THEEMPERORANDEMPRESSOFBRAZIL. TheirMajestieshavearrivedinRome, wheretheymetwithaspecialreception. Greatfestivitieshavebeenpreparedintheir honor,asitisthoughtthattheywillstaytwo orthreeweeks.ThePopereceivedtheEmperorandEmpressofBrazilonWednesday. TheEmperorexpresedthepleasurehefeltin againseeingthePope,especiallyafterthe recenteventinBrazil,andsaidthatheentertainedahopethatthel'ope,inaccord withtheBrazilianGovernment,wouldassist inremovingallecclesiasticalaliffieulties. DR.CRICHTONBROWNEONBRAIN-CULTURE.

Dr.CrichtonBrowne,whenlecturingon brain-cultureattheBradfordPhilosophical SocietylastFridayevening,calledattention tothenumberofmennowmetintheCity muttering,talking.andevengesticulatingto themselvesinthestreet.Mkhepronounced anominoussign,anindicationofanunstable stateofthenervoussystem,antialossof perfectself-controlthatisveryapttopass intoinsanityorbrain-disease.Ahealthy manoughttocommunewithhisownheart inhiscerebrum,andbestill.Theinstability ofthenervoussystemfromwhichbusiness mensooftensuffer,andwhichismainlydue totheworryandexcitementoftheirmode oflife,isaggravated,Dr.CrichtonBrowne thinks,bytheirexcessiveindulgenceis animalfood.

CATHOLICSRECOGNIZEDINDEATHAS CATHOLICS.

Everynowandthensomeoneverywell knowntothepublicatlargehereinEngland dies,andpeoplearestartledtofindheisa Catholic.ThelateChiefMagistrateatBowstreet,SirThomasHenry,wasaninstanceof this.Itwasonlywhenhehadpassedaway -dyinginharnessathispost,afteralong andhonourablecareerattheheadofthe policemagistratesofthemetropolis-that thevastmajorityoftheoutsidepublicwere startledtohearthatSirThomasHenrywasa Catholic.Again,onlytheotherday,Mr. JohnOxenford,dramaticauthor,scholar, linguist,andtheatricalcriticforthirty yearsontheTimesnewspaper,died,and non-Catholics.justinthesanteway,were startledtolearnthatMr.JohnOxenford wasaCatholic.ThespreadofCatholicismis cloalyed.Butincidentsliketheseshould tellatale.TherearemoreCatholicsinEnglandthannon-Catholicssuppose.Thereare manywell-knownpublicmenwhoareconvertswhoareneverthoughtofbytheProtestantpublicasCatholicsuntilthefactof

amusethemselvesforthewholeday,saying thatifthe"shizoltu"arrivedtheywerepreparedtofightthem.Thehoursthuspassed pleanun,iyawayuntilsunset,whenthepantry arrayedtliennigloointherobeswhich, accordingto"olffJapanesefashion,are appropriatefortheceremonytheywere abouttoperform,and,havingofferedup theirprayerstothegods,"happilydespatched"themselveswithoutfurtherdelay. -PallMallGazette.

Acontributortothelastnumberofthe DubhnReview,writesofthedeceased Cardinal'sinthefollowingterms:"ThereisonegreattestimonytoAntonelli'a characterwhichexceedsallothers.One maninthisworldknewhimthoroughly thatmanseasPiusIX.,antiAntonelliremainedhisfriendandadvisertotheend. CARDINALCULLENONPOPULAREDUCATION.

HisEminence,inhisrecentLenten Pastoral,takesoccasiontospeakthusofeducation:-"Assisttheschools,andmake effortstosecureforourpeopleofeveryclass theblessingofatrulyreligiouseducation, whichtheycannotobtaininbirds'nests,or inmixedantiProtestantinstitutions,but onlyinschoolsorscolleges,oruniversitiesin whichforCatholicsthedoctrinesandteachingsoftheCatholicChurcharemadethe basisofeducation.Theinfidels,therationalists,therevolutionistsofthepresentday,are allforbringingupyouthwithouttheknowledgeofGodorthepracticesofpiety.Were theytosucceedintheirunholyprojectsthe worldwouldsoonbereducedtoastateof chaosanddarkness.Donotlistentotheir flatteringpromisesofsuperiorcutighenment andliberty,butmeritforyourselvesand familiestheblessingsofourgoodLordand Creatorbyencouragingyouthtoloveanti adoreHimfromtheirearliestdays,andthe firstdawnofreason,andtowalkintheway ofHiscommandments."

STATISTICSOFLIFE.

Intheyear1876therewere1,154.617 bitthsand676,928deathsregisteredinthe UnitedKingdom.'flueresidentpopulation atthatdateisestimatedat33,093.431)that ofEnglandandWalesat24{millions,of Scotlandatrathermoretitanlqmillions,and ofIrelandatupwardsof3imillions.The naturalincreaseofpopulationintheUuited Kingdomin1876,byexcessofbirthsover deaths,was477,699,whichis91,713more thantheincreaseintheprecedingyear,the birth-ratein1876,being0.8per1,000higher, andthedeath-rate1.8lowerthanin1875. Theactualincreaseofpopulationin1876dependsalsouponthebalancebetweenemigrationandimmigration,andofthiswehaveno sufficientrecord.Returnsissuedbythe BoardofTradeshow,however,thatinthe courseoftheyear102,6(11emigrantsof BritishoriginleftportsoftheUnitedKingdomatwhichemigrationofficersare stationed,53,881fortheUnitedStates,31.764 fortheAustraliancolonies,9,372forBritish NorthAmerica,and7,584forotherplaces. ThisemigrationfromtheUnitedKingdom in1876was22percent.lessthanin1875, whichyearhadinitsturnshowedadecline of31percent,fromthatin1874.The declinein1876wasequalto14percent,in English,30inScotch,and36inIrish emigrants.

THE"HAPPYDESPATCH."

Somecuriousdetailsaregivenbya Japanesenewspaper-theTchoyaChimboun -astothemannerinwhichsomeofthe "aristocratsoftheoldschool"in.that country,whowerecondemnedtodeathfor theparttheytookinthelateinsurrection, butwhopreferredharthiritodecapitation, spentthelastfewhoursoftheirlives.Four SamouraiinsurgentsofKoumanote,whe escapedonthenightofthe24thofOctober, assembledatthehouseofonebyname Yondmaraforthepurposeofendingtheir existencebythe"happydespatch"inhis hospitabledwelling.Before,however,giving themselvesovertodeaththeygavethemselvesovertoaregularjollification-drinking.dancing,andsinging,asthoughona festiveoccasion.Theirhostess,withoutany wishunnecessarilytocurtailtheirenjoyment, withmuchtactandgoodfeelingadvised themnottokeepupthisrevelrytoolong,as thepolicecouldhardlyfailtohearthe disturbancecausedbytheirsongsanddances. THERELATIONOFCATHOLICSOCIETIES TOTHECHURCH.

Thissubjectisoccupyingagooddealof attentioninAmericalately,andasthe followingextractfromapastorallately issuedbytheRightRev.BishopRyan,of Buffalo,containsverygoodrules.itdeserves awidecirculation.Thesesocieties,whether temperance.beneficial.orliterary,arebenumerous,malastheymayantido exerciseinfluence,theconditionsonwhich theyarerecognizedaroveryimportanttobe knewn.BishopRyansays:Thesevariousorganizationsmaybeatower ofstrengthtotheChurch,ofimmense advantagetothelocalpastor,antithecongregationstowhichtheyareattached,a mutualsupport,encouragementandedificationtotheirownmembers.providedalways agoodspiritanimatesthem,antitheybe Cetholicindeedandintruth.Tosecure thismostdesirableconsummationandavoid alloccasionofpossiblemisunderstandings. wedeemitmostuseful,ifnotabsolutely necessary.todefinetherelationsofCatholic societiestotheChurchanddeterminethe conditionsonwhichsocietiesinourdiocese mayberecognizedasCatholic.Theirobjects mustbesuchastheChurchendorsesand approves,andtoensurethistheirconstitutionandby-lawsmustbesubmittedfor approvaltotheOrdinaryofthediocese. WelearnfromtheEnglishmanofCalcutta that,beforeleavingBengal,SirRichard Templepresidedatthedistributionofprizes atSt.FrancisXavier'sCollege,andafter congratulatingtheArchbishoponthesuccess oftheeffortsoftheCatholiccommunityin Calcutta,andespeciallyinthiscollege. acknowledgedinthefollowingtermsthe devotionandlaboursoftheCatholicclergy inIndia."WhereverIgo,".hesaid. Duringtheyear1875itappearsthatnoless than203,989personswereapprehendedfor being"Munkanddisorderly"inEnglandafarlargerproportionofthepopulation thanthesameclassofunhappypeoplein Ireland.Itisalsostatedthat450,000out ofthe600,000paupersinEnglandhavebecomepauperisedbyexcessivedrinking,and that2,500,000men,women.andchilUienare recordedasbeingmembersofdrunkard's families.Thenumberofgallonsofpure alcoholcontainedintheliquorconsumedin Englandisestimatedat84,000,000gallons, whichisvaluedat£130,000,000Beside thesetremendousfiguresthestatisticsof drinkinginIrelandappear,bycontrast, almostinsignificant.Thelatestreturngives thenumberofgallonsofspiritsconsumedin Irelandas6,176,501.

MR.J.POPEHENNESSY-AREIKARJEABLE CAREER.

Mr.J.hnPopeHennessy(writesthe LondoncorresspondentoftheLiverpool Mercury),whoisgoingouttoHongKong asgovernor,withasalaryof£5,000ayear, hashadaveryremarkablecareer.In1859, whenhewasaclerkir,aGovernmentoffice inWhitehall,abouttwenty-fiveyearsofage andwithabout£80ayearstipend,hewas selectedbyCardinalWisemantostandfor King'sCountyatthegeneralelectionwhich thethenLordDerbyhadsuddenlyannounced. Theyoungclerkwentdown,foundthree Lineralsinthefish?,sawthathewassureto win,telegraphedtoLondonontheeveof electiontoresignhisappointment,andwas returnedattheheadofthepoll.Hethus foundhimself,likePhineasFinn,anM.P.at five-and-twenty,withsomethinglessthan PhineasFinn'sincometoliveupon.He spokefrequentlyintheHouse,andexperiencednoneofthatnervousnessenduredby Mr.Trollope'shero.Hetriedhishandat literature,andwrote,Ibelieve,foratimein theAthenaeum.Batletterswerenothis

THEIRISHUNIVERSITYQUESTION.

OurreportofthemeetinginDublinlast week,whenanaddresswaspresentedtoMr. Butt,M.P.,bythestudentsandex-students oftheCatholicUniversity,wasunavoidably omittedinthisweek'sissue.Inthecourseof thataddress,whichwasmostcomplimentary toMr.Butt,itwassaid:-"Yourproposal istoplacesidebysidetwogreat,national, andfreeinstitutions-onerepresentingIrish Catholicthought,theotherrepresenting thosewhosereligiousconvictionsdifferfrom ours,eachinstitutionpracticallyself-governing,yetbothjoinedsoastoaidoneanother inthosedepartmentsinwhichmutualassistanceispossible." Mr.Butt,inhisreply,remarked"Icannottooearnestlyortoostronglyrepeatthat oneofthefirstandmostessentialofthe elementsistomakethetruthperfectly apparentthatweareputtingforwardthe demandofagreatcommunityforUniversity institutionsinaccordancewiththeirsentiments,theirconvictions,andtheirfaith. ofIraland.Theyharearighttothefull benefitofUniversityinstitutions.Tohave thatbenefittheymusthaveinstitutions framedinaccordancewiththeirrelfigiousconvictions,andtoaccomplish thistheinstitutionsmuchbeessentially CatholicintheircharacterThereisno escapefromthis Itwouldbe worsethanpresumption-itwouldbethe extremeoffolly-tosupposethatineither respectIhaveframedaferfectmeasure.I couldonlyhopetosuggestthegeneralframeworkofsuchameasure,subject,itmaybe,to manyalterations.Iam,however,encourage' byyourapproval,andbyverymanyexpressionsofapprovalfromthosewhoseopinions wouldhaveweighedwiththeIrishnation, tohopethatameasuremightbeintroduced onthemainprovisionsoftheBillwhich wouldsettlethisquestionofUniversityeducationonprinciplesthatwouldbejustand satisfactorytoallclassesofIrishmen. Ifit(themeasure)couldnotfrom anycausehecarriedout,nothingwouldremainbuttogivetotheCatholicpeoplea separateUniversity Iearnestly hopejusticewillbeclonetotheCatholic peopleofIrelandinthematterofaendowments.Iwouldlookwithgreatregretupon theestablishmentofCatholicuniversityor collegiateinstitutionswithoutadequateendowment.1believethereisarightinthe Catholicpeopletohavethatendowment made,andthereisafundwhichispeculiarly appropriateforthepurpose.Itisessential thatthestatusofUniversityeducationinthe countryshouldbemaintained,antiitis equallyessentialthattheCatholicinstitutionsshouldrankintheveryfrontofUniversityeducationinlieland"-Register.

Somuchfortheargumentsagainstthe Bill.Theydonotstandamoment'sexamination.Happilythematterhasnowpassed outofthesphereofdiscussionintothatof practicaladoptiontotheendsoughttobe attained.InthedivisiononMondaythere wastheenormousmajorityof171forthe BillinaHouseof217members.Thethird readingis,therefore,secured.Thefriends ofIrelandandthefriendsofthetemperance causewillalikecongratulatethemselveson thisresult.Therewillnotbemanymore IrishSundaysdisgracedbydrunkennessand dissipation,antiitisimpossibletooverestimatetheeffectofthischargeuponthe welfareofthepeopleofIreland.Naturally theyateasoberpeople.Irishintemperance isonlyoneoftheeffectsofIrishmisery,and butforthefamine,whichbrokeuptoagreat extentFatherMathew'stemperanceorganization,Irelandwouldbeaperfectlytemperatecountryatthisday.Wemaytrustthat, nowthattheevilofSundaydrinkingisabout tobeabolished,thecrimeandmiseryof drunkennesswillbeforelongbepractically unknowninIreland.

THEappointmentofaBishoptothe chargeofaflockhasbeenatalltimes regardedbytheCatholicChurchin thelightofaDivineOrdinance.When aBishopischosenandsent,inthat coursewhichhasbeendivinelyordained,hisrecognitionbyheavenis certainashisdutyonemeltisclear. TheMemorialoftheundersignedlandownersandresidentsoftheEasterndistricts humblypraysThatalineofRailwaymaybeconstructed fromGuildfordtotheEasterndistricts,becausesuchalinewouldtendtobringthe producefromthedistrictstothePort,which theyareunableatpresenttodo,fromthe greatexpenseoftrausport,atonofgoodsat presentfromYorktothePortcostingthe producersmorethanitdoestoconveyaton fromChampionBayortheIrwin,from AdelaideorEngland,thusthrowingtheproduceralmostoutofthemarketascompared withtheplacesnamed. ThattheEasterndistricts,ifrestrictions wereremovedintheshapeoftraffic,which atpresentactasaprohibition,wouldbeenabledtocompetewithotherdistrictsofthe colony,aswellaswiththeothersettlements oftheAustraliangroup. ThatWelandedinterest,whichisthe mostimportantinterestofthecolony,requiresfosteringandprotection,becauseif thatinterestdoesnotflourishtheotherinterestsofthecolonymustlanguish. Thatthepresentstateofthecolonydemandstheintroductionofpublicworks,as tendingtotheincreaseofvalueofproperty andthisattractionofpopulationandcapite4.

(1.)Whethertheproprietorsofthedistrictwouldbepreparedtosurrendergratuitouslythelandwhichwouldberequired fortheRailway; (2.)Whethertheywouldbepreparedto throwopenaproportionoftheirgoodlands toRdction;and (3.)Atwhatpricetheywouldagreeto selltointendingagriculturists? RadleyPark,Dec.22,1876. MyDearDukeofWestminster,-Youare reportedtohaveusedinthelatemeetingin St.James'sHallwordsimplyingthatthe PapalGovernmentwasasbadas,orworse, thantheTurkishGovernment. Manypersonshaverequestedmetobring thisbeforeyourgrace.Itis,indeed,almost impossibletobelievethatyouadvisedlysaid thatwhichisadreadfulinsulttoourvenerableandsaintlyPontiff,andthatyoucomparedthemildandpaternalgovernmentofa Christianbishoptothesanguinaryandcruel tyrannyoftheTurk,whohaslatelyex'ited thehorrorofEuropebycrimesunparalleled inmodernhistory.Thepeoplewerelightly taxedundertheTemporalGovernment, therewasnoconscription,andthepuuishmentofdeathwasveryrarelyinflicted.Mr. Gladstoneonce,afteratriptoRome,expressedtomehisadmirationoftheeconomy, orcheapness,ofthatgovernment.Itsfault wasthatitwastoopaternal. Letmementionanillustrationofthe natureofthatgovernment.Twochief ministersofthePapalGovernmenthave latelydied,CardinalAntonelliandCardinal Patrisl.Whatsortofmenwerethey? Allhaveadmittedtheeminentabilityand theexaltedpubliccharacteroftheformer. Wehavereadabeautifulleadingarticleof theTrueonhiswill,showinghisamiable andgenialdisposition.Iliacharitieswere

Inityourgraceappliestermstothe PapalGovernmentwhicharesouplythe expressionsofapublicprejudiced(nota puitlicopinion).basedonnoknowledge,and arisingfromsectarianfeelings.Allowme tosaythat,ifthatgoverntnenthadbeen"a systemnotoriouslybadandcorrupt."Mr. Gladstoneneverwouldhaveexpressed admirationofwhathecalleditsworkful economyorcheapness. SomeyearsagoopinionsofRomanlawyersandjudgesweregiveninevidencebeforetheCourtofChancery,andthejudge, Vice-ChancellorWood,saidingivingjudgment:-

Theseveryableandlearnedopinions writteninLatin,whichitisapleasureto read,dohonortotheRomanbar,anditis difficulttobelievewhatwecommonlybear againsttheadtninistratiouofjusticeat Rome. Itwouldbeeasytomultiplyp.00fstothe sauteeffect,butlfeartheywouldhavelittle effectouapetrifiedprejudice.

THECOLONIALMARRIAGES BILL.

Knatelibull-Hugessen'sColonialMarriagesBill,whichwasrashlyreadasecond timeintheHouseofCommonsonWednesday-itmaybecharitablyhopedinignoranceormisconceptionofitsrealnatureraisesalargeandimportant,thoughiuitself verysimple,question.Thepreamblestates thatitsobjectistodeclarelegalinthe UnitedKingdomcertaincolonialmarriages whicharelegalinthecolonieseyActsofthe severalLegislatures,sanctionedbytheImperialGovernment.Themarriagesinquestionarethosebetweenamanandthesister ofhisdeceasedwifewhichareatpresent illegalinthemothercountry,thoughthey have,indeferencetothestatutoryauthority ofcolonialLegislatures,beenlegalisedin variouscoloniesinwhichActsofthiskind havebeenlocallyadopted.Theeffectof thisarrangementisthat,withinthelimitsof thosecolonies,marriagewithadeceased wife'ssisterisasgoodiueverywayasany othermarriagebutthisisnotthecasebeyondthelimitsofthesespeciallocallaws. UnderthelawofEnglandsuchmarriages areregardedasdefectiveinregardtotle rightofinheritingrealpropertyinEngland, theoffspringofaunionbetweenthefor bid.1endegreesbeingaeemedillegitimate. TheobjectoftheColonialMarriagesBillis tosettidoruleanide,infavorofpersonswho havegotmarriedunderthepeculiarlocal Actsofcertaincolonies.Whatisproposed inthesingleclauseofwhichthemeasureis composedis-Thattheissueofallsuch marriagesashavebeenorshallbehereafter contractedbypersonsdomiciledincolonies wheresuchmarriagesarelawfulshallhave andenjoyallsuchrightsofinheritance, succession,and°thereleewithintheUnited Kingdomastheywouldhavebeenentitled tohadtheybeentheissueofparentslawfully marriedintheUnitedKingdom.Whenitis consideredwhatthisimplies,itseemstobe averysweepingandextraordinaryproposal. Itamountsinprincipletothis-that,ifany colonyhappenstopassalawmakingany kindofmarriagelegal,suchmarriagesshall alsobeconsideredperfectlygoodandconferringallrightsonEnglishsoil.Itmaybe truethatforthepresentthisdemandismade inretardtoonlyoneformofviolatingthe Englishlawofmarriage;butitisobvious that,tlthiswereoncepermitted.'other

breachesoftheruleastodegreesofrelationehipwouldverysoonbeattempted.Moreover,ifcolonialmarriagesofthiskindwere if)beacceptedasquitetherightsortof thinginEngland,itwouldsoonbeproposed thattheluxuryshouldnotbeconfinedto lit*colonies,butshouldbethrownopento everyEnglish**jamwhocaredforit;and, indeed,therewouldbesomeplausibleargumentstobeusedinfavorofsuchaconcession.Resides,pendingthefinalremovalof allobstacles,itwouldbeeasyforpersons whowishedtomakesuchamarriagetopay avisittoAustralia,andthusacquirea nominaldomicilewhichwouldmakethema respectablemarriedcouplewhentheysame homeagain. ButtheBillwouldnotonlyopenthedoor dangerouslywideonthesepointstthereis anotherrespectinwhichitsoperationwould beofastillmorerevolutionarykind.The changeinthelawisnottobemerelyinthe future;itistohavearetrospectiveeffect, sothattheissueofthesepeculiarmarriages "shallhaveandenjoyallsuchrightsofinheritance,succession,andotherwisewithin theUnitedKingilomastheywouldhave beenentitledtohadtheybeentheissueof parentlawfullymarriedintheUnited Kingdom."Thatistosay,childrenwho havehithertobeenregardedasbastardsare tobemadelegitimateheirs,andenabledto oustthepresentholdersofpropertywhich theymayclaimintheirwhitewashedposition,AstheIrishAttorney-Generalremarked,iftheBillpassedinitspresentshape, aperson,theissueofamarriagecontracted manyyearsago,mightreturntothiscountry, bringanejectment,andenterintothepossessionoflandswhichhadlongbeeninthe handsofethers,ortakepossessionofa peerageorotherhereditarytitlewhichwas heldbyarelative.Anythingmoremonstrouslyunjustands"ssurdthanaretrospectiveenactmentofthiskinditisimpossible toimagine;andthisbecomesthemore glaringwhenitisrememberedthatthepersonswhoaretobethusrewardedare personswho,togratifytheirownpassions andeaprices,havedeliberatelysetthelaw atdefiance.Nothingmoremarvelloushas happenedinmodernParliamentaryhistory thanthattheHouseofCommonsshouldoffhand,andwithouttheleastconsideration, expressapprovalofsuchaproposalbya majorityof192to141. thenaturalresultofhavingaeanmenunder theprotectibnoflingliehlawtakingadvantageofthefaminetoclearawaytheirhomes anddrivethemoutofthecountry,andthey hadbelongedtotheYoungIrelandparty andleftthecountrywiththesternresolveto avengetheirfailureatalaterday.Asexiles willdo,theysawallthatsubsequentlyoccuredinIrelandthroughamediumwhich magnifiedeverygrievenceandmisfortune, andtheywouldnothavebeenhumanbeings iftheirfeelingsdidnotproducethisresult. Twelveorthirteenyearsaftertheirarrival inAmericamanyofthemwereamongthe leadersoftheirpeopleintheUnitedStates, andtheWarofSecessionplacedthematthe headsofIrishregimentsandbattalions,with armsintheirhandsandgreenflagsflying besidethestarsandstripes.Fenianismwas thenatural,theinevitableconsequenceof theAmericanWar,ThatFenianismwas mistakeninitsaimsandinitsaction.that manyoftheleadersweremereworthless adventurers,whotradedonthepatriotismof theircountrymen,wedonotforamoment deny.Butofthethousandswhojoinedthe organizationinAmerica,nearlyallwere,we believe,inearnest;theyactedinignorance ofIrishhomepolitics.Theirpolicywasas muchAmericanasIrish,andtheywere undertheinfluenceoffeelingsevokedbya recentwarinwhichIrishcouragehadbeen displayed,andhadwondistinctiononboth sides,accordingascircumstanceor feelingmademenadoptthecauseof NorthorSouth.Fenianism,then, was,inthefirstplace,amistake.Ithadno realchanceofvictoryinIreland.Itproducedafewlocalskirmishes,hueandthere, inthecountryitannoyedafewEnglish cities,ande;ecutedaboutoneseriousand twoorthreeminorraidsontheCanadian frontier.Theseraidsweresimplyuseless andabsurd.Theycouldonly.atmost.injuretheCanadians,andtheCanadians showedprettyclearlythattheywouldnot heforcedintotheUnionevenhadtheraids beensuccessful. Thistheyrefused,andthosewhomadethe requestmusthaveknownthattheyhadno coarseopenbuttorefuse,thoughtheaction oftheBishopofCloyneprovedthatthey wereonlydeterminedthattIgthurch'srites shouldnotbemadethemeansofpolitical agitation,whiletheywereasreadyasanyof theircountrymentogivethoseritesto O'Mahoney'sremaims,apartfronttheagitationofwhichitwasattemptedtomake themthesubject.Asapoliticaldemonstration,thefuneralhasbeenafailure,and fromthecoursetheCommitteetookitcould nothavebeenotherwise.Haditbeena success,itsonlyresultwouldhavebeento embarrasstheactionofIrelandinParliament,andtoaddsomeyearstothetime thatIrelandwouldhavetowaitforthe restorationofhernativelegislature. Sin,-WhilstthemightyRepublic,over whichyoupreside,commemoratestheCentenaryofitsdeliverance,theIrishnation, universallymovedbykindredsympathy, desirestomingleitsaccentsofcongratulationwiththeexultantjubilationof avictorious,agreat,andafreepeople. Americahashowenjoyedonehundredyears offreedom,preservingwithunremitting fidelitythe:sacredtrustconfidedtohercare Irelandhasbornesevencenturiesofoppressionwithouthavingever,foronesingleinstant,forfeitedherferventlove,ofliberty. This,weknow,wouldaffordampleand sufficientreasonstoauthorizeouraddressing youraugustnation,forwearewellaware thatacenturyofhappinesshasbutmade freedommoredeartoyourhearts,quickened yoursympathywithsufferings,andrendered despotismmoredetestable.Yetother reasonsalsotherearewhichweventureto recall,because,inrecitingthem,itseemsas thoughweweretracingoutthemysterious designofProvidencewhichfashionedbetweenU3bandsofmysticbrotherhood,drew uscloselytogetherinheart,andmind,and coal,inorderthatthesun-lightofliberty, whichAmericaenjoys,shouldalsoilluminate thesorrowingbutupliftedandexpectant browofIreland. Ofold,whenthemostadventurousoftime mightyAryanracehadpenetratedevento thisourisland,theyclombourWestern mountainsandbeheldtheimmensityofocean whichseemedtodebarthemfromfurther daring.Thematerialcbstaclescouldcontrol theirbodiesonlytheireagle-mindsplanned farbeyondthetossingbillows,and,inimagination,theydiscoveredanewand wondrouslaud.Clothingitinthegolden gloriesofthesunsetsky,theysummedit "TheLandofYouth,"andendoweditwith mysticvirtues,beliovingthatitgave strengthtotheweak,hopetothosewho werefaintofheart,andimmortaljoyand youthtosadoldage.StandingontheuttermostvergeoftimeWesternWorld,gazing fromthelastpinnacleoftheKTIOWII,they pierced,byadivineintuition,themysteries oftheUnknown.Theyimaginedtheexistenceofanewworldwhichaftertimesmade manifest.Theybelieveditpossessedavirtue whichtransfiguresallthetouches-andsuch isFreedomI Theybehelditinthepropitiousland,andwhoshallsaythemnay? wheremany,manyoftheancientraceof Erinweredestinedtorenewtheiryouth, liketheeagle,andarisestrong,prosperous, andinvincible.

Inspiredbythispropheticvision,moved bytimeprofoundinstinctwhichtheAlmighty Creatorinfusedintotheheartsofourforefathers,theirsoulshaveevenyearnedtowardstheWest.Therewasatimewhen Ireland,which,likeZion,hasbecometributary,wasonce"greatamongthenations,a princessamongtheprovinces."Hercountry wastheuniversityofEurope,inwhoseopen gatesstrangers,comingfromallquartersto itsfreelecturesandhospitableboard,met learnedmengoingforthtoinstructall peoples,fromsnowyIcelandtoburningAraby. "ThreecenturiesofEuropeancivilization belongexclusivelytoIreland"-suchisthe testimonyofaforeignhistorian.During thislonglapseoftime,fromthesixthtothe ninthcenturies,manyvoyagerswentforth fromourshoresupontheAtlanticOcean, anditistoldthatsome-amongstthemSt. Brenden-reachedthefar,fairlandwhich mennowcallAmerica.Thenaturalized Norsemenofourports,whosehomewason thelivingwatersofthesea,followedlikewiseinthegoldenpathofthesettingsun, andbehellthefurtherlimitofthemultitudinousbillows.Tothatdiscoveredland, thebounteousterritorywhichtheancient IrishhadnamedtheLandofYouth,"the SagaoftheScandinaviangavethenotless significantappellationof"IrlandinMikla," which,beingtranslated,means"GreaterIreland."

When,inlatertimes,thecolonialassembliesofAmericaresolved'nolongertoenduretheheavyyokelaidonthembyBritain, towhatelsecanweassigntheirundoubting trustinIrishsympathythantothatinstinctivecommunityofsentimentbetweenthe twocountrieswhichappearsfromwhat precedes,tohavebeenfore-ordainedofGod?

ThewordsaddressedbyAmericatoIreland dosomucnhonortoourcountrythatwe cannotbutrecallthem,nottoremindAmericansoftnem(forwellweknowtheyneed noreminder),buttoprovetotheworldthat IrelandwasAmerica'sfriendinthedayof herfierytrial.WhilsttheBritishGenerals complainedthattheIrishrefusedtovolun-

teerfortheAmericanwar,theContinental Congresswroteto"thepeopleofIreland," fromPhiladelphia,in1774,thesewords "Youhaveeverbeenfriendlytotherights ofmankind,andweacknowledgewith pleasureandgratitudethatyournationhas producedpatriotswhohavenoblyuistinguishedthemselvesinthecauseof humanityandofAmerica."In1775,the Congresswrote,saying"Acceptourmost gratefulacknowledgmentsforthefriendly dispositionyouhavealwaysshownus,"and addedtheexpressionofitssympathybecause ofthegrievanceswhichIrelandendured.In 1778,Franklin,thefirstambassadorfrom AmericatoFrance,wrotedeclaringthedeep concernofCongresswithrespecttothe wrongsofIreland,owingto"acombination ofrapine,treachery,andviolence,aswould havedisgracedthenameofgovernmentin themostarbitrarycountryintheworld."It isaneedless,thoughitwouldDeaproud taskforus,torelatewithwhatfervent loyaltytotheprincipleofjusticetheIrish threwthemselvesintothecontest,andmade sacrificeoflifetosecurethetriumphof liberty."Americans!"saidageaerousAmerican,himselftheadoptedsunof1ashington. "Iaccept,"hesaid,"withsingularpleasure theensignofsoworthyafraternityasthat oftheSensofSt.Patrickinthiscity-a societydistinguishedforthefirmadherence ofitsmemberstothecauseinwhichweare allembarked."Ithasbeenaconsolationto ourcountryinherdarkestsufferings,ithas beenanditshallbe,throughoutalltime,one ofthegreatestgloriesofournation,that GeorgeWashington,whorejectedthehonors ofBritain,repudiatedhertitle,andcast downheryoke,acceptedanIrishensign,and becametimefirst"AdoptedCitizenofIreland." Sincethatauspiciousdayacenturyhas elapsed,butinallthosehondredyearsnot oneseemalhasinterruptedthefraternal amityofournations.Trialswhichcameto testtheheartsofboth,havebutservedto callintobeingnewproofsoftheirfidelity, eachtotheother.Whenbyforeignthreat andinternalviolenceagiganticeffortwas madetooverthrowtheRepublicofWashington,andHeavensecureditssafety,byyour hand,theIrishracerenewedthememoryof ourfathers'deeds,andthetestimonyofits truthisinscribedonthetombsofthebattlefield.Amidstthenobleoblivionwithwhich Americahasveiledalltheerrorsoftime waywardpast,thistestimonywillremain imperishabletoennofleourpresent,andinspireourfuture. MR.O'BRIEN.-Mr.Speaker,thisCongress shouldnotadjournwithoutacordialreceptionandacknowledgmentoftheaddressof theIrishpeopletenderedtotheAmerican peopleontheoccasionofthecentennial anniversaryofournation'sindependence. Nonationintheworldhasaffordeddeeper sympathywithusduringourcareerasarepublic.Fromthedawnoffreedomonthis continentthesonsofIrelandweredistinguishedfortheirnoblezealinbehalfofthe principlesofliberty.Bycenturiesofsufferingfromeveryformoftyrannyanddespotismandunparalleledsacrificesonbehalfof self-government,thepeopleofIrelandhad becomeillustriousandwhenourfirst strugglesfortherightsofthecoloniesbegan, Ireland'ssympathieswereextendedto AmericaandIreland'ssonswereforemostin thecontest,byseaandland,contendingfor ourindependence.

OnFridayweekaboutahundredandfifty studentsandex-studentsoftheCatholic UniversityofIrelandpresentedanAddress toMr.Butturginghimtosecureanearly dayinthecomingSessionforthere-introductionofhisBillonthesubjectofHigher EducationinIreland.Inreply,Mr.ButtintimatedthathewoulddowhatI.ecouldin thematter,whileatthesametimehewisely pointedoutsomeofthedifficultieswhich stoodinthewayoftheBillbeingmadelaw, notonlyfromthedifficultiesputintheway ofanyBillbroughtinbyaprivatemember onaccountofthegreatpressureofbusiness inParliament,butalsofromthe felt byaverystrongpartyagainstanymeasure whichwouldproposetheunionofTrinity CollegeandtheCatholicUniversityasthe componentcollegesofagreatIrishUniversity.ThisisthemainfeatoreofMrButt's scheme.Withgoodreasonheremarksthat "AssociationshavegatheredroundTrinity Collegewhichbelongtonationalhistory,and whichoughttobelongtothenationalUniversity,anditwouldbelongbeforethe degreesofanynewUniversitycouldobtain theprestigewhichnowattachestothoseof theDublinUniversity.ToplacetheCatholicsofIrelandonafootingofequality,they wouldbeadmittedintheirseperatecollege toapartnershipinallthepricelesstreasures whichTrinityCollegeinheritedinthe memoriesofitsgreatmen."Thisisaconsiderationwhichmustalwaysbekeptin sielitindiscussingthisquestion.Ireland hasgoodreasontoheproudofTrinity College,anditisonlyjustthatinanyscheme forHigherEducationfortheCatholicsof Ireland,theCatholicUniversityCollege shouldbeinkeIwiththeoldUniversity,and, whilesharieginaportionofitsprestige,act asfriendlyallyandnotasanopponent. Atthepresentmomentthepositionof theIrishCatholicswithregardtoUniversityeducationisaveryanomalousone. ThereisaCatholic'Universityconstituted inDublin.ItcanconfernodegreesinArts, andthoughitcanpreparestudentstocompeteelsewherefordegreesinLawand Medicine,itcantakenopartintheirexamination,norcanititselfconferanyprofesbionaldistinctiononthem.Indirectoppositiontoit,wehavetheQueen'sUniversity inIreland.withitsthreecollegesinCork, Galway,andBelfast,supportedandendowed byGovernment,andqualifiedtograntdegrees.Yet,theQueen'sColic'eshavebeen aec,n)pletefailure,whiletheCa;holieUniversity,takingintoconsiderationthedisadvantaLesunderwhichithaslabored,hasbeen grantsuccess.ItpossessednoState endowment..Ithasbeenentirelysupportedby11wsumsofmoneysubscribedby IrishpeopleinIreland,England,Canada,and theUnitedStates.Thoughitcouldconfer racademicaldistinctions,suchisthelove oftheIrishpeopleforlearningand,for It-armingdrawnfromapurelyCatholic scares,thatalargenumberofstudentshave passetlia,01,:11 course.Itwasproved va enquiryafewyearsago thatthertothirdofscientificeducationin thisUMver,itywasahighone.Itsprofessorslia,chetialwaysamongstthemost eminentmen,eachinhisownbranchof learning.ManyofthemhaverenderedimportantservicestoIreland,antiaglanceat thepagesoftheAtlanticisenoughtoassure ustotheirhighattainments.YetthisCollegeisinthepositionofaprivateinstitution inallitsrelationswiththeGovernmentand thoughbythesacrificestheyhavemadethe Irishpeoplehaveprovedthattheycannot, andwillnot,acceptanon-Catholicsystemof HigherEducation,Governmentstillrefuses toconferanyprivilegesupontheCatholic Uuiversity,ortoadmitittoashareinthose ofTrinityCollege.

Whatlieproposedthentodothisevening wastouncoveranddisplaythreegreat HiddenSpringsofthisdescriptionthe first,governinganddirectingthatoldworld whichispassedandgone;thesecond, whollydifferentfromthefirstinitsposition,itssetting,anditsworkmanship,which stillmaintainsthepresentequilibriumand thethird,which,thoughnotyetpossessed ofitsfullpowerofleverage,andstandingin theback-grounds,threatenstocomeforward andreversethepresentcoursesoftheworld.
