THEMURDEROFD'ARCYWGEECONFESSIONOFACONDEMNEDMURDERER

Itiscurrentlyreportedthataman namedTrotter,nowundersentenceof deathformurderinNewYork,has confessedtohavingshotandkilled ThomasD'ArcyM'Gee.Frominformationreceivedto-dayfromaresident atOttawa,itappearsthatitwasin thissameTrotter'smother'shousethat M'Geewaslodging,andwasaboutto enteratthetimeofhisdeath.Trotter, theconfessedmurderer,wasatthe timeayouthofsixteen,andwasapage intheHouseofCommons.Hewas firsttofindthedeceasedlyingonthe footpathafterhewasshot,andtogive thealarm.ItissaidthedoorofMrs. Trotter'shousemusthavebeenfastened insidewhenM'Geetriedtoopenit,and itwassupposedthiswasdonetodetain himuntiltheassassinwouldcarryhis diabolicalpurposeintoeffect.There aremanyothercollateralcircumstances connectedwiththeshootingwhich strengthentheopinionthatTrotierwas themanwhofiredthefatalshot,andit ishopedsomestepswillbetaken,before hetreadsthegallows,toinquirefurther intothematter.Trotterwasawitness atthetrialagainstWhelan.

HOWTOTEACHPARROTSTOTALK.

Parrotsmaybestbetaughttotalkby coveringthecageatnight,orratherin theevening,andthenrepeatingtothem, slowlyanddistinctly,thewordsthey aredesiredtolearn.Theyshouldbe keptawayfromplaceswherethey wouldbeliabletobeardisagreeable noises,suchasstreetcries,andthe whistlingandshoutsofboysat.play,or theywillimitatethem,andbecometoo noisytobetolerated.Parrutsmaybe feduponsoakedbreadandbiscuits, mashedpotatoes,andrapeseed.They arefondofnuts.Cayennepepper, sprinkleduponabone,andgivento themoccasionally,issaidtobevery beneficial.Theyshout'bekeptvery clean,andallowedabathfrequently.It wouldbedifficulttopointoutmodesof treatmentofthediseasesofparrots,but whentheybecomeaffecteditisbestto keepthemwarm,changetheirfoodfor atime,andgivethemlukewarmwater tobathein.

ACRUSHINGCRITICISM.

Inreferencetothedefenceofferedby M.WaddingtonforadheringtohisUniversityBillindefianceofCatholic opinion,theUnivers(Paris)says:-To renderstrictjusticetotheMinisterof PublicInstruction,hecouldnothave moreweaklydefendedthelawofwhich heistheauthor.M.Waddington sounded,illadvance,theopinionofthe public;andfounditveryanimated-he assuresus-onthequestion.The opinionmusthavemaderatherpeculiar overturestohim.Itmusthavesaid "ItisIwhoampublicopinion,Iwill rigorouslysupportFreeUniversities,but Iamanxiousastotherightofthe State,andamhostiletoamixedjury." Certainly,hemusthavebeenfiivored withsomerevelationofthiskind; otherwise,howcouldheknowwith suchprecisionwhatisandwhatisnot theopinionofthepublic?Theargument iscuriousinanyaspect.Inhisinquiry astooutsideopinion,theMinister dispensedwiththeformalityofinterrogatingtheCatholics.Theyhavea voice,apiarenily-theyhaveaprepon- deratingvoice;theyareprincipally,if notsolely,interested.Theopinionof

thefree-thinkersisveritablyoutofthe debate.Itistruetheyhaveintruded themselveshotlyintothediscussion,out ofhatredtotheChurch;butahatredis notaninterest-inanyeventitisnot anavowableinterest.Inpolitics,he whospeaksofpublic,speaksofthat whichhasaconsiderablemoral,interest. M.Waddingtonintroduced,inthe exigencyofhiscause,apretendedpublic opinion,whileexcludingtheonlymanifestationofitwhichpossessesanydirect interestinthematter.Theofficeof theStateisnottointerfere,either directlyorbydelegation,intheexaminationofastudentorthejudgmentof hisaptitude.TheroleoftheStateisto sanction,byitsdiploma,thedecisionsof competentjudges;andithastheright, inexceptionalcases,tosuspendthe diploma.Whatithasdoneistoclaim anundividedsovereignty,andtodecapitatealawofreligiousliberty.Asto thereasonforthisassumptionofanevil policy,itisuselesstospeculate.The Statehastherightofthestrong,and canbejustifiedbythebarbarousmaxim of"TheSocialContract:""Majorities havenoneedofreason."

PROPOSEDINUNDATIONOFTHEDESERT OFSAHARA.

OneofthelatestengineeringproposalsistoinundatethedesertofSahara andmakeofitauinlaudsea.Thegreat desertofSaharaisabouttwo-thirdsas largeastheUnitedStates.Thereisno naturaldrainage,andthesurface,except wheretheoasesoccur,isinmanypartscoveredwithsalt,andresemblesan ancientseabottom.Ontheoases,or greenspots,arefoundlions,panthers, gazelles,reptiles,etc.Thegreatest calamityincrossingthedesertis exhaustionofthesuppliesofwaterand fifiluretofindmore.Thebleached honesofanimalsandmenwhohave perishedfromthirstnowlieonthesands.

In1803acaravanof2,000persons and1,800camels,crossingthedesert, perishedfromthirst,notaliving creaturebeingleft.

THEWAYTOKILLAGOOSE.

ItisreportedthatProfessorTyndall, whenlecturingbeforealargeaudience, aecidentlytouchedthewireleadingfrom fifteenchargedLeydenjars,andreceived thewholedischarge.Theshockwas notsufficientlypowerfultocausedeath, butastheprofessorregainedhissenses heexperiencedthestrangesensationof allhismembersbeingseparateand graduallyfasteningthemselvestogether. Lifeseemedblottedoutforasensible interval,andhisownexperienceconfirmedthetheorythattoaperson struckbylightningthepassagefrom lifetodeathoccurswithoutconsciousnessbeingintheleastdegreeaffected. Itisauabruptstoppageofsensation, unaccompaniedbyasinglepangIt hasbeenstatedthattheillustriousDr. Franklin,whenexperimentingwith electricitytakenfromthecloudsby meansofmetallicpointsonakite, attemptedtokillaturkeywithelectricity.InsomewaytieDoctorreceived thecharge,whichdeprivedhimofconsciousnessforamoment.Whenalluding totheexperimentonasubsequentoccasion,theDoctorsaidheattemptedto killaturkeybutcamenearkillinga goose.

WASTEDINTELLECTUALWEALTH.

Aboyofeightyears,namedJohn Cronin,whofiguredinaLondonpolice courtonSaturday,wasafavorable specimenofthefinematerialnow wastingineverycityintheland.He foundhimselfincustodyforbeinga vagrantandthusobtainedanopportunity ofmakinghismark.Hehascertainly receivedsomeeducation,andmight possiblyhavebeentakencareofbut forthedeathofhisownparentsandthe successionofstep-parents,whoseemto carenothingabouthim.Whenin custodyhereadthenewspaperwith credit,andshowedatleastsomeknowledgeoffigures.InreplytoMr. Flowers,themagistrate,(whowastaken withhisprecocity),hecreatedsome amusementbyrevealingthathecould draw,andfixingthesubjectofhisdrawingasajugofbeer.Itwasprobably thethingwhich,frog'association,the boywasmostfardiliarwithinanartistic sense.Incidentallyittranspiredthat hehadbeencaughtbyoneofthose missionaryagenciessonumerousin London.Someladyhadinducedhim togotoaSundayschool,andpromised himamark,onattendingthreetime andbringingarecruitwithhim.The recruitvanishedafterthefirstexperience,andCronindidnotreceivethe mark,thoughhewaspunctualhimself. Fromthenameofthisboytherecan benodoubt.ofhisnationality,andwe hardlythinktherecanbeanyabouthis religioneither.Wecanthereforeunderstandthesolicitudeofthemissionaries tocapturesuchabrand.Thelessonof thisepisodeisthis-thatthereisavast amountofintellectlyingdormantinthe purlieusofourtownswhichmightler rescuedifpililatithrephyweremore generallyex:,ibited.T11,,povertyof ourpeopletendstoplacemanyoftheir Childrenatthemercyofthosewhose chiefaiminlifeistowinthemfromthe faithoftheirfathers.

THE"VATICAN."

Thiswordisoftenused,butthere aremanywhodonotunderstandits import.Thetermreferstoacollection ofbuildingsononeofthehillsofRome, whichcoveraspaceoftwelvehundred feetinlengthandelevenhundredin breadth.Itisbuiltonthespotonce occupiedbythegardenofcruelNero. ItowesitsorigintoaPope,who,inthe earlypartof'thesixthcentury,erected tuthumbleresidenceonitssite.About theyear1160,PopeEugenicsrebuilt itouamagnificentscale.Thelibrary oftheVaticanwascommencedfourteen hundredyearsago.Itcontainsforty thousandmanuscripts,amongwhichare somebyPliny,St.Thomas,St.Charles Borromeo,andmanyHebrew,Syriac, Arabian,andAmericanBibles.The wholeoftheimmensebuildingscomposingtheVaticanarefilledwithstatues foundbeneaththeruinsofancient Rome;withpaintingsbythemasters,andwithcuriousmedalsandantiquities ofalmosteverydescription.Whenitis knownthattherehavebeenexhumed morethanseventythousandstatues fromtheruinedtemplesandpalacesof Rome,thereadercallformanideaofthe richnessoftheVatican.Itwilleverbe heldinvenerationbythestudent,the artist,andthescholar.Raphaeland MichaelAngeloareenthronedthere, andtheirthronewillbeasdurableas theloveofbeautyandgeniusinthe heartsoftheirworshippers.

EIGHTEENHUNDREDYEARSAFTER DEATH.

AcorrespondentofAppleton'sJournal, writingofexcavationsatPompeii, says:"Amongthemostinterestingof theobjectsfoundrecentlyaretwoskeletons,ofasomewhatelderlyman,the otherofawoman.Theywerefundin theViaStableamongtheashesofthe lasteruption,evidentlyovertakenin theirflightandburiedinthecinders. Accordingtotheusualmethodemployedtopreservetheexternalappearanceofobjects,liquidplasterwaspoured intothecavity,which,servingasthe mould,facsimileoftheformswasohtainedandthusperfectlypreserved thestatue-likebodieswasplaceditglass casesinthePompeiiMuseum.While appreciatingallthehorrorsofsucha deathandthesufferingsendured,as shownbytheposition,Icannotbut imaginewhatwouldhavebeentheastonishmentofthatmanorwomanhad someprophetinfimedthemthat eighteenhundredyearsaftertheirdeath theirforms,andevenasmuchoftheir garmentsaswerenotconsumedinthe eruption,wouldbeplacedinapublic museumforinspectionbyamultitude ofsightseers,somefromlandstheexistenceofwhichtheyneverdreamedof. Thepoorwomanwaslyingonher facandeventheCormofherhair,put upbehind,isseen.Onearmshieldsher forehead,andsheissupportedbythe other.Herstonylimbsarewell formed,andtracesofagarmentareseen passinginfoldsaroundher.Theman, althoughplacedonhisbackintheexhibition,whenfoundwasturnedonhis side.Onearmrestsonhiship,the otherisuplifted.Thefaceissomewhat distorted,butmassiveandsmooth shaven.Eventheformorthefasteningsofthesandalsaroundtheankle, andofalongbutton,higheruponthe legtoholdthem,isclearlyseen.The limbsarepartlydrawnup.Theskeletonofatolerablelargedog,alsorecently found,isintheMuseumofPompeii, hiswholeformpreservedinplaster,in thesamemannerasthosejustmentioned.Heislayingonhisback, writhinginsufferings,bitinghishind leg.Theringsawlcollarareplainly seen.

EFFECTOFTHESEASONSONTHE BODY.

Thecuriousfacthasrecentlybeen pointedoutbyDr.R.W.Richardson thatthechangesoftheseasonhavea potentphysicalinfluenceuponthebody. Someyearsago,inaconvictestablishmentinEngland,anumberofmenwere confinedamidsurroundings(ofclothing, food,&c.)practicallythesameforeach individual.Themedicalsuperintendent ofthegaolundertookinvestigations, extendedoversomenineyears,and duringwhichover4,000individuals wereweighed.Itwasfoundthatduringthemonthsofwinterthebody wastes,thelossofweightvaryingin increasingratio;thatduringsummer thebodygains,thegainvaryinginan increasingratio;andthatthechanges fromgaintolossandfromlosstogain areabrupt,andtakeplacethefirstat thebeginningofSeptember,andthe secondatthebeginningofApril.

THESURSIARINETUNNEL.

Thepreliminaryworkseonnected withtheproposedtunnelbetween EnglandandFrancehavecommenced atSanghatte,nearCalais.Thesink-. lughasalreadyreachedadepthof50 yards,andtheoperationsare-being pushedonsovigorouslythatthemen arckeptbusynightandday.Itis

necessarythattheexcavationmusthe catTiedtoadepthof120yardsbelow thebedofthesea,andpowerfulputnps areavailcbletoearlyoffthewateras itaccumulatesintheshaft.Ifthis essayhesuccessfullymade,thetunnel willbecommenceddefinitely.

ESCAPEOFFENIANPRISONERS.

ThenewsfromAustraliawillnot havecausedpleasantsensationsinGovernmentcircles.Atthismomentit isnotinaverydefinedshape,lintsufficientistoldtoshowthathalf-a-dozenof Fenianprisonershaveescapedfromthe jurisdictionofthecrownthroughthe agencyofawhalingvessel.OnEaster Monday,itappears,therewasaregatta nearFremantle,whichattractedalarge numberofpeople,andthepoliticalconvictstookadvantageofthecomparative quiteatFremantletoescapefrom custody.AccountsvaryItstohow theyreachedthecoastandgotoff,but therearesufficientmaterialstoshow thattheygotonboardanAmerican vesselandsetsailformorehospitable shores.Earlyinformationwasconveyedtotheauthorities,andasteamer charteredforthepursuit,butwhenthe chaserscameupwiththesuspected whaler,herofficerrefusedtoallowa search.Itisbelievedthiswasbuta blind,togaindelay,asthefugitives wereonboardanothershipbutattill eventstheygotoftThechasewas afterwardsresumed,anditisapprehendedthatifthepursuerscomeup withtheirquarrytherewillbeadesperatestruggle.(hiefindsithardto blamementerfleeingfrontalifeof decidedslaverywhenthechance presentsitself',andnoonewillfind faultwiththeFeniansfortheirventure. Thechiefworkofthesummerassizes beingoverinIrelandthehalfyear'samount ofcrimecanbefairlyestimated,andweare happytobeabletocongratulatethecountry ontheresult.Theseasonhasbeenoneof considerablecommercialdifficultyarid pressure,everyindustryinIrelandhavingbeeninjuriouslyaffectedbythe protractedfinancialcrisisintheUnited Statesandbythestateoftradein GreatBritain.Hundredsofemigrantshave returnedhomefromtireUnitedStates,intending,however,tore-crosstheAtlantic whenthelabormarketbrightens.Belfast andalltheflaxdistrictshavesufferedseverely owingtothefinancialdisastersintheUnited States,theirbestcustomer;whilevarious otherindustries,suchasthepoplinmanufacture,havebeenseriouslydamagedbythe samecause.Failureshatebeennumerous andveryheavyinBelfast,Cork,Waterford, andDublinthedividendsonallthebatiks havedeclinedconsiderablyrailwaytraffic andprofitshavefallenoffandeveryinterest inthecountryhasfeltthegeneralstagnationoftradeandcommerce.Nevertheless Irelandhassofarsufferedconsiderablyless thaneitherEnglandortheUnitedStates. ButtheJudges'chargesinIrelandare,not ,confinedasinEnglandtothecrimesset forthinthecalendertheyalsoreviewall shecrimereportedbytheCountryInspectors .ofConstabularyashavingbeencommitted sincethelastassizes,whetherthealleged perpetratorswerecommittedornot. AnotherstrikingcontrastbetweentheIrish ascomparedwiththeEnglishandScotch criminalandpolicereturnsofcrime,is tobefoundinthemorenumerousand morehighlyorganisedconstabularyforce ofIreland.Thewholesurfaceofthekingdomisdividedintoaminute53stemofpolice districts,withabarrackandresidentconstablesineach,whoareonout-doorduty nightandday.Theofficeofthecentral imperintendentinDublinCs.tleisindaily

communicationwitheverystationinthe country,andtheforceconsistsof36country andtowninspectors,940sub-inspectors,26,5 headconstables,and10,899constablesof variousgrades;thetotaleffectivestrength amountingtoabout12,000men.Thati1, Wereare22policementoevery10,000inhabitantsinIreland.NowhereinEuropeor intheworldistherea.superiorbodyofmet oftheirclass-ifindeed,thqyhaveaneq -inphysique,incourage,inknowledge thecountry,orin.goodconduct,andallare drawnfromthepeasantry.Theycostthe empire,itistrue,upwardsofamillionsterlingayearbutthemoneyischeaplyexpended,astheyaremoreamilitaryand imperialthanacivilforce,andtheyperform manyandimportantdutiesbesidesthoseof localpolice.Thereare,moreover,72 stipendiarymagistrates,morethantwoto eachcounty,undertheGovernment,who haveauthoritytodirecttheconstabularyin allmatterspertainingtothepreservationof thepeace.Theoastofthisstaffisabout £52,000ayear.Therestillremainsthe Dublinmetropolitanpolice,withiterecorder, divisionalmagistratesandstaff,amounting altogethertonearly1,200men,theannual expenseofwhichis£145,000,ofwhichabout £94,000isdefrayedoutoftheTreasury.In discussingthequestionofrelativecrimein thethreekingdoms,thismatterofthepolice forcemustbecarefullyweighed.TheImperial Governmentforprudentialreasons,believing thatalocalconstabularywouldbemore efficientinpreservingthepeacethana militaryforce,adoptedtheformersystem. Andifweexaminethecommittalsforcrime ascomparedwiththeconvictionsinIreland, andthesameasregardsEnglandandScotland, wecannotbutadmitthesuperiorvigilance andefficiencyoftheIrishconstabulary.All theseconsiderationspointtothefactthat Irelandisveryfarfreerfromcrimethau EnglandorScotland,whiletherearewhole classesofcrimefromwhichitappearstobe almostwhollyexempt.

THEW.A.Timesinitsissueofthe29th Septemberlast,writesasfollows:-"It mayseemharshtosayso,butneverthelessitistrue,denominationalistsmay atonceandforeverdismisstheidea thattheirsystemcanbeadopted."As staunchadvocatesofaDenominational systemofPublicEducation,wearo morethanpleasedtoknowthatour position,justnow,isfarfrombeing hopeless,andinsteadofgivingup"at onceandforever,"asourcontemporaryadvises,ourcherishedidea,wehave causetorejoiceinlearningthatDenominationalismhas,otithecontrary,every prospectofbeing,atnodistantdate, fullyandcompletelyrecognizedbythe GovernmentintheMotherCountry,as wellaselsewhere.Recentdebatesin theHouseofCommons,onLord Sandon'sEducationBill,appeartohave beencompletelyoverlookedbytinewriter intheW.A.Times.Areferencetothe London7'imes,ofJulyandAugust last,inwhichthespeechesouLord Sandon'sBillarefullyreported,abundantlyprovethatthe"spiritofthe times"asrepresentedintheHouse,was entirelyinfiivorof"Denominationalism,"andtheclausesoftheGovernmentBillwhichbitterlywerecontested inCommittee,werecarriedbylarge majorities,andweretillinfavorofthe "VoluntarySchools,"orDenominationalism.Denominationalismwasso triumphantintheHouse,thatthe irascibleMr.WHALLEYdeclared,amidst loudcheers,thathe"waspreparedto dieontheflooroftheHouse,rather thantheBillshouldbecomeLaw,"and concluded,whathenodoubtconsidered averydamnatoryspeechagainst"Denominationalism,"byimpudentlyasserting"thatallhistoryprovedthatifyou wantedtoperpetuateignorance,or,what wasworse,bigotry,youmustplace educationunderthecontrolof'Ministers ofreligion,he(lidnotcarewhetherthey werecalledpriests,parsons,orpreachers, Onthisgroundbewasopposedtothe wholeBill."Suchastatement,emanatingasitdid,fromthatprinceofbigots -WVALLEY,isatruesignofthetimes. TheDenominationalschoolcontroversyhas beensettledbytheadoptionofanewclause whirlinpartrelievestheseschoolsfromthe neecs-ityofmeetingtheParliainentarygrant widiacorrespondinglocalcontribution.This isinsubstitutionforaclausewhichproposed togivealargergrant.toschoolsinpoor districtsonthegroundthatitmakesthe etliciencyoftheschoolratherthanthe poe,rtyofthedistrictthemeasureofParliamentary1iberaaiy.Theconvenienceof savingtheratesbytheaidofvoluntary schoo:sissogreatthattheStatemayreasonablyeintributetotheirmaintenance andsolongastaxpayersdonotobject, wedonotknowthatthereisany betteruseforpublicmoneythanto giveittothoronghlyefficientschools.This latterconditionistheonewhichoughttobe keptinmindaboveallothers,whendealing withvoluntaryschools.IfthisDenominationalcharacterisnotmadeanexcusefor deficientsecularteaching.andisprevented fromdegeneratingintoproselytism,itwill lielikelytoenlistanamountofzealforeducationwhichmaytoooftenbewantingin thelowerclassofrate-supportedschools. Therecanbeverylittledoubtthat SecularismhashaditsdayinEngland, andthedebatesonLordSandon'sBill manifest,moststrikingly,that"Denominationalism,"despiteMr.BRIGHT 811.1hisparty,willcontinuetogain additionalstrengthandvigor,asithas gained-since1870-amongthepeople 'ii.theMotherCountry.Inthecolonies, itistrue,Secularismhasatemporary triumph,butasthespiritofthe HouseofCommons,neverfailsto influencesimilarcolonialbodies,weare confident,thatasthespin-itofthe BritishHouseofCommonshasso notablychangedinfavorofDenominationalism,"ColonialLegislatures,will, erelong,consign"Secularism,"withall itsconcomitantevilsandshortcomings, totheLimboofcondemnederrors.

HIGHSCHOOLBILL,

TH1actualobjectionstotheproposed HighSchoolcanhardlybemadeclear byarguingfromgeneralprinciplestheyresttoacertainextentonlocal facto.Oneobjectiontoitisthatitis theresultofanattemptonthepartof onereligiousbodytogainanadvantage overanother.Itisaschoolofwhich Protestantsofalldenominationscan availthemselvesbecausetheirprinciples donotforbidthemtodoso,butwhich Catholicscannotusebecauseinthefirst placetheycannotdosowithoutgiving upaprinciple,andinthesecondplace withoutexposingtheirchildrentoProtestantinfluence.Thefirstobjection maybethoughttohefoundedona dogma-somemaysayasentimental dogma-butthelastisapracticalobjection.Howevercompletelydirect religiousteachingmaybeavoided,there canbenoquestionthatthewholeair andtoneoftheschoolwillbeProtestant. ThemasterwillbeProtestantanda Protestantmastercanscarcelyfailinan advancedschoolofthekingproposed tounconsciouslyexertaProtestantinfluence.Theschoolinquestionisnot foryoungchildren,butforpupilsatan observantage,andthereligionofthe mastermustdeterminethereligioustone oftheschool.Lettheadvocatesofthe schoolsaywhattheywilltheyknow thistobethecase.WereoCatholic masterappointed,theywould nomoresendtheirchildrentobe taughtbyhim-inspiteofhisteachingbeingsecular-thantheCatholics wouldsendtheirstobetaughtbya Protestant.ThelikelihoodofaCatholic masterbeingappointedwouldraise quiteasgreatastormamongsttheProtestants,assecularismandtheprospect ofaProtestantmasterdoamongthe theCatholics.Thefactisyoucannot whollyexcludereligionfromanadvanced school,ifyoutryeversomuch,You mayexcludedirectteachingbutcannot excludeinfluence.Itmaybesaidthat iftheStaterelievestheparentofhis responsibilityandtakesonitselfthe parent'sdutiestheonlyinstructionit canallowissecular.Itcannotprovide religiousinstructionforall.Butthis isoneoftheverystrongestreasonswhy theState,wherethechildhasparents toguideit,shouldleavetheresponsibilitywhereithasbeenplacedbynature andsatisfyitselfwithsubsidizingprivate efforts-fornooneissatisfiedwithout religiousteachingandthisiswhatthe statemaintainsitcannotgiveatall, andwhichinpractiseitcannotavoid givinginaforminwhichsomeonedoes notwantit.Thisistrueinregardtothe educationofthosewhoseemtoneed Stateaid.ButtheSchoolwithwhich wehavenowtodoisopentoobjectionsof aspecialcharacter.Itistheinitiation ofanentirelynewprincipleofStateaid -aprinciplenowhereelseadmittedin theBritishdominions.Itaffectstogo ontheprincipleoftheQueenslandfoundations,batindoingsoitsolicitsfavor underfalsepretences.TheQueensland schoolsofthesameclassarenotestablishedbytheState.Theyaretoall intentsandpurposes"assistedschools" -justtheschoolswhichtheState-ifit canaffordit-mayveryproperlyhelpto support.Lettheprinciplesofthe Queenslandschoolsbefollowed-let theschoolsbestartedandfoundedby individualsorevenbythemajorityof theratepayersandthentheyareinsome respectslessopentoobjection.Butin thisinstanceitisnotthepeoplewhoare initiatingtheschoolandaskingthe Statetosubsidizeit,buttheStateis startingitonthechanceofthepublic subsidizingit.Wearejustreversing theolderofthingswhichexistsin Queensland.Wesupposetheexperimentwillbetried,butifsotheresult willprovethetruthofanotherand moreconclusiveargumentagainstit thanevenanyoftheabove-itwillshow thatitisnotwanted.Tosumupall theargumentsagainsttheschoolina fewlines-itisnotrequired,itisnot justifiedbythecircumstancesofthe colony,ithascalledforthnocontributionsandnovotefromtheratepayers,is essentiallyaclassschoolandaparty school,andistheinitiationofanentirely newprincipleofgrantingpublicmoney foraschoolofthekind,andcanhave seresultWetthatofcausingheartburn-

ingsandjealousiesinacolonyin whichtheseunchristianfeelingsarein twomanywaysalreadyexertingamost mischievousinfluence.

ITisreportedthattheCatholicswho inhabitthedistrictofNortham,and arelaboringunderthedisadvantageof havingnoplaceofworshipoftheirown, havecometotheresolutionof'exerting themselvesfortheerectionofone.Atpresenttheyareobligedtoassembleforthe exerciseoftheirreligiousdutiesandthe receptionoftheHolySacraments,inthe Mechanics'Hall.Howmuchsuchnecessityistobelamented,willbekeenly feltbyallwhowishthattheutmost decorumandreverenceshouldsurround thecelebrationoftheDivineMysteries. Itistruethattheworshipoftheheart canbeofferedupeverywhere;butitis alsotruethatweakhumannaturestands inneedofthoseexteriorhelps,which assistthemindtorisetotheunseen worldbysuitableassociationsofideas. ItmustbethereforeamatterofcongratulationtolearnthattheNorthamiteshaveresolvedtosecureatlastfor themselvesaboon,whichtheirbrethren inthefaith,situatedinotherpartsof theColonyhaveenjoyedforsomany years.As,however,theyareanythingbutaboundinginpecuniaryresources,allchildrenoftoil,whoearn theirbreadbythesweatoftheirbrow, theyarenotashamedtoappealforassistancetotheirmorefortunatecoreligionists,whoitishoped,inspiteof themanylocalcallsuponthem,will feelthatifcharitybeginsathome,it doesnotendthere.Itisprobablethat theirpastor,theVeryRev.Canon IMARTELLI,willshortlyvisittheCity ofPerthandthePortofFremantle,forthe purposeofenlistingthesympathyofold friendsinbehalfofhiszealousbutpoor littleflockofNortham.

THESOCIALQUESTION.

INanothercolumnisacopyofapetitionnowincourseofsignature. Judgingfromtheintroductorycircular andthetoneofthepetitionitself,tho immediateobjectisthereliefofaportion ofthecommunityfromcertaincivil disabilities,anditsultimateobjectthe extinctionofthelasttracesofacondition ofsocietywhichisareflectiononall alikeandthefinalconversionofthe colonyintoafreecountrywithafree andunitedpeople.Thesuccessofthe petition,willweapprehend,leadtofew ornochangeseitherintheLegislative orMunicipalCouncils.Muchthesame peoplewillcontinuetoholdofficeasat present:whilethepoliticalpowerof thosewhomitisproposedtoemancipate willbeincreasedrathernominallythan really,inasmuchastheyalreadypossess theprivilegeofvotingformembersof theLegislativeCouncilandhavethus indirectlyallthepowertheycanever haveoverthemanagementofaffairs. Therealobjectofthepetition,therefore isclearlynotpoliticalpowerbutthe obtainingsuchadeclarationofsocial equalityandindependenceaswillallow allinvidiousdistinctionstodieout,and

causeourlittlecommunitytobecome oneunitedfamily-nolongerdivided againstitself.Ifweapproachthe questionwithoutprejudiceandconsider itonitsmerits,itisnoteasytoseehow inachristiancommunityamovementof thekindcanfailtobereceivedfavorably. Theonlyobjection,asitseemstous thatcanpossiblybesetupagainstthe completeemancipationofourexcluded fellow-citizensisapurelysentimental one.Theyarenotexcludedonthe groundofmorality,Nomaninany countryisdeprivedofpoliticalposition onaccountofmoralcharacter.Neither aretheyexcludedasoffendersagainst thelaw.ABritishsubjectwhohas beenfoundguiltyofmurderitselfinother thanBritishdominionsisadmissibleto anypublicoffices.HecanbeChairman oftheMunicipalorSpeakerofthe LegislativeCouncil,if'electedtothese offices.Noonecouldobjecttohim.A manisnotexcludedforhavingbroken thelaw,butforhavingbrokenitina particularpartoftheworld,Thusany objectiontothepresentmovementon eitheroftheseheadsfallstotheground. Theonlyrealobjectiontoitthatcould haveeverexistedwouldbeoneonthe partoftheState.Thosewhoareresponsibleforthemaintenanceofpublic ordermightatonetimehavehesitated togiveanypoliticalpowertothosewho havingoncedefiedthelawmightbe thoughtlikelytodefyitagain,This objectionishowevernowremovedby thefactthatthereallydangerous power-admissiontothefranchisehasbeenalreadygranted.Thereis moreovercouclusiveevidenceagainst therebeinganydangerlikelytoarise fromgrantingsuchciviltightsasare nowaskedinthefactthatthegranting ofthefranchisehasneverledtoanybad results.Theseseemsthereforenothing beyondan"idea"topreventafinal escapefromtheevilsofastateofsociety, wemustcertainlyallregret,andwhich noneofuswouldwish,toseeperpetuated.

NEWPRESBYTERYYORIC-AYorkcorrespondentinformsus,thatthenewPresbytery isalmostcompleted,andwillbereadyforoccupationduringthismonth.Apriest'sresidence wasmuchwantedinYork,andwemust congratulateourenergeticYorkfriends,in havingundertakentheerectionofabuilding, whichisineveryway,sosuitableandcommodious.

THEDRINKCRUSADE.-Fromareport whichappearedintheInquirerofthe4th inst.,itwouldseemthatthepolicehavebeen particularlyactivewiththeBunburypublicans,andthatboththelicensedVictuallers inthattownhavebeenmulctedinvarious sums,forviolationsofthePublicans'Act. TheassistancegivenbytheAnglicanMinisteratBunburytothepolice,andthepartho hastakenintheprosecutionofthepublicans, elicitsanythingbutflatteringcomments.

Buttheword,denominationalism,hasa meaningofvaryingextent.Itisnecessary tofixthesenseinwhichwearetouseit.Denominationalismineducationmaybeviewed eitherassimplyadesideratumorasanecessitythatistosay,itmaybeconsideredas anadvantageousappendage,wellforaneducationalsystemtopossess,butpossiblewithourseriousharmtobedonewithout;orit mayberegardedasanattributesonecessary toeducationthatthelatterbecomeswhen deprivedofitessentiallydefectiveanda positiveevil.Touseanillustrationofwhat 1mean.Ironsheathing,Itakeit,isadesideratuminashipofwar.Ammunitionand arms,anecessity.Withoutsheathinga vesselstationedonthecoastcanmakesonic defenceagainstaninvadingfoethoughnot adefencesocompleteasJibecouldmake werehersidesprotectedbythestrongmaterialwhichnowusuallyclothesshipsofwar. Withoutammunitionandarms,sheaffords noprotectionandpossiblybecomesbythe falsesenseofsecurityshecreatesinthe breastsofthosewhowatchherfromtheshore thecauseofgrievousharm.Thosewho rangethemselvesunderthebannersofdenominationalism,consideringitasanecessity ineducation,Iwillcalldenominationalists pureantisimple.'Thosewhoupoldthe principle,viewingitmerelyasadesideratum, maybenamedmodifieddenominationalists. Catholicsaredenominationalistspureand simple.Theyrecognizeinreligiousteaching anindispensableelementineverysatisfactorysystemofeducation.Religion,accordingtotheirviews,isnotthesheathing,but thearmamentoftheeducationalship-of-war, setafloatbyGovernmentfortheprotection ofthesocietyofthefuture.Thepublic school,theyopine,fromwhichreligionis excluded,notionlyfailstoacomplishtheend forwhichitwasestablished,butbecomesthe inevitableoccasionofuntoldevil.Itisa shamandadeceit,servingasaveiltohidethe approachofthemischiefitissupposedto avertanddestroy.

OnThursdayeveningthe21stofSeptember, beingtheFeastofSt.Matthew,thepupilsattendingtheschoolunderthecharge:ofSisters MaryFrancisJosephandGonzaga.entertainedtheirparentsandfriendsbythe performanceofaveryinterestingaswellas amusingdrama,entitledthe"Foundlingof Sebastopol."Asthepieceistobeagain representedinashort.time,wepurposely refrainfromgivingadetailedreportthereof, sufficeittosay,thattheYoungLull,'who tookpartinthedrama.,madeamostfavorableimpressionontheaudience,andinone ortwoinstances,manifestedanamountof dramatictalent.whichwasassurprisingas itwaspleasingandunexpected.The pleasureoftheentertainmentwasmuch enhancedbytheveryexcellentmusicwhich wasfromtimetotimediscoursedbythe YoungLadypupils.Priortothecommesacemintofthedrama,MissRoDOREDA,aftera fewintroductoryobservations.deliveredin amostcharmingmanner,the"O'Connell:CentenaryOde"bytheRev.FatherKelly.The "Ode"wascertainlyamarkedandpleasing featureintheevening'sprogramme.

theInspectorofSchoolsshewsclearlyinhis annualreporttotheCentralBoardofEducation.thatcountrySchoolTeachers,underthe ElementaryEducationActof1871,receive moresalaryasarule-thantheydidunder theso-called"oldsystem"ofEducation,yet theassertioncontinuestobemade,thatcountryteacherscannotliveundertheActof 1571Itcertainlyseemsstrangeifthatbefore theActcameintobeing,countryteachers couldekeoutalivingonamuchlesssalary thannow,andthatatthepresenttime,with aconsiderableincreasedemoluments,underthe Act,subsistenceisbarelypossiblephisis certainlyawonderfuldilemma.Howisit tobeexplained:for?Asanyonecanperceive, whohaseyestosee,theActhasnothingtodo withthequestionwhatever.Thetruthis, countryschoolteacherswantstillmoresalary thantheyaregetting-andinfinitelymore thantheygotin1870-andtomake,ifpossibletheActof1871,thebltinoir,isconsitieredaseasyasitisinsomequarterspopular. Thesecond isthemethodadoptedbyyouincombatingour claims.Itmustbewinealsoinexplaining them. ThepositionoccupiedbyCatholicsisdesignatedbythetermdenominationalism.Under theclassofdenominationalists,yougroup theminyourdivisionofthesitizensof WesternAustraliaintothreedistinctschools ofopinion.Thetermdenominationalistis moreoverexpressive.Itwillbeadmissible

Allowmetomakeanimaginarycase. Legislationcanscarcetakenoticeofvery smallminorities,butsoundpolicywill alwayshaveregardforthewantsandwishes oflargecommunities,eventhoughthesemay notconstituteamajorityinthestate.Now, letussayone-thirdoftheinhabitantsof WesternAustralialaudtheirresidencesinthe Victoriadistrict.Itiseasytoconceiveour governmentmakingarrangementsforthe inlandpostalserviceofthecolonynot quitesatisfactorytothepeopleoftheNorth, andyet,fromthecircumstancesunderwhich itacted,notbeingtoblame.Butsuppose thelegislatureinitiatingapostalsystem thatallowednoserviceorofficenorthof YorkorToodyay;thatcompelledtheresidentsofGeraldton,Greenough.theIrwinand theMinestoforwardtheirlettersattheir ownexpenseforpostagetoeitherofthe townsjustmentioned.Wouldanyoneinhis sensesmaintainthatthegovernmenthad dealtfairlywiththepeopleofVictoriaand thattheyhadnorealcauseofcomplaint Denominationalism-Ispeakofthatpure andsimple-numbersamongitsdisciples one-thirdthepopulationofthecolony.It reckonsintheranksofitsfollowersallthe membersoftheCatholicChurchandmany earnestadherents.Ipresume,besides,ofthe ChurchofEnglandandtheWesleyanbody. Thedenominationalistsarenotfreetoavail themselvesofthebenefitsofschoolsestablishedonpurelysecularprinciples.Their convictionsplacethemasfaroutofthereach ofthoseestablishmentsastheaccidentof spacewoulddepriveourNorthernfriendsof thepowerofusingthepostalserviceinthe imaginarycircumstancesIhavedescribed. Itwouldbe,therefore.undoubtedlybuta mockeryofjustice,ifthestatewereunwillingtoenteruponanyothereducationalar-

rangementethansuchassanctionedthe establishmentofsecularschoolsalone. PerchanceIshallbetoldthereisnoparity betweenthecasesIamcomparing,andthat theparallelIinstituterestsonlyuponaconfusionoftermsthatintheimaginarycase thedisabilitycomplainedofarisesfromthe verynatureofthecircumstances,whilstin thelatterithasitsorigininthepeculiarities, nutufthearrangementsmadebyGovernment, butofthetenetsofthosewhosufferfromit; thatintheonecasetheExecutivefollowsa planwhichcannotpossiblybeofservice,in theotheradoptsamethodwhichmaybe serviceable,butwhichthemalcontentswill notmakeuseof.Butisthisinrealitya validobjectiontothesoundnessofthe denominationalists'complaintWelivein anagewhenconscientiousscruplesare acknowledged,intheoryatleast,tohave theirrightswhenreligiousconvictionsare deemeddeservingofrespect;andIam certainlyfarfrombeingout,ofharmonywith thesentimentsoftiecolonistsinthemain, whenIsaythatinabilityarisingoutofmoral considerationsisonaperfectlevelwiththat causedbymaterialfacts,andthatthesame considerationisduetothedifficultiesofthose hamperedbyconscientiousobjectionsasis commonlyaffordedtheconditionofthose whoselibertyisimpededbyobstaclesofa physicalkind.

Exception,itseemstome,mustbetakento theprincipleyoulaydowninsayingthat-injusticearises;thereallcitizensarenottreated alike."Thephrasereadswell,butissusceptibleofaveryerroneousinterpretation. Itisoneofthosesayingsthatlikeatwoedgsdswordmaycutbothways.Itmaybe usedinaperfectlylegitimatesenseitmay alsobereadinaveryobjectionableone.As proofofGanIInvstatethefactthat1draw fronttheprinciplesolaiddownaconclusion quitethereverieofthatyoudeduce.AsI understandyourreasoning,ittakesthis form:-Injusticearisesonlywhenall citizen;arenottreatedalikebutallcitizens aretreatedalikebyasecularsystemofeducationthereforefromasecularsystemof education,noinjusticecanhesaidtoarise.
