Amongstthoseworkswhichthe ChurchrequiresofherChildrenatthis HolySeason,isthatofthefortydays fast-institutedbytheApostles-and observedatalltimes,withsonicmodifications,uptoourdays.

Thisisnotaworkofsupererogation lefttoourlibertytofulfilortoomitat pleasure.Itisagravepreceptwhich we,withsomeexceptions,areboundto observeunderpainofmortalsin.Dearly Beloved,listennottothevainexcuses andfalsepretextsofthecarnalminded, ofwhomtheHolyGhostsays,thatthey areenemiesoftheCrossofChrist -self-mortification;whoseGODistheir belly,whodisregardthepreceptof fasting.TheysaythatJesusChrist sufferedforus4truethatHegaveto theDivineJ.u.icefullsatisfactionfor oursins-trusillthat,therefore,it isnotnecessaryfor413tomortifyourselves,ortodopenanceforoursinsfalse."Christsufferedforus,leaving youanexamplethatyoushouldfollow Hissteps."(1Peterii.21.)

RememberwhatJesusChristsaidto HisDisciples-"Ifanymanwillcome afterme,lethimdenyhimself,andtake uphiscrossandfollownie.Forhethat willsavehislifeshallloseit,andhethat shalllosehislife.formysakeshallfind it."(Mat.xvi.'24,25.)

Althoughitbecertainlytruethatour DivineSaviour,byHissufferings,fully satisfiedtheDivineJusticeforthesins ofthewholeworld,neverthelesswehave todoourpart.Wehave,asSt.Paul expressesit,tofillupinourfleshthose thingsthatarewantingofthesufferings ofJesusChrist,(Col.i.24).Itisnot thatChrist'ssufferingSareinsufficient tosaveus,but,itisrequiredofustodo whatisnecessary,thatHismeritsmay bedulyappliedtooursoul?.Thecorruptableholyisaloaduponthesoulwemustreduceitbypenanceandmortification.Wearepronetoevil-wemust adoptsalutaryrestraint,denyingourselvesthatthegraceofGodmaybe withusandabideinus.Wemust preparetoreceiveworthilytheholy sacraments,whicharethechannels institutedbytheRedeemerhimself, throughwhichHecommunicateshis divinegracetooursouls.Thisisour part.And,therefore,itisprincipallyat thisholytime,thattheChurchrequires youtoapproachtotheholysacraments ofPenanceandEucharist,whereby makingagoodconfessionofallmortal silts,youmaybeadmittedagaintothe

refrainingfromcarnaldesires,andby beingconstantlyoutyourguardtoresist allevil,andparticularly,toovercome thatvicioushabitwhichisappropriately calledyourpredominantpassion.

Now,oneoftheevilhabitswhich enslavesmanymiserablesouls,and seemssowidespread,is-Intemperancein drinkingintoxicatingliquors.Thisis asinveryoffensivetoGod,injurious toman,degradingtohumannature, ruinoustofamilies,anddetrimentalto society.Butwhowillbeabletodescribewithinasmallspacethemany evilswhicharetheeffectofautikenness?Inthefirstplace,considerthe noblecharacterofman.Manisa beingendowedbyhisCreatorwith reasonandunderstanding;madetothe imageandlikenessofGodhimselfon accountofhisspiritualsoul;exalted abovealltheotherbeingsofthisvisiele worldmadeonlyalittlelessthanthe Angelsofheaven,andcrownedwith honorandglory.Butisanyofthese noblequalitestobefoundinadrunkard?

NoBecausebeinginhonor,hedid notunderstandhisnoblecharacter.He divestshimselfofhisreason,debases himself,degradeshisnature,and becomeslikethehorseandthemule, thathavenotunderstanding.Nay,he lowershimselfbeneathabrute;because althoughbrutesgenerallyfollowtheir instinct,andendeavourtosatiatetheir app.tires,neverthelesstheydonot trespasstheboundsprescribedbytheir nature.But,adrunkardnotonly satisfieshisdegradingpassion,but,also, hegoesintoexcess,andfillsupthe measure,untilhisnaturecanbearno more.Hemayenjoyhiscriminal gratification,eitherinharmlessbut stupidquietness,orinmerriment, risingtoaturbulentandfuriousriot, tillthevapoursofdrinkstupifyhis mindandenervatehisbodilystrength, and,beingunabletosustainhimself, hefallsdown,likeacorpse,tothe ground,eveninthemostfilthyplaces. Reasonisgone,andtherehelies.Can youcallhimaman?Hashenotcast offman'sessentialquality-thenoble thcultyofreason-andmadehimself likeabrute?"0Lord,thou'last mademanalittlelessthantheAngels, thouhastcrownedhimwithgloryand honour,andhassethimovertheworks ofthyhands,thouhastsubjectedall thingsunderhisfeet,allsheepand oxenmoreoverthebeastsalsoofthe fields"(Ps.8).Butbeinginhonorlie didnotunderstandhedebasedhimself,andmalehimselflikeuntothe horseandmulethathavenotunderstanding.Andiffromthisdebasing stateofthedrunkardwepasstothe otherevilsbroughtonhimselfandhis family,whocanenumeratethem? Quarrel's,fights,horribleblasphemies, lotsofsituation,ruinandstarvationof thefamily,debts,theuseofunlawful meanstosatisfyhiscravingpassion. Sucharesomeofthemanysadconsequencesofthedegradingviceof drunkenness.Evenduringlifedrunkardsaretopayverydearfortheir shortgratifications,which,bydegrees, attenuatethestrongestconstitution, leavebutamiserableexistence,andnot untrequentlyendinasuddenand improvideideath.Buttheseareonly temporalmiseries.

HolyGhost,inproportiontotheir formergratifications,Quantumindeliciis fait,tantumdateeitormentumthemore theygratifiedthemselvesinthislife, themoreshalltheybetormentedinthe next.Butl-esidesthetormentscommontoallthedamned,thejusticeof Godhaspreparedaspecialonefor drunkards.Asduringtheirlifetime theyindulgedtoexcessinstrong liquorssointheirvitiatedsenseof tasteshalltheybeproportionately tormentedbyaneverto-be-satedcraving. 0drunkards!willyouknowbeforehandwhatparticularpunishmentyou shallsufferinhell?Askyourcompanion,therichglutton,whosestoryis toldbyourJiviueLordintheGospel ofSt.Luke,xvi.19,andhewilltoil youBesideshisuncharityinnot relievingpoorLazarus,hisprincipal gratificationduringlifewas,itappears, hisindulgingexcessivelyineatir.gand drinking,hefeastedsumptuouslyevery day.Andwhattormentdoeshesuffer inhell?Hecries,andsays:"Father Abraham,havemercyonme,andsend Lazarusthathemaydipthetipofhis fingerinwater,tocoolmytongue,forI amtormentedinthisflame."Ile declaresthathesuffersaburning thirst-ascorchingheatinhistongue. Thisisinpunishmentofhis,intemperance.Hecriesforadropofwater tocoolhistongue;buthearthecomfortlessanswerwhichisgivenhim"Son,rememberthatthoudidstreceive goodthingsinthylifetime,andlikewiseLazarusevilthings,butnowheis comfortedandthouarttormented." (v.25.)Thendrunkardsshallbe tormentedintheflamesofhell,and theyshallsufferaterriblethirst,anda burningheatintheirmouth,intheir throat,andintheirbowels;theyshall, liketherichman,cryandaskfora dropofwatertocooltheirtonguebtt nootheranswerwillbegiventhemthan this,"i.emember,thatinthylifetime thouindulgedstinintoxicatingliquors, andnowthoumustbetormentedforall eternity."

followtheaiviceofhisSpiritual Director,lethimthinkfrequentlyon thethirstofJesusChristinHisagony ontheCross,forthereliefofwhich,He wasofferedvinegarandgall.These, combinedwiththethoughtoftherich gluttonwhoistormentedintheflames ofhell,stillpowerfullyhelphimtokeep hisresolve.Theproperuseofthese meanswillefficaciouslyhelpnotonlythe drunkard,butalsoanyotherhabitual sinnertorefrainfromhisbadhabits, andconquerallevilinclinations.

Inconclusion,dearlybeloved,we earnestlyexhortyoutocomplywiththe injunctionsoftheChurchduringthis holytimeofLent.Observefaithfully thefasts;receive,withproperdispositions,theholySacramentsofPenance andEucharist,andprayferventlyfor yourselvesandyourchildren,forthe speedyreliefofourMostHolyFather, andforthetriumphandexaltationof HolyChurch.Applyfrequentlytothe SACREDHEARTofourDearRedeemer, andentreatHimtopurifyandinflame yourswiththefireofHisdivinelove, andtoremoveallevilfromHisHoly Church.Solicitalsotheintercessionof theBLESSEDVIRGINMARY,themerciful MotherofourSaviour,andinvokethe protectionofSAINTJOSEPHHisfoster Father,thattheymayobtainforusall thosegraceswestandinneedof,but aboveallthecrowninggraceoffinal perseverance.

Andwhatshallwesayofthemost

Drunkardsshouldreflectonthis,and makeafirmresolutiontotakeefficacious meanstoescapefallingintothatplace oftorments.Butwhatarethese efficaciousmeanswhichadrunkard shouldtaketoreformhimselfand savehissoul?Willhefindthemin theso-calledorderoftheGoodTemplars, orsuchlike.No! Becausethese beingsecretsocietiesaroreprovedby theChurch,and,therefore,aCatholic cannotbeamemberofthemwithout incurringthecensureoftheChurch. Theseefficaciousmeansaretobe found,whereeverygraceistobe found,onlyintheCatholicChurch. Sheisthedepositoryandherpriesthoodthedispensersofthemysteries ofGod.Allinwardpowerand gracetorefrainfromevilandto dogoodwasmeritedbyJesusChrist, andcommunicatedtousbymeans oftheholySacramentsinstituded byHim.HeisnotaCatholicwhodoes notconfessthis.Heiscondemnedby hisownjudgmentwhoknowingit attacheshimselftoaforbiddenorder liketheGoodTemplars,ortoanyother societyofhumaninstitution,witha viewtoovercomehisfailings,abandoningtheSacraments,themostpowerful ofallmeans.Heshowsthathe

THEfollowingaretheRegulationsand DispensationsfortheLentofthe presentyear,1875.TheGenerallawofthe Church,whichordainsabstinencefromflesh meatduringtheentireLent,issofar dispensedwith,that 1.Meatmaybeusedduringthetimeof thisLentonSundays,Tuesdays,Thursdays, andSaturdays,exceptingEmberSaturday, andthelastfourdaysofLent.Onthe Monday,however,ofEmberWeek,andHoly Week,theuseoffleshmeatispermitted. Moreover,topersevereinthehappy stateofgrace,youmustearnestlyand i'requentlypraythatGod.thegiverof allgoodthings,mayvouchsafetogrant youthegiftofhisholyperseverance totheendofyourlife;withoutwhich gift,youcouldnotbesaved.But, besidesthis,frequentprayer,youmust co-operatewiththegraceofGodby

refrainingfromcarnaldesires,andby beingconstantlyonyourguardtoresist allevil,andparticularly,toovercome thatvicioushabitwhichisappropriately calledyourpredominantpassion. Reasonisgone,andtherehelies.Can youcallhimaman?Hashenotcast offman'sessentialquality-thenoble facultyofreason-andmadehimself likeabrute?"0Lord,thouhest mademanalittlelessthantheAngels, thoubastcrownedhimwithgloryslid honour,andhassethintovertheworks ofthyhands,thoubastsubjectedall thingsunderhisfeet,allsheepand oxenmoreoverthebeastsalsoofthe fields"(Ps.8).Butbeinginhonorhe didnotunderstand;hedebasedhimself,andmalehimselflikeuntothe horsearidmulethathavenotunderstanding.Andiffromthisdebasing stateofthedrunkardwepasstothe otherevilsbroughtonhimselfandhis family,whocanenumeratethem? Quarrells,fights,horribleblasphemies, lotsofsituation,ruinandstarvationof thefamily,debts,theuseofunlawful meanstosatisfyhiscravingpassion. Sucharesomeofthemanysalconsequencesofthedegradingviceof drunkenness.Evenduringlifedrunkardsaretopayverydearfortheir shortgratifications,which,bydegrees, attenuatethestrongestconstitution, leavebutamiserableexistence,andnot unirequentlyendinasuddenand unprovideddeath.Buttheseareonly temporalmiseries.

Andwhatshallwesayofthemost terribleevil-theeternalruinoftheir iminertalsouls? Forthesinof drunkennessisamortalsinwhich debarsmenfromenterine'intothe kingdomofheaven.St.Paulsays, "Donoterrbrethren;neitherfornicators,noradulterers,nordrunkardsshall possesstheKingdomofGod.(1Cor. vi.6.)Thentheymustbedamned,and theymustsufferforalleternity.

SufferYessuffer! WhatpunishmenthasGodpreparedfortheminthe otherlife? Wecanformafaint ideathereoffromtheholyWrit.Tormentshallbeinflictedonthem,saysthe

HolyGhost,inproportiontotheir formergratifications,Quantumindeliciis fail,tuntumdateeiii91711C11111711;themore theygratifiedthemselvesinthislife, themoreshalltheybetormentedinthe next.Butbesidesthetormentscommontoallthedamned,thejusticeof Godhaspreparedaspecialonefor drunkards.Asduringtheirlifetime theyindulgedtoexcessinstrong liquorssointheirvitiatedsenseof tasteshalltheybeproportionately tormentedbyaneverto-be-satedcraving.

Drunkardsshouldreflectonthis,and makeafirmresolutiontotakeefficacious meanstoescapefrillingintothatplace oftorments.Butwhatarethese efficaciousmeanswhichadrunkard shouldtaketoreformhimselfand savehissoul?Willhefindthemin theso-calledorderoftheGoodTempters, orsuchlike.No! Becausethese beingsecretsocietiesarereprovedby theChurch,and,therefore,aCatholic cannotbeamemberofthemwithout incurringthecensureoftheChurch. Theseefficaciousmeansaretobe found,whereeverygraceistobe found,onlyintheCatholicChurch. followtheadviceofhisSpiritual Director,lethimthinkfrequentlyon thethirstofJesusChristinHisagony ontheCross,forthereliefofwhich,He wasofferedvinegarandgall.These, combinedwiththethoughtoftherich gluttonwhoistormentedintheflames ofhell,rillpowerfullyhelphimtokeep hisresolve.Theproperuseofthese meanswillefficaciouslyhelpnotonlythe drunkard,butalsoanyotherhabitual sinnertorefrainfromhisbadhabits. andconquerallevilinclinations.

CoLontatSTEAMCOMPANF.-Itisunderstoodthateffortsarebeingmadetoforma ColonialSteamCompany,withaviewof purchasingMessrs.ConoorandDi'liay's interestintheGeorgette,andalsointhe othersteamershortlyexpectedtoarrive fromEngland.Itisastepinthepathof progress,andwesincerelytrustthepending negotiationswillresultintheformationofa ColonialCompany.

ASUOGESTIOSTOTHECHAMBEROFCOMERCE.-Consideringthatwithinsometwelve mouthsorsothreeorfourvesselshavebeen wreckedonourshores,andthat,ineach instance,themastersofthevesselscomplainedofnothaving,orbeingabletoobtain, proper'.ChartsofourCoast,woulditnotbe wellfurtheChamberofCommercetobring thematterprominentlybeforetheGovernment,withaviewtohavingacertainamount grantedtotheChamber,yearly,forthe purposeofprocuringanddistributingperfect ChartsofourCoastintheprincipalports withwinchthiscolonytrades,suchas Singapore,Java,Shanghai,Mauritius,the Cape,awlalltheAustralianports? moneyhas,beforeto-day,inWestern Australia,beenexpendedonundertakings whichgavemuchlesspromiseofdoinga publicgoodthantheoutlayofacertain amounttorthepurposewehavementioned. Atthepresenttime,thankstothelaborsof theAdmiraltySurveyDepartment,most perfectandexactChartsofourcoastcanbe obtainedhencetohavethemdistributedas suggested,andplacedwithintheeasyreach ofmastersofvessels,theColonywould receiveagoodname,muchvaluableproperty wouldbesaved,and,probably,lossoflite arerted.WetrusttheChain,erofCommercewilldeemoursuggestionofsuch importaucetothewelfareofthecolony,that itwillcommandtheirimmediateandearnest attention.

FIREENGINE.-Wearepleasedtofindthat bythelastEnglishmailanorderwasforwardedbytheCoyCouncilfurthepurchase ofalargeFireEngine,aswellasallthe necessaryappurtenances.Foryearspastthe peopleofPerthhaveadmittedthedesirabilityofhavingagoodlireEngineinthe Metropolis,buttothecreditofournew Council,heitsaid,belongsthehonorof Kitingpracticaleffecttothewishesofthe citizens.

GOVERNORROBINSUN.-Duringtheearly partofFebruarylast,HisExcellency GovernorRobinsonofficiallyvisitedthe ChiefPrisoninFremantle,andalsothe Pension,''.Beira&i.HisExcellencyisnow Albany,whitherbeproceedtojoinMrs. RobinsonwhoisenroutetoPerth.

THEMESSRS.CLARKSON.-Byatelegram receivedfromChampionBaytheworstfears astothefateofMessrs.HenryandWilliam, Clarksonhave,wedeeplyregrettoreport beentoosadlyrealized.Theremainsof Henrywerediscoveredaboutninemiles,and thoseofWilliam,seventeenmiles,northof ilooley'sWell.Fromtheappearanceofthe bodiesitisconcludedthatHenrywas murderedbythenatives,andWilliam,it wouldseem,diedfrontsheerexhaustion. TheannouncementoftheJubileeof 1875bytheHolyFathet'sEncyc'ical GravibusEcclesice,comestotheCatholic worldinthemidstofitsimmensetrials asasupremeconsolation.Fiftyyears haveelapsedsincethelastofthese greatcelebrations.LeotheTwelfth wasthenreigningasPontiff.Itwas thegrandest,thesalienteventofhis Pontificate.

I'opeBonifacetheEighth,itis worthyofnote,wasthePontiffwhofirst institutedthefestivaloftheHolyYear orJubilee.TheonedecreedbyhinttheearliestJubileeonrecord-wasthat whichtookplaceintheyear1300,the Bullregulatingitbeingdatedonthe 21stFebruary.Itwasarrangedby I3onifaceVIII.foracentenarycelebration.Beforehalfthecenturyhad elapsed,however,theintervalwas reduced,in1342,tooneoffiftyyears, by order ofClement VI. uhseeplentlyitwasstillfurtherreduced toanextremeintervaloftwenty-five years,asatpresent Exactlyacenturyago-in1775PiusVI.celebratedtheJubileeithich theyearbeforehadbeenproclaimedby hispredecessor,PopeClementXIV. "ATheologicalPilgrim"writesfrom theProtestantstand-pointaveryable lettertotheDailyTelegraph.We quotethemoreimportantpassages:"IamaProtestanttothebackbone. ButpreciselyonthataccountamI anxioustohavetheargumentativebattle withRomefoughtonsuregrounds andwiththeprofoundestrespectfor Mr.Gladstone,Ifearthathehaschosen afieldonwhichsodexterousadisputant asArchbishopManningmaygain dailecticaladvantages.Mr.Gladstone's firstpropositionisthatRomehassubstitutedfortheproudboastofsenipt'r villein.apolicyofvoileneeandchargeof faith.'Tothstpropositionhisopponentswillgiveadenialtechnicallyinstilled.Suchasthepretensionsof thePapacyareinthesedays,suchthey wereinthetimeofHildebrand,and suchtheyhavebeenthronghoutthe interveningperiodofeighthundred years.RomanCatholictheologians willcunninglydefyMr.Gladstoneto citeasinglecaseinwhichasingle Popeadmittedthathewasnotthe supremejudgeinthedomainoffaith andmorals.Mr.Gladstoneseemsto argue,however,thatthetoneand

pretensionsofRomearemorearrogant nowthantheyusedtobs.But,ifMr. Gladstonesaysthatshenevermounted sohighinpretensionsbefore,Icanonly replythat1fearheweakensthehistoric indictment.Itisquitetruethat GregoryXVI.and'thepresentPope havemoresharplycondemnedcertain doctrinesofmodernLiberalismthan anyotherPontiffsbutonlybecause,in thetimeofotherPontiffs,those doctrineshadnotgatheredsuchpolitical forceastomenacethePapacyitself. TheFrenchRevolutiongavethe doctrinesofLiberalismatangibleand menacingform.Theybecameanarmed esangel.Theymadeclaimsashigh andmightyasthoseofRomeherself. Theywereadeclarationofwartothe deathagainsttheprinciplesofwhich shewastheguardian.Itwasasclear asnoondaythatsheortheymust perish.Romewasdriventobayby Liberalism,andthen,indeed,shedid strikewithallhermight.But,sofar fromwonderingthatshedidhurlher anathemas,Iwonder,Iconfess,that shewithheldthemsolong;forsheand Liberalismcannotcontinuetoliveinthe sameworld.Mr.Gladstonemaintains thattheattitudeofthePapacywith respecttomoderncivilizationhasbeen essentiallychangedbydeclarationof theVaticanCouncilthatthelopeis infalliblewhenhespeaksexcathedraon questionsoffaithandmorals.We mustbopreparedforsubtlehairsplittingsherefromthePapaladvocates. Inthefirstplace,theywillargue,all Catholicsadmittedthe(Ecumenical Councilstobeinfatliblesecondly, mostCatholicsadmittedthePopetobe infalliblewhenhespeakscxcathedrd onquestionsoffaithandmoralsthirdly, thePopehimselfactedontheassumptionthathewasinfallible; fourthly hisdecisionshadasmuchforceasif theyhadsetoutwithadeclarationof infallibility;and,finally,allCatholics admittedhimtobethesupremejudge ofecclesiasticaldisputes.1shouldneed toomuchspacetocitetheirproofsof propositions,butthinkthat studentsofecclesiasticalhistory niustadmitthegeneraltruthofthem. Inowcometothemostimportantof Mr.Gladstone'scontentions-namely, thatnoonecannowbecomeaconvert toRomewithoutrenouncinghismoral andmentalfreedom,andplacinghis civilloyaltyanddutyatthemercyof' another.'Nor,inreality,coulda converttoRomepayasmallerprice fiftyorfivehundredyearsago.Then, asnow,theChurchwasheldtobe infalliblewithinherownsphere,she claimedtohethesupremejudgeofthe placeatwhichthatspherebeganand ended;fcritisclearthattheState couldreducetheloftiestpretensionsof thePopetomerewordsifitcould definethelimitsofhisjurisdiction. EvenDr.Dangeradmitsthat(EcumenicalCieincilsareinfallible,and,in ordertomakegoodhispresentposition, hemustarguethatthelastCouncil wasnot(Ecumenical.Evenliewould admit,then,thatanymanwhojoins the()IdCatholicsmustrenouncehis moralandmentalfreedom'bypiecing hiscivilloyaltyanddayatthemercy ofan(EcumenicalCouncil.Hequarrels unhappily,notaboutthefactofinfallibility,butmerelyaboutthecustodian. Hisconvictionsareasmuchatthe mercyofauthorityasthoseofthe Catholicsthemselves-theonlydifferencebetweenhimandthembeing thattheyadmittheinfallibilityofone man,andhetheinfallibilityofa majorityofsixorsevenhundred.Here therelanodifferenceofprinciple,but onlyofdetail.Ilemayargue,indeed, thatCouncilscannotspeaksooftenas thePopes,and,consequently,thatthey imposefewerchains;buttheansweris that,ifinfallibilitybenecessaryatall, itmaywellbevestedinthemostconvenienttribunal,andthataneverpresentPopeissurelymoreconvenient thanaCouncilwhichitwouldtaketwo orthreeyearstosummon.Now,that argumentstrikestheEnglishRitualists asstraightinthefaceasitstrikesDr. DilllingerandtheOldCatholics.Next coniesMrGladstone'strueassertion thatthePapacyholdsitselftohethe snpremejudgeofthequestionwhat thingsarestrictlytemporalandwhat

strictlyspiritual.But,hemustprepare tohearitreplied,sodoeseveryChurch whichholdsitselftopossesswhatitcalls thetruth,unlessitmakestheillogical compromiseofErastianismwiththe State.HerethePrebsyterianFree ChurchofScotlandmakespreciselythe sameclaimsastheChurchofRome.She admitsthatthereisatemporalanda spiritualprovince;sodoesRome.She admitsthatthecivilpowerissupreme intheone;sodoesRome.Butshe contendsthatsheissupremeinthe other;andsodoesRometoo.Nay, sherefusestoletthecivilcourtsoflaw marktheboundarybetweenthetwo provinces;andthatis,theywillurge, therefusalmadebytheChurchofRome. ThatMr.Gladstonehasbeenletting outhismindfreelyandfullyiscertain. Wecantooeasilybelievehisownconfessionthathehastoputrestrainton hislanguage.ButitisunderdifficultiesthathedenouncesRoman aggressiveness,andhebastomakehis ownoccasion.Theoccasionisthatinhis recentcontributiontotheContemporary Reviewheusedsomeroughwordsabout RomanCatholics,anddistressingsome friendsinthatcommunion.Afew wordsofhisownwritingconstitutethe

wars,"andthattheyare(page62) turnirgtheirbacksonthepoorcertainlyanuntrueandungenerous imputation-andcourtingtherich.If Mr.Gladstonehopestoassuagethe feelingsofhisformerRomanCatholic followersbysuchobservationsasthese wethinkthathewillfindthatheis mistaken.But,itwillbesaid,they arealltrue?Whatthen?Isit desirablethattheleaderofagreat partyshouldmakethem? ThatMr. Gladstone,inhisprivatecapacity, shouldtrytoshowthatheisrightin somecontroversyinwhichheisengaged isintelligible;butitmaybedoubted if,inanyprintedcontroversy,atenable distinctioncanbedrawnbetweenMr. GladstonetheindividualandMr.Gladstonethepolitician.Moreover,he expresslytellsusthathehaswritten thispamphlet"becausespecialjustice, astowardsthepartytowhichIam loyallyattached,andwhichImayhave hadashareinthusplacingatadisadvantagebeforeourcountrymen,made it,tosaytheleast,becomingthatI shouldnotshrinkfromwritingit." Areweuncharitableinsuspectingthat weherearriveattherealionsetorigo ofthisotherwiseunaccountableproduction?Isitanythingmorethanaea ofpoliticalstrategy? From whateverpointofviewweregardthis publicationwecanfindnosatisfactory c brokengroundonwnichhestrikesandcauseforit.Itscontentsaremostly recoils.Thereactionwhichmightseemtrue,butitsconclusionisludicrously tobefromalife,orauadministration,inconsequentinthemouthofapractical isfromanarticleonakindredsubject. Inthatarticle,perhapstowinsympathy ortodisarmsuspicion,hesaidaword toomuch,butstilltrue.Hewillstand toit.Henceachallengetohalfthe Christianworldtoconsiderwhatis theirrelationwiththeCivilPower,with modernthought,andwiththeexisting stateofthings.Ifthisbeafulland trueaccountoftheoriginofthisexpostulation,thenallProtestantsgenerally, andthe"OldCatholics"inparticular, willhavegreatreasontorejoiceatthe harshness,nottosaycoarseness,ofthe languageMr.Gladstonehastrippedinto. Butisitafullandtrueaccount?It certainlyiseasiertobelievethatthe minelayreadytobesprung,andthat forceshadbeensometimeaccumulating, thanthatthisexplosionistheresultof aslipofthepen.Certaintheories suggestthemselves.Doesthelate MinisterfinditnecesserytorepelsuspicionofaleaningtotheCommunion ofRome?Or,ontheotherhand,is heventingtheindignationitisonlytoo naturalheshouldfeelattheastounding ingratitudeoftheIrishpeopleand hierarchyI Ineithercasethedeedis done,andMessrs.Newdegateand Whalleymaynowboastatriumvirate ofgoodProtestantchampions.Athird alternative,however,suggestsitself,not quitesomuchtotheirtaste.Doesthis elaboratebutunsuccessfulattemptto distinguishbetweenthenewandtheold PapacypointtotheChnrchofDr.DOIlinger,whomMr.Gladstonetakes occasiontoeulogizesohighly?When hedescribestheimmenseeffortnecessary foramantobreakwithhisChurch,to braveexcommunication,andbearit calmlywhenitcomes,ishecountingthe costofalikestepshouldhehimselfbe calledontotakeit?Ifthislastbe thetruesolutionofthissomewhat suddenchargeoffront,Mr.Gladstone willnotcarryEngland,or,indeed,any considerablepartofit,withhim.

Whyallthisfuss?Whythisostentatiouspamphletbyapracticalstatesman?Anythingmoreinconsequentit wouldbedifficulttoconceive.'We couldunderstandthatifMr.Gladstone hadinadvertentlyoffendedandhurtthe RomanCatholicshoshouldwishtoheal thehurtandremovetheoffence.But, farfromdoingso,inthesepageshe repeatstheoffencefiftytimesover.He heapsinsultuponinsultuponthem. Hetellsthem(page47)thattheircreed isa"superstition,"thattheyhave "morbidspiritualappetites,"thatthey wouldhavedonebetter,insteadof passingVaticandecrees,tohave"judiciouslydistributedafewTetzelsover Europe,"thattheyare(page50)"an incentivetogeneraldisturbance,"and theirpolicy"apremiumuponEuropean

statesmanandwhilstwetailtosee whatgoodpurposeitwillserve,unless itbethatofstillfurtherweakeningthe Liberalparty,itwillhavetheevileffect offloodingourearswiththedetestable clamoursofreligiouscontroversy. TheBismarckiansofGermanyare delighted.Itwassuretobeso.Ona celebratedoccasionMr.Gladstone appealedfromtheopinionofthemetropolistotheopinionoftheprovinces. Wepresumehewillnowappealfront theopinionofEnglandtotheopinion ofGermany.TheNationalLiberalsof thatcount"),areenchantedwithhis pamphlet.Thisisnotunnatural.Still theyarenotalmostasinconsistentin theiradmirationasMr.Gladstone isinthelameandimpotentconchisioa ofhisexpostulation?Mr.Gladstone expostulates;butifheisnotlistened toliewilldonothingbutwhathewould doifhewerelistenedto.Hisconduct inthefutureisstrictlytoresemblehis conducthithepast.Doesthatsatisty theauthorsoftheMaylaws?We neverheardthatPrinceBismarcktook thetroubletoexpostulatewiththe RomanCatholics.Hehasdonesomethingfarmoreeffectual.Mr.Gladstone, with,wethink,unnecessaryreticence insoeffusiveapolitican,hesitatesto pronounceanopinionuponthecourse of"ecclesiasticallegislation"in Germany.Butaman'sopinionofany lineofconductisprettyaccurately ascertainedwhenhetellsusthathe wouldonnoaccountimitateit.The onlypossibleinfluenceMr.Gladstone's workwillhaveupontheGermanswill lietoconfirmtheminacoursefrom whichhehimselfwouldshrinkfrom horror.Probablyso"sympathetic" amindashiswillturnwithsomerelief, nottosayrelish,tothekindandflatteringopinionofGermanyfromtheanythingbutfriendlyreceptionthislast effortofhishasreceivedfromhisown countrymen.Butweshouldthinkthat laterreflectionwillshowtheNational LiberalsofGermanythathispamphlet isbutafaint-heartedencouragementto them,andthatMr.Gladstone,after thinkingonce,twice,thrice,will eludethatthemomentaryho e, howeverenthusiastic,oftheGerm'is apoorcompensationfurthemoredispassionatedisapprovalofhiscountrymen. Thequestionhasbeenasked,andit willberepeatedvainandagainby politicians,WhegdidMr.Gladstone makehisdiscoveries,andwhyisthis expostulationpublishednow,andwhy wasitnotpublishedbefore?'Hetells usthatalltheopinions,allthealarms, heheregivesvoicetodatefromthe year1870.Why,then,didwenot hearin1870ofall.this?TheIrish ChurchActwaspassedin1869;and

thereforehecouldnothavedreadedin thatyeartospeakasnowhespeaks forfearofendangeringanecessaryact ofjusticeThisistheyear1874;and in1873Mr.Gladstoneheartilyengaged himselftoextendovertheQueen's subjectsanauthorityandacontrol whichnowheseemstothinkintolerable.Thisisamatterofwhichsome explanationisnecessary.Inhisaccount oftheIrishUniversityBillliehimself suggeststhat1878isthetrueperiodof hischangeofsentiment.Hesays:"TheRomanCatholicprelacyof Irelandthoughtfittoprocurethe rejectionofthatmeasure,bythedirect influencewhichtheyexercisedovera certainnumberofIrishmembersof Parliament,andbythetemptation whichtheythusoffered-thebid,in effect,which(touseahomelyphrase) theymade,toattractthesupportofthe ToryOpposition.Theireffortswere crownedwithacompletesuccess.From thattimeforwardIhavefeltthatthe situationwaschanged."Yes,thesituationwaschanged-forMr.Gladstone. Angryandastonished,hethoughtonce, twice,thrice,aboutthePapacyandits agents,andthesearehisconclusions. Shiftedoutofofficebecauseheseemed blindtotheveryconsiderationshenow paradesasallhisown,hetookanew viewofthemandnowhefindsthat Codling,notShort,isthetrueProtestantpatriot.Nootherconclusioncan bedrawnfromthisextraordinary pamphlet,andwedoubtwhetheritwill proveserviceabletoitsauthor.

ThereisoneprobableeffectofMr. (;ladstone'spamphletwhichhasnoyet beenmuchdiscussed,andwhichis likely,perhaps,toabidewhenbeyond thesevoicesofpresentpolemicthereis peace.Wemeantheeffectitmusthave inbreakingupwhatwemaycallthe ecclesiasticalalliancesofpoliticalparties. SofarastheRomanCatholicsandthe Liberalpartyareconcerned,Mr.Gladstone'spresentattitudeseemstodissolve thealliancecompletely,andtoleave incividualCatholicsfre3torange themselves,accordingtotheirinclination,witheitherpartyoroutsideboth. Lvenwhentheindignation,rising sometimesasMr.Gladstonehimself says,tofury,withwhichRoman Catholicsreceivedhisnowfamous words,shallhavecooled,wemust expect,ofcourse,thattheCathlie bodywillrecognitethefacttheyhave not,asCatholics,anynecessaryconfederationanylongerwiththeLiberals ofthiscountry.Theapplicationof Liberalprinciplestotheredressof BomanCatholicandNonconformist grievancesmadeRomanCatholicsand Nonconformists,assuch,Liberalsfor thetime.While"thechainofthe Catholicclankedtohisrags,"and whiletheywereLiberalsoftheProtestantcommunionfoundreadyto declinethattheIrishCatholicpeasant "thoughhemayhenaked,shallnotbe inirons,"itwasinevitablethatthe RomanCatholicpartyshould,assuch, classitselfwiththeLiberalparty.

Liberalprinciplesalonev-ouldredress theirgreviances;andtheywerenaturallyforLiberalprinciples.Butthe alliancealwaysboreacertain resemblancetothatkindofinterchange ofcompromisesandserviceswhieliin theslan;ofAmericanpoliticsiscalled "log-rolling."TheRomanCatholics, assuch,didnotproclaimthemselves Liberalsonprinciple.Theywereready onmostoccasionstovotewiththe Liberalpartybecausetheyknewthat theLiberalpartyalonewerelikelyto doanythingfortheredressoftheirparticularwrongs.Ontheotherhand,the managersoftheLiberalpartywere, perhaps,notunwillingtogoalittleout oftheirwaynowandthentosecure theaidofsoconsiderableavoteata criticalmoment.IfMr.Gladstone's pamphlethastendedtoseveran alliancebetweenLiberalismandsectwe welcomethe.effect.Itmay,foraught weknow,tendtokeepLiberalsalittle longeroutofofficebutweareconsoled bythehopethatwhenevertheydo returntopoweritwillbesimplyas Liberals.

toescapefromUltramontanismweare torunintoLiberalism,ortoblindour eyestosomeverypalpablefacts.If, asMrGladstonesays,therecentaction oftheRomanChurchistoberegarded asapreparationforreclaimingthe temporalpower,allwecansayis,that sofarasthatgoes,itisquitejustifiable; foragreaterspoliationthanthatwhich Mr.Gladstonedefends,oronewhiohin principleismorefataltoallsound politicaltheory,wasneverenacted. Thereisbutoneremedyforallthese difficulties,andthatisareturntothe oldToryprinciple,thatGodgoverns menincivilmattersthroughtheState, andinspiritualmattersthroughthe Church;andthatthetwospheresare distinctexceptastheymaycoincideby virtueofconcordats.Inplc.*ofthis weseeLiberalismabouttocrush(we donotsayexterminate)thePapacy,by wayofclearingthegroundforitsown lastgreathead-longflingintothe "bottomlesspit."

Mr.Gladstonemakeslightofthe glosseswithwhichthedoctrine(of infallibility)hasbeenoverlaidbycommentators;butweareboundinfairness totakethoseglossesintoaccountwheneverweapproachthesubject.ifwe doso,infallibilityisdeprivedofmany ofitsterrors.Aninnovationitwas, nodoubt,inthesensethatitwasnot until1870thatitwasformallydefined. Butifsubstantiallythesamedoctrine hasnotbeenheldforcenturies,thenall historyismisleading.Again,ina questionwhichissufficientlygraveto fixtheattentionofallmenwithout additionorembellishmentofanykind, itistoobadofMr.Gladstonetotryto frightenuswiththestatementthat "absoluteobediencetothePope,atthe perilofsalvation,notaloneinfaith,in morals,butinallthingswhichconcern thedisciplineandgovernmentofthe Church,"isnowrequiredofCatholics. Canhenameatimewhenitwasotherwise?Whatwehavetofearisnot newdoctrinesofadangeroustendency, butanewapplicationofolddoctrines whichmaybemadeuseofinamanner disastroustomodernsociety.Wemust doourbesttocombatthem;butwe feelboundtosaythatthedifficultiesof thetaskwillnotbelessenedbythe appearanceofsuchpamphletsasthisof Mr.Gladstone's.Noonehasaright toputitpoint-blanktotheCatholic laitywhethertheyareorarenotpreparedtorepudiatetheprincipleswhich theirspiritualleadershavebroughtinto suchprominenceandwecanconceive nothingmoreunwisethansuggestive observationson"theintegrityoftheir civilallegiance."Mr.Gladstoneappears tobelievethathisRomanCatholic fellow-subjectsareasgoodcitizensas himself,andheexpresslydeclaresthat inthefuture,asinthepast,he"shall resistallattempts"toexcludethem fromthefullbenefitsoftheruleof maintainingequalcivilrightsirrespectiveofreligiousdifferences.Hehasno intentionoftakingaleaffromPrince Bismarck'shook.Heneedhardly, indeed,havegivenussoexplicitan assuranceonthesubject.Butifthat beso,ifhehasnochangeofpolicyto announce,whatpracticalpurposecanhe expecthismanifestotoservo?Had thispamphletboreonitstitle-pagethe nameofMr.NewdegateorMr.Whalley, howeveroffensiveitmighthaveproved, itwould,perhaps,havebeenharmless enough.But,proceedingfromMr. Gladstone,itisonlytoolikelytodoa banefulworkwhichitsauthornever contemplated-kindlingintoablazethe religiousanimositiesofthecountry.

Mr.Gladstone'sconscience,asweall know,isconstantlyplayinghimall sortsofunkindtricks;butitnever behavedworsethaninforcinghimto takeupthepositionwhichhenow assumesinvirtueofthepublicationof thispamphlet.ForthenatureofMr. Gladstone'sargumentleadshimtothe conclusion,thatbyexplicitlyortacitly acceptingandsubmittingtotherecent "Decrees"oftheVatican,Roman CatholicswhoaresubjectsofQueen Victoriahavealtogetherchangedfront uponthequestionsoftherelations

betweentheirdutyasreligionistsand theirobligationsasmembersofacivil society.Mr.Gladstonegoesbackto thedaysofCatholicEmancipation,and indicatesthattheobjectionsofthe opponentsofthemeasureswhichare classedunderthatdesignationwere baseduponimputationsofanecessary wantofloyaltyonthepartofRoman Catholics.Itappearstobeadmitted thatiftheseimputationshadbeensustained,theLiberalswouldhavebeen unabletojustifytheirdemandforthe alterationinthelaw.ButMr.Gladstoneshowsmostelaboratelythat evidencewassuppliedbytheRoman Catholicauthoritiestoshowthattheir dutyasEnglishmenwasinnoway compromisedbytheirspiritualallegiance tothePopeofRome.Itwasupona faithinthegenuinenessoftheserepre seutationsthattheLiberalswere euabledtoperseverewiththeirpolicy, anditwasuponthesamegroundthat theParliamentwasatlengthinducedto allowthemeasuresforCatholicEmancipationtobecomelaw.Itwasuponthe sameunderstandingthatMr.Gladstone himselfwasenabledtopasssuchabill asthatfordisestablishingtheIrish Church,althoughbythattime,ashe tells'is,hehadbecomeawarethatthe RomanCatholicscouldnolongeradhere tothestatementstheyhadpreviously madeastotheirrelationswiththe Papacy.'[ruetotheeccentricityof hisconscience,however,liedidnot conceivethatitwashisduty,atthat time,tomaketherevelationwhichis nowforcedoutofhim.Asheingeniouslystates,suchapictureashenow presentsoftheRomanChurchinits politicalaspectmighthaveendangered thesuccessoftheIrishChurchBill. Besides,theIrishRomanCatholics,as hepointsout,hadthebadtasteto despisehisDublinUniversityBill,and thereis,therefore,noreasonwhythey shouldnotbe"expostulated"withnow. Andthis,then,istheaimandobjectof thepresentwork. Mr.Gladstone inviteshisRomanistfriendstoconsider thatbytacitlyassentingtothePapal uponthecivilpower,theyare puttingtheLiberalpartyinavery unpleasantposition.Thegod-children, intact,haveturnedoutverybad,and have,thereby,endangeredthecharacter ofthoseexcellentpeopletheirsponsors. ButMr.Gladstonehasaremedyforall this.Itremindsonesomewhatofthe exclamationoftheoldladywho wonderedwhythePopecouldnot becomeaProtestant,andsosaveallthe botherofdiscussion.Theproposition oftheex-leaderoftheLiberalsisthat EnglishRomanCatholicsshouldmake adeclarationthat"neitheriithename offaith,norinthenameofmorals,nor inthenameofthegovernmentand disciplineoftheChurch,isthePopeof Romeable,byvirtueofthepowers assertedforhimbytheVaticandecree, tomakeanyclaimuponthosewho adheretohisCommunionofsucha natureascanimpairtheintegrityof theircivilallegiance,"withotherdeclarationstoasimilarpurpose.Asitis exceedinglyimprobablethattheRoman CatholicsofEnglandwillheedMr. Gladstone'sexpostulations,oraccedeto hisrequest,andasinthatcaseheproposestodonothing,wecannotbut wonderattheunwisdomofacknowledgingthatitwasnecessaryforthereputationoftheLiberalpartythatsucha requestshouldbemade.

Thepointuponwhich,inourjudgment,Mr.Gladstonelayshimselfmost opentocriticism,isinhisattemptto justifyhisIrishUniversityBill.He proudlyandfirmlyreciteshislongcontinuedperseveranceinsecuring justicetotheCatholics,andhevery rightlytreatstheoverthrowoftheIrish ChurchandthesettlementoftheIrish landquestionaspartsofthispolicy.But thecaseisdifferentastohisIrish Universityproposals.Theywerenot calledforbyjustice.Theydidnot meettheapprovalofthepublicconscienceinEngland.And,asmighthave beenexpected,theywerecontemptuouslyspurnedandrefusedbythe Hierarchy.

IthasrobbedMr.Disraeliofthe fictitioushonourwhichsomepeoplehave attachedtohimastheoracleofProtestantism.Ithasshownthatboth politicalpartiesareneareronemindin regardtothefutureofCatholiclegislationthatmostpeopleexpected,andfor thatreasonParliamentwillallthemore easilyresentanyundueeffortswhich maybemadewithinitswallsbythe Ultramontanes.Ithasalsoseparated theIrishpartymoredistinctlytbanever fromthetwogreatpoliticalcamps. TheywillneverforgiveMr.Gladstone forthiscausticcriticismof"thebid" whichtheymadefortheToryopposition totherighthon.gentleman'sIrish UniversityBill;andtheywillnever forgettheequalseverehandlingwhich hehasgiventhemintheContemporary, andinthelatterportionofthispresent work.AtpresenttheConservatives donotrequiretheIrishvote,andunless Mr.Disraeliandhisfriendsgothrough thefeatofswallowingthemostloudly declaredprinciplesofthelastsession, eventheConservativescannothelpthe Irishmembersintheirecclesiastical legislation.

Hiswisdomhascometohimtoolate. Haditsavedhimfromthepublication ofhisrecentessayitwouldhavebeen something.Buthispresentattitude renutindsoneofnothingsomuchasof themanwhosetsfiretohisownhouse, andafteritiswellalightrunsoutto alarmtheneighbourhood.Onthe wholeitseemstousthatitwouldhave beenamatterofeoundpolicyinMr. Gladstonetohaveheldhistongue,for themorehesaysthefurtherhegets intothemire.liehasoffendedallsound andConstitutionalChurchmenbyhis opposition PublicWorshipBill. llehassincegrievouslyoffendedboth theEnglishandIrishBowanCatholic byhisarticleintheContemporaryRenkwandhenowoffersanexplanation tothelatterwhichcanonlyaddfuelto theflame.Mr.GladstonehasexasperatedhisRomanCatholicwithout conciliatinghisProtestantfellowcountrymen.Hemayhaveproduced averytellingpamphlet,butitwillinjure himselfagreatdealmorethananybody else.

Afterquotingthepassagerelatingto theCouncilof1870,theFreeman's Journalsays:-"InJuly,1870,the CatholicChurchassumeditsattitude ofhostilitytolaw,liberty,andcivilization.WhydidMr.Gladstonenotthen speakout?Whydidhenotthen deliverhimselfofthegreatthought whichstruggledwithinhim?1870 passedaway-1871,1872,1873 followed.Duringalltheseyearsnotone syllableissuedfromhislipscondemnatoryoftheso-calleddecreesof theVaticanCouncil.'Duringallthese yearsheactedmostcordiallywiththe CatholicpartyintheHouseof Commons.Duringallthoseyearshe had,asatrustedcolleague,aconvert' toCatholicity,amanwhohad renouncedhismoralandmental freedom.'Duringalltheseyearsbe borehimselfwithsuchfriendliness toCatholicsandCatholicismasto excitetherageandangerofEnglish bigots,who*sawalayJesuit'anda concealedPapist'inthePrime Minister.Naymore.InJuly1870, Mr.Gladstonemadehisnotablediscoveryastothecharacterandtheaim oftheCatholicChurch.In1873ho introducedaneducationhill,professedly intendedtomakeallnecessaryconcessionstotheCatholicsofIreland.How camehe,hismindsaturatedwiththe tremendousdiscoveryofthreeyears before,tobendhiskneetoBaalto yieldaninchtoRome--Rome,the professedfoeoffreedomandloyalty, "modernthoughtandancienthistory?" Ireland,'saysMr.Gladstone,thought fittoprocuretherejectionofthe EducationBill.Theireffortswere crownedwithacompletesuccess.From thattimeforwardIhavefeltthatthe situationwaschanged,andthatimportantmatterswouldhavetobecleared bysuitableexplanations.'Thispassage containsthesecretofMr.Gladstone's newattitude.Aslongasheobtained theCatholicvoteMr.Gladstonewasthe friendandchampionofCatholicity. Whenatanimportantcrisisthe Catholicrepresentativesdeclinedto followhimintothelobby,whenhesaw thathisrivalwaswinningpopularity byposingastheProtestanthero,Mr. GladstoneunfurleutheNoPopery' flag.Thespectacleisapainfuland apitifulone,thatofagreatmind dominatedbysuchbasepassionsas ignobleambitionanddisappointedspite. Mr.Gladstonemakesastartlinglurch fromthecourseofconciliationwhichhe sosteadilypursuelduringlateyears. Hispamphletis,inwordsatleast,as plainlyhostiletotheCatholicChurchitsprinciplesandclaims-asifthe writerwerePrinceBismarckinsteadof theleaderofEnglishLiberalism.He openlyproclaimshisbeliefthatitis impossibletobeaRomanCatholic, believingintheVaticanDecrees,and tobeatthesametimealoyalsubject oftheBritishCrown.Wehavenext areviewofthewonderfulbenefitswhich Mr.Gladstonehasconferredupon Ireland,andanexcuseforthenoncompletionofthewholeprogramme. TheoppositionmadebytheIrishEpiscopatetohisUniversityBillinflicteda deepwoundonthesensibilityoftheexPremier,andthestingevidentlyrankles bitterlystill.Afirmstandagainst Papalpretensionsis,iuMr.Gladstone's opinion,theparamountnecessityofthe hour.Atthesametimehewouldwish toseenodeparturefromtheprinciple whichoughtinvariablytoguideBritish statesmen-respectfortheciviland politicalequalityofall,withoutreferencetoreligiousopinion.Thislatest pronouncementofamanoncemore popularinIrelandthananyEnglish Premierthatprecededhimwillscarcely leavehimafriendinthecountry,from CapeCleartotheGiant'sCauseway. Asanindependenttestimonytothe loyaltyandpatriotismofCatholics, writtenatatimeofgreatexcitement, itisofinterestnowwhenthosevirtues inCatholicsarecalledinquestion:-

ThefamousSpanishArmadawassent bytheKingofSpaintodestroythe ProtestantreligionandsetupPopery initsstead;andsosuspiciouswerethe ProtestantsthattheCatholicswould takeadvantageofitthatQueenElizabeth'scounsellorsactuallyproposeda fictitiousplotasapretextfortaking awaythelivesoftheleadingCatholics intheKingdom.Shewouldnotlisten tosuchaproposal,andrefusedto imbrueherhandsininnocentblood,but continuedherpersecutions-persecutions wellcalculatedtodisturbtheloyaltyof theirvictims.

"Nowmarkthesequel:-Uponthe approachofthisveryArmadathe CatholicsofEnglandroseinabodyto defendtheircountry.Catholicgentlemenfittedoutshipsattheirownexpense, andgavethecommandofthemtoProtestantcaptains.Catholicsofhigh respectabilitycameforwardtofightin theranksascommonmenagainstthe enemy;andwhatdeservestobewritten inlettersofgold,theveryCatholics whowereimprisoneubytheQueenon accountoftheirreligionsignedadeclarationoftheirreadinesstofighttill deathinhercause,againstallher enemies,weretheykings,orpriests, orPope!'

"Andlastly,theLordHowardof Effingham,whowas,itshouldneverbe forgotten,himselfaCatholic,towhom theQueenintrustedthecommandof herfleet,justifiedherconfidenceinthe noblestmanner,puttheArmadato flight,andsavedhiscountryfroma Catholicinvasion.

"Ifwedescendtolatertimesweshall findCatholicsequallyloyalandtrueto theirkingandcountry.Intheyear 1715,whenthesonofJaniesII.aspired totimeThroneofEngland,andcauseda rebellion,inwhichhewaschieflysupportedbytheScotch,theCatholics, insteadofjoiningtheinvader,generally declinedinterfering,althoughsuffering severelyfrompainsandpenalties rigidlyenforcedbytheProtestant Government.

"Again,in1745,whenthesonofthe PretenderinvadedEngland,notthe slightesttracecouldbefoundthatthe IrishCatholics,whohavebeenlooked uponasthemostdangerous,hadany concernintherebellion,thoughhis secretpaperswereseizedanddiligently searchedforthepurposeofdetecting accomplices.Onthecontrary,notonly thelaity,buttheCatholicclergy,in theirpastorallettersanddiscourses, enforcedthedutyofobediencetothe Governmentasbylawestablished.A fewyearsafter,whentheFrenchfleet wascollectedtoinvadeIreland,thecon ductoftheCatholicswasmostexemplary.TheyaddressedtheKing;the wealthiestofferingtoaccomodatethe Governmentwithmoneytosupport.the Protestantinterest;addingthattothe utmosttheywouldexertthemselves withlifeandfortunetodefendhis Majesty'spersonagainstallinvaders whatever.

"And,lastly,tocometostilllater times,evenwithinourownmemory, lookattheIrishrebellionin1798. Who`sereatthebottomofthat?Catholics?No-Protestantsalmostto amanforitisonrecordthatthe leadingsocietyinDublinplottingall thismischiefwascomposedofanumber ofwealthycitizens,notoneofwhom wasaCatholic.Neitherwerethe Catholicssi'entspectators,tierthepriests inthecountyofWexford,wherethe rebellionwasmostviolent,boldly steppedforwardandcautionedtheir flocksagaiiistjoininginwhatthey termedsowickedandscandalousa proceeding; andsosatisfiedwasthe BritishGovsrnmentoftheirloyaltythat hisMajesty'sPrimeMinister,Mr.Pitt, declaredintheHouseofCommonsthat thisrebellionwasnottoheconsidereda Catholicrebellion.Herearesurely proofsenoughofCatholicloyalty.

"Perhaps,however,theirenemies mayreferyoutothepresentstateof Iridand,awlsaytheCatholic:thereare

turbulentandunruly;buttheywill takegreatcaretoconcealfromyouwhy theyareinsofeverishastate.

"TheywillnottellyouthatthroughoutIrelandtheCatholicpopulationis smartingunderthemostgallinginferiority,exasperatedbyhopedeferred, andinsultedbythemostatrocious calumnies,andthatadetestablefeeling ofhatred,malice,anduncharitableness hassprungupbetweenProtestantsand Catholics.

"Again,theiradversarieswilltell you,withasmuchconfidenceasifthe factwasunquestionable,thatCatholics would,iftheycould,sacrificetheKing ofEnglandtothePope.Nowitso happensthatalmostthewholehistory, fromWilliamtheCouquerertoHenry VIII.,duringwhichperiodtheywere infullpower,andlikelyifevertothink betterofPopesthankings,showsthis feartobeunfounded.

THECELIBACYANDHEROISM OFPRIESTS.

ALutheranMinisterinGermanyhas wreathedacrownofhonourforthePriests oftheCatholicChurch.Histestimony appearedfirstintheDeutscheReichszeiting, andhasbetacopied,moreorlessabridged, intoalargenumberofpapersthroughout Germany.Hewrites:-PopeGregoryVII. knewwellwhathedid,when,withau inexorablestrictness,hemaintainedthe celibacyofdiepriestsoftheHoman CatholicChurchaccordingtotheoldcanon law.'l'heRowanChurchisessentiallya militantinstitution,anditisbutnatural thatthepriestsshouldbetheforemostin thiswartare.Butitiswellknownhow muchthosewarriorsthatareILtboundto lifebywifeandchildren,surpassincourage andcontemptofdeaththeirmarriedcompanions.Aglanceatthehumanpriestsof thepresenttimeshowshowrightGregory wasinhisjudgmentofthenatureothis Church,andhowdiscreethewasintakin!, thisintoaccountinallhedid.Theprii..sis ofhearseareacorpsofheroes.Theycarryon thecombatthatisforceduponthembythe presentstateofthepoliticalworld,mallan incessantfirethatremindsusoftheHuman legionsofold. Fullofadmirationandastonishmentthe worldlooksonthosewen,whomnuviolence caninducetodoanythingthatiscontrary totheregulationsuttheirChurch.Theyare driventrimabodeandliiingstheirgoods areseizedfurfines;theyarethrowninto prison;buttheyholdoutwithoutflinching, and,to-daybeatenback,to-unirowth,:y standagainatthesamepost.Fortheyare prieststheyarewarriorsthey(teeown. ItisnottheleastexcellenceoftheHoman Churchthatthereareprieststobefoundin her,menofaction,andnotofwordsalone. Halfayearmayhaveelapsedsincethe lamingnewsminetousthataFrenchslop whichinthedarknessofthenighthaving beenrundownbyaSpiunsiisteamer,was sunkwithintenminutes,inthedepthotthe sea,withcrewandpassengers.'1lieuwhile thefloodpouredintotheship,andtheunlortunatepeoplerousedfromsleepassembled inthewildestdisorderondeck,somecrying, otherspraying,othersagainstoodindumb despairwiththeireyesfixedunthedeck beforethemthen,aCatholicclergymanwas hurryingfromgrouptogroup,announcing tothecontritepardonofsinsinthenameof God,beforewhosetribunaltheywouldall appearwithinafewmoments.bublime pictureofapriestPraisenowyour Generals,whointhehazardsofbattleoppose theirbreaststothehostileballsextolyour statesmen,wholookonwithaquieteyeat thepistolraisedbyanassassinagainst, them;incomparisonwiththatpriest,they mustvanishwhereeveryoneelsehaslost hissenses,heremainscalmwhereallothers recoilbeforethegraspingjawsofdeath,he withcertaintystretchesforthhisbaudto Heaven,andopenseternallifetotheperishing. Andamongahundredclergymenofthe RomanChurchyouwillfindninty-nine equaltohim;amongahundredclergymen ottheEvangelicalChurchyoumight perhapsfindone.Indeed,weEvangelical pastorsaregreatinwords,and,tohearusin ourmoreprivatecircles,unewouldcertainly conceivethehighestideaofourcourage; andtohearusatourconferences,onewould befilledwithfearatourdisplayofcourage. Butwhenthemomenthasconictoentryour wordsintoaction,tomakeheadagainstthe world,andtocoverwithour,bodiesthe standardwhichjustbeforewewavedso bravely,thenourmindsquickly.lieprostrate,andthetireofourcouragechangesinto ashes.Thereareyourwifeandyour childrencryingasightwhichmayHeaven avertfromyou!'therecomeandstand youranxiousfriends.Andthefinalissueis thisthatourcouragewasonlyfictitiousand lackedtherealsupportinreserve.Butthe CatholicPriestknowsthatGodhasplaced inhishandsrealities;whereaswedisposeof therewords,wearequiteovergrownwith emptyrhetoric;wearepreachers,butwe havehardlyasuspicionthatweoughttobe alsopriests.Manyanob.emindhasbeen dritentothebosomoftheRomanChurch bythisverycontradiction,betweenthe notionoftheChurchandthePriest'soffices, antitheactualstateofthingsintheEvangelicalChurch andsuchpersons wecannotpossiblycondom'.
