ThefollowingPastoralAddresshasbeen issuedbytheArchbishopsandBishopsof Irelandtotheirflocksc"DEARLYBELOVEDBRETHREN,-As thosewhomGodhasmadewatchmenonthe towersofthemystichouseofIsraelwhichis HisChurch,we,yourBishops,arestrictly boundnotonlytodelivertoyoueveryword wehavereceivedfromHisdivinemouth,but alsotoliftupourwarningvoicewhenwesee thedepositoffaith,ofwhichwearethe guardians,madetheobjectofhostileattacks. Twosuchattackshaverecentlybeendirected againsttheCatholicChurchinIreland.The one,aimeddirectlyatherlife,seekstokill atablowthatfaithwhichistheveryconditionofherexistencetheother,less direct,endeavourstoinjuretheexternal organizationbywhichfaithisdiffused, maintained,andincreasedthroughouther body.Theonebelongstotheintellectual order,andderivesitsstrengthfromthe prideofintellectthatexaltethitselfagainst theknowledgeofGodtheotherwars accordingtotheflesh,andtheweaponsofits warfarearecarnal.(2nd.Cor.iii.4.)The assaultisled,intheonecase,bytheprofessorsofMaterialism,whohavelately, underthenameofScience,obtruded blasphemyuponthisCatholicnationand intheother,bythemodernpersecutorsof theChurch,andespeciallybyItalian statesmen,who,followingupotheractsof violenceagainstGod'sChurch,latelyhave laidviolenthandsuponthepropertyconfided bytheChristianworldtotheSacredCongregationofPropagandaforthebenefitof theCatholicmissions,inwhichIrelsnd's children,athomeandabroad,havesolargea vart. passoverinsilenceeitherof thesefor,althoughtheyconstitutebuta localphaseofthepersecutionwithwhichthe worldnoweverywhereassailstheChurch,as itassailedtheChurch'sFounder,yetthey suggestaspeciallesson,andimposespecial dutieswhichitbecomesourofficetoimpress uponyouforthestrengtheningofyonrfaith. 'Sionthevoiceofthywatchmenthey havelifteduptheirvoice'(Isaiaslii.8)not ourownvoicemerely,butthevoiceofthe Apostlesinwhoseplacewestand,andwho, asS.Petersays,'followednotcunningly devisedfableswhentheymadeknownthe powerandpresenceofourLordJesusChrist.' (2Peter,i.16.)For,theyhavingonce beenmadeeye-witnessesofHismajesty whenHereceivedfromGodtheFather honourandglory,'everliveintheCatholic Episcopatetorepeattothesuccessive generationsofmentheDivine'Hearye Him,'whichtheyheardonthatdaycoming downtoHimfromtheexcellentglorywhen theywerewithHimontheholymount.' Andinthestrengthofthissimpleteaching, andnotintheconceitsofavainphilosophy, hasitpleasedGodtoprotectineveryagethe faithofIllsChurchagainsttheever-recurring assaultsoflyingteachers,whobringinsects ofperdition,anddenytheLordwhobought them.'(2Peter,i.16;ii.1.)

"And,firstofall,theadversaryinboth conflictsisidentical.TheMaterialistic theoriesofto-day,whichrecognizeinmatter thepromiseandpotencyofeveryformand qualityoflife,arenothingelsethanthe teachingsofaschoolofpaganphilosophers who,foraboutsixhundredyearsbefore Christ,andespeciallyforsomeonehundred andfiftyyearsbetweenTholesandSocrates, deliveredthemselvesuptospeculationsconcerningthenatureandoriginofthephysical world.Againsttheirdegradingtheories, humanreasonitself,initsbettertempter, indignantlyrevoltedalthough,asyet,the trueLightwascastingbutthefirstpale raysofitsdawning;andthecondemnation pronouncedagainstthembytheloftyintelligenceofPlatoandAristotlewasbutthe humanechoofthedivinelyinspiredjudgment,inwhichtheAuthoroftheBookof Wisdomholdsupforeternalreprobationthe guiltydeliriumoftheirphilosophy.The leadingtenetsofthosephilosophersagree, onebyone,withthedoctrineswehaveheard latelyenunciatedinourmidst.According tothem,asaccordingtotheirlatestdisciples, manisbutastreakofmorningcloud, destinedtomeltintotheinfiniteazureofthe past.Wearebornofnothing,'thusdoes thesacredwriterdescribetheirdoctrinesof life,andafterthisweshallbeasifwehad notbeenforthebreathinournostrilsis smokeandspeechasparktomoveour hearts,whichbeingputout,ourbodyshall beashes,andourspiritspouredabroadas softair,andourlifeshallpassawayasthe traceofacloud,andshallbedispersedasa mistwhichisdrawnawaybythebeamsof thesun'(Wisdom,ii.2,3).

"Againwhiletheyheldthatthesources ofnaturalphenomenaaretobetracedto someoneagent,itselfmaterial,they,like theirmoderndisciples,resentedbeingcane(' Atheists.Adivinitytheyshouldhave,no matterofwhatsort,providedthatitwere notaliving,personalCreatorinwhom thereisnottheknowledgeofGod bythesegoodthingsthatareseen,couldnot understandHim,thatis,neitherbyattending totheworkshaveacknowledgedwhowasthe workmanbathaveimaginedeitherthefire, orthewind,ortheswiftair,orthecircleof thestars,orthegreatwater,orthesunand moon,tobethegodsthatruletheworld.'

"Againalthoughloudintheiradmirationofallthatisbeautifulinnature,of nature'spowers,oftheharmoniousworkings ofitslaws,theyrefusedtounderstandhow muchtheLordofthemismorebeautiful thantheyforthefirstAuthorofbeauty madeallthosethings andthatlie thatmadethemismightierthanthey.For bythegreatnessofthebeauty,andofthe creature,theCreatorofthemmaybeseen, soastobeknownthereby.'(Wis.xiii.3,4,5).

Andforallthis,addsthesacredwriter, theyarenottobepardoned.Foritthey wereablecoknowsomuch,astomake judgmentoftheworldhowdidtheynot moreeasilyfindouttheLordthereof?' (Wisdomxiii.8,9).Andhence,also,S. Pauldeclaresthemtobeinexcusable.'

Augustine,speakinginhisownperson, describedwhatJesusChristwastothesouls whomHehadgathered-fromPaganisminto HisChurch'0Beautysooldandyetso new Thoucalledst;Thouutteredst ThyvoiceThoulookedstthroughmy darkness.ThylightningflashedThy splendourshonemydarknesswasscattered. Thyscentcameforth,Idrewmybreath, andIpantforthee.Itasted,andIhunger, andIthirst.Thytouchreachedme,andI burnedafterThypeace.(Couf.lib.x.38).

"ConceivesomeMategialistcallingupon suchanonetobelievethatthehumansoulforloveofwhichGodhadbecomeman-did notexistdistinctfrommatter;orthatit consistedoffine,smooth,roundatoms;or thatitwastheresultofcertainfunctionsof thenervoussystem.HowwouldtheChristian receivetheproposal?Wouldheforasingle momentbetemptedtobalanceJesusChrist, hisGodandhisAll,againstthebase teachingsoftheEpicurian,eventhoughthe lattershouldmakeappealtotheresultsof science,andtothegreatnamesthathad illustratedtheschoolofphilosophytowhich hehimselfbelonged?No,athousandtimes, no! But,ratherrecollectinghimselfin Christ,hewouldperemptorilydismisshis tempter,cryingoutinhisheartofhearts, IknowwhomIhavebelieved,andIant certainthatheisabletokeepthatwhichI havecommitteduntohim,againstthatday.' "Since,then,thestruggleintowhichwe areforcedto-daymostcloselyresemblesthe struggleoftheearlyChristiansagainst paganphilosophy;sincethedoctrinesthat areparadedbeforeusasthehighestdiscoveriesofsciencearenoneotherthanthe vileMaterialistictheoriessooftenandso steadfastlyrejectedbythem; sincethe stakeforwhichwecombatisnothingless JesusChristHimself,llisfaith,with allHisinfinitetruth,andbeauty,andgoodness,andallthejoysandhopesthatspring therefrom;letus,too,learnfromtheearly disciplesoftheApostleshowtoovercome theadversariesofourfaith,turningaway fromthemtowardsourGod,andcryingout withtheApostles,Lord,towhomshallwe go?ThouNastthewordsofeternallife, andwehavebelievedandknowthatThou aretheChrist,theSonofGod.'(John,vi, 69,70).

thesamemechanicalforcetherecanbeno sin,astherecanbenoholiness.Itisnot possibletoreadwithoutashudderofdisgust thestatementboldlyenunciatedafewweeks agothatthehumanunderstanding,the passionofsensuallove,andthereligious feelinginman,areallequallyresultsofthe playbetweenorganismandenvironment throughcountlessagesofthepast.For whatisthisbuttoassertthat,inthelast analysis,thesublimestactsofChristian heroismundertakenforGod'slove,orthe loftiestflightsofhumanintellect,differnot intheirnaturefromtheunspeakableabominationsofaThais,oroftheyetguilty Magdalenenay,thattheMagdaleneherself, whenstillrevellinginsin,wasneitherbetter norworsethanwhenshebowedhersinful headtothedustbeforetheGoodShepherd, tobatheinpenitentialtears,andwipewith hertressesthosefeetthathadgoneafterher inherwanderings.Insuchasystem,all moraldignityabsolutelydisappearsfrom humanity,forneithertruthremains,nor duty,norcharity,norself-sacrifice.Manis butabrute,equipped,itistrue,withfacultiessuperiortothoseofthebruteracesfrom whichhehasproceeded;if,indeed,that finersensitivenesscanbereckonedasuperioritywhich,whileitmakeshimmoreopen tosuttering,wakeshimlikewisethesportof longingsafterahappinessthathecannever reach,andofhopesthataretobequenched withhislifeinthegrave.Towhathavocin individualsouls,towhatruininsociety,to whatauniversalunchainingofalltheworst passions,ravenousforsatisfaction,these doctrinesinevitablypointisthereamanso blindasnottosee "Farfromustochargethosewhoamong ushaveprofessedaMaterialism,moreorless veiled,withtheconsciousutteranceor defenceofsuchconsequencesasthese.We passnojudgmentontheintentionsofany manbutitisquitecertainthatthese appallingdoctrinesarethedirectoutcomeof Materialism,andareexplicitlydefendedas suchbythosewho,ontheContinent,have acquiredaluridflameasitsapostles.We learnfromtheEpistletotheRomansthat corruptionthemosthideoushadsprungup, eveninS.Paul'sday,amongthosewho deniedGod;butitrequiredthedreadful experienceofthecenturiessincetolaybare, historically,theconnectionofthiseffect withitscause,andtoprovebeyondgainsay thatbynoaccidentalfailure,butbythe actionoflaws,rooteddeepinhumannature, truth,purity,selfsacritice,andallthe tendercharitiesofthenaturalandsupernaturallife,mustdecayinthepresenceof Materialism.Thehistoryofnineteen centurieshasdonethisand,surely,its recordwillnotdisposethemindsofmento extendawelcometothesetheoriesontheir reappearanceinourmidst?

"NotnowforthefirsttimehasMaterialism madewarontheChristianFaith.The conflictofto-dayislittleelsethanarepetittion,slightlyvaried,oftheconflictwaged, onthefirstappesranceofChristianity, againstitsteachingconcerningGod,man, andtheworld.Chiefamongtheopponentsof thefaithatthattimeweretheunbelievers who,notwithstandingthatthewisdomofGod shoneforthresplendentintheworkofthe visiblecreation,yetpuffedupwithworldly science,refusedtoGodaplaceinHisown universe.AndS.Paul,whoselettersarefull ofthedetailsoftheconflictitself,thus chroniclestheissueSeeingthatinthe wisdomofGodtheworldbywisdomknew notGod;itpleasedGodbythefoolishness of(Christian)preachingtosavethemthat believe.'(1Cor.,i.21.)Thisencounter betweenthewisdomofworldlyscienceand thefoolishnessofChristianpreachingis repeatingitselfto-dayand'althoughthe lapseofnineteencenturieshasinducedsome changeintheconditionsofthestrugglewe arenowwitnessingfromthoseoftheformer, yetthemainfeaturesofbotharethesame. Anduponaclosercomparisonoftheconflict ofto-daywiththatearliestoneofwhich S.Paulspeaks,weshallfindthatthepoints whereintheyresembleeachother,aswellas thosewhereintheydiffer,dobutserveto placeinyetclearerlighttheDivinebeauty oftheCatholicteaching,forloveofwhich theearlyChristiansfoeghtandconquered. Andwewho,likethem,areassailed,like themshallfindvictoryinthisourfaith,for whoishethatovercomeththeworld,buthe thatbelieveththatJesusistheSonofGod?' (1John,v.5).

"Nowthesearethetheoriestoembrace whichtheCatholicyouthofIrelandis invitedtoflingawayitsfaithinChristianity! Thesedoctrines,bornofacorruptpaganism, spurnedbythegreatheartofmankindin disgustandanger,rejectedasabsurdbythe veryflowerofhumanintelligence,reprobated bytheHolySpiritasunpardonablesins, condemnedbyS.Paulasabsolutelywithout excuse;these,andnoneother,havebeen haughtilyproclaimedinassemblies,gathered fortheadvancementofscience,asthe sovereigntruth,inthesplendourofwhich theChristianReligionmuststandconvicted asanimpostureI HenceforthChristian revelationistomakewayforMaterialism "DoesnotthisbringusbacktotheconditionoftheearlyChristians,whowere summonedeverydaytochoosebetweenthe follyofChristianpreachingandthewisdom oftheworldthatknewnotGod?Andthus isrenewedinourdaythatencounterofthe heathenwiththeChristianminduponthe issueofwhichtheveryexistenceofthe nascentChurchdepended.Andhowdid theearlyChristiansmeettheopposingshock? Withwhatweaponsdidtheyarmthemselves? Whatmethodofcombatdidtheyemploy? AU!itneededbutasinglelookofreverent loveuponthefaceoftheirChrist,the AuthorandFinisheroftheirfaith,toteach themthattherewasbutonetestofthetruth ofdoctrine.Inhimtheyhadthelight whichenlightenetheverymanthatcometh intotheworld,notmerelyateacheroftruth, buttruthitself.Iamthetruth.'(John, xiv.6.)Himtheyknewbeautifulbeyond thesonsofmen,forgracewaspoured abroadinHislips,untiltheireveryfaculty wasentrancedbythesovereignbeautyof Hisholiness.HewastheLambofGod, cometotakeawaythesinsofthe1,011,1,awl

"But,althoughthesimplefaithofthe earlyChristianswasenoughtovanquish Materialismnineteencenturiesago,perhaps themanifoldchangeswroughtintheprogress ofageshavegiventothedefeatedcausea newvigour,orrobbedthevictoriousoneof itsancientstrength?Notso,byanymeans. Foristherenotabitterironyinthefact thattheMaterialistsofto-dayostentatiously produceasthefruitoftheinexorable advanceofscienceinthisageofprogressthe doctrinesofapettyphilosophicschoolof :2,5,111yearsagoisthis,wemaywellask, alltheresultofsomanyyearsofscientific research?Isthisthewholefruitofthat marchofintellectofwhichsogreataboastis made?iftheschoolsofDemocritusandof Epicuruswereenabledsomanyagesagoto attaintosuchaheightofwisdomthatweof theninteenthcenturycanfindnothingnobler thantheirtheoriestosetbeforeourhighest scientificassemblies,whythosesneersatthe Christianfaithbecauseofitsantiquity? Whydwellonthescandalandamazementof ournineteenthcenturyintelligencebecause IrishCa!holicschoosetoclingwithloving tenacitytothedoctrinesandpracticesof Christianity,whichlikeitsDivineAuthor, canknownoessentialchange? "Buttoomitthis.Titushaswrought twospeciallynoticeablemodificationsinthe causeofMaterialism.First,ithasbrought intoclearerlightthemoralandsocialdoctrines thatlurkedinthegloomyrecessesofits speculativetheoriesthemselves;and,next, ithasfurnishedtheadvocatesofthesewith amoreshowyapparatusofscientificarguments.Butneithertheonenortheotherof thesechangestellstotheadvantageofthe causeitself.Not,certainly,thindevelopment oftheethicalsideofMaterialism.Ifman bebutaconsciousautomaton-amachine constructedoforganizedmatter-ifthesoul bebutafunctionofthenervoussystem-the actofvolitionmustbegovernedbylaws similartothosewhichgoverntheother phenomenaofmatter.Henceitfollowsthat thewillmustobeytheirresistibleimpulse oftheselaws,andtheattributeofliberty belongstoman'swillnomorethantothe hurricanewhichravagesthetropics,ortothe earthquakewhichengulfscities.

"ThesecondchangewroughtinthepositionofMaterialismis,thattimehassupplied itsprofessorswithfresharguments,supplied bytheresultsofscientificinvestigation, especiallyiuthelastthreehundredyears. TheinanitiesofDemocritus,whichonce diddutyasthesolitarypleaforMaterialism, havebeenreinforcedincourseofyearsbya numerouslevyofargumentsrecruitedfrom theentirefieldofthephysicalsciences, amongwhichthetheoriesofNatural Selection,ofHereditaryTransmission,and otherfavouritesofthehourareledtotake aleadingposition.InfacttheMaterialism ofto-dayassertsitselfasthedirectcreation ofscience.Itboldlyasserts-andinthis boldassertionliesitspoweroverweakminds -thatscience,spurredonbytheimpulseof determiningthesourcesofnaturalphenomena hassucceeded,afterinfiniteresearch,in constructingatheoryofthe;universe-a cosmogonyofitsown-andthatofthe cosmogonythusformedMaterialismisthe latestexpression.Itevenpusheditselfto "Atefrontasthemouthpieceofscience. 10"Asssuchitclaimsthatailreligioustheories schemes,andsystemswhichembracenotions ofcosmogony,orwhichotherwisereachinto thedomainofscience,must,insofaras theydothis,submittothecontrolofscience, andrelinquishallthoughtofcontrollingit. (Tyndall'sAddresspage61.)Theseare loftypretensions,indeed,andtheyprovoke asearchingcriticismof.thepoweriuwhose favourtheyareadvanced.Twoquestions startthemselvesatoncetothemind.First, whatisthescience,whichisputforward asalonecompetenttoanswertrulythe solemninterrogationeverrisingfromman's hearttoman'slipsashejourneysthrough life-'WhencecameI?WhitheramI going?And,next,inthepresentmatter, areitsjudgmentsinvestedwithauthority sufficienttojustifytheirlargedemandon man'ssubmission? "Thequestionwhatthisscienceisto whichMaterialistsappealisoneofsingular importanceinthematterwhichnowoccupies us.For,atpresent,physicalscience,properly socalled,tonotsufficientlydiscriminatedhis

thepublicthoughtfromthepeculiartheories thathavebeenconstructedoutoftheresults ofscientificresearchbyprivateinquirers followingoutprocessesoftheirown.In itself,physicalsciencerepresents,merely, theresultsofobservationsofthephenomena andlawsofthematerialworldintheir characteroffactsthatare,'without,assuch, seekinghowtheycametobe.But,inour day,thenameofphysicalscienceisgiven alsotosomethingverydifferentfromthis. Itismadetoincludethosetheorieswhich, goingaltogetherbeyondthelimitsofthe scienceitselfandofitsdata,aimatexplain- ingtheoriginoftheuniverse.Now,under whicheverofthesetwoaspectsweconsider scienceasappealedtobyMaterialism,we shallfindtheaccumulatedscientificproof, whichthissoboastinglyexhibits,tobenut anemptyshowofstrength.

"For,asregardsphysicalscienceinits stricteracceptation,itcanlendnostrength toMaterialistictheories,forthisreasonviz.,thatitisnotitsprovincetoconstruct theoriesofcosmogony,buttoinvestigate facts.Itsbasisofoperations,'writesthe FirstRectoroftheCatholicUniversityof Ireland,'whatitstartsfrom,whatitfalls backupon,isthephenomenawhichmeets thesenses.Thesephenomenaitascertains, catalogues,compares,combines,arranges, andthenusesfordeterminingsomething beyondthemselves-viz.,theordertowhich theyaresubservient,orwhatwecommonly callthelawsofnature.Itnevertravels beyondtheexaminationofcauseandeffect. Itsobjectistoresolvethecomplexityof phenomenaintosimpleelementsandprinciplesbutwhenithasreachedthosefir:a elements,principles,antleas,itsnuesienis atanetel. Itmay,indeed,itit chooses,feeladoubtofthecompletenessof itsanalysishitherto,andforthatreason endeavourtoarriveatmoresimplelawsand fewerprinciples.Itmayhedissatisfied withitsownconibination,,hypothesis, systems;andleavePtolemyforNewton,the alchemist,forLavoisierandDavy-thatis, it!naydecidethatithasnitvettomhed thebottomofits(tansubjectlintstillits aimwillbetogettothehettinn,andnothing more.Thephysicist,assuch,alitneverask himselfbywhatintluenveexternaltothe universetheuniverseissustainedsimply becauseheisaphysicist.

THEEDUCATIONACT.-Fromallthatcomes underourobservation,wearcforcedtothe conclusionthattheElementaryEducation Actcanstillonlyheviewedasateutative measure.IVehave,however,notthe slightestdoubtthatwithafewemendations, andnotveryimportantones,either,theAct wouldbefoundtoworkwellinacommunity composer'ofSi)manyreligiouselementsas isthecommunityofWesternAustralia. Recently,toreofthemostfruitfulsourcesof discussionhasbeenthequestionwhetherthe DistrictBo.rdshavethepowerofdelegating thepowersvestedinthem,undertheAct,to oneormoreoftheirbody.TheManagers oftheAssistedSchoolscontendedthatthe powersofdelegation,contemplatedbythe Act,wasonlytopersonsnutMembersofthe Board,sillthaturic.11,mberofaDistrict Boardcouldnotexercisetheauthorityof theBoarditself,and,asaconsequence, refusedoneortwomembersofanyBoardto visittheirSchoolsforthepurposesof inspectionTheCentralBoardofEducation, howe,er,actingupontheadviceoftheHon. theAPorney-General,decidedthatDistrict Boardscoulddelegatetheirpowerstoone orinureoftheirbody.Itisobvioustoevery reflectingmind,thatifthedictumofthe CentralBoardwascarriedout,Assisted Schoolswouldbeentirelyatthemercyof everydiscontentedMemberofaDistrict theother)wasinsertedinplaceoftheold Boad,andwould,further,besubjected conceivablespeciesofannoyanceand one:unworthyespionage.IIImanyofour "Freemasonry,ineverysenseofthe DistrictBoards,unfortunately,thereareto word,shallbetotallyprohibited,andthere befoundpersonswhonotonlydeemittheir shallbenoconnection s.oretcombina-dutytovisitthemforthepurposeoffinding fault,itpossible,witheverymutterthat comesundertheircognizance. Persons pre-disposedtofindfaultwilldosoonthe slightestpretext,andwhenthereiseventhe merestrumourthattheActhasbeencontravenedinmereminutia,,theSchoolis subjectedtoannoyingvisitationandthe Teachertounpleasantexamination.The purposeofappointingDistrictBoardswas primarilytosecuretheActbeingcarried outfairlyandimpartially.TheCentral BoardofEducation,bythisveryquestionabledecision,havevirtuallydefeatedthe objectsoessentialandsonecessarytothe successfulworkingoftheAct,viz.,its impartialadministration.Wearepleased, however,tothinkthatinPerthwehavea liberalandenlightenedDistrictBoard,and thattheyhaveresolveduponpreventingany advantagebeingtakenofAssistedSchoolsthedecisionoftheCentralBoardnotwithstanding.ThePerthDistrictBoard,to secureimpartiality,haveresolved,thatwhile anyMemberoftheBoardcan,atanytime, visittheGovernmentSchoolsintheDistrict, pulpaquorum(whichinPerthis3)ofthe Board,canvisitAssisted.5:chools,atany time,forthepurposeofsupervisingand inspectingthesame.Wecommendthejust resolveofthePerthBoardtotheconsiderationofDistrictBoardsthroughoutthe colony,asonewellworthyofimitation.If itisdesiredtoworktheActsuccessfully, aswehavebeforesaid,itcanonlybedone bysecuring,,asfaraspossible,itsimpartial administration.

CATHOLICCEMETERY,PERTH.-Weare gladtohearthattheCatholicYoungMen's SocietyofPerthhavecommencedthegood workofrepairingthecemeterywhichisitt presentinaverydilapidatedstate.The fondsforthisworkwillberaisedby voluntarysubscriptions,andtheYoung Men'sSocietyintendgivingasmuchasthey canaffordfromtheirfundsforthatpurpose. Itisimpossibletoreadthepamphlet on"TheVaticanDecreesintheir BearingonCivilAllegiance"without feelingpainedthatitsauthor,sodistinguishedastatesman,shouldcondescendtotheuseoflowvituperation againstthemostearnestandsolemn convictionsofsomesixmillionsofher GraciousMajesty'ssubjects.The endlessmischiefandreligiousanimosity likelytoensuefromthisunprovoked attackleadustogiveatonceapopular replytoitswantonaccusations.Later onwepurposetoanswerfullythe manyfalseandrecklesschargesit contains.

I. INTRODUCTION.

ThecircumstancesthatprecededMr. Gladstone'srecentattackontheCatholic Churcharewellworthyofattention. Acryhasbeenraisedagainstthe Ritualists.Theywereaccused,not merelyofintroducingnoveltiesinthe matterofvestments,butalsoofthe moreimportantattemptoffamiliarising theircongregationswithCatholicdoctrines.TheRitualists,ontheother hand,sawthatiftheycouldinduceMr. Gladstonetocomeforwardanddefend theircauseagreatpointwouldbe gainedbythem.Therighthon. gentlemanacceptedthepostofhonour thusofferedhimbutknowingwhata forlornhopeitwouldbetorecommend Ritualismtothegreatbulkofthe Englishnation,headoptedthepolicyof protectinghisownChurchpartyby directingpopularattentiontowards Catholics.Illstacticshavesucceeded, atleastforthepresent,thoughitis doubtfulwhethertheEnglishrublic willreadilyassenttothiswideningof theplatform.TheRitualistswerein serioustrouble;norisitunlikelythat theywillstillhavetofightouttheir ownbattlewithoutcausinganyserious manifestationofhostilityagainst Catholicism.liaisinganewissue, however,issometimesanexcellent modeofevadinganurgentinquiry, andsuchstrategyisoftenresortedto bothbythewellintentionedandthe malicious.St.Paulraisedthequestion ofhisRomancitizenshiponacritical emergency,andanothercharacterofa differenttype.Allantoples,inthe NightsofAristophanes,quasheda threatenedconvictionofhimselfby askingwhatwasthepriceofanchovies. Mr.Gladstone,inlikemanner,began todefendtheRitualistsbyabusingthe CatholicChurch,whichhaddonehim nowrong,exceptingtheallowable injurythatIrishmembersofParliament hadcontributedtohisexpulsionfrom office.Therelationsofthateventto hisrecantpamphletwewillreferto later.Atpresentwewishmerelyto drawattentiontothemoreimmediate motiveandcauseofhispoliticalexpostulation.Hehadbeencontendingwith thechampionsofanoppositeChurch partyrecentlyinParliament,andinhis desiretohelptheRitualistshehas, perhaps,inadvertentlyproclaimeda commoncrusadeofProtestantsagainst theCatholicChurch.Themasked batteryexplodedatonce,andnaturally causedsomeconfusionandannoyance; yetheseemssurprisedatfindingthat hehadopenedanewlineofattackand defenceatthesametime,andthathe hadadvancedfurtherintoneutralterritorythanthelawoffaircourtesy warranted.Quis'excuses'accuse.Accordinglyhenowjustifieshisaggression onCatholicitybytryingtodefacethe firstwoundbymeansofnewscars equallyundeserved,andwhichcallfor theindignationofallfairrindcandid

personswhetherProtestantsorCatholicsHehadtodiscuss,asheavows, "thequestionwhetherahandfulof "theclergyareorarenotengagedin "anutterlyhopelessandvisionaryeffort "toRomanisetheChurchandpeople "ofEngland."Buthebetookhimself toawhollydifferentmatter-theabuse ofaPontiffandaChurchwhohaddone himnowrong.Howfarabuseofthe CatholicChurchwill,intheend,help theRitualists,isaquestionwhichonly personsofboldspeculationwillventure atpresenttosolve.Wethinkthathis zeal,ifthetermisappropriate,has exceededhisdiscretion,andthathehas donetheRitualistsmuchdamage.

Mr.Gladstoneprefaceshissecond declarationofwarwiththeannouncementthatherecently"intheproseoutionofapurposenotpolemical,but pacific,"had"beenledtoemploy wordswhichbelong,moreorless,todie regionofreligiouscontroversy."While tryingapacificpolicyonbehalfofthe Ritualists,hewascompelledforsoothby theforceofcircumstancestomakewar uponothers.Ifthisisnottojustify themeansbytheend,therenevercan beauinstanceofsuchdisingenuous strategy.Itisaleading,characteristic oftherighthon.gentleman,inthepart whichbehassolatelytaken,tocontradicthisassertionsbyhisconduct, andnotunfrequently,asweshallshow, toneutraliseonestatementbyanother. Itwillrequireallhispolitenessof assurancetosatisfyanyonethatheis "notpolemical,"andthathiswords only,"moreorless"be'ongtothe

Ourfirstthought,onascertainingthe purportofi11r.liladstone'spamphlet wasfollowedbyadesiretolearnwhat reasonshewouldassignforarrivingat theexpostfactoconclusionshehasbeen soslowinpublishing.(iiwtantafuit &maintibicausaridendi?Theanswer is,perhaps,sufficientlyobviousHeis, indeed,itseems,thevictimof"expostulation"inmoresensesthanone.

"Morethanonefriendofmine,"be says,"amongthosewhohavebeenled tojointheRomanCatholicCommunion hasmadethispassagethesubject,more orless,ofexpostulation."Aserous andlargereditionofhisopinionswas, itseems,suggestedbythisremonstrance; But,insteadofitsbeingpacific,itis

III. GROWTHOFTHECHURCHIN ENGLAND.

ThereisasingularbitternessinMr. Gladstone'smannerofspeakingofconverts.Intheparagraphfromthe ContemporaryReview,whichformsthe textofthepresentpamphlet,weare toldthat"noonecanbecomeRome's convertwithoutrenouncinghismoral andmentalfreedom,andplacinghis civilloyaltyanddutyatthemercyof another."Thisstatementis,indeed, insomedegreemodifiedinthepamphlet; atpage23weread,"Uponastrictreexaminationofthelanguage,asapart fromthesubstanceofmyfourth(he meansthird)proposition,Ifindit faulty,inasmuchasitseemstoimply thata"convert"nowjoiningthePapal Church,notonlygivesupcertainrights anddutiesoffreedom,butsurrenders thembyaconsciousanddeliberateact. ItissurprisingthatCatholicsshouldseparatesus.Theobjectoftheirbelief isoftentimesthesameasours,buttha motiveofthatbeliefisfundamentally different.WebelieveontheDivine authorityofthelivingChurchofGod; theirbeliefrestsonprivatejudgement thusremainingastrulyProtestantas thelowestChurchman.Theirwork, however,isarealandsubstantialone. Theyrightlyadministerthesacrament ofBaptism,andtherefore,addtothe numbersofthetrueChurch.They impresstheirfollowerswiththeneedof alifeofpiety,andsopreparesoulsfor thereceptionofgrace.Theyteach menmoreaccuratelythedoctrinesof theIncarnation,ofJustification,andof theEucharisticSacrifice,ar.dconsequentlyleadmentotheportalofGod's Church.TheintellectisthusfamiliarisedwiththetruthsofRevelation,and sopreparedtoexaminetheevidences onwhichtheyrest.Theinherent powerofthesetruthscannotdootherwisethanproducefruit;andour experiencebearswitnesstothefactthat asteadycurrent,everincreasing,has setinfromtheRitualisticpartytothe CatholicChurch.Itappearstous,as outsiders,thattheLegislaturemaytake whatprecautionsitmay,thepresent movementintheEstablishmenttowards mud'merewarlike.WililycryingCatholictruthcannotliestayed.

Whatarewetothinkofallthis?Among thenumerousconvertstowhomhealludes aretherenotseinewhowerepersonally knowntohim,soniewhosemoralandmental qualitieswereintheirProtestantdayssuch astowarrantthebeliefthattheywere incapableofsurrenderingthatmentaland moralfreedomwhichissodeartoallmen? Sometowhomhemustfeelthattheword "captives"cannotwithanyjusticebe applied?WeknowthattheProtestantism ofEnglandisintense,thatbythesideofthat greatstreamwhichisbearingmenontothe Churchthereisanotherstreamwhichis carryingitsthousandstowardsRationalism, whichisleadingthemtorejectRevelation andauthorityinreligion,tothrowaside everythingthat,totheirmind,savoursof sacerdotalpowerMr.Gladstoneknowsall this,andwiththeastutenessofaskilful politician,heappealstotheProtestantismof thecountry.Amongthemenwhohave beenreceivedintotheCatholicChurch duringMr.Gladstone'slifetime,thereisone whosenameisknownandhonouredby Englishmenofallshadesofbelief,onewho holdsanintellectualpositionhigherthan almostanyotherlivingman.He,Father Newmansays,"Iwasnotconscioustomy. selfonmyconversionofanychange,intellectualormoral,wroughtinmymind,"and elsewhere"Thetruthisthattheworld, knowingnothingoftheblessingsofthe Catholicfaith,andprophesyingnothingbut illconcerningit,fanciesthataconvert,after thefirstfervourisover,feelsnothingbut disappointment,wearisomeness,andoffence inhisnewreligion,andissecretlydesirous ofretracinghissteps."Thisisattheroot ofthealarmandirritationwhichitmanifests athearingthatdoubtsareincompatiblewith aCatholic'sprofession,becauseitissure thatdoubtswillcomeuponhim,andthen howpitiablewillbehisstate1 Thatthere canbepeaceandjoy,andknowledgeand freedom,andspiritualstrengthintheChurch isathoughtfarbeyonditsimagination;for itregardshersimplyasafrightfulconspiracyagainstthehappinessofman, seducinghervictimsbyspeciousprofessions, andwhentheyareoncehers,caringnothing forthemiserywhichbreaksuponthem,so thatbyanymeansshemaydetainthemin bondage.Accordingly,itconceivesweare inperpetualwarfarewithourownreason.
