Irelandthusstandsaloneinsendingtothe Vaticanasitsrepresentativesthesamemen whorepresentitintheParliatnentofthe threekingdoms. Inatwo-foldsensethedeputationisan importantone.Inthefirstplaceitmarks theintimateconnectionbetweenthefaith andthenationalityofIreland.Amongst thefiftymeannesswhosignedtheAddress thereweremenofmanyshadesofopinion, buttheonepointonwhichtheyunitewithoutanycompromiseisdevotiontothecause oftheSovereignPontiff.AsIrishmembers itscentsonlythenaturalcourseforthem nooneissurprisedtohearit;infact,the onlysurprisingthingwouldhavebetnto haveheardtheyhadnet.doneit.Itisthe firsttimethattheIrishCatholicsinthe HouseofCommonshavesentadeputationto Rome,butitonlygivesexpressiontothe closehistoricalconnectionbetweenIreland antitheHolySee.&wiperetuhiprefidrlio"FaithfulatallIitne,andinallptari,"wastheproudmottooftheItishBrigadein theoldRoyalArmyofFrance.Inahigher senseithasbeenthemottoofIrelandsincetine daysoftit.Patrick.Notbywordsonlyhas IrelandprovedherfidelitytotheHolySee inourowndays.Irishvalorboreitspartin thebattlefortherightsoftheHolySee. IrishswordsflashedonthefieldsofCastelfidardoandMentana.andonthewallsof Spoleto.Ancona.anddome.ItwasanIrish officerwhocommandedatthePortaI'iaon thefatal20thSeptember.TheIrishmember whoproposedtheAddresstotinePope.and whoreaditwhenitwaspresented,was himselfaPontifiealZoniave.Tothis,we believe,wasduethefactthatthedeputation wasintroducedbyGeneralKanzler,the veteranchiefofthePapalArmy.Itwas fittingthatGeneralKenzie'.shouldintroduce suchadeputation,forofthethreemembers onewasasoldierofthePontificalArmy,the twoothersIrishsoldiersoftheBritishArmy andbesidestheAddresstrimtheHoinseof Commons,theChevalierO'Clerybrought withhimasecondAddressnomtheIrish soldiersofthebrigadeoftail°.andofthe PontificiaZouaves,inwhichtheydeclared theirreadinesstorallyagaintotineStandard oftheKeyswhenevertheHolySeccanbe defendedbytheswotcisofthechildrenof theChurch. Inthesecondpace.thedeputationina remarkableonewhenweviewitinrelation tothegeneral'taleofEurope.NoState assuchhassentanembassytotheVatican tocongratulatetheHolyFatheronthe fiftiethanniversaryofhisEpiscopate.The clergyandthepeopleofeterylnationhavedone itgenerallywinbouttheconcurrenceoftheir rulers.ofteninopinrositiontothem.Spain has,iratesl.placedafrigateatthedisposal oftheilish,I,goingtoflorae.Itisanact whichshies,:thatsheisstillaCatholicnation. ButIrelandstandsforemostamongthepeoples represent,'bythepilgrimages,forinher (1,e.in farasitispossibleforapeople whoarcnotindependent,shehassentan officialeerssyto1110110'ySc.,Thcreis noexag.;:esitioningivingthisnametothe Fishdeputation.Itexpressessignificantly enoughtOetruththatinIrelandthereligion oftheierplehas,notbeendivorcedfrom tl.eirpotitcalliftsashasunfortunatelybeen thecaseamongstmostotherpeoples.That iswhattheIrishmembersproclaimto Europebytheactiontheyhavetaken.Asa Catholiccountry,Irelandisfitlyrepresented intheHowieofCommonsbyaCatholic party-notthatinbeingCatholicitexcludes. orwouldforamomentwishtoexclude,the ProtestantsofIrelandfromfullantifree participationineveryrightthattheycan everclaim.Thefactthattheleaderofthe IrishpartyinPatliamentisaProtestant provesthis.Butnonetheless,thepartyas abodyisCatholic,andtoitsguardianship arscommittednotonlytheCatholicinterests inIreland.butalsothepoiticalinterestsof theCatholicsofEnglandandScotland.We lookforwardwithconfidencetotheday whenCatholicswillsitforEnglishconstituencesintheHouseofCommons;butas thingsstandsatpresentwehavetofacethe factthatEnglandlooks,andmustlook,to IrishmenfortheprotectionofCatholicinterests.TheIrishCatholicmembers.therefore,inapoliticalsenserepresentthevanguardofCatholicityintheEmpire.inwhich Irelandholdsherplaceastheforemostof theCatholicnationswhichpayitallegiance. HerpositionintheEmpire,herverymisfortuneshavegivenheranoblemisssion. Hersonshavegoneforthintheirthousands toEngland,Scotland,andthecoloniesthey haveleavenedthegreatmassofEnglishand colonialProtestantism,andtheyareslowly butsurelywinningbackthisgreatEmpireto communionwiththeHolySee.Noonewho glancesbackuponthehistoryofCatholicity inEnglandandinthecoloniesduringthe lastthirtyyearscanfailtoseethatthisis thecase. OfthewelcomewhichtheIrishmembers receivedfromtheSovereignPontiffweneed saylittle.PiusIX.hasshownhislovefor IrelandthroughouthisEpiscopateeversince hesenthisofferingswithr.osparinghandto buybreadforthefamishingpeopleinthe famineyear.Hehasalwaysspokenof Irelandintermsofthewarmestaffection,and amongtheactsofhisPontificatehenumbers thefoundingofanIrishCatholicUniversity andtheraisingtothepurpleoftwosonsof Ireland-onetheArchbishopofDublin,the

otherthefirstprelatetotheCatholic,Church inAmerica.WebelievethatnoCatholic countryho'd'ahigherplaceinthepaternal heartoftheSovereignPontiffand,onthe otherhand,noonecanfailtoseethatthere isnopeoplewhichhearsawarmerandtruer affectionforPiusIX.thantheIrishrare-not inIrelandonly.butinitsscatteredhomesin everyquarteroftheglobe.-Reetster.

THEPOPE'SADVANTAGE.

TheEnglishPressisstillchildishlyafraid ofsayinganythingthatappearstoflavora Catholiccause,howeverclearmaybethe justiceofthatcause.MissHarrietMartineau tellsoftwooccasionsonwhichtalesofhers wereperemptorilyrefusedsolelyonthe groundthatshehadtakenoccasiontodraw attentiontothevirtuesofRomanCatholics. andshedeclaresthatthelateMr.Dickens avowedtoherhisintentionnevertoram, anything,howevertrue,thatcouldbenefit thereputationshouldhavesupposedthatto bethepolicynotonlyofapastage,butof ablunderingeditor,unless,indeed,tint. journalinwhichsuchapolicywasadopted hadcirculatedchieflyamongsttineignorant andvulgar.Englishmenofanyculture understandbythistime,wehope,thatthe dutyofaccordingequaltermstogood personsofallreligiouscannotreallybeheld orpractisedasadutyatallunlessyouare preparedtopractiseitinthecaseofthose whowouldnotacceptthatdutyforthemselvesandwhowouldnotapplyittoour ease.Ifaprincipleisgoodonlyforthe caseofthosewinoacceptit,itisnotgoodat all,fornobodycanreallyacoeptitwhodoes notfeelitbindingonhintwhenhecomesto dealwiththosewhoarenotofhisownway ofthought.Now,thePope'sAllocutions arogenerallyveryirritableandfeebleprodilutions,butintheAllocutionof!starch1.2 evenhisstyleindicatesthathehasatlast gotsomethingtosayabidethosewhodo notaccepthisauthorityare,asreasonable beings,boundtoattendto.Andaccordingly thereismuchlessofthatfretfulnesswhich marksthelatentinien,sionthatDOOM'who doesnotagreewiththePopealready,isat allthemorelikelytoagreewithhimfor anythingthattheAllocutionsays.We willnotsay,indeed,thatthenewAllocution isatstatesmanlikedocument.Butunquestionablyithasmoreoftinesolidbasisoffact andargumentthanmaywerememberfor manyyearsback.Andyethegetsnocredit forthisfromtineEnglishPress.Nevertheless,thereasonofhisbetterandmorereticentstyleisobvious.IftheItalianBillon ClericalAbusesistopassinanythinglike itsoriginalform,itisquiteclearthat Cavour'stheoryofa"FreeChurchina FreeState"wouldhavebeencompletely abandonedbyItaly,andthattherewould hethegravestjusticeinthePope'scomplaintthatthelibertyoftheChurchisa fiction.andtheusurpationoftheStatea fact.OnFebruarylothlast,theSulurderq Review,whichis,()Icourse,quiteabovethe vulgarfearofbeingthoughttofavorRoman Catholicism,containedaveryinteresting paperon:heprovisionsofthisstrangeoutburstofpersecutingscepticisminItaly andprovedconclusivelythatthemeasure winsinmanyrespectsworse,andcertainly supportedbyamuchmereindecentdemonstrationofatheisticpassion,thantheFeick LawsinGermany.Thusthefirstarticleof thisabsurdandintolerantBillprovidesthat "theMinisterofReligionwhoabuseshis office,soastooffendagainsttheinstitutions orlawsoftheState,andperturbthepublic conscienceorthepeaceoffamilies,shallbe liabletoimprisonmentforatermranging fromfourmonthstotwoyears,withafine whichmayextendto1,000lire,(.ePOOf course,underthatclauseJohntheBaptist wouldhavebeenfinedXi()andsufferedthe sameimprisonmentasheactuallysufferedat Ilerod'shands,thoughtnodoubthewould nothavebeenliabletothearbitrarycapital punishmentwhichheactuallyendured. Indeed,anyoneofourIIigh-ChurchclergymenpreachingthattomarrytotheLawof Christ,oranyDissentingministerdeclaring thatthetolerationoftheStateChurchisa wickednesswhichmustbevisitedinadivine judgmentuponthenation,wouldbepunishableunderthisclausewithfineandim prisonment.Theformercouldeasilybe showntohavedisturbed"thepeaceof families,"andthelattertohave disturbed"thepublicconscience." Indeed,whatministersofanykindareusefulfor,iftheyarenotattimestodisturb boththepublicconscienceandthepeaceof families,wecannotimagine.Whathave beenalltheeffortstorousethepublicfeeling ofEnglandagainsttheTurkishpolicyof LordBeaconsfield,excepteffortstodisturb "thepublicconscience Whatcanany sortofattackonthemoralapathytoevil, whetherindomesticCrinnationalmorals, be,exceptanassaultontheprivateorpublic conscience,asthecasemaybe?Itisclear thataclausesovagueasthiscanbemeant fornopurposeonearthexcepttoputa powerfulweaponagainstMinistersofReligion intothehandsofanunscrupulousAdministration,tobeusedbythemastheopportunity ofthemomentmaysuggest.Thesecond clauseoftheBillisevenmoreexplicitin thesamesense,andisintendedabsolutelyto paralysethepulpit."Anyclericwho,in theexerciseofhisoffice,bydiscourses spokenorreadinpublicassembly,orby writingsotherwisepublished,expressly censures,orbyanypublicactionoutrages, theinstitutionsorlawsoftheState,*Royal decree,oranyotheractofpublicauthority,

shallbeliabletothreemonths'imprisonment."Why,halfthepoliticiansofEngland,probablymorethanhalf,couldhe imprisonedforthreemonthsundersucha provisionasthat,iftheywerebut'clerics.' WhatTorygentlemanistherewhohasnot onplatformsdozensoftimessinceitwas disestablished,denouncedtheDieestahlishmentoftheIrishChurchasagrossiniquity? WhatNoneoniforruisthasnotinveighedin unmeasuredtermsagainstthegrossinjustice oftheEstablishmentandtheEducation Act?EveninItalynosuchprovision wouldbepermittedforamomentagainst anyclassbuttheclergy.Oneofthevery menwhosupportedthismeasuredeclared insupportofit,inParliament,that"all religionsareincompatiblewithmodern civilisation,"aslayingcertainlytendingto disturbgreatlyboththe"puolicconscience" andthe"peaceoffamilies;"butthe purposeofthismonstrousmeasureevidently istotakeawaytheirmorallibertyand powerfromI'riests,andfromnootherclass inItalianSocietyatall.Wecannotsaywe wonderthatwiththismeasure,although notasyetpassedbytheSenate,beforehim, thePopeseizedtheopportunitytodeclareto theworldthattheItalianRadicalsareconspiringagainstthelibertyoftheChurch, andintendingtokeephimandhisclergyin thestrictestmoralfetters,andtosubject them,iftheydetheirduty,toallsortsof pettypersecutions.Whatthel'opesaysof thisproposaliscertainlynotatalltoostrong -"Sosoonasthislawcanbesanctionedand promulgated,alaytribunalmustjudgeif andhowaPriest,intheadministrationof theSacraments,disturbstheconscienceof thefaithfulandthepeaceoffamilies,and thewordoftheBishopsandofthepriests shallremainshackledandsmotheredand notlessshallbethatoftheVicarofJesus Christ,who,althoughhemaybepersonally calledirresponsibleforreasonsofpolicy shallneverthelessbepunishedinthepersons ofhisaccomplicesasaMinisterliedno hesitationindeclaringinpublicParliament, whenalludingtoourperson,hestatedthat itwasneitheranoveltynorananomalyin penallegislationtoimpishaccompliceswhen theprincipalauthorwasbeyondreach."Indeed,thereis,orwasaspecialclauseinthe BillauthorisingthepunishmentofPfiests forpublishingordistributingdocuments "directedtopro%okedisobediencetothe lawsoftheState,frontwhateverEcelesiasticalauthorityandwhateverplacetheymay emanate."

When,then,thePopemakeshisappealto Europeasagainstan"usurping"Governmentwhichisabouttobreakailtheensacementsonthefaithofwhichitgotpossession ofRome,hehasreallyamuchstronttercase thananyonealtohasnoteatchedthe proceedingsofthepresentItalisnParliament wouldhavesupposed.IftheClericalAbuses Billweretobecomelaw,Cavelfr'sprnlicy wouldbethrowntothewindsandthere wouldevenbeafairexcuse-wedonotsay justification-foranyCatholicGooerniiiinit whichproposedtointerfereinItalyforthe purposeofredeemingtheHomanChurch fromitsstateofvassalage.Butwhatisfar worseeventhantheexcuseforEuropean interventionswhichsuchapolicywould furnish,istheproofitwouldgivethatthe partyoflibertyisnotsincerelydisposedto favourlibertyatall,exceptitbelibertyto thinkanddoasscepticsapprove.Cavour's lastwords,"Iwillhavenostateofsiege,anyonecangoverninastateofsiege,"are evenmoreapplicabletothesubjectofmoral andintellectualconstraint,thantoconstraint placedonphysicalviolence.Theparty,whetheritbethatofRome,orthatofthe AtheisticenemiesofRome,-whosaythey cannottoleratethelibertytoassailwhat theyapprove,reallysurrendertheonlyconceivableprincipleunderwhichtruthcanbe arrivedat.Andweneednotpointoutthat itisinfinitelyworse,andmoreillogical,for thosewhoeagerlyproclaimhumanfallibility, totakesuchacourse,thanforthosewho assumethattheynaveaccesstothesources ofinfallibletruth.ThePopehasthus gainedarealadvantageagainstthenominal friendsofliberty,butitisthroughthe defaultofthesenominalandveryuntrue friendsofliberty.IftheItalianswishto deprivehisAllocutionofitsforce,letthem, asquicklyasmaybe,defeatteeClerical AbusesBill,doallintheirpowertogive realfreedomtotheChurch,andtrusttothe poeeroftruth,andthepowerofdiscussion, andthepowerofexperience,tomakegood thecauseofareligionmorereasonableand noblerthaneitherthefierceItalianAtheism, ontheonehand,orthebitterItalianRomanism,ontheother.

Again,ourformofgovernmentmust becondemned,becauseitdisdainsto consultthepeopleonmattersofgeneral interest,oronmeasuresforthepromotionofthepublicwellitre.If,therefore, thecolonistsdesiretoprogress,aswe havebeforesaid,theycanonlyhopeto dosobyadoptingaResponsibleform ofgovernment,andtakingthehelmof stateintheirownhands.Representative Governmenthasbeentried,andpublic opinionhas.pronouncedittobeanester failure.Thedestiniesofthecolony thereforerestswiththepeoplethemselves.Wehavenow,orshallhave, infutureelections,thebenefitofthe vergebyballot.Letthe.several'constituenciesexercisethatright-insist upontheabolitionofpropertyormoney qualification,andResponsibleGovernnsentwhichissomuchdesired,would soonbeattained.

ROBINSONanenlightened,intelligent andliberalruler,andoneunderwhose Government,theirSettlementwillno doubtprosper.SirW.C.F.ROBINSON andLadyROBINSON,haveourbest wishesfortheirsuccessintheirnew sphere,andwetrustthatinSingapore, theymaygainasmanyandassincere friends,astheyhaveleftbehindthem inWesternAustralia.

LEGISLATIVEFAILURES.

Thisistrueliberty,whenfreebornmen Havingtuadvisethepublic,mayspeakfree COLONISTSgenerally,forsometime pasthavecometotheconclusionthat theconstitutionunderwhichweliveis onethatisnotcalculatedtofosterthe onwardprogressofthecolonyorto furtheritsbestinterests.Thepublic atlargearealmostunanimousinopinion, thatthetimehasarrivedwhenachange shouldbemade,andrecentLegislative failureshastendedtoincreaseandintensifythatgrowingconviction.ViewingdispassidnatelywhatourLegislative Councilhasdoneforthecolony,or whatitiscapableofeffectingunderthe mostfavorablecircumstances,affordsus nocauseforcongratutation,nordoesit inspirethewellwisherofWestern Australiawithconfidenceorhope. Act,introducingabettermodeofpaying schoolteachers.Thelatter-seems likelytoprovebetterthantheoldsystem -andtheformerbill-theballot-is anadmirablemeasureandlikelytohave theverybesteffects.Beyondthis,the Housemaybesaidtohavedonenothing,whileittrieditsbestattheterminationoftheSessiontothrowbackthe colonyaquarterofacentury.While affectingtodesiresteamcommunication aboveeverything,itdiscouragedthe Governmentinanattempttoestablish asteamservicewiththeothercolonies and,underapleawhichwasamere pretext,soughttodoawaywithsteam communicationonthecoast,whollyand entirely.Thus,wehavehadthesingularspectacleoftheGovernmentbringingforwardmeasuresofacharacter decidedlyliberalandprogressive,and theHousemeetingthemcoldlyand tryingtostandintheirway.Wehave theGovernmentintroducingthe"ballot," andendeavoringtoestablishthatmost potentofthesourcesofdevelopement, rapid:communicatiowwiththeneighboringcountries,whilewehavethesocalledrepresentativesofthepeople receivingtheballotbillalmostinsilence andtryingtoneutralizeit,andendeavoringtopreventanysteamcommunicationonthecoastandtoreducethe colonytoanisolatedsheepfarm. Membersafterfirstseekingandthen givingupResponsibleGovernment, andstillcontinuingtotalkina ramblingwayofrailways,andharbors, andsteam,solongastheythought theseunattainable,shrankbackfrom contactwithnewmenandanewstate ofthingsdirectlyitseemedlikelyto comeinreality,andended,bygivinginto thecryof"WestAustraliaforthe WestAustralians."

IMMIGRANT'S,

WEhavelatelyreceivedafreshinflux ofEmigrantsintothecolony,whomit appearshavebeenbroughtoutonthe conditionsthattheyaretoremainin thecolonyforthreeyears,andalsoto receiveafewacresoflandinfeesimple afterhavingmadesuchimprovements onthegrime:isstipulatedinthecontract.Now,astothefirstconditionitisquestionableshouldanemigrant wishtoleavethecolony,whetherour Governmenthasthepowertocompel himtoremain.Wemaytakefor granted:,that.anyoftheemigrantswho findworkandareabletoearntheir livinghere,willbecontenttoremain, astheycamewiththatinception, buthowabout:thoseemigrantswho aretotallyunfitforcoloniallifeand cannotobtainemployment(andthere areverymanywalkingaboutour streets.)surelytheGovernmentcould notcompelthemtoremainandstarve, iftheGovernmentinsistsontheirremainingtheGoverminentmustkeep them.Iftherewerepublicworks goingon,(whichthereshouldhave been,aswefindhasbeentheplan adoptedinSouthAustralia)andthe emigrantscouldtherefindemployment atonce,thentheywouldhaveareasonableexcusefordetainingthemhere,'as peragreement-butotherwiseitwould becruel.andunjusttoenforcethecontract herearealsosomewhoare notconversantwiththeEnglishlanguageandsinnedthepapers,without understandingthepurportoftheengagementtheywerebindingthemselvestofortheseitisdoublyloudforthereare veryfewwholiketoengageaforeigner, especiallyonetheycannotconverse with.

Asforthegrantofland,itisalmost animpossibilityforanyoftheemigrants,whoarealldependentontheir laborfortheirsustance,toavailthemselvesofit.Iftheofferwasgenuineit oughttohaveextendedoveratermof tenyearstocomplywiththeconditions -notthree-andtheGovernmenthave preparedandmarkedoutsomegood country,whereanintending,squatter couldhavecommencedoperationsas soonashewasprepared.Therewould thenbesomeprospectoftheemigrants settlingdownandswellingthenumber ofoursmallscatteredcommunity.It willdoubtlessbeinterestingtoour readerstoknowhowtheFrench Government,haveoflateyearscolonized Algiers.Menwhointendtoemigrate applytotheGovernment.Agents,and statewhatpartofthecolonythey wouldliketogoto.Theyarethenput onboardfreeofexpense,whenthey hindinAlgiers,everyconvenienceis affordedthemtogotothedistrictthey havechosen,wheretheyfindahouse preparedfortheirreceptionandlandis markedoutforthem,somanyacresfor themanandsomanyforeach3fhis children.Theyarethansuppliedwith farmingimplements,seed,andtwelve monthsprovisionsafterthistheyhave tolookoutforthemselves.

Theresultofthispolicyisthat extensiveandflourishingvillagesare springingupeverywhereandthe annualexportstoFranceareenormous. Thereisamarkedcontrastbetweenthe considerationoftheFrenchGovernmentihrtheiremigratingsubjects,and thereceptiongivingtotheemigrart arrivinginWesternAustralia.

VISITTOTiltPERTHCONVENTSCHOOLS. STEAM00111111121IOATIONWITHTHE ASSAMSETTLEMENT.-Therecanbeno doubtthatincreasingourcommunication withtheouterworld,isoneofthebestand surestmeanstofurthertheprogressofthe colony,andeachbeingthecase,the determinationoftheLegislativeCouncil tosubsidizetheBanditCompany,which purposestorunasteamertoandfromthis colonyandbingapore,isdefensible.Weare however,amongthosewhoconsiderthat steamcommunicationwithSingaporeand Indiamostdesirable,butwecannotconceal fromourselvesthefact,thatinthepresent conditionofthecolony,itcannotbesuccessfullyinitiated.Theproposedsubsidytothe BandaCompanyinthefirstplace,isinsufficientandinthesecond,ourexportable articlestoofewtorendersteamcommunication-thesubsidynotwithstanding,acommercialsuccess.Whatweask,haveweto exporttoSingaporeorIndiaeverymonth Itmaybe,saidSandalwood,Horses,Cattle andSheep.Wedonotdoubtthatforone ortwotripsthesteamerwouldmanageto getFreight-butwhataboutthereturn Cargo Alimitedpopulationlikeours,can onlyconsumeacertainquantityofproduce butthe,steamertopaymusthaveFreight bothways.Isthiscolonyinapositionto exportandimportsufficienttoremunerate theBendaCompanytWehavenohesitationinstatingthatitisnot.Themarket forSandalwoodinSingaporeislimited,asis alsothedemandforHorses,andSheepor Cattlecouldnothefoundinnumbersinthis colony,toexport.Atthepresentmoment.it Isnotorious,thatthebutchershareadifficulty infindingSheepandCattleforhomeconsumption,andhencetocountuponanexport tradebeingestablished-betweenIndiaand WestAustralia,willonlyleadtolossand bitterdiesppointment.Thecolony,at:present,cannothopetomaintainatradewith SingaporeandIndia,andthattheBanda Companywillrelinquishtheirundertaking -iftheyevercommenceit-itiseasyfor anyonepossessingtheslightestknowledge ofthecolony,anditsresources,toeasily foresee.

SETTLEMENTOFTHEMURCHISON.-The attentionofstockownersinthisandneigh-boringcolonieshasrecentlybeendrawnto thefinegrassycountryiuandabouttheMurchison,andwelearnthatseveralsheepowners istheneighboriodcoloniesintendsettlingin thatpartofourcolony.Wearegladtohear thatmanyofourowncolonists,whoare largesheepowenersaremovingtheirflocks thither,asbothwaterandfeedareabundant. Theaccountsgivenofthecountryinquota- tion,byrecentvisitorsismostsatisfactory. Itisconfidentlyexpectedthatatnodistant datetheMurchisonwillproducemoreWool thananyotherportionofthecolony.

WANTINGERPLOTMNT.-CODeeqtlelltupon thecessationofthe-SandalwoodTrade,a greatnumberoflaborersandothershave beenthrownoutofemployment,andwhatis amostunusualsightinthiscolony,groups ofmenhaving"nothingtodo,"maybeseen atcertaincornersofthestreetwaitingfor somethingto"turnup."Thisstateof things,istoberegretted,andthenecessity ofcommencingsomepublicworktofind employmentfortheclasstowhomwehave referred,shouldforceitselfuponthe Government.Atthisparticularperiodof theyear,asthephrasegoes"things"are alwaysdull,batwemustcertainlysaythat thisseasonisthedullestofallthedulltimes withincurrecollection.

THEPOLICE.-Duringtherecentsitting oftheLegislativeCouncil,thel'oticeand PoliceDepartmentreceivedmorethanusual attentionatthehandsofhon.members.We areourselvesamongthosewhoconsiderthe policeasageneralrule,amostusefulbody. andthereforewouldalwaysbereadytoupholdtheminthedischargeoftheirduty. concernsthewelfareofourcountrybutI thinkIcanshewyouthat,overandabove thatgreatandprimaryduty,thereare specialreasonswhyCatholicsshouldever bearitinmind,andendeavourtofulfilthe claimswhichthatdutylaysuponthem. Thereisnouseinconcealingthefactthat therehasexistedinpasttimes,andthat therestillexistsnow,averyconsiderable amountofprejudiceagainstusonthepartof manyofourfellowcountrymen.Irejoiceand believethatthoseprejudicesareofthepast; thattheyhavetoagreatextentpassed away;anthatthefeelingsbywhichthose amongstwhomweliveareanimatedtowards usinthesetimesareofaverymuchfairer andjustercharacterthantheyoftenhave been(loudapplause).Itwouldbevery wronginmetosaythatsubstantiallywe haveanythingtocomplainof.Indeed, withinthelasttwoorthreeyearswehave hadaverymarkedproofthatitisnot possibleinthesetimes,-or,atallevents, thatitisverydifficult-tostiruportoexciteanyveryviolentanimositiesagainstthe Catholicbodyofthiscountry.Itisalways besttospeakthetruth;anditisalwaysa goodthing,Ithink,tospeakitplainlyand therecanbenoquestionthattheprejudices ofwhichIhavespokenhavenotaltogether fadedaway.Youhavethegreatgood fortunetopossessinthistownthepresence ofagreatman,Dr.Newnan(loudandprolongedcheers),towhommanyinthishall, Idoubtnotowesomuch;andhehas spoken,inoneofhisworks,ofthemistthat hasbeetcreatedintheEnglishmindon thesubjectofCatholicfaithandCatholic practice.Well,thatmiststill,undoubtedly, toacertainextent,exists; andthe questionis Howcanwebestdispelit? 1confessthatinamatterofthiskindIhave verylittlefaithincompromise.Whatwe fairlyaskofourfellow-countrymenisthis ThattheywilljudgeofUS,notbyanytheories thatmayariseintheimagination,butthat theywilljudgeofusbyouracts(hear,hear).
