Arcbseologistswhohavebeenrecentlydeploringthedisappearanceofanoldstumpof atreewhichforagesoccupiedaprominent placeinthegardenoftheMiddleTemple, -andaboutwhichthereweremanycurious traditions,amongthemonethatthetreewas favouritetrystsofHenryVIII.andAnn Boylyn,maybeinterestedtoknowthatits timbershavebeenusedintheconstruction ofacabinetofaniqnepatternwhichhas beenaddedtothearttreasuresinthecorridoroftheMiddleTempleHall.Theold treewasremovedatthetimewhenthe groundwasclearedforthecontinutionof Plowden-buildings,facingtheEmbankment, duringthetreasurershipofthelateMr. GeorgeLoch,Q.C.,Attorney-Generalofhis RoyalHighnessthePrinceofWales.

WithinthelastfewdaystheVeyyReverend JohnHenryNewman,D.D.,haspaidavisit, attheUniversityofOxford,toTrinity College,inwhichitwillberemembered hehadbeenrecentlynamedtoeahonorary Fellowship.Thisisthefirstvisit,itisunderstood,thathasbeenpaidtoOxfordbyDr. Newmansincehehadthehappinessofbeing receivedintotheHolyCatholicChurch. The2ndofMarch,istheanniversaryof thebirthoftheHolyFather,PopeLeoXIII. havingbeenbornonthe2ndMarch,1810, sothathisHolinessthisdaycompleteshis sixty-eigthyear.MayGodlongpreserve himtothejoyandconsolationofthewhole Christianworld,forthehappinessof 200,000,000Catholics-hisdevotedspiritual children.HieHolinesswill,afterhisgrand coronationintheSistineChapel,haveno specialserviceintheBasilicaoftheVatican. TheHolyFatherwillforthwithsenddelegatestothedifferentSovereignsforthe purposeofinformingthemofhissecession.

ApilgrimagetoRomeofCatholicshas beenarrangedforthepurposeoftendering theirspiritualallegiancetothenewPontiff oftheCatholicsofallGermany.

AccordingtotheOfficialMessengerofSt. Petersburg,aletterfromhisHolinessPope LeotheThirteenthtotheEmperorofRussia, notifyingtheHolyFather'saccessiontothe Pontificate,anderdatethe4thMarch,began thus:-"Regretting,aswedo,thatthe mutualrelationswhichformerlysubsisted betweentheHolySeeandyourMajesty subsistnolonger,weturntothegenerous heartofyourImperialMajestytoobtain peaceandquietudeforcertainCatholic Russiansubjects.Thelatterwillnotfail,in accordancewiththeteachingoftheirFaith, toprovethemselvesbythemostconscientious submissiontobetrueanddevotedtoyour Majesty.RelyingentirelyuponyourImperialjustice,weprayGodtograntyouin thefullestmeasurethegiftsofHeaven,and webeseechhimtouniteyourMajestyinthe closestbondsofChristianlove."TheEmperorofRussia'sanswer,whichisdatedthe 18thMarch,says:-"Weshareinthedesire expressedbyyourHolinessforthere-establishmentofgoodrelations.Religious toleranceisinRussiaaprincipalhalloWed bypoliticaltraditionsandnationalcustoms. Itinnowaydependeduponustoremove anyexistingdifficulties,soastoenablethe RomanCatholicChurch,equallywithall otherChurchesexistinginourdominions undertheprotectionofthelaw,tofulfilits missionofedifyingandennoblingthe people-amissionwhichisaltogetherforeign topoliticalinfluences:YourHolinessmay restassuredthatinthiscountryeverymeans ofprotectionwhichmaybereconciledwith thefundamentallawsoftheStatetomaintainwhichwearecalled,willbeaffordedto theChurch,ofwhichyouarethespiritual head,andthatwewillwithperfectreadiness supportallyoureffortsforthereligiousgood ofourRomanCatholicsubjects."Seeing thatthiscomesfromnomoretrustworthy authoritythantheofficialorganofthe RussianGovernment,wegiveItwithall poeaiblereservation.

THEUNCLAIMEDDIVIDENDSATTHEBANS

OFENGLAND.

TheunclaimeddividendsattheBankof Englandithasbeenwellremarkedbythe Financier,arebetterworththinkingof thanthefabledtreasuressupposedtobe

ThegreatJesuitastronomer,Father Secchi,whosedeathwasrecentlyannounced, wasspokenoftheotherdaybytheFreeman's Journal,and,itmustbeadded,innoway extravagantly,asoneoftheablest,most accurate,andmostdistinguishedofthe scientificscholarsofourgeneration.Dying ashedidfullofyearsandoffame,inthe noblecollegeatRomewithwhichhisname hasbeensolongandintimatelyassociated, itshouldberememberedthatheconsented tolivethereevenafterthebanishmentfrom itofhisbrethrenintheSocietyofJesus, solelytotheendthathemightcontinuehie wonderfullaboursfortheadvantageof scienceandofitscultivators.Whenthe RomanCollegewasabletocarryoutthe purposesofitsfoundation,thelecturesand experimentsofFatherSecchi,constitutingas theydidbyuniversalconsenttheprincipal featureofitsscientificcurriculum,attracted largecrowdsofstudentstoseeandhearthe greatastronomer.TheRomanCollegewas, unquestionably,inthosedaysasplendid institution,andwasapricelessboonand blessingtotheyouthofRome.Amongits professors,besidesSecchi,werePatrissi (brotheroftheCardinal),dory,andPerrone, whodiffusedaroundthemthebenignant influenceofSherblamelesslives,theirlofty morality,andtheirunyieldingloyaltyto religion.TheRomanCollegewasatthat timeapowerfulobstacletothespreadof anythingintheshapeofanirreligiouspropagandism.HowFatherSecchidischarged thedutiesofhisprofessor-shipisknownto 'thewholeworld.Hisopinioninmattersof astronomy,ofmeteorology-infactofevery branchofscience-waseagerlysoughtafter fromeveryquarteroftheglobe.His observatorywasamarvelofsaientifio completeness.Hisastronomicalbooksand pamphlets,whichwereverynumerous,itis hopedwillbecollected.Soarcelyascientific societyexistsintheworldintowhichhewas notvotedasanhonorarymember,allof themfeelingthatitwashewhoconferred honourandfavouruponthembyaccepting fellow-membership.Longandbrilliantas isthelistofmenwhomhistoryrecordsas inheritorsofthespiritofthefounderofthe "greatorder,"itcontains,saystheFreessaa, fewnamesthathaveachievedordeserveda wideroramorepermanentfamethanthat ofthisrenownedastronomer.Thepathbe trodhasalreadyhadmanygrandendfamous wayfarers-menlikeNewton,menofgentle,simple, andholylives-butamongstthebesi, oftheseFatherBeech'isfittoboldaforemostplace,insomuchthat,whenhielifeiitr writteninfull,asit-ispityseethetobe, theworldofsciencewillseathat*ereses fewtowhomitismorelargelyindebted,and nowfromwhomitwillliavereosieniainere: gloriousrenown,

TheTelephoneappears,afterall,notto beanewinventionofProfessorGraham Boll's,butmerelyanimprovementofaninventionmadeasfarbackasin1360byaMr. PhilipReis.whoreadapaperata',meeting ofthePhysicalSociety,atFrankfort-ontheMaine,whichwasprintedintheannualproceedingsofthatsociety,describinganinstrumentwhichhehadconstructedinorderto explainthefunctionsoftheear,butwhich alsoserved,ashesaid,totransmitallkinds ofsoundsbymeansofagalvaniccurrentto anydistance,andwhichhecalledaTelephone."Theinventorofthistelephone wasbornonthe71hofJanuary,1634,at Giessen,anddiedonthe11thofJanuary, 1874.Itwillbeseenfromthis,therefore, thatthetelephoneiscertainlynotanewhivention.Mr.W.Chappellinalectureto theTimessays:-"Thetelephone,canno longerbethesubjectofanypatent,because itisabout50yearsold.Boththeinvention andthenameoftheinstrumeutaredueto thelateSirCharlesWheatstone, lie employeditwithandwithoutelectricity.His firstapplicationoftheprinciplewastcmake avioloncelloplayteetheground-dourofhis housebyconductin,;-,thevibrationsfroma pianofortewhichWiL3icingplayeduponin theupper-muststorey.ThenextWastoconveythesoundsof:kbandofmusicfretsthe basementofthePolytechnicInstitutioninto adistantupperroossineshichliceMajesty theQueenwasscatet,cattheoccasionofher t'sittothatin..itutiun.Thethirdwasto conveythetickofaclockbyelecleo-inagnetismthroughsomelourmilesofwire.ata meetingoftkeLoyalSocietyonthe26thof NuSember,1810.Thefirsttwoexperiments werecarriedout,bymeansofsolidwooden sodsjoinedtogethercoformconductors. Russianpersecutionhaspreciselyatthe rightmomentbeenmoatstrikinglycommenteduponbytheLordBishopofSalford inthecourseofoneofhismostremarkable PastoralLetters.TheBishoprefersat considerablelengthtothesubjectofthe RussianpersecutionofCatholics,information uponwhich,heremarks,significantly,isnot readilyaccessibleinallitsdetails,the systemofsuppressionprevailingunder despotismleavingtheworldinignoranceof manyofthemostrevoltinghorrorsthatarc practised.Afterenumeratingthefifteen CatholicgrievancesinRussiacomplainedof bythelatereveredPontiffPopePinsthe Ninth,includingconfiscationofChurch property,theBishopobserves-"Itisdifficult forustoformany.ideaofthevastextentof thecontinuouspersecutionoftheCatholics undertheRussiandominionwhichisgoing onatpresent.Togivesomenotion,the AbbdMielechomiezsetsthenumberofexiled priestsinoneSiberianvillagealone(Ttuika) at200,whileheestimatesthenumberof transportedCatholiclaityinSiberiaat 80,000.TheabovenamedPolishpriestgi\ing hisexperienceofthetreatmentofChristians byRussiainTobolsk,inSiberia,himself remarks:-liftersixweeks'residenceinthe lattertownIwasremovedtoOmsk,some 211milesoff,where,afterelevenmonths' detention,IwassentbacktoTubolek.Here Iwastobeawitnessofthemiseryandofthe crueltiespractiseduponthewretchedexiles. OwThursday,the28thMarchlast, PopeLaoXIII.,pronouncedhisfirst Allocution.ThatthatAllocationwas lookedforwardtowithprofoundinterestbyCatholics,andwemaytrulysay, thecivilisedworld,newspaperreaders canwellattest.Everymailplacedus inpossessionofopinions,astowhat wouldbethetoneandsubstanceofthe expectedfirstallocution,andstrange andcontradictoryasthesespeculations wereinthemselves,theyonlyaddedto theinterestanddesirewithwhich everyonelookedforwardtoreadand possesstheAllocutionitself.Nowthat theAllocutionisbeforetheworld, whileitaffordstoCatholicsthestrongest proofoftheindestructibilityoftheir Church,andplainlymanifests,thatofall churches,shealoneisthe"one,Holy, CatholicandApostolic,"ofwhichinspiredwritershavewritten,theAllocution,musthavebeen,atthesametime, asourceofbitternessanddisappointment,toanunbelievingandwicked world.Priortothepublicationofthe Allocution,thenon-CatholicPress,were jubilantintheirpraisesofLeoXIII. Accordingtotheinfidelandscoffing pressofEurope,LaoXIII.,wasaman ofenlightenmentandprogress,and underhisPontificateCatholicismwould be,asitwere,rejuvenated.Traditions thathadguidedtheconductofthe Papacy,forthousandsofyears,were, accordingtothesesages,tobesummarilycastasidebyLEO,anddoctrines andcustomsandpractices,whichwere heretoforeidlyconsideredasofFaith, would,undertheplacidruleofLEObysomeextraordinaryprocess-beat onceabandoned,andthedoctrineofthe ImmaculateConceptionoftheBlessed Virgin,andthePapalInfallibility,be relegatedtotheLimboofcondemned errorsbytheillustriousPopeLao11 But,notonly-accordingtotheLiberal Press-wouldLEOXIII.provetobea thoroughreformerinreligiousmatters, butinmattersseculartoo,wouldthe newPontiffmanifesthissingularaptitudeandability.ThenewPontiff,it wasboldlyasserted,haddisoovereda planbywhichthequestion.ofItalian unitywouldbeaccomplished,andthe hostileattitudehithertomaintainedby

"Infulfilling,then,thesepartsofour ministry,wetrustthatyourcounselandyour wisdomwillnotfailus,andthatitmay neverbewantingtousisourmostardent desire.Wedesireitandaskitofyouwith ourwholeheart;whichwedonotwishyou tounderstandasthoughitwerespokeninan officialmanner,butasasolemndeclaration ofourwill.Forthereisimpressedinnsthe memoryofwhatistoldintheSacred Scriptures,ofwhat,byDivinecommand, Mosesdid,who.frightenedwiththeheavy hardenofgoverningthewholepeople, gatheredaroundhimseventymenselected amongsttheseniorsofIsrael,thattheymight sharethatchargewithhim,andbytheir workandcounseltheymightlightenthe enormouscaresofrulingtheIsraelitenation. Mr.J.T.REILLYwascertainthe meetingwouldconcurwithhimin thinkingthattheaddressshouldbeengrossed,particularly,asitwouldbethe meansofmakingourselvesandthe colonywidelyknown.

Mr.H.MOLLconcurredwithMr. Reilly,andkindlyconsentedtoengross andilluminatetheaddress.

HISLORDSHIPsaidhewouldnow askthemeetingtonamepersonsto signtheaddress,onthepartofthe laity.

"Weknowfurthertaore,thatastheDivine Oraclesdeclare,thereissafetywherethereare manycounsels.WeknowastheCouncil ofTrentadmonishes,thattheadministration oftheUniversalChurch,withinthehandsof theRomanPontiff,findsasupportisthe counseloftheCardinals.Weknow,infine, thatS.BernardcallstheCardinalsthe assistantsandthecounsellorsoftheRoman Pontiffand,therefore,we,whofornearly twenty-fiveyearshadthehonortobelongto yourcollege,bringtothisSupremeSeenot onlyamindfallofloveanddeferencetoyou butalsoadecidedwilltomakeuseofyour assistance,ascompanionsandco-operators inourfatiguesandinourcounsels,asweat onetimehadthecommunityofhonor.

Thesewordsofzeal,love,andconfidence,soworthyoftheVicarofJesus CHRIST,aresufficienttosilencethe calumniousnewspaperwriters,andto convince.Catholics-wereitindeed necessary-thatthepresentSupreme PontiffLEOXIII.,isaworthysuccessor totheChairofSt.PIrTER,andisalsoa PontiffineverywaycapableofassumingtheGovernmentanddirectionof theUniversalChurch.

Moneyiswantedtocarryoutexietingcontracts;tompleteworksinprogress,andto meet ntexpenses,butwhereistocome from?TheTreasuryisalmostempty,and therevenuewillnotbemorethansufficient tomeetcurrentdemands,henceundersuch circumstances,whatistobedone?Itseems almostcertainthat,oneoftwothingsmust beresortedto,andthatis,eithertoincrease ovrpresenttaxation,ortoraiseanother publicloan.FromHisExcellency'sspeech, itisevident,thatheisofopinionthatmuch canbedoneinthewayofeconomy,but, economiseasmuchastheymay,theGovernmentwillnever,inouropinion,recoup sufecienttomeetthedemandsthatwillbe madeonthepublicpurse.Wearenot aversetothecolonyraisingmoney,and therebygettingintodebt,solongasreproductivepublicworksareundertaken,butin theabsenceofanypublicworkstostimulate industryandextendcommercialtransactions, elasticisourrevenuewouldseemtobe,we cannotreasonablyhope,thatitwillreachthe maximumamountthatwillberequiredby theGovernmentduring1878.HisExcellency'sspeechis,however,onthewhole satisfactory,forwhileontheonehand, itdoesnotadorneverypublic questionwitharoseatehue,ontheotherit doesnotbyitsrevelations,throwusquite intothesloughofdespondency.Commercially,financially,andindustrially,Western Austraiiaisnodoubtatacrisis,andtime willshowwhetherGovernorOanistheman tograpplesuccessfullywiththedifficulties thatbesetshisadministrationsinlimine.His Excellencyconcludedhisspeechthus:-"And now,Mr.SpeakerandGentlemen,inconcludingmyreviewofthemeasuresIhaveto submitforyourconsiderationduringthe Session,Ioughtperhapstoapologiseforthe lengthtowhichmyremarkshaveextended, butIhavethoughtyouwouldprefer,onthe occasionofthismyfirstaddressingyou, thatIshouldexplain,inmoredetailsthan willbenecessaryanothertime,theviewsI entertainregardingsomeofthemostimportantsubjectsIhavebroughtundernotice. ThespiritedreplyoftheChairmanofthe CityCounciltotheColonialSecretary's letterofrefusal,hasgivengeneralsatisfaction,anditistobehopedthattheCouncil willcontinuetoimportunetheGovernorand government,untilthedeedsinquestion,are handedovertoourcivicauthorities.

NATIVEPRISONERS.-Theveryobjection. ablemodeofconveyingNativeprisoners fromonetowntoanother,bymeansofa chainfastenedaroundtheunfortunate native'sneck,andattachedtoapoliceman's horse,hasagainbeenveryprominently broughttothenoticeofthegovernment,and thepublic.Weconsiderthatthesuggestion madebytheInquirer,tohaveapolicevan forsuchapurpose,quitepracticable,andone thatwoulddoawaywiththebarbarous practiceagainstwhichsomuchhasbeenso justlysaidandwritten.

MR.SHENTONANDRISCONSTITNENT5.-M-. ShentonlastmonthaddressedhisconstituentsinNewcastleandNortham,giving themanaccountofhisproceedingsinthe LegislativeCouncil,andalsofavoringthem themwithanoutlineofwhathisconduct wouldbeduringthenextsittingofCouncil. Itisremarkable,thatMr.Shentonnever touchedupontheallimportantquestiono' ResponsibleGovernment,andthisisallthe morenoticeable,asitiswell-known,that:the peopleofNorthamandNewcastlehavebeen longinfavorofself-government.Mr. Sheraton'sreception,wasnot,however,ofa veryenthusiasticcharacter.thoughavoteof confidenceinhimwasrecorded.

PostOirstheDarantirmer.-Ainesg themanyinterestingreportswhichwere placedbeforetheLltigniagreCouncilatits openingonWednaday,the29thMay,none exceedsininterestthatwhichhasbeen issuedbythePostmasterGeneral.Asan indicationofthethriftyhabitsofourpeople, itisparticularlydeservingofnotice,that thenumberofdepositorsintheSaving's Bankduringtheyear1877,was4,645,and theamountdepositednolessthanA10,938 Its.Od.,andthetotalamountduetodepositorsonthe31stDecember,reachedtherespectablesnotof£27,885Ss.10d.The numberoflettersreceivedintoandfoss wardedoutofthecolonyduringtheyear was,818,985,andthetotalnumberofnewspapers,527,989.

BrentAID.-ThequestionofStateaid forthesupportoftheclergyoftheseveral denominationsinthiscolony,whichwasat onetimelookeduponasamootpointamong ourpoliticians,willerelongberemoved fromthearenaofdebate,astheHome Governmentpurposessoontodiscontinuethe grantinaidthereof,altogether.Wehaveno doubtthecessationofImperialaidwillbe feltseriously,butbynodenominationso much,asbytheChurchofEngland,and hencewenotice,strenuouseffortsarebeing madebychurchmen,toestablishaSustentationFund.Wehavealwaysbeenloversof thedoctrine,thattheChurchshouldnotreceiveaidfromtheState,andfortunateitis forns,thatourclergy,not-beingover burdenedwiththegoodthingsoftheworld, andbeingwhollynnencnmbered,canbear withoutanyseriousdeprivation,thelossof thepresentGovernmentstipend.

IMMIGRANTS.-Thereisaverygeneraland wellfoundedopinion,thatWesternAustraliahasbeenveryunfortunateinthe immigrantsthathavehithertocomehither. Theimmigrantsrecentlyreceivedarenot fittedtobecomecolonists,andasaconsequencearepracticallyuseless.Whoisto blame,noonecantell,butthefactremains, thousandsofpoundshavebeensquandered onImmigration.OurLegislatureiscertainlytoblameinconsentingtoanyscheme ofImmigrationunlessitwenthandinhand withpublicworks.Bindingdiscontented Immigrantstoremaininthecolonythree years,hasamostbanefuleffect,asdiscontentedimmigrantscreatea"panic"anda desireofchantsamongtheworkingclasses alreadysettledamongstus.TheGovernment wouldmanifestacommendableforesight, weretheytoallowalldiscontentedimmigrantstoclearoatwithalldispatch.

REPRESENTATIONOFTHECITY.-On Tuesday,the14thMay,Messrs.8.H.Parker andT.Hord,addressedthePerthConstituency intheTownHall.Theattendanceonthe occasion,wasnumerous,andmorethanordinaryinterestwasmanifestedinthepro- ceedings.Thechairwastakenbythe Sheriff,Mr.JamesRoe.Mr.S.H.Parker deliveredaverycreditablespeech,during which,hereviewedthepoliticalplansofthe colonyfromitsformationtothepresent time,andalsopledgedhiniselftosupport self-government,theconstructionofrailways, andseveralotherpopularmeasures.Dr. Hors,whowasintroducedbyMr.J.T. Reilly,expressedhimselfintermsalmost identicalwithwhathadfallenfromMr. Parker;hisopinionsonallmattersofpublic importancebeingpreciselysimilar.Onthe conclnsionoftheDoctor'saddress,aformal voteofthankstotheChairman,broughtthe proceedingstoatermination.

ANNIVERSARYOFTHEFOUNDATIONOF THECoLONY.-Saturdaylast-letJune -wasthe49thAnniversaryofthefoundationofthecolony.Thedaywasnotmarked inanyspecialmannerintheMetropolis. Saturdaywasnodoubtaveryinconvenient dayonwhichtoholdanypublicfestivities, butperhapsthetruereasonwhythe1stof Junewaspassedoverthisyearsosilentlyby thecitizens,maybefoundinthefact,that thecitizenshavenotmuchtocongratulate themselvesorthecolonyitselfupon,onthe occasionofitsforty-ninthAnniversary,No doubtsincethedaytheBritishflagfirst floatedinWesternAustralia,thecolonyhas madevastprogress,butcomparativelyspeak- ing,wemustadmitit,ouronwardmarchhas beenprovoknglyslow.Letushope,however,thatunderournewruler,erelong,we maybeenabledtojoininthewatchwardofoursistercolonies-"Advance(Western) Australia1"

SOCIETYOFST.VINCENTDEPAUL.-The greatamountofgoodwhichiseffected amongthepoorandindigentineverypartoftheworldinwhichtheSocietyofSt. VincentdePaulhasbeenestablished,isso generallywellkno,vnandadmitted,asto neednoamplification.Why,however,there isnotaSocietyofSt.VincentofPaul formedinPerth,istous,amatterofsurprise andregret.InnopartofAustralia,isthe wantofsuchaSocietysoseriouslyfeltasin thiscolony,andnowhere,wemighttrulysay, woulditsbeneficialinfluencebecomemore apparent,thaninthecityofPerth,wereit onceestablished.Atthepresenttime,there arecertainlymanyobjectsofcharity,but charity,likeeverythingelse,shouldbewell orderedanddirected.Forthesereasons,we would energeticstronglyurgeuponoaractiveand Vicar-General,theadvisabilityof atonceestablishinginthecity,aSocietyof hieVincentdePaul.

AsthePerthitesweremostanxioustolearn SirLukeLeake'sopiniononthequestionof ConstitutionalReform,morethanusual interestwastakeninthehon.gentleman's speech,andatthehournamedforhis address,tilarewerequiteCOOpersonsassembledintheTownHall.Duringhisspeech, SirLukeLeakeclearlygavehisauditorsto understand,thathewasentirelyopposedto self-government,and:honestlygavehis reasonswhyheentertainedthatopinion. Theothertopicsdweltuponbythehon. gentleman,werenotofaveryimportant nature,andthoughmarkedattentionwas giventoSirLuke'saddress,itwasquiteapparent,thathis"pronounced"opinionson ResponsibleGovernment,hadrenderedhim unpopular,asattheconclusionofhis address,themeetingseparatedwithoutaccordingtohimtheusualvoteof"confidence."

OnthequestionofResponsibleGovernment,thepublichave,itcannotbegainsaid, madeuptheirminds,andunlessSirLuke Leakeispreparedtochangehispolitical opinions,hisreturnagainforthecity,ismore thanproblematical.

THELATECOMMANDERRoe,RN.-We havetorecordwithextremeregretthedeath ofCommanderRoe,R.N.,lateSurveyor Generalofthiscolony,whichtookplaceat hisresidenceinAdelaideTerrace,onthe 28thult.CommanderRoearrivedinthis colonyin1829,andfornearlyhalfacentury devotedhistalentstothewelfareand advancementofWesternAustralia.Asthe pioneerexplorerandSurveyorofthis colony,thedoingsofCommander.Roeare nowamatterofhistory,andthedeceased's successinthesecapacitieswillcausehis memorytobelongandgratefully remembered.Butnotonlyasanexplorer, willthememoryofthelateCommander Rosbelongcherished,but,takinganactive interestashedid,inmostofourpublic institutions,andidentifyinghimselfashe did,witheverythingtendingtoadvancethe socialandmaterialinterestsofthecolony, thelateCommanderROBsecuredfor himselftheesteemandregardofcolonists ofallclasses.Asevidenceofhowhighly thelateCommanderRoxwasheld,the governmentaccordedtheremainsofthe deceasedapublicfuneral,andeverymarkof respectwaspaidtohismemory,byacrowd ofcolonistswhofollowedhintonWednesday, tohislastrestingplace.

RAILWAYS.-Theadvsntageswhichthe constructionofrailwaysconfersonanew countryareremarkablywellshewnbyMr. A.Trollops,InhisworkonNorthAmerica. Mr.Trollopemys:---Railroadshavebeen carriedhitheTendthither,,throughItritogyal foetalandoverprudes,whilst:mallhopeof othertrafficthanthatwhichtheythemselves wouldmakebytheirowninfluences.The peoplesettlingontheirvigourhavehillthe verybestofroadsattheirservice;butthey havehadnootherroads.Thefaceofthe countrybetweenonesettlementandanother isstillinmanycasesutterlyunknownbut thereistheconnectingroadbywhichproduceiscarriedaway,andnewcomersare broughtin.Thetownthatisdistanta hundredmilesbytherailissonearthatits inhabitantsareneighborsbutasettlement twentymilesdistantacrosstheuncleared countryisunknown,unvisited,andprobably unheardofbythewomenandchildren. Lindersuchcircumstancestherailwayis everything.Itisthefirstnecessityoflife, andgivestheonlyhopeofwealth.Itisthe backboneofexistencefromwhencespring, andbywhichareprotected,allthevital organsandfunctionsofthecommunity.It istherightarmofcivilisationforthepeople, andthediscoverorofthefertilityofthe land.Itisallinalltothosepeople,andto thoseregions.Ithassuppliedthewantsof frontierlifewithallthesubstantialcomfort ofthecities,andcarriededucation,progress andsocialhabitsintothewilderness.

COMPULSORYCLAUSEOFTHEEDUCATION

Acr.-AtthePerthPoliceCourtonFriday, the17thMay,threeparents,named respectively,Galbraith,Oakley,and Montague,werechattedbythetruantofficer, Mr.Bailey,withneglectingtosendtheir childrentoschool.Mr.Reilly,theChairman ofthePerthDistrictBoard,whowasin attendance,askedMr.Landoronbehalfof theBoard,toinflictpunishmentuponthe children,astheparentshadnotsufficient controloverthem.Theparentsstatedthat theysenttheboystoschoolandtheydidnot go,butplayedthetruant,andevenabsented themselvesfromhomeallnight.Theseboys hadbeenbeforethecourtpreviouslyforfruit stealing,andappearedtobeincorrigible. Mr.LandorinformedMr.Reilly,thathehad notthepowertopunishthechildren,he couldonlyfinetheparents;butifthe parentswouldreporttothepolicewhentheir childrenabsentedthemselvesfromtheir homesallnighttheyshouldlockthemup, whenhewouldtreatthemasvagrantsand theywouldbeliabletoimprisonment. Theexcusesmadebytheparentswerevery lameonesindeedMontagueadmittedthat itwashisownfaultthathedidnotattend school.Mr.Landorfinedhim2s.6d.,andat thesametimeremindedhimthathehad beenpreviouslyfined68.,whichhehad neglectedtopay.Ifbothfineswerenot paidonthefollowingdayawarrantwould beissuedagainsthim.Itistobehoped thattheseproceedingsofthePerthBoard, andthedecisionofthemagistrate,willhave abeneficialeffectupontheschoolsgenerally wheretheattendanceisirregular.- Ineeirer.

REPORTSOFTHECENTRALBOARDOF EDUCATIONANDINSPECTOROFSCHOOLS.-

ThereportsoftheCentralBoardofEducationandtheInspectorofSchools,forthe year1877,havebeenplacedbeforethe LegislativeCouncil.Thereportofthe CentralBoardcontainsnothingcallingfor Anyspecialremark.FromtheInspectors report,welearnthatthenumberofGovernmentSchoolsopenin1876,was61,andthe numberofAssistedSchools,el.The averageattendanceofchildrenatthe GovernmentSchools,during1877,was2,043, andthepercentageofattendancetoenrolmentwas80.Theaverageattendancein AssistedSchoolswas1,053,andtheper centageofattendancetoenrolment,was79. OnMondaythe27thMaylast,Perthwasall excitementoverthependingelectionofa Representative,intheLegislativeCouncil, intheroomofMr.Randell,whohadresigned. Thereweretwocandidatesforthepostof honor,inthepersonsofMr.S.H.Parker, andDr.Hors,andfromanearlyhouron thatday,thepartisansofeiteercandidate werebusilyandexcitinglyoccupiedincanvassingforvotes,fortheirfavorite.Atno formerelectionwastheremanifestedsuchan amountofpoliticalfeelingandearnestness, andsodeeplyinterestedwerethegeneral publicinthecontest,thatcrowdsofpeople werecongregatedintheneighborhoodofthe pollingplace,untiltheresultwasannounced atalatehourintheevening.Mr.S.II. ParkerwasproposedbyMr.W.T.Lotonand secondedbyMr.E..A.Stone,andDr.Hord, byMr.J.T.ReillyandsecondedbyMr.J. ConcurringheartilyintheviewsofHis Grace,Iverywillinglyacceptthesuggestion offeredbyhim.Itappearstomenotonly anactofcourtesy,butstillmore,adebtof gratitudewhichtheCatholicsofWestern Australiaarecalledupontopaytothe memoryofdeceasedprelate.Thoughthe mostremoteofhisflock,yetwewerenot withoutashareofthecareandattentionhe bestowedonthoselivingincloserproximity tohim.Indeed,Imightsay,wereceived morethanaproportionateshare,andhave beenmoreindebtedtohiszealthanthe CatholicsoftheotherAustralias.Itwashe, who,in1843,sentfromSydney,thefirst missionariestoadministertothespiritual wantsoftheCatholicsofthiscolony.In 1852,hepaidus,atthedesireofthe congregationdepropagandafide,avisitin person.Thisvisitwasmadeatmuch inconvenienceandwasaccompaniedbymany hardships.LandingatKingGeorge's Sound,afterhisvoyagefromSydney,hewas compelledtomakeanoverlandjourneyof morethinthreehundredmilesfromAlbany: firsttoAustralind,andthence,toPerth,in therainyseason,andatatimewhenformost oftheway,therewasnotahouseinwhichto secureshelteratnight.Ofhislaboursin Perth,itisenoughtosaynow,thatthey broughttheblessingsofpeacetoasadlydisunitedcommunity,andthattheydidthis atthecostoflonganxiety,greatbitterness, anddeephumiliationstoHisGrace.Nor wasthisall.Duringhisstayinthecolony, whichwasnearlyfourmonths,heperformedinvariouspar?,themissionary dutiesofasimplepriest.Hemadea journeytoYork,returningbyToodyay, Bindoon,andGuildfordandineach locality,aswellasintheMetropolis, theCatho.icsprofitedlargelybyHisspiritual ministrations.

THEPALLIum.-Asthemeaningand significanceofinvestinganArchbishopwith thePallium,isnotgenerallyunderstood,we havemuchpleasureinplacingthefollowing accountofthe"Palliumbeforeourreaders -Thepalliumisabandofwhitewool adornedwithcrosses,andwornoverthe shoulderssoitstohangdownalittleinfront andbehind.Theextremitiesconsistofthin sheetsofleadcasedinblacksilk.Thewool ofwhichitismadeisthatoflambsoffered bythereligiousoftheconventofSt.Agnes atRomeonthe21stJanuary,beingSt. AgnesDay.Thiswooliswovenintopallid, which,onSt.Peter'sDay(29thJune)receive thespecialbenedictionofthePopehimself, andtheyarethengiantedonspecialrequest, orasamarkoffavortoprincipalprelatesof theRomanCatholicChurch,Inthis,asin otherancientceremoniv,thereisaspecially mysticalmeaning.Thelambstypifythe careandchargecommittedtobishopsaccordingtotheDivineprecept"Feedmysheep." Thewhitewooldenotespurityoflifeand conductandthecrosses,formerlyredbut changedabout600yearsagotoblack,signify theheavyburthenofthechiefpastorship. Moreover,thegarmentitselfhasalong history.IthassucceededtheEphodofthe Jewishpriests,anditrepresentsthemantle whichtheprophetElijahlefttohisfollower Elisha,onthetranslationoftheformerto Heaven.AccordingtoChurchhistory,Bt. Linus,theimmediatesuccessorofSt.Peter, wasthefirstprelateinvestedwithit,and thenceforwardithasbeenconsideredamark ofpeculiarpower,sofarindeedthatan Archbishopcannot,accordingtocanonical law,exerciseseveralofhisfunctionswithout possessingit.Hencetheimportanceof yesterday'sceremony.Itwouldappearthat ancientlythepalliumormantleofabishop waswornbyhissuccessor.Thus,forinstance, wearetoldbyLiberatus,writinginthe9th century,that"itiscustomaryatAlexandria thathewhosucceedsadeceasedbishop should'keepwatchoverthecorpse,and havingappliedtherighthandofthedeceased prelatetohisownheadshouldproceedto burythebody,havingtakenfromitand placedroundhisownneckthepalliumof theblessedMark.Thenhemaylegitimately occupytheepiscopalthrone."St.Markthe EvangelistwasthefounderoftheChurchof Alexandria,andLiberatusisspeakingofthe consecrationofTheodosius,thesuccessorof Timothy.Ontheotherhand,itissaidthat thepalliumwasanormunentofimperial dignity,andthattheChristianEmperorsof Romegrantedtheprivilegeofwearingitto theprincesoftheChurch,withwhom,inthe downfallofthecivilpower,thisprivilegereMaine&andtheyhavetransmittedittotheir successors.Again,amongtheRomansit signifiedthatthewearerdevotedhimselfto thestudyofphilosophy.Theexpression extogsadponiedtranairemeantthis,for thepalliumwaspartofthedressofthe learnedmenofGreece.Whicheverwaythe questionisregarded-andmuchresearch hasbeendevotedtothesubject-itisindispuablethatthewearingofthepalliumdenoted pre-eminence,andtheprivilegeofwearing atwasamarkofpersonaldignity.Its transmissionfreinonetoanotherisnotnow practised.AnArebbisbopcannot,according tocanonlaw,allowanotherprelatetowear his*Hum,andwhenhedieshispallium mustbeburiedwithhim.Sostrictlyisthis ruleadheredto,thatiftheuseofthepalliate jegrantedbythePope,butithasnotbeen actuallyreceived.thesamegarmentcannot hegiventoanotherAmustbeburned.Bo ,winitsuseisconfinedtoplaceaswellasto. TheRomanSpecialCorrespondentofthe TimeshaslatelyrepeatedintheRoman lettertheoldmilumny,andtoldtheworld thatPeedwascreatedaCardinalinpeetore byGregoryXVI.,andkeptoutofhispromotiontothepurplebyPinsIX.Yetaglance atanyCatholicalmanacsufficestoshowthe falsityofthiscalumniousfabrication. JoachimPecciwascreatedandproclaimed aCardinal-priestwiththetitleofS.CrisogenusintheconsistoryofDecember10th, 1853Thereisnetawordaboutthealleged creationinpetto,anditisknowntoevery tyroinecclesiasticalknowledgethatifPeed hadbeencreatedaCardinalinpettoby Gregoryhewouldhavetakenrankbefore alltheCardinalscreatedbyPiusIX., andnextafterCardinalRiario-Sforza,the lastCardinalcreatedbyGregoryXVIBut morethanadozenCardinalscreatedbyPius IX.tookprecedenceofCardinalPecci,and notascrapofevidencecanbeproducedto countenancethefictionthatawrongwas donetotheArchbishop-BishopofPerugia byPiusIX.InfactArchbishopPeedwas stillyoung,andbutforty-threeyearsofage whenhewasmadeamemberoftheSacred College.ToCardinalPeedhimselfthis hatefulstorygaveespecialannoyance. Someofthecausesofthisstateoffeeling arenotfartoseek,andtheconsiderationof themispregnantwithwarninginthe presentstateofEurope.Suchsentiments havebeeningreatmeasurefacilitatedby themannerinwhichGermanspeculation hassappedtheconfidenceofthenationat large,notmerelyinallcreeds,hutalmostin allphilosophies.Systemsofspeculation haveroinn0'',Lvovgeic...ationacomeand goneinrapidsuccession,withlittleother permanentresultthanthatofdiscrediting theirpredecessors,anditisinasortof desperatereactionfrombaffledmetaphysics thatmauyGermansrecoilintomaterialism. Thereis,too,sidebyaidewiththespeculativetendencyofthenationaetrungeveinof materialsentiment,ifnotofsomething coarserandtheviolentalternationwhich GoethehasdepictediuFaustbetweenwild speculationandrecklesspassionindicatesa characteristicdangerofhiscountrymen.
