THEfollowingsketchestakenfromthe ReportoftheNewSouthWalesPublicCharities'Commission,willwellrepaytheperusal.

TheCommissionerslaydownthe

principlenowgenerallyrecognized,that CharitableInstitutionswillmeasure theirseemsbytheircloseassimilation tothefamilysystem,ontheveryplan whichnatureteaches.M.DEMETZ, theillustriousfounder.oftheModel ReformatoryatMears'',insistsonthis plan:-

"Divisionintofamilies,"heremarks, "renderssuperintendenceatonceeasy,direct andkindly;easy,becauseItextendsover onlyasmallnumberdirect,becauseit bringsresponsibilityhometooneperson,the headofthefamily;kindly,because,actuated bythisverysenseofresponsibility,andyetlivingincommonwiththeobjectsofhiscare, thesuperintendentacquiresforthemafeelingofsympathyandevenofaffection.Upon thechildrenthemselvesitsinfluenceisno lesssalutary.Theauthoritytowhichthey havetosubmitispaternal:theybecomeattachedtotheirchiefandinthismutual affectionisfoundamoralleverofincalculablepower.Aninnocentandhealthyemulationariseswhenthefamiliesaremultiplied."

Mettinyhasalwaysbeenliabletoreproachforitscostlinessbythosewho donottakeintoaccountitsgreatersuecuss.OnthisprincipletheCommissionerssay:-

"Systemsforthemanagementandcareof paupersandpauperchildrenwhichfifty yearsagopassedunchallenged,underthe closerexaminationandthemoreearnest attentiondevotedoflateyearstosocial questions,havefalleninto:disreputeNone moresothanthatofcongregatinglarge numbersofchildrenincharitableinstitutions.

Thefacilitywithwhichchildrenmaybe managedinlargeestablishmentsadaptedfor thepurposehas,nodoubt,ledtotheerection ofthehugeworkhouses,districtandseparate schools.theveryexistenceofwhichhas creates!inEnglandavestedinterestintheir maintenance,whichthemostearnestand advancedthinkersatHomefindthegreatest obstacletotheintroductionofsounderviews astothetrainingofpauperchildren.Those whofoundedthebarracksystemforthe managementofchildrenthoughtless,itisto 1.efeared,ofitsprobableeffectsonthe childrenthanoftheeasewithwhichofficers couldmanagethem.Theworkingofthe systemisapparenttothesighthasmoreover afascinationthatdoubtlesshascontributed toitspopularitywithsuperficialobservers. FatalexperienceintheMotherCountryhas howeverprovedthatthismechanicalroutine,thoughnecessaryforthemanagementof numbers,isprejudicialtoahealthydevelop- mentofcharacter.andtoheroaringof childrenasgoodandusefulmenandworsen. Theonefatalandall-sufficientobjectionto themassingofchildrentogetherunderthe. necessaryconditionsofbarracklifeis,its uttervariancefromthefamilysystem recognizedbynatureilltheconstitutionof humansocietyasthebestfittedforthetrainingoftheyoung."

Onthissubject.oneofthemostearnest vi,,rousofthinkersonsocialsubjects, :netwhoseremarksarefoundeduponper- sonalobservation,writesasfollows:-"The caseofthegirlsisfarworsetitantheboys,as alltheconditionsofworkhousemanagement fallwithpeculiarevilontheirnatures.To massbuystiegetherinlargenumbers,with nohomeinfluenceorhabits,andnoattempt todrawouttheiraffections,isdangerous; to(lothesautetogirlsisfatal.Amongthe endlessparadoxesoffemaletreatment,one oftheworstandmostabsurdisthatwhich, whileeternallyproclaiming"home"tobe theonlysphereofawoman,systematicallyeducatesallthefemalechildrenoftheState withoutattemptingtogivethemanideaof whatahomemightbe.Girlswantaffection,wantpersonalcare,wanthousehold duties,wanteverythingwhichcantrain themtohonorthebodiesandkeeppurethe soulswhichGodhasgiventhem.Toeffect this,wemassthembyhundredswherethey havenoaffection,nopersonalcare,nay.hardlyapersonalexistenceatall,saveas unitsinaherd.nohouseholdduties,andas muchdegradationashideousuniformand croppedhair,andshoeswhichchaneethe naturallightnessofthestepofyouthtothe shuffleofage,canpossiblyachieve.The resultisbecomingatlastsopalpablethat nonemayshuttheireyes.Thepoorgirls, sotrained,gooutintothehumblerclassof service,wheretheirignoranceofthesimplest householdduties,theirwantofself-control, andhopelessstupidity,toooftenprovokethe harshnessoftheiremployers.Intheirer- randsinthestreetsatallhours,thesecretof anotherandalltooeasylivelihoodisrevealedtothem.Nomotherorfriendly teacheristheretosanethemnohouseto whichtogowhendismissedfromservice, savethewearyworkhouseagain.Before theyreturnthithertheytrythatdreadalternative.OutofasingleworkhouseinLondon,inquirywasinstitutedtwoyearsago concerningeightygirlswhohadleftitand gonetoservice.Itwasfoundthateveryone ofthemwasonthestreets."-FrancesPower Cobbe. Wemustpassovertheboarding-out

systemwithahopetoreturntoit again:andcometotheexistinginstitutionslaidopentoourview.But firstwemustbearinmindthatthe sevengentlemenwhoconstitutedthe Commission,tellusthattheycommencedtheirworkofinquirywithno friendlyfeelingtowardstheProtestant andRomanCatholicOrphanages"Having"saythey"atanearlyperiod

afterourappeintmentformedanopinionthat theexistenceoftheseinstitutionswasan anomalyintheschoolsystemoftheCountry, byreasonoftheirsectariancharacter,we wereimpressedwiththedesirabilityofeither amalgamatingthemorabolishingthem altogether,bymakingprovisionforthe receptionoftheirinmatesatRandwick Asylum.Beforedeterminingonthecourse whitesweshouldadvise,weproceededto examinetheiractualcondition."

Theevidenceadducedmadelittle changeinthdropinion,astheirallbut unanimousdecisiontestifies,"Uponthemostearnestconsiderationof alltheevidencebeforeusrelatingtothe generalmanagementofchildrenbythe State,andofthatmoreespeciallyreferring totheseinstitutions,wehave,witheverydesiretodoawaywiththeanomalywhichthey presentintheeducationalsystemofthe Country,arrivedattheconclusionthatthis objectwillbebestattainedratherbyadopt- ingmeasuresfortheirgradualextinction thanbytheirsuddenabolitionorimmediate amalgamation.

"Withtheexceptionofone,everymember ofthisCommissionisopposedtothesupport bytheStateofanyschoolsofasectarian character,andweallareofopinionthatonlyoneclassofschoolsshouldbemaintainedby itfortheorphanedandthedestitute.Asa body,wehavethereforeonlyrefrainedfront recommendingtheimmediateabolitionor amalgamationoftheschools,becausethe evidencecompelsus,inadvisingonthecourse tobeadopted,toconsidertheinterestsofthe 600childreninthemasofimportancepara-mounttoallconsiderationsofthetheoretical advantageofsecuringatonceandatall hazardstheperfectuniformityofanunsectariansystemoftraining."

Ourstartledreaderswillsupposethat thesereligiousinstitutionswereweighed inthebalanceagainsttheGovernment secularinstitutions,andfoundwanting. Theobjectofthisnoticeistosketchthe variousinstitutionswithwhichtheReportdeals-bothsecularandreligiousestablishedandmaintainedatpublicexpense,forthewelfareandadvantageof theorphanedanddestitutechildren. Ourswillbebutareflexofthe picturedrawnbythepenoftheCommissioners,andfollowingintheorderof theirReport:-

"Wenowproceedtomake ourspecialreportsupontheinstitutionsvisitedbyus.

BILELAINDUSTRIALFC11001.FORGinTs (Unaeclarian).

Theindustrialschoolforgirlsnow conductedat13iloela,wase4ablishedin 1867,undertheprovisionoftheindustrialSchoolsActof1866.Itwasfirst openedatNewcastle.Sadistheportrait ofthisInstitutionpresentedbythe Commissioners,eveninthedaysofits bloomingyouth.Theywrite:-

"UnfortunatelytheSuperintendentsfirst chosendidnotprovethenisellesposses.edof thatcombinationofqualitieswhichisrequiredtoleadandcontroltheclassofgirls expectedtobefoundinaschoolestablished forthereceptionoftheneglectedandthe vicious,andtheirinjudiciousmanagement causedtheinstitutionrapidlytofallintoa completestateofdisorganisation.Theinmatesbrokeoutinaseriesofriotousdisturbancesofthemostdisgracefulcharacter,andtheGorernmentoftheday,believingthat thesituationoftheSchoollargelycontributed tothedifficultyofquellingthesedisorders, determinedonremovingtheinstitutiontoits presentsiteatItilocla."

Buttheremedyofthatpaternalgovernmentwasworsethanthe disease.

"TheproximityoftheSchooltoadock, inouropinionrendersBiloelamostunsuitableforthesiteofanindustrialschoolforgirls.

"Thoughsomeofthewitnessesseemto thinkthattheproximityofthedockisnot likelytobeinjurioustotheschool,thegreat bulkoftheevidenceonthepointgoesto showthatitishighlyprejudicialtoitssuewas.Inoneinstancepartofthecrewofa foreignwarshipbrokeintothepremises andtherearerepeatedallusionsmadeby witnessestocomniunicationstakingplace betweenthegirlsandthesailorsaboutthe dock,andthedifficultyofpreventingthem inconsequenceofaportionoftheSchool premisesoverlookingthedockyard.

"Thebuildingsconstructedforprison purposesstillretainallthecharacterisiicsof aprison."

Thepictureseemstogrowmorehideous ateachfreshstroke.Thereportproceeds:-

"Thesanatoryarrangementsoftheestablishmenthavebeenutterlyneglected.It appearsfromtheevidencethattheclosets areinthesamestateaswhentheprisoners wereontheisland,andtheirdrainage isabominablydefective.Thefouland neglectedconditionofthisportionofthe premiseshasbeenveryproperlyrepresented totheGovernmentonrepeatedoccasionsby thevisitingmedicalofficer,Dr.Evans,butno attentionappearstohavebeenpaidtohis reports.SoseriousanddangeroustohealthhasthenuisancebecomethatDr.Evanshas representedtotheGovernmentthepropriety offixingtheresponsibilityoftheneglectin

attendingtothematterontheproperofficers asintheeventofadeathcausedbyillness arisingfromthestench,heshouldconsider thatofficerguiltyofmanslaughter,andthink itnecessarytoholdaninquest.Notwithstandingtheseveryurgentcomplaint, nothinghasbeendone,andtheclosetsremair inthesamedisgustingstate,pollutingtheair ofthechildren'sworkroom.Weareof opinionthatnotimeshouldbelostin remedyingthisstateofthings.Scarletfever hasalreadyshownitselfamongstthechil- drenandtheworstconsequencesmayfollow ifthenuisanceisnotabated."

VOLUNTEERS Therewerevolunteersathandanxiouslywaitingthere_commendationoftheCommissioners,or thepermissionoftheLegislaturetodo theworkoftheGoodShepherd: but no;neitheraskedthemtotakethe placeoftheunprofitableservants.

"Thiswantofunanimityamongstthe officersoftheinstitution,togetherwiththe elieeleeofmethod,judgement,culture.and setf-coutrotexhibitedbytheSuperintendent andtheMatroncouldnotbeotherwisethan fataltothedisciplineofthescheol.All m..ralpsweroverthegirlssoonvanished, andtheyrepeatedlybrokeoutinastateof riotousinsubordination.Windowswere broken,propertydestroyed,andanattempt evenmadetosetfiretotheplace."

'1'lleCommissionersthengiveareport ofwhattheywitnessed:-

"InNovemberlast,havingbeengivento understandthattheschoolwasinastateof insurrection,wethoughtitdesirablethatWe shouldvisittheinstitution,and,ifpossible.ascertainforourselvesthecauseofthe disturbanceandobservethemethodofdealingwithitadoptedbytheSuperintendent. '25thofthatmonthwe to Biloela.OnarrivingattheImlustrialSchool itwasfoundthattnanyofthewindowshad beenbrokeninariotousdisturbancewhich hadtakenplacesomefewdaysbefore,and thatanumberofthegirlsengagedinthe outbreakwerestilllockedupintwoofthe dortniteries.Oneofthegirlshavingre(pieste.1permissiontomakeastateatentto theC..mtnissien,wascalledinandexamined. Shecomplainedofill-treatmentonthepart ofMr.andMrs.Lucas,statingthatboth theseofficershadbeatenher,andill-treated othergirlsnamed.byknockingthoudown, strikingthemwiththefist,acane,anda broomstick;andbyknockingtheirheads againstawallonwhichsomecaricaturesof Mr.andMrs.Lucashadbeendrawn.She exhibitedthemarksofblowsrecently inflicted,insupportofherstatement.The othergirlsnamedbyherwerecalla]inand examined,everyprecautionbeingtakento preventcollusionbetweenthem.Everyone ofthesegirlsboremarksofviolence,and corroboratedtheaccountgivenbythefirst witnessoftheill-usagetowhichtheyhad beensubjected.Onegirlwasfoundwitli discolouredbruisesonherarms,shoulder andbosom,andasserted,asdidtheother girls,thattneyweretheeffectsofblows inflictedbyMr.Lucas.Allthesegirls,who werefromfourteentoeighteenyearsofage, thoughcloselycross-examinedbyus,were consistentintheiraccountoftheproceedings connectedwiththetreatmenttheyhadreceived,andwesawnoreasonfordisbelieving theirstatements.Theycomplainedofhaving beenbeaten,kicked,draggedbythehair, caughtbythethroat,andofhavinghadtheir headsstruckandrubbedagainstawall, apparentlyinaroughefforttomakethem ruboutarudeattemptatacaricaturewith theirheir.TwowitnesseswerethenexaminedattherequestofMr.Lucas,butwere foundtoknownothingoftheproceedings complainedofbytheformerwitnesses,as theywereinanotherpartoftheinstitution atthetimeoftheiroccurrence.Theformer witnesseshavingcomplainedofbeinglocked upinadarkroomwhichwassooppressive andfoulfromitsclosenessthattheywere unabletosleep,werepairedtotheroom spokenof.Onopeningthedoor,eightgirlsfrontfourteentoseventeenyearsofagewere fonud,fouroftheminahalf-nakedcondition, andallwithoutshoesorstockings.Their wildglareandhalf-crazedappearanceasthe lightoftheopeneddoorfelluponthemstruck uswithhorror.Theroomhadastonetioor, waswithoutachimney,hadeverywindow closelyboardedup,waswithoutanarticleof furniture,andhadafoulandsicklystench, everycallofnaturebeingthereansweredby itsinmates.Onthedoorbeingclosedupon themembersoftheCommission,itwasimpossibleforustoseeeachothertillaccustomedtothedarkness.Intothisroom,when stilldampfromarecentscrubbing,itappears

thateightgirlshadbeenputandkeptin thedarkfromFridaymorningtillthevisit ofthe(;ommisrsiononTuesdaynight,inthe semi-nudeconditioninwhichtheywere found.Fedenbreadandwater,theydrank, astheysaid,likedogs,fromabucketplaced intheroom,noutensilbeingallowedthem. Threeweresohoarsefromtheeffectsof theirconfinementintheclosed-uproomand sleepingontheflags,nobeddinghavingbeen allowedthembutblankets,thattheywere almostunabletospeak,andwedeemedit advisabletorecommendtheirimmediatereleasefromconfinement,aswellasasupply ofclothingandmattressestothosestill lockedup.

Thecostofmaintenanceperheadis£374s. 4d.InEnglanditappearsthattheaverage netcostperheadinIndustrialSchoolsfor girlsis£1414s.IId.,andinScotland£12 12s.10d.theratesvaryingfromabove£20 ittheGirls'HomeinLondontounder£11 atthePerthGirls'SchoolinScotland,and under£10atsomeoftheEnglishRoman CatholicSchools.

"Withtheexceptionofthepublicprayers beforeretiringtothedormitories,devotion thereisnone.Ifindeedsomelittlechild, truetothebettertrainingofthewretched homefromwhichithasbeenrescuedbythe Stateisseenkneelingbyitsbed,itisfromno teaahingoftheSchool.Savefortheperfunctoryreadingofsomeprayerbyanofficer, thereisnoopportunityaffordedthemost ignorantoflearningtotakethefirsttottering steptowardsenteringtheportalsofspiritual lGodife,byliftingthesoulinprayertowards

InthatIndustrialSchool-calleda ChatitableInstitutiun-aretobefound, thecommissionerstellus,childi'nof themostinnocentandtenderage. Itnumberedattimos110inmates andatthetimeofthecommissionhttheoldestadmittedbeing16years,the youngest18months.

BILOELAREFORMATORYFORGIRLS. (Unsectarian).

"TheReformatoryforGirlsnowmini tedatBiloelaformerlyexistedatNewcastle inaportionoftheMilitaryBarracks.andwas removedtoBiloelaatthesametimeasthe IndustrialSchool.Itwasestablishedin180, undertheprovisionsofthelielortiutry SchoolsAct1866,furthereceptionofgirls undertheageof16,convictedofcrime,who, butfortheexistenceoftheinstitutionwould eitherhavetogototheordinarygaolsofthe Colonyorescapepunishment.

"Itissituatedwithintheenclosurecutting offtheIndustrialSchoolprealisesfromtie restoftheisland,beingitselfseparatedfrom thosepremisesby ofgalvanized iron.Thoughatthetimeofourvisitthere wereonlyeightchildrenintheReformatory,itwasinconvenientlycrowdedandsome ofthegirlsweresleepinginthedining rooms"

ThosneergivenbytheCommissionersatMr.Scott,P.M.,muIevoke respectforhishumaneantipathyto Biloela.Theysay:-

"Weregrettofindfromthereportsofthe InspectorundertheCouncilofEducation thattheusefulnessoftheschoolinaneducationalpointofviewisextremelylow."

"Thecostofeachiscalculat.Mat£32per annum," Fortheconsolationoftheratepayers theyadd:-

"IntheMotherCountryitisestimatedthat thateveryconvictcoststheStateonthe averagefrom£100to£150,andthssbyno meanscoversthenecessaryloss."InLiverpoolalone,"saysMr.T.J.Murray,Director ofConvictPrisonsandRegistrarofHabitual CriminalsinIreland,"itisestimatedthat thevalueofpropertylostbycrimeis£700,000, andIshouldthinkthisgreatlyunder-estimated.Thepublicarethereforegreatlyinterestedincorrectingthevicious.Asamere moneyquestion,itisclearlybettertoreclaim theviciousthantopunishthecriminal,and nodoubtapennyspentinteachingwillsavea poundinpunishing* *IamsureIdo notexaggeratewhenIestimatethesavingto thecommunity,uponeveryboyrescuedfrom evilcourses,atfrom£200to£300."

THEPARRAMATTAORPHANSCHOOLS.

"Theseinstitutions,whicharetheoldestof ourPublicCharities,differfromallothers inbeingtheonlyschoolsofasectarian characterunderthecontroloftheGovernment.TheProtestantOrphanSchoolwas foundedasfarbackas1814,inthetimeof GovernorMacquarie,andreceiveschildren ofallProtestantdenominations.TheRoman CatholicOrphanSchoolwasestablishedin 1836,duringtheadministrationofSir RichardBourke.Undertheprovisionsof theAct5thWill.IV.No.3certaingentlemenhavebeenftomtimetotimeappointed toactinconnectionwithbothinstitutions, butbylawtheyhavenocontr.)1overthe management,andtheirbusinessissimply tobindthechildrenasapprenticesontheir leavingtheschools.

Thefollowingaretheresultsofoui iuquiry:-

THEPROTESTANTORPHANSCHOOL.

suchasdraughtsandsimilargames.The eldergirlspasstheeveningsinlikemanner, orindoingsuchneedleworkasinterests them. Thereseemstobenodifficultyinfinding placesforthechildren.Theyareapprenticed asrapidlyastheiragewillallow,andavery laudabledesireseemsmanifestedonthepart ofthecommitteetoconsultasfaraspossible thewishesoftheboysintheselectionofa trade.Itwouldappearfromtheevidence thatthechildrengenerallyturnoutbetter whenapprenticedtoatradethanwhenbound asdomesticservants.TheAct5William IVNo.3providesthatthechildrenshall beapprenticedfortheperiodofsevenyears, butthisisjustlythoughttoolong,andin practicetheyareonlyboundforfive.The rateofpaywhichtheyareentitledtoreceive isalsotoolow.Bothboysandgirlsare obligedtoworktwoyearsfornothing,the boysforthelastthreeyearsbeingentitled undertheActtoreceive£2ayear,andthe girls.£1lOsThechildrensooncometo learnthevalueoftheirlabour,andthetemptationtoabscondfromtheiremploymentis great.This,wethink,shouldbeimmediately remedied,andthechildrenputonthesame footingasatRandwick,wheretheappren ticesearn£21duringtheperiodoftheir apprenticeship.TheprovisionsoftheAct forsecuringthepaymentoftheapprentices' wagesarealsodefectiveandrequireamendment. TheofficeofMasterintheschoolweconsiderunnecessaryandshould3eabolished. Thedutiesattachingtoitarelittlemore thanthoseofstoreandbookkeeper,and shouldbedischargedbytheMatron,asthey areintheRomanCatholicSchool. Thegrossaveragecostofeaohchild,irrespectiveofthereproduetivenessofits labor,is£15Os.2d."

THEROMANCATHOLICORPHANSCHOOL.

thinkersonthesubjectofthemanagementof childrenbytheState. Addedtotheeffortsthusmadetoindividualizethechildren,thereappearedtousa vigourintheadministrationoftheschoo whichhadamostbeneficialeffectuponthe children,bywhomalltheworkofthe institutionwascarriedonwithanactivity pleasingtowitness.Threeoftheboysare apprenticedtotheschooloneasabaker, anotherasagardener,andathirdasapupil teacher;asimilarpostbeingoccupiedby oneoftimegirls.Notradesaretaught,but thereisafarmattachedtotheschool,where timeelderboyswork,andraiseanample supplyofvegetablesfortheinstitution.We aredisposedtothink,however,thatalarger numberoftheboysshouldbeemployedin gardeningandfieldwork.Wewouldalso suggestthatinstructionintheuseofthe needleshouldcommenceatanearlierage thanisthecaseatpresent,asthegirlsinthis respectarenotsowelladvancedastheyare intheProtestantOrphanSchool,nordothey producesomuchclothing. Theschoolteachingappearsefficient,as willbeseenonareferencetotheReportof theInspectorundertheCouncilofEducation, appendedtotheevidence.

AllthebooksandaccountsoftheestablishmentarekeptbytheMatron,andon examinationbyusappearedinthemost exemplaryorder. Intheeconomyofitsmanagementthe schoolsurpassesallourotherCharitable Institutionsofaneducationalcharacter, theaveragecostofeachchildbeingonly .£1317s.91.

"TheevidencegivenbyCaptainScott,the PoliceMagistrateofSydney,affordsalemarsableillustrationoftheignoranceofthe lawexistingamongstthosewhosedittyitisto enforcetheprovisionsoftheIndustrial SchoolsandReformatoryActs.Thisgentleman.whoseemstohaveconceivedsomeunLundedprejudiceagainstcarryingoutthe intentionsoftheLegislatureasdisclosedin theseenactments,hasneversentagirltothe BiloelaReformatorysinceitwasestablished, andappearedtousignorantoftheveryexistenceofsuchaninstitution.Thoughthereturnslaidbeforeusshowthat493children havebeendealtwithintheCentralPolice OfficesincethepassingoftheActsin1566, CaptainScottwasevidentlyquiteunacquaintedwiththecoursetobepursuedontheconvictionofajuvenileoffenderforlarceny. SuchIgnoranceandwantofinterestinthe ReformatoryandIndustrialSchoolsystem establishedintheColonybyActofParliamentisgreatlytoberegrettedwhenexhibiteouyasupendaryMagistratewhosealmost dailydutyitmustbetodealwithjuvenile offenders;andourreformatoryinstitution. willbeinalargedegreemaintainedatauselessexpenseifanofficer.whosepositionas chiefMagistrateofthemetropolisbringsbeforehimthelargestnumberofchildrentohe dealtwith,failsfromignoranceorprejudicetocarryoutthelawwhichitishisdutyto administer."

Thesiteofthisschool,onthebacksofthe ParamattaRiver,iselevatedandhealthy, andthegroundssurroundingitcomprise about106acresofland,someofityetuncleared. Thebuildings,thoughinthemainold,are substantial,andonthewholetolerably complete.Theschoolrooms,onwhich£3,000 havelatelybeenexpendedaresew,handsome, andcommodious.Theinstitutionhas aecomodationfor'250children,andcontained atthetimeofourvisit239,ofwhom100 weregirlstheyvaryinagefrombetween twoandthreetothirteen,atwhichagethey areapprenticed. Notradesaretaught,butthechildrendo allthehouseworkoftheestablishment,and seemveryefficientinthedischargeoftheir domesticduties.Thegirlsmakenearlyall theirownclothesandareexpertintheuse oftheneedle.Theyarenot,however,so continuouslyemployedinthelaundryasthey mightbetheremarkswhichwemadeina previouspartofourReportastotheexcess oftimedevotedtoschoolteachingascomparedwithindustrialtraining,appliesto thisinstitutionaswellastoallothers.'flic boysworkinthegarden,buthardlytothe extentthatisdesirable,thoughsufficient vegetablesareraisedforthesupplyofthe School.Theinstitutionappearremarkably healthy;theonlychildreninthehospital,a verycompleteestablishment,beingafew sufferingfromconstitutionalweakness.Both boysandgirlsseemedextremelyhappy,and theirappearancepresentednoneofthat dejectedandstolidlooksooftenseenin childrenmassedinlargeinstitutions.The teachingintheschoolisfair,asappearsby theReportoftheInspectorunderthe CouncilofEducation,appendedtothe evidence.

"ThisSchool,atthetimeofourinspection, contained296children,varyinginagefrom twotothirteen,atwhichagetheyareapprenticed.120weregirls.Thebuildingsdo notappeartohavebeenoriginallywell adaptedforthepurposestowhichtheyhave beenapplied,andthoughsinceaddedtofrom timetotime,areverybadlyarrangedand defectiveinaccommodation.TheMatron's quartersareextremelyinconvenientand confined,alltheladyofficersoftheinstitution sleepinginoneroom,theMatronherself, withanadmirablespiritofaccommodation tocircumstances,sleepinginhersitting-room onastretcher.Thearrangementforthe servantsarestillworse,theirbedroombeing overthelaundry,thesteamfromwhichat timeswetsalltheirclothesandrenderit impossibletosleepthere.Thedormitories ofthechildrenaremuchovercrowded,the bedsinsomebeingwithinafootofeachother. Theroomsthemselvesarequiteunsuitedfor sleepingapartments,beingfartoolowand extremelyhot.Thelaundryisinawretched ill-foundstate,andthecondition toryisstillworse.Thelatterisentirely withoutbathsorevenhaisns,andgreatinconvenienceisnecessarilyexperienced.Repeatedapplicationshavebeenmadetothe Governmentforthesearticlesduringthe lastfiveyears,butnoattentionhasbeenpaid tothem.TheMatroncomplained,andapparentlywithjustice,ofthegreatdelay experiencedingettinganynecessaryrepairs doneabouttheplace.Sometimeagothe sumof£1,000wasvotedbyParliamentfor repairs,butnonewereeffected.Theyear beforelastasumof£500wasvotedforthe sautepurpose,butinconsequenceofthelate periodoftheyearwhenthemoneywasvoted nocontractscouldbetaken,andthemoney revertedtotheTreasuryundertheprovisionsoftheAuditAct.

Thoughthereisnoofficialsupervision maintainedoverthechildrenaftertheyhave lefttheschool,theorganizationoftheRoman CatholicChurchinsomedegreesuppliesthe deficiency.Uponachildbeingapprenticed, thecommitteecommunicatewiththepriest ofthedistrictwherethechildisplaced,requestinghimtolookafteritandreportto tiecommitteeuponitscondition.The knowledgethusgainedofthechildrenenables theVicar-GeneraloftheRomanCatholic Church,whoischairmanoftheapprenticing committee,tostatethatnotmorethanthree percent.ofthemturnoutbadly.Thegreat majorityofthechildrenareapprenticedin thecountry,andfrontthedesiretoobtain themwhichisshownbythefactthatthe applicationsareinexcessofthesupply,it wouldappearthatthechildrenarethought wellof.Intine,thoughtheappliancesand arrangementsarefarmoreimperfectthanin anyotherofourinstitutionsthatwehave examinedwecouldnotavoidcomingtothe conclusionthat,apartfrontitssectarian chat:icier,theschoolwassuccessfulasfaras themanagementofthechildrenwasconoiltied;theabilityofitsMatron,andthe Knowledgewhichsheandallherofficers ,.:sessofthechildrenindiviatially,going fartoovercomealldifficultiesandconipenIsmateri,i11,fisientiesofthe stablisliment."

Ourreadersmustrememberthatall the"miteismdeficiencies"cementedon intimeRepelareowingtothe" fOrtunateneglectoftheGovernment."

EvenwhiletheCommissionersadvisethegradualabolitionofthe Orphanages,theydeclarethat-Consideredsimplyasschools,wedonot findeitheroftheinstitutionsinferiorinpoint ofteachingefficiencytotheordinaryunsectartanschoolsoftheColonyand,regularly visitedastheyarebyInspectorsunderthe CouncilofEducation.andsubjecttoGovernmentcontrol,weseenoreasonfortheirabolitiononaccountofanydefectsinthemaseducationalestablishments."

MissHilltellsthemamongother things,themethodtheywillhaveto fallbackuponandencouragebefore theycanhopetoWillsuccessineither institutions:-

"InorderthattheReformatoryandIndustrialSchoolsshouldbesuccessful,itisessentialtosecurevoluntary,i.e.,unpaidassistance."

Themanagement,whichisvestedinthe Matron,Mrs.Betts,is,weconsider,efficient. Thesupervisionofthechildrenisremarkably goodsomeofficeroftheinstitutionbeing alwayswiththem,bydayandnight,and whethertheyarcatworkoratplay.There is,however,noorganizationbywhichany supervisionisexercisedoverthechildren aftertheyhavelefttheschool,norisany communicationkeptupwiththem,except suchasarisesfromthechildrenwritingto theinstitutionfromtheirfeelingsofinterest intheplacewheretheywerereared.No accurateestimatecan:thereforebemadeofthe numberofchildrenwhohaveturnedout well,buttheaccountsgivenofthoseheard ofarehighlysatisfactory,someofthem havingobtainedveryrespectablesituations, othersbeinginpossessionoffarmsoftheir own.Thekindlyandmotherlyinterestsin thegirlsexhibitedbyMrs.Bettsseemsto havebeenrepaidbyalargemeasureofsue cess.Outofthewholenumberofgirls trainedintheinstitutionduringthetwentytwoyearsthatshehasbeenMatron,Mrs. Bettsonlyknowsoftencaseswherethey havegoneastrayandfourofthesetengirls haveentirelyretrievedtheircharacterand becomerespectablewomen.Bearingoutthe observationwhichwehavepreviouslymade astotherebeingnoprincipledeterminingto whichofourvariousinstitutionsachildis sent,weregrettofindthatoneortwoinstanceshaveoccurredwheregirlsofimproper characterhavebeensenttothisinstitution. Thisweconsiderhighlyobjectionable,as, amongstgirlssoyoungandinnocentasthe unfortunatesofanorphanage,theirpresence isextremelydangerousandimproper.The arrangementsintheschoolfortheoccupation andamusementoftheelderchildreniitheir eveninghoursareextremelygood.The boyshavearoomwellsuppliedwithbooks andwiththemeansofamusingthemselves,

Theschoolisdeficientindesks,andthere arenoseatsforthechildreninthecovered wayconnectingthedifferentportionsofthe buildings,thosewhichformerlyexisted havingbeentakenawaywiththeviewofreplacingthemwithothers,anobject,however, nevercarriedout.Theinfirmaryismost injuriouslyaffectedbyafoulstenchrising withinitfromtimemainsewerrunningfrom theLunaticAsylumandGaol.This nuisance,sodangeroustohealth,hasbeen reportedtotheColonialArchitect,butno effectualstepshavebeentakenfcrgetting ridofit.Indeed,wecannotavoidexpressinganopinionthatthedelayswhichare provedtoustohavetakenplaceinattendingtoallsuchmattersintheinstitution immediatelyunderthecontrolofthe Gevernmentarenotverycreditabletothe departmentresponsibleforthem,anditappearstousthatthisinstitutionhasbeen singularlyunfortunateintheneglectwhich hasattendeditswell-foundedrequisitions.

Themanagementoftheschool,which entirelyrestswithMrs.Adamson,the Matron,is,inouropinion,ableandmost economical.Theofficersassistingherare, withtheexceptionoftheschoolmaster,ladies ofareligioushouse.

Mrs.Adamsonattachesverygreatimportancetolearningtheindividualcharacters ofthechildren,andwefeelboundtosaythat innoinstitutionthatwehaveinspecteddid itappeartousthatanythinglikethesame amountofattentionwaspaidtoibismost indispensableconditionofsuccessinthe trainingofchildren.Mrs.Adamson,inher evidence,expressedheropinionthatnoschool forthetrainingofchildrencouldbesuccessfullymanagedifitcontainedmorethan300; as,ifthenumberexceededthat,itwouldbe altogetlierimpossibletolearntheircharacters anddispositions,andshedeclaredherself unwillingtotakechargeofanyschool numbering600.Thisopinion,comingfromR ladywhohasshownsuchcapacityforadministration,weconsidermostvaluable confirmatoryevidenceinsupportoftheviews nowlargelyentertainedbythemoatearnest

OntheirownshowingtheCommissionershaveprovedthatreligionalone furnishesthevolunteerswhocansuccessfullymanagesuchinstitutions,and rearuptheinmatestobegoodandusefulmembersofsociety.
