ANEWMONUMENT..

Themonumenttobeerectedin'NewY,Ork harbor,byFrenchcitizens,ass.memorialof theco-operationofFrenchwith''American armsintheWarofIndependence,will apparentlybethenewestwonderofthe world.ItwillconsistofafigureofLiberty, 120feetinheight,placedonapedestalof similaraltitude,sothattheheadofthegoddesswilltoweraloft240feet.Theright arm,whichwillextendupwards,willbe35 feetinlength,andwillholdalighthousein thehand,soastobeusefulaswellasornamental.Thefamoussculptor,M.Bartholdi, whoisthedesigner,isatpresentinAmerica, andhasbeengivingsomeinterestinginformationonthisandothergreatmonuments. ThecolossusofRhodeswas105feetin height,andwasfivefeetsmallerthana figureexecutedinbronzeforNeroatRome. Inmoderntimesambitiondidnotsoarso high,andthebronze"Bavaria,"atMunich -thegreatestinourdays-isonly60feetin height.ThecostoftheFrenchprojectwill beenormous,butnoonedoubtsforamoment thatitwillbecontributed.Thewhole Frenchnationisinvitedtocontribute,and thesmallestsumwillbetaken.Whenthe collectionsarecompletethenamesofthe subscriberswillbearrangedinabook,and onecopyoftheworkgiventoeachStatein theAmericanUnion.-CatholicMessenger.

CARDINALMANNINGONEUROPEAN POLITICS.

SpeakingofSept.27atLeeds,asa luncheonwhichfollowedthelayineofthe foundation-stoneofanewseminaryofpriests forthedioceseofBeverley,CardinalManningsaid:Hedidnotbelievethatthetemporalpower ofthel'opehadceasedtobe.(Cheers.)lie believedthatsolongastherewasaChristian worldtheheadoftheChristianChurchcould neverbeasubject,andifhewerenota subjecthemustbeasovereign.(Cheers.) Wewerewitnessesofagreatexcitement, whichwasaffectingthewholecivilisedworld. Therewasatimewhenthesupremepastoral ruleoftheHolyFathersufficedtomaintain themoralorder,when,inspiteofallconflictsandallambitions,itwassufficientat leasttogovernandpacifytheworld.That periodhadlongpassed.Springingfromit andsurvivingitwasaperiodofwhatmen calledthelawofnation,internationaljustice, mutualresponsibilitybetweenthepeoplesof theChristianworld,andarespectfortreaties, engagements,andpledges.Foralongtime diplomacywasfoundtobeenoughtopreservethepeaceofEurope,andtoterminate itsconflicts.Hewasafraidwehadsurvived thatperiodalso,foritappearedasthough theobligationsofdiplomacyhadatthis timeverylittleinfluenceinbindingtheconsciencesofgovernments;andasfortreaties writtenunderparchment,wehadseenthe swordputthroughtheminourtimeandin recentyears.Whatremained1 Therere: miAnedtheironageinwhichsomeeightor ninemillionsofmenareunderarms,andthe promiseismadetousthatwhenthegovernmentsofEuropeshallhavecarriedoutthe provisionstheyaremaking,therewouldbe someelevenortwelvemillionsofmenready tocuteachother'sthroats.Itseemedtohim thattheexperimentofdissolvingthe temporalpower,asfarasamancoulddoit, hadalreadyproducedominousandmenacingconsequenceswhichdarkenedthehorizon ofChristianEurope.He,therefore,believed thattheDivineProvidencethathadgoverned ussolonghadnotyetdepartedfromthe Christianworld.Heearnestlyhopedthata Europeanconflictmightnotcomeagain,but ofthishewasconfident,thattheonlyissue fromitwouldbetherestorationofthemoral ordertotheChristianworld,inwhichalone wastheperpetuityofpeace.Therewere great'thingsyettobedoneandyettobeseen, andhehopedthatPiustheNinthwouldstill livetoseeatleastthecommencementof thesethings(applause).Inasubsequent speechtheCardinalsaid:-Noabhorrence hadbeenconceivedbyanyonethroughout thelengthandbreadthofourcountrywhich exceededinintensitytheprofoundhorror withwhicheveryCatholichadregardedwhat arecalledtheatrocitiesofBulgaria.(Cheers.) AcorrespondentofanEnglishCatholic contemporarywrites.--'Atthebeautiful chapelattachedtothemonasteryofthe DiscalcedCarmelites,inKensingten,asmall butveryselectandaristocraticcompanyof Romaneatholieshaveassistedatwhatwas

tothemaneventofunusualinterest.Lord CharlesGeorgeArchibaldDouglas,theonly brother,and,Ibelieve,theheir-presumptive oftheDukeofHamilton,hasbecomea Catholicpriest,andthismorning,atthe CarmeliteChapel,hesanghisfirstSolemn HighMass.Theceremonywasattendedwith muchpomp.Therobesofthenoblepriest andofhisdeaconandsub-deaconwereofthe mostgorgeousdescription,andthemusic.as italwaysisatthischapel,wassuperb.Lord ArchibaldDouglaswasbornin1847.He waseducatedatEton.Hewasappointeda cornetinthe11thHussarsin1866,andhe wasaide-de-camptoBaronNapierof MagdaladuringtheAbyssinianwar.Heis thesonofthe11thDukeofHamiltonandof thePrincessMary,daughteroftheGrand DukeofBadenandcousinofNapoleonIII. Hisvoiceissonorousandmusical,andhe sangtheMasswithgreatexpression.

AMERICA.

ThelateLordBishopofHavannahdieda beggar.Hewasabsolutelywithoutworldlymeanswhencalledaway,-andhisfuneralexpensesweresubscribed.Thisastonishesthe quidnuncs."Whatafoolhemusthave' been"istheircommentfortheycannot understandacharitywhichgivesaway everything.TheNewYorkSunsummarises thecasewithaforcethatdeservesrecognition:-"AsingularmanwastheBishopof Havannah,whosedeathisjustannouncedby telegraph.Thedespatchtellsusthatthis bishophadtobeburiedbypublicsubscriptions,asheleftnothing,havinggivenallhis possessionstothepoor.Queer,wasitnot? Sonicpeoplewillsayhewasaveryfoolish man.Hehadplentyofchancestomake money,whichhemighthaveputoutat interesttillitgrewtoafortune.Hehada goodsalary,whichhemighthavehoarded up,andbywhichhemighthaveenrichedhis heirs.But,insteadofdoinganyofthese thingsthissingularbishophadgivenallhis possessionstothepoor,notleavingeven enoughtopaytheexpensesofhisfuneral. Hediedofthevomit°,whichisragingin Havannah.Hedidnotrunawayfrom thecitybecausethevomitsragedinit,but remainedthereforthesakeofhisflock,who werefallingvictimstoit.Somepeoplewill saythatthisclergymanoughttohaveloqked afterhimselfbutalasheneglectedhisown interestsineveryway.TheHavannahletter publishedintheSunlately,whichtoldof hisillness,saidhewasgreatlybelovedbythe wholepopulation.

THEFENIANCONVICTSATCHATHAM.

ThecellsintheprisoninwhichtheFenian prisionersareconfinedatnightarestillkept aprofoundsecret,butitisknownthatthey areindifferentpartsofthebuilding,and thattheconvictsareplacedindifferentcells nightly,onlytheGovernoroftheprisonand oneortwowardersknowingtherewhereabouts.Thisprecautionisadoptedtoprevent thepossibilityofanywarderswhoareon dutyatnightbeingtamperedwithsoasto giveinformationconcerningthepartofthe buildinginwhichtheprisonersareconfined.

ANARCHBISHOP'SCARRIAGE.

Ahandsomenewstatecarriageforthe RightRev.Dr.Vaughan,Archbishopof Sydney,hasjustbeencompleted,andisnow onviewatherMajesty'scoachbuilders, Messrs.MoranandCo.,LongAcre,previous toitsdispatch,inaweekortwo,forNew SouthWales.Thebodyofthecarriageisof gracefulandnobleproportions,andispainted arichlakecolour,relievedwithdelicatelines ofcrimson,themountings,lamps,andfittings beingsilverplated.Onthepanelsoftht doorsthearmorialbearingsoftheArchbishop havebeenrichlyemblazonedbythecelebratedmuteheraldicartistMr.D.T.Baker, whohasnowhadthehonorformanyyears ofpaintingfortheRoyalFamilyandthe CorporationofLondon.Thearmsofthe VaughanandHerbertfamilieswiththe Archbishop'screstandmottoareexecuted withtasteandjudgment,andgreatlyenhancethegeneralappearanceofthecarriage. TheinteriorislinedwithblueMorocco leatherandampleprovisionismadefor books,vestments,&e.Altogetherthecarriage reflectsgreatcreditontheeminentfirmof builderswhohaveproducedit.

RIOTATATIomgRUMMEETINGATDEPTIPORD.

Apublicmeeting,convenedbytheGreenwichbranchoftheHomeRuleAssociation, washeldonMondaynight,intheLecture Hall,Deptford,andledtosomeriotousproceedingsLordF.G.Osborne,whopresided, whenherosetoaddressthemeeting,was interruptedbycriesof"O'DonovanRosso," andapartyofbetween-twentyandthirty rneninthebodyofthehallraisedcriesof "Totalseparation,"and"Threecheersfor Mulcahy."Whenthedisorderwhichwas thuscreatedhadsomewhatsubsided,the chairmanattemptedtospeak,butdisorder againprevailed,andheresumedhisseat. Mr.F.H.O'Donnellrosetoproposearesolution,pledgingthemeetingtosupportaHome Rulecandidate,butwasmetbycriesof "WhathasHomeRuledonei"andacontinuedfireofinterruptions.Itthenbecame evidentthatthedisturbancecamefroman organizedbody.Asubsequentspeakerwas similarlyinterrupted,andaremarkthat"he hadnoobjectiontoconspiracyortophysical force,butthathebelievedthatthemenwho cametopublicmeetings,toshoutabout fightingwouldbethelasttofight,'ledtoa regularmelee.TheNationalistsmadep.rush attheHomeRulebanner,wererepulsed, andacombatensued.Peoplerushedfrom allpalesofthehall,'andafteraseriesof excitingskirmishestheriotswereejected. TheannualmeetingsoftheIrishSunday ClosingAssociationcommencedthismorning withaprivatemeeting,atwhichSirD.J. Corrigan,Bart,presided,andatwhichseveral otherinfluentialgentlemen,clericalaidlay, ProtestantandCatholic,attendedandconsideredamongstthemselvestheplanof campaigninthecomingSessionofParliament.Amongstotherspresentwerethe VeryRev.Dr.Phillips,P.P.,toscommon, delegateoftheBishopofElphin,andthe VeryRev.JohnBoylen,P.P.,delegateofthe BishopandClergyofKilmore.Thisevening, at7.30.p.m.,theannualpublicmeetingtook placeintheRoundRoomoftheRotundo, andwasunusuallysuccessful.Havingbeen presentatthecorrespondingmeetinglast year,Iamabletosaythat,ifprogressisto bemeasuredbytheattendanceofthepublic atlargeonsuchoccasions,theSunday ClosingMovementhasmadeadistinct advancewithinthelasttwelvemonths. WhenIwentintothemeetingthreeorfour welldressedyoungmen,smellingstrongly ofliquor,werebeingforciblyejectedamidst tremendouscheering.Theyweredisturbing theproceedings,andthecommonobservation wasthattheyhadbeensentinbythe publicans.Artiertheirexpulsiontherewas perfectquiet.AfterMr.Redmondhadproposedthefirstresolution,oneofthesecretariesreadatelegramironshisEminence CardinalManningsendinghisgreeting.At thistherewasaloudandenthusiasticburst ofcheering.IamconfidentthatnoIrishman couldhavegotagrandsrreceptionfromthat purelyIrishaudience.By-and-byeMr.A.M. Louise,inherordinarystate,itneed hardlybesaid,knowsnolanguagebuther own.Nevertheless,duringherEcstasy,she isequallysensibletotheinfluenceofprayers, whatevermaybethelanguageinwhichthey arerecited.MonsieurDechamps,adistinguishedstatesman,andbrothertothe ArchbishopofMalines,tellsushewas presentontheninthofJanuary,1870,when apriestreadPsalmsandLitanies,invarious tongues.Theeffectwasalwaysthesame. Louisewasvisiblystirredwithemotion, smiledangelically,fellonherknees,and seemedtojoininprayerwiththepriest.

Twomouthslater,MonsieurCacrieres,of whosevisitInavealreadyspoken,tested thisfacultyofLouisebyasimplebut decisiveexperiment.Afterrecitingthe LitanyoftheBlessedVirgin,andtheSalve Reginawiththeusualresults,hefancied thatthegirl,withoutunderstandingwhathe said,mightpossiblyconjecture,fromthe toneofhisvoice,thathewasreadingthe prayersoftheChurch.He,therefore, turnedtothegeneralrubricsoftheBreviary, andcontinuedtoreadinthesametone. Louisebecomesmotionless.Afteralittle, withoutanyinterruption,orchangeoftone, hepassedtotheOfficeoftheAnnunciation. ThefaceofLouisewasoncemorelitupwith smilesandemotionofjoy.

Once,indeed,duringthelastthreeyears herstrengthfailedherandtheoccasionis worthyofrecord.OntheeighteenthofJuly, 1871,theCureforbadehertoapproachthe HolyCommunion;wishingtotrywhat effectthisprivationwouldproduceuponher. Shesubmittedwithoutamurmur.Inthe evening,whentheCurewenttohercottage, hefoundherpaleaniexhausted.Oninquiry,helearnedthat,duringtheday,she hadbeenunable,fromweakness,toattendtom herdomesticduties.Thenextmorning,sl'i'd madeherwaytotheChurchwithgreat difficulty.Butnosoonerhadshereceived theHolyCommunionthanherstrength returned,andshewasabletoresumeher accustomedwork. Inregardtothiscompleteabstinencefrom food,DoctorLefebvreexpressedhimselfwith characteristiccautionandmoderation."Accordingtothehighesttestimony,"hesays, "LouiseLateau,forthelasteighteenmonths, leasbeenlivingabsolutelywithoutfood,and yetthiswantofnourishmenthasnotcaused anylossofflesh,oraffectedinanywayher health,whichstillcontinuesgood.This phenomenon,evenmoreextraordinary'than thatoftheStigmaandthatoftheEcstacy, cannotreceivethestampofscientificauthentication,untilitbesubmittedtoproofs similartothosethathavebeenappliedtothe otherfactswithwhichIhavedealt.Having madeitanabsoluteruletoaffirmnothing,in mywork,butthefactsthatIhavebeenable totest,andtoestablishbyirresistable proofs,Icontentmyselfherewithpointing, outthisnewphenomenonand.'shalldefer speakingofitfromthestandpointofscience, untilIhavebeenabletoexamineitpersonally,undertheseexactandrigorousconditionswhichsuchastudydemands.
