APRIEST'SDOGANDBISMAHOS.

TheCologneGazetteofthe30thJune1878, publishesthefollowing:"Treves,10thJune.-Atthesittingofthe PoliceCourtthedaybeforeyesterday,the caseagainstMr.Jox,ParishPriestofBrookschied,camebeforethesittingMagistrate. Althoughdulysummoned,Mr.Joxdidnot enterappearance.andtheCourtconsented tothemotionoftheofficialprosecutorand decidedthecasees-parte.Hewasprosecuted forhavinggrosslyinsultedPrincevonBismarckandMinisterDr.Falk.Thefollowing arethefactsofthecase:-Theschoolmasterof theplacehadarrangedwiththeschoolboys apicnictotheAltenburg,'andthepriest withhisdogjoinedtheparty.Whilethe schoolmasterwasabsentforamoment,Mr. Joxtooktheopportunitytohavesomefun. Heaskedoneoftheboysforapieceofbread andbutter,andcallinghisdogofferedthe sametohim.Whenthedogwishedtotake it,thepriestsaidButitisfromBismarck,' onwhichthedogwithdrewwithhistailbetweenhislegs.Thesamehappenedforthe secondtime,whenthepriestsaid Itis fromFalk.'Butwhenhepresentedthe breadthethethirdtime,andsaid"Itisfrom thePope,'thedogwaggedhistail,andtook thebreadjoyfullyoutofthepriest'shand.

ForthisHundsgeneinhetttheofficialprosecutorproposed,accordingtoSections130to 185and200oftheCriminalCode,six months'imprisonment,andthepublication ofthedecisoninthenewspapers.

TheCourtdeclaredtheprisonerguiltyesparteandsentencedhimtothreemonth'simprisonmentandcosta,andgavePrinceBismarckandMinisterFalktheprivilegeof publishingtheproceedingsofthecaseintwo ofprovincialpapers,attheexpenseofthe condemnedparty.

covetedbyambitionasthekeytouniversal dominion.Thattherewillsoonerorlater beafearfulwarbetweenEnglandand RussiafortheprssessionofIndiaisnext thingtoadeadcertainty,anditwillnotincreaseEngland'schaliceofsuccesstobe fightingInahostileterritorywith240millionsofinhabitantswhomEnglishmenhave donetheirbesttoexasperateagainstthe Britishname.Manywilldoubtlesspoohpoohallthis,andsaythatwearecroaking aboutwhatwillnevercometopass.Perhaps weare,buttheywerecroakersbeforethe Flood,croakersatthefeastofBaltassar, croakersinthelastdaysofPompeii,and croakersattheballinBrusselsthatwas destinedtobesounceremoniouslyinterrupted bytheroarofthecannonofWaterloo.

Amanwhobecameveryrichwasvery poorwhenhewasaboy.Whenaskenhow hegothisriches,herepliedMyfather taughtmenevertoplaytillmyworkwas finished,andnevertospendmymoneytillI hadearnedit.IfIhadbutanhour'swork intheday,Imustdothatthefirstthing,and inhalfanhour.AfterthisIwasallowedto play,andthenIcouldplaywithmuchmore pleasurethanifIhadthethoughtofanunfinishedtaskbeforemymind.Iearly formedthehabitofdoingeverythingintime, anditsoonbecameperfectlyeasytodoso. ItistothisIowemyprosperity."Letevery boyandgirlwhoreadsthisgoanddolikewise.

AMOUNTAINOFSALT.

Itiscurioustonotethatallhereticsofall schoolstalkpreciselythesamenonsense andrhodomantade.Thereisjustalittle differenceinthetone-differenceofeducation orwit-butthefollyisessentially thesame.Thus,theRocknewspaperwhich hasreceivedaprivaterevelationastothe meaningofallthepropheciesinScripture, especiallyintheBookofRevelationsis growingjubilantattheprospectoftheimmediategrowthofdestructionofthePope andthewholeCatholicChurch.Tobesure, thesamerevelation'wasclaimedbythe Reformers,'andbyallheretics,whohave everlivedthrougheighteencenturies.The Churchisalwaysgoingtobedestroyedyet somehowshelivesoutallthesects,Butthe groundsonwhichtheRocknowprophesies appeartobewildevenfortheRock.The dogmaoftheImmaculateConceptionisone signoftheapproachingdissolution.The Rockisofopinion(ifwemayrepeatthe nastyblasphemy,)thatourLordoughtto havebeenbornofasinner.Batletthispass. Itisthephantasmofahideousnightmare. ThesecondsignoftheapproachingdissolutionistheSyllabus.TheideaofthePontiff warningtheenlightenednineteenthcentury againstthefalsephilosophersofmodern thoughtisproofpositivethatheisnecessarily Antichrist.'Q.E.D.ThethirdsignbutwewillquotetheRock'slanguage,which risestothepainfulemergencyAndlastly (3)thereistheVaticanCouncil,which,amid fiercelightning-flashandtheangryrollof theartilleryofHeaven,formallydeclaredthe Pope'sinfallibility,andthusclaimedfora poorerringereaturethaattributesofthe All-wiseandtheAll-good.Heresurelyare signsnottobegainsaidthatRomehas'filled upthemeasureofheriniquity,'andthatere longshewillcomeinremembrancebefore God.'TheRock'sacquaintancewiththe natureoftherecentdogmaisevidentlyas painfullydefectiveasitsremembranceof Scripture.Butletustakethelastdefect only.SurelytheRockshouldrememberforithasthekeyofallScripture,atleast,of allScriptureitapproves-thatthelawwas givenfromMountSinaiamidthe"angryroll ofartillery."ThatisnotpreciselythelanguageofScripture,but,onthewhole,itis remarkablyfine.Weareinformedthenon theauthorityofthisintellectualorgan,that thedogmaofInfallibilitywasdivinelyapproved-aswitnessedbythunderandlightning.WeareindebtedtotheRockforthe suggestion.Ithadnotoccurredtousinthe light.But,nodoubt,theLockmustknow best.

AMassof90,000,000tonsofpure,solid, compactrocksalt,locatedonanisland185 feethigh,whichrisesfromamiserablesea marshontheroutefromBrasheartoNew Iberia,uptheRiverTecheinLouisiana,is oneofthewondersoftheworld.Howthis island,containingover300acresofexcellent land,evercame,intoexistenceinsucha localityisamatterofconjecture.Vegetation itprolific,andthesceneryisbeautifuland varied.Hereisanimmensebedofpure rocksalt,whoseextentisasyetonlyestimated,andscientificmenarepuzzledto knowwhatproducedit.-CeylonCatholicMessenger.

Wasthereeversuchacontradiction-gloryin debasementanddebasementinglory-type ofthemiseryandgreatnessofman,the friendandyetthetyrantofthepeople,cmtrollingallclassesbyasterndogmatism, whileitallowsagreatpracticalfreedomand tolerationinordinarylifebeneficent,while revengefulclothedinrags,yetlivingin palaces;supportedbycharities,yetfattening ontheextortedwealthoftheworldcalling itsmagnatestheservantsoftheservantsof God,yetarrogatingsupremacyoverthe mindsandsoulsofhalfofChristendom. -CeylonCatholicMessenger.

THEPAPALJUBILEE.

ThecorrespondentatRomeoftheSydney MorningHeraldwrites:-Grandrejoicings areinpreparationinclerical-or,astheyare nowcalled,Catholic-circles,forthecelebration,onthe3rdofJunenextyear(1877),of thePope'sepiscopaljubilee.Thatwillbe the50thanniversaryofthedaywhenhewas consecratedaBishopintheChurchofSt. PietroinVinculi(St.Peterinchains)by CardinalCastiglione,whoafterwardsbecame PopePiusVIII.IfthePopelivestoseethe 3rdofnextJune-asthereseemseveryprobabilitytoexpect-hewillthenhaveaccomplishedanotherthingwhichnoPopehas everdonebefore.Hewillhavecelebrated histhreejubileesasPriest,Bishop,and Pope.Hissacerdotaljubilee,the60thyear ofhispriesthood,fellonthe11thofApril, 1869.Itwaskeptwithgreatrejoicings,and sonumerouswerethepresentsofallkinds sentfromallpartsthatitwasdecidedtoexhibittheminoneofthe;greathallsofthe Vatican.Irememberwhatatremendous crushtherewastogetin.Hispontifical jubilee,thatwhenhecompletedthemiraculous25yearsofPeter,neverbeiorereached byanyPontiff,wascelebratedonthe16th June,1871,withallthepompsuch"iniquitoustimes,"astheyarecalled,permitted. Todoallhonortotheepiscopaljubilee,next year,extensivepreparationsarealreadyon foot,andtwocommitteeshavebeenformed, onebytheSuperiorCouncilofYoung CatholicItaly,anditheotherbythoseamong theRomannobilitywhocontinuedfaithful bykeepingthemselvesfreefromthecontaminationofhavinganythingtodowiththe Quirinal.Thesecommitteeshaveissuedprogrammessettingforthnotonlyhowthe jubileeistobecelebratedinRome,but throughouttheCatholicworld.Thefollowingarethechiefpoints;-

1.ArdentandunitedprayerforthepreservationofthepreciouslifeoftheHoly FatherPiusIX.

2.Toprayersaretobeaddedal.mforthe VicarofChrist,reducedtopovertyandmade prisonerbytherevolution,tobepreibntedto himastheoboistsoffilialloveonthe'solemn dayofhisepiscopaljubilee. ta9:4.

3.ThelovingchildrenofPiusIX.,in additiontoalmsinmoney,aretosendgifts, theproductoftheirtalentsintheartoftrade theyfollow.Toreceivethesegiftsasolemn exhibitionwillbeopenedinRome.Theregulationsfortheformationofcommitteesin foreigncountriestocollectthesegiftswill shortlybeissued.Medalsanddiplomeswill, byproperlyappointedjuries,beawarded amongthosewhocontributetotheVatican exhibition.

6.Everynation,everykingdom,every province,everycity,everyparishthroughout theworldtocelebrate,withspecialdemonstrationofexultationtheepiscopaljubileeof thecommonfatherofthegreatfamilyofthe Redeemer.

DISTANCEABREVEALEDBYTHEHEAVENLY BODIES.

ARailwaytrain,travellingdayandnight attherateoffiftymilesanhour,without makinganystoppages,wouldrunfromNew YorktoSanFranciscoinsixty-sixhours,or lessthanthreedays.Atthesamerate,it wouldmakethecircuitoftheearthatthe equatorinalittlelessthantwenty-onedays; andshoulditthenleavetheearthenroutefor thesun,itwouldarriveatthesolarstation is76,250daysmore,orabout209yearsbut toreachPolaris,itwouldrequirenolessthan 636,600,000years.HadAdamtakenpassage insuchatrain,movedonattheaboverate withoutasinglepauseuntilthepresenttime lessthantheonehundredthousandthpartof hisjourneywouldnowbeaccomplished. AndhadEvestartedatthesametimeupona touraroundtheearth,travellingjustfast enoughtofinishherjourneybythetime AdamreachedPolaris,shewouldnowhave travelledlessthanaquarterofamile.

Evenlight,whichmoveswiththefearful velocityof188,000milespersecond,requiringbuteightandaquarterminutestopass fromthesuntotheearth,isnearlyfifty yearsincrossingthisvastchasm.

Thetimerequiredforthelightofthe nearestfixedstartoreachtheearthisabout threeyearsandninemonths,whileofsome ofthefurthestvisibletothenakedeyerequiresonehundredandtwenty-fiveyears. Overwhataninfiniteexpansemusttheeye wanderaswegazeatthestarryheavensona clearnight!

Andyetthenumberofstarsvisibletothe unaidedeyeisbutahandfulofsandscatuponthesea-shorewhencompared withthemyriadsrevealedbythetelemops.

SOMECURIOUsAVERSIONS.

illegitimatebirthstothetotalnumberof birthsinIrelandis3.8percent.inEnklandtheproportionis6.4inScotland,9.0 inotherwords,Englandisnearlytwice,and Scotlandnearlythrice,worsethanIreland. Somethingworsehastobeadded,fromwhich noconsolationistobederived.TheproportionofillegitimacyisveryunequallydistributedoverIreland,andtheinequalityis ratherhumblingtousasProtestants,and stillmoreasPresbyteriansandScotchmen. TakingIrelandaccordingtotheregistration divisions,theproportionofillegitimatebirths variesfrom6.2to1.3.ThedivisionshowingthelowestfiguresistheWestern,being substantiallytheprovinceofConnaught, whereabout19-20thsofthepopulationare CelticandRomanCatholics.Thedivisions showingthehighestproportionofillegitimacyistheNorth-eastern,whichcomprises oralmostconsistsoftheprovinceofUlster, wherethepopulationisalmostequally dividedbetweenProtestantsandRoman Catholics,andwherethegreatmajorityof ProtestantsareofScotchblood(mixedwith thebloodofSaxonfreebootersandDutch adventurers),andofthePresbyterianChurch. Thesumofthewholematteris,thatsemiPresbyterianandsemi-ScotchUlsterisfully threetimesmoreimmoralthanwhollyIrish Connaught-whichcorrespondswithwonderfulaccuracytothemoregeneralfactthat Scotland,asawhole,isthreetimesmoreimmoralthanIrelandasawhole."

THEPARISCOMMUNE.

About360,000menaresupposedtohave takenpartinthel'arisCommune.Some perished,othersfled,and38,000individuals werearrestedoutofthesetherewere840women,and650childrenundersixteenyearsof age.Almostimmediatelyover1000personsunjustlyarrestedwerereleased,andbytheend ofninemonths20.086,againstwhomthere wasnotsufficientevidenceweresetatliberty. TheremainderoftheCommunistsweretried bycourtmartial,andtheresultofthesetrials was,that95personswerecondemnedtodeath, butoftheseonly23wereexecuted,4,586were sentencedtotransportation,251tohard laborforlife,1,217todetention,3,368to varioustermsofimprisonment.

CRUELTIESINBULGARIA.

TheParisFigarohassentaspacialcorrespondent,armedwithanImperialFirman, intoBulgariatoinquireintothetruthofthe allegedatrocitiesprepetratedbytheTurks Iathatprovince.Inreadinghisaccountswe mustrememberthattheyareconfinedtoone side,hemakesnomentionofServianand Montenegrincruelties.Stillhedescribes whatheprofessestohavesenwithhisown eyes,andaftermakingeveryallowanceforan excitedimaginationwecannotresisttheconclusionthatgreatatrocitieshavebeencommitted.AtAdrianoplethiscorrespondent sawaBulgarianhungupbytheZaptiehson thepoleoftheawningofashop,andtwo otherBulgariansdrivenalongatthepointof thebayonet,hootedandinsultedthroughthe streets,becausetheZaptiehswantedtohang theminfrontofoneofthebestshops,the ownersofwhichhadgiventhemdrinkand moneytohangthemelsewhere.Hefoundthe ChristianvillageofPeroutchitza,whichhad beenoneofthemostflourishinginBulgaria, havingabout350housesinruinsandofits 2000inhabitantsonly150oldpeopleand childrenremaining."Notanable-bodied manorwoman,"hewrites,isleft."Allthe menhavebeenkilled,andallthewomenwho escapedthemassacrehavebeenledinto slaverybeyondtheBalkansbytheChristian renegades,moreferociousthantheMussulmansthemselves,whohastenedtotheprey. ACATHOLICBISHOPINTHEROMAN

Thedeviliscommonlyheldindetestation asthefatherofevil.Christianityconnects }miniwiththefallofman,andeverymischief whichhassinceafflictedtheearth.Still therearesomewhotakeamoremodified view,andwilltellyouthat"heisnotas blackasheispainted."TheRev.Flavell Cook,lateincumbentofClifton,nearBristol, usedtoholdverydecidedopinionsabouthis SatanicMajesty,andhadaseriousquarrel withaparishionernamedJenkins,whoderidedthetheoriesofhisparson.Jenkins wasrefusedthemarkofchurchmembership inconsequence.Thenalawsuitarose,which broughtonthebeautifuldecisionthatthe parishonerhadarighttobelievewhathe liked,neverthelesstheminister,andthelatterdiscoveredthatthedevil-hadbeen theinstrumentofsubjectinghimnut onlytohumiliation,buttothecostsof theaction.Mr.Cookresignedhisliving, whenhefotuadhimselfdefiedbyJenkins, andfloutedbyLordCairns,andhisestimate ofthesupernaturalmischief-makercould hardlyhavebeenimprovedthereby.Since thattime,achangehascome.Thelawcosts havebeenpaidbysympathisers,andnoless than£6,000presentedtotheclericalchampion.Wereadthisweekthat"aladyof goodfortune"hasmadehimagiftof£2,000, inadditionto£4,000previouslygiven.All thishascomeofhisadherencetothebelief inSatan'spersonality,andifhestillmainta.nsthedoctrine,hasheinanywaytoned downhisestimateoftheOldFellow2"It isasomewhatcuriousandsuggestiveincidentthattheparagraphwhichproclaims Mr.Cook'specuniaryluck,announcesalso thatMr.Jenkinsreceivedthecommunion lastSundaymorning.

PUBLICTASTEINENGLAND.

Itisoneofthecuriousphasesofcontemporaryhumanitythatsuchgiganticatrocities asarebeingdailyperpetratedbytheTurks shouldbepermittedtocontinuewithoutinterference.WehavepicturesofBulgaria fromprofessionalgentlemensentthitherto photographthecountry,andtheyreadlike thediseasedcreationsofamadman"sbrain. Languagefailstocharacterisetheminmere phrases;theyarehorriblebeyondconception. WhenamiserablebarberofBlackburncommittedadeedofexceptionalsavagery,there wasacryofhorrorfromthewholepopulation ofthiscountry,andmenwaitedinpent-up ragetohearthedoomofthelawpronounced againsttheculprit.Butwhatistobethought ofunhappyBulgaria,wheretherearethousandsofdemonsfarmoreatrociousintheir instinctseventhanFish,andwhorangeover thecountrywitharmsintheirhands,gratifyingpropensitiesforeigntothelowestinthe brutecreation?Itisbadenoughtomurder defencelesspeople,destroyproperty,andburn towns,buteveryoutragethatanunrestrained brutalitycouldsuggest,ismarkingthetrack ofthemarauders.Inacommonstreetfight acrowdmaystandaround,anddeclineto interferebutthemomentthecombatants layasidelegitimatemodesofcontest,the policyofnon-interventioniscasttothe winds.Thisemotion,thoughitrulesindividuals,seemstohavenoinfluenceover peopleinacorporatecapacity,-otherwisethe EuropeanGovernmentswouldhaveinterposederenow.Bulgariaisprettynearlya wildernessbythistime.ItiswhatCromwell madeIreland-a"landofcarcassesand ashes"-andperhapsthehouristoolatefor interposition.ButServiaisstillcomparativelyintact,andneedsimmediateattention. ThevictoriousTurkisadvancingsteadily, andindicatingthebentofhisinclinationby promptlysettingfiretoeveryvillageand townhecaptures.Whereverhegoeshewill createawastewhereintherewillbenoman buthimself,andhewilldrawhis ownsuppliesfromhome.Theinhabitants ontheeasternborder,anticipatinghisappearance,aremigratingwholesaletothewest, preferringhunger,andeveryotherprivation thatGanaccrue,evendeathonthemountain side,ameetingwiththatfiendinhuman shape-theMosleminwar.TheI'owermay standidlyby,permittinghimtodoashe pleases,butastoreofhatredwillbelaidup somewhere.Everyatrocitythesewretches wreakinthenameoftheirAllahsimply makesthd,nextandgreaterwarmoreinevitable,andwillgiveita,character,whenit comesabout,whichmayteachthenations, alltoolate,thecrimetheyarenowcommitting.

ThattheOrphanage;premisesare admirablyadaptedforthepurposesto whichtheyarenowdevoted,iswillingly admittedbyeveryonewhohastaken sufficientinterestintheOrphanageto inspectthem.Thecapaciousdormitories, refectory,kitchen,&c.,leavenothingto bedesired.Thefactis,nobuildingin this,orindeedinanyothercolony,can, equaltheSubiacoOrphanageHouse andnosituationforsuchapurpose couldhavebeensoadmirablychosen, Consideringthen,aswedo,incommonwithmanyothers,thattheHouse atSubiacocouldnotbesurpassedasan Orphanage,itonlyrequires,weassert, aninspectionthereof,toplainlymanifest, howmuchcare,howmuchlabor,and howmuchcapitaltoo,isexpendedin procuringsufficientandgoodfoodfor theinmates,-providingthemwith necessaryclothing-lookingaftertheir cleanlinessineveryrespect,andaffordingthemasound,practical,andreligions education.

Thementalcultureofthechildren too,hasnotonlyreceivedevery attention,buttheirtraininginindustrial pursuitshasbeenmostcarefullyattended to.Afterschoolhours,manyofthe childrenareeugagedinthegarden attachedtotheOrphanage,-othersare employediutheShoemaker'sshop-and othersinthePrintingOffice,-thus preparingthem,bythebestofall means,ofbecomingpracticalanduseful colonists.

ThattheBoys'OrphanageatSubiaco hasbeensuccessful,wehaveinour possession,themostconvincingproofs. Wehavenowbeforeus,thelettersof boyswhowereonceiumatesofthe Orphanage,andwhoarenowinservice invariouspartsofthecolony,which pleasinglytestifytothevalueand usefulnessoftheSubiacoOrphanage.

AVERYinterestingdiscussiontookplace intheBritishHousesofParliamentlastsession-onthecharacteroftheEducationwhichtheBillof1870,nowobtaininginEngland,providedfor,and wasintendedtofoster.Apartyboth iuandoutoftheHousecontendedthat theBillprovidedforapurelysecular educationonly.

Thisno-religionpartymetasignal defeatintheHouseofLords.

ThenobleLordsexpressedno sympathywhateverwiththeirview, butsimplysilencedthepurelysecularist crybydeclaringthat"theBillnever intendedtoexcludetheLordsprayer, thecreedandthotencommaudmente fromtheStateSchools."

IntheirattitudetowardsReligious orDenominationalSchools,the"tyranny andinjustice"ofanumberofSecularist SchoolBoardswasablyexposedby LordRobertMovrAeu,beforetheHouse ofCommons,andtriumphantlyrepressed.

"'TheSchoolBoards,inEnglandin someinstancescompelledthechildrenof poorparents,saidLordRobert,toatteni theSecularSchools.Theysaidtothe poorparent"wecompelyoutosend yourchildrentoschool."Whenthe poorparentanswers: "Icannotpay theschoolfees,"theSchoolBoardhas replied "Ifyouwillsendyour childrentoourBoardSchoolwhichis secularwewillnotail:youtolay:but ifyouchoosetosendthemtoareligious schoolyoumustpaytheschoolfees yourself,andnowwecompelyoutosend yourchildrentooneschoolortheother."

Ifitstandsatadisadvantagewitha fewothercountriesinsomerespects,it hasanimmenseadvantageoverthemin others.Ifithasnogreatriversacting asnaturalhighways,nofatvalliesor riverbanksonwhichcitiescanriseasif bymagic,notitleofpopulationthrown uponitsstoresfromanoverstocked neighboringcountrylyingwithina fortnightssail,neitherisitforsixmonths oftheyearboundupinice,orduring theothersixmonthsvisitedbyterrible fevers,oratthemercyofhorrible savages.Toitsactualoccupantsitisa goodcountry.Itwillgroweverything -oratleasteverythingthatiswanted -anditspeoplecanenjoythefruitsof theirtoilinhealth,andpeace,andgreat bodilycomfort.Theonlyfaultisthat itisnotareadymeatscountryandrequiresagooddealofmaking,andthat itis;itagreatdistancefromthesortof populafieasbywhichcountriesare male.Itisacountryinwhich,ifitis lefttoitself,awlnotpushedforward,by atificialmeat8,theshepherdmustfor alongtimeprecedethetillerofthesoil. 1'ocarnetothoseobservationsinyour leaderwhichbeardirectlyuponthematter underdebate.Yourfirstparagraphpreaches adoctrinesostartlingasfairlytotakeaway one'sbreaths.Ihavebeenhithertounderthe impressionthatthesolecauseofthediscontentofthesecularistpartywasthemodicum ofstateaidaffordedthedenominational schools,andthat,thisassistancewithdrawn, secularistswou!sibequitecontenttopermit establishmentoftheirrivalstodragoutan existenceashesttheymight.ButIlearn 11,11VthatIwasmistaken.TheWestern AustralianToni,revealstheexistenceofan advancedschoolofsecularistthought.It presentsitselftothepublicofW.Australia astheadvocateofapartythatwouldperemptorilyclosedenominationalschoolsdismissalldenominationalteachersfromtheir employment,anddriveforthwiththechildren ofdenominationalparents-thereligious scruplesoftheseparentsnotwithstanding-to thesecularistinstitutions

Anditdoesnotseematallahazardous assertiontoadvance,withthefactsjust alludedtobeforeusthatdenominational viewshaveaholdinalllikelihooduponthe verylimitedsectionoftheProtestantpublic ofWesternAustraliathatsufficestoformthe complementrequired. In1508webegintofindtheaddition, "HolyMary,prayforussinners Amen.*ButtheFranciscans,intheirBreviary,publishedin1515,enricheditwiththe lastpart,"Nowandatthehourofour death."AfewyearslaterPopePiusV. showedhisapprobationoftheprayeraswe nowhaveitbyallowingitsinsertioninthe RomanBreviary.

WeallknowthedecreeofPopeUrbanII. (1099),whereoyheordainedthatfromthe daytheArmyoftheCrusadersstartedthe churchbellsshouldringthreeknellsmorningandnighttowarnthefaithfultosaythat prayer.Thereexistsalsoadocumentfrom EudesdeSully,BishopofParis,1195,by whichheurgesuponhisprieststhatthey shouldseethatthepeopleknowandrecite the"HailMary."Fromthosedaysforward thesweetHailMary"becomestheuniversal prayeroftheChristianworld.

S.Bonaventure,attheGeneralChapterof ,theFranciscansheldatPisain1262,ordered hisreligioustoencouragethefaithfulin honoringthemysteryoftheIncarnationby sayingthreetimesthe"HailMary"atthe soundofthechurchbellstowardsevening. .Hence,theringingoftheAngelusbell,which, fromthatdate,becamelawwiththeFranciscancommunity.

Onthe13thOctober,1318,PopeJohn XXII.issuedaBullatAvignon,bywhichhe indulgedthispiouspractice.Buttheindulgenceswhicharenowattachedtothisdevotionwerenotgivenuntilthe14thSeptember, 1724,whenPopeBenedictXIII.grantedthem bytheBreveInjunctaNobis,Ad.D. TheGreekChurchhasusedthewordsof theAngelGabrielandS.Elizabethinher RitualsfromtheearliestdaysofSS.James andBasil,andboastsofhavingreceivedthe addition,"HolyMaryMotherofGodpray forussinners,"asearlyastheCouncilof Ephesus,inthebeginningofthefifthcentury.ItisanundeniablefactthattheGreek hadthe"HailMary"almostascompleteas wehaveitnowasearlyas647.S.Severos, PatriarchofAlexandria,wroteitinhisforniularyoftheSacramentofBaptisminthe followingmanner:-"Peacebetothee,Mary fullofgracetheLordiswiththee;blessed artthoughamongstwomen,andblessedthe fruitthatisinthywomb,JesusChrist. TheGermanChancellorhasbeenpulling hard,indeed,sir.Therewere1,032regulars (priestsofvariousreligiousorders),and 7,763SistersofCharity(alsoofvarious °niers)allthesehepulledoutoftheirretreatofprayer,ofstudy,orofteaching othersweredrivenawayfromthebedsideof thesickandthedying,orfromthemidstof thefatherlessandtheshelterless.blestof themwereexiled.Again,theropewas pulledinanotherdirection,andlargecities likeDortmund,12,000or15,000Catholics havenotonepriestleftthem.Neitheris thestateofthingslessheartrendinginthe countryplaces.Chiltlreuhavenowtobe baptisedbylaymen,andpeoplehavetowalk longdistancestohearMass.Thedyingare carriedonshouldersorbroughtincartsto priestswhowouldheimprisonedatonceif theywerefoundguiltyofattendingasick callinoneoftheabandonedparishes.

Duringthefirstfourmonthsoflastyear thecalendarofreligiouspersecutionsshowing30confiscationsofChurchproperty,55 arrestsofecclesiastics,74searchesofpriests' houses,13expulsions,55dissolutionsofreligioussocieties.

Fivemonthslater,inthemonthofOctober,thedurationofimprisonments,taken collectively,amountsto50,000days,andthe totaloffinesagainstbishops,priests,and editorsofCatholicpapers,reachedthesum ofX6os0oo,exclusiveof£150,000ofsalaries withheldfromtheclergyeachyear. IntheRhenishprovincesandthatof Silesiaaboutlet)wereeitherexiledordriven fromtheirhousesinthebeginningofMay, 1875. IntheprovinceofPosenthenumberof exiledpriestswasatthesamedate8932 parisheswerewithoutapriest,andabout400 priestshadtheirhousefurnitureseized.

liclymadeknownthatthewholethingwas donesurreptitiouslyandwithoutourknowledge.Howeverpainfultomyself,itseems right,asacautiontootherparents,toexpose thePharisaicalzealinmakingproselytesfor whichonesectionoftheRomanCatholicsin thiscountryarebecomingpre-eminentlydistinguished.Threeyearsagoalady,whohad lefttheChurchofEnglandandbecomeanun, obtainedanintroductiontomyson.Shelent himbooks,appointedtomeethimatRoman Catholicservices,andcarriedmacorrespon-

"1.Ineveradvised,stilllessencouraged anydeception'onthepartofMr.Nelson towardshisfather,but,onthecontrary,that itwasatmyexpresswishthatheinformed himofhisreceptionthefirsttimetheymet.

"2.AlthoughIdonotregardafather's commandinthemattersofreligionsbeliefas ultimateorsupreme,Iamnotopentothe chargeofattemptingtoundermineparental authority.'

ACapuchinmonkwassentencedtothree years'imprisonmentforhavingrefusedabsolutiontotheBurgomasterofVallendar. Allthesestatisticsareconfinedwithinthe firstninemonthsof1875.Sincethennine othermonthsofbarbarismandsacrilege havepassedby,andthepainfulspectacleof arrests,ejection,exiles,imprisonment,&c., formsliterallytheorderoftheday,notonly inafewprovinces,butallovertheempire, fromtheBaltictotheboundariesofAustria andBavaria,andfromStrasburgandMetz totheboundariesofRussiaFromthenews bythelastmailitseemsasifthestormhad reachednowitsculminatingpoint.Still,it ismostgratifyingtoperceivethatevenin Germanysympathywiththesufferersis growingamongallclassesinproportionto themagnitudeofthecalamity.

Now,sir,theropewithwhichPrinceBismarckintendedtobringtheCatholicChurch downtothegroundiscomposedchieflyof theOldCatholics.Strangetosay,the leadersofthatsectweremostlyprofessors offreeuniversitiesinPrussia,andhence theteachersofthepresentinvincibleclergy. Formorethan20yearsbackhadtheGovernmentbeencajolingthesefalsebrethren,and waspreparingThanforthemainstringsof thefatalrope.Butthatropeprovesnowto beofinferiormaterial-inferiorinquantity andquality.

Attheoutbreakofthecontestitwasexpectedwithcertaintythatallwasready,and thefirstsignalgivenwouldrallyatoncethe

GermanCatholicsroundDellinger,Reikens, Friederick,&c.Butwhathappened?Out offourteenmillionsofCatholics(South Germanybeingincluded)thesedoctors,with alltheenginesoftheMayLawssucceeded inwinningsver15,000atmost.Asregards theclergy,Dr.Dollingerhadtriumphantly exclaimed,"thatthousandsofprieststhink likehimself"Nowoutofatleast12,000 twenty-sixansweredhiscall,andsincethen eightortenofthese,haveretracted. Itisstatedongoodauthoritythatthere areonlysevenStatepriestsamongthe 10,000priestsofPrussia.HencetheproportionofoneOldCatholictoevery1,000 trueCatholics,andofoneStatepriestto every1,500truepriests. Thereputationofthesectisquiteinkeepingwiththeinsignificanceoftheirnumber. Sonotoriousarethescandalsthatarerampantamongthem,thatonthataccountthe GovernmenthadseveraltimesalreadytorefusethemthegrantofCatholic churches,orofStateaid.Evenamongthe partizansofthepresentpolicytheopinionis becominggeneralthattheGovernmentwill havetoabandontheOldCatholicsaltogether. Someofthepriestshadhithertobeenleft unmolestedbythecourtsoflaw,asthey werethoughttobetacitlyStatepriests. Theyprotestedagainstsuchanimputation. TheRev.FatherHausmann,fromtheprovinceofSaxony,writes:-"Itisafalsehood andacalumnytosaythatIhaverecognised theMayLaws.Neverwassuchaproposal madetome,andifithad,Ishouldnever havethoughtofacceptingit.Haditoccurred, IshouldregretthehourIwasborn,still morethehourwhenIwasordainedapriest. AsimilardeclarationcomesfromAhrweiler inRhenishPrussia-itrunsthus:-"I herebydeclarethatwithrespecttotheMay Laws,IstandfirmlytomyBishop.Inever hadtheintentionofrecognizingthem, andtoremovealldoubtsfromthemindsof myparishioners,IshallrefusetheemolumentsIhithertoreceivedfronttheGovernment.(Signed)KIERIG,P.P."

Thusfar,sir,Bismarckhasbeenpulling hard,sohardthatheistired.illsropeis breakingallover.Thefiveyearsduring whichtheCatholicChurchinGermanywas tobeupsetaredrawingfasttowardstheir close.Whatistheresult?TheCatholic Churchlooksbrighterandmorecompactin allitsmembersthanever."TheGuarddies, butsurrendetsnot,"istheunanimouswarcryfromoneendofthecountrytotheother. ExileandstarvationarePrussia'spresent tactics,buteveninthisattemptitwillfail.

Theprayersandthegenerouscharitiesof theCatholicuniverse,addedtothefaith thatworeoutafearfulpersecutionof300 yearsfromthedaysofNerotothereignof Diocletian,willbeproofstillagainstbrutal force,andsoonerorlaterPrinceBismarck, likeJuliantheApostate,willhavetosay:"Visciti,Galilaee!-Thoulastvanquished 0manfromGalilee!"

BRITISHPARLIAMENT.

ThatthelastSessionhasbeenbarrenof legislationwithrespecttoIrelandisunquestionable.ThelateGovernmentpassedafew greatmeasuies,theDisestablishmentofthe Church,theLandAct,andtheJuriesAct, butwaswreckedin1873ontheUniversity Bill.ThatSession,asindeedthetwoprecedingones,passedawaywithlittleorno legislationforIreland;whilesincethe accessionofthepresentMinistrythree Sessionshavepassedwithouttheadditionto thestatutesofasingleActofpracticalimportancetothatcountry.Thisexclusionof IrelandfromImperialconsideration,notwithstandingtheurgentdemandforlegislative reformuponanumberofhighlyimportant practicalquestions,besidesthoseofa higherandmoredisputedcharacter,must powerfullytendtoconfirmtheDishpeople intheopinionthattheImperialParliament isunwilling,orunable,orboth,tolegislate forIreland;andmustfurnishanoverwhelmingargumentinsupportofthepopular demandforHomeRuleordomesticlegislation inoneformoranother.EventheTimes confesseswithmanifestreluctancethatsuch neglectisa"scandal,"andpraysthateven atthelastmomentsomemeansmaybe taken,by"compromise"orotherwise,to removeit.

Weshallendeavortoexposetheinexpediency,aswellastheinjusticeofthis policy,ifitcanbesocalled,byafewsimple illustrations.AnumberoflocalActsare passedeveryyearforeachofthethreeparty oftheUnitedKingdom,manyofthemfor Ireland.Therewere22IrishLocalActsin 1874,and18in1875.These40Billsrefer torailways,tramways,piersandharbors, drainage,gasandwaterworks,andsimilar subjects.Thesemeasures,besidesmany otherswhicharerejected,couldbedealtwith moreexpeditiously,cheaply,andefficiently bylocalTribunals,Boards,orCommissions inEngland,Ireland,andScotland,thanby theImperialParliament,thussavingtime forreallegislation,lesseningexpense,and promotingaspiritofself-respectandindependenceintheseveralcountries.Weare farfromurgingthatsuchaconcessionwould toanyextentmeetthehigherdemandoft.ie massesoftheIrishpeople.Wecallattention toitmerelytoshowthatifParliamentary businessisblocked,whichitis,aremedy totheextentstatedisreadilyavailable.

Whatadeliciousverandahisthistodream inThroughthetangledpassion-flowers, jessamines,andmagnolias,whatasoftgleam ofbright,hazydistance,overtheplainsand farawayThedeepriver-glencleavesthe table-land,whichhereandthereswellsinto breezydowns.Beyond,milesawaytothe north,isagreatforest-barrier,abovewhich thereisablazeoflatesnow,sendingstrange lightaloftintotheburninghaze.Allthisis seenthroughanarchinthedarkmassof verdurewhichclothesthetrellis-work,only brokenthroughinthisoneplace,asthough tomakeaframeforthepicture.Ileleans back,andgiveshimselfuptowatchingtrifles. Seehere.Amagpiecomesfurtivelyoutof thehouse,withakeyinhismouth,andseeingSam,stopstoconsiderifheislikelyto betrayhim.Onthewhole,liethinksnot sohehidesthekeyinacrevice,andwhistles atune.Nowentersacockatoo,waddling alongcomfortablyandtalkingtohimself. Hetriestoenterintoconversationwiththe magpie,vho,however,cutshimdead,and walksofftolookattheprospect.Flopflop Agreatfoolish-lookingkangarooconies throughtheLouseandpeersroundhim.The cockatooaddressesafewremarkstohim, whichhetakesnonoticeof,butgoesblunderingoutintothegarden,rightoverthecontemplativemagpie,whogiveshimtwoor threeindignantpecksonhisclumsyfeet,mil sendshimflyingdownthegravelwalk.Two bright-eyedkangarooratscomeoutoftheir boxpeeringandblinking.Thecockatoofinds anaudienceinthem,fortheysitlisteningto him,nowandthencatchingaflea,orrubbing thebacksoftheirheadswiththeirforepaws.Butabuck'possum,whostealthily descendsbyapillarfromunknownrealmsof mischiefonthetopofthehouse,evidently discreditscockey'sstories,anddepartsdown thegardentoseeifhecanfindsomethingto eat.Anoldcatcomesupthegarden-walk, accompaniedbyawinkedkitten,whoambushesroundthecorneroftheflower-bed, andpouncesoutonhermother,knockingher downandseverelymal-treatingher.But theoldladypicksherselfupwithouta murmur,andcomesintotheverandah, followedbyherunnaturaloffspring,ready foranymischief.Thekangarooratsretire intotheirbox,andthecockatoo,rather nervous,laysherselfouttobeagreeable.But thepuppy,bornunderanunluckystar,who hasbeenwatchingallthesethingsfrombehindhismother,thinksatlast,"Hereis someonetoplaywith";sohecomes staggeringforthandchallengesthekittento alark.Shereceieshimwitheverysymptom

theretrospectistrulysaddening.Thelate GovernmentbelievedtheconditionofUniversityeducationinIrelandtobeso"bad, scandalouslybad,"thattheywreckedthemselvesintheattempttopassaBilltoremedy theevil.TwoMinistriesbefore-oneConservativeandoneLiberal-hadattempted vainlytosettlethequestion.Yettheonly Parliamentaryactiontakensincethedefeat ofMr.Gladstone'sBillin1873,toremedy thoseCatholicgrievancesuniversallyacknowledged,hasbeenthepassingofMr.Fawcett's ActtoseculariseTrinityCollege,ameasure which,whileitaffordsnorelieftoCatholics, inflictsaseriousevilonProtestants.The lateGovernmentproposedtocloseoneofthe Queen'sCollegesthepresentCabinethas increasedtheendowmentofallthree,andin sodoingaugmentedtheirpowerofevil.The pastandthepresentMinistryhaveadmitted theunsatisfactorystateoftheendowed collegesandschoolsandofmiddleclasseducationinIreland,andtheChiefSecretary, SirM.HicksBeach,promisedtodealwith thequestion.Lastly,asregardsprimary education,whichisinaconditionofchronic disturbance,thereistobenolegislationthis Session,sothateverythingisinanunsettled state.SincetheNationalSystem,asitis called,wasprojected"asanexperiment"in 1831tothepresenttime,theCatholicsof Irelandhaveexpresseddiscontentwiththe schemeandsince1859theyhaveonly toleratedituntilbettercanbewrestedfrom theGovernment.Thefirstlegislationthat evertookplacerespectingIrishprimary schoolswaslastyear,whenthetwoActs werepassed,oneauthorisingthePoorLaw BoardsofGuardianstoimpose,iftheythink fit,aratetowardspaymentforresultstothe teachersoftheseveralnationalschoolswithin theUnion,anActthathasfailedinitsobject theothertopromotetheerectionofresidences forteachers,ameasurethathashadsmall success.OvertheentirefieldofIrishEducation,nolegislationhasbeenattemptedto remedyanyofthedeepgrievancesofwhich Catholicscomplain.TheCatholicBishops andclergyandtheCatholiclaityregardthis questionofeducationassurpassingallothers insupremeimportance.Theirgrievance, theirdemands,havelongbeenbeforethe Government,yetnoremedy,nolegislationis forthcoming.

Weshallenumerateafewofthemeasures ofanadministrative,fiscal,industrial,and socialcharacter,whichavowedlyneedreform, andastheyareallopentocompromisea legislativesettlementofthemcouldreadily beeffected.ThepresentJurySystemand theCountyBoardsconnectedtherewithhave beencondemnedasunjustinprincipleand operationformorethanfortyyears.The PoorLaw,whichhasbeencobbledandpatched foryears,requiresradicalchange.Irish judicaturereformispromised.Themagistracyneedsrevisionandextension.The LandActadmitsofafewbeneficialamendments,includingprovisionsforlaborers' dwellings.Thewastelandsshouldbe liberatedfrombarrenmonopolyandthrown intothemarketforsaleatafairprice.The evilsofabsenteeismshouldbeconsideredand restricted.Thefisheriescouldbepromoted invariousforms,andconvenientpiersand harborserectedorrepaired.ThelocaltaxationofIrelandisheavyinamountandunequalinincidence.Auniformtenement revaluationofIreland,forthepurposeof assessment,isrequired.Themunicipal governmentofthecountrydemandsradical change.Theelectoralfranchise,Parliamentary,municipalandpoorlaw,andmunicipal government,needthorough'reform.The wholeofthesanitarysystemofthecountry requiresunityofscheme.TheSunday LiquorLawneedsreform.Notoneofthese subjectsisapartyquestionlegislationupon everyoneofthemhaslongbeendemanded; thepresentGovernmentadmitsindegreethe needofreform;yetnotimecanbefound fordealingwithanyoneofthesenumerous questions.

LastcomesthevitalquestionofHome Rule,orofLegislativeIndependence.Those whopethapsmightnotpressforeither,ifa fairconsiderationwasextendedtoIrish claims,willverylikelybedrawnintothe ranksoftheNationalists,whentheysee SessionafterSessionpass,barrenofall beneficiallegislationforIreland.Coercion Actsarereadilypassed,andbutslowlyrepealed.ConfidencebetweentheGovernment andthepeoplemust,forages,beofs'.ow growthinIreland,aresulttobeexpected fromherhistory.ThelastSession,thelast three,thelastsixSessions,infact,oflegislativeaction,affordlittlepromisethatany realdesireexiststoconciliateIrelandand winovertheaffectionsofherwarmhearted people. Yet,whiletheTimescomplainsofthelast Sessionasascandal,owingtothealmost totalabsenceoflegislationforIreland,the Nationhasbeenabletodeclarethat"This hasbeenayearofgreatandusefulwork, "onthepartoftheIrishmembers,inthe "matterofpracticallegislation,forIreland. "TheirBills,confessedly,coveredthewhole "ground,andhaveledthewayinIrishre"forms."ButifthisistrueasfarasBills areconcerned,ofActsofthiskindnotone hasbeenaddedtotheStatuteBookduring theSession.-Tablet.

THENEGATIONOFALLBELIEF.

Moreimportant,however,thananyoneof theseisthequestionofeducation.Formany yearspastnoSessionhasgonebythathas notbroughtsomelegislationforGreat BritaininregardtoEducation.TheScotch andtheEnglishUniversitieshavebeenthe subjectofvariousSelectCommittees,Royal Commissions,Acts,AmendedActs,and Charters,duringthelast20years.Sohave thegreatfoundation,grammar,endowed,and BurghSchools,respectingwhichthereare scores,nayhundredsofactsandprovisional orders.ThelegislaturerespectingElementartEducationhasbeenstillmorecomprehensiveandcomplete.TheEnglishActof 1870andtheScotchActof1871withtheir amendmentsformthebasisofagreatthough imperfectschemeofprimaryinstructionfor bothcountries.Factory,mining,agricultural, vagrant,pauper,andcriminalchildrenhave beenthesubjectsofspeciallegislation. Technicalandprofessionaleducationinart, science,engineering,medicine,andlawhave alsohadtheattentionofParliament.But whenweturnfromthisreviewtoIreland

Withintheselastfewdaystherehasbeen published,hereinLondon,aworkwhich,in theaudacityofitsunbelief,surpassesanythingyetissuedfromthepress.ItoutRenan'sRENAS.Itbetraysagreateregoism thanAugusteComte.Itismorecynicalin itscriticismoftheEvangeliststhanthe authorofthe"ChristlicheGlaubenslehre" Thebookwearereferringtoisintwooctavo volumes.Itisentitled"AnAnalysisof ReligiousBelief."Itistheposthumous workofViscountAmberley.Itundertakes topassinreviewallthereligions,allthereligioussystems,allthereligiouscustoms,all thereligiouspersonagesofwhomorof whichthereisanyrecordinthehistoryof thehumanrace.Itsauthor'savowedobject,indoingthis,istosifttruthbya methodwhichheclaimsaspeculiarlyhis own,andwhichhedesignatesamethodof comparison.Inpointoffact,however,as thereaderverysoonfinds,nocomparisonof anykindwhateverisattemptedfrombeginningtoend.Thereligionsoftheworldare described,onebyone,withthemostdispassionatedenial,ineachandall,ofanything supernatural.TheGospelandtheZendavestsareofequalvalueintheeyesofLord Amberley.ConfuciusandEzechielare worthyofaboutequalconsideration.Saint Paulisevidentlyentitledtolessrespectat thehandsofViscountAmberleythanBuddha orZoroaster.Yetthemanwhodeliberately undertakestoweigh,thus,inthebalanceof hisjudgment,thereligiousbeliefsofallprecedinggenerations,isremembered,perfectly well,asonewhowasregardedbythemajority withindifference,andbysomewithunaffected ridicule.Hewasthemostpragmaticalof writers.Hewasthemerestfribbleinpolitics. Whilethereputationhewonforhimselfin society-heirtoanearldomthoughhewas, andeldestsonofaPrimeMinisterofEngland -wasthatoftheveriestflaneur,halfprig, halfpedant.Whentheauthorofthissocalled"AnalysisofReligiousBelief"(it being,inreality,noanalysiswhatever) breathedhislast,hewasinhisthirty-fourth year.Twenty-sixyearspreviously,when hewasalittlechildofeight-precisely,by theway,theperiodoncereferredtoso ludicrouslybyMr.BernalOsborneasthe time"whenLordAmberleywasinhisperambulator"-therewaswrittenbyhisfather, nowEarlRussell,thenLordJohnRemelt, andPrimeMinisterofEngland,underdate Novemberthe4th,1850,Downing-street,a letteraddressedtothethenBishopofDurham,atthecloseofwhich,afteragrand flourishabout"thegloriousprinciplesofthe Reformation,"therewasagibewantonly flungoutatwhatthewriterspokeofas "themummeriesofsuperstition."Those "wildandwhirlingwords"have(forEarl Russellhimself)carriedwiththemtheirown Nemesis.Here,again,itistheNemesisof Faith,ofaFaithentirelymisdirected,and endinginthemoatutterunbelief.The "gloriousprinciples"oftheso-termed Reformation,aboutwhichLordRussellwas soexultantalittlemorethanaquarterofa centuryago,asisnowapparent,ledViscountAmberley,stepbystep,toagrave beyondwhichhesawnoGodandnoFuture, constraininghimtoleavebehindhim,for posthumouspublication,arepudiationofall formsofbeliefwhatsoever,as,inthefullest senseoftheterm,inhisestimation,the merest"mummeriesofsuperstition."

ViscountAmberley'smotherFrancis CountessRussell,nowinher71styear,itis affectingtoremember,prefixestothe posthumousworkofhermostunhappyson anaddresssigned"F.R.,"inthecourseof whichshespeaksofthelovingdepthsofhis heart,andofthesolemnpurposeofhisbook, whileentreating"thosewho[might]findin "ittheirmostcherishedbeliefsquestioned "orcontemned,theirsurestconsolationsset "atnaught,[to]rememberthathehadnot "shrunkfrompainandanguishtohimself, "asonebyonehepartedwithportionsof "thatfaithwhichiuboyhoodandearly "youthhadwenthemainspringofhislife."
