THKArchbishop'sreplyls,inmanywars, worthyofhisGrace.Initsmeaning,from flintandlast,itisasclearascrystal.In answertoapassionate;and,speakingfor ourselves,wemustbepermittedtosay,an unmannerlyandalmostinsolentattack, absurdlycalledanExpostulation,itis throughoutinitstonecalm,anddignified, andtemperateInitsarrangement,again,as thelogical.unfoldingofanargument,itis mymmetricalandseqeuntial.

Bywayof"Preface"hisGracecontents himselfwithsayingsimplyasfollows:-

"Ataskbothdifficultandunlookeilfor hassuddenlyfallentomylotthatis,to gainafairhearingansubjectsaboutwhich theopinions,andstillIlion!thefeelings,of somanymenarenotonlyalmerse.linteven liestile.Imusttherefore,askforpatience fromthosewhomayreadthesepages.

ThePrefacethusgiveninthreepagesis followedhranIntroductionlucidlysetting forththenatureofthechallengesuddenly flungdownbeforetImCatholicsbytheexPrimeMinister.

"Mr.Gladstone,"sayshisGrace,"inhis ExpostulationwiththeCatholicsofthe EmpireoatheDecreesoftheVatican Councilwritesasfollomms:"Englandisentitledtoaskandtoknow inwhatwa3theobedienceisrequiredbythe Popeandthe.CounciloftheVaticanistobe reconciledwiththeintegrityofCivil Allegiance.' "WhenIreadthesewords,Iatonce recognizedtherightoftheEnglishpeople, speakingbyitslegrettimateauthorities,to knowfrommewhat,IbelieveandwhatI teachbutinrecognizingthisrightIam compelledtodeclinetoanswerbeforeany othertribunal,ortoanyotherinterrogator. If,therefore,Itaketheoccasionofanysuch interrogation,Idonotaddressmyselftothose whomakeit,buttothejusticeandtothe goodsenseoftheChriiitaanpeopleofthis country.

"Mr.Gladstonefollowedupthisdemand uponhisfellow-countrytyanelaborteargumenttoprovethatitisimpossiblefor Catholics,sincetheVaticanCouncil,tobe loyalexceptatthecostoftheirfidelityto theCouncil,orfaithfultotheCouncil exceptatthecostoftiteirloyaltytotheir country.Ithereforeetinsidertalittobe mydutytolosenotimeinmakingthesubjoineddeclarationinallourprincipal journals" itmeArchbishopthen,aires,bywayof historicalrecord,aspartantiparcelofhis

replythefamousletterwhichappeared,ashe saystruly,inalltheleadingjournalsofthe day,andwhich,ashavingbeengivenatfull lengthinouromncolumnsneednot,asa matterofcourse,beherereprinted.This remarkabledocument,whichappearedwitli wonderfulpromptnessontheverymorrow ofthepublicationofMr.Gladstone'spamphlet,hisGracesupplementshereinhisreply, ashesupplementeditoriginallyatthetime inthepublicnewspapersofEnglandand Americabygivingagain,inextenso,verbatim etliteratimhiswell-rememberedlettertothe NewYorkHerald,pennedbyhimontheloth ofNovember,inanswertootherquestions whichhadbeenopportunelysubmittedtohis (theArchbishop's)consideration.

ImmediatelyupongivingthishisGrace adds:-

"!lavingthusdirectlycontradictedthe mainerrorofMr.Gladstone'sargument,I thoughtitmydutytowait.Iwascertain thattwotimingswouldfollowtheone,that farbetteranswersthananythatIcould makewouldbepromptlywale;theother, 'thatcertainnominalCatholics,whoupon otheroccasionshavedonethe.same,would -writeletterstothenewspapers.

"Botheventshavecometopass.

"TheBishopsofBirmingham,Clifton,and Salfordhaveatitindantlypointedoutthe mistakesintowhichMr.Gladstonehasfallen onthesubjectoftheVaticanCouncil;and havefullyvindicatedtheloyaltyof Catholics.

"ThehandfulofnominalCatholicshave donetheirworkandthosewhohopedtofind ortomakeadivisonamongCatholicshave beendisappointed.Itisnowseenthatthose horejecttheVaticanCouncilmaybetold onourfingers,andtheCatholicChurchhas openlypassedsentenceonthem.

"Slavingmadethesedeclarations,Imight haveremainedsilent;butasinmyfirst letterIimpliedthatIwaspreparedtojustify whatIhailasserted,IgavenoticethatI woulddoso.Havingpassedmyword,Iwill keepitandinkeepingitIwillendeavour todeserveagaintheackowlemignientMr. Gladstonehasalreadymade.Hesaysthat, whatevercomes,sofarasIamconcerned,it willnotbewithoutduenotice.'Iwillbe equallyoutspokennownotbecausehehas challengedit,butbecause,sofarasIknow, Ihavealwaystriedtospeakout.Inall theseyearsofstrifeIhaveneverconsciously keptback,orexplainedaway,anydoctrine oftheCatholicChurch.Iwillnotbeginto dosonow,whenmytimeisnearlyrun.I amafraidthatinthesepagesIshallseem toobtruaemyselftoomuch,andtoooften. IfIthinkso,Iwouldaskthemtoremember thatMr.Gladstonehaslaidmeunderthis necessityinthesethreeways:-

"1.Hehasmademetherepresentativeof theCatholicdoctrinesince1870,as BishopDoyle,hesays,wasinbetter days.

"2.Hehasquotedmywritingsfourtimes incensure,

"3.HehasappealedtomeasHeadof thePapalChurchinEngland;'Imay alsoadd TheOracle.'Mywords, however,shallnotbeambiguous.

"Thetwolettersgivenabovecontainfour assertions.

"First,thattheDecreesoftheVatican Councilhavechangednothinginrespectto thecivilobedienceofCatholics.

"Secondly,thattheircivilobedienceis neithermorenorlessdividedthanthatof othermen.

"Thirdly,thattherelationsoftheSpiritual andCivilPowershavebeenfixedfromtime immemorial,andare,therefore,afterthe VaticanCouncilwhattheywerebefore.

"Fourthly,thatthecontestnowwaing abroadbeganinamalevolentandrnischiemous intriguetoinstigatetheCivilPowersto oppressandpersecutetheCatholicChurch.

"Thetwofirstpropositionsshallbetreated inthefirstchapter,thethirdinthesecond chapter,andthelastinthethird.

"Iwill,therefore,endeavourtoprovethe followingpropositions,whichcoverallthe assertionsIhavemate:-

"1.ThattheVaticandecreeshaveinno jotortittlechangedeithertheobliga-tionsortheconditionsofCivilAllegiance.

"2.ThattherelationsoftheCatholic ChurchtotheCivilPowersofthe worldhavebeenimmutablyfixedfromthebeginning,inasmuchastheyariseoutoftheDivineConstitutionofthe Church,andoutoftheCivilSociety ofthenaturalorder.

"3.Thatanycollisionsnowexistinghave beet,broughtonbychanges,noton thepartoftheCatholicChurch,much lessoftheVaticanCouncil,butonthe partoftheCivilpowers,andthatby reasonofasystematicconspiracyagainsttheHolySee.

"4.ThatbythesechaugEsandcollisions theCivilPowersofEuropearedestroyingtheirownstability.

"5.ThatthemotiveoftheVatican CouncilindefiningtheInfallibilityof theRomanPontiffwasnotany temporalpolicy,norwasitforany temporalcudbutCiatitdefined thattruthinthefaceofalltemporal dangers,inordertoguardtheDivine depositofChristianity,andtovindicatetheDivinecertaintyoffaith."

AlthoughinthefirstofIsisfivechapters theArchbishopfindshimself,uponthevery thresholdofhisargument,constrainedto touchupontheseeminglythanklesstaskof provinganegative,hismodeofdoingthisis atonceinteresting,and,asfarasitcanbe, exhaustiveHeentersuponthetaskby firstexaminingwhatproofshavebeenoffered toshowthattheVaticanCouncilhasmade theallegedchange. Thosesoi-disant"proofs"bescattersto thewindlikechaffbeforethewinnow.lie showsthatthephrase,soseeminglystrange toMr.Gladstone,asthoughitweresome startlingnovelty-addisciplinantetregimen Ecclevice-isasoldastheChurchitself, datingbacknearlytwothousand'earstothe periodofitsoriginalorganization.Mr. Gladstone,indefianceofallEcclesiastical History,callstheintroductionofthis,to him,remarkablephrase,"thenewversionof theprinciplesofthePapalChurch."WhereupontheArchbishopest:tabu-,:"WhenIreadthis,Iasked,Isitpossible thatMr.Gladstoneshouldthinkthistobe anythingnew? Whatdoeslieconceive thePrimacyofRometomean? Withehat eyeshasliereadhistory?Canhehave readthetraditionoftheCatholicClierch.' Asoneoftheastutecontrivers;Iwill answerthatthesewordswillbeintroduced becausethePontiffsandCouncilsofthe Churchhavealwayssousedthem.'limey mayberemarkable'andnew'toMr. Gladstone,buttheyareoldastheCatholic Church."

Oftheliteraltruthofthisassertionthe Archbishopgivesproofstheninabundance. Hereferstheex-Premiertoanenactmentof NicholasI.,A.D863,inaCouncilatRometotherecognitionofthisamen,A.D.867,in theEighthGeneralCouncil,heldatConstantinople-tothelanguageofInnocentIII. somewhereaboutthebeginningofthe thirteenthcentury-tothewordsofSixtus IV.,A.D.1471-tothedecision,nearlythirty yearspreviously,oftheFlorentineCouncil, aim.1442-andfinallytotheauthoritative teachingoftheCouncilofTrent--allof whichwillbefoundgivenchapterandverse, asthephraseis,intheArchbishop's argument.

"TheVaticanCouncil,"sayshisGrace, "haslefttheauthorityofthePontiffpreciselywhereitfoundit.Thewhole,therefore,ofMr.Gladstone'sargumentfallswith themisapprehensiononwhichitwasbased.

"What,then,istherenewintheVatican Council? Whatistobethoughtof therhetoricaldescriptionof"Merovingian monarchsandCarlovingianmaiors,'Iutthat thedistin_uislielauthorisoutofhisdepth?

ThePope'eelatalltimesthepowertorule theMieleChurchnotonlyinfaithand morals,butalsoinallthingswhichpertain todisciplineandgovernment,andthat whetherinfallibleornot.

"Suchisliterallytheonlyattemptmade byMr.Gladstonetojustifyhisassertions. ButwhathasthistodowithCivilAllegiance? Thereisnotasyllable9nthesubject,there isnotapropositionwhichcanbetwistedor torturedintosuchameaning.ThegovernmentoftheChurch,asherespokenof,is purelyandstrictlythespiritualgovernment ofsouls,bothpastorsandpeople,asitwas exercisedinthefirstthreehundredyears befireanyChristianStateexisted."

Furtherthanthis,hisGracefindshimself constrainedtosay,notasifliewereraddressingadultstatesmenandgrey-hairedamateurs intheology,but-sogrossistheblundering hehastodissipate-asifheweretalki.gto somanydull-headedchildren:-

"'TheVaticanCouncildidnotmakethe Popeinfallible.Washenotinfalliblebefore theCouncil? Heis,therefore,notmore infallibleafteritthanbefore.Ifahandful ofwriters,hereandthere,deniedhisinfallibility,thewholeChurchaffirmedit." Adding,"Proofofthisshallbegiveninits place.Forthepresent,Iaffirmthatallacts excathedra,suchastheBullUnamSanctum, theBullUnigenitus,theBullAuctoreniFeder*, andthelike,wereheldtobeinfallibleas fullybeforetheVaticanCouncilasnow.

"'rothisitwillbesaid,Beitso;but nobodywasboundunderAnathematobelieve them.'IanswerthatitisnottheAnathema thatgeneratesfaith.Theinfallibilityof theHeadoftheChurchwasadoctrineof DivineFaithbeforeitwasdefinedin1870,

andtodenyitwasheldbygrinauthorities tobeatleastproximatetoheresy,ifnot actuallyheretical.TheVaticanCouncil hasputthisbeyondquestionbutitwas neverlawfultoCatholicstodenytheinfallibilityofaPontificalactexcatliedrii.Itis frontsimplewantofknowledgethatmen supposeeverydoctrinenotdefinedtobean openquestion.ThedoctrineoftheInfallibilityoftheChurchhasneverbeendefined tothisday%VIIIanymanpretendthatthis isanopenquestionamongCathodes? The infallibilityofthePopewaslikewisenever defined,butitwasneveranopenquestion. EventheJansenistsdidnotventuretodeny it,andtheevasionofsomeofthem,who gaveobsequioussilence'insteadofinternal assenttoPontificalacts,wascondemnedby ClementXI.ThedefinitionoftheVatican Councilhasmadenochangewhatsoever exceptinthecaseofthosewhodeniedor doubtedofthisdoctrine.Nodifference, therefore,whatsoeverhasbeenmadeinthe stateofthosewhobelieveditIfthe integrityoftheircivilallegiancewasunimpededbefore1870,itisunimpedednow.

"IfMr.Gladstonemeans,"saystheArchbishop,"'ThattheVaticanCouncilhasmade adifferenceMrthefewwhodeniedthe doctrine,andfurtheauthorsofJanus'and Quirinus,'andtheprofessorsofobsequious silence,'hiscontentionismosttrue.But thenhemustchangehiswholeposition. Thetitleofhispamphletnmstbeamended andstand,'TheVaticanDecreesintheir BearingontheCivilAllegianceofthose whobefore1870deniedtheInfallibilityof thePope.'Butthiswouldruinhiscase; forhewouldhaveadmittedtheloyaltyof Catholicswhoalwaysbelieveditbeforethe definitionwasmade."

Iftherebeanydoubtastowhatconstitutesanactexcathedra,thatdoubthasbeen setatrestbefore'and.ashisGracepoints out.bytheCouncildistinctlygivingfive testsorconditionsbywhichanactes cathedracanbedistinguished.TheVatican Councilhasdeclaredinitsfourthchapter thattheSupremePontiffspeakscxcathedra whenhespeaksunderthesefiveconditions: (1)aSupremeTeacher,(2)tothewhole Church,(:3)definingadoctrine,(4)tobeheld liythewholeChurch,(5)infaithandmorals. Whengivingthesefivetests,lateroninhis argument,theArchbishopsaysquietly,and almostcontemptuously-"Ifdisputantsand controversialistshadreadandmarkedthese fiveconditionsweshouldhavebeenspared muchsenselessclamour."Reverting,however,towhatinthisearlierportionofhis pamphletheismoreparticularlyinsisting upon,hisGraceremarks:-

"Iaffirm.then,oncemore,thatthe VaticanCouncilhasnottouchedthequestion ofCivilallegiance,thatithasnotbyajotor tittlechangedtherelationsinwhichthe ChurchhaseverstoodtotheCivilPowers; andthat,therefore,theCivilallegianceof Catholicsis'itsfull,perfect,andcomplete sincetheCouncilasItwasbefore."

Whyithascomaetopass,nevertheless,that ithasbeenconfidentlyassertedthatthe CouncildidtouchtheCivilPowers,when,in pointoffact,itdidnothingwhateverofthe kind,hegoesontoexplain:-

"Itisbecause,"hesays,"certainpersons, ayearbeforetheCouncilmet,resolvedto sayso.TheywrotethebookJanus'to proveittheypublishedcircularsand pamphletsbeforeandduringtheCouncilto re-assertit.Theyfirstprophesiedthatthe CouncilwouldinterferewiththeCivil Powers,andnowtheywritescientifichistory toprovethatithasdoneso.Iamnot writingatrandomIcarefullycollectedat thetimetheirbooks,pamphlets,andarticles. Ireadthempunctually,andboundthemup intovolumes,whicharenon'beforeme.Mr. Gladstonehasreproducedtheirarguments. Butforthissystematicagitationbeforethe Council,noone,Iamconvinced,wouldhave foundashadowofcauseforitinitsDecrees. Now,thatImaynotseemtowritethisas promptedbytheeventsofthepresent moment,IwillrepeatwhatIpublishedin theyear1869,beforetheCouncilassembled, andintheyear1870,aftertheCouncilwas suspended."

Thisexcerptweregardinmanywaysas soremarkable,asshowing,beyondthepossibilityofanygainsaying,theArchbishop's extraordinaryprescience,thatwecannot resist.thesatisfactionoflayingitbeforeour readersinextenso.

Recollectitwaswritten,printed,andpublishedbeforetheCouncilmetArchbishop Manningthensaid(seepartii.,pp.131.35, of"TheCEcumenicalCouncilandinfallibilityoftheRomanPontiff,"PetriPrivilegium,publishedbytheMessrs.Longtuans):-

"WhilstIwaswritingtheselinesa documenthasappearedpurpotingtobethe

answersoftheTheological.Facultyof MunichtothequestionsoftheBavarian Government.

"Thequestionsandtheanswersareso evidentlyconcerted,ifnotwrittenbythe samehand,andtheanimusofthedocument soevidentlyhostiletotheHolysee,andso visiblyintendedtocreateembarrassments forthesupremeauthorityoftheChurch, bothinrespecttoitspastactsandalsoin respecttothefutureactionofthe(EcumenicalCouncil,thatIcannotpassitover. But,inspeakingofit,Iamcompelled,for thefirsttimetobreaksilenceonadanger whichhasforsomeyearsbeengrowingin itsproportions,and,IfearImustadd,in itsattitudeofmenace.Theanswersofthe UniversityofMunicharevisiblyintendedto excitefearandalarmintheCivilPowersof Europe,andtherebytoobstructtheactionof the(EcumenicalCouncilifitshouldjudgeit tobeoppertunetodefinetheInfallibilityof thePope.Theanswersarealsointendedto createanimpressionthatthetheological proofsofthedoctrineareinadequate,and itsdefinitionbesetwithuncertaintyand obscurity.Inaword,thewholecorrespondenceisatransparentefforttoobstruct thefreedomofthe(EcumenicalComieifou thesubjectoftheInfallibilityofthePontiff; or,ifthatdoctrinebedefined,toinstigate theCivilGovernmentstoassumeahostile attitudetowardstheHolySee.Andthi: comesinthenameofliberty,andfrontthose whotellusthattheCouncilwillnotbefree.

"Ishalltaketheliberty,withoutfurilitr words,ofdismissingtheBavarianGovernmentfromourthoughts.ButImust declare,withmuchregretthattheMunich documentappearstometobeseditious.

"Factslikethesegiveacertainwarrant totheassertionandpropheciesofpoliticians andProtestants.Theyprovethatinthe CatholicChurchthereisaschoolatvitr;iiiii.t withthedoctrinalteachingsoftheholy Seeinmatterswhicharenotoffaith.Bits theydonotrevealhowsmallthatsehoolis.
