Thefollowingisatranslationofthe magnificentAllocutiondeliveredbyhis HolinessPopePiusIX.totheCardinals assembledinsecretConsistoryonMonday, March12:"Manytimes,VenerableBrothers,inthe heavydaysofourmuchtriedPontificate, haveweassembledyouaroundustodeplore theevilsandprotestagainstthecrimescommitted,whetherinItalyorelsewhere,tothe injuryoftheChurchandtheApostolicSee. Intheselastyearshoweverwehavebeen witnessesofattacksstillmoreviolentwhich theCatholicreligionhashadtoendure invariouspartsoftheCatholicworld throughtheworkofourenemies,towhom theoccasionwasopportuneforessailingthe theSpouseofJesusChristbothonaccount ofourunhappypositionandtheabandonmentinwhichwestandofeveryhuman succour.Weshouldhavewishedtorecall yourattentiontothisalmostgeneralpersecu- tiontowhichtheChurchissubjectedat presentinvariouspartsofEurope,but, reservingthepainfuldescriptionforanother occasion,wecannotdolessthanpointoutto youto-daytheincreasinggravityofthe situationoftheCatholicChurchinItaly, andthestillhardertrialsthatawaitusand thisApostolicSee.Itisalreadytheseventh yearsinceanusurpingGovernment,treading underfooteveryDivineandhumanright, indespiteofthemostsolemntreaties,and profitingbytheill-fortuneofagenerous nation,occupiedbymainforceallthatremainedofourprovincesandinvadedthis HolyCity,fillingtheUniversalChurchwits mourningattheconsummationofsoiniquitousadeed.Inspiteofthehypocriticaland clisloalpromisesmadeatthatmomentby theusurperstoforeignGovernments,that theywouldrespectthelibertyoftheChum) toiltheindependenceoftheRomanPontiff, wewereneverundertheallusionwhatever astothesatandmiserablefutureinstore -forusundertheirdominion.Onthecontrary,indeed,wellknowingthefelldesigns peepertomenboundLogeherbythespirit ofrevolutionandiniquitiousties,wethen foretoldthattheRill)ofsuchsacrilegious invasion.vasnotsomuchtheconquestof curStateasthewickeddesignsofdestroy- ingthemoreeasily,throughthesuppression ofourtemporaldominion,alltheinstitutions oftheChurch,ofannihilatingtheauthority oftheHolySee,andofcuttingthesupreme poweroftheVicarofJesusChrist,tous, althoughundeserving,confided.

"Now,thisworkofthedemolitionan destructionofeveryecclesiasticalorganiza- tionmaybesaidtobecompleted,ifnotup totheintentionsandhatredofthepersecu- tors,atleastinasfarasthemostgrievous ,vhichuptothepresentdayhave beenheapeduponusanditisonlynecessarytocastaretrospectiveglanceuponthe lawsanddecreesmadeinthisshortlapseof timetoseeclearlythat,onebyone,allthe meanshavebeentakenfromusofsuitably governingtheCatholicChurch.

"ThesuppressionofthereligionsOrders has,infact,notonlydeprivedusofuseful fellow-labourersintheexerciseofthesacred ministryandtheassistanceofthedifferent ecclesiasticalcongregations,buthasatthe sametimecausedthedisappearanceofso manycentreswherethosereligiousofother nationswerewelcomedwhohastenedtothis metropolisfromtimetotimetorefreshtheir spiritandtorenderaccountoftheirmissionssothatthesebeneficientplants, whichwerealwaysbearingtoeverycorner oftheearthfruitsofblessingandpeace, weretornupbytheroots.Thesameunjust suppression,also,whichdissolvedthehouses oftheMissionsestablishedinRome,inorder toprepareworthyworkerstobesentintothe mostremoteandinhospitableregionsofthe universe,hasdeprivedsomanyChristians ofsopiousandcharitableasuccour,with immenseinjurytothepropagationofthe faith,andtoChristiancivlizationitself, proceedingfromtheholinessanddoctrine (teaching)ofourreligion.

"Andtheselaws,alreadyinthemselves verybitterandadversetoreligion,notless thantohumansocietyitself,werenotlong sincemademoregrievousbynewMinisterial ordinations,whichseverelyprohibitboththe formingofreligiouscommunitiesandnew admissionofregularsofbothsexes.

"ThereligiousOrderabeingsuppressed, nextcameinitsturnthedestructionofthe secularclergy,andWe,togetherwiththe bishopsofItaly,wereconstraing4toseealas,withwhatgrief1-thefairesthopes oftheChurchtornfromthesanctuary,youngclericsintheverymomentofconsecratingthemselvesdefinitivelytoGod forcedtotakearmsandleadalifeinevery wayopposedtothespiritoftheirvocation. Whatmore?Withanotherunjustlawwe sawthewholepatrimonywhichtheChurch bysacredandinviolabletitlepossessed usurpedingreatpart,andinpartsubstituted

by eventualitiesslenderassignments,subjecttothe ofthetimesandthecaprice ofGovernments.Wesawusurpedandreducedtoprofaneusesinnumerableedifices whichthefaithfulhaderectedatenormous sacrifices,andwhichformedthefairestornamentofChristianRome,destinedtoreceive thespousesoftheLordorothermonastic families.Wesawtakenfromus,andiron, theholyministersofthealtar,alltheworks andinstitutionsofcharityandbeneficence, someofwhichtheRomanPontiffs,ourpre- decessors,haderectedhereinRomewithso muchmunificence,andsomeofwhichwere duetothecharityofforeignnationsandif someremainsofpiousworksstillremain underthevigilanceoftheChurch,itwill notbelongbeforealawispresentedwhich willtakethemalsofromt.sandcausethem todisappearaltogether,astheopenwords andactsofthepresentGovernmentconvince us.Wehaveseen,andwerepeatitwith themostintensebitternessofoursoul,both publicandprivateinstruction,whether scientificorliterary,withdrawnbydegrees fromtheauthorityanddirectionofthe Church,andtheofficeofteachingentrusted tomenofsuspectedfaith,ortoopenenemies oftheChurchwhohadnoscrupleinmaking publicprofessionofatheism.

"Everyreligiousinstitutionbeingthus destroyed,nothingremainedbutto.impede theministersofthealtarintheexerciseof theirspiritualfunctions,andthishasbeen donebythelawlatelyvotedintheChamber ofDeputies,andwhichhasforitstitle,'On theAbusesoftheClergy.'Invirtueofthis lawacts,insidiouslyqualifiedasdisturbing thepublicconscience,andthepeaceof families,aremadecrimesinbishopsand priests,andforthatreasonsubjecttosevere punishmentswordsandwritingsofevery kindwithwhiththeministersofthealtarig thefulfilmentoftheirsacredd,rtiesmay disapproveorcensureanydecree,anyact whatsoeverofapublicauthority,whetheras contrarytotherightsofreligion,whetheras opposedtothelawsofGodandtheChurch, areequallypunishable,asarealsothosewho may frompublishordiffusetheaforesaidwritings, whatsoeverecclesiasticalauthority,and fromwhatsoeverplacetheymayemanate.

Sosoonasthislawcanhesanctionedand promulgated,alaytribunalmayjudgeamid howapriestintheadministrationofthe sacramentsdisturbstheconscienceofthe faithfulandthepeaceoffamilies,andthe wordofthebishops,ofthepriests,shallremainshackledandstifled,andnutlessshall bethatoftheVicarofJesusChrist,who, althoughhemaybepersonallycalledirresponsibleforreasonsofpolicy,shallneverthelessbepunishedinthepersonsofhis accomplicesasaMinisterhadnuhesitation indeclaringinpublicParliament,when alludingtoourperson,hestatedthatitwas neitheranoveltynorananomalyinpenallegislationtopunishaccompliceswhenthe principalauthorwasbeyondreach.From whichitisevidentthattheblowaimedby thislaw,accordingtothemeaningofthe rulers,refersalsotous,sothatwhet)our wordsorouractsareinoppositiontoit,the bishopsandthepriestswhoshallpublishor shallcarryoutourresolutionsshallbearthe penaltyofthatpretendedonlinewhichin theirjudgmentisattributedtous,astothe principalauthorofthecrimeandoffence.

"This,VenerableBrethren,istheexact andtruthfuldescriptionofthepositionto whichtherulingGovernmenthasreduced us;thisisthemuch-boastedlibertyand powerweenjoy-liberty,itistrue,toassist dailyattheprogressivedestructionofall ecclesiasticalorganisation,andofthecertain ruinofsouls,withoutbeingabletooppose theslightestremedy.Afterallthis,isit notanatrociousironyandmockerytorepeattous,asiscontinuallydone,thatwe oughttocometoanaccordandaconciliation withtheGovernmentwhichoppressesus, whenthispretendedconciliationwouldbe equivalenttoatotalabandonmentonour part,notonlyoftherightsoftheHolySee transmittedtousasasacredandinviolable depositbyouraugustpredecessors,butalso inamorespecificmanneroftheDivine missionconfidedtousforthegoodofsouls, intothehandsofanauthoritywhichputs everythingintooperationtodestroy,ifit werepossible,eventhenameoftheCatholic religion?Now,indeed,theworldmustbe thoroughlyenlightenedastothevaluecf thosepretendedguaranteeswhich,todelude thesimplicityoftheincautions,ashowwas madeofgivingtotheHeadoftheChurch,to ensurehisdignityandindependence; guaranteeswhichhavenootherfoundation beyondthecapriceand ofthe Governmentwhichapplies,interprets,and carriesthemintoeffect,accordingtoits desiresanditsparticularinterests.

"No,theRomanPontiffneitheris,nor everwillbe,freeandindependentunderthe dominionofanextraneousPower.InRome hemusteitherbeaSovereignoraprisoner, andtheCatholicworldcanneverbetranquil aslongastheactionoftheR42manPontiff

shallbeexposedtotheagitationofparties, tothearbitrarypoweroftherulers,tothe resultsofpoliticalelections,andthecalcula-tionsofcraftyandinterestedmen.

"Butdonotbelieve,VenerableBrethren, thatinthemidstofsomanydifficultieswe losecourage,orthatthereisanydiminution inthattrustwereposeinheeternaldecrees oftheOmnipotent.Railerthanseeka tranquilasyluminaforeigncountrywehave remainedhereinRomeinordertodefendlikeavigilantsentinelattheSepulchreof S.Peter-theinterestsoftheCatholic Church.Wehavestruggled,andstruggle daily,forthepreservationofherrights.We defendinchbyinchthelittlethatstillremainstosaveitfromtheusurpationofthe revolution.Wehave,inconformitywith ourduty,madeourvoiceandourreclamationsheard,andyou,whohavesharedour troubleandthedangerswithus,havebeen witnessesofthewordswehavepublicly spoken,whethertocondemnnewattempts, toprotestagainsttheinsolenceofour enemies,ortowarnthefaillifulagainstthe seductionsofhypocritestheteachingof falsebrethren.

"WolildtoHeaventhattheseourwords mightintheendbeheardbythosewhose autyandinterestitshouldbetosustainour authorityandtoprotectthemostholyand legitimatecauseofanyupontheearth. Andhowcantheybeunawarethatthere cannotbeprosperityforthenations,tranquilityandreposeforthepeoples,and firmnessandstabilityforthrones,ifthe authorityoftheChurch,whichisthefoundationofallwell-orderedsociety,isdowntroddenandoutraged,andifthepersonof theSupremeHierarchisnotfree'andindependentinhiselevatedministry?

"Fortherest,itisacauseofrejoicing thatourvoicehas,happily,beenheardby theCatholicpeoples,whohavewithalacrity receiveditwithnalpietyandequal advantageandtherepeatedandcontinued proofswhichtheygiveus,whiletheyarea glorytothem,andtotheChurch,are earnestofbetterdaysfortheChurchherself,andfortheApostolicSeeandin truthwecannotsufficientlyexpresstoyou, VenerableBrethren,theconsolationwhich, amidthegeneralabandonmentinwhichwe are,weexperienceinseeingthisspontaneous andgenerousmovementwhichismanifestinganddiffusingitselfamongthepeoplesof eventhemostremotenationsinfavorofthe RomanPontificateandofourhumbleperson.Thegenerowlsuccourswhichcometous fromeverycorneroftheearthtosupplythe mosturgentneedsoftheHolySee,andthis gatheringofthenationstotheVaticanto testifytotheHeadoftheChurchthesentimentsoftheirfilialpiety,arefactsfor whichwecannotenoughthankDivine Providence.Wewouldwishalsothatall mightfullyrecognizethevalueandthe significanceofthesepilgrimages,which,being thusmultipliedintheverymomentofperil fortheRomanPontificate,arenotsomucha demonstrationofsimpleaffectionand reverencetowardourhumbleperson,asa clearandeloquentmanifestationoftheinternaluneasinesswhichreignsintheheartof allCatholicsastotheabnormalpositionof theircommonFatheranuneasinesswhich willnotcease,butratherincreaseuntilthe HeadofCatholicityreturnsintothe possessionof'aisfullandrealindependence.

"Wewouldwishthatourvoice,issuing fromthisinclosure,mightpenetratetothe utmostlimitsoftheworld,toattesttoall theCatholicsoftheuniversethegratitude ofoursoulforthegenerousandrepeated proofsgivenusoftheiraffectionandfilial devotion.Wewouldthankthemforthe sacrificestheymaketothenecessitiesof theirFather,eventotheforgettingsometimesoftheirownstraitenedmeans,knowing thattheyoffertoGodwhattheygivetothe Church;wewouldwishtocongratulatethemforthecouragetheyshowindespising theangerandderisionoftheimpious;we wouldprovetothemhowmuchwearebeholdentothemforthatalacritywherewith theyproposetogiveusanewpledgeoftheir loveincelebratingtheanniversaryofthe episcopalconsecrationwhich,albeitunworthy,wereceivednowfiftyyearsago.

"Wewouldwishthatourvoicemight reachatoneandthesametimeallthe pastors,eventhemostdistant,ofthe CatholicChurch,toinvitethesistosignalise tothefaithfulcommittedtotheircarethe ever-increasingperilsofourdifficultsituationwewouldwishthattheymightcause themtounderstandwellthat,whateverbe thefateawaitingus,weshallneverceaseto raiseourvoiceagainsttheiniquitiescommittedunderourowneyes,butitmaywell happenthatbytherecentlaws,andbyothers whichareannouncedasstillmoreoppres-sive,ourvoicemaynotbeabletoreach themexceptrarely,andatthecoatofgrave andwearisomedifficulties.Meanwhile, therefore,weexhortthemtoforewarntheir docksagainstthefalseandhypocriticalin-

ainuationsofthosewhowithinsidiousart attempttomisrepresentourtrueandreal situation,whetherbyconcealingthegravity ofit,whetherbyextollingitslibertyand independence,whilethewholesituationis epitomizedinthesewords-theChurchis persecutedinItaly,andtheVicarofJesus Christisneitherfreenorindependentinthe exerciseofhissupremepower.And,this beingthecase,nothingseemstobemore opportune,nothingdowedesiremore ardently,thanthatthosesameholypastors, whohavegivenussomanyproofsofunion andgoodwill,whetherindefenceofthe sacredrightsoftheChurchandinobedience andaffectiontothisHolySee,shouldstudy torouseuptheirfaithfulflockstoactupon theirGovernmentsthroughthemeans allowedbythelawsoftheirrespective countries,inordertoinducethemtocasta glanceuponthesituationoftheHeadofthe CatholicChurch,andprovide,inanefficaciousmannerfortheremovaloftheobstacles whichpreventhisfullandrealindependence. AndasitispropertoGodalonetoilluminate mindsandturntheheartsofmen,weinvite notonlyyou,VenerableBrethren,tooffer warmprayerstoGod,butweexhortthe pastorsthemselvesofalltheCatholicpeoples toassembletogethertheirfaithfulinthe temples,thattheymaynotceasetopray fromthedepthsoftheirheartfromthe commonmothertheChurch,fortheconversionofourenemies,andthecessationof evilssogreatandsouniversal.Godwill receive,weareconfident,thesupplications ofHispeoplewhoturntoHim,forHehas pleasure,inthosewhofearHimandhope inIlia.nrercy.

"Meantime,VenerableBrethren,letus comfortOurselvesintheLordandiathe powerofHismight;andclothedinthe armourofthestrong,letusnotceaseto combatwithvalorandvigor,aswehave hithertodone,againstthepowersofdarknessandtheperversityofthisage.Already thetorrentofrevolutionthreatenstosweep awayallthings,andnotafewoftheauthors andpromotersofitlookbackterrifiedat theirownwork.Godiswithus,andwill bewithusuntiltheconsummationofthe ages.Letthosefearofwhomitiswritten Isawthosewhocommittediniquityand sowedtroublesandreapedtroublesperishat thebreathofGod,andtheywereconsumed atthebreathofHisanger'Butforthose whofearGod,whofightinHisname,who hopeinHispower,ispreparedmercyand aid;noristhereroomfordoubtingthat Hisbeingthecause,Histhebattle,Hewill guidethecombatantstovictory."

BeholdVenerableBrethren,hownotonlyso manyaidsandinstitutionswhichhadstood thetestofcenturies,andothertempestuous epochs,institutionssonecessarytotheadministrationoftheChurchhavebeenviolently destroyedbutsaehowtheextremeis reachedevenofimpedingthatsublimemission,whichtheChurchbadfromherDivine Founder,ofteaching,directing,admonishing, byclosingunderthreatsofseverestpenaltiesthemouthofherministers,who,whilethey teachthepeopletoobserveallthatJesus Christhascommanded,whiletheyareinstantinseasonandoutofseason-reproving,entreating,exhoqiug,teachingwithall patience-aredoingexactlywhatisimposed uponthembyDivineandApostolicauthority. WepassoverinsilenceotherdarkmachinationsoftheenemiesoftheChurch,to which,weareaware,someinpublicautho- ritydonotrefusetheiraidandencouragement-machinationsthroughwhichthey woulddesiretopreparefortheChurchdaysof yetgreaterdesolation;whetherinprompting occasionsofschismatthemomentofthe electionofthefuturePontiffwhetherin disallowingthespiritualauthorityofthe Bishopsplacedbyusfortheruleofthe churchesofItaly,whichhasforcedusto declarethatthepresentationtothecivil Governmentoftheactsoftheircanonical institutionmaybetolerated,inorderthus toprevent,asmuchasinuslies,mostgrave evilsanddangers,whichnolongerreferto thesimplepossessionoftemporalgoods, butwhichserio'rslythreatenthepeaceof consciencesandthesalvationofsouls,which isforusthesupremelaw.Butinthisthat wehavedonetopreventveryseriousevils, wedesirethatpublicly,andonceagain,it maybeknownthatweutterlyreproveand condemnthisunjustlawwhichiscalledof thereproplacito,declaringopenlythatthe DivineauthorityoftheChurchisoffended byit,andherlibertyviolated. "Afterthispainfulexposition,whichdoes notincludemanyotherdeplorablethingsto whichwecouldhaveextendedourdisconrse, weaskhowitispossiblethattheChurch canoegovernedbyusunderthedominion ofanauthoritiwhichdeprivesusof everymeans,whichcloseseveryway,which ateveryinstantimposesobstaclesa,ndembarrassments,andwhichlaysforusatevery momentnewlynx-liketraps?Intruth,we cannotunderstandhowmenNGbefound who,wecannottellwhetherwithgreater

arbogaica.eedesior.dther.byseems jrtriP110.1"11*,Deggeeing delf reesunp,tocreate thebeHetthe:VenationoftheRoman Pontiffissuch,hereinRome,teat,evenin thepresenceofausurpingGovernment,he canexercisehis-supremeministrywith ilranquiliqandfreedom.Andinsupportof thisideaoftheirstheyletnoopportunity escape,whenbishopscometoRome,andare receivedbyusinaudience,whenpilgrims crowdtotheVatican;orwhendiscoursesare fromtimetotimepronouncedbyusupon theattemptscommittedagainsttheChurch, maliciopslytoendeavortoconvincethe incautiousthatwearereallyfreswhetherto receive,tospeak,oreventogovernthe UniversalChurch.Intruth,wearesuprised ttheshamelessnesswithwhichthesethings arerepeated,asiftheexerciseoftheacts &bontwhichtheymakesomuchnoisewas leftinourfullandfreepower,andasifin themconsistedtheworkofgoverningthe Churchconfidedtoourcare.Perwhoare theywhodonotknowthettheactswhich to-dayitisboastedarefreearenotdependent uponourpower,butuponthatofthepresent rulers,sothatwecanonlyperformthem withincertainlimits,andforaslongonly astheyarenotprohibited?Thatuponthew dependstheexerciseoftheseactscalledfree is-evenifotherevidencewerewantingclearlyshownbythelastlawswehave alreadydeplored,invirtueofwhich,with newandintolerableoppression,thefreeexerciseofourspiritualsadthatoftheecclesiasti.3a1ministryislimitedendshackled. "Batiftheypermitustoperformcertain actsbecausetheyknowitistotheirinterest tohaveitbelievedwearefree,howmany othergravethingsofthehighestimportance andnecessitytheyare,onthecontrary, thatwhenrequiredwe,inpointoffact, cannotdo,deprivedaswearethroughthe chainslaiduponus,oftherepuisiteliberty andindependence?Wewouldgladlyhave itthattheywhowriteandspeakinthe mannerwehavedescribedshouldturntheir eyesuponwhatoccursaroundourself,and foramomentdispassionatlyjudge,ifitcan inrealitybesaidthatthegovernmentofthe Churchispossibleinthesituationinwhich theGovernmentofUsurpationhasplaced us.Wewouldthattheyshouldhearthe injuriesandtheinsultswhicharedaily launched,eveninpublicParliament,against ourhumbleperson-injuriesandinsultsfor which,individuality,wepardonthoseunhappyoneswhopronouncethem,butwhich cannotdeotherthanoffendthewholeChurch inthepersonofitschief,whotheywouldseek todepriveofthathighrespect,intheminds ofthefaithful,whichtheVicarofChrist requiresforthesupremeg3verntnentofthe Church.Theywouldthenhewitnessessof theopprobriumandcalumnieswhich,in e%erywaypossible,arevomitedforthdaily against andagainstthehigh dignitariesoftheChurch,withgreatdisadvantagestotheirrespectiveadministrations.

"Wewouldthatthesesustainersofour pretendedlibertieswerehereinRometo lookonwhileallthemostaugustritesand teachingoftheCatholicChurcharederided andtrampledunderfootdaybyday,tobe presentatthemanyprofanationsofthe mostaugustmystries,andtoseeimpietyand atheismhonoreddailywithpublicdemonstrationsandsolemnprocessions,whichprohibitionpreventsthosereligiousprocessions whichtheancientpietyoftheItalianswas alwaysfreetoorganizeoneverysacred occasion.Wewouldthattheyshouldhear theblasphemieswhich,withoutawordof protestonthepartoftheauthorities,are vomitedforthagainsttheChurchinthe ParliametaryChamber,wheretheyhave gonesofarastoqualiflyherassubversive andaggressive,herlibertyaswickedand fatalinprinciple,herdoctrinesasperverse, anti-social,andimmoral,andherinfluenceas hurtfultosociety.Theywouldthemselves beabletojudgeofthecontinued,varied,and powerfulopportunitiesofferedtoincautious youthtodemoralizeandoorruptit,andto rootoutfromitsheartthefaithofits fathers.IWewould,inshort,thatthey shouldwanderthroughthestreetsofthis city,which,becauseofthechairofS.Peter, istheseatandcentreofreligion,andthen judgeifthetempleserectedtofalsedoctrines,theschoolsoferrorfoundatevery corner,themanyhousesofperditionopened ateverystep,themostobsceneandrepulsive spectaclespresentedtotheeyesofthepublic makethepositiontolerableofhimwhoby thedutyofhisApostolicministryoughtto prevent,andwouldprevent,allthesedisorders,butwho,onthecontrary,isdeprived ofeverymeansandofallpowerofpreventingevenoneandofguardingagainstthe ruinofsomanysouls.-Register.
