisemployedtomake thecommonerkindsofsoap. Scrapsofpaperaboundinthedust heaps.Theseareallcarefullysorted, thewhitefromthecolouredandthe printed.Thesoiledpieces,whichcannot beprofitablyre-manufactured,areused tomakepapiermacheornaments,dolls' heads,&c.;thecleanpaperisreturned tothemill,andeventheprintedpaper hastheinkdischargedfromit,andgoes againintocirculation.Oldrags,of course,arevaluabletothepapermaker, althoughthediscoveryofothermaterials rendersthisformofwastenotquiteso importantasformerly.Greasydishclothscannotgothemillsagain,sothey aresenttothehop-grower,towhom

valuablenowthatfactoriesareactually setupbesidesuchestablishmentsfor theirutilisation.Themostimportant isalum,which,likesalammoniac,once came,atagreatcost,fromEgypt,but isnowmainlyprocuredfromanalumniousshale,whichformstheroofsof coalmines,andwhichhastobebrought tothesurfacebeforethecoalcanbe gained.Thiswasforalongtimea perfectlyrefusematerial,coveringacres ofground,likethescoriaandcinder heaps;butchemistryhasfounditout, andnowobtainstheproductbysetting firetotheshale,thecarbonandsulphur whichitcontainsbeingsufficientforthe purpose.Thefriableporousresidua areafterwardsheatedinironpanswith sulphuricacid,towhichisaddedthe ammoniafromthegasliquor,andthe threebodiescombinewithwaterto makecommonorammoniactilalum.

Averyimportantconstituentofthe dustheapistheoldiron,battered saucepans,oldpails,rustyhoops,horseshoes,andnailsfromtheroad.All solderedarticleshavethesolderextract(d fromthem,asitismorevaluablethan theiron,andthecheapermetalisthen melted.Thehorseshoenailsarenot mixedwiththecommoncastiron,as theyaremuchsoughtafterbygunmakersforthepurposeofmakingstub twistbarrels.Scrapsofiron,itis found,maybemadeveryusefulin securingthecopperinthestreams washingveinsofcopperpyrites.Pieces ofbatteredironareplacedintanks,into whichthesearecollected;thecopper quicklyincruststheiron,andinprocess oftimeentirelydissolvesit,sothata massofcoppertakestheplaceofthe iron.Theresiduum,intheshapeofa coloureddeposit,is,attimestakenout, dried,andsmelted.

Tiresavingsofscience,however,are notallmadeinthe(lustheapsof London,thoughinthebriefoutlinewe havegiven,ofthemodeofutilisingsome oftheconstituentsofthewasteofthe greatcity,avasteconomyisindicated.

Nearlyeveryarticleofthetoilet bottleorthesachetismadefromwaste, sometimesfromfoullyodorousmatters. Apeculiarfetidoil,termedfuseloil,is formedinmakingbrandyandwhiskey. Thisfuseloil,distilledwithsulphuric acidandacetateofpotash,givestheoil ofpears.Theoilofapplesismade fromthesamefuseloilbydistillation withsulphuricacidandbichromateof potash.Theoilofpineapplesisobtained fromtheproductoftheactionofputrid cheeseonsugar,orbymakingasoap withbutteranddistillingitwithalcohol andsulphuricacid.Oilofgrapesand oilofcognac,usedtoimparttheflavour ofFrenchcognactocomnaonbrandy, arelittleelsethanfuseloil.The artificialoilofbitteralmondsispre. paredbytheactionofnitricacidonthe fetidoilsofgastar.Thewinter-green oilofNew,Tst..eyisartificiallymade fromwillowsandabodyprocuredfrom adistillationofwood.

Dyes,likeperfumes,areoftenderived fromthemostrepulsivesources.The wasteheapsofspentmadderwere formerlyagreatnuisance.Itisnow foundthatthishithertowastecanbe used,andatleastone-thirdcanbe savedbytreatingitwithhotacid.

PrussianWeismadefrompiecesof horsehoofsorrefusewoollenmaterial byfusionwithironandalkali.

exceptionofsomerintingatLurgan, andtheshootingofthesextonofthe CatholicCathedralatArmagh,nothing occuredtodemandtheinterferenceof thepolice,largenumbersofwhomhad beendraftedtoUlsterfromtheother threeprovincestopreserveorder.As totheshooting,contradictoryaccounts aregiven.Ontheonehand,itis assertedthatthewoundedmanwas quietlystandinginafieldwitha Catholicclergyman,watchingthe Orangeprocessionpassby,whenhewas struckbyaball,firedwithoutprovocationfromtheOrangeranks.Itis statedontheotherhand,thatbeforethe shotwasfiredtheprocessionistswere assaultedwithstones.Theonly agreeableandcheeringincident connectedwiththisyear'scelebrationis thesermonpreachedtheotherdayin IrischurchinBelfastbyaleading Protestantdivine,Di..MacIlwaine-a sermoninwhichtheOrangemenwere stronglyurgedtoabandonthe proceedingsinwiththeyindulgeevery July.

AsingularandrecentFrenchdiscovery isthatsheepdrawaconsiderable quantityofpotashfromthelandon whichtheygraze,muchofwhichis ultimatelyexcretedfromtheskinwith thesweetItwaspointedoutby Chevreulthatthispeculiarpotashcompound(saint)formsnolessthanonethirdoftheweightofrawmerinowool, whileofordinarywoolsitconstitutes about15percent.oftheweightof freshfleece.Asthesaintmaybe extractedbymereimmersionincold water,itiseasyforthemanufacturers toproducemoreorlessconcentrated solutionsfromwhichthepotashmaybe recoveredbyappropriatetreatment. Thedevelopmentofthisnewindustry isprincipallyduetoMM.Maumene andRogelet,andtheirprocessconsists inevaporatingthesolutionswhichare senttothemuntilaperfectlydryand somewhatcharredresiduehasbeen obtained.Thisisplacedinretortsand distilledverymuchinthesamemanner ascoalatgasworks,andtheresultis that,whilemuchgasisevolvedwhich canbeusedforilluminatingthefactory, andmuchammoniaisexpellelwhich canbecollectedandutilisedinmany ways,thereremainsaresiduewhich chieflyconsistsofcarbonate,sulphate, andchlorideofpotassium.Thesethree saltsareseparatedbytheusualmethod, andthenpassintocommerce.Curiously enough,theyareremarkablyfreefrom soda. ThewoolmanufacturersofRheims, Elbceuf,andFormicaannuallywashthe fleeceof6,750,000sheep,andthe amountofpotash,reckonedascarbonate, whichthesefleeceswouldyieldifall weresubjectedtothenewprocess, representsavalueof400,000dole. Theby-productsofgasworksareso

Perhapsthemostimportantrefuse productthatcanbementioned,as proceedingfromasystematicmanufacturingprocess,isthatknownassoda waste.Largequantitiesofthissubstance arerejectedasuselessbymostalkali worksandithasbeenformanyyears, aproblemandareproachtochemistry. Itisagreatloss;and,ifwecanbut recoverit,nosmallvictorywillbe achieved.-ScientificAmerican.

Mr.WilliamJohnston,M.P.,theprime agentinallthisbuisness,spokeat Lambley,nearLisburn,andinthecourse ofaveryinflammatoryharanguecalled attentioninsadtonestothe"Mistakes" oftheGovermentinregardtothe O'Kecffecaseandtheanti-convent crusade.Awell-knownOrangeman, Mr.ThomasH.Thompson,harpedupon thesamestringattheindoordemonstrationintheRotundo,anddeclaredthat theOrangemenof"Ulster,Lancashire, andGlasgow"wouldnotcontinueto supportMr.Disraeliunlessheadopted "amanlyProtestantpolicy."What thismeansitisnotnecessarytospecify. InFermanaghagreatreceptionwas giventothegreattheologianofthe ProtestantSynod-LordJamesButler, andGladstonecameinforwhatareno doubtconsideredbytheoperators especiallyheavyblows.Thespeeches everywherewere,inamanner,very amusing;butprobablythemost amusingspeechofallwasthatdelivered bytheRev.Dr.DuncanCraig,inthe Rotundointhiscity,whoannounced, amidsttremendouscheering,thatS. TutsElectionofMemberstorepresent theCityofPerthinthenextSessionof theLegislativeCounciltookplacein theTownHall,onWednesday,the:10th September.Therewerefouraspirants tltrlegislativehonours,viz.,Messrs. 1.eake,Birch,Parker,andHorn.The result,wasthereturn,byalarge majority,ofMessrs.LeaksandBirch Thesegentlemenbeingopposedto ResponsibleUoverninent,itmightbe concludedthattheconstituencyof Perth.byreturningthemwereagainst aceeptingthatfurmofGovernment. withdecorum,andinwhichitisthevainest ofallhopestoexpectanygoodresultfrom theclashofargument.Thesecircumstances occurpreciselywherethepartiesindispute usetermswhicheitherorbothimperfectly understand.Insuchcasesthedisputants argueandarguewarmly,butnothingcomes ofit.Neithercanperceivethepithofthe othersstatementsneithercancatchthe sequenceofthisothersideas;norfollowthe chainoftheothersconclusions.Whenone hasspoken,hiswordshaveleftnoimpressiononhisopponent'smind;and,whenthe otherspeaks,itiswithasimilarresult. Theyare,intruth,likemenspeaking languagestheydonotunderstand,ortwo combatantsfightingwithweaponsinwhose useneitherisperfectlyexperienced.Set twosavagesunacquaintedwiththeuseof themusket.eveninitsmostrudimentary statetostruggleinsingle-handedfight. Anditisveryunlikelytheywillbeableto bringtheircombattoaspeedyorsatisfactory cinclusion.Disputantswhoventureto employwordswhosesignificationtheydo notgrasp,canscarcesuccessfullybringtheir argumentstobearagainstthestatementsof theiradversariestheycancreatebutslight defencesfortheopinionstheyadvanceand itisquitewithintherangeofpossibility thattheireffortsinbehalfofwhatthey believetobethecauseoftruthwill,for theirwantofskill,serverathertoinjure thanpromoteit.Therewasonceayouth, untrainedtoarms,whowascalledbyGoo todobattlewithawarrior,ofgiantstrength, usedforyearstocampsandwars.Andwe aretoldthattheyoungman'sroyalmaster, uneasyabouttheissueoftheunevenfight, tookfromhisownpersonthearmourwhich heworeandcladwithitthecombatantasa guaranteeofsuccess.Butwefurthermoreare informedthattheyouthfulwarrior,finding thearmourirksome,andbelievingthat whatevergooditmightbepossibletoderive fromit,would,inhisinexperience,bemore titancounterbalancedbytheinconvenienceit wouldcause,declineditsuse,andgoingto thestrifewiththesingleweaponsandinthe lightattiretowhichhehadbeenaccustomed, fouglasuccessfullyagainsthisfoe.It wouldbewellweredisputantsinthebloodlesswarofwordsguidedbytheprudence whichtheslayerofGoLteeitevinced.Had theythecouragetoconfess,ashe, inabilitytodobattlewithweaponsoverwhich theyhavenutcontrol::did:theylayaside theuseofwordswhichtheydonotproperly understand;disputeswouldbefewer,brought toamorespeedyconclusion,andlea.ttended withcletererresultstotl:ecauseofjustice, right,andtruth.

Wherethebigwordimperfectlyunderstoodisusednotmerelyindiscussion,butis, besides,theverypointuponwhichthediscussionturns,thatiswhereitrepresentsthe tilingofwhoseconditionorqualitiesisthe subjectofdispute,thecontinuationofthe controversywhilstthemeaningoftheword remainsunsettled,becomesthemostabsurd ofsenselessproceedings.Weshallscarce unaketooboldanassertionwhenwesaythat twopartiesmisunderstandingacertainterm, willhardlymisunderstanditinthesame sense.Truthisoneandundivided,and whentwomeninsearchoftruthsucceedin itsattainment,theyarenecessarilyfoundto occupythesameposition.Butinconsequence ofthemanypathsintowhicherrordivides, tenmenmayallgetwrongintheirviewson agivensubjectandyetgetwrongindifferent directions.ShowtoanumberofpaintersWedonotcarehowlargethenumbermaybe -anextensivelandscape,embracingagreat varietyofsubjects,whentheshadesofnight havealreadysettledthickuponitandall colourandformareblendedinoneshapeless duskymass.Askthemtositdownthe followingmorningand,withoutanyother informationsavethatfurnishedthemby theirimperfectobservationsoftheprevious evening,topaintthescenejustasitiswhen litupwiththeeffulgenceofthenoon-day sun,andwheneverypointandlineand surfaceislustrouslybrightanddistinctly clear.Itisnottobeexpected,ofcourse, thatthepictureswhencompletewillbeexact representationsofthereality.Theartists shouldbemorethanmenforthistobe. Butwillthepaintingsagreeamongstthemselves?Itwouldbeastrangecoincidence, indeed,iftheydid.What,inallprobability, millbethecaseisthis,thatthevarious workswillresembleeachotherinthemain, butwillbeverydissimilarinallmattersof detail.Afford,then,totwoindividuals ahazyViewofthemeaningofacertain word;exhibittothemtheideaitisintended toexpress,withbutjustasmuchlight thrownupohitaswillrevealtothem-its generaloutlines,withoutenablingthemto discernwithclearnessitsdetails.Inwhat theybothsee,thatis,initsmostobvious points,theywillco-inicde,butinthoseitemsof lessimportance,inwhichtheyhavehadfancy alonetoaidthem,itwillofacertaintybe discovered,thatfancy,withthatfickleness forwhichsheisremarkable,hasimpressed themwithdifferentconceptions,andthatthe sketchestheyhavemade,sotospeak,under herguidance,eachonthecanvassofhis mind,differwidelyonallpointsofminor note.

Inbeingsoflitigiousdispositions,thatpoint' uponwhichtheyaretheleastinformed,is themostsacredandtheleastvulnerableto attack.Moreover,ignoranceisofallother mentalattitudesthemoatintolerant.It ignoresnotonlytruth,buteveryformof ignorancebesideitself.Anindividualwho, withouttakingthetroubletoacquirean accurateacquaintancewiththemeaningofa bigwordiscapableofconvincinghimself thathethoroughlyunderstandsit,isquite capable,too,ofleavingoutofhisthoughts thepossibilityofhisbeinginthewrong,or oftherebeinganyotherinterpretationfor thewordthanthatheassignsit.Whereyou havetwoofthishappystateofreliantselfsufficiency,inthecircumstancesofwhichwe write,thesettlementofdebate-shouldsuch arise-isthemostremoteofremotecontingencies.Whilstthepartiestalk,they discussideaswidelydifferent.Theyare speakingofthingsthatarefarapart.The misfortuneistheyexpressthesetwoideasby oneandthesameword-eachemployingitto de,ominatetheimaginationpeculiartohimself,andeachoneimaginingitt.,bethe symbolofexactlythesamethoughtinhis opponent'smind.Thesamestatementshave differentsignificationsineachoftheir mouths.Eachonerejectstheexpressionof hisadversary,notinthatadversary'ssense, butinhisown.Liketwospectators placedonaeminencehacktoback,and lookingdownindiffereatlinesofvisionupon theprospectbeneath,theydescribetheir experiencestooneanotherandaresurprised theydonotexactlycoincide.Liketwo athletes,runningwithoutanexactknow ledgeofthecourse,theyspeedintherace ofargument,eachtoamiitakengoal,and havinggainedit,iookroundincalmexpectationoftheprize,eachevincingakeenappreciationoftheothersfolly,neitherpossess- ing&knowledgeofhisown.Twodoughty warriorsthattheybe,theyshovertheir blows,eachupontheshadowofhisfoe,learningbodilylrealityuntoucheilandwhereweary &c.Twodoughtywarriors,theyshower theirblowseachupontheshadowofhisfoe leaving,thebadilyrealityuntouched;and whenwearywiththeirwarlikeeffortsthey retirefromthecontest,theysingeachapceten tovictoryforthesuccesswithwhichshehas blessedhisarms,when,intruth,shehas, favoredneither,buthassmiledthesmileof contempthponthefollyofboth.

PROTECTION.

THEREmaybeamongourreaderssomewho believeinasystemwhichhampersthefree interchangeofcommoditiesbetweenone countryandanotherwhomaintainthata taxshouldbeputupontheimportationof articleswhichtheconsumermightprocurecheaperabroad,butwhich,forthebenefitof thelocalproducer,lieshouldbemadetobuy atgreatercostathome.

Lestsuchofourreadersshouldhemislead bytheaboveoeadinz,wewillatoncepremise thatwearenotgoo,.ouphold,hut,onthe contrary,todwelluponthefallaciesofa systemwhich,unreasonablyandwithout success,aimstobenefitthefewatthe expenseofthemany.

Ifourcolonialindustriesrequiredevelop- mentandfosteringcare,itisnottobesought intheimpositionofhighdutiesuponthe introductionoftheproductofsimilarforeign industries,butratherintheemulationof othermoresuccessfuleffortsatproduction. Ouragriculturists,whoarethemost clamorousindemandingprotection,must, firstofall,improvetheirsystemoffarming,if theyfinditunprofitableatpresentand shouldtheyfinditimpossibletocompete withneighborsmorefavoredbyclimateand soil,theymustrelinquishapursuitso unprofitableandhaverecoursetoother modesofcultivationbetteradaptedtothe capabilitiesoftheirland.Theymustnot expectthatthecommunityatlargeisto submittoataxwhichwouldbeonlya premiumforbadhusbandryandfordeficient senseorenergy.Thecommonnecessariesof lifecannotbetoocheap.Theprosperityof acommunityisalwaystobegaugedbythe facilityandcheapnesswithwhichitcan supplyitswants.Anytaxwhichhasforits aimorresulttherenderingofarticlesof necessaryconsumptiondearordifficultto obtain,mustintheendprovefataltothe welfareofthecommunity. Taxationisnecessary.Apublicrevenue mustbeprovidedtomeettheexpensesof government.Thereadiestandcheapest modeofraisingarevenuehasalwaysbeen theindirecttaxationoflevyingdutiesupon importedgoods. Itisandoughttobetheaimofevery enlightenedstatesmantomaketaxationas littleaburdenasposstbtetheindirect system,alwaysmoreapttobecomeburdensome,isremovedandreplacedbydirect taxationasthestatebecomespopulousand moreprosperous.SuchhasbeenthepolicyofeveryenlightenedChancellorofthe Exchequer. WhenintheHomecountrysuchapolicy, andtheirresistabledemandofthepeople,led totheremovalofdutiesoncornandbreadstuffs,theEnglishagriculturistmadepro- tectionabattlecry,and,inhisdefeat,predictedthedownfallofpublicwelfarein theblowhefanciedgiventohisindustry. Butthedoughtychampionofprotectionin Englandhaslivedtoseethegroundlessness ofhisfearsinthecourseofeventswhich beliedhisprophecies,andtriumphantlyestablishedthesoundnessofafree-trade policy.

Theprotectionistofto-daydoesnotraise hisvoiceindefenceofanimposttheremoval ofwhichhefearsmightendangerhiscalling; butheclamoursfortheimpositionofa':ax thatwouldproveaburdentohisneighbors, andnobenefittohimself.Therelative positionofthebelligerentsisreversed.The free-tradeadvocateishereputonthe defensive,andwehopehewillbeas successfulinhisresistanceasinotherparts, andformerlyhewasvictoriousinhisattack.

Circumstances,attimes,makeitnecessary fortheStatetoincreaseitsrevenueinorder tomeetheavyandextraordinaryexpenditure. AtsuchacrisistheFinanceminister invariablyresortstothereadiestmeansof procuringanincrease,viz.,bylevyingextra dutiesonarticlesmostimported.And.here thecohesivepolicyoftheprotectionistoffers himthemeansformakingtheimposition acceptabletoatleaseasectionofthecornmunity.NorhaveFinanceministersever beenoverscrupulousinavailingthemselves ofthedelusionwhichtheirbetterjudgment condemns.

EveryStatewithaprotectionisttariffhas; alsointhewantofalargerevenuetomeet\ heavyexpenditure,theprimarycausewhich ledtotheimpost. ThecolonyofVictoriaadoptedanti adherestosuchatariffbecausesherequires moneytodefrayagreatandabnormal expenditure.TheUnitedStatesofAmerica adopteditwhenitbecamenecessarytoraise additionalfundsforreducingaprodigious debtincurredduringthecivilwar.M. TRIERS,theotherday,imposedaprotectionisttariffonFrance,and,withtearsin Itseyes,admitteditwouldruinitstrade, butFrancerequiredmoney.

Andthus,also,ourownExecutive, avowedlyweddedtothestrictestfreetrade principles,onlytooreadilyacceptedtheillconceivedoffermadebyourLegislative Councilofincreaseddutiesonourimports andespeciallyonmanyarticlesofconsumptionwhicharemadedear,ifnotaltogether unprocurabletotheconsumer.Theonly resultofsuchextrataxationhaslientofill theTreasuryattheexpenseoftheconsumer, withouttheremotestbenefittotheproducer, orstimulatinghisenergiessoastorender theimportfromothercountriesofarticleshe mightproduce,unnecessary.

\VearetobethankfulthatourGovernmentwasstrongandhonestenoughtoresist thedutyonflour,orelsethe"staffoflife" wouldalsobenearerandlesseasytoprocure. Itmustbeevidenttoeverysensibleman thatprotection,intheshapeofduties,isa fallacythatdutiesneverhaveorwillresult inanythingbutthescarcityanddearnessof thearticletaxed,withoutintheremotest waybenefittingthelocalproducer.

Withthisfactestablished,itmaybeasked andshouldbeconsidered."whetherthere arenotarticlestheimportationofwhich oughttohecheckedandrendereddearand lesseasilyprocurabletotheconsumer7"

Sucharticles(lucreare,indeed,andifinlieu oftaxingtea,cheese,butter,andother necessaryrequirements,ourLegislature wouldimposeanincreaseddutyonbeerand spirits,theywouldindeedprotectthebest interestsoftheconsumer,andinapeaceable sensiblemannerdomoreinfurtheranceof temperancethanallthezealofGood TemplarsandalltheeffortsofRechabites willeverachieve.Thedutyonspirituous andfermentedliquorscannotbetoohigh; nothingbutmakingtheirimportationcostly, sadhenceunprofitablewillrestrainthe importer,andthusrestricttheconsumption. Atthepresentmomentitis lamentablytruethatgirlsareeducated togetmarriedinsteadoftofulfilthe honourabledutiesofamatron.And whenmenpourforththevialsof righteousindignationonthemental conditionofwomen,theyshouldbe askedtoconsiderforamomentwhether theyarenotthemselvespartlyifnot exclusivelytoblameforwhatthey condemn.

"Whenmenshowthattheythink moreofacarefullycultivatedmindthan offlashyaccomplishments,thenthey mayblamewomenforcultivatingwhat canbeoflittleadvantagetothemhere orhereafter.Whatwewantforour womenissolidmentalculture.A superficialacquaintancewithhalf-adozenliteratures,aflippantacquisition ofthetechnicaltermsoftwoorthree sciences,anungrammaticalandpracticallyuselesssmatteringofseveral languages,alittleLatin,averylittle Greek,andnologic,buttoofrequently representtheattainmentsofthe "highly-educated"womenofthepresent day.

ThenationsofChristianEuropewhohave castofftheirobediencetotheVicarofJesus Christ,arepreparingthemselvesforamutual chastisementmoreterriblethananythe worldeversaw.HisGraceconcludedthis impressivediscourse,whichwzslistenedto throughoutwithwraptattentionbythe immensecongregation.-WeeklyRegister.

CANONTOOLEONTHEIl*FERIORITYOFBOARDSCHOOLS.

AtalatemeetingoftheManchester SchoolBoardCanonToolemadethefollowingimportantstatement,andtheamendment withwhichheconcludeditwascarriedloya majorityofthree.TheCanonsaidthatDr. Watts(themoveroftheresolution)hadin somedegreemisrepresentedthepositionof thosewhohadassentedtotheschemeof religiouseducationadoptedbytheBoatel, andhedidnotthinkhisargument,thatif theschemeweresufficientforBoardSchools itmustthereforebesufficientforallschools, heldgood.Nothinghadbeenputintothe schemebutthatwhichmight,uponthevery narrowestprinciple,beadmittedintoBoard Schools,soastokeeptheChildrenfrom entireignoranceoftheChristianreligion andthenameofGodhimself.(Hear,hear.) Hewouldnot,however,followDr.Watts intohistheology,whichwasnotverygood, buthewoulddealwiththearithmetical argument,whichwasmoreinDr.Watts's linethantheology.Anattempthasbeen madetoshowtheinferiorityofChurch schoolsinteachingquality,whichhebelieved statisticswouldshowtobeunfounded,and thatinrealityBoardSchoolsweretheworst inthecountry.FrontareturnjustpresentedtoParliament,andwhichwouldbe embodiedintheforthcomingblue-book, relatingtotheyearending31stAugust, 1873,hefoundthatintheChurchof Englandnationalschoolstherewere1,451,666 childrentaught;intheBritish,Wesleyan, Presbyterian,andotherschools,435,426in theCatholicschools,125,697andinBoard schools,111,280.Theper-centageofaverage attendanceuponthetotalnumberofscholars wasasfollowsChurchschools,70.1per cent.; Britishschools,70.5; Catholic schools,70.6andBoardschools,62.8.The numberspresentedforexaminationwere, fromChurchschools,35.2percent.;British andotherschools,38.9Catholicschools, 33'3andBoardschools,26.8.Hefound thatthepercentageofthosewhopassed completelyinthedifferentstandardsof thosewhowerepresentedforexamination was:inChurchschools,601British,&c., schools,611;4;CatholicSchools,61'27 andBoardschools,57.28.Theamountof grantspaidforexaminationsalone,inwhich eachchildwho couldearnIfs.ifproperlytaught,showedthattheaveragepaid toChurchschoolswas4s.1lid.;British schools,5s.61d.;Catholicschools,4s.71d.; andBoardschools,only3s.81d.The sameaveragestaken,notuponthetotal numberofscholarsintheschools,butupon thenumberspresentedforexamination, showedthefollowingresult-Churchschools, 9s.11d.British,&c.,schools,10s.lid.; Catholicschools,9s.lOid.;andBoard schools,8s.4id.Then,takingtheresults 1othuponexaminationsandattendance,he foundthatthegeneralaverageoftheChurch schoolswas12s.21d.;BritishandWesleyan schools,12s.8d.;Catholicschools,115. andBoardschools,9s.11d.Thesefigures showedthatbothwithregardtomanagement andeducationtherewasadecidedinferiority ineverycaseonthepartoftheBoardschools. Takingthenextpaymentsunderthe25th clause,hefoundthatwhileinthecaseof Churchschoolsthepaymentamountedto1d. perhead,inBritishandWesleyanschools toid.perhead,andinCatholicschoolsto id.perhead.theywerepaidfor54,000 childrenattendingBoardschools£571000or attheraseof£1Os.9d.perhead.He concludedbymovingasanamendmentto Mr.Watt'amotion-"Thatitisnot expedienttoattempttointerferewiththe disciplineorinstructionofdenominational schools,andthatitisadvisabletoendeavour toraisetheBoardschoolstoatleastthat standardofefficiencywhichthedenominationalschoolshaveobtained."

WhosoeverwishestocometoGod, mustbelievethatGodexistsandisa rewardtothosewhoserveDim,When holycripterespeaksinsuchhigh termsofpraiseoffaith,thenitweans thegenuineandtruefaith,en.;racing thoseDivinetruthswhichweretauelit byChristwithaperfectandundoubted certitude.Forwecanbesanctified onlythroughthetruthknownwith certainty.Jesus-ChristprayedthereforetoHisDivineFatherinbehalfof Hisdisciples,'Fathersanctifythemin thetruth;Thywordistruth.As Thouhassentmeintothisworld,soI toosendthem.AndIsanctifymyself forthem,thattheytoobesanctifiedin thetruth.'Anotherfaiththanthat taughtbyChristHimself,dieKingof Truth,isafaithdietingasmileinstead ofthebreadoftruthnourishiegour soul,offeringwretchedhumanwisdom insteadofthewordandwisdomofGod, Stavingnofirmfoundation,givingno certainty,andsofarfrompromoting ratherobstructiveofoursalvation. Wheredowefindthisgenuineandtrue faith?Wecannotmakeitmirselves evenifguidedbyHolyWrit,or tradition.Nottotakeotherreasons intoaccount,suchaself-madefaith wouldbewithoutthehighersealof certainty.Wherethissealisnottohe fonud,thereonefindswaveringreligious opinions,unsteadyandchangeable religionsviews,lucreorlesswellfoundedconvictions,lintnoreal,unshaken,divinefaith.Wereceivethe InfalliblefaithfromtheInfallible Church,andfinditespeciallyinSt. Peter,itsInfallibleBead.Wasitnot St.Peterwhofirstsolemnlyprofessed thefaithintheDivinityofChrist. 'ThouartChrist'lierepliedtohis DivineMaster,ThouartChrist,the sonofthelivingGud.'AndtheDivine Masterinrewardofthisprofessiongave himthewell-knownpromiseBlessed artthou,SimonBaijona,forfleshand bloodhavenotrevealedittothee,but MyFatherwhoisinheaven.AndI tellthee,thouartPeter,andonthis rock1shallbuildmyChurch,andthe gatesofHellshallnotprevailagainst it.'SinceChristreceivedsogratefully thefaithprofessedbySt.Peter,and rewardeditwithsogreatapromise,

hellshallnotprevailagainstit.' Prejudiceandhatredagainstthe Papacyhavemadeeveryefforttomisinterpretandtofalsifythecharacterof thefoundationoftheChurch,butof whatusearethosemisinterpretations andforgeries?Theyareofnoavail contrastedwithmanifestfactsandthe witnessofeighteencenturies.The historyofeighteencenturiesisthehest interpretationofthepromise,foritis thecontinualfulfilmentofitinsofaras itwastheoriginalbeliefofallChristiaue thatasSt.Peterhadexhibitedhimself byhisconfessionastheKosk,sohe waslivinginhissuccessorsintheSee ofRomeastherockoftruth,asthe unshakenfoundationoftheChurch, whichisthestrongholdoftruth. HistoryandGospelspeak,therefore, thesametruth,sincebothare unanimouslyteachingtheself-same doctrine,thattobeorthodoxonemust havethefaithoftheSeeofat.Peter. TheVaticanCouncil,uythesooften mentioneddogmaoftheInfallibilityof thePope,hasclearlyexpressedthis doctrine.Therequesttohavethesaute faithwiththePope,necessarilysupposes theinf.:WildeteachingofthePope. Forthefaithagreeingwiththedog. mistiestdecisionsoftheSeeofRouteis theonlytruefaith,becausethedogmaticaldecisionsofthePopeare Infallibleandfreefronterror.ifthey couldbefallible,myfaithwouldbe withoutthathighersealofcertainty. Howevermuchouradversariesslander thisdogma,asbeinganewdoctrine,it stillremainsasoldastheChurch herself.Topassoverotherarguments, thePapalinfallibilityisthenecessary consequenceofthePrimacyofSt. Peterandhissuccessors.The.primacy hasbeenacknowledgedbytheOld Catholicsbeforetheirapostacy,ifever theywereCatholics.Audifthe BishopofRome,byvirtueof1,is primacy,isreallytheHeadofthe Church,itismanifestthattheinenibers oftheChurchmustbejoinedwithhim, asthelimbsofalivingbodyarejoined withthehead,orelsetheBishopof Romewouldnotbethelivingcentreof unity.lintthisunion,bywhichall themembersoftheChurcharejoined totheHeadoftheChurch,isnomere communionofexternalreligiousrights andceremonies,butthecommunionof thatwhichisthedeepestfoundationand constitutesthetrueessenceofthe Church,viz.,faith,ofwhichtheexternal religiousritesandceremoniesareonly atitrepresentationandexpression. NevercouldtheSeeofSt.I'eterbetia) centreofunity,ifitwerenotatthe sametimetheunshakenrockoftruth. Aunityinlyingwouldnotbethe unityoftheChurchofChrist,theKing ofTruth,butoftheChurchofSatan, theliarfromtheverybeginning.As theprimacyoftheSeeofRomeisa Divineinstitution,andacknowledged assuchbytheOldCatholicsbefore theirapostacy,soisthisprimacythe moststriking)condemnationofOld Catholicism.Mydearflock,letusnot betroubledbytheslandersofthese hereticswhothustrytosilencetheit consciences.Letusconsiderthedecree oftheCouncilasthemosthappyand gloriouseventoftheChurchofour days,andasagreatDivinebenefit.
