ThechairofSt.Peterrenderedmeantby thedeathofPiusIX.has,asourreadersits aware,beenalreadyfilledup.TheCardinale inconclaveassembledhavedonetheirwork withextraordinarycelerity.JoachimCardinalPeceireceivesthehomageofthe CatholicworldasheadoftheChristian church.Wesubjoinbelowdetailsofhis election,descriptionoftheeeremonieeof coronation,andtheleadingfactsofhisate, takenfromvariousEuropeanpapers,but principallyfromtheRegister.Ourreaders willperusetheaccount,wearesure, withequalinterestandpleasure.

OPENINGOFCONCLAVE.

ItwasonMonday,18thFeb.,that,the ninedaysofpreparationhavingbeenaccomplished,themembersoftheSacredCollege, inlargernumbersthaneverbeforeassembledatthebeginningofanyConclave, withdrewtotheirappointedplacesof residencewithinthewallsoftheVatican. When,ashithertoduringthepresentcentury, theConclavewaswonttoassembleinthe QuirinalonMonteCavallo,theirEminences usedtowalkingrandprocessionfroma neighboringchurch,accompaniedbytheir Conclavisti,totheprincipalentranceofthat regalresidence,whenceoneofthemwasto emergeabriefwhileafterwardsthesupreme spiritualandtemporalSovereignoftherest. NowthattheQuirinalhasbeenforcibly withdrawnfromthePapalauthority,the Conclavesitsoncemore,asitsatofold, undertheyetgranderroof-beamsofthe Vatican.OnebyonetheirEminences,each attendedbyaSecretary,orChaplain,anda Valet,parsec(pnMendellalongtheok oce,aemagnific,entstructuret5theiral apartments.Havingpassedintotheinterior oftheVatican,thegreatdoorsweresecurely lockedandwereafterwardscarefullywalled up,aswerealsothewindows,savethatthe latterhadoneortwopanesofglassleftat thetopuncovered,soastoadmitofsome glimmeroflighttotheapartments. -Immediatelypriortotheirbeingthusliterally immuredonMondayevening,manyofthe Romannobility,ofthediplomaticbody,and ofotherprivilegedpersons,wereadmitted forawhile,asusualonthesegreathistorical occasions,topassfromcelltocell,offering theiradieuxandgoodwishestotheirillustriousoccupants.Eventuallyallwasclosed upwithrigorousexactitudeinthewayalreadyindicated.Aturnstileatonepoint,rig!lantlywatchedandguarded,waseventhen leftfortheadmissionoftheveryfewCardinalswhohadnotalreadyarrived,inthe eventoftheirreachingRomeinsufficient timebeforethecompletionofthemomentous' workoftheConclave.Asfortheturn-table withitsgrilleorlattice,nolessrigidlyguardedandwatchedduringthisprisonlikeseclusionofaConclave,foroncethere hasbeennoneedforitsdailyemploymentforthetransmissionoffood,intheshapeof "brokenvictuals"fromtheouterworld,for thesustenanceoftheCardinals. As alreadyannounced,thefoodrequiredby theirEminencesandtheirConclavistswas, thistime,bypreviousarrangement,prepared intheinterioroftheVatican.

METHODOPVOTING.

Accordingtotheregulationssetforthon the15thNovember,1622,intheBull,Eteras PattieFilmsofPopeGregorytheFifteenth, theelectionofthePontiffinConclaveis optionallyinoneorotherofthreeways- thatisbyscrutiny,bycompromise,orby acclamation.Intheballotting,inorderto makeanyelectionvalid,two-thirdsofthose presentmustaccordtheirvotestothe favouredcandidate.Ofthethreemodes (alreadyspecified)ofregularandcanonical election,themethodusuallypractisedinthat byscrutiny,Uponthemorrowoftheday onwhichthemembersoftheSacredCollege -havingfirstofallattendedtheMassofthe HolyGhost,DeEligendoSummoPontifice, SedeVacante,andsungtogetherthebrae Veal(,rectorSpiritus-processionallyenteredthepalacesetapartfartheConclave, thatisonTuesdaymorningateighto'clock theCardinalewerearousedbytheringiegofa bellbytheJuniorMasterofCeremonies, whohalfanhourafterwardsrepeatedthe ringingasecondtime,andagainatnine o'clockathirdtime,onthelastoccasion callingaloud,"InCappelamDominiI" Thereuponat9a.m.onTuesday,totheunprecedentednumberofsixty-two,their minences(accompaniedbytheirConclavisti)proceededtotheSistineChapel,eachwearinghisscarletberretta,andeach swathedoverhis(=sick,band,rode,and cave,withalongmerinomantlecalledthe croocia,especiallysetapartforusebythem

Duringtheafternoon,atabouthalf-past fouro'clock,thenewly-electedPontiff, surroundedbyallthemembersofthe SacredCollege,presentedhimselfbeforethe peopleintheinnergalleryoftheVatican Basilica.Immediatelyuponhisappearance therewasanoutburstofrapturouscheering, themultitudeoutsidetakinguptheshout vociferouslyof"LonglivetheHolyFatherI" Thecheering,infact,wassolongcontinued thathisHolinesshimselfhad,atlast,togive thesignalforitscessation.Andimmediately uponsilencebeingrestored,hisvoice--a clearandringingvoice-wasbeardforthe firsttimeasPontiffintoningthe"Sitnomen Dominibenedictum,"everykneebeingbent andeveryheadbowedashisrighthandgave thePontificialBenediction.Upontheclose ofthisalwaysaffectingceremonialthe cheeringwasagaintakenupmostenthusiastically,theHolyFatheronhiswithdrawal beingfollowedbytheloudestacclamations, HisPREVIOUSCAREER.

Chapel.Upon'theHighAltarwasalargeWiththeexceptionofthosethreemembers chalice,anduponthechalicerestedagoldenoftheSacredCollege,alltherestofthe paten.EachCardinal,havingprovidedhim-Cardinalswerepresent,andtookpartinthis selfwithavotingpaper,wrotehisnameonever-memorableConclave.Attheballoton thetopofit,foldingthattopenddownandWednesday,asufficientnumberofvotesliar sealingit.Atthebottom-whichlowerend heafterwards,inlikemanner,foldeddown andsealed-hewrotesomeScripturalmotto, whichhehenceforth,throughouttheConclave,adheredtoasamarkdistinctlyhis own.Midwaybetweenthetwosealedfolds howroteonthecentreofthevotingpaper thenameofthecandidatehehadselected, thatnamealoneremainingonthepaper quiteopenandunsealed.TheirEminences having,oneandallofthethem,inthisway, preparedeachhisvotingpaper,oneafteranotherascendedthestepsleadingtotheHigh Altar,averringaloudthathisvotewas givenconscientiouslyaccordingtohisconvictions,andthen,holdinghisvotingpaper conspicuouslyaloftbetweentheforefinger andthumbofhislefthand,laiditonthe goldenpaten,fromwhichheafterwards tilteditintothechalice.Theappointedscrutineers,whenallthevotingpapershadbeen thusbroughttogether,breakingnoseals,read andcountedthenamesofthecandidates. NoneofthecandidateshavingonTuesdaymorningobtainedthelegalnumberofvotes requisite,thatistwo-thirds,asalreadyexplained,theafternoonoraccessitballotwas recognisedasinevitable.Thesame"noresult"havingbeenarrivedatinthe afternoon,thevoting-paperswereplaced withasmallquantityofdampstrawina littleironfireplacewithatubechimney behindthealtarinacorneroftheSistine Chapel,andthereconsumed,beingseton firebyamatchandtinder-boxprovidedfor thepurpoie.Fromtheignationofthedamp strawadensesmokearosefromthechimneytopintotheeveningair,thatbeingthe world-famoussignoftheSfutnata,indicative thatnoelectionhadtakenplace.Thisis signalforwhichallRome,duringthesiting oftheConclave,daybydaywatches,in breathlessexpectation,untilthehistorical momentarrives,when,insteadofseeingthe familiarwhiffofsmokearisingfromtheflue, thesilentmultitudewithouthearthe muffledsoundofpickandhammerfrom within,thenoiseoftheworkmenbreaking theirwaythroughthewalled-upwindowat thebackofthegreatbalcony6ntowhich, throughtheaperture,whenithadbeenrenderedlargeenoughtoadroitofhispassage throughit,therestepsforththefist Cardinal-DeacontoannouncetheterminationofproceedingsoftheConclaveinthe electionofanewPope.

Inanastonishinglyshorttimehe succeededinreorganizing,inthemost satisfactorymannerimaginable,thewholeof thehithertochosticsystem,orrathernosystem,ofCustomsonthefrontlet-line betweenthePapalStatesandtheNeapolitan territory)Thissocial,litical,sadcommercialtransformationelanentireprovince. asamatterofcourse,wasnotaccomplished withoutthemostApronsandadventurous activityonthepartoftheDelegateacting thereonbehalfoftheExecutiveGovernment. UnderavelvetgloveMgr.Peedhadahand ofsteelthefirmnessofthegripofwhichwas feltinturnbythelawlessbrigandsand(if thatbepossible)thestillmorelawless nobleswhoweretheirprotectors.Hereis anistance,whichhoweveroccurredatan earlierperiodofhiscareer.Oneofthebands ofbrigandswasattackedbytheGovernment troops,whenacertainMarquisinwhose castletheyhadfortifiedthemselves,oweto theDelegateandthreatenedhimthatifhe didnotimmediatelyorderthetroopsto desistfromtheattack,hewouldhimalWgo toRomeandnotreturnuntilhehadreceived Mgr.Pecci'sdismissed.Theyoungprelate repliedcoldlybetcourteously,"Very 81 Marise,yensatgetoBorne Like;butonlywhenyoucomeoutof whitheryonshallnowgoforthreemonths, andremainthereuponbreadandwater." AndwhiletheMarquiswasmeditatingin prisonuponthisnoveltreatment,thetroops stormedhiscastle,andcapturedthebrigands; andMgr.Pecci,havingpacifiedhisprovince, receivedtlipwarmestthanksofhisownGovermentandoftheKingofNaples.In1843 PopeGregorytheSixteenthappointedhim ArchbishopofDamiettainparttbes ieftdehatm,shortlyafterwardssendingbinsas NunciotothecourtofBrawls.When Mgr.Pecci,somelittletimelateron,was compelled,byreasonoftheinjuriouseffect theclimatehaduponhishealth,toreturn southwards,KingLeopold,whoseregard, andevenaffection,hehadbythattime secured.notonlyloadedhimwiththe evidenoesofhisfriendship,amongotherthings presentinghimwiththeGrandCordonof hisOrderofKnighthood,batcommended him,evenatthatearlyage,inthestrongest possibleterms,forpromotiontothepurple, byhisHoliness.

I.Afterthe'deathofthePontiffthe Cardinalswillwaitfortheabsentduring tendaysonly,afterwhich;havingcelebratedtheobsequiesduringninedaysinthe citywhereheresidedwiththecourt,they shallallshutthemselvesupinthepalace inhabitedbythelatePopeeachone contentinghimselfwithasingleservitor, whomaybeeitherclericorlayman,one only,unlessincaseswheretheremayexist anevidentneccessityfortwo,whichthen maybepermitted,eachCardinalhavingthe rightofselectingforhimself.

LIMITATIONOFVETO.

II.InthesamepalacewhichthePontiff inhabited,aConclaveshallbeformed,in whichallmayliveincommonwithout party-wallseparatingonefromanother, withoutcurtainorotherveilhavingreservedbutoneprivatechamber.This Conclaveistobeclosednpinsuchamanner thatnopersoncangoeitherinorout.

III.Thereshallbenoaccesstothe CardinalswhoareshutupinConclave nobodyshallbeallowedtospeakprivately withthem,norshalltheyreceiveanyone; withthesoleexceptionofsuchpersonsas maybesummonedwiththeconsentofall theCardinalspresent,andforthepurposeof theelectiononly.Nooneshallbeallowed tosendmessagesorwritingstotheCardinals orotherstakingpartintheConclaveunder painofexcomunication.

V.Threedaysaftertheentranceofthe CardinalsintoConclavehavingelapsed,if theelectionofthonewPontiff',hellnot harebeenmade,theprelatesandother penesdeputedtoguardtheConclaveshall, duringthenextfivedays,allowthe Cardinals'tabletobeservedwithnomore thanonedisheitheratdinneraswellasat supper;and,afterthelapseofthosefive days,thesaidprelatesandguardsshallnot allowanythingtobesentinsavebreadand water,untiltheCardinalsshallhavecompletedthe"electioe.

ItisanundoubtedfactthatallthePopes havereignedbyelection-St,Peterhimself waselectedbyOurLordJesusChrist,Itis equallyundisputedthatthePopescanonly beelectedbypersonswhoarethemselvesin sacredorders.Athirdremarkablefactis thatthenumberoftheelectorshasbeen diminishedinexactproportionastheclergy ofRomeincreasedinnumber.FromSt. Lines,thesecondPope,downtoCelestine II.,A.D.1143,thePopeswerechosenbythe Romanclergyinthepresenceofthepeople, who,however,hadnoshareintheelection. Thisplanofelectionwasabsolutelynecessaryinthetimesofpersecution,and possessedgreatadvantagesevenintheages succeedingthosetimes,onaccountofthe extremedifffeultyofcommunicationwith foreigncountries.ItwasinthetwelfthcenturythattheinstitutionoftheSacred CollegeofCardinalshavingalreadycome intoexistence,intheplentitudeoftheir essentialpowersandprivileges,itwasfound expedientthatthemostexalteddignityof theChurchshouldthenceforwardbeconferredbythehighestministersofthe Hierarchy.Itwasalsonecessarytoputend tothefactionsandtumultsoccasionally arisingoutoftheelectionsofthePopesby thewholebodyoftheclergy.Forthese reasonsCelestineII.determinedthatforthe futurenonebuttheCardinalsshouldtake partintheelectionofPopes.
