(Loudcheering.)O'Connell,Iam pleasedtosay,hasadmirersinevery partoftheworld.O'Connell'sloveof justice,truth,honesty,andfairplay hasrenderedhisnamedeartothe loversoffreedom,justice,andindependencethroughouttheUniverse butmoreespeciallyisO'Connell's memorydeartothosepeoplewhoarc membersoftheBritishEmpire.There aresomenamesaboveeulogy.O'Connel'sisoneofthosenames.Thedeeds ofO'Connellhave,beyondcavil,left uponhisfellowmenalasting,deeplyfixed,andreverentialimpression.That mantwist,indeed,havebeenagreat man,whosememorycouldhavecalled forthstallspontaneous,grateful,and affectionateremembrances,asthe CENTENARYofO'CoNNEnnhaselicited, notonlyinWesternAustralia,butalso ineveryotherportionofHerMost IIraciousMajesty'sDominions-and notonlyinHerMajesty'sDominious, butalsoinotherlands,peopledbya kindredrace.Thepoethasbeautifully said"onlytheactionsoftheJust, Smellsweetandblossominthedust," And,ladiesandgentlemen,itisbecause thelaborsofO'Connellwerealways directedtowardstheattainmentof justireandfreedom,thatO'Connell's memoryissomuchandsodeservedly revered.ButO'Connellnotonly laboredforjusticeandfreedomfor hisowncountryandcreed;O'Connell'slaborswerecosmopolitan, andhencetheuniversalvenerationin whichhismemoiyisheldbythe civilizedworld.O'Connellwas,indeed, themanofthepeople.O'Connell lovedjustice,andhedevotedhislifeto itsattainment-Helovedreligious freedom.Hefoughtforitnobly.He wonthevictory,andmankindholdshis memoryineverlastinggratitude"Whilethetree OfFreedom'switheredtrunk,putsfortha leaf, EvenfurthyTombagarlandletithe, lieForum'sChampion,andthePeople's Chief."

joyoussight,dearfriends,toseeso manyofthetrueloversofagreatand goodmanassembletodohonourtohis tueniory.Thosewhoclaim,atleastas abirthright,relationshipwithhim thosewho,byreasonofnationalties, cordiallypayhisnamethatreverence whichitdeserves,mustrejoicetofind that,inafardistantlandfromthat whichgavehimbirth,thereareas devotedfriendsoflibertyaswouldassembletodohonortohismemory,ill hisownnativecountry.(Cheers). Wearehere,dearfriends-andweare allthefriendsoffreedom-thefriends ofcivilandreligiouslibertyweare herethiseveningtopayatributeof venerationtothememoryofonewhose wholelifewasspentinassertingthat greatprinciplethatmanwasbornto befree!(cheers),andthatheshouldbe allowedtheenjoymentofthatfreedom bothasacitizen"andaChristian. reignwhomwearehoundtorevere,and dorevere,forhermanyestimable qualities.(Cheer.)Irejoicetotellyou to-nightthattriehighestlepresentative oftheChurch,inEngland,ofwhich Iamtinhumblemember,-inspeaking tothetoastof"HerMajestyQueen Victoria"whichIhavethehonorof proposingnow-said,whatallherewill endorse,namely,thathercourtis"a luminousexampletotheCourtsofthe civilisedworld."(Loudcheering.) Letmenow,ladiesandgentlemen,give youabriefoutlineofthelifeofthe greatTribmic-O'Connell-whosecentenarywearecelebratingthisevening. O'ConnellwasbornatCarhen,near Calierciveen,intheCountyofKerry, onthe6thdayofAugust,1775.The year1775wasaneventfulyear.The worldwasconvulsed.Thenewworld andtheoldworldwereabouttobe dissevered.Inthiseventfillyearwas bornO'Connell;-andhistoryleadsus totheconclusionthatO'Connellwas themandestinedtodeliverhisrace fromserfdom,andthraldom,ofthe mostodiousandreprehensiblecharacter. 1antcompelled,now,ladiesandgentlemen,togiveyoua(larkpictureofthe world'shistory,andofO'Connell'sown country'shistoryatthisparticular period.ButthedarksceneIamabout topaintwillbutmorepleasinglymanifestthebrightspotswhichIwillsubsequentlypointoutandillustrate.The darkpicturewhichIwillgiveyouisa Memorialwhichwaspresented,bythe IrishCatholicPeople,totheKing, Lords,andCommons,inParliament assembled,intheyear1793.Itisas follows:"Beholdusthenbeforeyou,3,000,000of thepeopleofIreland,subjectsofthesame King,inhabitantsofthesameland,bound togetherbythesamesocialcontract,contributingtothesamemeasures,defendedbythe samearmies,declaredbytheauthenticwords ofanActofParliamenttobegoodandloyal subjectstohisMajesty,hisCrownand Government,andye,doomedtoonegeneral, unqualifiedincapacity,anduniversalexclu-

sion,anuniversalcivilproscription.Weare excludedfromtheState.Weareexcluded fromtherevenues.Weareexcludedfrom everydistinction,everyprivilege,every office,everyemolument,everyciviltrust, everycorporateright.Weareexcluded fromthenavy,fromthearmy,fromthe magistrature,fromtheprofessions.Weare excludedfromthepalladiumoflife,liberty, andproperty,thejuriesandinquestsofour country.Fromwhatarewenotexcluded? WeareexcludedfromtheConstitution.We standastrangeanomalyinthelawnot acknowledged,not:disavowednotslaves, notfreemenanexceptiontotheprinciples ofjurisprudence-aprodigyinthesystem ofcivilinstitutions.Weincurnosmall partofthepenaltiesofageneraloutlawry andageneralexcommunication.Disability meetsusateveryhour,andineverywalk oflife.Itcrampsourindustry,itshackles ourproperty,itdepressesourgenius,itdebilitatesourminds."

Suchwastheunhappyconditionof O'Connell'scountry,andowingtothe existenceofsuchaDraconianCode, O'ConnellwassenttoSt.Omer'sin France,'tobeeducated-astobe educatedasaCatholic,inIreland,was afelony.O'ConnellremainedinFrance untilthebreakingoutoftheFrench Revolutionof179s.WhileinFrance, O'Connellwasawitnessfthehorrors andatrocitiescommittedbytheFrench peopleinthenameofLiberty,andfrom witnessingsuchhorribleseenes,and reflectingontheerrors,toooftencommittedbyamisdirectedpeople,suggested,possibly,toO'Connell,the;wellknownnictto,viz.:-

"TheLibertyofthe'worldis'notworth thesheddingofonedropofhumanblood."

In1794O'Connellenteredasa studentinLincoln'sInn,London,and in1798O'Cnnellwascalledtothe Bar.Thegentlemenofthelongrobe then,2Istheyevendonow,tooken active,nay,deepinterest,inthepolities ofthe,day,andalsoinquestionsof socialandnationalinterest.Itisnot myplace,however,tospeakof O'Connell'sBarlife,betImaybepermittedtosaythatO'Connellwasas successfulattheliarashewas triumphantattheSenate.Nattyare theracy,witty.anddeeply-interesting ttlIPC11(,te,, 0.C1111111.11'SBarlife,INhich iiihtbenarratmlherethisevenieg, andwhich,bytheway,( hintselltookspecialdelijitintelling,'and which,wpretheynarrated,w;,111,1 vividlypaintthestillingtimesinwhirl( O'Connelllived-yet,deeplyinteresting astheyare,Icannotdwelluponthem. "Whatever-courseyouadopt,myminais fixed.1trampleunderfoottheCatholic claims,iftheyinterferewithRepeal.I abandonallwishforEmancipationifit delaysthatRepeal.Nay,more,wereMr. Percivalto-morrowtoofferRepealtothe Cainuponthetermsofre-enactingthe entireofthePenalCode,Ideclareitfrom myheart,andinthepresenceofGod,thatI wouldmostcheerfullyembracetheoffer."

Fromthatday,ladiesandgentlemen, itisneedlesstosay,O'Connellbecame themanofthepeople.O'Connell,with ageniuswhichmanifeststhemanof greatmind,sethimselfresolutelyand determinedlytorousethespiritofthe nation.O'Connellsawthatyearsof sufferinghadmadesadimpressionson

aproudrace,andthatreligiousanimositieshadsownamonghisconntrymen thebitterseedsofdiscord.Torouse hiseonntrymentoasenseoftheir rightsasmen,ontheonehand,andto makethemfeelthatthoughtheydid notkneelandworshipGodbeforethe samealtar,yet,still,thattheywere countrymenandbrothers,wasthenoble taskthatO'Connellundertook.With suchanobleendinview,canwewonder O'Connellsucceeded? Associations andSocietiesoneattertheotherwere formed-assoonasrepressed-andat lengthO'Connelltriumphed.The peoplewould.befree.rConnellrallied hisconntrymenaroundtheStandardof ReligiousFreedom,andtheglorious resultwas-

(Greatapplause.)lint,ladiesand gentlemen,itmustnotbeconcludedthatO'Connellworkedfor thedown-troddenofhisowncountry andRelie.ienalone.Whenoncein Parliament(toolmanytimesoutof Parliament)O'Connellesikanactive pallinImperialpolitics.--O'Connell aLiberalineverysense.O'Connell advocatedParliamentaryReform,Free Trade,.ItistiectoIndia,theRemovalof theDisabilitiesagainstDissenters,and alsoagainstJews,theEmancipationof Negroes,theReformBill,Popular Education,andtheDisestablishinentof theIrishChurch-strangetosay,on thesameplanwhichMr.Gladstone hasadoptedinourowntime,andfor whichNr.GladstonehastakenWit() himselfthefallmerit.(Cheers.)Togive youevidence,ladiestoldgentlemen,of thewonderfulpowerandinfluenceof )'Connelloverhiscount!ymen,Iwould remindyourifthe"MonsterMeetings.' atwhichhepresided.Atthesemeetlegs,attimes,wererangedbeforehim withoutconfusion,disorder,ortumult., "tenthousandhumanbeings,organised withthemostperfectskill,andinspired withthemostunanimousenthusiasm."

Thesewonderfulgatherings,ladiesand gentlernes,culininatedinthecelebrated StateTrials,andintheincarcerationof O'Connellandhisceropatriotsin1841. Todescribetoyou,ladiesand,gentlemen,theintenseanguishthat,thatevent notonlycausedtheIrishpeople,but, also,theliberty-aspiringpeoplethroughoutothernations,wouldbefarbeyond anypowers.Sufficeittosaythat thoughthesentenceagainstO'Connell wasreversedandthetrialpronounced bytheLordChiefJusticeofEngland (1)entuan)"amockery,adelusion,and asnare,"yettheconsequencesofthe trialandsubsequentimprisonment, brokethespirit,anddestroyedthe

energiesofthegreat"Liberator."It wassoon,toosoon,apparentafterthe episodeabovenarratedthatthe"Great Liberator"wouldatanearlydate receivetherewardofhislabors. O'Connellwasorderedtotakeachange torecruithisshatteredhealth;butat Genoa,onthe16thMay,1847,our illustriouscountryman,whoseheartever throbbedwithsuchaffectionforhis countryandpeople,ceasedtoheat,and thatvoicewhichelectrifiedthousands byitssilveryeloquence,wassilentfor ever.Bnt,ladiesandgentlemen,"the breathofLibeltr,likethewordofthe holyman,willnotdiewiththe prophet,butwillsurvivehim."There mayhavebeen,ladiesandgentlemen, greaterMenthanO'Connell,butlet metellyouthatyoumaylookinvain throughtherecordsofthepastforany manwho,withouttheeffusionofa singledropofbloodeffectedarevolution asO'Connelldid.O'Connellwasit kingwithout,rebellion,and,while observingtheLanesoftheConstitution, restrainedthepassionsofthepeotile.
