TheFrenchjournalL'Unionrelatesthat thepresentEnglishCabinetwillnothesitate toprofitbythebenevolentdispositions whichareattributedtohisHolinessLeo XIII.ofenteringintodiplomaticrelationswithGreatBritian.Anattemptofthissort wasmadeinthebeginningofthePontificate ofPiusLX.,butitfellthroughbecausethe CabinetofSt.James'insistedonthecondi tionofhavingalaymantorepresentthe SovereignPontiffinEngland.Hencean .unrecognizedAmbassadororagentwasin Rome,andwastheonlymeansofcommunicationbetweentheGovernmentsofEngland andRome.Thelastofthese,Mr.Clarke .Jervoise,whoremainedhereuntilthetransferofthe,capitalandthearrivalofthegreat Italophile,SirAugustusPaget,wasmuchrespectedbothbythePontificalGovernment ,andtheEnglishCatholicsinRome.Lord Beaconafieldisnotlikelytoinsistonthe foolishconditionofhispredecessorsand probablytheoccasionofthere-establishment oftheHierarchyinScotlandmayalsobethe occasionofthere-establishmentofdiploma. ticrelationsbetweenSt,James'andthe Vatican.,

THEPOPE'SENCYCLICALLAMBThePope'sEncyclicalLetter,issuedon Thursday,openswithapictureoftheevils whichafflicthumanity,Supremetruthsare deniedtheyokeoflegitimateauthorityis everywhereshaken;cruelwarsravage nations;lawsaredespised,andeternal thingsareheldinculpableneglect.Everywherethereprevailsafuryofcupidity-a seriesofdepredationscommittedunderthe pretextofpatriotsm,right,andliberty.The causeofallthismustbesoughtintherefusal toobeytheauthorityoftheChurch.The HolyFatherthenproceedsinthissolemn mannertoenumeratetheattacksonbishops andministersofthefaith;onreligious orders, ableeducationalinstitutions,andcharitassociations;onthetemporalpowers constitutedbyChristtosecurethecivil libertyofHisChurchandtofacilitatethe conducting40thepopulationstoeternal safety.TheEncyclicalcontinuesbydescribingthematernalandcivilisingcharacterof theChurchrecountingallshehasdonefor scienceandthearts,formissions,anfor therestorationofhumanliberty,Formerlythekingdomsunitedundertheinfluenceof theChurchwerepeacefulandprosperous now,onthecontrary,theEasternpeoples, separatedanddeprivedofthatbondofunion, offertheexampleofthemostfrightful barbarity.Towhom,asksLeoXIII.,does ItalyowehergrandeurandRomeherglory? THECARDINAL-ARCHBISHOPOFWEST. MINSTERONJUVENILETEMPERANCE.

OnSundayafternoonhisEminencethe Cardinal-ArchbishopofINestministerpaid hisfirstpastoralvisitsincehisreturnfrom RometotheMissionofSt.Anne'sSpicerstreet,lipitalfields--oneofthepoorestand mostsqualiddistrictsoftheEastof'London -forthepurposeofadministeringthetemperancepledgestomembersofthisflock.Ile wasgreetedwithheartyandprolonged cheeringfromthelargeconcoursewhohad assembledtowelcomehinthomeafterhis longabsence.Afterapreliminaryreligious

exercise,theCardinalgavethepledgeto severaladults,andthenenrolledthewhole oftheschoolchildrenandtheworkingboys andgirlsoftheMission,tothenumberof about500,asmembersoftheCatholicTotal AbstinenceLeagueoftheCross.Thescene was,intruth,amostimpressiveone,and,as theCardinalafterwardsremarked,deeplyaffectedhim.AttheconclusionoftheserviceofBenedictionbewaspresentedwithaneatly-designedaddressonbehalfofthe children,itbeingreadtohisEminenceby oneoftheirnumber.Theytenderedhim theirsincereandheartfeltcongratulations onhisreturnfromtheEternalCity,andexpressedthegreatjoytheyfeltatseeiaghimagainintheirmidstafterhisseriousillness andlongabsence,buttheyparticularly thankedhimforthekindnesshehadmanifestedinpayingthemhisfirstvisittoenrol themasmembersoftheTemperanceLeague oftheCross.Theyallknewthetender solicitudeandlovingcarehehadevershown wheretheinterestsofchildrenwereconcerned.Theyknew,too,howdeartohis heartwastheTotalAbstinencecauseand theyfelt,therefore,thatwhatwassogreata sourceofpleasuretothemwouldbeasource ofjoytohisEminence,whoseprayersthey requested,thatDivineGracemightenable themtokeepfaithfulandinviolateallthe daysoftheirlivesthepledgetheyhadon thatoccasionacceptedfromtheirbeloved Archbishop'shands.Theaddressconcluded withanearnestsupplicationthatGodmight longspareandblesshim.TheCardinal thankedthechildrenfortheirbeautiful address,andwouldprizeitasfardearerand morepleasingtohimthananycongratula- tionshehadeverreceived.Hebesaught themtoadheretotheirpledges,shundrink, leadhonest,pure,andChristianlives,and Godwouldblessandprosperthem.They badmuchtobethankfulfortothegood FathersoftheMissionfortheinteresttheyhadtakenintheireducationandmoraltraining,thehappyresultsofwhichhewitnessed thatday.AsCatholicchildrenhe-prayed themtorememberthehighprivilegesthey enjoyed,andnevertosullytheircharacter bytakingintoxicatingdrinks.TheCardinal afterwardspreached,afterVespers,atthe ChurchofS.Mary,Moorfields,beforean immensecongregation,

Greatashavebeentheadvantagesderived fromit,theelectrictelegraphhasnotproved anunmixedblessingtotheworldatlarge. Thatittendstoparalyzetheindependence ofsubordinatesactingatadistancefrom homeisnowcontinuallyshown.Thusgene- ralsincommandofarmiesinthefieldhave beensubjectedthroughittointerference worsethanthatexercisedbyanyAulic Councilofold.Itiscertain,again,thatthe freeuseofthewirehasaddedgreatlytothe difficultiesofEuropeandiplomacyinthe presentmomentouscrisis.Butworsethan allistheeffectithashaduponcolonial governors,whohavebeenknowninmoments ofemergency,insteadofactingupontheir ownjudgment,torefertoDowning-street forinstructions.SirMichaelHicks-Beach, inreplyingtoadeputation,veryproperly laiddowntherulethatthispracticeofreferencewasgreatlytobedeprecated.Hesaidcolonialgovernorsweremenspeciallyselec- tedaspersonsofcapacityandexperience, sufficientlystrongandself-relianttoactfor themselves.Todwarfthemintociphersor mereclerksmightleadtothegravestevils. Theunpleasantconsequencesofwaitingthus forinstructionswereseenplainlyenoughintherecentpoliticaldeadlockatVictoria. HadSirGeorgeBowenfeltthathiscom- municationwithEnglandwascutoff,he mightperhapshaveshownafirmerfront againstthepressureofhisCabinet.

FUTUREPOLICYATTHECAPE.

ThetameprincipleofdealingwithKaffir outbreaksisthatrecommendedbyp'actical andexperiencedgeneralslikeSirJohnBisset, andnowseeminglyadoptedbyMr.Sprigge.thePremierattheCape.Thisistomakeit plainlyunderstoodthatforthetimebeingall Kaffirs,whetheropenlyhostileornominallywelldisposed,areallenemiesalike.Those whoremainatpeacegenerallydosoonlyas ablind;theyfavorsecretlyourfoes,take chargeof actuallytheircattleforthemwhiletheyare engagedinthefield,andonlyerat fortherightmomenttothrowintheirlot againstus.Thisargumentdoesnotofconies extendtotheZulus,whohavenoparticular sympathywiththeKaffirsButasMr. PigottMooreobserves,inhislectureatthe UnitedServiceInstitution,theZuluquestion isaverydifferentaffair,andwillhavetobe treatedseparately.Thereisnofearofthe ZuluKingsolongashoremainsindependent, forNatalisfilledwithrenegadesubjects whohavefledfromhisrule,listifhis

territoryiseverannexed,andthetribe,at presentdividedintotwoparties,becomes againunitedandstrong,isispossiblethat thewhitepopulationofNatalmaybe swampedaltogether.

ANOTHERANDAREMARKABLECHANGEIN

THECONDITIONOFLOUISELATEAU.

AReverendcorrespondentoftheNew YorkFreeman'sJournalwritesofanew changenowtakingplaceintheconditionof LouiseLateau."Scarcelyreturnedfrom Bois-d'Haine,whatshallIsayofwhatIhave seenthereexceptthatheavenappearstobe approachingnearertotheearth,forthe blessedsoulofLouiseisseveredmoreand morefromhermortalframe.Yes,sincethe deathofPiusIX.ourpoordearLouisehas enteredintoaneweta:eofsufferings,which seemstobethelastofherearthlylife.She isnowbutashadowofwhatshewasbefore. Herhandsarethinandstilherheadconsiderablyemaciatedhefcomplexionpale, almostlividhersightisdimmedbythe painsofthecrownofthorns;thepainsin hersideprovokeaheavingofthechest,distressingtocontemplate.Herstigmataare driedup,exceptthoseofherhands.Her voicecanscarcelybeheard,andherspeech isalmostnothingbatawhisper.Sheisnot anylongeronthisearth,exceptwhencalled backthroughobedience.Herecstasies,however,arenotsolong,butaremorefrequent. Dr.Lefebreandanothereminentphysician werelastFriday(March8th)atherbedside. Theystatethatallherorgansareina perfectlyhealthycondition,and,nevertheless,thereareallthesymptomsofphthisis inthelaststages.Thosesymptomsare producedbythepainsinherheart,pains whicharesoviolentthatitseemstoherthat herheartistornawayfromherbosom.They produceinheraloosecough,almostcon- tinual,butwithoutexpectoration."

IMPRISONMENTPOEDEBT.

Imprisonmentfordebt,itwouldappear,is only,afterall,nominallyabolished.Debtors arestillincarceratedunderthedesignation ofprisonersforcontemptofcourt,andthese unfortunatepeoplearenowsubjectedto manycruelandgrindingregulationsunder theprovisionsoftheNewPrisonsAct,which cameintooperationonMondaylast.Accordingtothe debtors,rulesthenbroughtintoforce, or,aswehavesaid,prisonersfor contemptofcourt,havebeentransferred fromthecivilsideofsuchaplaceofdetentionasHorsemonger-laneGaoltothe criminalside,andincarceratedforover twenty-twooutofthetwenty-fourhearsin thedayinsolitaryconfinementincells hithertoappropriatedtofelons,allaccessto thembeingvirtuallycutoff,astheyareonly entitledtosendandreceiveoneletterper month,andbevisitedbyone,or,attheoutside,twooftheirfriendsandrelativesatthe sametimeonceamonthforonequarterofan hour.Hithertotheyhavebeenallowed,in thecaseofSheriffs'debtors,toseetheir friendsdaily,andinthatofCountyCourt debtorsonthreedaysweeklyfrom9a.m., till6p.m.,andtohavefreecommunication witheachother,therebyrelievingthemonotonyofprisonlife.PriortothenewAct theywerealsoallowedtheuseoftobacco, which,bytheserules,isstrictlyprohibited. Acourseoftreatmentsorigorouscouldnever havebeencontemplatedcertainlybythe framersoftheAct,who,astherecordsof "Hansard"show,endeavouredbyevery meansintheirpower,duringitsprogress throughParliament,toamelioratetheposi- tionofprisoners.TheLegislaturewhen delegatingitsfunctionstotheHomeSecretary,couldneverhaveanticipatedthatsuch hardshipsasthosejustnamedwouldhave beeninflictedonprisonerswhoaremerely debtors-hardshipsfargreaterthanthose enduredbypersonschargedwithcriminal offences.Thepositionofdebtorsisthus reducedtooneofcruelprivation,theextent ofwhichcouldnothavebeenexceededhad theybeenfoundguiltyofcriminaloffences.

ARCTICEXPEDITION.

AnotherArcticExpeditionisjustnow activelyinpreparation.ASwedishmerchant ofGothenburg,aSeotehmanbydescentand byname,Mr.OscarDickson,aspirestoemulate,byhismnnificiententerprise,in undertakingthewholecostoftheexpedition, thebrilliantcoursepursuedinthesamedirectionearlierinthecenturybythegreatgin distiller,SirFelixBooth,whotherebynot onlywonhis permanentlyknighthood,butgothisname associatedontheterrestial globewithenormoustractswithietheArctic circle,Thenewexpeditionwillbeunder

thecommanlofProfessorNordensjold,its objectbeingle,,rietedtoanattempt,if possible,tohaketheNorth-eastpassage. Toe"Vega"asmallsteamer,specially constructedforicenavigation,willbe provisionedfortwoyears,andwillcarry withher,inadditiontoascientificstaffof fourorfivepersonsandfourwhalefishers,a crewcomposedofanavalofficeranda surgeon,withfourteensub-officersand volunteersailorsfromtheSwedishMarine. ProfessorNordensjoldconceivesthatby takingdueadvantageofafavorableseason, itwill,comparativelyspeaking,beeasyto forcehiswaybetweenthesouthermostpoint ofNovaZemblaandtheContinentofAsia, intotheKaraSea,thencemakinghiswayoutintotheNorthPacificbyBehring's Straits.Hisforecastinthiswayseemstobe notunreasonable.Butwhetherthescheme bereallypracticablecanonlybeshownby theresultoftheproposedadventure. HithertotheseatotheNorthofSiberiahas neverbeenattempted,althoughitistolerably certainthatdaringthechiefpartoftheyearthecoastallalongthemainlandmustbe clearedfromicebytheObiandYnisci,It isrememderedthatMr.Lamontforcedhis vesselalmostintotheKaraSeathroughthe MatockinStraits.ProfessorNordenskjold proposesmerely,however,toskirtthe southernshore,andtoendeavor,bycreeping alongitfromstationtostation,toreachan outletthroughBehring'sStraits.The enterpriseseems,atleast,alittlehazardous thantheoneadventureduponunderthe commandofgallantNares.

PREVIOUSAGRARIANOUTRAGESIN IRELAND.

Oldrecollectionsarerevivedbythe assassinationoftheagedEarlofLeitrim.It isrecalledtomindthatonthe1stJanuary, 1839,LordNorburywasshotintheshrubbery nearhisownhouseinMeath,the assassinbeenseentoescape,buthisidentity neverbeenascertained.TheGovernmenton thatoccasionofferedarewardof£1,000, withanannuityof£100ayear,butpopular sympathywassostrongthatnoinformation wasevervolunteered,althoughtherewas littledoubtthatthemurdererhadaccomplicesintheneighbourhood.Againonthe 23rdofMay,1850,RobertLindsayManieverer,amagistrateoftheCountyof Londonderry,andagentoverextensive estatesinthenorthofIreland,wasshotnear Dundalkwhileridinghomeonhisjaunting car.Twomen,atwhomsuspicionpointed irresistibly,weretriedfortheoffence,but thedeceasedwasshowntohavebeenevictingtenants,andthejury,afterlisteningto theevidence,returnedaverdictofnot guilty.Yetagainonthe12thofOctober, 1855,MissCharlotteHindwasshotbysome ofhertenantswhenreturninghomeonacar fromBallyConnellMarket,CountyCallen. Themurdererswereneverdiscovered,butit wasnotoriousthattheunfortunateladyhad formonthsbeenmarkedoatbyaRiband lodge,andhad,moreover,beeninformed thatherdayswerenumbered.Aboutthe latestinstancebeforetherecenttragedywas thatofMr.Featherstonhaugh,DeputyLieutenantofWestmeath,whowasshotwhen drivinghomewithhisservantfromtherailwaystation.Hewasoneofthelargest proprietorsinthecounty,andtherebadbut veryrecentlybeenseveralevictionsonhis est4te.Theassassinsstoppedthevichleina secludedpartoftheroan,draggedtheir victimtotheground,andtherefiredathim BOcloselyastoscorchhisclothes.Thecircumstancesofthiscasewonderfullyresemble thoseofLordLeitrim'sassassination.

l'HERKSSOMETHINGROTTENINTHE STATEOF"-RUSSIA

Acommunicationreceivedbyacorrespon-dentoftheTimesfromafriendinSt. Petersburgwhohasresidedthereasamerchantformanyyearsrunstothefollowing effect,andnodoubtexpressesthefeelingof theEnglishcolonyinthatcapital:-"We arehereinapainfulstateofsuspense,and ruinisstaringusintheface.Thepeople seemtobebeyondthecontrolofall considerationsbutambitionandnational aggrandizement.Austriaistobebrokenup and'annexed,'andEuropewillbecompelled tobowdowntoRussiansupremacy.A nationof70millions,itissaid,canfurnish anunlimitedsupplyofmenforthearmy, andasformoney,papernotescanbe manufacturedtoanyamount.Nooneseems tocareforthefutureof willcertainlybe a IMO. Butthespiritof tavowsli:iet apitchthatno moderatethewarlikespiritwhichillabroad. TheentourageoftheEmperoritsaidto flatterhimwiththeideathatheisinvincible -thatheistheobiAtitimrintheworld,and

alewillalawtoallotherPowers.The religionselement,also,inthecrisisisbrought continuallytothefront,andyouknowhow fanaticaltheRussiancommonpeopleare.Noeffortshasbeensparedtoexcitetheir religionsfervour.Itisnotasitwasinthe CrimeanWar.TheEnglishhereareat presentinsuchbadodourthattheyhaveto keepthemselvesandtheiropinionstothemselves.Itwillprobablyendintherebeing notoneRussianbutseveral.Should bankruptcycome,whichseemslikely,there willbesucharevolutionashasnotbeenseen forgenerations.Thisisacknowledgedby themorefar-seeingandmoderateofthe Russiansthemselves."

DESPATCHOrTROOPSFROMINDIATO MALTA.

ofEngland,therecannolongerbeanydoubt aboutthefactthattheonePowerisolatedin EuropeisRussia. TheBerlinCorrespondentoftheMorning Postsays:-"Thereportsnowcurrentwith regardtoGermanmediationbetweenEngland,Austria,andRussiaarebased,asis explainedongoodauthority,onthefollowing facts.TheGermanChancellorafewdays agoofferedthegoodofficesofhisGovernmentsimultaneouslyatLondon,Vienna,and St.Petersburg.TheCourtsaddressedhave thusfaronlyreturnedbriefreplies,which cannotbelookeduponasdecisive,butthey areallofthemfriendlyintone,andatany ratenotunfavorabletotheproposal;hence itisinferredthatthereissomeprospectofa satisfactoryresult.Itisunderstoodthat fullerreplieswillshortlybesent."

TheIndianGovernmenthatreceived orderstodespatchtroopstoMalta.The followingregimentshavebeenselected:The9thBengalCavalry,the1stBombay LightCavalry,the2ndand13thGhoorkas, the81stBengalRegiment,the25thMadras Regiment,tworegimentsofBombayNative Infantry,twofieldbatteriesofartilleryfrom Bombay,twocompaniesofSappersand MinersfromBombay,andtwofromMadras.

TheNativeInfantrywillbebrigadedwith theBritishInfantryatMalta.MajorAdams, AssistantQuartermaster-GeneralatCalcutta, andMajorKeays,AssistantCommissary.General,haveproceededtoMaltatomake sumagementsforthereceptionofthe troops,

Aninterestingexperimentisnbouttobetried inconnectionwithanumberofthelampsin Pall-mall.Thepatenteeofanewsystemof ignitinggashassubstitutedfortheordinary jetasmallandmostingeniouselectrical apparatusbywhichithasbeendemonstrated tobequitepracticabletoturnonthegas, igniteit,andturnitoffagain.Anumberof thelampsalongPall-mallhavebeenthus fitted,andhavebeenconnectedbyawire,by themediumofwhichallthejetsthusunited willbeoperateduponsimultaneously,either forthepurposeofignitionorextinction.The peculiarmeritoftheinventionnowaboutto bepubliclytriedintheparishofSt,Jamesis thatitperformsautomaticallyallthefunctionsofthelamplighter,andthatby meansofanapparatuswhichwillbeenclosed inametalcaseabout23/4inchesdeepandthe sameinwidth.Theconductingwires,asat presentarrangedinPall-mall,extendfrom lamptolampoverhead.Ifpermanently adoptedtheywouldbeproperlyinsulated andwouldbelaidunderthecurbstone.The practicabilityofthissystemhasbeenplaced beyondquestionbyatestinconnectionwith anumberoflampsonthepropertyofthe ChateredGasCompanyatFulham,wherefor twelvemonthspastithasworkedwithentire success.Thereare100,000lampsinLondon, anditisestimatedthateverylampcosts13s. 6d.perannumforlightingandextinguishing, whiletheconsumpticnofgasarisingfront thenecessityoflightingupbeforedark,is calculatedtocost6s.6d.Theadoptionof theelectriclightingitisthusestimated wouldaffectasavingof£100,000ayear. TheexperimentinPall-mallwillprobably servetotesttheaccuracyofthis calculation.

THEPOLITICALSITUATION.

OnSaturdayeveninglasttheannual banquetoftheInstitutionofCivilEngineers washeldatWillie'sRooms,underthepresidencyofMr.Bateman,F.R.S.Therewas amostdistinguishedassemblyofsome250, including,amongothers,H.I.H.thePrince Imperial,PrinceLucienBonaparte,Earl Granville,Mr.Gladstone,andothereminent persons.TheChairmanhavingproposedthe toastof"TheVisitors,"coupledwiththe nameofthePrinceImperial,hisImperial Highnessonrisingtorespondwasvery heartilyreceived.HesaidPermitmeto conveyoursincerethanksforthecordialand generoushospitalityofferedtotheirguestsby theInstitutionofCivilEngineersthisnight. Thewarmestexpressionsonmypartwould, 1amsure,onlyexpressthegeneralfeeling ofallthevisitorspresent.Icannotrespond toyou,Mr.President,withoutsomethinglike pain,sodeeplyamItouched.notonlybythe kindfeelingsofsympathyaddressedtomyself,butmoreespeciallybythetributeof respectpaidtothememoryofmyfather. NeverhaveIhadadeepersenseofmydebt ofgratitudetowardshim,towhomIowe,in agreatmeasure,thegeneroushospitalityI havereceivedinthisgreatcountry,sinceit wasalwayshiepolicytounite,inthemost friendlyrelations,EnglandandFrance.The lateEmperor,asyouareaware,wasalways deeplyinterestedinscientificquestions,and evenbeforeascendingthethroneofFrance heshowedthatinterestbytakinganactive partinthedebatesofthisInstitution.He wellunderstoodthatintimeslikeours,when scienceismakingsuchrapidprogress,every manofhighaspirationswasboundtoincrease hisknowledgeasthesurestmeansofsuccess inlabouringforthegoodofhumanity.When hebecameEmperoroftheFrench,faithful totheseprinciples,neencouragedonalarge scalegreatpublicworks,andshowedatall timeshisesteemandhissympathywiththe menwhoaccomplishedthem.Inrecent timesmanybattleshavebeenfoughtbyman againstman,thoughthisisnotthetimeand placetospeakofthem;andothershave beenfoughtbymanagainstnature,andthe victorieswhichhavebeenachievedinthe latterwilleverremainmonumentstothe honorofthegenerationinwhichtheywere achieved.Ofthesevictoriesthehonor mainlybelongstotheprofessionofthe engineer,anditis,therefore,withafeeling oflegitimatepridethatIrememberthatmy fatherbelongedtoyourInstitution.Iam glad,therefore,totakethisopportunityof expressingtotheCivilEngineersmyprofound esteemandveryheartfeltwishesforthecontinuedprosperityoftheirmostusefuland admirableInstitution.

ThePoliticalSituationisanythingbut hopeful.PrinceBismarck'sproposalstoact asmediatorthreatenacollapse.Acoupleof theBerlinjournals,ordinarilyverywell informed,theNationalZeitungandtheNorth GermanGazette,expressthemselvessocoldly astodashthehopesofeventhemost sanguine.Theyequallyinsistthattheobstacles inthewayofapacificationappeartothem, inoneword,insurmountable.TheTreatyof SanStefano,theymaintain,istooplainly irreconcilablewithBritishinterestsinAsia MinorandtheDardanelles.Russiahasgone sofarnowthatherrecedingwouldinvolve fortheCzarandhisGovernmentaltogether toodisastrousahumiliation.Hisdoingso wouldbeansweredfromtheinteriorofhis empirebyarevolutionaryexplosionsuchas theworldhasnotwitnessedsincetheoutburstwhichlastedcontinuouslyinFrance from1789to1793.Itisasmuchashis Crown-itisasmuchashislifeitself-is worththatheshouldabidenow,cokeque mite,bytheprogrammesketchedoutforhim bytheTreatyofSanStefano.Butwhilethe factsaresowithregardtotheRussian Autocrat,equallycertainisitwithreference toEnglandthatthereisnotthesmallest possibilityofherrecessionfromthelineof policymarkedoutforherbytherequirementsofherhonour,itmightevenbesaid bytheverynecessityofherexistence. Shouldthestragglewhichseemsimpending come,atlength,betweenthe'twogreat antagonistsnowconfrontingeachother,their wholestrengthwill,forcertain,beputforth beforeonecanbevictorandtheother vanquished.Englandhasneverbeenso wellpreparedtoenteruponagreatwarss sheisatthismoment,whereasitishardly toomuchtosaythatRussiahasneverbeen soill-prepared.Thefinancesoftheoneare flourishing,oftheotherbankrupt.The armedchampionsoftheonearebutjust emergedfromafierceandprolongedstruggle inwhichtheywereallbutoverwhelmed, whereasthewarriorsbyseaandlandofthe otherwouldcomefreshandvigoroustothe encounter.Beyondallthis,whilewehave beardagreatdealoflateabouttheisolation

Grenadiers,condemnsverysharplyindeed thestrategyoftheGrandDukeNicholasand hisstaff.Heregardsitasabsolutelycertain thatifOsmanPachahadassumedthe offensive(hadhedoneso,however,itwould havebeeninthespiritofagamblerrisking everythinguponthehazardofadie)after thefirstvictoryatPlevna,andifanything likeanordinaryamountofmilitaryintelligencehadbeendisplayedatthatjunctureby thecommandersoftheShumlaandBalkan forces,theRussianarmiesmusthavebeen utterlydestroyed.Asitwas,OsmanPacha wasleftinthelurch.Theoccupationof Plevna,initselfanexcellentmove,supposingittohavebeenassistedbytheother generals,becameamistake,andled,asthe worldknows,toanirreparablecatastrophe. Everyonehereisastoundedbythedenial ofextraordinarycircumstancesattendanton LordLeitrim'sfunerallastweek.Intoken oftheaccouetswhichhavegonetheround ofthepapersnothavingbeenintheleast exaggerated,hereistheepitomisedrecordto thesceneaspublishedintheNation:-Lord Leitrim'sfuneralhasbeentheoccasionofa demonstrationforwhicharrallelcanonly befoundinthesceneswhioccurredatthe burialofLordCastlereagh,whenacrowdof IrishpeopleinWestministercheeredloudly threetimes,andatthatofLordClare,whose coffinwasassailedwithvolleysofdeadoath. Itwasintendedthatonlyafewprivate friendsshouldfollowtheEarl'sremainsto S.Michan'sChurch-thattheinterment should,infact,beasprivateaspossible-but thisarrangementfellthrough.Thepopulace intheneighborhoodgotwindofthefact,and theyassembledinlargenumberstoexpress thepopulardetestationforthememoryof thedeceased.Hooting,hissing,andgroaning markedthepassageofthecortegetothe churchyard;thehearsehadtobepilotedto oneoftheentrancegatesbythepolice,and whenatlength,andaftermuchdifficulty, thecoffinwasremovedfromthehearse,there cameontheair"agreatyellofexecration." LanisterSpalding,BishopofPeoria,that prelaterecentlythusspokeofProtestantism inEurope:-If,turningfromtheconsiderationofAmericanProtestantism,welook abroad,amorehopefulprospectisnot presentedtoourview.InGermanythe divorcebetweenorthodoxyandintelligence iscomplete.Thecultivatedarepantheistic orpessimist;andthemassesareeitherindifferentoropenlyhostiletopositive religion.InGenevanine-tenthsofthe Protestantsareofrationalisticandliberal type.Theyhaverejectedallthespecifically Christiandoctrines.FrenchCalvinismis similarlyaffected.Itscontrollinginfluence istheliberalschoolwhichdeniesthesupernatural,andrefusestoadmiteventhe possibilityofthemiraculous.TheheathenismofthelowerclassesinEnglandhasbeen establishedbyinvestigations,which,whether weconsiderthesourcewhencetheyemanate orthecarewithwhichtheyhavebeenconducted,leavenosuspicionoferror.The Establishment,whichhassolongbeenthe bulwarkofProtestantism,isattackedbyfoes fromwithoutandfromwithin.Thecourse ofeventsandthesphitoftheagedemand thatAnglicanismshallnolongercontinueto existasaStatereligionandtherealization ofthehopesoftheLiberalsisrenderedcomparativelyeasybytheconflictbetween infidelityandCatholicism,whichisraging withintheChurchofEngland.Recent developmentshaveshownthatinScotland eventheoldfabricoforthodoxyisundermined.TowhatsoeverpartoftheProtestant worldwelookwearestruckbysignsofthe distintegrationanddecayofreligiousbelief. Themoreintelligentcherishakindof.hope thatthegeneraldissolutionmaybetheenlightenedareindifferentordowncast.The voiceofthepreachergivesforthnocertain sound.Histoneisfeebleandhesitating. Hewaversandapoligizes;iscoldand mechanical,orsentimentalandrhetorical. Thusitwouldseem,thatthe Churchhaseverbeensolicitous forthewelfareofherpeople,andwhile encouragingherchildrentocombine formutualhelpandsupport,hasextendedhercharityevenbeyondthis sphere.Itisrefreshingindeed,to turnbackasitwere,toageslongpast, andnoticetheinteresttakeninthese BenefitSocieties,bothbytheChurch andState,andtoobservethecarewith whichtheywerelegislatedforby Saxonkings,aswellasby kings,thedescendentsofthePlantagenetsandTudors.Butwithoutgoingintoanyfurther historicdetail,inreferencetoBenefit Societies,wemustsay,thatitisfortunateindeed,thatsuchSocietieshave received,andstillcontinuetoreceive, suchpatronageandprotectionfromthe Church.Ourreadersdonotrequire tobetold,thathowevergoodman's intentionmaybe,heis,afterall,at best,veryunstableinhisways,and thathoweverlaudableandheroicindividualcharitymaybe,yetunfortunately,itieveryprecarious,andby nomeanstobereliedupon.Buta society,suchasthe"StaroftheSea," foundedincharity,andconformablein allitsRules,totheteachingsand practicesoftheCatholicChurch, claimsoursympathy,andthesupport andpermanencyamongstus,ofsuch societies,shouldthereforebetheaim anddesireofeverysincereandpractical Catholic.Asforourselves,wecan sincerelysay,thatwerejoiceinthe successwhichhasattendedthe"Starof theSea"Branch,andwecannotrefrain fromexpressingourferventandsincere hope,thatatnodistantdate,every districtinthecolony,willbeblessed withalikeInstitution.Letushope thatourgoodwishesmayberealized, andthattheymaybesoonattained,we wouldurgeuponourreadersinthe countryDistricts,totakecouragefrom theexampleandsuccessofthe"Star oftheSea,"andcommencewithout delay.AsthePoetsays:"Thingswonaredone;joy'ssoulliesin thedoing-.

buttresses.Overtheentranceporch thereisalargethreelightedwindow, withahandsometraceryhead,andon theapexofeachgablestandsadecoratedfreestonecross.Thechancelis coiledandpaneledinaverychasteand artisticstyle,theintersectionsofthe grainingbeingornamentedwithcarved bosses.Theroofofthemainbuildingis "open"-thebacksoftheraftersbeing sheetedwithnarrowboards,andthe wholeofthewoodworkiswroughtand neatlystained.Theappearanceofthe buildingontheoutside,andalsothe interiorisexceedinglyhandsome,and theparticularstylechosenbythearchitectisacknowledgedtobethe handsomestandmostperfectofthe Gothic's.Thecontractorhasacquitted himselfwellofhiswork,andhasdone justicetothedesign.

Thereisnotanotherstyleofarchitectureknownwhichissobeautifully adaptedforchurchbuildingsasthe Gothicstyleinitspurity.Itwas invented,improved,andbroughtto perfectioninthecommunitiesofCatholicreligiousorders.Itissymbolicand historicinitschiefandmostprominent features,andalsoinitsmostminutedetail.Thefirstthoughtasitwere-the veryfoundationislaidintheformof thecrosstheemblemofredemption, andonthatthebuildingisraisedjustas theCatholicchurchisfoundedinallits divinegrandeur-everyminutedetail representingsomegrandtruthordivine mystery.UptothetimeofthesocalledProtestantreformation,allthe embelishmentsintrodUcedbythe architectstodecoratechurcharchitecture,hadapureandreligioustendency, butwhentheworkofthereformation commenced,awholesaledestructionof thereligiousdecorationswascarriedon andthebeautifulandchastedesigns demolished,oftensubstitutingin theirplacesheathensubjectsofart, notovermodestindesign.This wasalldoneasthereformerssaid topurgetheChurchofprideandpomp. Atthesametimecommenced*thedestroyingofpulpits,stallsandseats,and then thattheyreplaced themwith?Thereadingdesk,andthe veryplainbutexceedinglycomfortable andluxuriousboxeswellsuppliedwith softcushions.Thisisafactwhichis mostcuriousinthechangesandspoilslionscarriedoninthesacrededifices

Thegrandandbeautifulportionsofthe decorationsoftheedificewhichwere solelyexecutedtohonorandglorify GODwerepulleddownandreplaced withcommonplaceornaments,andon theotherhand,thesittingswhichwere plainandneat,andinkeepingwiththe building,andthereligioustastesofthe congregationwerealsochangedbutin adifferentfashion-theyweremade easyandluxurioustosuitthetastesof thereformedoccupants.Thecrosses whichgenerallyoccupiedthehighest pinnacleorspireontheoutside.and actedasabeacontothetravelleror stranger,todenotethehouseofGOD, wasinmanycasestakendown,andthe figureofthecockcrowing(overhis neighbours)substituted.

OntheFeastofPentecost,the9thJune, HisLordshiptheBishop,administeredthe SacraineutofConfirmationtoalargenumber ofchildrenintheCathedral,Perth.His Lordshipwasattendedonthisinteresting occasionbytheVeryRev.theVicar-General, and,accordingtohiscustom;addressedthe candidatesofbothsexesinananimateddiscourse,onthenatureandobligationsofthe aguustSacrament,hewasabouttoadministestothem.TheSacramentofConfirmation, receivedontheFeastofl'entecost,is extremelyimpressive,bringingtomindina vividmanner,thefirstdesentoftheHoly SpiritontheApostles,andtheinauguration oftheinfantChrist.Fewcanwitnessit withoutdeepemotion,andearnestprayerfor themselvesandtheprivilegedchildrenabout tobeenrolledassoldiersofChrist.The numberofmalechildren,includingoneadult, amountedto35endthefemales,74,includingalso,oneadult.Timegirlswereall dressedinwhite,andpresentedaninteresting spectacle.

Anothercottagewastakenforthemby theBishop,nearertotheChurchandina moreretiredposition-itasrentedforan indefiniteperiod.Onthe6thofAugust, theSistersenteredontheirfirstannual retreatinAustraliaandatitstermination anewMotherAssistantwasappointedby theBishop.OnSunday,the2ndSeptember, theirfirstpostulantwasclothedinthe religioushabit,andcommencedher Noviciate.TheCeremonytookplaceinthe Church.

Towardstheendoftheyear,acottage wasrentedbytheBishopforthereception offemalechildrenwhoseparentslivedattoo greatadistancefromPerthtobeableto availthemselvesoftheSchools.The Sisterstookchargeofthecottageand childrenresidentinit,itwasnotfarfrom theConvent.Thedaughtersofthegentry, aswellasthehumbleclasses,received,as timewenton,aliberaleducationinseparate schools,undertheimmediatesuperintendence ofourSisters,andfromthecaretakennot tointerferewithreligiouscreedsofsuchof thepupilsaswerenotCatholics,-nofears wereentertainedbyparentsonthesubject, indeednothingcouldexceedtheaffection manifestedbythechildrentotheiresteemed teachers.

AboutMay,1847,thefoundation-stoneof anewConventwaslaidbyHisLordship, Dr.Brady,and,inthecourseoftwelve monthsorthereabouttheSisterstook possessionofit.Itwasanunpretending buildingconsistingsimplyofsixrooms, threeunderneathandthreeabove,thelast namedbeingdividedintocompartmentsfor sleeping,bycheckcurtains.Thisbuilding isnowthatportionoftheConventpremises occupiedbytheboarders.

WeleftourSistersonEasterSunday theGrstintheiradoptedcountry.That, gloriousfestivalwascelebratedwithasmuch joyanddevotionasiftheywerenotina foreignlaudfor,tothosewhohaveonce forsakenallthingsforJesusChrist,one placeinthisworldofpilgrimageisthe sameastheother.Naturewillsometimes lookbacktoearthlyassociations,butgrace soonputstoflightthosetroublesomeand uselessglancesofmemory.Godiseverywherethesame.WeobservedinaforegoingchapterthattheBishopandtheIrish priestleftPerthsoonafterEasterforthe purposeofvisitingsomeCatholicslocated iuthebushsomehundredmilesdistant.In themeantime,timemouthofMaycomingon andnopriestbeinginPerth,theSisters wereatalosstointroducethedevotionsto OurBlessedLady,-betaftersomeconsiderationtheyresolvedtoinvitethe attendanceoftheCatholicchildrenevery eveningtotheirowniittlechoir,wherethey haderectedasmallaltartotheBlessed Virgin.Onthealtar,theyplacedastatue oftheMotherofGod,andhavingarranged beforeitlightsandwildflowers,thedevotions wereopenedonthefirsteveningbythe prayerappointed,followedbythesingingof theLitany,theaccompanimentbeingplayed onthepiano,afterwardsaninstructionand concludingprayers. Havingattendedthedevotionswithgreat regularityduringthefirstweek,thechildren becamesodelightedthattheydesiredto seetheirparentsandrelationsenjoythe sameadvantages:accordingly,manyofthe latterbeggedtobeallowedtoaccompany theirchildreneveryeveningtothedevotions, andwerenotrefusedsogreataprivilege. TheSisterswerethenobligedtoconvert theirreceptionandschoolroomsinto chapelstoaccomodatethesepoorpeople,the doorsoftheseroomsopeningintothechoir andaffordingaviewofthealtar.The Bishopreturnedbeforetheendofthe month,andfoundmanyofhispeople,who werebeforecarelessandindifferent,now anxiousandwillingtobeinstructedand receivedintotheChurch.Themonth endedmosthappilyforthespiritualinterestsofall,andeachsueceediagyear broughtarenewalofitsblessings. TheyoungCommunitywasnowaboutbe tovisitedwithaheavycross.The9,1other Assistantbadbeenindeclininghealthfor sometimeandwasnowunabletoleaveher bed.Abouttwelvemonthsbeforethe SistersleftIrelandthisreligiousSister MaryCatherineGogarty,hadbeenattacked withaviolentinflammatorydisease,which confinedhertotheinfirmaryforseveral months.Afterherpartialrecoveryitwas tneopinionofhermedicaladviserthatasea voyage,andresidenceinawarmcountry wouldre-establishherhealth.Inthishope, shewasnamedasoneofthepartyforthe AustralianMissionHowever,thehopesof herphysiciansandfriendsprovedfallacious-shearrivedatherdestinationonlytofind herselfaninvalid,andassheherselfexpresseditbyastrangedispensationof providence-tocomefromoneendofthe worldtodieintheother.Shelingered aboutsevenmonthsduringwhichtimeshe edifiedallbyhergreatpatienceandcheerfulnessunderaccumulatedsufferings.Our DivineLordcalledhettoTeceivehercrown onThursday,30thJuly,1846-being29 yearsofage.OnSunday,2ndof August,asolemnHighMassandOffice werecelebratedforthereposeofhersoul andherremainswereconsignedtoagrave inaspotcloseby,theChurch,whichfor yearscomposedtheConventcemetery.It wasasadandlonelyceretuony,butthe Sistersfoundtheirconsolationinthe humblehopethattbek,belovedSister,had beendeartoGodandaseventhenenjoyingHissweetpresenceinheaven.Another circumstanceaddedtotheseverityofthis trial.Thetermforwhichthecottagewas

IthasbeenpremisedthatoneoftheinducementstotheCommunity,inDublinto givememberstothisMissionwasthesad accountofthestateoftheNatives.However,ourSistersfoundthatfromtheir totallyuncivilizedandwanderinghabits,it wouldbeoutofthequestiontoexpectthem tosendtheirlittleonestoadayschool,and that,inordertoeffectpermanentgood amongstthem,itwouldbenecessarytoremovethechildrenfromtheparentsatan earlyageandhavethembroughtupunder theSisters'immediatecare.Thiswastobe aworkofafuturetimeandwasindeeda laboroflove,andgreatwasthejoyofthe Sisterswhentheyfoundthemselvesactually inpossessionofalittleblackgirl.This childwasbaptizedandcalledMaryChristian, andeachlittlenativecomingafterherto theConventreceivedthesweetnameof Mary,withtheadditionofsomeother appellation,thus-MaryRose-&c.Inthe courseoftime,anadditionalbuildingona linewiththeSchoolswasdevotedtothe Nativegirls,andentitled"SaintFrancis Xavier's."InthisEstablishmentthe coloredchildrenweredomesticated,taught andtrained.Agrantof£50perannumwas allowedbyGovernmentfortheirsupport andthemoatdevotedcareandattention bestowedonthem.

SincethewreckoftheBritishAdmiraloff King'sIsland,in1874,nomarinedisasterin Australianwatershasbeensoalarmingor causedsomuchsensationasthelossofthe LochArd,whichtookplaceunderthebight runningbetweenWarrnamboolandCape Otway,onthemorningofFriday,1stJune last.TheLochArd,1623tonsregister,left Gravesendonthe1stofMarchlast,having sixteenpassengersandacrewofthirty-five, inallfifty-onesoulsonboard,togetherwith ageneralcargovaluedatA57,00G.ExceptingagaleofftheCapeofGood Hopethevoyagewasofanordinary descriptionthroughoutuntilAustralian waterswerereached,andCaptainGibbs, whowasconsideredtohaveactedinacareful andseamanlikemanner,hadwontheesteem ofthepassengersandcrew.withintouror fivedaysofthedisasterthecompassesgot outoforder,beingsubjecttounaccountable aberrations,caused,itissupposed,bythe presenceofironintheship.Thecaptain attemptedtomakeobservations,butthe weatherbeingfoggyandcloudy,thesun couldnotbewen,anditwasnot suspectedthatshewaswithinsuchclose proximitytotheAustraliancoast.The lastobservationswereattemptedforty-eight hoursbeforetheshipstruck;butthesun wasobscured,andtheattemptwasnusucceasfuLMeanwhiletneshipwasallowedto driftbeforethewind,insteadofbeinghauled to,asshouldhavebeendone.DuringFridaynightthewindwasblowinghard,and ataboutfouronSaturdaymorningthe shipduringthestormwasunderclose reefedtopsailsgoingwiththebreeze, deadnorthwardtotheshore,whenthe look-outMalsightedbreakersahead.In thedarkness,whitefoamcouldbeseen dashingagainstthedarkcliffs.Acryof landaheadwasinstantlyraisedthroughout theship.CaptainGibbswasondeck,and gaveorderstoholdtheshiptothewind. ATfirstsight,itisequallydifficultto seewhytheImperialGovernmentisso anxioustokeepbackthecolonyfrom self-government,andwhyanyofthe representativemembershesitatetovote forthissameself-government.Ifthe colonywasonceunderagovernmentof itsown,itwouldseemtomattervery littletotheHomeGovernmentwhether itborrowedorabstainedfromborrowing,orwhetheritgrewrichorpoor. '1heHomeGovernmentwouldnotbe responsibleforadependencywhichwas self-governingnorboinanyway affectedbywhatitdid.Theonly assignablereasonwhytheEnglish Governmentcanwishtoretainits holdonthecolonyisthatitmayretain suchpatronageasitaffords.This patronageisreallynotmuch.Ithas beencarefullynursed,itistrue,and whenevertherehasbeenagood financialyearanewofficeortwohas beenerected-suchastheLandTitles, PublicWorks,andSuperintendencyof Police,butstilltheappointmentsatthe disposaloftheCrownareveryinsignificant.Theyarehowever,"something"andintheeyesofagovernment whosecolonialpatronageisgradually growinglessandlessmaybethifught betterthannothing.Atallevents,the retentionofpatronageistheonly possiblemotivewhichcanbesuggested forthereluctanceofsuccessiveSecretariesofStatetoletthecolonygo. Ontheotherhand,again,itisdifficult tounderstandwhyanycolonistshould hesitatetovoteforsuchapartial severanceofthecolonyfromthe mothercountryasisinvolvedinselfgovernment.Thereispositively nothingtogainbythecontinuanceof thecloseconnectionwhichthemother countrywhichatpresentexists,while thereismuchtolose.Thecolonydoes notderiveasingleadvantageof-any kindfromthisconnection,whileits operationsareimpededbyittosuchan extentastomakeprogressalmost impossible.Whatisstillmorestrange isthattheonlypersonswhohaveany hesitationonthesubjectaremembers oftheLegislativeCouncil-allthe restofthecolonistsareunanimous inapprovingimmediateindependence. Perhapsthosememberswhohesitateto makethefinalplungefromthatunder ResponsibleGovernmenttheymaylose theirseatsandhavetogiveplaceto bettermen?Possibly.Buttheymay dependonit,theyarestillmorelikely tolosetheirseatsiftheydonotvote forthesecondreadingoftheConstitutionBill,whateveramendmentsthey mayafterwardmoveincommittee.If theLiberalpartyaredefeatedthis session-especiallyiftheyaredefeated throughthetreacheryofprofessed adherents-thenextelectionwillnot belefttochance.AReformLeague willbeorganisedandsuitablecandidates willbeprovidedforplaceswhere membershaveprovedshakey,norwill anyofthepresentmembersofwhom thereistheslightestsuspicionofan intentiontoratstandanychanceof beingre-elected.Thesolehopeof anymemberwhoduringthepresent sessionshewstheslightestdisposition tothrowoverhisconstituentswillbe intheGovernorappointinghima nomineemember,andthisisavery brokenreedonwhichtorest.The Governordmgetplenty.ofmentodo hisbiddingwithoutquestionandwill belittlelikelytoappointanyonewhose politicalhonestyhasbeenshewntobe verydoubtful.Suchmenarepetted andmademuchofaslongastheyare inapositiontobedangerousandthere

SELECTComment:ea.-Theplanadopted heretofore,byourLegislativeCouncil,oferferringtheconsiderationofBillsregarding overexpenditure,toselectCommitteesofthe house,insteadofbeingconsideredina Committeeofthewhole,hasoftencaused surprisetomanypersons.Thepublichave, however,alwayslookeduponsuchproceedingsasaconvenientmodeofpreventingthem fromlearningtherealcauseofoverexpenditure,andalso,asthebestplanthatcould bepursueddtpreventingthemfromlearning fullyeverythinginconnectionwiththe accountsofthecolony.Thatthatwas practicallytheeffectofsendingsuchbillsto selectCommittees,everyoneisaware,asthe deliberationsofselectCommittees,arenever broughtunderpublicnotice.Thankshowever,tothehon.membersfortheVasse,Mr. Carey,theoldandobjectionablesystemof "selectCommitteesonfinancialbills,"has beenabolished,andinfuture,alldiscussions onmattersofoverexpenditure,wilttake placebeforethewholehouse.Therecanbe nodoubtthechangewillprove,inmany ways,apublicbenefit.

ASIATICT.EMIGRATION.-Thevotebyour LegislativeCouncil,ofthesumof£4,500,to introduceChineseImmigrants,will,we feelcertain,meetwithanythingbutpublic favor.Wearecertainlyourselvessurprised, thatsuchaclassofImmigrantsshouldbe soughtforbyanyoneprofessingto havethetruewelfareofthecolony atheart,andcannotbutdeplorethatthe LegislativeCouncil,shouldhavevoteda sumofmoneyfortheirintroduction. Atthepresenttimeto,whenEuropeansare seekingemployment,itseemsextraordinary thatitshouldbeattemptedtobringChinese hither.Butwerelaborreallyrequired,we wouldprotestagainsttheChineseelementin ourmidst.Thematerialwelfareofthecolony ofcourse,mustnotbeover-looked,buthowevermuchthepresenceofChinesewould tendtoassistourmenofcapital,tomake fortune,bymeansofcheaplabor,thereis another.andmuchmoreimportantmatter, thatmustnotbeforgotten,andthatis,if eventhematerialwelfareofthecolonyis advancedbythepresenceoftheheathen Chinee,yetitsmoralandsocialwellbeing would,undoubtedly,betherebyirremediably ruined.Aknowledgeofthemoralcharacter oftheChinese,isenoughtoconvinceevery right-mindedperson,thattointroduce Chineseamongstus,isnothingshortof iniquitous.Wesincerelytrustthatapublic meeting,toprotestagainstChineseimmigration,willbecalledwithoutdelay.

THEWINE,BEERANDSPIRITSACT.ThePublicansandthe"Wine,Beerand SpiritsActs"wouldseemneverending subjects,uponwhichourLegislatorshaveto exercisetheirability,time,andpatience. EverysessionofCouncil,thePublicanreceivesadueshare,ofLegislativeattention,and asaconsequence,eitheradditionalpenalties areimposeduponhim,oralittlerelaxation ofsomenotoriouslyvexatiousclause,isthe resultofsuchdeliberations.Onthis occasion,thelawhasbeenamendedsoasto placeadditionalpowersinthehandsof JusticesofthePeace,andtoenablethemto annoyasmuchastheyplease,anyperson whomaymakeanyapplicationtothemfor alicense.underthePublican'sAct.Notwithstandingthefact,thattheadditional powersnowgiventoMagistratesisopposed tothespiritofBritishlaw,byconstituting theJusticesaccusersandJudgesoftheir owncause,yetthispreciouspieceoflegislation,receivedthesanctionofourLegislative Council.Aseveryoneknoivsthequalityof ourJustice'sjustice,insteadofconferring uponthem,asthisActreallydoes,most arbitrarypowers,theirdutiesshouldbeso clearlydefined,thattheycouldnotpossibly byanymeanserragainstcommonsense,or trespassontherightsandprivilegesoffree men.

ScHoot,FEES.-Ourattentionhasoften beencalledbyMastersandMistressesofoat townandcountryschools,totheculpabe remissnessofparents,inneglectingtopay theunusuallysmallamountofschoolfees, requiredoftheirchildrenforattending school.Individually,theamountsdueisnot verymuch,butwhenthegreaterproportionof parentsareinarrearswiththeirschoolfees, thetotalis,comparativelyspeaking,alarge one,andofseriousmomenttotheteachers particularly.Itiscertainlytobedeplored thatparents,generallyspeaking,arenot morealivetothewelfareandwantsofthose whodevotetheirtimeandabilitytothecultureandtrainingoftheiroff-spring,andcan withouttheslightestqualm,allowtheir children'ssmallschoolfeestofallinarrears Theteachersofourschoolsmostcertainly deservebettortreatmentatthehandsof

authorityofthecommittee,andthecorn matesitself,asabody-transferringall SoltpowerstotheSocietyassembled in re,meeting,providingforthetrans actionofallbusinessatsuchmeetingsand makingofficersdirectlyresponsiblesolelyto thesame,fortheduedischargeoftheir variousduties.

THEEASTERNDISTRICTSRAILWAY.-

Thelongexpected,andmuchtalked-of railwaybetweenFremantleandPerth(whichwillultimatelybecarriedtothe Easterndistricts)-andwhichisnowofficially designatedasthe"EasternDistrictsRailway,"will,itwouldseemafterall,be undertakenatnoverydistantdate.As anassurancethattherailwaywillreallybe undertaken,wehaveitnowbeyonddoubt, thattheSecretaryofStatehasgivenhisconsentfortheraisingofaloanofsome £100,000,foritsconstruction,andfurther, actingonthesuggestionscontainedinthe despatchofHisExcellencytheGovernor, theSecretaryofStatehasdecidedthatthe proposedrailwayshallbeconstructedonthe northsideoftheriserSwan.Havingadvancedthusfar,itiscertainlyannoying, thatprecioustimeshouldbewastedin discussingthequestion,whethertherailway shallbeconstructedoneitherthenorthor southsideoftheriver-butthatisprecisely whatisjustnowbeingdonebyour Legislators-muchtotheannoyanceofthe generalpublic,who,feelingtheabsolute necessityofsuchanationalwork,cannot patientlybearanyinterferencewithits immediateprosecution.Thetime,almost everyonebelieves,haspassedfordiscussing thequestionofroute-"north"or"south." Thepeoplehavehadthematterofthe "railway"discussed,almostadnauseam,and itiswellknownthattheGovernment,and thecitizensofPerth,havealwaysfavoured theproposaltoconstructtheintendedrailway onthenorthsideoftheriverhenceitis idle.fortheadvocatesofthesouthside,to contendtothecontrary,andnowthatthe SecretaryofStatehasdecidedinfavourof thenorthsideoftheriver,itisjustlya sourceofvexationanddeepregret,that thequestionoftherouteshouldnowbethe onlycausewhytheGovernmentcannotbring inandpassaRailwayBill.Itmaybeperfectlytrue,thatthesouthsidemayoffer greateradvantagesthanthenorth,but consideringtheconditionofthecolony,and theabsolutenecessitythereis,ofundertaking importantpublicworks,withoutunnecssary delay,itis,tosaytheleastofit,verymuch toberegretted,thattheadvantagesofthe "south"werenotclearlypointedoutere this.Thecolonists,itmustbeadmitted,are quitetiredofhearingoftheexpectedrailway,andarealmostunanimousthatthe periodofconsultationastoroutehas passed,andthatthetimefordecisiveaction hasatlastarrived.Referringthematter therefore,totheSceretaryofState,ismost vexatious,andnotonlyisitvexatious,butit itisanabsolutewasteofvaluabletime.We quiteconcurwithourcontemporary,the Herald,inthinkingthattheSecretaryof Statewillnotalterthedecisionatwhichhe hasarrived,andcalmlyconsideringthe wholequestion,noreasonablepersoncan cometoanyotherconclusion.Thepresent SecretaryofStatefortheColonies,Sir MichaelHicks-Beach,hasstronglydeprecated governingbywire,"andthewisdomofthe SecretaryofState'sdecisionwillbemanifest, onthereceiptoftheuncalledfor,andunnecessary"Railwayroutetelegram,"from WesternAustralia.

YORR-THEMARRIAGEOFDR.HOPE ANDMissMONGREL-Thursdaylast20th June,everybodyandhiswifeturnedoutingay holidayattiretowitnesstheeventwhichhas beenthetopicofconversationforsometime pastineverycircle-Dr.HopeandMiss Monger'smarriage.Dr.Hopehasearned forhimselfinthewdistricts,bothinhispublicandprivatelife,theesteemandrespectof allclasses.Inhisprofessionhehasproved himselftobeclever,andthatwhichhasendeniedhimtomanyofthepoorerclasseshas beenhisconsideratechargesandkindattention-everreadytotravelgreatdistancesto rendermedicalaid.MissMonger,whoisso wellknowntoeveryone,havingbeenreared inourmidst,isanamiableyoungladyand belovedbyall.Underthecircumstancesit cannotbewonderedthatsomanyfeltaninterestintheeventfulday.TheyweremarriedattheINeselyanChapel.York,bytheRev. W.Lowe;therewerenolessthansixbridesmaids,veryprrettilydressed.Thebridewore awhitesilkdressbedeckedwithorangeblossoms.Altogether,thecompanypresenteda veryimposingappearance.NotroubleorexpencehasbeensparedatFavershamHouse torendertheoccasionexceedinglyattractive. Aboutsixtysatdowntobreakfast,andata quarterpasttwop.m.,thehappycoupletook theirdepartureforGuildford,wheretheir honeymoonistobespent,amidsttheshouts ofthosewhoweremoreinclinedtogivevent totheirfeelings.Othersagain,appearedto feelasifonewaslost.NodoubtthehouseholdwillfeelthelossofMissMonger,by whomshewasprizedsomuch.IntheeveningalargepartywasgivenatFaversham House,atwhichmanywhowerenotinvited totheBreakfastwerepresent."-Eastern Districts'Chronicle.

FREMANTLECATHOLICYOUNGMEN'S Sociarv.-Thecommitteeelectedinthe beginningofthepresentyearhasproved itselfnotonetobecontentedwiththeempty honorsofanidletenureofoffice.The membersofwhichitiscomposedhaveexertedthemselvesoneandallinmanyways tofurthertheinterestsoftheassociation. Thehalf-yearlyreportwhichwastohave beenpresentedon'lastnight,6thinst.,will wepresumefurnishampleinformationon thissubject.Thereportwillappearinour nextissue,andweforbeardwellinguponthe detailsofthelaborsofthecommittee,until suchtimeasthereport,withtheimprimatur ofthegeneralmeetinguponit,isbeforeus. Wethink,wemayhowever,withoutwantof courtesy,makeexceptioninoneparticularto thecoursewhicherudeucesuggeststous. TherulesunderwhichtheSocietyis,orwas uptolastnight,working,arethesameas thoseinusefortheguidanceofthemembers ofthekindredassociationsinYorkandthe Metropolis.Indeedtheyweretakenverbatim bytheSocietywhenfirststarted,fromthe copyorregulationspublishedbythePerth Socieiy.Forsometime,however,theyhave beenfallingintogradualdisfavor.The prejudiceagainstthemistraceabletothe beliefinmanyparticularstheyareapreveniveofthefreeandharmoniousworkingof theSociety,andacheckuponitseasyand twidedevelopment.Takingtheinitiative fromthisbelief-abeliefinwhichthecommitteearefullyinaccordwiththegeneral bodyofthemembers-thecommitteeprepareddaringthelastmonthoftheirholding office,thedraftofaperfectlynewcodeof laws,theeffectofwhichwillbe,whenin force,tochangequiteradicallythe&institutionoftheSociety.Itisenoughforusto mentioninexplanationofthisstatement, thataprominentfeatureintheproposedregulationswillbe,toabolishtheexecutive

compelledtorelinquishthehopeofbeing investedwithanyoftheofficialdignitiesof thesociety.Amongstthosewhohavejoined the"StaroftheSea"Branch,underthese disadvantageouscircumstancesare,Mr.J.T. ReillyandMr.J.A.Lucas,sooftenaudso honorablydistinguishedfortheprominence oftheirservicesinallmattersofaffectingthe credit,interests,andenjoyments,ofthe CatholicbodyinPerth.Thetotalreceipts, fromentrancefees,contributionsandfines, fromtheopeningofthebranchuptothe lastbranchnighthaveamountedto£G3ls. Therecordwehavetochronicleforthis monthisoneofcontinuedprogress.The StaroftheSeaBranch,advancesatarate thatevenitsmostsanguineadmirerscould nothaveventuredtoanticipate.Numerically andfinancially,itisevidentlydestinedto proveanunqualifiedsuccess.Thoughnot yetsixmonthsinexistence,ithasnearly doubledthenumbersatwhichitsrollof membershipstoodonthedayofinauguration. Fifteencandidatesthentooktheir'seatsas membersofthebranch.Intheinterval since,tenapplicantshavesoughtandhave gainedadmission,andtwomorearein nominationandaretobereceivedinnext branchnight.Inthelistoflateadditionsto theranksofthesociety,wenoticethenames ofseveralofourPerthfriends,andweunderstandthatadispositiontostillfurtherswell itsnumbersisprettygenerallyprevalentin theMetropolis.Alittletimeagothe establishmentofametropolitanbranch wastalkedof,butlatterlyitappearstohave beenthoughtmorepolitictoextendtothe Fremantlebranchailthesupportpossible, whilststillinitsinfancy,andtowaituntil ithadbeenconsolidatedbytheworkingof monthsandtheaccumulationoffunds,befort originatingarivalestablishment.Itspeaks wellforthegoodsenseoftheresidentsof Perth,thattheyshowareadinesstoactupon theirconvictionsinthisrespect,andisan agreeableproofofthepureunselfishnessof theirdesirefortheadvancementofthe society,Itistrue,thematerialadvantages guaranteedbyitsrulesarenotlostinany waytobenefitmembersresidentinPerth, yetthereisonesacrificewhichtheyhaveto make,-animportantoneinthecaseof asocietyofabeneficiarycharacter-theyare compelledtoforegothesatisfaction oftakingaconstantlyactivepartinthe deliberationsoftheMoiety.Thedistance whichseparatestheCapitalfromthePort, mustrenderanythingbeyondanoccasional attendanceoftheirsatthemeetingsan impossibility.Forthesamereason,theyare

ROADS.-TheproposalofHis ExcellencytheGovernor,toraisealoanof £60,000,toconstructnewroadsandimprove thepresentonesofthecolony,tookthe generalityofcolonistsbysurprise.Theimportanceandadvantagestothecommunity atlarge,ofgoodroads,aremanifest,aud hencetoobtainthem,isthewishanddesire ofeveryone,butdesirableasgoodroadsare, itisaquestionwhethercapitalshouldbe borrowedfortheirconstruction.The colonists,wemustsay,areundoubtedly aversetoborrowingcapitalforroadmaking, andithascausednosmallamountof surprise,amongthethinkingportionof ourcommunity,tofindtheLegislative Council-notwithstandingthatthemajority thereof,expressedthemselvesadverseto borrowingcapitalforsuchapurposeultimatelyadoptHisExcellency'ssuggestion,withoutadivision.Perhapsthe LegislativeCouncilwasdesirousofwinning HisExcellency,particularly,asHisExcellencyhadinformedtheSecretaryofState,that hehad"allhislifemaderoadshisstudy,"and hencetoadoptHisExcellency'ssuggestion. toborrow£50,000,toeffectalife'sstudy wasatleast,ontheirpart,highlycomplimentary.Bethatasitmay,however,taxpayersviewthematterinadifferentlight, andveryproperlyquestionthepropriety ofborrowingmoneyforanysuchpurpose. eventhoughhavingtheadviceofsuchan highauthorityasaGovernortodoso.Fifty ThousandPoundsexpendedinroadmaking, invariouspartsofthecolony,would certainlyjustnow,provemostbeneficial,and aaatemporarymeansoffindingworkfor theunemployed,wouldbedeservingofall commendation,butitismanifest,thatthe FiftyThousandPounds,wouldbe,andwill befritteredaway,withoutthecolonysecuringwhatismostdesirable,andwhatHis Excellencyissanguineenoughtoexpect, viz.,reallygoodroads.Thesumitself,is whollyinadequatetoeffectwhatisdesired, andatbest,couldonlyverypartiallyimproveormendourpresentways.Butapartfrom thatphaseofthequestion,howeverbeneficial goodmacadamroadsmaybe;itisthepolicy oftheadvancedpoliticiansofourday,to devotealltheirenergiestotheconstruction ofironroads,bymeansofrailways,andto thatend,inoaropinion,borrowedcapital shouldonlybeapplied.Itiswellknown, thatiftheroadsfromoneendofthecolony totheother,weremetalleslandrendered freefromruts,andotherobstructions,as soonasrailwayswereconstructed,goodand smoothastheroadsmightbe,theywouldbe" practicallyabandonedconsequently,tospendborrowedcapitalupontheconstruction ofnewroads,whenasthecolony progresses,theymustbesupersededby railways,isinouropinion,agrave andwantonerror.ifthecolonistswere notsensibleoftheadvantagesofrailways, andwerecontenttocontinueoninthe"jogtrot"systemoftheirforefathers,wecould understandthewisdomofborrowingcapital toconstructroads,butinayoungandaspiringcommunityasisours,railwaysare wantedanddesired,andinfact,asweall know,arebeingundertaken.Wearequite willingmoneyshouldbeborrowedforlb%

constructionofrailways,becauserailways willconferalastingbenefitonthecolony; butthatmuchcannotbyanymeansbesaid ofroads.Asrailwayscannowbemadecomparativelyspeakingsocheap-wemake boldtoassertthatitisimpolitic,totorrow capitaltoconstructmacadamroads.We contendthatinourcircumstancesthe currentrevenueisquite!sufficienttobearthe burdenofkeepingourpresentlinesofcommunicationopenfortraffic,andtherefore,to expendborrowedcapitaluponthemisnothingmorenorlessthansheerfolly.Again, itshouldbeborneinmind,thatourmain roads,arenotaft&all,insuchadeplorable conditionasHisExcellency'sdespatch wouldleadastrangertosuppose.Itisno doubttrue,thatinandaboutthecityof Perth,placesaretobefound,whereacarriagewouldbe"stuck"-asHisExcellency's wasononeoccasion,-but,still,onthewhole, ourtoadscannotbepronouncedbad,orso bad,thatour=rentrevenuecannotalways keepthempassable,nay,infaircondition. Wearecertainlyatalosstounderstandthe supinenessofourLegislators,insoquietly acceptingthesuggestionofHisExcellency, toborrowcapitalforroadmaking.From theactionofourLegislativeCouncil,it wouldreallyseem,thattheyhavebeenbereft bysomeInvisiblepower,ofallindependence andshrewdness,when,whatissotransparently aGovernor'shobby,canbesoeasilypalmed offonthem,andbecomplacentlyviewedby thataugustbody,asthestrongestevidence ofHisExcellency'spoliticalsagacity.Fortunatelyforthecolony,andthisquestionof borrowingcapitalforroadmaking,Downing Street,thebetenioirofWesternAustralia, willhaveavoice,andDowningStreetwill requiremuchinformationonmanypoints, andwillfurtherrequiretolearnwhat districtsare"speciallybenefited,"before agreeingtotheproposedloanofFiftyThousandPoundsforroadmaking,albeitour LegislativeCouncil'sassentthereto.

SACRAMENTOFCONFIRMATION.

oftheMostHoly'Sacrament.Thus,the SacredHeartofOurLordJesusChrist,was thesupremeobjectoftheFortyAdoration,presentingtothefaithfulrer themostdelightfulobjectofworship,the verytypeandemblemoflove,thepurest thateverwasexhibitedonthisearth,the lovethatexhausteditselfinthesufferings anddeathoftheMan-God.Theappearance ofthealtarduringthesedayswasbeautiful intheextreme,andtheheartmustbecold indeed,thatwouldnotbemovedbyit.The EternalGod,inHisveiledMajesty,onHis throneoflove,receivingthehomageand adorationsofHiscreatures,andbestowing onthemcountlessblessingsinreturn. TheprocessiononSundayevening,was singularlysolemnandimpressive.Over fifty"ChildrenofMary,"dressedinwhite withveilswalked,andsevenbannerswere carriedatstatedintervals.Threelittle children,inthewhiteandredcostumeofthe Association,immediatelyprecededthe BlessedSacrament,strewingflowers,and looking,intheirchildishinnocenceapleasing picture,suchasourDivineLordmusthave lookedonwithcomplacency.TheChurch wascrowdedwithdevoutworshippers,and nothingwasomittedtorendertheFeastan acceptableofferingtotheSacredHeart, Maythedevotionspreadanditsfruitsbe lasting.

OnSunday,thelastdayoftheAdoration, 10youngboyswereadmittedtotheirFirst Communion,andmanyamongstthecongretionapproachedtheHolyTable.

OntheFeastofPentecost,the9thJane, HisLordshiptheBishop,administeredthe SacramentofConfirmationtoalargenumber ofchildrenintheCathedral,Perth.His Lordshipwasattendedonthisinteresting occasionbytheVeryRev.theVicar-General, and,accordingtohiscustom,addressedthe candidatesofbothsexesinananimateddiscourse,onthenatureandobligationsofthe aguustSacrament,hewasabouttoadministertothem.TheSacramentofConfirmation, receivedontheFeastofPentecost,is extremelyimpressive,bringingtomindina vividmanner,thefirstdesentoftheHoly SpiritontheApostles,andtheinauguration oftheinfantChrist.Fewcanwitnessit withoutdeepemotion,andearnestprayerfor themselvesandtheprivilegedchildrenabout tobeenrolledassoldiersofChrist.The numberofmalechildren,includingoneadult, amountedto35endthefemales,74,includingalso,oneadult.Thegirlswereall dressedinwhite,andpresentedaninteresting spectacle.

TheFeastoftheSacredHeart,the FridayfollowingthboctaveofCorpusChristi, wascelebratedwithgreatsolemnityinthe Cathedral.Thedevotionofthe"Forty Hours'"Adoration,commencedonCott morningat7o'clock,andterminatedinthe eveningwithsolemnBenedictionataquarter pasteight.Thetwofollowingdays,SaturdayandSunday,thesamewasrepeated,and euSundayevening,allendedwithprocession

rented,expiredonthe30th,andasthenew tenantrequiredtohaveimmediatepossession, theSisterswereobliged,inthemidstof theirtrouble,topackuptheirfeweffects andleavethehouseclear-ontheveryday thattheremainsoftheirdepartedSister wereremovedtotheChurch.Trulymight theysayonthisoccasion-"WhomtheLord loves,Hechastises." Anothercottagewastakenforthemby theBishop,nearertotheChurchandina moreretiredposition-itwasrentedforan indefiniteperiod.Onthe6thofAugust, theSistersenteredontheirfirstannual retreatinAustraliaandatitstermination anewMotherAssistantwasappointedby theBishop.OnSunday,the2ndSeptember, theirfirstpostulantwasclothedinthe religioushabit,andcommencedher Noviciate.TheCeremonytookplaceinthe Church. Towardstheendoftheyear,acottage wasrentedbytheBishopforthereception offemalechildrenwhoseparentslivedattoo greatadistancefromPerthtobeableto availthemselvesoftheSchools.The Sisterstookchargeofthecottageand childrenresidentinit,itwasnotfarfrom theConvent.Thedaughtersofthegentry, aswellasthehumbleclasses,received,as timewenton,aliberaleducationinseparate schools,undertheimmediatesuperintendence ofourSisters,andfromthecaretakennot tointerferewithreligiouscreedsofsuchof thepupilsaswerenotCatholics,-nofears wereentertainedbyparentsonthesubject, indeednothingcouldexceedtheaffection manifestedbythechildrentotheiresteemed teachers. AboutMay,1847,thefoundation-stoneof anewConventwaslaidbyHisLordship, Dr.Brady,and,inthecourseoftwelve monthsorthereabouttheSisterstook possessionofit.Itwasanunpretending buildingconsistingsimplyofsixrooms, threeunderneathandthreeabove,thelast namedbeingdividedintocompartmentsfor sleeping,bycheckcurtains.Thisbuilding isnowthatportionoftheConventpremises occupiedbytheboarders.

WeleftourSistersonEasterSunday thefirstintheiradoptedcountry.That, gloriousfestivalwascelebratedwithasmuch joyanddevotionasiftheywerenotina foreignland;for,tothosewhohaveonce forsakenallthingsforJesusChrist,one placeinthisworldofpilgrimageisthe sameastheother.Naturewillsometimes lookbacktoearthlyassociaticns,butgrace soonputstoflightthosetroublesomeand uselessglancesofmemory.Godiseverywherethesame.WeobservedinaforegoingchapterthattheBishopandtheIrish priestleftPerthsoonafterEasterforthe purposeofvisitingsomeCatholicslocated inthebushsomehundredmilesdistant.In themeantime,timemouthofMaycomingon andnopriestbeinginPerth,theSisters wereatalosstointroducethedevotionsto OurBlessedLady,-bataftersonicconsiderationtheyresolvedtoinvitethe attendanceoftheCatholicchildrenevery eveningtotheirownlittlechoir,wherethey haderectedasmallaltartotheBlessed Virgin.Onthealtar,theyplacedastatue oftheMotherofGod,andhavingarranged beforeitlightsandwildflowers,thedevotions wereopenedonthefirsteveningbythe prayerappointed,followedbythesingingof theLitany,theaccompanimentbeingplayed onthepiano,afterwardsaninstructionand concludingprayers. Havingattendedthedevotionswithgreat regularityduringtimefirstweek,thechildren becamesodelightedthattheydesiredto seetheirparentsandrelationsenjoythe sameadvantagesaccordingly,manyofthe latterbeggedtobeallowedtoaccompany theirchildreneveryeveningtothedevotions, andwerenotrefusedsogreataprivilege. TheSisterswerethenobligedtoconvert theirreceptionandschoolroomsinto chapelstoaccomodatethesepoorpeople,the doorsoftheseroomsopeningintothechoir andaffordingaviewofthealtar.The Bishopreturnedbeforetheendofthe month,andfoundmanyofhispeople,who werebeforecarelessandindifferent,now anxiousandwillingtobeinstructedand receivedintotheChurch.Themonth endedmosthappilyforthespiritualinterestsofall,andeachsueceediugyear broughtarenewalofitsblessings. TheyoungCommunitywasnowaboutbe tovisitedwithaheavycross.TheMother Assistanthadbeenindeclininghealthfor sometimeandwasnowunabletoleaveher bed:Abouttwelvemonthsbeforethe SistersleftIrelandthisreligiousSister MaryCatherineGogarty,hadbeenattacked withaviolentinflammatorydisease,which confinedhertotheinfirmaryforseveral months.Afterherpartialrecoveryitwas tneopinionofhermedicaladviserthatasea voyage,andresidenceinawarmcountry wouldre-establishherhealth.Inthishope, shewasnamedasoneofthepartyforthe AustralianMissionHowever,thehopesof herphysiciansandfriendsprovedfallacious -shearrivedatherdestinationonlytofind herselfaninvalid,andassheherselfexpresseditbyastrangedispensationof providence-tocomefromoneendofthe worldtodieintheother.Shelingered aboutsevenmonthsduringwhichtimeshe edifiedallbyhergreatpatienceandcheerfulnessunderaccumulatedsufferings.Our DivineLordcalledhettoreceivehercrown onThursday,30thJuly,1846-being29 yearsofage.OnSunday,2ndof August,asolemnHighMassandOffice werecelebratedforthereposeofhersou andherremainswereconsignedtoagrave inaspotcloseby,theChurch,whichfor yearscomposedtheConventcemetery.I wasasadandlonelyceremony,butthe Sistersfoundtheirconsolationinthe humblehopethattheirbelovedSisterhad beendeartoGodandAmeventhenenjoy ingHissweetpresenceinheaven.Aaothe circumstanceaddedtotheseverityofthi trial.Thetermforwhichthecottagewas

IthasbeenpremisedthatoneoftheinducementstotheCommunity,inDublinto givememberstothisMissionwasthesad accountofthestateoftheNatives.However,ourSistersfoundthatfromtheir totallyuncivilizedandwanderinghabits,it wouldbeoutofthequestiontoexpectthem tosendtheirlittleonestoadayschool,and that,inordertoeffectpermanentgood amongstthem,itwouldbenecessarytoremovethechildrenfromtheparentsatan earlyamandhavethembroughtupunder theSisters'immediatecare.Thiswastobe aworkofafuturetimeandwasindeeda laboroflove,andgreatwasthejoyofthe Sisterswhentheyfoundthemselvesactually inpossessionofalittleblackgirl.This childwasbaptizedandcalledMaryChristian, andeachlittlenativecomingafterherto timeConventreceivedthesweetnameof Mary,withtheadditionofsomeother appellation,thus-MaryRose-&c.Inthe courseoftime,anadditionalbuildingona linewiththeSchoolswasdevotedtothe Nativegirls,andentitled"SaintFrancis Xavier's."InthisEstablishmentthe coloredchildrenweredomesticated,taught andtrained.Agrantof£50perannumwas allowedbyGovernmentfortheirsupport andthemostdevotedcareandattention bestowedonthem.

Theythencommencedtaputonsail, ibuthadonlygotthe=Snailsetwhen thestarboardquarterstruckontherocks withaterrificcrash,rippingnpenherbows andsides.Atthistimethecliffcould oetouchedfromthedeckoftheship. Shesurgedtoandfroonthereeffor afewminutes,andpresentlyaeeacarried heronwardsforsomedistanceIntodeep water,wheteshebegantosettle.'Thiswas within150andsofthetoweringbluffs,sixty feethigh. ilstthecrewwereattempting tofurltheIsthetopmaatsweresmashed andwentoverboard.Daylightwasnow breaking.IThescenewasoneofterrible confusion;horrorandalarm.Thepassengers jumpedoutofbedintheirnightclothes. Thecrewwereequallyterrified,andintheir anxietyscarcelyknewwhattodo.Thecaptainprtservedhiscoolnessthroughout. Seeingallhopegone,heorderedboatstobe gotout,andalsothattheladiesshould beplatedintheboats,eachwithalifepreseeverboundroundher.Whilstthe boatWasbeingmadereadyseveralladies werelashedtosparswithlifepreservers aroundthem,butitbecametolateto handletheboats,whichwerenotinthe davids,butontheskids.Tremendousseas wererollingoverthewreck,carryingeverythingbeforethem.ThomasPearce,midshipman,withfiveotherseamen,gotinto theportlifeboat,whichwasimmediately washedoverboard.Theystruggledinthe waterafewminutes,buttheboatwas swampedandhurledaboutlikeacork. Thelad,however,clungtotheboatasit rolledanddivedthroughthewaves,and wasinthecourseofthreehoursdriftedinto asmallinletabouta100yardsfromthe rockonwhichthevesselstruck.Inthis openingtherehappenedtobealittle sandybeach.Seeingthis,heletgo theboatandswamfortheshore,wherehe safelylanded.Inaboutanhourafter,ashe layonthebeach.heheardthecryofa femaleinthewater,andlookeddowntheinletseaward,hedescriedtheformofayoung ladynamedMissEvelynCarmichael,who washoldingtoaspar.Immediatelyhe plungediutothewater,andcatchingherby theclotheswithhisteeth,bepushedand pulledhertowardsthebeachwhichwas aboutfiftyyardsdistant.Bothofthem droppeddownonthesandexhaustedand wenttosleep.Atnoontheladawoke,and, ascendingthecliff,walkedalongtheheadlanduntilhesawafenceandatrack,which ledtowardsMr.Gibsou'sGleuamplestation, threemilesoff.Whennearthestationhe metamannamedGeorgeFord,towhomh. toldwhathadhappened.Mr.Gibsonat onceproceededtothesceneofthewreck, andaftergreatdifficultyMissCarmichael wasraisedtothetopofthecliffandconveyed tothestation,wheresheandPearce receivedeverykindnessandattention. Thatitwasso,wasprovedtodemonstration duringtheprocessofembalming,whenit wasfoundthatallthevitalorganswere perfectlysound.Eighty-six,afterall,was thediseasePiustheNinthdiedof-achill caughtinhislastaudiencebeingthe immediatecauseofhisdissolution.The death-sceneinthatsacredchamberwhence, ataquartertosixo'clockonThursday evening,the7thofFebruary,1878,thesoul ofPopePiustheNinth,simultaneouslywith theringingoftheAngelusBellfromthe towersofallthechurchesofRome,winged itsflighttothepresenceoftheGodhehad solongandfaithfullyserved,toreceiveits unfadingcrownofgloryandrewardin Heaven,isexquisite.ydescribedbythehand ofMonsignorPatterson.Someofthe incidentsarewellknownalreadyintheremotestpartsofthehabitableglobe.Yet, whatCatholiccaneverhearthemrepeated withoutthekeenestinterestaidtheprofoundestemotion?Suchanincidentisthat oftheCardinalPenitentiaryreadingaloudto thedyingPontiffatthesuprememoment thosewordsintheprayersforthedeparting soul"Proficisceee,animachristiana,"and thePopesayingaudibly"Si,pruflciscere1" Orsuch,again,aswhentheactofcontrition wasbeingreiterated,hisdyinglipsrepeated -"Colvostrosantoajuto."Here,however, isoneincidentwhichwillbenewtothevast majority,andfortherecordingofwhich theywillbeverygrateful,indeed,tothepen ofMonsignorPatterson.Withthemention ofitweshallandhareourpresentmerely preliminaryreferencetothisnoblerecordof thelifeanddeathofPinstneNinth-"One ofthelastwhomherecognizedwasourown Cardinal-ArchbishopofWestminster,to whomhesaid,AddioCarkissimo!'"Register.

Eztrortofhisdays-muraltabletsbore relatinginssummarymanner thestoryofhislife.Theywerecomposed byFatherAngeliniofthelameOrder,the celebratedwriteroflapidaryLatin.Inthe centreofthechurch,andinthecircular spaceinclosedbythecolumnsalreadymentioned,stoodthecatafalque,agrandiose architecturalconstructionintheDoricstyle. Itconsistedofawidebasementcrownedby acornice,withinscriptions,flankedby emblems,andwithbasesprojectingatthe corners.Uponthesefourpedestalswere placedtoursymbolicalstatueswiththeir properemblems,representing-Theology, Astronomy,GeodesyandPhysics.Infront ofthecatafalque,onthesidefacingthedoor alargewreathofflowers,tiedwithabroad bandofwhitesilkwasplaced.Itwasthe giftofFatherG.Leis,oftheOratoryofS. PhilipNeri,Sub-LibrarianofVallicellian Library,andthebllovedpupilofthelate FatherSecchi.Thiswreathservedasa frametoamagnificentcushion,onwhich wereaffixedthetwodecorationsbelonging tothedefunctastronomer;theCrossofthe LegionofHonorandtheRoseofBrazil. Fourcandelabrastooduponfourstylobates placedatthecornersofaseriesofsteps ascendingtowardsthebasementonwhich theinscriptionswerewritten.Uponthe cornicewereimitationsbronzeante-fixed, bearinglampsofthesamematerial.Above thiswasraisedtheediculaoverthesarcophagus,whichwaspaintedtorepresent porphyry.Itwassupportedoneight columns,andwasadornedwiththecrossof theCatacombs.Themonumentwassurmountedbyacross.Thecharacterandstyle andornamentswereallinstrictharmony onewiththeother.Thecandelabra,and allthelamps,containedspiritwhichemitted astrangefunereallight.Festoonsand mathematicalemblemsinimitationbronze surroundedthemonument.Aroundthe churchgreatlamps,likewiseresembling bronze,withbroadflamesproceedingfrom them,hungbetweenthearches.Thetumulusanditssurroundingwereaworthy tributetotheadmirationandrespectofthe Romansfortheillustriousscientist,too earlytakenawayfromthem.

DuringtheopeningceremonythePrince ofWalesconversedconstantlywithMarshal McMahon,andwhenthecortegequittedthe PalaisduTrocaderotodecendtotheChampde-MarsHisRoyalHighnesswasinthefirst rankwiththeMarchal-Presidentandthe DuedeAudiffret-Pasqnier,thePresidentof theSenate.Thecrowdwasmostenthusiastic,andgreetedeachwell-knownpersonagewithprolongedcheers.Theprocession pursueditscoursethroughthevarious sections,firstvisitingtheBritishportionof theExhibition,wheretheprocessionwas receivedbytheEnglishCommissioners,who wereinwaitingtoconductMarshalMcMahon andtheotherdistinguishedvisitorsofthe buildingsundertheirsuperintendence.The finishedstateofthisportionoftheExhibitionwasmadethesubjectofmuchfavorable comment.Afterhavinginspectedthe Englishexhibits,theprocessionmovedon throughtheSwiss,Indian,Japanese,Italian, andBelgiansections.untilnearlyeverypart hadbeenvisited.Theceremonywasofa mostsplendidcharacter,andthegeneral appearanceoftheExhibitionisadmirable, andinamuchmorefinishedconditionthan wasbelievedpossible.Allthemachinery tnroughoutthebuildingwasworkingin perfectorder.

Therearenumerousindicationsthatthe SocialistorRepublicanpartyinRussiais nowveryactive,andbadthewarbeenprolongeditisnotunlikelythatbythistime therewouldhavebeenanoutbreak.Itis,of course,theinterestoftheRussianGovernmenttoconcealasfaraspossiblethefact thatthereisanyRepublicanagitationin existence,butitcannotfullyaccomplish this,andtheSocialistsexertthemselvesto theutmosttospreadthroughoutRussiaVia newsbothoftheactsofresistanceto authorityonwhichtheyventure,andofthe repressivemeasuresoftheGovernment.At GenevathereisacolonyofRussianexiles, whohaveestablishedaliterarycentreof actionagainsttheruleoftheCzar.They printthereaweeklyjournal,inRussian, calledtheObschina(i.e.,"TheCommune"), andtheycontributearticlesonRussia,from theSocialistandRepublicanpointofview, to.thenewspapersoftheirparty.Front GenevatheObschinacirculatesthrough Europe,andisevensmuggledinto Russia.

TheExhibitionhasingeneralbeenfound moreadvancedthanwasexpected,andnearly alltheforeigngalleriesareinaveryadvancedstate,andtheFrenchexhibitorshave theselastfewdaysredoubledtheirefforts, enablingtheirproductionstobeareallyinterestingstudyfortheearliestvisitors. Theworkmeninallthesectionswithdrew beforetheopeninghour;butbeforedoing so,theyhadperformedprodigies,andthe entireExhibitionappearedalmostcompleted. Evenbyspendingthewholedaythere,from theopeningtotheclosing,a,visitorwould scarcelyfindtimetoexaminetheprincipal objects,foritscontentsfarsurpassthoseof previousExhibitions.Thereisnotlikelyto beatemporaryclosingtoexpeditewhatremainstobedone,andthelasttouchestothe Exhinitionwillbegivenamidthethrongof visitors.

Thefirstthreemonthsofthepresentyear havebeenmarkedbyvariousincidentsin Russia,showingtheimportanceofthe Socialistagitation.Atvarioustimesduring thelasttwoyearsthepolicehadarrestedin St.Petersburganditsneighborhoodalarge numberofpersonsbelonging,orallegedto belong,totheSocialistorganisation.These menandwomenwereleftmonthaftermonth untried,butsufferingallthehorrorsofa Russianprison,mostofthemactuallybeing inprisontwoyearsinallwithoutbeing broughtbeforeajudgeofanykind. Further,thereseemstobegoodreasonto believethatsomeofthemweretorturedin ordertoforcethemtodenouncetheir supposedaccomplices.Atlasttheywere broughttotrialintheJanuaryofthe presentyear,theprisoners,tothenumberof 193,beingtriedinonegroup.Itwas announcedthatthetrialwouldbeapublic one,butitspublicitywasasham,forafter roomhadbeenfoundforthejudges,the Stateprosecutors,theinformers,thecrowd ofprisoners,andtheguardofpolice,there wasnoneleftforthe Thetrialwas, fdrallpracticalpurposes,asecretone.It endedonthe4thofFebruaryinthecondemnationofoneprisoner(Myschkine)toten years'hardlabourintheminesseventeen prisonerstoexileinWesternSiberia;one prisonertoexileatIrkutsk,inSiberia;four prisonerstoexileinEasternSiberia(probablyintheAmurValley,ontheChinese frontier);sixprisoners(twoofthem women)toexileintheNorthofRussiain Europe.Sixty-threeothersweredeclared guiltyinaminordegree,andreleasedonthe groundthatthetwoyears'imprisonment theyhadenduredbeforetrialwasasufficient punishment; ninetyothers,whobad sufferedthissameimprisonment,were acquitted.

Thechurchwascrowdedtothedoors.

Morethanhalfthespacewasoccupiedby thosetowhomticketsofinvitationhadbeen sent,invitingthem"torendertotheillustriousdeadalastshonor."

OpeningoftheParisExhibition

TheUniversalExhibitionwasopenedon May1statthehourfixedinaccordancewith theofficialprogramme.Onarrivingatthe TrocaderoinMarshalMcMahonreceivedall theMinisters,theofficialsconnectedwith theExhibition,andseveralotherdistinguishedpersonages.Ontheprocessionbeing formed,thePrinceofOrange,theCrown PrinceofDenmark,andtheex-Kingof Spain,rangedthemselvestotherightof MarshalMcMahon,whilethePrinceof Wales,PrinceHenryofHolland,andthe DukeofAostawalkedtotheleftofthePresident.Thespectacleatthemomentofthe ceremonyoftheopeningwasmagnificent. Perfectorderprevailedthroughout,andno accidentofanykindisreported.Onthe arrivalofthePresidentasaluteof100guns wasfired.

TheFuneralofFatherBecohi.

AgrandfuneralserviceforEffiesoul ofthelamentedFatherSecchi,ofthe OrderofJesus,tookplacethismorningin theChurchofS.Ignatius,formerlybelongingtotheJesuits.Themusicsungonthe occasionwasthecelebratedRequiem-ef Mozart,arareperformanceinRoman Churches.Allthewallsandcolumnsofthe churchwerehungwithrichmournnig draperies-broadhangingsofblackvelvet andbandsofcloth-of-gold.Midwayupthe greatcolumnswhichshouldsustainthe dome-butS.Ignatiusisadomelesschurch, beingcrownedbytheobservatory,where theillustriousastronomerSecchipassedthe

M.TeisserencdeBort,MinisterofCommerce,thendeliveredanaddress,inwhichhe alludedtothefactthattheideaofholding theExhibitionsuggesteditselfontheday followingthatuponwhichtheRepublicreceiveditsdefinitiveconsecration.After dwellingupontheworkofconstructingthe Exhibition,andtheeffortsit,necessitated, theMinisterproceededtothank,beforeall, theforeigncountrieswhichhadsomagnificentlyrespondedtotheappealofFrance, whichhadsenttreasuresofartandmanufacturedproductions,andnowcrownedtheir courtesybyhonoringtheopeningofthe enterprisewiththepresenceoftheirmost illustriouscitizensandtheirbestloved Princes.TheExhibitionwasaproof vitality,andwouldmakeitsmarkuponti historyoftheRepublic.TheMinistertheir beggedtheMarshal-Presidenttodeclarethe Exhibition,opened,andpermithimtoconducthimwithhisillustriousgueststhrough

Complaintsareheardonallsidesasto certainincidentsintheopeningceremony. Itisquitetruethatsomeofthearrangementsweredefective,Theaccesstothe specialgalleriesoftheDiplomaticCorps andthegreatbodiesoftheStatehadbeen rendereddifficultbecausetheDeputiesand Senators,whohadrefusedtorepairtothe grandpaviliiontoawaittheMarshal,obstructedthecirculargalleryleadingtothem. Itisalsotruethatthepublic,afterbeing longheldback,madeadashaftertheprocession,andthatsomeventuresomepersons evenjoinedinitandindulgedindemonstrationsnotbefittingtheoccasion.Lastly,itis afactthatonleavingtheChamp-dc-Marsby theeastgate,thePresidentoftheRepublic andtheRoyalPrinceswereatonetime mixedupwiththemob-therealmobin capandblouse-whopushedroundthemand tried,evenbyblows,togetanearerviewof them.Therewasreallyamomentofembarrassment.MonarchialEuropewillhardly beabletoaccountforsuchaconfusion. Betweentheprincesandhighpersonages whoattendcrownedheadsandthemultitude thereiseveranimpassablebarrierandas themobattheirfeetseemstotheformer menacingandugly,sothey,ontheother hand,appearedtothemobasoppressorsand dangerouspersons.InFrance,however, sincethefalloftheEmpirethebarrierbetweencasteshasbeensteadilyloweringand nowexistedonlyonpopularsufferance. TheParisiansactastheirownpolice admirably,anditwouldnolongerbepresumedtokeepthembackbyahedgeof soldiersontheoccasionofaprocession. Theyacordinglyrangedthemselvesina rathervoluntary-thatistosay,capricious -way,and,without orroughness, disturbedthedecorumofthescene,Ilene;forthpeoplemustresignthemselvestothis. Meantimethecitizensdidsomethingbetter ontheopeningday.Atthecostofreal sacrificesontheirownpart,theygavethe festivalatrulynationalaspect.Itwasnot onlytheBoulevards,thegreatarteriesof Paris,whichwereilluminated,butthemost outlyingquarterswereablazeoflightand gaiety.TheTimescorrespondentsayshe onlysawBellevilleandMontmartreverylate intheevening,andwasamazedattheextraordinaryenthusiasmmanifestedinthelightingupofthemainandsidestreets,andat thejoyouscrowdswhichfilledthem. Curiosityactuallyattractedthitherthe inhabitantsofotherquarterstoseeBellevineilluminatinginhonoroftheExhibition. Itwasnotbyorder,ascertainFrenchpapers absurdlysay,thatBellevilleniadesucha display.Itwasbecausethefestivalwas4 thoroughlynationalone,andbecausethe

Ofthosewhowerethusreleasedfrom prisonseveralcameoutinadyingstate.A monthafterhisrelease,inthefirstweek4_ MarcL,diedtheSocialistPodlewsky.Th SocialistsofSt.Petersburgmadeanimposingpublicdemonstrationathisfuneral.A fewdaysafterPodlewsky'sdeath,Maria Sonbotina,anotherofthereleased Socialists,diedatSamara,onMarch16th, agedonly22years."Othersaredying," saysM.Klenientz,inanarticleinoneofthe Genevesepapers.

Ontheverydayonwhichthetrialofthe SocialistsendedatSt.Petersburg,ayoung ladynamedVeraZassoulitchattemptedto assassinateGeneralTrepoff,thechiefofthe policeofthecapital,andactuallywounded himwitharevolvershot.Shehadsucceeded inenteringhisoffice,andfiredtwoshotsat him.SLeallegedashermotivethatshe desiredtoavengethetorturesinflictedby GeneralTrepoff'sordersontheSocialists, who,itisalloutofficiallyadmitted,were floggedbeforetrialtoforcethemtoconfess. VeraZassoulitchhasjustbeenbroughtto trial.FortunatelyforhertheGovernment decidednottotreatheractasapolitical offence,Inordertodiminishitsimportance. Shewas,therefore,arraignedbeforeajury, and(wonderfultosay)thisRussianjury refusedtoconvicther,andsheisno,vfree. Heracquittalisonlyanotherproofofthe strengthoftheRepublicanPartyinRussia. NoonecanfeelanysympathyforTrepoff, forheisthesameruffianwho,in1862-63, superintendedthefloggingofolishwomen andthehangingofPolishmenbythe hundredatWarsaw,and,therefore,notonly amongtheRussianrevolutionists,butamong thePoles,VeraZassoulitchisspokenofasa heroine.

Onlyaweekaftertheattemptupon Trepoff'slifeanattemptwasmadetoarrest someoftheSocialistleadersatOdessa.A groupoffivemenandthreewomenarmed andbarricadedthemselvesinahouse,repelledthepoliceagents,andwerenot captureduntilabodyoftroopsweresent againstthem.Intheskirmishtwosoldiers werekilledandeightwounded;twoofthe

flocialistaweremortallywonndsoll,'andhave sincedied.Onthen**ofthemunedayat Roma,ontheDon,amannamedAldme Nikonoffwasfounddeadinthestreet.The bodyboreninewounds'undowitharevolver, padonthebreastwagfastenedaplacard bearingthewords,"KilledforhavinginformedagainsttheRussianSocialists."At thesametimethereappearedonthewalls placardsannouncingthatthe"spyAkime Nikonoff"hadbeen"executed"forhaving denouncedtothepolicethirtyofhisbrother Socialistswhohadbeenimprisonedand torturedinconsequenceofhisrevelations. ThisSocialistproclamationendedwiththese words "Wedeclarethatwenolonger haveanypatience.Wehaveresolvedto defendourselves;weshallstrikedownthese Judases,andwedeclarethathenceforthfor themtheonlypossibleexpiationisdeathI" Ofcoursethepolicetoredownthesepro-clamations,buttheyhavebeenreproduced bytheRevolutionaryjournalsthroughout Europe,andtheorgansofthePartypublicly announcethattheRussianSocialistshave passedthroughthephaseofagita- tion,andhaveentereduponthatof action.

Secretsocietiesarealwaysliabletoexaggeratetheirpowerandtheirmeansof action,anditmaybethattheSocialistsare notsostrongastheyevidentlybelievethey areinRussia.Butthismuchiscertain, that,insteadofmerelyspeakingand threatening-astheyhavedoneuptothe present-theyarenowresistingasindividuals byovertacts,andmayverysoonengageinovertactsofrebellionasabody.Inany case,Russia,intheeventofwar,willhaveto countwithaveryseriousinternaldanger, forSocialismhasitsrepresentatives,bethey manyorbetheyfew,notonlyamongthe peasantsofthecountryandtheworkingmen ofthetowns,butamongtheofficialsofthe Courtandtheofficersofthearmy.The Powerthathassolongturnedtoherown advantagetherevolutionsofEuropemay soonhavetodealasbestshecanwithrevolutionatherowndoors.

TheCardinalArchbishopand BishopsoftheProvinceof DublinontheEducation Question.

Thefollowingpastoralletterofthe CardinalArchbishopandBishopsofthe provinceofDublinhasbeenaddressedtothe clergyandlaityoftheirdioceses:"BELOVEDBROTDREN,-Havingcometogetheronbusinessconnectedwithreligionin thisprovince,weavailourselvesofthis occasiontoaddressyouonamatterinwhich yourspiritualinterestsandthoseofyour childrenaremostdeeplyconcerned.We refertothesubjectofCatholicEducation, socloselyconnectedwiththesalvationof soulsandthepreservationofthefaithin Ireland.Wehaveoftenwrittentoyouon thisimportanttopic.Butthepresentisa momentwhenthedutyofaddressingyou seemsmoreurgentthanever;forherMost GraciousMajestyhaswithinthelastfew daysinformedParliamentthatherMinistry intendtointroducethisyearabillon IntermediateEducationinthiscountry.It istoberegrettedthatherMajesty'sadvisers havenotundertakentoredressourmany grievancesineverybranchofeducation, primary,intermediate,anduniversitybut itistobehopedthat,atanyrateinone departmentonwhichtheyproposeto legislate,theywillbringforwardsome gsubstantialmeasure,capableofrestoringin nosmalldegreetherightsofwhichwehave beenunjustlydeprived,andofgivingtous thatequalityineducationalmatterswith ournon-Catholicfellow-subjectssolongand sosystematicallyrefused.Itiswell,dearly belovedbrethren,thatyoushouldknowof whatrightsandofwhateducationalresourcesourfathersweredeprived;andthat youshouldbearinmindtheprivilegesand advantagesgrantedtoothersanddeniedto us,inorderthat,consideringtheinjustice inflicted,youmaymorecorrectlyestimate theweedofresitutionjustlytobedemanded. Weshallsayafewwordstoyouonthese subjects.Thetwofirstchiefenactments againstoureducationalrightsasCatholics werepassedin1537,thetwenty-eighthyear ofKingHenryVIII.Byoneofthesethe greatreligioushouses,foundedbyourforefathersascentresoflearning,wereconfiscated.Bytheother,everyProtestant incumbentwasobligedbyoathto'keep,or causetohekept,withintheplace,territory, orparoch,wherebeshallkavepre-eminence, rule,benefice,orpromotion;aschoolforto learnEnglish;'inotherwords,forthe destructionofthelanguageandreligionof Ireland,andthesubstitution'ofthoseof Englandintheirstead.

arseibawordsottheMathihisroyal patent)tostirupandrecalltheprovince ofUhterfromsuperstition,rebellion, calamity,andpoverty,tothetrue of Christ,andtoobedience,strength, perKy Although rich itutionshavethrough ' failedtodetacb9urpeoplefromthe ohc Church,theysubsisttothisdayasan appanageofProtestantism,withonetrifling exception;theirdirectors,withthesame singleexception,areallAnglicans,and nearlyallAnglicanclergymenandthe 21,925acreswithwhichtheyareendowed continuetobelongpracticallytothedisestablishedanddisendowedProtestant Church.Moreover,totheseandkindred institutionsareattached153exhibitions forthepupilswhopassfromtheirhallsto TrinityCollege,Dublin.Whilsttheselarge endowmentswerelavishedonProtestants, theCatholicsofIreland,thevastmajorityof thepeople,,vhohadbeenplunderedandreducedtobeggary,wereleftutterlyunprovidedwithanyeducationalhelp.In regularsuccessionafterthefoundationof theRoyalSchoolsofKingJamesI.,foliowed, in1613,theestablishmentoftheIrish Society,orLondonCompaniesofUndertakers,withthewholecityandcountyof Derryasanendowmentforthepromotionof ProtestantismandProtestanteducation.In 1657wereestablishedtheschoolsofErasmus Smith,oneoftheCromwelliansettlers;and 1672theBlueCoatHospitalinthiscityfor educatingthechildrenofourcitizensin Protestanism.Nextcame,in1704,FoundlingHospitals,andin1783theproselytising CharterSchools,which,in18I9,received £40,000fromtheImperialExchequer,and continuedtoreceiveParliamentarygrantsup totheyear1833.Finally,in1811,the Kildare-placeSociety'sSchools,whichenjoyedParliamentarysupportfrom1814to 1832,werefoundedandwidelyspread throughoutthecountry.

"Theopenattacksagainstourholy religioecarriedonbytheseavowedlyProtestantinstitutionshavingfailed,recourse washadintheselattertimestoconcealed butdangeroussnareslaidforthefaithof ourchildren.Strangetosay,thisisproved withregardtotheso-calledsystemof NationalEducationbytheexpressavowalof oneofitsablestpromoters,thelateArchbishopWhately,whodeclaredinprivatethat eventhatsystemwascalculated'gradually tounderminethevastfabricofPoperyin Ireland,'whilstatthesametimeinpublic heeulogiseditasfreefromtheremotest dangerofproselytism.Ontheotherhand, withregardtotheUniversityBill,brought forwardbyMr.Gladstone'sGovernment withsomanyprofessionsofliberality,oneof theleadingmembersofthelateAdministration,theRightHon.R.Lowe,declaredthat itwasabillfortheextensionofmixed education-ghatattempt,'Mr.Lowecontinued,hadfailed,anditwasnotlikelyto berepeated'(Times,27thJuly,1877.)But, nevertheless,itwasaccordingtotheavowal ofitspromoters,aschemeforpermanently fixingonCatholicIrelandthatsystemof mixededucationwhichtheHolySeehasso oftencondemnedasgrievouslyandintrinsicallydangeroustothefaithandmorals ofCatholicyouth,andwhichyou,ourbelovedchildreninJesusChrist,haverefused forthelastthirtyyearsintheQueen's CollegesandModelSchools,andbyyour persistentrefusalhavedeprivedofall vitalityinthiscountryandbroughttosignal failure.Andthinknot,belovedbrethren, thatwhilebuildingupthisgiganticscheme ofProtestantandanti-Catholiceducation, theenemiesoftheChurchwereidleintheir effortstopreventallCatholicteaching.On thecontrary,beginningwiththeActof HenryVIII.,bywhich,in1537,ourold Catholichousesofeducationweresuppressed, andcomingdowntotheyear1871,the StatuteBookisfullofthemostbarbarous enactmentsagainsteverythinghearingthe semblanceofCatholiceducation,andoflaws framedwiththemostperverseandartful ingenuitytospreadthedarknessofignorance overtheland.Asearlyastheyear1641, theCatholicsofUlster,intheirbumble remonstrance'toKingCharlesI.,stated,as oneofthegrievanceswhichhaddriventhem toarms,thattheyouthofthiskingdom, especiallyofusCatholics,isdebarredfrom educationandlearning,inthatnoschoolmasterofourreligionitadmittedtobebred beyondtheseas,andtheoneonlyUniversity ofIrelanddothexcludeallCatholics, therebytomakeusutterlyignorantof literatureandcivilbreeding,whichalways followethlearningandarts,insomuchthat weboldlyaffirmwearethemostmiserable andmostunhappynationoftheChristian world.'

Toinciteyoutothis,Idesirethatyouwill considerthattheyinterruptthegoodeffects proposedbythelaws.Ihavebeforegiven youincharge,thatthesearethemenwho laythefoundationofthatlamentable ignoranceinwhichIrishPapistsarebred. They,indeed,teachalittlebadLatin,but muchsuperstitionpaidmoretreason;they arethelittleinstrumentsthedevilandthe Popemakeuseoftomaintainanempirein thiskingdom.Fromsuchschool-masters youngpedantslearnsophistoryenoughto damntnemselvesandtodeludeunwaryand ignorantpeople.Theyareachecktotruth, aburdentothepoor,andabanetosociety. Tostop,therefore,suchagrowthofidle, perniciousdrones,audtoforwardtheoperationofthegoodprovisionsmadeforthe educationofyouth,itisourdutytoputthe lawsinexecutionagainstthePopishschoolmasters.' Whenthosewhoadministeredjusticein thecountrydeliveredchargesofthiskindto grandjuries,howcouldanyprogressbe madebyCatholicsiueducation? Isitnot ratheramatterofwonderthattheywere notdeprivedofallknowledge,andreducedtoadegradedstateofignorance? "Itwasonlyintheyear1782-notyetone hundredyearsago-thatitwasdiscovered byourrulersthatthelawsrelativetothe educationofPapists. areconsidered astoosevere(21and22Geo.III.,cap.62). Inconsequence,Catholicswereallowedto teach,butwiththeprovisothattheyshould haveobtainedalicencefromtheProtestant Bishopofthediocese,whohadpowerto recallitanytime.Fromthatfirstmeagre instalmenthowfalteringhavebeenthesteps takentorestoreoureducationalrights,even tothepresentday,whenouractualstate,as regardshighereducation,isadmittedbya PrimeMinistertobescandalouslybad.All thistimeProtestantinstitutionsandsystems whichourfaithcondemnshavebeenmaintainedandfosteredforthebenefitofasmall minority,despiteourunceasingprotest; andevenatthismomentTrinityCollegeenjoysits200,000acmeofland;theProtestantendowedschoolspossesstheir£40,000 perannumwhiletheQueen'sCollegesand theirUniversityreceiveover£30,000ayear fromthetaxesofthecountry,towhich, incommonwiththerestofourfellowsubjects,weareboundtocontribute,whilst forhighereducationCatholicsreceivenothingfromtheState.Withreason,then,the ArchbishopsandBishopsofIreland,addressingherMajesty'sGovernmentin1865,de,_ Oared:"ThattheRomanCatholicsofIreland havelonglaboredunderthegreatestdisadvantageswithrespecttoeducation.In pasttime,alltheireducationalestablishments weresuppressed,andlawswereenacted prohibitingthemtoestablishschoolsat home,ortosendtheirchildrenforeducation totheContinent.Theeffectsofthispenal legislationstillremain,andCatholics, ilepriedoftheendowmentsofformertimes, areleftwithoutanyinstitutionsupported bytheStateinwhichtheycats,withsafety tofaithandmorals.cultivatethehigher studies,andtakeoutacademicaldegrees. WhilstthemajorityoftheIrishpeoplewere thussuffering,greateducationalprivileges wereconferredbytheStateonthe minorityofthenation;andaProtestant University,withsubsidiaryinstitutions, wasestablishedandamplyendowed.'

"Whyhaveweenteredsofully,beloved brethren,intothesetopics?Wehavedone soiuorderthatinanyschemewhichmaybe EleaalecturelatelydeliveredinLimerickbythe RightHon.LordEmly,

proposedforIntermediateEducation,orfee anyotherbranchofeducationinthis country,youmayunderstandthevast amountdneinthismattertotheCatholics ofIreland.Heirsareresponsibleforthe lawfuldebtswithwhichtheirinheritanceis charged;andthisrule,whenitcanbe carriedout,appliestonationsaswellas toindividuals.TheCatholicsofIreland havearighttorestitutioninthismatterof educationtosuchrestitutionas,without injurytoothers,willgretithemequality withtheirnon-Catholicfellow-subjects.
